Design feasibility and Concept | Preface
Executive summary The Design Feasibility and Concept Report illustrate an extensive site analysis with a sufficient amount of urban fabric data of Adelaide city in assessing the design of the Innovation Centre at Lot Fourteen proposed area. It will seek to investigate vigorous site experimentations and potential design concepts based on a variety of proposed design strategies for multiple stakeholders. A design pivot point of the proposed strategies is to mitigate the clogged site physical conditions by enhancing the connectivity, and embrace the topographic sense of the site, forming a mix of Adelaide Central ambiance and vibrant botanic garden environment, celebrating the diverse cultures within the public realm. One of the paramount requirement of the development is to address Adelaide’s microclimate and achieve sustainability. Consequently, the project team will be required to work with Renewal SA’s appointed sustainability consultant Dsquared consulting to achieve a minimum sixstar Green Star rating for the building and may also be required to achieve a WELL Buildings Rating in support of the Lot Fourteen WELL Communities Rating. This report will also aim to further investigate the project outline through precedent studies and multiple potential opportunities.

Introduction The development of Lot Fourteen (the oRAH precinct) shifts from a portion of traditional Kaurna lands to the former Royal Adelaide Hospital and currently scheduled to transform into a global innovation neighbourhood of entrepreneurship, research collaboration, and cultural activity in the heart of Adelaide City. The “Emergency Block (also known as E Block)”, as the proposed site area, located at the centre of this precinct, creates a ‘hub-and-spoke’ configuration and reinforces links with the repurposed heritage buildings and the proposed Culinary Centre and Aboriginal Art and Cultures Centre. The proposed area lies on the former hospital site, which is approximately 70,000m2 with its primary frontage to North Terrace with further street frontage on Frome Road, captivating the Adelaide’s cultural vibrance with two major cultural boulevards. It also shares its eastern boundary with the Adelaide Botanic Garden. SA Pathology and the University of Adelaide Medical School are excluded from the site though are relevant in so far as the site will provide connections and amenity for the occupiers. To the north of the site separated by a City of Adelaide owned reserve is the new Adelaide Botanic High School which opened in 2019. The site is also located in the vicinity of both botanic garden and city’s parklands. Evidently, the site not only features great potentials to complete Adelaide’s cultural boulevard, but also can act as an extension of the city parklands and botanic garden

The Fast-growing high-rise hotel and accommodation developments also demonstrate the commercial value and potentials of this precinct. In its broader context, Adelaide Botanic Gardens and Botanic Park at the east edge of the city elevate the permeability of the city and enhance the connections to nature. On the other hand, the homogenous architectural typologies offer the site a great opportunity to act as a large-scale anchor point, which can boost visitation and support on-site business.

Retail
The ‘East end’ within Adelaide city has both exquisite commercial vibe and academic atmosphere. It is known as the domain of choice for trend-setters. The cafes, restaurants, bars, and premium shopping form a unique boutique fashion, exhibiting the East end ‘lifestyle’. A series of university institutions and research buildings bring the academic attitude to the site. The numerous shopping as well as many independent and small retail stores have brought a variety of business opportunities to the zone. On the southern side of North Terrace, streetscape combines the private residential apartment living with a variety of accommodation options, such as the new Adelaidean and Crowne Plaza.

Heritage and history Lot Fourteen as a development site and cultural ‘territory’ features multiple historical buildings on the State Heritage Register, forming a historic cultural highlight of Adelaide. Since the Royal Adelaide Hospital was founded in 1841 (built on site in 1856), the surrounding Buildings started to establish on site, including Margaret Graham Nurses Building, the Bice Building, Sheridan Kiosk, Outpatients Building (currently the Australian Institute for Machine Learning, also former Women’s Health Centre), Casualty Admission Building (currently Allied Health Building) and McEwin Building. In its broader urban contexts, there are also several state heritage buildings along the Adelaide’s cultural boulevard, such as the former Botanic Hotel and chambers, Ayers House and former Coach House, and the Grand Lodge of Freemasons, and also the Brookman Building within the University of South Australia.

The Royal Adelaide Hospital as South Australia’s oldest hospital was founded in 1841
Established on its present site in 1856. It has been in continuous operation on the site for more than 150 years
The oldest of six heritage-listed buildings at Lot Fourteen. The building was once served as a Nurses’ Quarters.
It named after Alice Frances Keith Sheridan whose bequest contributed towards its construction.
The four-storey Bice Building, completed in 1927, was built as part of the 1921 masterplan for the former Royal Adelaide Hospital.
Plans for a new surgery block were prepared in 1939 however construction was delayed by the Second World War, with the building finally opened in 1946.

Urban microclimate The Mediterranean climate in the city of Adelaide features a relatively constant weather throughout the year, with warm and rainy winters and dry summers. The annual precipitation in Adelaide is around 530 mm. In particular, the summer rainfall is very unreliable, and sometimes there is no rain for several months. However, the weather is vulnerable to extreme heatwaves in the summer and cold temperatures in the winter. The urban heat island effect has a direct impact on oRAH precinct due to the density of commercial/residential buildings and various human activities. Furthermore, the large impermeable surfaces around the site such as bituminised surroundings exacerbate the impacts of the urban heat island. The physical clogged topography of Lot Fourteen also partially block the natural wind away, intensifying the heat accumulation.

Sun path + Wind The prevalent wind in Adelaide annually travelling along a South-West/North-East wind corridor. As shown below, the wind rose diagrams indicate the general wind direction and speed for each three months period. The wind rose diagrams also illustrate that the city of Adelaide only experiences calm wind conditions for 5% of the year. During the entire year, the wind blew from the southeast more than 20% of the time. The prevailing wind in summer is primarily from the south/southeast while is dominantly from the north in winter. There is also a large demand difference from heating and cooling in Adelaide: 93% of the time has heating demand versus only 7% of the time of cooling demand.

Local vegetation The vegetation around the site is mainly concentrated on both sides of the ORAH precinct (around Frome Road and Botanic Garden) as well as part of the roadside trees along the North Terrace. Excluding the abundant plants in the botanical garden, the most closely connected area is the plentiful London Plane on both sides of Frome Road, which was planted in 1902 to commemorate Arbor Day and is one of the best known in Adelaide. It is a fine example of Plane trees being used for that purpose. The tall trees with their wide spreading canopies provide much appreciated coolness and shade during Adelaide’s hot summer months.

Future developments 1
Multiple new projects and developments have been approved or are scheduled to be constructed around the immediate site in the coming years. The new cultural complex development on Lot Fourteen – Aboriginal Art and Cultures Centre have been unveiled its concept design to the public, designed by Diller Scofidio + Renfro and Woods Bagot, the South Australian Premier, the Hon Steven Marshall MP. In addition to Aboriginal Art and Cultures Centre, a new Global Student Accommodation (266-269 North Terrace) is currently in construction phrase, next to the Adelaidean and Crowne Plaza which was just completed. A new completed 21-storey residential development - the Dwell East End Adelaide also situated in the vicinity of that area (12-18 Synagogue Place). Besides, two future developments around the site have been approved: a 16-storey 56 m height building at 274 North Terrace and a 20-storey 63 m height building at 292-300 Rundle Street. Accommodation/hospitality buildings are considered as the majority of these developments. Sufficient number of apartments not only provide comfortable living experience but also mitigate the competition for site.

Precedent study I Caixaforum | Madrid 2001-2007 Herzog & de Meuron A largely seven-storey building, retaining only the brick facades of the existing building, designed by Herzog & de Meuron designed. As in the Museu Blau in Barcelona, the architects created a covered plaza at the street level to provide a sheltered gathering space for both the visitors of the center and the passersby. Activities at the Caixaforum include exhibitions of art, design, and architecture, conferences, concerts, film s creenings, w orkshops, a nd educational programs for children and families. The Caixaforum Madrid is fully accessible by people with disabilities; wheelchairs are available free-of-charge at the entrance desk. Its heavy mass, is detached from the ground in apparent defiance of the laws of gravity and, in a real sense, draws the visitors inside. Section A

Precedent study II Visual Arts Building | The University of lowa 2016 Steven Holl Architects The new Visual Arts facility for the University of Iowa’s School of Art and Art History provides loft- like space for all visual arts media, from ancient metalsmithing techniques to the most advanced virtual reality technologies. The natural light and ventilation reach into the core of the building via “centers of light.” The seven vertical cutouts are characterized by a language of shifted layers. Stairs as vertical social condensers run through the entire building while corridors as horizontal meeting spaces, encouraging interaction between the building’s four levels.

Precedent study III 80 Ann Street | Brisbane 2020 Woods Bagot, collaborated with Mirvac and Suncorp 80 Ann Street is set to be a Premium grade asset at the forefront of technology, sustainability, and place-making. It is situated on a landmark site in the north of Brisbane’s CBD. Taking cues from the early 20th-century site’s original roof form, the 5,500sqm area designated for retail and studio spaces protects the authentic edifice and mitigates wind and rain with a glazed canopy. The podium is publicly accessible from three different points and includes indoor landscaping to alleviate pedestrian traffic an d cr eate a friendly environment (description on woodsbagot home page).
