TSGT JOSHUA TOELLNER

Manpower Analyst, Manpower & Organization

TSgt Toellner joined the Air Force in 2005 as a Munitions Technician, worked briefly in Air Traffic Control and has since developed his career in manpower and analytics. He made this transition after speaking with a family friend and realizing that his mathematical and administrative mind was perfect for the role. “A lot of manpower is knowing the rules that earn manpower slots. A lot of times, people conflate manpower and manning, and they’re two different things. So, manpower typically is how you would describe the capabilities needed to execute a function,” Toellner explains.

Most of his day is spent scanning over spreadsheets and Air Force policy, determining the amount of personnel it will take to keep a process running efficiently while balancing those needs with the available budget. “We are

keepers of the flame of those rules,” shares Toellner, “We’re the specialists in it, so we advise commanders a lot of times. When we’re not minding the manpower documents and applying the manpower standards or determinates, we’re advising commanders and senior enlisted leaders on how they can best meet the mission with their manpower. If they need more [people] to get funded, we can give them some advisement on how to lobby for more funding; [we] facilitate connections between them and their functional managers at different levels.”

Outside of manpower, TSgt Toellner loves to explore Japan with his family. When he isn’t taking one of ITT’s fun-filled trips, he’s spearheading YokoWERX, an organization that aims to breathe life into the products and projects of Yokota’s inventors. TSgt Toellner is deeply passionate about serving Yokota and aiding in the technological innovation of our community, and the 374th Force Support Squadron is better for it!

Swan Boats in Ueno

Ueno Park is one of the largest parks in Tokyo and one of the oldest parks in Japan. A row of swan boats line the water, and they make for the perfect couples excursion. Famous for its zoo, museums and shrines, there’s no shortage of activities in Ueno. When you’ve finished boating, explore the Tokyo National Museum, National Science Museum, Tokyo Metropolitan Art Museum and more surrounding the area.

Visit the Aero Club & Flight Training Center to schedule a stunning Flight Over Tokyo. If heights aren’t your thing, head to the Tama Lodge for a quick getaway instead. Whether you’d like to stay in a cabin, bring a tent or rent a yurt, they’ve got it all! While you’re there, enjoy horseback riding, miniature golf, archery and more. When the day is done, check out their Cabin BBQ To-Go meal and have your dinner prepared for you!

Strawberry Picking

Take your sweetheart for some strawberry picking and enjoy 30 minutes of fresh fruit at Izu Fruit Park! Afterward, make a quick trip to the Mishima Skywalk, the longest pedestrian suspension bridge in Japan. Snap a few pictures of the panoramic views then head into Mishima for a delicious dinner. Cycling in Showa Kinen Park

Bring a bike or grab a rental and pedal down the paved paths of Showa Kinen Park. Featuring over 11 kilometers of paths, the park is surrounded by museums, vendors, playgrounds and fun that will fit the whole family! If biking isn’t for you, bring the dog, a blanket, a meal and enjoy a picnic at the park.

Visit Hamarikyu Garden

Take a stroll around Hamarikyu Garden and discover a beauty reminiscent of the Edo period. Featuring seasonal flowers, trees and the only seawater pond in Tokyo, the grounds are rich with history and make for a relaxing evening on the water.

FIRE WALKING FESTIVAL AT MT. TAKAO–HIWATARI MATSURI

Mt. Takao is one of the most famous and scenic spots in the Kanto area. Tourists, hikers and worshippers come to enjoy Mt. Takao from all around Japan. From the top of the mountain, you can enjoy a spectacular view of dense forests, valleys and surrounding mountain ranges. Established in 744, the Yakuoin Temple near the summit is considered the center of mountain worship. Many Buddhist ceremonies are held throughout the year, the most famous being the Fire Walking Ceremony. On the second Sunday of March each year, the Yakuoin Temple at Mt. Takao performs the firewalking festival. Here, Yamabushi (practicing monks) and other worshippers first pray for protection against sickness and calamity, then walk barefoot over the sacred smoldering fire. Some spectators may also participate in the walk after the fire has been put out. By that time, the temperature of the path is warm to step on with no risk of burned feet. The flames and the smoke are believed to be cleansing, burning all impurities away. If you would like to participate, it is recommended to bring a towel or something to clean your feet with. Join ITT for a fascinating look at this sacred Japanese tradition.

In compliance with NDAA 19, all service members are required to complete initial counseling and pre-separation counseling no later than 365 days prior to the end of their contract.
