JUNETEENTH
On January 1, 1863, Abraham Lincoln issued the Emancipation Proclamation, declaring “that all persons held as slaves” in Confederate States rebelling against the union “are, and henceforward shall be free.” These first steps toward freedom were monumental, but not sweeping. When enacted, it only applied to Confederate states in rebellion of the Union, effectively excluding four border slave states and three Confederate states controlled by the Union army. It wasn’t until December of 1865 that the ratification of the 13th Amendment completely abolished slavery.
Texas was one of the exemptions of the Emancipation Proclamation. Little of the Civil War was fought on Texas soil and there was a limited presence of the Union troops. The state was viewed as a safe haven for slavery, and enslavers fleeing from Union presence would embrace Texas as their new home. As a result, it wasn’t until the summer of 1865, as the Civil War came to a close, that Texas’ 250,000 enslaved people were finally freed. On June 19, 1865, 2,000 Union troops (led by General Granger) arrived in Galveston Bay, Texas, and brought with them the executive decree to free all who were enslaved.
In the years that followed, those freed would celebrate “Jubilee Day” on June 19th. As the tradition grew year by year, it became a time of joyous music, reflection, food and fellowship. Texas declared it an official holiday in 1979, and on June 17, 2021, President Biden signed it into law as a national holiday the first since Martin Luther King Jr. Day. Juneteenth grants us all the opportunity to celebrate a second Independence Day and spark conversation about the progress that the United States continues to make.
This Juneteenth, be sure to visit the Yokota Library to check out some literature and resources that cover the Emancipation Proclamation, Juneteenth and the events of the Civil War. It is vital that we honor our history as a nation by taking the time to learn about the things that shaped it.
KUMAGAYA NIGHT FESTIVAL
–UCHIWA MATSURI–SAT
HORIZONS
Kumagaya Night Festival, or Uchiwa Matsuri, is a festival hosted by the Yasaka Shrine that dates back to the 16th century. The name “Uchiwa Matsuri” comes from merchants offering their customers an uchiwa, a handheld Japanese fan, to cool from the summer heat. The growth of the silk industry meant that the surrounding towns were soon brimming with residents, and each neighborhood competitively purchased festival floats, setting the stage for Uchiwa Matsuri as we know it.
This festival is considered the number one float festival in the Kanto region and is held for three days from 20 to 22 July, and the last day is considered to be the pinnacle of the event. Various activities are held on the pedestrianonly streets and the Community Square hosts traditional Japanese drumming. At dusk, the 12 floats standing by in their neighborhoods begin their parade through the streets, performing traditional music and gathering at the city center for a joint demonstration.
COST BY AGE GROUP: $30 (4 & Up)
$30 (3 & Under if a seat is needed)
ITINERARY:
Depart 2 p.m.
