HORIZONS MARCH 2020

PARAGLIDING

This adventure starts with a ride up a sit-down-style, surface ski lift. Instead of snowy slopes, a steep runway greets adventurers at the top of this mountain. Those brave enough to look behind them while on the lift and below them while on the platform will appreciate the vast views of the fields and mountains. Don’t get cold feet; you’re in good hands with certified, highly experienced paragliding pilots. Once paired with an instructor, strap into the harness and put on the provided helmet for an experience like no other. Upon instruction, walk onto the middle of the platform with the pilot, and face towards the mountain. Once the sail fills with air, the pilot will prompt you to turn around, run off the platform and soar into the air. The rest of the flight is pleasant as you fly high and take in the aerial views and nearby Mount Fuji. It’s the closest you’ll get to flying, and you may even find yourself craving more as you circle down towards the ground. For a smooth landing, use your feet to jog until the sail falls; a slightly more sudden drop requires riders to lift their legs out in front and plop down onto the ground. Those with a phobia of heights may want to skip out on this adventure. Prone to motion sickness? Plan ahead. All participants must weigh between 90 and 220 pounds.

IS AN EMERGENCY EVACUATION LIKELY? PROBABLY NOT, BUT EMERGENCY EVACUATIONS CAN COME UNEXPECTEDLY (LIKE YOKOTA’S LAST EMERGENCY EVACUATION IN 2011 AFTER THE NOTORIOUS TOHOKU EARTHQUAKE) AND IT HELPS TO BE PREPARED JUST IN CASE.

THE EMERGENCY EVACUATION THREE-STEP PROCESS

ASSEMBLY 1. Your designated unit coordinator will inform you of your rally point location and give you a map. 2. Travel to the rally point with your family, pets, emergency evacuation program (EEP) packet and kit.

HAVE PETS? Your pet will be looked after at all times (often by a vet) and will likely fly on the same plane as you. If your plane is too full, rest assured their NTS bracelet will prevent them from getting lost or separated from you for too long. PET REGULATIONS • Only cats and dogs can be evacuated. • Kennels must be airline approved and large enough for the animal to stand up, lie down and turn around. • You must have your pet’s medical records and your pet must be up to date on all vaccinations. • Tape 10-days worth of food and medications to the outside of the kennel. For specific rules and regulations in guidance with DOS, please contact your unit warden.

PROCESSING 1. An assigined coordinator or warden will look through your EEP folder to make sure everything is correctly and completely filled out. If your folder is not completed, you will be asked to get your folder corrected at another section of the facility. 2. Get your CAC or dependent ID card scanned for entrance into the noncombatant evacuation operation tracking system, or NTS. The NTS machine will print out a wristband for you to wear with a barcode that includes all of your important information. 3. Drop off your pets. They too will be registered into NTS and receive a bracelet that will be attached to their pet carrier. 4. Visit the helping agencies’ information booths and services that can help ease the evacuation process and transition. Helping agencies include the Legal Office, Finance Office, Medical Group, Red Cross and the Traffic Management Office (TMO).

EVACUATION 1. Get escorted to the evacuation control center (ECC). There are two ECCs at Yokota: the Yokota Middle School and Taiyo Community Center. 2. Your bags will be tagged, inspected for contraband and transported to the baggage handling area. 3. You will be screened for contraband, processed through customs, given a situation brief and processed through NTS. 4. Travel to the States either by commercial plane, military plane or ship. The method of travel is determined by Department of State (DOS). 5. Arrive at the temporary safe haven in the States. 6. Visit more helping agencies upon arrival. 7. Be prepared for a possible layover of several days.

WHO GETS TO LEAVE During an emergency evacuation, nonessential Yokota residents and employees can travel back to the States for free. No one is forced to leave, but those who decide to stay lose their status of forces agreement (SOFA) and access to Yokota Air Base.

SPECIAL MEDICAL NEEDS Those with special medical needs will be evacuated with the appropriate care. Evacuees with medical needs that require frequent care, pregnant women as far along as seven months and mothers with babies under six weeks of age will be evacuated through medical evacuation channels via the U.S. military medical authorities.

RELIABLE SOURCES FOR UP-TODATE INFORMATION DURING AN EMERGENCY EVACUATION:

RECOMMENDED SUPPLIES

FINAL THOUGHTS • Keep your EEP folder up to date! • Yokota hosts at least one EEP exercise a year and encourages nonessential residents to participate. The exercises are a great way to see what the process will look like first hand and learn more about EEP. • Questions? Reach out to your designated emergency evacuation coordinator or warden. • In the event of an emergency evacuation, stay calm and patient. It can take over a week to get all nonessential evacuees out of the country, but rest assured that your safety is the Air Force’s top priority.

Hakone National Park is part of the Fuji-Hakone-Izu National Park and is located less than 100 kilometers from Tokyo. Famous for its volcanic landscapes and hot springs, Hakone National Park is one of the most popular destinations among Japanese and international tourists. Get a sweeping view of the park from the aerial cable car. Notice the smoking volcanic activity at the Owakudani valley. Sample the park’s characteristic volcanic cooked black eggs. The ordinary chicken eggs are boiled in a sulfur spring giving them a distinct black color. Legend has it that for each egg eaten, seven years are added to one’s life.

$65 Ages 13 & Up $55 Ages 6–12 $40 Ages 3–5 The child price applies for ages 2 and under if a seat is needed.

Enjoy a delightful boat ride across Lake Ashi, and take in the natural scenery before visiting Hakone Checkpoint — a historical checkpoint once used to control traffic along the Tokaido highway which linked Tokyo with Kyoto during the feudal Edo Period. This checkpoint helped prevent weapons from entering Edo and kept women and children from fleeing the city. It was in operation for more than 260 years until 1868 when the Edo Period changed to the Meiji Period. Finish the trip with a visit to Hakone Shrine which stands at the foot of Mount Hakone along the shores of Lake Ashi. Founded in 757, this shrine is known for its large red torii gate that proudly stands in Lake Ashi with immense mountains displayed in the background.

AERO CLUB & FLIGHT TRAINING CENTER

HOW SAFE IS FLYING? When someone considers learning to fly, the question of safety inevitably comes up. How safe is flying in a light airplane? How safe is driving a car or boat? It depends on the circumstances, the risk tolerance of the individual and their willingness to keep learning. Compared to automobiles, general aviation — defined as all kinds of flying except for the airlines and military — has about one-sixth as many accidents on a per-vehicle-mile basis, and the accident rate is stable. There are several reasons why. Training for a pilot certificate is much more rigorous than it is for a driver’s license. Mandatory ground and flight training, along with written and practical tests, help to ensure that pilots have achieved a basic level of proficiency. Periodic recurrent training helps to maintain and improve skills. The environment in which aircraft operate is much more closely regulated as well. The regulations have evolved over the years to address accident prevention, and most pilots prefer to use regulations as a minimum guideline to exceed in their own flight operations.

LIFE & LEISURE

Perfect safety is unknown in transportation and probably in most of life’s endeavors. Our expectations have been based largely on the airline safety record. By almost any measure, commercial air travel is probably the safest mode of transportation. This is because of the tremendous emphasis that is placed on the reliability of aircraft, air crews and the air traffic control system in which they operate.

CLASS SPOTLIGHT STRONG NATION

STRONG Nation is a baby within the fitness world as it’s only been three years since its creation. Created by the same founders of Zumba, STRONG Nation incorporates high-intensity interval training (HIIT) and muay thai (or thai boxing) for a calorie-burning, muscle-conditioning workout. The Natatorium’s energetic STRONG Nation instructor, Sydney McNamee, leads participants through a variety of traditional HIIT exercises (like jumping jacks, planks, pushups, single leg deadlifts and mountain climbers) and muay thai moves (such as uppercuts, hooks, high kicks and double side kicks). STRONG Nation ensures a good lower body workout as well with almost constant leg movements such as side shuffles, knee ups, lunges and squats. It’s a lot of hard work, but the class’s fast pace and Sydney’s high energy will certainly keep you motivated. Even the upbeat techno music seems to encourage and guide participants through each workout, and it’s no coincidence. The STRONG Nation’s music is uniquely tailored and created specifically for each workout. Sydney warns that the first couple of classes tend to be challenging, but don’t let that scare you away. The workouts are broken into four quadrants and Sydney changes just one quadrant a month so repeat students quickly get the hang of the routines. She also encourages participants to modify or take water breaks as they see fit. So come on out, and try this full-body workout that’s sure to make you sweat. See page 29 for the class schedule.
