The State of The City

The City Of Zachary – Mayor’s Annual Message January 10th, 2018 was the seventh anniversary of the City’s current administration. The date also commemorates a past year which reflected the City’s continuing recovery from the 2016 August flooding event. While the many debris piles and other obvious signs of the flood’s damage are now mostly absent, there are still those suffering the effects of loss and the pace of recovery. I would ask that you please continue to keep these residents in your thoughts and prayers. Zachary will not be made whole, until all of its people are. Zachary’s resilience has enabled the City’s infrastructure to recover through the many improvements realized since the events of 2016. However, drainage issues do remain a primary concern locally, and top the City’s priority list for overdue improvements. While various and new engineering strategies and solutions have been offered; and with millions of dollars from available grant sources having been pursued, the end result remains unchanged. The City has been unable to win support from the U.S. Army Corps of Engineers in allowing the issuance of required permits that would create needed drainage improvements. While the Corps position may be to “first do no harm”, precious little benefit will ever be realized without the re-engineering of Cypress Bayou. This single tributary remains as the primary deterrent in allowing for the rapid evacuation of storm waters that have plagued Zachary for well over a decade. East Baton Rouge Parish was awarded $106 million dollars in October, 2017 with Zachary set to receive $1.6 million of that amount for local drainage improvement projects. The City proposes to offer as many “hazard mitigation” projects as possible under the grant guidelines, while still making good on the required 25% funds match in order to remain project eligible. Zachary’s overall grant justification and its flood history are especially well defined. Unfortunately, as in the past,

David Amrhein the Corps of Engineers rigid “credo” and its likely-used contingency may once again create a stumbling block for enabling flood water relief for Zachary. Compounding these issues further is the uncertainty over the future of the Comite River Diversion Canal Project. If completed it would most assuredly provide needed relief for the northern portion of East Baton Rouge Parish, and for those areas downstream. I would use this means to strongly encourage your active participation in this drainage improvement initiative by contacting your metro-councilman, your local legislators and your state congressional delegation. The prevailing federal interpretations regarding drainage improvement requirements must be relaxed, and the use of sound engineering strategies and practices should prevail over the more traditional methods of “grubbing and clear-

ing” alone, of those drainage tributaries which has been the past practice. New and improved roads, water, sewer and utility project management and maintenance have all helped to assure the expedited delivery of convenience and services. These improvements have all been spirited by the continuing “smart growth” model Zachary envisioned for itself not too many years ago; and one which we all continue to benefit from today. I remain strongly committed in support of the City’s infra-structure workforce, one now smaller than the one we had upon entering office. Collectively, they have demonstrated the ability to get the job done safely, efficiently and professionally. While some communities embrace the philosophy of “doing more with less”, it often comes at a cost. Safety is an area which will never be compromised, and in Zachary

we’re equally committed to the safety of our workers, as well as the public they serve. Zachary Fire and Police each continue to exhibit the response and professionalism synonymous with public safety, service and protection. We are grateful for their service and take great comfort in the peace and the services they each provide. I would be truly remiss not to mention Zachary’s City Council. Its member’s dedication to public service is demonstrated daily through the many hours of commitment to their respective council districts; and more so through their innate ability to work together for the good of Zachary. We are all better for and appreciative of their efforts. Zachary’s growth in recent years has demonstrated that local government has become a full-time business, and not just a job or an occupation. If ours was the corporate world, one might be inclined to think of success as being measured simply by “making as much as you can, as fast as you can, for as long as you can”. This simply doesn’t apply in government service. No one goes into it for the money or for the prestige. Success is measured daily through commitment, hard work and in knowing at day’s end that you’ve left things better than you found them. The great Vince Lombardi summed it up best when he said “some of us will do our jobs well and some will not, but we will all be judged by only one thing, the result”. Let us use the ‘New Year’ to recommit to all that is good in our lives and in our community. When life’s challenges do occur we’ll possess the strength and the peace in knowing that as a community of one, we are many; and therein lay our true strength. Sincerely,

Joint Ventures: BRCC Unveils Jackson Campus ZHS Students Can Dual Enroll for College Credits

Everybody Wins When BRCC–Jackson’s Johnny Arceneaux held a flag raising ceremony at the Jackson college December 12, everybody came and everyone contributed. State Representative Kenny Havard brought flags that had flown over the State Capitol; Welding Instructor and Army Reserve Staff Sargent Frank Reynolds, and Welding Student and J– ROTC Cadet Ensign Ellis Arbuthnot (West Feliciana High School) did the honors. Anvil Attachments CEO Jon Craft, who is also president of the Feliciana Regional Business and Industry Council, provided the ingredients and Parish Assessor Jeff Gardner cooked the jambalaya. When supporters of the local community college came together in Jackson that day and took part in the ceremony, and then enjoyed a meal they had themselves prepared, they demonstrated the larger joint venture that Mr. Arceneaux has encouraged, the coming together that makes everyone a winner. Mr. Craft, for example, has supported BRCC–Jackson since Mr. Arceneaux’s arrival, helping acquire equipment and set up the welding and machine shop instruction areas, then hiring the program’s graduates. Other business executives have provided part-time jobs for students and then hired them full time upon their graduation. Still others provide materials for projects. Leroy Harvey of Harvey Enterprises in Jackson, a longtime supporter of education, is happy to advise and offer his business expertise in the interest of providing skilled workers for businesses that move to the area. Larry Thomas, president of East Feliciana Parish Economic Development District, is also a big supporter of the businesses, new and established, that need people skilled in the trades. Law enforcement officials, including East Feliciana Sheriff Jeff Travis and Felicianas District Attorney Sam D’Aquilla were also present to take part of the win-win equation, as training in the trades leads to high-paying jobs in industry and gives purpose to those who might otherwise have little hope for a productive and successful life. When everyone has an opportunity to succeed, everyone is safer. Ministers have the same motivation to support BRCC–Jackson, as the opportunity to earn a good living means that people will establish responsible lives and serve their communities. Educa-

Upward Bound Partnership BRCC will partner with East Feliciana High School beginning Spring Semester 2018 to provide the Upward Bound experience for 60 EFHS students. Upward Bound staff will be based at the BRCC Jackson site and will provide tutoring and mentoring support for EFHS students at the high school. Upward Bound students will participate in support activities on Saturdays at the BRCC–Jackson campus and in a summer program at the East Feliciana

Middle School in Clinton. They will enroll in dual enrollment classes at the Jackson site and in other BRCC classes, including online classes. The purpose of the project, which will continue for several years, is to interest the students in attending college, and to help them reach a higher earning power. Upward Bound, Mr. Arceneaux says, provides students with “a ladder out” of environments that may not teach them to value education and “a safety net at the same time.” Business Partner Projects Anvil Attachments of Slaughter, Louisiana, has partnered with BRCC– Jackson to provide students with realworld fabricating and welding experience assembling and welding metal bins and pallets that Anvil uses in its daily in-house operation. Anvil designs the pallets and bins and provides blue prints, pre-cut metal, and welding wire. The students gain the fabricating skills that Anvil needs, skills they might not have otherwise added to their training. Community Service Projects During the Fall Semester, West Feliciana High School welding students assisted in the fabricating and painting of a metal frame for a two-person swing at the Louisiana Veterans Home in Jackson. A Veterans Home resident provided the materials and designed the frame to allow residents to get into and out of the swing safely; further, the materials are so light that the residents can easily move the swing under the shade of the trees at the Home. For another community project, during the Spring Semester, East Feliciana High School welding students will fabricate basketball poles and backboard frames for two basketball goals that the Town of Jackson will install on the tennis court at the Jackson Sports Park. During Phase I of the ballpark’s development, the tennis court will serve temporarily as the basketball court, thus allowing people to

play basketball while the Sports Park is under construction over several years. Challenges and Opportunities BRCC–Jackson students face the following challenges, Mr. Arceneaux says: They need transporation to classes, and childcare during classes...and money for books, for welding tools and supplies for the skilled trade students, and for scrubs and stethoscopes for the healthcare students. They need part-time jobs that will allow them to attend classes. Arceneaux reports that several who attended the open house have volunteered to help BRCC students address these challenges. Several community leaders are exploring the possibility, for example, of using buses and vans already under maintenance and already insured to create a transportation system for BRCC–Jackson students. School buses fit that description and already pick up and drop off students morning and evening. Social Service agencies provide rides for their clients, and prisons too maintain fleets of vehicles. Even churches own buses. In the Feliciana region, people who have often had little know that nothing is impossible. Entergy’s River Bend Station Supports Zachary’s Assistant Chief of Police Darryl Lawrence Graduates FBI Academy Heritage Ranch with $25,000 Grant A $25,000 Entergy grant to Heritage Ranch will aid the Zachary residential home in its mission to strengthen children, their families and the community. Heritage Ranch, like many other non-profits, flooded in 2016 and has been in a long recovery process. While completing campus flood recovery, the Ranch provided outpatient services to its clients. Thanks to the support of companies like Entergy, the Ranch reopened its residential home January 1, 2018, serving young men in crisis. Entergy grant funds are supporting daily program services for Ranch boys and their families.

Lane Regional Medical Center is celebrating National Blood Donor Month by holding a blood drive on Friday, January 19, from 7:00 a.m. until 8:00 p.m. January has been designated as National Blood Donor Month to encourage donors to give or pledge to give blood. First-time and regular donors are encouraged to make a difference in their communities by giving blood every January, and regularly thereafter. Blood is traditionally in short supply during the winter months due to the holidays, travel schedules, inclement weather and illness. Zachary Police Department Assistant Chief of Police, Darryl Lawrence, along with two hundred and twenty-one other law enforcement officers, graduated from the FBI National Academy Program at Quantico, Virginia on December 15, 2017. The 270th Session of the National Academy consisted of men and women from 49 states. Included in the class are members of law enforcement agencies from the District of Columbia, 20 international countries, three military organizations, and four federal civilian organizations. Internationally known for its academic excellence, the National Academy Program, held at the FBI Academy, offers eleven weeks of advanced communication, leadership, and fitness training for selected officers having proven records as professionals within their agencies. On average, these officers have 21 years of law enforcement experience and

usually return to their agencies to serve in executive-level positions. FBI Director Christopher Asher Wray was the principal speaker at the ceremony. Training for the program is provided by the FBI Academy instructional staff, Special Agents, and other staff members holding advanced degrees, many of whom are recognized internationally in their fields of expertise. Since 1972, National Academy of students have been able to earn undergraduate and graduate credits from the University of Virginia due to the accreditation by the university of the many courses offered. The graduating officers were represented by the class spokesperson, Craig Wiles, Drug Enforcement Administration, New Orleans, Louisiana. A total of 50,587 graduates now represent the alumni of the FBI National Academy since it began in 1935.

Joseph Donald “Don” Cockerham, Sr.

Joseph Donald “Don” Cockerham, Sr. died January 5, 2018 at his home surrounded by his loving family. He was born May 14, 1923 in Denham Springs, Louisiana to Ernest and Clara (Minton) Cockerham. Don graduated from Denham Springs High School in 1940. He was a WWII Veteran where he served in the 9th Infantry US Army involved in the Africa Campaign, Sicily, D-Day Utah Beach Invasion, Northern France Campaign, Battle of the Bulge and was in the first platoon crossing the Rhine River into Germany. He was awarded the Bronze Star for bravery. After WWII he met and married the love of his life Anita “Faye” Devall and lived a wonderful 66 years together having 4 children, 12 grandchildren and 12 great grandchildren. He had a 38 year career at Ethyl Corporation in Baton Rouge, he also served as a Baker City Councilman for 8 years, City Administrator and Civil Defense Director in Baker under Mayor “Pete” Heine. He is preceded in death by his parents Ernest & Clara (Minton)

Cockerham, his brother Ernest Cockerham, Jr., sisters Pauline Story, Nell Parish and Betty Combs and grandson Donald Cole LeBlanc. He is survived by his wife Faye, their children and spouses; Sarah (Cockerham) & Sid Ruiz, Karen (Cockerham) & Markham Palombo, Joseph Donald & Katrina Cockerham, Jr. and Laura (Cockerham) & Ward LeBlanc, 11 grandchildren and 12 great grandchildren and niece Clair Parish. Pamela R. La Porte passed away on December 30, 2017. She was born on July 23, 1964 in Houston, Texas to parents Lloyd and Mildred Cloud. Pamela was preceded in death by her father. She is survived by her husband of 24 years, Thomas La Porte; mother, Ladene Reasoner of Jarrell, Texas; 3 sisters, 1 brother also from Texas; 4 pawed children, Anna, BB, Koko, Cookie and the several that she rescued and fostered throughout the years.
