Unprecedented Response to Pandemic

We must support our community and small businesses

We (as a community, parish, state, nation and now the whole world) are truly experiencing an amazing response to the Covid-19 outbreak. During this unprecedented time please know that the Zachary Post and the Feliciana Explorer will continue to provide the community news our region has come to expect and depend upon. I have instructed all of our staff to work from home and I will be handling all logistics pertaining to the distribution on a weekly basis until given the “all clear.” We are trying to maintain commerce within our community and provide a resource for public distribution of news pertaining to the Zachary and Feliciana areas. Please do what you can to assist each other from a safe distance, while trying to support our small business infrastructure. It will be months before we know the true economic cost of Covid-19, but there’s no doubt small businesses and the people they employ will be affected most: everyone from our local dry-cleaners, gyms, the barbershop, all “non-essentials” that have been shut down, some of their own volition at first, the rest at the direction of government leaders last week. Grocery stores are open, and will be OK once they get all the supply lines nailed down. We are fortunate to have locally owned groceries with Rouses, Star Grocery, Sullivan’s Grocery, Audubon Market and St. Francisville Supermarket working round the clock to keep our community stocked up with groceries and supplies. It’s the little guys and girls who will need support during this tri-

al that will be disproportionately affected. Things are changing moment by moment, and in another week, the situation in the U.S. could look more like those in Italy and France. Until then, Zachary Post and the Feliciana Explorer will be doing our part to support our local economy and provide resources for the local governments and health communities to disseminate information the public. There are many things we can do help our local economy in Zachary and the Felicianas. 1.) Carry-out and delivery is still

an option for many restaurants and bars. Louisiana is taking precautions by shutting down dine-in for restaurants, but getting a carry-out order or calling for delivery is still a great option. You don’t have to cook, and the restaurant is still making some money. So, check to see if that’s a possibility at your favorite eatery in the area. 2.) Buy gift cards from your favorite restaurant or boutique. There will come a time in which small businesses will be open again, so why not purchase a gift card now, that you can use later? This is a fantastic way to make sure that your favorite restaurant or store is getting some income right now, when the business needs it the most. Plus, it will feel like you’re having a free dinner when you use the gift card later down the road. 3.) Consider a donation. Not

everyone is able to do this, but if your income won’t be affected by the coronavirus pandemic, consider a donation to a local business that could need it. It doesn’t matter if it’s writing a check or even cooking a meal for the employees, any sort of assistance could mean the world to someone who isn’t sure how they are going to pay their bills next month. We have a lot of work to do during this unprecedented health crisis, to stay safe, to be smart, come together and address our shared concerns. Yes, it’s hard to know where to start. But what’s most important is to simply start. Many businesses are doing everything they can to adhere to health guidelines and still keep their doors open. New Coronavirus Stable for Hours on Surfaces Good Hygiene and General Cleanliness Goes a Long Way

The virus that causes coronavirus disease 2019 (COVID-19) is stable for several hours to days in aerosols and on surfaces, according to a new study from National Institutes of Health, CDC, UCLA and Princeton University scientists in The New England Journal of Medicine. The scientists found that severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) was detectable in aerosols for up to three hours, up to four hours on copper, up to 24 hours

The NIH scientists, from the National Institute of Allergy and Infectious Diseases’ Montana facility at Rocky Mountain Laboratories, compared how the environment affects SARS-CoV-2 and SARS-CoV-1, which causes SARS. SARS-CoV-1, like its successor now circulating across the globe, emerged from China and infected more than 8,000 people in 2002 and 2003. SARSCoV-1 was eradicated by intensive contact tracing and case isolation measures and no cases have been detected since 2004. SARS-CoV-1 is the human coronavirus most closely related to SARS-CoV-2. In the stability study the two viruses behaved similarly, which unfortunately fails to explain why COVID-19 has become a much larger outbreak. The NIH study attempted to mimic virus being deposited from an infected person onto everyday surfaces in a household or hospital setting, such as through coughing or touching objects. The scientists then investigated how long the virus remained infectious on these surfaces. The scientists highlighted additional observations from their study: If the viability of the two coronaviruses is similar, why is SARSCoV-2 resulting in more cases? Emerging evidence suggests that people infected with SARS-CoV-2 might be spreading virus without recognizing, or prior to recognizing, symptoms. This would make disease control measures that were effective against SARS-CoV-1 less effective against its successor. In contrast to SARS-CoV-1, most

City of Zachary Utility Service Announcement

The City Council has determined that the global outbreak of COVID-19 together with the economic hardships that may result will cause a temporary increase in the number of delinquent utility accounts. As a result, an Emergency Ordinance was passed today at a Special Zachary Council Meeting allowing the city to temporary waive disconnection of utility services during the next (60) days. The City of Zachary WILL waive the requirement of the collection of late fees and reconnection fees for utilities services provided upon

proof by the account holder that the property upon which services were provided sustained the economic hardships suggested by the global outbreak of COVID-19. We encourage you to continue to pay your current City of Zachary water/gas bill, as each household will be responsible for the total amount owed after the 60-day period is scheduled to expire on May 15th, 2020. As with our payment policy currently in place, there will be no payment plan initiated for utility bills during this emergency provision.

City of Zachary Implements Limited Access Policy for City Hall and City Annex

Effective last Tuesday, public access to Zachary City Hall and The City Annex is being limited because of the coronavirus outbreak. Calls will continue to be answered between regular business hours, 7:00 a.m. to 5:30 p.m. Monday through Thursday. These options are available for utility payments:

NIGHT DROP BOX The City of Zachary offers two night deposit drop boxes. One drop box is located in front of the City Hall Annex Building to the left of the Utility Cashier door. The other drop box, a convenient drive-thru is located on the west side of the City Hall Annex at the south end of the parking lot. Please do not put cash in the drop box. The City of Zachary is not responsible for cash payments. DRAFT PAYMENTS The City of Zachary offers draft payment from your checking or savings account. To set up, fill out a draft form and attach a void-

ed check from your bank. Call the Utility Cashier Office at 225-6546871. We can fax, mail, or e-mail you the bank draft form. Please return form and voided check to our Utility Cashier Office. BREC Closing all Indoor Facilities and Zoo Until Further Notice

As federal, State and local officials are taking additional significant measures to reduce the spread of COVID-19 in Louisiana, BREC is closing all indoor facilities that serve the public, including its recreation centers, fitness centers, and its special facilities such as Bluebonnet Swamp Nature Center as well as the Baton Rouge Zoo until April 13, 2020. All programs and events are canceled through March and all rentals are also being canceled or rescheduled as the situation warrants. BREC’s administrative building is also closed to visitors.

Staff housed in the building will continue to report to work for the time being.

With health officials suggesting that people spend time outdoors to combat the spread of the virus, BREC’s parks and conservation areas will remain open. BREC’s maintenance crews are regularly sanitizing outdoor fitness equipment, playgrounds, bathrooms and other heavily touched surfaces while also working with local companies to enhance their sanitizing efforts. We strongly encourage visitors to practice social distancing and not visit parks in groups of 10 or more. We also encourage parents to bring hand sanitizer and wipes with them so they can wash their hands and the hands of their children every hour. At this time, golf courses will remain open and are practicing increased sanitizing efforts on golf carts and frequently touched surfaces. BREC’s senior leadership is closely monitoring the situation, assessing it, and taking action as new information becomes

available. BREC is also working with state and local officials to potentially identify locations where emergency camps will be offered to healthcare workers, emergency workers, and other essential personnel to provide safe spaces for their children. However, citizens are strongly encouraged to follow the governor’s instructions to keep children at home, if at all possible, in order to mitigate the spread of the virus. State Representative Barbara Carpenter utilized Chamberlain Park to hand out healthy meals today while State Representative Ted James and Metro Councilwoman Erika Green operated a similar program out of North Sherwood Forest Community Park. Landmark Bank Showcases Female Officers for National Women’s History Month

In 1987, Congress declared March as National Women’s History Month. A special Presidential Proclamation is issued every year which honors the extraordinary achievements of American women. Landmark Bank would like to honor this tradition and highlight a few female officers of Landmark Bank (Formerly Clinton Bank and Trust) in East Feliciana Parish. Shannon Schmidt’s banking career started in May 1987. Shannon has worked in several departments of the bank and presently serves as the Senior Vice President/Compliance Officer. During her time at Landmark Bank Shannon has served more than 20 years on the Finance Committee and as Treasurer for Clear Creek Methodist Church as well as serving on the Board of Primary Care Providers for a Healthy Feliciana. Linette Butler began working for Landmark Bank in 1999, and presently serves as the Senior Vice President of Information Systems and Digital Banking. Linette is an active member of Mount Gideon Baptist Church in Jackson, La. She serves in a leadership role as a Youth Sunday School teacher. In addition, she manages the Church’s website, serves in the Media/Technology Ministry and assists the church secretaries as needed. Alison Sharp’s banking experience began in 1998. Alison has worked in lending for 18 years as the Executive Assistant to the Bank President and CEO and she is the Secretary to the Board of Directors. Alison is an active volunteer for Bar D Outdoors, a non profit organization that focuses on putting physically challenged people back in the woods to hunt.

Angela Gross began working as a teller for Landmark Bank in 1998, and now serves as AVP/Personnel Officer. Angela maintains a Property and Casualty license, as well as a Life and Health License and is a certified HR professional, obtaining certification through the Society for Human Resource Management. Angela has served on many non-profit committees in East Feliciana Parish and has lead fundraising efforts for St. Jude, March of Dimes and American Cancer Society. Morgan Lancon has 15 years of banking experience, currently serving as the BSA Officer for Landmark Bank. Morgan has served on the Board of Directors for the East Feliciana Parish Chamber of Commerce since 2017 and is currently on the Heritage Ranch Gala Committee. Virdie (Chip) Bond Moeller has been employed at Landmark Bank for 43 years and has seen the bank grow from only one small branch to four branches. During her time at Landmark Bank, she served on the board for the American Institute of Banking, she was an EMT for Clinton Volunteer Fire Department and she currently serves as Treasurer on the board of Primary Care Providers for a Healthy Feliciana. Carrie Hempsted McGehee has a total of 37 years in the banking industry,

and she presently serves as AVP/Loan officer. Carrie has participated in many community events including March of Dimes Walk for Babies. She has also been a member of Baton Rouge Marketeers, Zachary Rotary Club, BNI Referral Group and East Feliciana Parish Chamber of Commerce, serving as President for the past three years. They all live lives of service to their families, communities and their careers, fulfilling the mission of community banking by serving our customers in our rural footprint.
