City Continues City Announces Beautification Business Award Recipients The City of Zachary Beautification Utility Discussion Committee awards businesses whose

The Zachary City Council met for its regularly scheduled meeting Tuesday, June 11, 2019. Members in attendance included Lael Montgomery, Laura O’Brien, Brandon Noel, and Francis Nezianya. City attorney John Hopewell was also in attendance. Due to an overlap with a public presentation of an economic impact study regarding Georgia Pacific layoffs, commissioned by the Bank of Zachary, the crowd was lighter than usual. The evening was quickly absorbed in debate over the controversial Ordinance 2019-08. The ordinance is the result of a policy which was put into place in which the city decided to hold property owners 100% responsible for nonpaid utilities. The effect was that many landlords would be footing utility bills for non-paying tenants. After landlords and Council members expressed dismay over the policy, ordinance 2019-08 was drafted, seeking Council blessing over the new policy. “Eventually I’m not going to lose money, I’m going to raise rents and the good will have to pay for the bad,” vented Dennis Kirby, a local landlord who was present to speak in opposition of the measure. Councilwoman Laura O’Brien was in the unique position of having been impacted first-hand by the new policy. She recounted that her tenant stopped paying the utility bill, thereafter the relatively small utility deposit was quickly absorbed. Voila’---she was left with a bill for $382 that was no longer the tenant’s responsibility according to the City of Zachary. “What was best for the city is to put it in the hands of the person who has the most control over the situation. It’s the landlord,” explained City Attorney John

According to the committee members, Oakwood Village has a pleasing curb appeal, with an inviting water fountain entrance. The landscaping offers a variety of blooming plants that attract the attention of those visiting the facility. The grounds are well manicured and offer vibrant colors. After reviewing nominations from the public, the beautification committee decided to also award a business that made substantial improvements to the exterior of their building and whose business visually enhances the surrounding neighborhood. The recipient of the Architectural Award was presented to Z Market, 4746 Main Street. Z Market is to be complimented for their overall building design improvements, including a new façade and interior rehabilitation. The building, which is located at the gateway of our Zachary Historic Village, creates an attractive, appealing place to do business. To give character to the business, the new owners incorporated woodwork and windows from plank houses that once stood in the historical district. The Zachary Beautification Committee would like to thank the owners of Oakwood Village and Z Market for reflecting pride and ownership and commitment to the beautification of our city. “These efforts not only affect the impression given to a visitor, but they also create a contagious sense of pride for local residents as well,” says Mayor David Amrhein.

Congressman Garret Graves recently visited Mayor David Amrhein and presented him with a USA flag that was flown over the United States Capitol. The flag was accompanied by a certificate of authenticity signed by Congressman Graves, given to Mayor Amrhein in honor of his service and leadership to the people of the great City of Zachary, Louisiana. After meeting with Mayor Amrhein, Congressman Graves spoke to the Zachary Rotary Club members, addressing them of the timeline of the Comite River Diversion Canal and other federal funding projects of interest.

O’Brien and Noel argued for increasing the amounts for deposits, holding tenants accountable for more utility usage time when non-payment occurs. The average water bill and the average gas bill are $35-40 and $55-$60 respectively, reported Steve Nunnery, who must provide this information to auditors. The way utilities are billed, the user is basically given 60 days before they ever get cut off, Nunnery explained. “All those that get cut off, every one of them has excuses, everyone of them has children, everyone of them has a sick someone,” stated Nunnery. With this information, Brandon Noel made a motion to adopt the ordinance, increasing the water deposit to $175 inside and outside city limits and to increase the gas deposit to $225 inside/ outside. First Zachary Movies in the Park a Huge Success
The crowds of Zachary residents didn’t miss the “Movies In the HugYourPeople Park” event held last Friday evening. The featured movie was Mary Poppins Returns. The park is located on Lee Street, behind City Hall, 4700 Main Street in Downtown Zachary. There was no charge to view the movie. In addition, children made Father’s Day “Kite” cards for their dads. If you missed the Move in the Park night this month or if you want to mark your calendar for our our next movie, it is Friday, July 12th in the HugYourPeople Park, Fun starting at 7 p.m., movie at Dusk - Ralph Breaks the Internet.
