Early voting for the December 8 election began Saturday and ends December 1, from 8:30 a.m. to 6 p.m. The ballot is much smaller than the November 6 ballot with no elections in West Feliciana parish, and runoffs in East Baton Rouge and East Feliciana parishes. Domestic violence is not isolated to a specific demographic, and what was in place was not working.” The program used by the Zachary courts is designed after a batterer intervention treatment developed in Duluth, Minnesota. The Duluth program follows the philosophy that violence is intentional and that abusers systematically use tactics of emotional and physical abuse in order to maintain power and control over their victim. Zachary’s program is designed to intervene in the cycle of abuse while taking some of the burden off of the victim. “We try to intervene when they are in an agreeable state. Local HIV/AIDS Nurse Receives Distinguished Service Award The Association for Nurses in AIDS Care (ANAC) awarded HAART employee Meredith Lampton with the ANAC HIV Educator Distinguished Service Award at their 25th Annual Conference held in Tucson, AZ this past Saturday. The award recognizes an individual who, through HIV education/prevention, has impacted the lives of those they have instructed, whether it be patients, families, health care providers, community groups or the general public. Mrs. Lampton has worked in HIV care for 10 years. She is an AIDS Certified Registered Nurse and has served as HAART’s intake coordinator and health educator for the past four years. She provides
education to newly diagnosed HIV patients and their families, and links positive patients to primary care and case management services. She is an endless resource to the HIV nursing community in the area; volunteering as an advisor to nursing students interested in HIV care, speaking on HIV at health fairs, and participating in community outreach and prevention efforts. Currently, Baton Rouge leads the nation in AIDS case rates per capita. HIV/AIDS Alliance for Region Two (HAART) serves as the largest funded provider of Ryan White services in Louisiana. Meredith resides in Zachary with her husband, Will, and two daughters, Sara and Maggie.

with the funds. The tree will use ecofriendly LED lights, which consume about one tenth the amount of energy used in traditional light bulbs. The tree will be placed at the Community Gazebo located on High St. Mayor Amrhein said, “This generous donation will help further the beautification efforts now underway in our city as well as remind us to become eco-friendly, taking care of the environment. I would like to thank Carlyn and Best Western, Zachary Inn for being positively involved in our community.”

The Bank of Zachary Announces Promotions The Bank of Zachary has promoted two of its banking officers, President Preston L. Kennedy announced today. Melinda M. White has been promoted to Senior Vice President and Mark S. Marionneaux has been promoted to Vice President. Mrs. White joined the Bank of Zachary in March 1981. She manages the loan support department, and has primary responsibility for loan compliance. Mrs. White is a Zachary High graduate and earned her Bachelor of Science degree and education degree from Louisiana Tech. A native and life-long resident of Zachary, Mrs. White is married to Lotus M. “Mack” White and
has three children and six grandchildren. Marionneaux has been with the Bank of Zachary since February 2011. His prior experience included mortgage and agriculture lending; before joining Bank of Zachary he was an assistant vice president with Landmark Bank. It was twenty five years ago when Mary Bellcase helped her first student. She was talking to a friend who worked at Zachary Elementary and who saw first hand the needs of some of the children; together, Bellcase and her friend decided to do something about those needs. "The first kid we probably helped was in third grade and he was wearing his dads cowboy boots to school," remembered Mary. "We decided we would help, and we helped on a very small scale; well now its gotten to be a really big scale," she added. From this completely spontaneous act of kindness grew a non-profit organization called Zachary Community Helpers whose major project is providing approximately 200 children with toys and clothes at christmas. Mary Bellcase, assisted by five or six dedicated volunteers and supported by an army of hundreds more who offer supplies, monetary donations and other kinds of help, provides the logistical coordination required to responsibly funnel donations of supplies and money to their most effective purpose. But her duties are not restricted to organization; in one day, she may deliver a heater to a family, meet someone at the Lion's club to receive a donation of toys, and go bargain hunting for school uniforms. She pulled out a plas-

While the organization does sometimes provide support at the family level, Zachary Community Helpers is particularly focused on the needs of children, a focus that developed naturally out of the first cooperative effort between Mary and Zachary Elementary. on recommendations and information from educators in the Zachary school system who know first-hand which children and families are in real and desperate need - whether it be for a new pair of eyeglasses, a Thanksgiving meal, or even socks and underwear. Applications for the Christmas Toy Drive, the organization's largest project, are made through the school system. Teachers are asked to recommend specific students and/or families who may otherwise face a very lean Christmas. Mary then sets out to find donors for each of these children, working with churches, businesses, and individuals with whom she has formed relationships over the years. Mary proudly explained that over the years, Zachary Community Helpers has been able to find donors for every needy family who has applied to the Toy Drive. Typically, they try to provide each child with his or her toy request along with needed clothing items. I sat with Mary at the Lion's Club, grand central of Zachary Community Helpers. It was the day after their Thanksgiving meal distribution and Mary had met a family there earlier that morning whose phone had been disconnected and so missed the regular pick-up time. During the months of November and December, you will likely find Mary there as, on average, she makes 10 trips there every day and puts in about 60 hours per week. As the only volunteer permitted to hold a key to the Lion's Club, which donates much-needed storage and work space to Zachary Commu-

nity Helpers, Mary bears the burden of being at the Club each and every time it needs to be opened. Besides being the coordinator of the enterprise, Mary is also the repository of a storehouse of information about needy families in the community, keeping track of their specific needs year after year. It is this level of familiarity and personal, long-term connection with the people she helps that makes Mary so irreplaceable, a not-so-insignificant worry for those in the organization who understand that, to a certain extent, Mary Bellcase IS Zachary Community Helpers–though she would never say so. As Mary explained, before her work with Zachary Community Helpers, she was not someone who always had a service project on the go. But once she was called to action 25 years ago, it became, in her words, "kind of like an addiction." Now, she is an inspiration to others. As the person who nominated wrote, "She lives every day to serve others. There has not been a time that I have not encountered Mary that she was not preparing food, shopping, or planning to help a local citizen of Zachary." Ironically, Mary and her husband no longer put up a Christmas tree; with the demands of the holiday season, there is only so much time in the day and clearly, that time is dedicated to others. On the day I visited with Mary, she still had to deliver four turkeys to a volunteer's house to be baked for families without ovens.

jail and the program is a way for us to make long-term impacts,” stated Welch. Currently, Zachary is the only court in the state of Louisiana implementing a batterer’s intervention program for cases of domestic abuse. First offenders have the option to enter the program by pleading guilty to domestic abuse. By pleading guilty, an individual becomes eligible to complete the program so long as an initial evaluation shows that there will be a benefit of change. Once a person has committed to the program, they must complete the duration of the program as recommended by Marschand. Completion of the program is required along with court and program fees for the misdemeanor charge to be removed from his or her record. “A charge of domestic violence is a misdemeanor, the second is more serious, and then third time, it is turned over to the DA’s office,” Myles explained. “Any violence involved in aggravated battery or a dangerous weapon case goes to the DA’s office–no chance of being in program,” Myles added. The benefit of this approach is that the victim of the abuse is removed from the equation. Welch explained: “When a call was made to the police for domestic abuse/violence, victims were generally the only witness; and asking them to face someone they already feared was next to impossible,” said Welch. “Many times when it came time to go to trial, the victims would want to drop charges and get the abuser out [of jail]. They have the job, and they have kids together and
[worry] of the possible repercussions of calling police. In order to prosecute someone, you have to have a witness and many times, the charges were dropped and the cycle of abuse was repeated weeks or months later.” City Court Judge Lonny Myles firmly believes that the less time that passes, the more likely it is that the courts can intervene successfully. Each Wednesday Myles hears cases for anyone charged with or arrested for domestic abuse/violence from the past week. Thanks to this policy, individuals charged with domestic abuse or violence are processed more quickly and protective orders are given to victims to help protect them during program participation. “What used to take up to maybe three weeks is cut down to days,” said Myles. The court does look at each case, but Judge Myles is serious about implementing the program whenever possible. “If a plea of guilty is not entered, they can serve jail time if prosecuted and found guilty by the courts; and if they sign up for the program, it must be completed according to the recommendations of Social Worker Karen Marchand or they will go to jail. There is a line in the dirt, and we are not moving on domestic violence.” According to Marchand the intervention program, Project Success, has helped change the lives of not only the victims, but the abusers as well. “Roughly 100 offenders have gone through the program in the past four years with only one repeat offender. The curriculum teaches the participants to move from a ‘power control wheel’ to an ‘equality wheel’ by changing their behaviors. “Before
anyone enters the program, we do an evaluation of the victim, offender and review police reports. Sometimes the stories match, sometimes they don’t, but the process gives us insight on how to help the abusers. Marchand does not offer counseling to the participants, but rather rehabilitation by working with them one-on-one on a weekly basis for the duration of the 26-week program. “When we asked offenders, 85 percent of the men said they grew up in a home where domestic abuse was part of their lives. They just assumed that is how relationships work,” said Marschand. Events in the Zachary Area Christmas Concert at Hemingbough November 30, 7 p.m. The Baton Rouge Symphony’s brass, percussion, and harp ensemble will perform a Christmas concert sponsored by the St. Francisville Symphony Association, this concert is an annual favorite featuring popular Christmas music conducted by David Torns. A dessert buffet will follow the concert. Tickets are $20 and are available at the Bank of St. Francisville. Christmas in the Country November 30-December 2 Businesses and community members come together for one of the biggest Christmas celebrations in St. Francisville. Local business owners are the focus and many are offering specials, open houses, refreshments, extended hours and above all, a unique shopping experience.
