RITOMO TAKAHASHI Human Resource Personnel Clerk Personnel Technician, Ritomo Takahashi, has been with the Force Support Squadron (FSS) Human Resource Department for just over a year. After spending seven years in California and graduating with a Business Administration degree from California State University, Ms. Takahashi came back to Japan with a determination to stay proficient in her studies and in her English language. This desire is what led her to her current position on Yokota Air Base, where she converses with Americans every day. It’s no secret that great employees and customer service is the cornerstone of any profitable business, and it is Takahashi’s responsibility to make sure she is maximizing her abilities to help people with their personnel needs. Her daily responsibilities require her to create new job postings and announcements.
Once a job has closed, it is Ms. Takahashi’s job to assess the applicants so that she can send only the qualified candidates to the managers. When asked what her favorite thing about her job is, Ms. Takahashi replied, “I enjoy the fact that what I do helps people and makes them happy; plus, I work with amazing people who care about the work they do and help me when I need it.” Although she loves helping others, it does come with challenges. Ms. Takahashi explains “it’s not possible to make everyone happy, even though I try.” However, no challenge is too big nor small, as she is able to persevere no matter the outcome. Ms. Takahashi is looking forward to more career growth opportunities, as she advances in her profession. Of course, if given the opportunity, Ms. Takahashi would love the chance to go back to the states and travel. But for now, she is happy being back in Japan near her family and working at a job that she enjoys.

TIPS FOR FINANCIAL SECURITY The holidays are behind us and hopefully so is the excessive spending. If your New Year’s resolution includes saving money or reducing debt, you will be destined for success with advice from Personal Financial Program Manager Carla Tyson.
IDENTIFY YOUR FINANCIAL GOALS “Imagine starting on a road trip without GPS, without direction, without an address. You won’t get very far. It’s the same with financial management,” explains Carla. Create short and long term goals that are “specific, measurable, attainable and realistic.” Start by focusing on exactly what you would like to accomplish financially.
CREATE A BUDGET & PAY YOURSELF FIRST Now that your financial goals are identified, it’s time to create the road map for success. Carla suggests making an allotment so that the money is automatically moved into your savings. Track your expenses to know exactly where your money is going. Once you identify any unnecessary spending, you will know exactly how much you are able to save. Ask yourself, “how long do I want to work and how do I want to live?” The answer to those questions will indicate how much money you need to save.
PREPARE FOR THE UNEXPECTED Expect the unexpected with finances. Unexpected life experiences will likely happen, and it’s in your best interest to financially prepare for them. Make sure you have a financial safety net to rely on whether it be an unfortunate death, a birth or a pandemic, you need to have an emergency savings. Increase your savings, and make sure to keep the money safe in either a savings account or a short term certificate of deposit. Whether you’re a homeowner or renter, make sure your insurance needs are covered to help protect against unforeseen events.
OPTIMIZE YOUR PORTFOLIO Once your budget is complete, identify what you are comfortable investing. Keep in mind that investments are risks especially in a fluctuating market. Experts suggest diversifying assets to reduce risk and help reach your financial goals. Make sure you are taking advantage of resources provided such as the Thrift Savings Plan (TSP) which can provide service members with low cost, diversified funds for retirement.
MANAGE YOUR DEBT Having a good plan is the first step in reducing debt. Monthly debt payments should be kept below 36% of your pre-tax income. Pay off credit cards and avoid borrowing for depreciating assets such as vehicles. Make sure that debt payments are a part of your monthly budget and create a plan for paying off your debt. Project the cost of big ticket items to ensure you do not go into further debt.

Visit two of Japan’s World Heritage Sites all in one trip: the A-Bomb Dome and Itsukushima Shrine. Stand before the battered A-Bomb Dome which miraculously survived the bombing of Hiroshima. CLASS SPOTLIGHT DRIVERS EDUCATION AT THE TAIYO
So why take this course and what are the benefits? For starters, it’s a requirement according to the Status Of Forces Agreement (SOFA) and the United States Forces Japan (USFJ). According to Mr. Holladay, the benefit is that you receive the same quality drivers education that you would receive in the states without having to travel. Obtaining the requirements may seem daunting and overwhelming, but it boils down to four steps:

The thought of getting a driver’s license in Japan can be very intimidating. Thankfully, the Drivers Education program at the Taiyo has you covered. Mr. Greg Holladay has been a teacher in Japan since 1996 and is currently the driver instructor overseeing the program. He has worked in this position for eight years at the Taiyo and says that the best part of the job is watching the students, who actually enjoy being there, become better drivers by the end of his course.
Obtain a USFJ 4EJ learner’s permit Sign up for the online course Sign up for six hours of driving time with Mr. Holladay at the Taiyo If you are under 18 years old, spend 20 hours of drive time with a parent.
It’s that easy! The best part is that you can do all of these things at the same time, with the exception of the 4EJ learner’s permit. Before you turn age 16 you need to attend the wing’s weekly Driver’s Course briefing held on Thursdays from 1:30–4 p.m. Once you receive your certificate, you can start driving with your parents or another licensed driver. Next, register for the online classroom portion of the course. Then, you can call the Taiyo to register for your in-car training with Mr. Holladay. You’ll be driving in Japan like a pro in no time.
