City of Zachary Downtown Revitalization Efforts Underway

Mayor David Amrhein recently met with city officials in Abbeville and St. Francisville in an effort of learning more about successful Main Street Louisiana cities and their approach to maintaining a vibrant downtown community. Since 1984, Louisiana Main Street has helped communities transform the way they think about the revitalization and management of their downtowns and neighborhood commercial districts. Cities and towns across the state have come to see that a prosperous, sustainable community is only as healthy as its core. Local revitalization efforts in Zachary’s downtown area recently include: New ornate street signs, façade improvements to City Annex Building, new landscaping at the Zachary Depot, pedestrian markings along the highway, and new green space and playground (Hug Your People Community Park). Commercial storefront and overall structure improvements have been made

to the old Trio Building, which is now home to The Boot CrossFit and the old Amrhein Building, which is now home to Z Market. In addition to structural progression, the city has initiated an ambitious schedule of top notch entertainment musical concerts, Downtown Live at the Gazebo, and numerous family events in an effort to bring tourists and locals into downtown on a continual basis. Other proposed revitalization efforts are underway as we lean toward a Main Street Approach for the purpose of advancing economic revitalization of the traditional/historic downtown and neighborhood commercial district.

Former Local Students Making Waves Among LSU Student Government LSU Student Government executive candidates Catherine McKinney and Nash Joyner are “All In” to ensure the University’s affordability, improve campus safety and increase student resources. Presidential candidate McKinney, a political science and history junior and SG’s Academic Affairs committee chair, said her track record as an SG senator proves she can get work done. She has authored eight to 10 pieces of legislation during her three years of being in SG. “I really, truly do respect ev-

ery single person in SG, but I think that we need someone who’s going to be really productive, and I think that I’m definitely the best person to do that,” McKinney said. Vice presidential candidate Joyner, political science junior and SG’s assistant director of Veterans Affairs, said his and McKinney’s leadership styles are complementary, and they plan to hold each other accountable so they can best serve students. “We will always, 100 percent of the time, put student interests at heart,” McKinney said. “The

She said they all include feasible initiatives that students want. “We don’t want to sit there and pretend with students that we can do all these crazy things that we

just know, because we’ve been in Student Government, aren’t possible,” McKinney said. Affordability is a pillar both candidates are connected to. They graduated from public high schools in Louisiana, and they have seen first-hand the financial difficulties of their peers. McKinney said they know how hard it is for some students

to go to the University and stay there. That’s why she and Joyner spent part of the summer lobbying at the state capitol on behalf of TOPS funding. Joyner said they expressed to legislators how important the University is to the state and how much revenue the University generates. TOPS was fully funded after students rallied for it, but with no guarantee that it will be funded in the future, they plan to continue lobbying. Continuity of TOPS and affordability in general is a central component of the campaign, for which they want to create long-term solutions. McKinney and Joyner said they want to create a scholarship portal in which students will fill out a small application and then

are connected to qualified and verified scholarships. “It would almost be like a matching process, so [students] would fill out that application, and it would only send [them] to scholarships [they] have a 70 percent chance of getting,” McKinney said. Joyner said it will link students to scholarships specific to their senior colleges through the myLSU financial services portal. Campus safety is another pillar of their campaign, encompassing ADA compliance, improved lighting on campus, better resources for LSUPD and faster transit times for Tiger Trails buses. Joyner said quicker transit speeds are important because,

Zachary Council Weighs Speed Enforcement Issues By Mike Gennaro

The Zachary City Council met for its regularly scheduled meeting May 14, 2019. Council members in attendance included Lael Montgomery, Hunter Landry, Laura O’Brien, Brandon Noel, and Francis Nezianya. Mayor David Amrhein presided over the meeting. John Leblanc and Fennwood locals were out in numbers, still frustrated with the problem of speeding in the neighborhood. A recent traffic study on the area concluded that 85% of motorists were going 10 miles above the speed limit on Fennwood. Council members acknowledged there is a speeding problem in Fennwood, and residents acknowledged that there is already enough police enforcement in

the area, leading some councilmembers uncertain of a solution. “Personally, I’m at a loss as to what to do,” added Hunter Landry. He stated that “littering the street” with signage still would not deter certain speeders. He mentioned that from his perspective as a teacher, sometimes negative consequences are the only way to change behaviors. He added that the solution would most likely involve more law enforcement, more tickets being issued. Mayor Amrhein was opposed to writing more tickets, saying that Zachary does not need to be known as a “speed trap” like Morganza or Golden Meadow. “We write tickets on Fennwood pretty regularly,” stated Lt. Lt. Pratt of the Zachary Police Department assists a motorist whose car needed a jump-start after the Council meeting. The Council is weighing whether or not to insist that Zachary Police ramp up ticket enforcement in residential neighborhoods besieged by rampant speeders.

the Zachary Police Department when asked by Amrhein. “The majority of people who we were writing tickets to were people living in the neighborhood,” stated Amrhein. Leblanc agreed that many of the speeders are residents and those from outside the neighborhood that cut through. Frustrated, Leblanc personally called out two habitual speeders in front of the cCouncil members and admitted that he tracked them down. “Same ones that have been coming through for years. It’s a mother and a son. I know who they are, because I found their house and know where they live at,” he described, including the models of vehicles they drive. Mayor Amrhein urged residents not to take the law into their own hands, and to file all complaints with the Zachary Police Department before tracking anyone down or stopping them on the road. In a post meeting interview with Councilwoman Laura O’Brien, she pointed out the delicate balance between the enforcement of law and the community’s relationship with police.

“We can make them write a bunch of tickets, but they [police] live here too,” she argued. O’Brien’s district includes Americana, where the narrow and broken up roads with multiple stops were designed to discourage speeding compared to the straight away design of Fennwood. Other matters discussed or decided at the meeting: • In April, 30 new residential building permits were issued at a total construction cost of $6,534,128. The permits costs builders a total of $11,692. “We’re on track to be in the mid 100’s for brand new home sites permitted,” stated Scott Masterson, city inspector. • In April, three new commercial building permits were issued at a total of $1,244,809 as well as two commercial “other” permits, valued at $182,389. • Residential developers may want to take note of a new proposed ordinance 2019-07 that will increase requirements for minimum RS lot sizes in the city to a larger size than is now required. The ordinance is too lengthy to include here.
