Area Schools Receive ZHS Girls Win State Golden Carrot Grant Track Championship
The Baton Rouge Area Chamber announced last week that the North Capital Region Jump Start sub-team, comprised of East and West Feliciana, Pointe Coupee and Zachary school systems, has received the Golden Carrot Grant from the Louisiana Construction Education Foundation, a private foundation based in Baton Rouge. Representatives from each school district, BRAC and supporters of LCEF attended the presentation of the $45,000 grant Feb. 19 at Zachary High School. The Baton Rouge Area Chamber announced last week that the North Capital Region team was awarded the $45,000 Golden Carrot Grant to implement a multi-phased strategy promoting construction craft careers among the students attending East and West Feliciana, Livonia and Zachary High schools. Pursuit of the program represents action toward BRAC’s Strategic Plan for Cultivating a STEM Workforce in the Capital Region, published in December 2014. The plan is accessible at www.brac.org/K12research. “We thank the LCEF for their foresight in bringing together educators and industry to provide students with practical experiences that will prepare them for high-growth, high-wage careers,” said Adam Knapp, BRAC’s president and chief executive officer. “What this Jump Start regional team will accomplish with the Golden Carrot Grant is another great example of how educators and industry are inno-
vating together because of Jump Start,” said State Superintendent John White. “Students in these districts will now have expanded access to great instruction and workplace experiences that prepare them to be successful, productive adults.” “By providing teachers with direct experience in construction careers, we’re enabling them to better prepare students to pursue careers in these indemand disciplines,” said Hollis Milton, superintendent of the West Feliciana School System, the lead district for the North Capital Region Jump Start Team. “This benefits participating businesses by addressing their workforce challenges and sets our students up for successful careers here at home.” The grant will fund four phases of work, including 1) training in webbased tools that promote understanding of career data and workplace experience; 2) teacher externships in skilled

craft pathways; 3) a regional networking fair focused on soft skills relevant to the construction industry; and, 4) follow-ups to assess for impact and sustainability. These phases are explained in greater detail, below. 1. District-level assessments and training: BRAC and regional team leaders will meet with high schools within the district to assess staff’s understanding of job opportunities in the construction crafts, as well as their preparedness to offer students the training and education necessary to pursue such careers. 2. Teacher externships: Through paid externships, teachers will be placed with construction sector employers where they will learn industry best practices which will inform their course curricula. The Golden Carrot Grant will be used, in part, to fund the teacher stipends. Teachers will be required to develop lesson plans that incorporate their learnings from on-thejob training. 3. Networking fair: Through a regional networking fair, construction industry professionals will inform students of potential career opportunities. Specifically, students will learn about soft skills relevant to the construction sector, including safety, salaries, the importance of drug-free workplaces, construction culture, and career opportunities available through skilled crafts. 4. District-level follow up and
externships: BRAC and the regional team will visit each school district and participating high school to measure progress in raising student awareness of opportunities within the construction sector. Specific reporting metrics will include advancements in teacher capabilities, number of students engaged in construction-related courses or activities, and volume of requests for additional information or resources. “The Louisiana Construction Education Foundation (LCEF) is proud to partner with the Louisiana Department of Education’s JumpStart initiative,
with BRAC, and with the North Capital Region Jump Start Team. Cassard Touts Winning Attitude for all Zachary Athletics, but Especially Baseball By James Ronald Skains
“On my first day on the job at Barbe High School fresh out of college, I was given a tee-shirt that read: “It Was A Clean Sweep,” Jesse Cassard, Athletic Director and Head Baseball Coach at Zachary High School told the Zachary Post. “That year, Barbe High School varsity teams had won District Championships in all 14 sports in which they participated.” “I want to see people wearing those types of shirts here at Zachary High School. We compete in 16 varsity level sports on the district level here at Zachary High. I don’t think those are too high of expectations to have here at Zachary. We have the finest athletic facilities of any high school in the state of Louisiana. Whether I’m playing checkers or baseball I expect
to win. I want all our athletes here at Zachary to have that same attitude.” “We have 543 student athletes here at Zachary, which is about one-third of the student population,” Cassard explained. “That is a great participation rate. It should give us the ability to not just compete, but to always win at the district level. Just going to the playoffs each year should not be a measure of our accomplishments.” “I’ve been here for nine years but I did not lay the foundation for our success, former Superintendent Warren Drake did. I remember vividly my first day to see the Zachary High School Campus. Drake was driving me around the campus. None of these athletic facilities were in place but Drake was pointing out to me what would be here and there and over yon-

der. Although there was nothing there to see at the time but open ground, I bought into his vision.” “Here we are nine years later and all this has come to pass,” Cassard noted as he swept his arm from west to east encompassing the athletic facilities while sitting in his second floor office marked Athletic Director. “I couldn’t have accomplished very much without a great team of support staff helping me. Lisa Moffat is our academic compliance officer. She does a great job that is essential to our success.” Coach Cassard has two sons, Cullen and Cal, and a daughter, Carsyn. Angelina Cassard, Jesse’s wife, is assistant principal at Copper Mill. “My job is wonderful. I coordinate all our sports activities with the help of my staff and our coaches. Then I get to go out and meet one on one with our business sponsors. That is what really builds rapport with our supporters, always being out and about in the public, meeting people and telling them what is happening in Zachary Sports.” The Athletic Director keeps an updated individual website featuring all 16 varsity sports team. The 16 Zsports teams are: Bronco Baseball, basketball, football, golf, track, power lifting, swim, soccer, tennis, track, volleyball and wrestling. Lady Bronco teams include: Lady Bronco Basketball, Lady Bronco Soccer, and Lady Bronco Softball. Plus ZAF, which is the acronym for Zachary Athletic Foundation, is in the background and foreground supporting all Zachary High School Sports. “We have our annual Zachary Community Schools Golf Tourna-
ment coming up on April 6,” Cassard pointed out. “We are shooting for 200 entries in the scramble event. The cost to enter is $100 or $400 for a four-person team. We will play the event at the Copper Mill Course.” Jesse Cassard began his athletic career at Assumption High School. After graduation, Cassard enrolled at Bossier City Junior College where he played baseball. Later he transferred to McNeese State in Lake Charles and played “Cowboy Baseball.” After Cassard injured his knee in his senior season of baseball, Cassard turned his focus onto coaching. Through his McNeese connections he found out about an opening at nearby Barbe High School as an assistant baseball coach. During his time at McNeese State University where he graduated in 2001, Cassard earned a Teaching Certification Degree in Physical Education. Later, the current Zachary High School Athletic Directory and Head Baseball Coach obtained a Master’s degree in Education Leadership from Arkansas State University. “I’m usually here on campus by 6:30 a.m. every school day,” Cassard explained. “I try to put in a full day of work by noon, so if I need to leave the office to coach baseball I will have completed most of my Athletic Director work for the day. Sometimes my coaching duties aren’t over until late in the day, especially when it is game day.” “I’m working hard to get everyone on staff and in administration to understand that my way of doing things is not just to do okay, but to excel. This sets the foundation for overall

success. I was so pleased when we were able to bring Kenny Almond on board as our Basketball Coach. Here was a guy ranked in the top 10 in career wins on the basketball court in the nation.” “I jumped at the chance to get Coach Almond to Zachary when I heard that he was a little unhappy and under-appreciated down in Ascension. That move will pay great dividends for Zachary High School Basketball. He took a team that was 9-19 last year and made it to the playoffs this year with a starting lineup of a freshman, three sophomores, and a senior. Four state baseball championships (2007, 2008, 2009, and 2013) plus other district titles are the fruits of his labors in nine years in Zachary. “We are positioned here at Zachary for many years of success in Bronco Sports,” Cassard affirmed. “April Barnes is our girls’ basketball coach. She played at LSU and in the WNBA. Pat Hall is our strength and conditioning coach. He is a great asset to all 16 varsity sports team designing custom conditioning drills for each sport. We have a superstar in track with Jamie O’Connor. She is ranked number 3 in the nation in her specialty race.”

The Mayor and Council met for their regularly scheduled meeting on Tuesday, February 24, beginning at 6:30 p.m. It was relatively uneventful, as the anticipated issue of Copper Mill’s 8th filing has been sent back to Planning & Zoning and was therefore not discussed at the Council meeting. The filing was sent back with slight changes to the plan. It’s expected to have more open space within the filing by removing lots. Following the Pledge of Allegiance, led by a few area Boy Scouts, and the invocation, a concerned citizen took the podium to address the print size on the speed limit signs along Highway 64. “The speed limit is 45, the print is about this big! Why is there a sign if you can’t read it? Is that the standard size?” he asked. “If you had a bigger font then you would need a bigger sign,” Amrhein said. Moving on, the Mayor and Council each nominated one person for the Zachary Historic Village commission. Appointees are: Theresa Payment, Jeanne Partin, Patrick Campbell, Renee Beadle and Ryan Southall.
Next up was Craig Parnell, who is in charge of maintenance for Copper Mill, there to discuss the requests for stop signs made at the last meeting. His complaint was that the request did not go through the board. Amrhein cut him off and said that’s why the Council didn’t approve it, so that it could be approved by the HOA. However, it’s not in the budget for the HOA, and to have decorative stop signs made and installed will cost around $2000, Parnell said. There are no houses built where the stop signs are requested, although there are a slabs being poured. Amrhein said he would like to see the HOA send a request to the city. “You’re letting one homeowner decide at the expense of the entire HOA,” he said. The request for the stop sign was denied, and the resolution is that the HOA will come and request the sign when there is a house built on that street. Finally, the hiring of the Clerk of Court position was discussed. They will run an ad in the Post for two weeks, so be on the lookout if you are interested in and qualified for the part-time salaried position.

Keep the Beat was a Heart Pounding Success

The 67 participants who attended Lane Regional Medical Center’s recent “Keep the Beat” CPR class at First Baptist Church of St. Francisville learned hands-on, life-saving CPR skills as well as how to recognize and provide basic care for breathing and cardiac emergencies. As a “thank you” for hosting the event, the church will receive an Automatic External Defibrillator (AED) for their use, a $2500 value. Superintendent of Schools Hollis Milton was the guest speaker and shared the story of his recent heart attack. “I know I am a lucky man,” said Milton. “If anyone even suspects they
are having a heart attack, please don’t wait, call 911 immediately.” This life-saving class was provided free of charge by Lane’s medical professionals because statistics are bleak. • Only 1 in 20 people know CPR, yet cardiovascular disease is the top killer in the country claiming 2,400 lives each day. • About 95% of sudden cardiac arrest victims die before they reach the hospital. • Brain death starts to occur within four to six minutes. • CPR helps maintain vital blood flow to the brain until defibrillation can be administered.
