Council Approves Copper Mill Expansion, New Storage Facility

The mayor and Council met for their regularly scheduled meeting on Tuesday, April 28, 2015, at 6:30 p.m. There were a number of planning and zoning issues that required a public hearing, and the meeting was longer than usual. But first, Judge Lonny Myles addressed the council to request a separate prosecutor’s office. Myles explained that over the past 20 years, Zachary has grown exponentially, and his office now handles three times the volume of violations as compared to 1994. Furthermore, he explained, the clerk and the prosecutor’s office shouldn’t mix. Medical records and other personal information go into a file, and the clerk of court’s file is public. They do a really good job of keeping it separate, he said, “But we shouldn’t have to be worried about that.” Myles explained that he already has the staff, and it would simply require doing away with one part-time position and adding a full time position. The request was not acted on at the meeting, as it was not on the agenda and just part of the overall budget discussions that happen every year. Buzzy Mueller of CBI was in attendance to address the council on some changes to several exterior items that deviate from the previously approved site plan of GP Louisiana Federal Credit Union, which is being built next to the Zachary Youth Park. Mueller explained that because the credit union is strictly regulated, the numbers on the design were more than the regulators would allow them to spend. “I was charged with saving some money, and this is the result of it,” Mueller said. The changes are to remove three light poles, a portion of the driveway and a rear sidewalk, remove a canopy and replace it with an awning, and change a decorative item on the façade from a precast to a diecast. “From a design standpoint, when you look at the building, you will see no difference,” Mueller said. Councilman Brandon Noel took issue with the design changes, though, stating, “My concern is this is a lot of different items here and a part of me says it should go back through P&Z. How would they have reacted ini-
tially?” he said. There was some discussion then among Councilmembers and Mueller, most speaking in defense of Mueller, who said, “I could have just as easily started with this issue and I don’t think there would have been any issue,” and Building Official Scott Masterson agreed, saying that no one would have noticed the changes had Mueller not told him. The motion was approved. Next up was the site plan review for the new Big Red storage facility, with Randy Herring there to speak on the behalf of the owners. Herring began by getting it out in the open that the proposed site for the new facility is on the same lot that the Dollar General store was denied; however, DG was buying a part of the lot, whereas Big Red is buying all six acres to develop their facility.
“They have always been about aesthetics and materials,” Herring explained, saying that the facility will have brick facing the neighborhood and on two other sides, with a metal façade facing the industrial land. “It’s probably going to be one of the finest storage facilities in the entire state,” he said. The plan was approved. And, finally, the site plan review for the 8th filing of Copper Mill was once again on the agenda. Before developer Ross Bruce took the podium, Mayor Amrhein reminded the public to make “no derogatory comments” and stick to three minutes in their comments, which most people were unable to do. Bruce began by addressing the concerns of the Copper Mill HOA, stating that the density calculations have been verified by
his team and by Hugh Engels. “Hugh can verify,” he said. Another point he brought up is the lake near the 7th filing. “At the time the seventh filing was approved, it met all ordinances. It’s being argued that the seventh filing is not in compliance, and I strongly disagree. We have a verbal [agreement] with the HOA to pay for 50% of the cleanup of this lake. We are going to honor that and pay for 50% before we turn it over the HOA,” Bruce said. “The HOA has consented in writing to the redevelopment of the driving range,” he concluded, “and P&Z has recommended approval.” The Mayor called for those there to speak in opposition. Zachary Voter Irate at City about Possible Tax Increase
I think maybe the city leaders have forgotten about the recent tax proposal that was voted down 65% nays and 35% yays! The citizens of Zachary are sick of high taxes! The Mayor and City Council can certainly pass this property tax increase without our Vote, but they ALL may end up having to face a recall election. Lets see: 9% sales tax, Obama’s medical equipment tax for me, 2 auto licenses, Safety stickers, 2 boat trailer Stickers, boat registration stickers, 911 tax, Zachary Sewer user tax, EBR sewer tax, Federal taxes, State taxes, tax on Gasoline, 72 mil school tax. Over the past few years there have been many new subdivisions built in Zachary, and they all will pay property Taxes. Home Depot is here, Wal-Mart is here, and GP is here. 2 new hotels are here. I think the Mayor and Council in the Zachary Government along with the School Board has just about got all the blood out of the Turnips here in Zachary.
Lane and Advanced Dermatology to Offer Free Skin Cancer Screening
A free skin cancer screening sponsored by Lane Regional Medical Center and Advanced Dermatology will be held Wednesday, May 13, from 1:00 p.m. until 3:00 p.m. at the office of Laurie Harrington, MD, and Jennifer Burk Henderson, PA-C, located at 20474 Old Scenic Highway in Zachary. The screening coincides with Melanoma/Skin Cancer Detection and Prevention Month, and is part of a national campaign to encourage early detection and teach prevention of skin cancer, the most common form of cancer in this country.

Georgia-Pacific Sponsors American Naturalist On 100-Day Bird Migration Trek Famed Ornithologist Dr. Bruce Beehler Makes Stop at Zachary-Port Hudson Facility
Dr. Bruce Beehler, ornithologist at the National Museum of Natural History, Smithsonian Institution, made a stop in Zachary on April 14. Georgia-Pacific and American Bird Conservancy are sponsoring Beehler’s 100-day trip up the Mississippi River Valley to follow the spring migration of billions of songbirds from the Gulf of Mexico to the Great North Woods of Canada. “The amazing songbird migration up the Mississippi in the spring will be a story of one of nature’s most compelling spectacles,” said Beehler. “I hope that by documenting this adventure through frequent blog posts and eventually a book, I can help even more people understand the wondrous
dynamic that unfolds annually in the backyards of millions of us living in the Americas.” Beehler will make stops at more than 30 special natural sites in 12 states along the Mississippi River. His visits will also include three Georgia-Pacific facility sites in April: Port Hudson, Louisiana; Monticello, Mississippi; and Crossett, Arkansas. Among the many topics he will learn about are Georgia-Pacific’s wildlife conservation efforts as well as the company’s endangered forest mapping initiative. In spite of the inclement weather, Ronnie Albritton, Environmental Manager at the Port Hudson Operations, was able to tour Beehler through the Port Hudson Civil War site.

We have many wildlife management programs across Georgia-Pacific facilities, several of which include preserving bird habitats. Several of our facilities have Wildlife at Work certification from the Wildlife Habitat Council, which requires commitments to conserving and restoring wildlife habitats on company land.” Beehler’s undertaking is inspired by a similar trip taken by famed American naturalist, Pulitzer Prizewinning writer and photographer Edwin Way Teale, which took place 50
years ago. “Teale’s work became a benchmark on what was taking place environmentally with birds and other wildlife in our country,” said Dr. George Fenwick, president of American Bird Conservancy, which is also supporting Beehler’s journey. Beehler began his trip in High Island, Texas, the first week in April and is set to complete his journey on July 5 in Ontario, Canada. Baby Boot Camp Launches Summer Program By Ashley Evans
Blaine Imhoff has always been interested in fitness. She has a Masters in Recreation Therapy. Once she became a mom, she wanted to find a way to be home with her baby as well as bring in an income. She also wanted a good way to stay active and structured. After hearing about Baby Boot Camp, she became interested in the franchise and started taking classes in Baton Rouge. Blaine now has her own franchise of classes in Zachary. She also serves St. Francisville and the Greenwell Springs/Central area. Baby Boot Camp is an innovative stroller fitness program that helps moms regain or enhance prepregnancy fitness levels and meet the physical challenges of parenting by emphasizing strength training in a supportive environment. “We offer a challenging workout that doesn’t require hiring a personal trainer and a babysitter or a gym membership. Baby Boot Camp’s goal is to balance the fitness needs of new moms with their desire to spend time with their baby,” says Blaine. Baby Boot Camp’s most popular stroller fitness class, Strollfit, is a 60-minute class format for mom and baby. Strollfit classes cater to all fitness levels: pregnant moms, new moms recovering from pregnancy, and conditioned moms with one or two strolleraged children. To participate in classes, moms must be at least 6

weeks postpartum (8 weeks for a cesarean section) and have received verbal clearance from their physician to resume physical exercise. Pregnant moms must receive written clearance from their physician twice during their pregnancy, depending on when they begin attending Baby Boot Camp classes. Blaine herself is expecting baby number 2. “Every class is a total body workout of strength and cardio intervals ending with abdominal work and a cool down. We interact
with our kids during the workout and keep them engaged by singing, counting, blowing bubbles, and reading books.” Blaine offers Strollfit classes every Monday, Wednesday, and Friday from 9:15-10:15am at Zachary Youth Park with alternative locations announced due to weather. Evening Classes are also offered on Tuesday and Thursday from 5:45-6:45pm. Upon signing up for Baby Boot Camp, new members will receive a kit which includes a stroller bag, resistance bands, and all the basic equipment
needed to attend classes. “Don’t’ let the word ‘Baby’ scare you, all ages and moms are welcome and don’t let the words ‘Boot Camp’ intimidate you either. We work at our own level. With modifications, the workouts can be as challenging as you want them be. It is not a competition. It is a very supportive group. We also have a group called Stroller Friends which is free to all moms in the area. It is a social network for moms and playgroup for the kids. Some activities that we have had are an Easter egg hunt and we decorated cookies for Valentine’s Day. I am so thankful for all my clients. I have made some great friends and so has J.P.” Baby Boot Camp of Zachary, St. Francisville, and Greenwell Springs will celebrate its one year anniversary in August. As the business continues to grow, Blaine hopes to add more classes, such as nutrition classes and stroller yoga. For the summer, Baby Boot Camp is offering a Teacher’s Special which is discounted for three months. “I just want to show appreciation to our teachers who work so hard all year and would love to have them join us for the summer with their little ones or without,” says Blaine. Miss Zachary/ Z-Fest Pageant Well Attended
Last Saturday the 2015 Miss ZFest/ Miss Zachary Pageant was held to determine who would succeed 2014 Miss Zachary/ Z-Fest Victoria Jones in representing the City of Zachary at public events. There were over 70 entrants in multiple categories. After the end of the evening, Katlyn Riles was named the 2015 Miss Zachary/ ZFest ambassador for Zachary. numbers don’t match on three different occasions. “I’d be happy if we all sat down together, because there’s no way any two people can be off,” she said. “Does Ross meet the UDC? He may. Is it in the best interest of the community? No,” she said, adding that she wants the reassurance that the calculations are done right. Public Works Director Chris Davezac said he did the calculations three times and got the same numbers. O’Brien suggested the Council, engineers and Copper Mill get together to do the calculations together. After some back and forth, it was decided that Hillhouse would do the calculations then and there. As he began, Maun argued against his methodology, disagreeing over the base site area and the numbers allotted for the servitude. After a couple minutes, the Mayor interjected and called Bruce’s engineer Mickey Robertson to verify, asking him if there’s any argument made tonight that makes him question the calculations. “No. I put my name on it, I have put my name on it the last four months,” he said. Councilman Tommy Womack made the motion to approve, and Noel seconded, trying to make it contingent upon Bruce cleaning the pond halfway, but that was quickly shot down by the Mayor, who said it’s a separate issue. The motion was seconded with no contingencies. Although O’Brien voted no, the motion carried. HOA President Carick Howard expressed his disappointment after the meeting, stating that they filed an appeal as per the city’s requirements. “The only option we have is to settle in court,” he said, stating that the HOA has immediate plans to file in the 19th JDC.

Next up was resident James Maun. “My opposition is the same thing I’ve voiced before, noncompliance with density calculations,” he said. “I think it’s incorrect to say the city did any work to verify those calculations. I haven’t seen anything from PEC to suggest those calculations have been verified. And the HOA has never voted to approve splitting the cost of fixing the ponds. The final plat for the seventh filing was given, and that pond was never addressed or cleaned up,” Maun said. Don Leese was next, voicing his concerns about the non-safety of putting two more roads in at the main intersection kids use to get to the park. He also touched on the density calculations, saying, “to put more acres in from some other part of the development miles away, to pad the numbers…is that really the spirit of the UDC? Are we going to allow individuals to game the system? Using five acres off site so we can jam 53 lots into less than 20 acres?” he asked. Dow Hillhouse with PEC Engineering took the podium next, stating that Engels asked him to review the calculations. “The calculations all appear to be correct and we are confident it meets your code requirements.” Councilwoman Laura O’Brien interjected and said she’s bothered that the

Rollins Place Elementary Creates Ecosystem Biomes Several of the the Rollins Place Elementary second grade classes have been busy for the past month on their Biome Project. The annual project allows students a hands-on approach to learning about the different ecosystems in the world. This year the students created Artic, Carribean and a rainforest. Biomes are climatically and geographically defined as contiguous areas with similar climatic conditions on the Earth, such as communities of plants, animals, soil organisms and viruses and are often referred to as ecosystems. Some parts of the earth have more or less the same kind of abiotic and biotic factors spread over a large area, creating a typical ecosystem over that area. Such major ecosystems are termed as biomes. Biomes are defined by factors such as plant structures (such as trees, shrubs, and grasses), leaf types (such as broadleaf and needleleaf), plant spacing (forest, woodland, savanna), and climate. Unlike ecozones, biomes are not defined by genetic, taxonomic, or historical similarities. Biomes are often identified with particular patterns of ecological succession and climax vegetation. An ecosystem has many biotopes and a biome is a major habitat type. A major habitat type, however, is a compromise, as it has an intrinsic inhomogeneity. Some examples of habitats are ponds, trees, streams, creeks, under rocks and burrows in the sand or soil. The biodiversity characteristic of each extinction, especially the diversity of fauna and subdominant plant forms, is a function of abiotic factors and the biomass productivity of the dominant vegetation. In terrestrial biomes, species diversity tends to correlate positively with net primary productivity, moisture availability and temperature.

On April 23rd Dr. Tonya Jackson’s Anatomy & Physiology students were afforded a rare and wonderful opportunity to interact with cadavers at Tulane’s Center of Anatomical & Movement Science. Dr. Dancisak allowed students to handle and examine organs of fully dissected cadavers. For many of the students, this experience reinforced their decision to pursue careers in medicine. One of the students, Meagan Thierry described the highlight of her experience as this, “I liked how I could relate to many of the topics they were talking about based on the things we learned in class.”

The 8th grade advanced drama students from Northwestern Middle School just returned from a 4 day trip to NYC! Trip highlights include the Empire State Building, Grand Central Station, Rockefeller center, Times Square, two Broadway shows, Statue of Liberty and Ellis Island, the 911 memorial, as well as Radio City Music Hall, to name a few. Students attended workshops taught by Broadway professionals in improv and musical theatre. “ The trip was a fantastic experience and I can’t imagine what a trip like this at 14 will mean for their future. This was an eye-opening experience but we are glad to be back in Zachary!” says Paula Swilley, drama teacher for NMS.
The Northwestern Middle School Band, Choir and Art classes spent five days at Disney performing and going to workshops. Mrs. Savoie, the art teacher reports:” 22 eighth grade students attended two workshops through Walt Disney World. The Y.E.S (Youth Educational Series) programs included The History of Animation, and Photo Storytelling. The students were able to draw with a Disney Animator, put a story board together, and experience the creative ideas a Disney Imagineer must possess to achieve goals. The art, band and choir classes all traveled together for the five-day trip. The experience was fantastic and magical!”

Elizabeth Fallon Williams of St. Francisville, and Cassen Louis Lasyone of Central, will marry Sunday, June 21,2015 at 4:00 p.m. at Magnolia Mound Plantation in Baton Rouge, Louisiana. The ceremony will be conducted by Minister Joseph Law of Port Hudson Baptist Church. The bride-elect is the daughter of Richard and Samina Williams of Baton Rouge, and Anita and James Griffey of St. Francisville. Her fiance’ is the son of Jerry and Susan Lasyone of Central. He is a heavy equipment operator for National Services and is currently a part of the Murphy Canal Reconstruction Project in Harvey, Louisiana. The couple currently resides in Central, Louisiana.

Parkman Named Medical Director of FASTLane Urgent Care
Allison Parkman, M.D. has been named Medical Director of FASTLane - Urgent Care by Lane Regional Medical Center, located at 19900 Old Scenic Highway in Zachary. Parkman was previously the Supervising Physician at FASTLane. Originally from Akron, Ohio, Dr. Parkman graduated from the University of Chicago, earned her medical degree from Medical College of Ohio, completed her Family Medicine residency training at the Baton Rouge General, and completed her Urgent Care Fellowship training at University Hospitals in Cleveland Ohio. She is a board certified Family Medicine Practitioner with more than seven years of Urgent Care and Family Medicine experience, and she is currently a member of the American Board of Family Medicine. Dr. Parkman resides in Zachary and enjoys jogging, playing soccer and tennis, and watching football and basketball. She also volunteers as Superintendent of Christian Education at the Way of Holiness Ministries Pastored by Willard F. Nixon. “It is a pleasure and a privilege to serve this region and be part of the excellent healthcare team at FASTLane,” says Parkman.
