New Bypass Road Planning has Begun The Zachary City Council and Mayor have begun the process of mitigating wetlands behind WalMart on Hwy. 64 to begin the construction of a new bypass road, which will eventually connect Hwy 19 north of Hwy 64 to Hwy 64 near Wal-Mart. The new roadway will open up much of undeveloped Zachary to commercial and residential development. At the last Zachary Council meeting, the Council agreed to enter into a wetlands mitigation agreement with Gum Swamp Mitigation Bank. The contract will be for $56,000, and will create a new wetland to replace the affected area. Such an agreement is required by the U.S. Army Corps of Engineers before they will release the city’s permit to build the road. Several weeks ago a Baton Rouge based company, Barogon Properties LLC, donated a little more than 4 acres of land Thursday to the city for a new bypass road. Barogon Proper-

ties LLC will retain another 43 acres surrounding the proposed bypass road for their future developments. Barogon Properties bought 45 acres of the Montegudo tract, which fronted on Old Slaughter Road and also on La. 64 almost a decade ago. The new bypass road will cost an estimated $5 million to build, and will be used to pull traffic from Main Street between Hwy 19 and Plank Rd. The west end of the new bypass street will intersect La. 19 north of the Family Dollar store and will extend through the former site of a pallet manufacturing plant. From there, the road will run east, with a branch forking south to link up with a short road already built to La. 64 between Raising Cane’s restaurant and a convenience store that sells Murphy Oil Pictured above: Councilmen Tommy Womack, Brandon Noel, John Coglan, and Francis Co. gasoline. the University of Alabama at Birmingham. Later I transferred to LSU working on a degree in Information Design Systems. I was working as an IT person with the EBR School System when two of my friends and I decided to go into business for ourselves.” “That happened in 2001. In the last 12 years, I’ve bought out both of my partners,’’ Rush related. “We now have 14 very talented people working for MIS Technology. We take care of not only the Zachary School system computers, but the City of Zachary and Baker systems.” “We also do work with several Catholic Diocese schools as well as a rural health clinic in Clinton that works with 30 schools to provide health care. “I personally like working with the schools systems, especially here in Zachary, to keep their computer systems running smooth and upgraded,’’ Joe Rush, owner and CEO of MIS Technology Group, told the Zachary POST. “It gives you a sense of satisfaction that you are part of an educational system that is so important to our community.’’ Joe Rush began his computer career as a 13 year old back in his home state of Alabama. His dad bought him a computer, and within 6 weeks, Rush had taken the computer totally apart and put it back together. “At that point, I decided that I really liked the computer world and that I was pretty good at it. After graduating from high school in Trussville, I enrolled at

Charter School is one of our clients.” “Our business model in taking care of our clients’ computer systems is hands on, meeting with our clients one-on-one to not only find their problems, but also to explain what we have done,’’ Rush explained. “Computer technology is now such that an IT company can fix some problems and conduct maintenance work from a remote location. However, I don’t like to just send clients bills for work that I do on their systems from our office. To maintain customer satisfaction, I like for them to always know firsthand what we are doing on their system.” The computer tech world is driven by industry certification such as a certification on Microsoft Windows or CISCO operating systems. “The more certifications that you have in different operating systems, the more valuable a person is to an IT company like MIS Technology,” Rush elaborated. “For someone fresh out of school without any experience, the starting pay is around $12-15 an hour. However, as you become more experienced and show real talent as a technician, the pay scale can double or triple. However, sometimes a person’s pay scale may plateau as they reach the top of their skill set.” “Of our 14 employees, all but 2

are salaried personnel. We offer medical benefits and retirement benefits. I like to think of MIS Technology as not just an enterprise with expertise, but a small business atmosphere offering a professional service to our clients.” “The general public doesn’t even know that MIS Technology exists,’’ Rush, whose offices are located off Highway 64 just east of the intersection with Old Scenic Highway, elaborated. “We don’t have any drop-in traffic because we go out to our client’s location to do our work. We have built our business basically by word of mouth satisfaction with our services.” “We try to be innovative with our clients as to the fees we charge for our work. Sometimes we will just bill by the hour or time and material. Our fees are appreciably lower than those from most of the IT companies in the Baton Rouge area. We sometimes sign a flat fee maintenance contract so that a client can better budget for our work. Other times, we will do a joint venture contract because sometimes computer systems get out of sync without anyone being at fault. We want to give out clients as much flexibility as possible, but still be able to take care of their systems in the right way.” The POST asked Rush, “What had

been MIS Technologies’ most difficult challenge to date?” Rush quickly responded, “Without a doubt the Coppermill Elementary School job was the most difficult. The challenge was not in the technology but in the logistics.” “School was scheduled to start in two weeks. A contractor was putting a new roof on the school and we got hit with a heavy rainfall. It flooded the school and the computer systems were toast. We had to start from scratch, checking out each piece of equipment and electrical outlet, purchasing new equipment and getting it installed. We put in a lot of long days to get the computer system back up and running before Coppermill opened school on time.” Rush has a wife, Karen, and a 3 year old son, Logan, who might just be a computer “techie” in the making. They live in Zachary and are active in the community. “The only major project we might undertake in the next few years is building a new office building out on Highway 964,’’ Rush stated. “We don’t need fancy offices but we could use more space and a better layout of rooms. This building that we are in is the old GP office and Department of Forestry office.”

Zachary Elementary Celebrates September Star Students ZHS Senior Named National Achievement Semifinalist Zachary High senior Ariele Altman was among the more than 1,600 Black American high school seniors who have been designated Semifinalists in the 50th annual National Achievement Scholarship Program announced today by National Merit Scholarship Corporation (NMSC) officials. These scholastically talented young men and women now have an opportunity to continue in the competition for approximately 800 Achievement Scholarship® awards worth about $2.5 million that will be offered next spring. To be considered for a National Achievement Scholarship, Semifinalists must fulfill several requirements to advance to the Finalist level of the competition. About 80 percent of Semifinal-

ists are expected to attain Finalist standing, and more than half of the Finalists will win an Achievement Scholarship award. The National Achievement Scholarship Program, conducted by NMSC, is a privately financed academic competition that operates without government assistance. It was initiated in 1964 to recognize academically promising black students throughout the nation and to provide scholarships to a substantial number of the most outstanding program participants. To date, approximately 32,700 young men and women have received Achievement Scholarship awards worth about $103 million.

Zachary High Principal Wes Watts announced today that Kaitlin Maloy and Connor Usie have been named Commended Students in the 2014 National Merit Scholarship Program. A Letter of Commendation from the school and National Merit Scholarship Corporation (NMSC), which conducts the program, will be presented by the principal to these scholastically talented seniors. About 34,000 Commended Students throughout the nation are being recognized for their exceptional academic promise. Although they will not continue in the 2014 competition for National Merit Scholarship awards, Commended Students placed among the top five percent of more than 1.5 million students who entered the 2014 competition by

taking the 2012 Preliminary SAT/ National Merit Scholarship Qualifying Test (PSAT/NMSQT®). ‘’The young men and women being named Commended Students have demonstrated outstanding potential for academic success,” commented a spokesperson for NMSC. ‘’These students represent a valuable national resource; recognizing their accomplishments, as well as the key role their schools play in their academic development, is vital to the advancement of educational excellence in our nation. We hope that this recognition will help broaden their educational opportunities and encourage them as they continue their pursuit of academic success.”

Bank of Zachary Supports LaneRMC Foundation with Football Fundraiser Bank of Zachary employees recently geared up in team colors and “kicked off” their football fundraiser with proceeds to benefit the Lane Regional Medical Center Foundation. By paying a minimal fee each week to wear the colors of their favorite local high school, bank employees have found an easy method to raise funds for Lane’s cancer services campaign. The campaign is funding a state-of-the art Radiation Oncology Center on Lane’s campus so those battling cancer will not have to travel long distances elsewhere to

receive life-saving treatment. “We have a great staff and this is just one fun way for us to support the LaneRMC Foundation project,” said Preston Kennedy, Bank of Zachary president. “We hope other businesses in the region join us and be a part of bringing even greater quality healthcare services to the community!” According to Kennedy, employees have pledged to raise $5000 overall for the project and are hoping to raise at least $500 in each of Bank of Zachary’s three locations throughout the football season.
