City to Increase Traffic Enforcement By Mike Gennaro
The Zachary City Council met for its regularly scheduled meeting, May 28, 2019. Members in attendance included Lael Montgomery, Hunter Landry, Laura O’Brien, Brandon Noel, and Francis Nezianya. Ricky McDavid, city attorney, was sitting in for John Hopewell. Mayor David Amrhein presided over the meeting. The Zachary Police Department and city officials are responding to the city’s progressive growth trajectory, evidenced by a recent uptick in residential building permits. The ZPD applied for and was awarded a grant to hire three new police officers. The new officers will be a part of Zachary’s new traffic enforcement division. When asked whether the new hires had anything to do with the speeding complaints from Fennwood residents at recent council meetings, Chief McDavid responded, “Just growth.” McDavid explained that the department covers 23 square miles, over which the Zachary Police Department currently spreads 38 total officers. This will be the first increase the force has had since 1998. In a post meeting interview, Councilman Hunter Landry announced a new council initiative to allocate $50,000 to hire off-duty
police officers to work traffic details. The decision was made at a budget workshop, which took place Monday, May 20, 2019, in council chambers. The money would be an increase to the department’s budget, separate from the existing allocation. He explained that the City Council could not by law, mandate more tickets to be written. However, to justify the expense, officers would be required to make contact with at least three people per hour-- “not ticket three per hour, just contact,” as Landry explained. He reported that officer sentiment for the program is high, in part because the pay will be $50 per hour. To put that into perspective, the highest paid detail currently pays $40 per hour. This gives officers an opportunity to make more money while addressing public safety concerns. “We’re not just looking for a reason to write tickets, we’re doing it because citizens of Zachary have expressed concerns of public safety. We’ve done a traffic study, and we don’t want to tax the overburdened police department budget,” explained Landry. Among other issues discussed or decided in the evening: • The utility debate is still ongoing, in response to recent ex-

Bank of Zachary to Release Economic Impact Study
The news of the Georgia Pacific, BASF, and Thompson Pipe layoffs hit local communities at the beginning of 2019. Bank of Zachary immediately commissioned an economic impact analysis in conjunction with the LSU AgCenter. The purpose of this study was to provide a detailed understanding of the economic impact on those directly affected as well as the potential impact on local economies and related industries. “The bank’s hope was to add clarity to the decision-making process of
our government officials, small business owners and to the community as a whole,” stated Bank of Zachary President/CEO Mark Marionneaux. A community meeting will be held at 6:30 p.m. on Tuesday, June 11 at the Zachary High School Performing Arts Center to present the findings of the analysis. The public is invited to attend through this medium. For questions or more information, please contact Heather Prejean at Bank of Zachary 225654-2701.
Lt. Steven Whitstine was escorted to his final resting place in Greenoaks Memorial Park from First Baptist Church of Zachary on Tuesday. The funeral procession traveled down Hwy. 64 through Downtown Zachary and then through Central. Zachary citizens and businesses lined the streets in honor of the fallen brother in blue.

ecutive decision to place 100% responsibility for non-paid utilities on property owners. With council members divided, concerned residents may want to keep a watchful eye over amended ordinance 201908. Some suggestions to remedy the deficit created by non-payment of utilities were to double deposits or tighten up collection processes. Upon being asked post meeting the next afternoon whether the council had come to an agreement, a concerned Lael Montgomery responded, “The city attorney just emailed over an amended draft of 2019-08. They are trying to put this [ordinance] in stone.”

Thirteen area high school students are participating in the A-HEC of a Summer program at Lane Regional Medical Center. The A-HEC of a Summer program is an exciting opportunity for ninth, tenth, and eleventh grade students who are interested in pursuing a healthcare career. These students are given a chance to explore different career opportunities in medicine by volunteering at local hospitals. The students rotate through various hospital departments and job shadow practicing healthcare professionals. They are able to obtain first-hand knowledge about a variety of healthcare fields, learn about health issues and patient care, gain CPR certification, practice taking vital signs, and attend interactive workshops. The program is a state accredited elective course, and students earn ½ unit of high school elective credit upon successful completion of the program. The program is sponsored by Central Louisiana Area Health Education Center (CLAHEC), a community-based, non-profit organization that connects health career professionals and local citizens in a 17-parish area of central and south central Louisiana.
