Zachary Schools: 15 Years at #1
Last Wednesday, the Louisiana Department of Education released the 2018-2019 school and district performance results. Congratulations, our Zachary Community School District earned an “A” letter grade and is the top performing school district in Louisiana for the 15th year in a row! Zachary continues to top state rankings as it has for years. Zachary earned 95.9 points out of 150 under the new system. That’s 2.9 points higher than last year but almost 20 points lower than the score it received under the old formula. Last year, Zachary and Ascension Parish were the only two of four school districts in the state to earn an A under the new, tougher system. This year, nine earned top letter grades, with Central and West Feliciana Parish moving up from B’s to A’s. Meanwhile, East Baton Rouge, Iberville and West Baton Rouge parishes improved substantially, greatly outpacing the state as a whole, which grew 1 point. Iberville and West Baton Rouge grew enough to move from C to B letter grades. East Baton Rouge Parish, the state’s second largest school district, still has a C. The rankings are part of district report cards for 71 school systems
for the 2018-19 school year, which ended in May. The district scores were accompanied by school report cards for 1,293 individual public schools across Louisiana. Louisiana also released annual ratings, or “performance profiles,” on child care centers across the state. The report cards size up how public schools are doing academically. The grades are largely based on standardized test scores for students in elementary and middle schools. At the high school level, the report cards also measure graduation rates and the rigor of academic coursework. The schools are graded on a 0-150 point scale and receive letter grades of A through F. This year’s report cards, like last year’s, give more weight to individual student growth than was given in the past: 25 percent for elementary and middle schools and 12.5 percent for high schools. Previously, such growth was awarded a weight of only 7 percent. Student growth, as measured by a complicated statistical process known as value-added modeling, or VAM, covers all students. Last year, improvement among only struggling students counted.
The state is placing such a value on growth that schools are also receiving a “progress rating” and a special progress letter grade. High schools also earned additional letter grades for their graduation rates, strength of diploma and student per-
formance on the ACT college placement exam. Louisiana’s school accountability system will continue to get tougher through 2025 as part of a seven-year plan approved by the state board of education in 2017.
Thankful! Zachary Mayor David Amrhein hosted his annual prayer breakfast last Friday at Plains Presbyterian Church. Pictured left with Zachary singing sensation Michelle Willis.
Thank you to the Zachary Fire Department for arriving before daylight to cook breakfast for the Mayor’s Annual Prayer Breakfast!

BREC’S Zoo Welcomes the Holidays with ZooLights
BREC’s Baton Rouge Zoo invites the community to celebrate the holidays with ZooLights - a festive evening mile-long trail through the Zoo featuring more than 50 illuminated display sculptures of animals and traditional holiday spectacles. The holiday tradition begins November 29 and continues through December 30. Closed only on Christmas Eve & Christmas Day. Admission gates open 5:30 p.m.-8 p.m., grounds close at 9 p.m. For the second year, the Zoo will again be partnering with The Greater Baton Rouge Food Bank to bring more impact & excitement to ZooLights. Every guest presenting a non-perishable food item during the hours of ZooLights will receive a 50% discount from the regular admission price. Regular admission prices are: $5 for adults/teens; $4 for senior citizens; $3 for children (2-12 years old) and $3 for Friends of the Zoo members. These amounts will be cut in half when a non-perishable food item is presented at the time of entry & all food donations will go directly to the Greater Baton Rouge Food Bank. Last year, 3,302 pounds of food were collected during this drive. The goal is to reach 4,000 pounds this year! “ZooLights is a remarkable holiday tradition bringing joy to the Baton Rouge community. Joining with The Greater Baton Rouge Food Bank to provide food donations and replenish their provisions during the season of giving, makes perfect sense,” said Phil Frost, Zoo Director. “The Zoo is about families and we encourage our guests to give back and get back this holiday season through this ideal partnership.” “We truly appreciate the Zoo’s willingness to bring the joy of food to tables in the Baton Rouge area while sharing the joyful holiday experience of ZooLights,” said Mike Manning, President and CEO of the Greater Baton Rouge Food Bank. During each evening, the Safari Post Gift Shop and Flamingo Café will remain open & feature special holiday treats and gift options. Visitors can enjoy other special holiday activities on the following dates: § 11/29 – Coca Cola Santa Visit § 11/30 – Ornament Crafting § 12/6 & 12/7 – Safari Santa § 12/13 & 12/14 – Art Gone Wild § 12/20 & 12/21 – Ornament Crafting Additional ZooLights Information: http://www.brzoo.org/events/ special/zoolights/

DEMCO Announces 2020 Youth Tour Essay Contest Dixie Electric Membership Corporation (DEMCO) announces its annual essay contest for student competitors in the 11th grade to participate to win an all-expense-paid trip to Washington, DC. Since 1978 DEMCO has sponsored this annual contest to award for 12 finalist spots to further compete in an oral presentation to win one of the four contest spots. Although only DEMCO members are eligible for the trips to Washington, D.C., all students who enter are eligible for prizes awarded for the best- written essays. Entry submissions begin November 1, 2019, with a deadline on January 24, 2020. “DEMCO supports and participates in the education of young people and through this contest, allows student delegates an opportunity to learn about electric co-ops and to experience our nation’s capital,” says
Randy Pierce, DEMCO CEO and General Manager. The National Rural Electric Cooperative Association has worked with electric cooperatives to bring high school students to our nation’s capital since the late 1950s. More than 2,000 students come together from around the country for a weeklong experience on Capitol Hill. “The board of directors and I are proud to support this endeavor,” said Pierce. “These students gain a firsthand understanding of the legislative process and make connections with peers from across the country that will last a lifetime. This experience also gives them great perspective about America’s rural electric cooperatives and the principles such as democracy that govern us.” Senator Lyndon Baines Johnson inspired the Youth Tour when he ad-

dressed the National Rural Electric Cooperative Association (NRECA) Annual Meeting in Chicago in 1957. The Senator and future president declared, “If one thing comes out of this meeting, it will be sending youngsters to the national capital where they can actually see what the flag stands for and represents.”
DEMCO receives hundreds of essays from area high school students each year who apply for the annual June trip. Three judges read the essays and select 12 finalists. The finalists then compete by presenting an oral version of their essay, and four winners are selected in front of family, friends and educators. For more information about the Youth Tour program and Essay Contest, visit www.demco.org/community/essay-contest. The four winning DEMCO member student delegates traveled in June 2019 to our nation’s capital to participate in leadership training, learn about electric cooperatives, engage in one-on-one conversation with their elected officials, tour the sites, museums, and monuments in Washington, and begin to build their network of peers.

As we approach election day, # each of us has a very important decision to make. A decision that will affect each of our futures for many years to come, long after this upcoming term has ended. District 62 simply cannot afford to waste the next four years. I have dedicated the last 10+ years of my life to improving our state agencies, increasing opportunities & funding for education and increasing workforce & economic development opportunities for ALL residents & businesses within ALL areas of District 62. I have been actively involved with multiple planning committees for infrastructure and healthcare within the District. During that time, I have also collaborated and worked with all parties of the Louisiana Legislature in effort to provide the very best opportunities for ALL of the people and businesses I’ve served no matter their background. Throughout my career, I have worked with a large number of students that came to me for help with overcoming various obstacles that were hindering their education &/or wellbeing; lack of funds, lack of transportation, mental health issues, thoughts of suicide, family dynamics, domestic abuse & violence, etc. During that time, not once have I ever hesitated to lend any of them a helping hand for any reason whatsoever. I am a firm believer that if you find yourself in a position to help someone, you do so without hesitation and without expectation of anything in return. I am the father of a public school teacher, a registered nurse and a plant worker. I am the brother of two state workers, an LPN and a now disabled twin sister with chronic health issues. All 3 of my grandchildren attend public schools. Many friends and family run small businesses. I, myself, once ran a small family business. I say these things because I am not only aware of the challenges many people face, I understand and live with many of them myself. I am for District 62. My allegiance is to District 62. And I have dedicated the greater part of my life to serving and protecting the best interests of District 62, all of it, every single person. I can not say it enough, thank you for your dedication and passion for creating a better future for all of District 62. You inspire me daily. I give you my word, I will be YOUR voice. I will fight tirelessly to represent YOUR interests, not special interests. And I humbly ask for your continued support, your prayers and your vote on Election Day.
