HIKAWA SHRINE Visit Japan’s famous love shrine dedicated to the god of marriage. Fish for your fortune in one of the boxes full of papier-mâché fish. Single and ready to mingle? Hook a pink fish to find out when you’ll meet your true love. In a relationship? Reel in a red fish to receive divine advice.

TOKI-NO-KANE (TIME BELL TOWER) Kawagoe’s landmark clock tower was originally built during the Edo Period to help Kawagoe citizens keep track of time. The bell stands 16 meters high and is still rung four times a day.

Nurture your sweet tooth with Candy Lane’s endless Japanese treats. Stroll down this charming street lined with candy stores, and try sugary bread known as “fugashi” or Kawagoe’s many takes on sweet potato including sweet potato ice cream and sweet potato chips. Before you’ve had your fill, don’t forget to bite into “imokoi” — a rice bun stuffed with sweet bean paste and sweet potato at Kasho Umon.

Koedo Kurari was a sake brewery later converted into a shopping center. They now sell local delicacies, souvenirs and sake. One of the three buildings offers sake tastings where you can try local Saitama sake.

HAYASHIYA KAWAGOE Settled in a quaint, traditionalstyle Japanese house, Hayashiya Kawagoe restaurant is known for their delicious and unique recipe of “unagi”, or eel, served with egg.

HITSUJIYAMA PARK Witness the annual bloom of Japan’s famous “shibazakura,” or moss pink, at Hitsujiyama Park. In mid-April, the green moss transforms into vibrant white, pink and purple. Walk through the various shapes and swirls of shibazakura for a colorful experience like no other.

Boat Through Sakura Petals

KAWAGOE Tucked behind Kawagoe Hikawa Shrine is the Shingashi river boat ride. This gondola cruise offers visitors the unique experience of boating through the pink, petal-filled river. Sakura trees line the river bank dropping petals into the water below and providing a canopy of pink and white above. Come sunset, lanterns light the river, offering walking access until 10 p.m. Tickets for the boat ride are free but distributed on a first come, first served basis, so get there early. The ticket booth opens at 9 a.m. and is located in front of Kita Kominkan on the far side of the bridge. Small children under the age of 7 may not qualify to ride as the provided life vests must fit.

UENO PARK Visit Ueno Park for a fun-filled day of shopping; tasting local delicacies; exploring temples and museums; and, most importantly, viewing over 1,000 cherry blossom trees. Ueno Park’s main pathway displays over 700 species of sakura. Browse the famous antique market located within the beautiful cherry blossoms. Centered around the sakura is Toeizan Kaneiji Temple where the Tokugawa Family ruled and were eventually buried during the Edo Period. At night, lanterns light the cherry blossoms until 10 p.m.

TAMA RIVER Within biking distance of Yokota Air Base and Tama Hills is the 48-kilometerlong Tama River. Starting in the town of Hamura, this river is an ideal destination for those who love biking or long walks. During the hanami season, Tama River’s cherry blossoms come alive. Stroll or bike on the paved trails alongside the river. Multiple parks and fields offer a place to rest and enjoy your surroundings.

Celebrate beneath East Side’s beautiful canopy of sakura trees with live entertainment, street performers and vendors. Can’t make it to the festival? Stop by the East Side anytime during the hanami season to revel in the sakura’s beauty and snap a few photos.


S h i n g e n - ko Samurai F e s t i va l Sat • 4 Apr Cultural Connection


Takeda Shingen was a feudal lord that ruled the present-day city of Kofu during the Sengoku Period — a particularly violent period in Japanese history as rival warlords fought bitterly for control. Takeda Shingen and his powerful Koshu Battalion conquered much of the Kanto region. His rule was so successful that after his death, other feudal lords adopted his ideals and judicial and administrative practices. To this day, Takeda Shingen’s rule is revered throughout much of Japan and his rule is recreated every year through the Shingen-ko Samurai Festival.

Witness the reenactment of the Koshu Battalion deployment as more than 1,500 people dressed in samurai costumes head off to war. The Shingen-ko reenactment begins with Takeda Shingen and his army taking part in the traditional deployment ceremony and sake ritual. Then, bathed in torchlight and surrounded by his 24 generals, Takeda Shingen leads his army along the streets of Kofu city. During the march, notice the traditional samurai outfits and the “Fu-RinKa-Zan” banner which represents a famous war philosophy, “swift as the wind, silent as a forest, fierce as fire and immovable as a mountain.”

Private Pilot Certificates How old do I have to be to get a private pilot’s certificate? You must be at least 17 years old. If you want to be a private glider pilot or be rated for free flight in a balloon, you must be at least 16 years old. For more information, visit http://www.FAA.gov/Pilots/Become. When do I need a student pilot certificate? Before you can fly solo. You don’t need a student pilot certificate to take flying lessons. Am I eligible for a student pilot certificate? You are eligible if...

• You are at least 16 years of age. • You are at least 14 years old and plan to pilot a glider or balloon. • You can read, speak and understand English. How do I get a student pilot certificate? Complete an application through the Integrated Airman Certification and Rating Application (IACRA) website, or fill out the FAA form 8710-1 and submit it to a Flight Standards District Office (FSDO), an FAA-designated pilot examiner, an airman certification representative associated with a part 141 flight school or a certificated flight instructor. The authorized individual will process your application and submit the required documents to the Airmen Certification Branch. Once reviewed by the Airmen Certification Branch, the student pilot certificate will be mailed to the address provided on the application. How do I get a medical certificate? Aviation Medical Examiners (AMEs) will continue issuing aviation medical certificates. A list of AMEs in your area can be found at https://Designee. FAA.gov/#/DesigneeLocator.

How long are my student pilot and medical certificates valid? Student pilot and medical certificates are no longer the same document. Refer to 14 CFR 61.23 for complete information on duration of a medical certificate. After April 1, 2016, student pilot certificates do not expire. The certificate will be surrendered and superseded upon successful completion of the higher certification. Student pilot certificates issued prior to April 1, 2016 expire according to their expiration date — either 24 or 60 months from the date of issuance. Can I renew my student certificate or medical certificate? No, but you can get a new one. With a new student pilot certificate, is my flight instructor still required to place endorsements on it? No. All solo endorsements are placed in the student logbook and are no longer required to be on the student pilot certificate. Any previous endorsements on a paper student pilot certificate should be maintained as part of the required training record. If I solo in more than one make or model of aircraft, must I have an endorsement for each on my logbook? Yes. Your flight instructor must make this endorsement before you solo in each make or model of aircraft. A list of endorsements can be found in the current addition of Advisory Circular 61.65. Does the endorsement to solo allow me to make solo cross-country flights? No. You also have to get a cross-country flight endorsement from your flight instructor. Is there a charge for the student pilot certificate? There is no charge for an application sent directly to the Flight Standards District Office (FSDO). However, an FAA-designated pilot examiner, an airman certification representative associated with a part 141 flight school or a certified flight instructor can charge a reasonable fee for processing an application for student pilot certificates.

KIDS' KORNER

It takes a village to raise a child and Robert Arnspiger and Robert Beville certainly contribute within Yokota’s village. The two Youth Sports coaches — known as Coach A and Coach B by their 7- and 8-year-old students — are two peas in a pod. They're close friends on and off the field and both share the same first name and military career. Their only difference seems to be their sports upbringing. Coach A grew up playing the sports he coaches: he played baseball for 14 years, basketball for five and football for three. Coach B on the other hand proves that having experience in the sport you coach is not a requirement: he wrestled during his adolescence and now teaches basketball and football. The two coaches work well together and see a lot of improvement in their little athletes by the end of the season. In fact, seeing the children’s progression is what they enjoy most about coaching. That, and simply just seeing the kids have fun and enjoy the sport, because at the end of the day, that’s what it’s all about. Interested in coaching? CLASS Spotlight Ballet

Chinatsu Murakami’s experience, passion and creativity shine during her ballet classes. When teaching the children how to sauté, she pulls a teddy bear from her bag, and the 3- to 5-year-old ballerinas excitedly greet the familiar bear. Chinatsu holds the toy over each child and tells them to jump so that their head touches the bear. After their effortful jump, the students receive a kiss on the cheek from the teddy bear. The bear reappears later in class as Chinatsu teaches the children how to grand jeté (or leap). She sits the bear on top of a block and, one by one, the students leap over. Through teaching at Yokota, Chinatsu hopes to introduce ballet to children who would not normally have the opportunity while living abroad, as she strongly believes the benefits of ballet go beyond elegance. It’s why she recommends boys and adults — not just young girls — practice ballet. All can take their improved flexibility and posture and incorporate it into any other sport or activity they do. Chinatsu offers ballet classes for children starting at age 3 all the way up to grade five at the Youth Center. She also offers two classes at the Natatorium: one for ages 3 to 5 and one for ages 16 and up. Be on the lookout for a new class, Mommy and Me, for children as young as 18-months. In this unique class, parents participate with their children, and the focus is less on technique and more on introducing toddlers to ballet so they can enjoy the sport for years to come. See page 33 and 34 for the class schedule.
