Landry New Director of Historic Village Board, City Approves New Cellular Tower to Boost Service

The Mayor and Council met for the regularly scheduled meeting on Tuesday, March 27th in council chambers. Amongst new business, Taylor Watts of the Zachary Chamber sought and received approval for Americana to once again host the increasingly popular Lemonade Fest. The Americana Development presents Lemonade Fest in support of Lemonade Day Louisiana, where young entrepreneurs are taught business basics through setting up, creating recipes for, and running their own lemonade stands. Watts also presented a request for a special event per-
mit for the sale of alcohol to adults. The event will take place April 28, 2018, at the green space at the Pointe at Americana. Next, the council approved the Zachary Historic Village Board with Mary Landry as its new director. Landry explained that the mission of the board will be to make the historic village more open to the public, and to play a vital part in maintaining the historic city owned homes while making them a vibrant part of the community. “The city of Zachary has one of the largest accumulations of city owned homes on the National Historic Registry in the state. Sharon
Phillips and I are working to bring together a plan to get the board more involved in the growth of the historic village and open those homes to the public.” Landry also went on to say that one of the first initiatives of the historic board is to collaborate with the Hug Your People Memorial foundation on creating the Joseph Hemba Memorial Playground behind the train station in town, where people can gather and watch kids play at the numerous village events. Bank of Zachary to Host Free RACZ Sets Spring Concert Series Community Shred Days Bank of Zachary will be sponsoring two Community Shred Days where residents can securely dispose of confidential documents free of charge. The first event will be held on Saturday, April 14th at the Main Branch at 4743 Main Street in Zachary. The second event will be held on Saturday, April 21st at the Central Branch at 13444 Hooper Road in Central. On-site shredding will take place from 9:00 a.m. to 12:00 p.m. both days. This event is for all community residents and local business owners. “Maintaining optimal security is essential and we are happy to extend an opportunity to our community to dispose of sensitive documents in a

It’s Official...Zachary Must Luv Dogs
On Saturday, March 24, Must Luv Dogs held a ribbon cutting ceremony at the Zachary Chamber of Commerce during their Community Low-Cost Pet Microchip Clinic. The microchip clinic was very successful with a total of 73 pets chipped (71 dogs and 2 cats). Must Luv Dogs is Zachary’s only general breed dog rescue offering foster homes for dogs until finding a permanent home. In 2012, Cindy Shotwell formed the Facebook Page Lost Pets of Zachary and the Felicianas because of the increasing number of lost, missing, and abandoned dogs in the area. “The Lost Pets of Zachary, La and the Felicianas Facebook page falls under the Must Luv Dogs family and having more dogs in our area micro-chipped will drastically increase the odds of recovering a lost or stolen pet. The success of this first clinic proves the concept and the need for these types of clinics in our area. The fact that we can use these low-cost microchip clinics to not only help those families struggling to afford a conventional microchip, but also raise funds to rescue dogs in our area is a win-win for both the community and for Must Luv Dogs rescue,” said Cindy Shotwell, Executive Director of Must Luv Dogs. Must Luv Dogs is a 501c(3) organization completely run by volunteer board members with 100% of proceeds donated and raised going directly to care for the dogs that are rescued. “There are so many people that helped make this microchip event successful. Kristen Cronin, our Volunteer Chairperson and Board Member, along with myself and our other board members, Sharon Brown, Brenda Zuccaro, Suzie Durrett, and Dr. Liz Ezelle, DVM of Plains Veterinary Hospital. In addition to us six board members, other volunteers were Brenda & Renee’ Uzayee, Laurie Gross, Diana Crawley, Beverly Roberts, Corey Purpera, Ashley Purpera Waller, Robert Ezelle, Gary Shotwell, Ernie Cronin, and Amy Christian. I also want to thank Zachary Raising Cane’s for donating 25 plush puppies that were given away to the pre-registrants as well as lemonade cards that were included in the swag bags. Also, thanks to Maison Greige who donated 10% of their sales during the pop-up shop between the hours of 11-2 while our clinic was going on. BarkBox was great for sending us door prizes and last, but certainly not least, Taylor Watts, Director of the Zachary Chamber of Commerce was awesome! She is a great asset to Zachary and I’m so happy Must Luv Dogs gets to work with her. The best move we ever made was to join the Zachary Chamber of Commerce,” said Shotwell. Hugyourpeople Memorial Announces Fundraising Effort To Memorialize Joseph & Madeline Hemba, Darrin Vince And Veronica Waldrop
The Zachary Community is banding together with several fundraising efforts to erect playground and fitness equipment in memory of several residents who have recently died. The HugYourPeople Memorial was formed to honor the memory and legacy of Joseph Hemba, 7, his mother, Madeline Hemba and his uncle Darrin Vince who died in a tragic boating accident while hunting in January. The community was also hit hard with the loss of Veronica Waldrop, a brave wife and young mother of two, who inspired us all in her fight against breast cancer. In our community, we are all family, and when a sickness or tragedy occurs, we rally around our people with love and prayers and we all grieve as one family. The foundation committee is comprised of community members and friends whose lives have been touched by these amazing people in our community who will always remain dear and true to our hearts. All money raised will go toward building a new inclusive commercial playground in memory of Joseph. Joseph’s mother, Madeline Hemba was a long-time City of Zachary employee who began her career as a student worker at City Hall. “Our hope is that this playground would serve as a lasting tribute to Joseph, and provide fun and fellowship to children of all ages for years to come,” says
members of the foundation. All equipment will be located behind the historical Zachary Depot on Main Street, near the newly constructed walking path. Mark your calendar for the upcoming HugYourPeople Memorial Benefit events which will include a Community Crawfish Boil on Sunday, April 22 at 2 p.m. at Fennwood Country Club, Softball Tournament on Saturday, May 12 at the Zachary Youth Park and a Golf Tournament, slated for Friday, September 7th at Fennwood Country Club. In addition, members of the Hug Your People Foundation are also finalizing plans to sell personalized engraved bricks in memory or in honor of your loved one. The bricks will serve as a lasting recognition, beautifying the outdoor walkway path behind the Zachary Depot. Details will be announced soon on these events. Beekeepers Rhett Arceneaux (a 2nd grader in Mrs. Hodges’ and Mrs. Doll’s class) and his father, Shawn visited RPE to share their love and knowledge of bees. Students learned that beekeepers not only keep bees for their delicious honey but to also help with pollination. They learned that bees play an important role in the crops we eat. Did you know it takes over 1.6 million bee hives to pollinated all the almond trees in California? That’s a lot of bees!! Students rotated through three stations as they tried on bee suits, saw a live beehive and located its queen, and even tasted a sample of honey. Students can’t wait to continue their learning about bees and pollinators as they begin their next science unit.

Congratulations to ZHS Senior Bryana Langford. She will be furthering her basketball career with New Mexico Junior College. Zachary High’s Interact Club attended a two day annual Rotary sponsored conference in Lafayette on March 14-15th. The theme of this year’s conference was “Making a Difference” where students were given a chance to make a real difference while having fun. The ZHS Interact club carries out service projects throughout the school year that helps our schools and our community. At the conference, Interactors where able to connect with community leaders, Interactors from other schools, and develop their leadership skills. ZHS Interactors were able to highlight their hard work and talents and walked away with a 1st place trophy in Talent for group dance and three 2nd place trophy’s for Banner, Overall Interact Group, and T-Shirt design. ZHS Interact sponsors are Mrs. Troy McClinton and Ms. Jennifer Norwood.

Mayor Amrhein spoke to the benefits of the acquisition, “In the past, we paid Mary $200, but now we are going to pay $100. We are not talking about decorative signs, but the black and white ones.” Among the variances approved, Thompson Electric Sign brought a request for a sign that is larger than what is allowed by the Uniform Development Code (UDC) in front of Hancock/Whitney Bank. City Planner Amy Schulze explained that the sign will be five feet shorter than it is currently, just a more updated version. Councilman Brandon Noel expressed concern whether the bottom of the sign would obstruct drivers’ views, to which Schulze said the sign will comply in that regard. Resident John Corey Mondulick of WJ Wicker Road was approved for a taller accessory building over 17’, in order to store a camper trailer at his property. Regarding planning & zoning matters, resident Oscar Zeringue was present to speak about a site plan requiring approval for a preliminary plat at Ole Oaks, Tract 1 of the E. D. Annison Property, which Schulze clarified was the property directly north of Willow Creek on Hwy 964. Hunter Landry, member of Planning and Zoning, mentioned that P&Z had questions and concerns about the drainage and traffic impact of the project, and there was no one present at their meeting to answer questions so they did not feel comfortable approving of the measure. Councilman Womack suggested that Planning &
Zoning could have deferred the issue, but Landry explained that that would have delayed the process for another month, since Planning and Zoning meets monthly. Zeringue argued that the issue of drainage was not the problem. “The issue now is, we’ll use our retention pond to carry some drainage problems that are not ours.” Mayor Amrhein explained, “It’s not just your project. Every project we do, the main concern is drainage.” Some of the members of Council expressed doubts about when drainage would be fully addressed. “If Mr. Zeringue doesn’t do what Chris [Davezak] tells him to do, he never gets approved for a final plat,” cautioned Amrhein. After a discussion, the motion to approve the preliminary plat was approved with the consensus- as long as drainage is addressed. Members also approved the resubdivision of 3399 Pride Port Hudson into 3 lots being N-1, N-2, and N-3 of North Zachary Farms, which up to that point, owners Weldon & Barbara Nugent had a hardship waiver, the lots being of nonconforming use. Among matters requiring a public hearing, a conditional use permit for a home-based business was granted to Frances Barton of Avenue C, to create hair care products. “It’s only essential oils. What I’m planning to do is make larger batches. In a week, I don’t see myself making more than a gallon.” At first glance, Council members were very cautious to approve Barton of manufacturing in her home, because city ordinances specifically prohibit many types of manufacturing for fire safety reasons. Barton explained that she is only using essential oils and avocado butter and jarring it, no chemicals just natural products. To which the Mayor replied, “To your credit, thank you
for coming in. She could have done it, and we’d never known.” Amy Schulze added that manufacturing of health and beauty falls into the same category as manufacturing of apparel and sewing. Councilman Womack suggested Barton bring a list of her ingredients to the fire chief. Before the motion to approve, Mayor Amrhein added, “Remember us poor people when you become rich,” to which Barton replied, “I will never forget about that. Zachary has been great to us. Thank you all.” Among the final zoning matters, a cell phone tower was approved for a conditional use permit at 1555 Mt. Pleasant, the site of owner William Hornsby’s Fellowship Church property to applicant Jason Lillo, of Integrisite. City Planner Schulze mentioned the rigors of setting up and making a cell phone tower comply, including that “It has to be so tall, has to be landscaped. This one looks like a tree.” Schulze also mentioned that residents will not be in the direct fall line of the tower. Rezoning was also approved at the 67.3 Acres of the Jerry McHugh Law property in Greensburg Land District, which is near the Denver Sign company. Schulze explained,
“This is a property that was recently annexed, now part of our city. They are trying to get it rezoned as RS so that they can get it redeveloped.” “Being that I grew up about 100 yards from that spot, I would like to see it residential,” mentioned Councilman Cavin. After the meeting Cavin added that since the area is currently rural, the residential estate style lots planned for the development would protect the integrity of the area.
