Tom Ed McHugh to Retire December 31st

Former Mayor-President, Municipal Association leader has committed life to public service By James Ronald Skains

“This time when I retire, I expect to spend a lot of time doing yard work, some volunteer work, and maybe giving out a little advice from time to time,’’ Tom Ed McHugh, former Mayor President of East Baton Rouge Parish told the Zachary Post. The first career that Tom Ed explored was with the East Baton Rouge Parish School System where he put in 23 years, including the last 21 years as Director of Transportation. Next Tom Ed served as Mayor President. After retiring from this post, Tom Ed immediately took a job as Executive Director of the Louisiana Municipal Association (LMA). A native of and current resident of Zachary for nearly 69 years, Tom Ed told the Post “I didn’t really plan on getting involved in public life until the Home Rule Charter issue came up in Zachary in 1976. My brother, Duke, really pushed me to run for the Home Rule Charter Commission whose job it was going to be was that of establishing the Charter system which would then govern the City of Zachary.” “I really learned the ins and outs of City Government as Chairman of the Home Rule Charter Commission. We had to think of every contingency and how to deal with each and everything that goes on in City Government and put all of that information into written documents,’’ Tom Ed explained. “I had learned the importance of “give and take” with people during my time as Director of Transportation in the EBR School System.” “When I first started as Director of Transportation, we had 620 bus drivers, and the majority of the drivers were female. This was a very good job for females at the

Tom Ed McHugh time. They had time to take care of their families as well as work a part-time job in between their school bus runs. I really learned the importance of taking care of minute details in that job.’’ “One day, I got a call from a lady who had a physically handicapped child. We had already bought the first buses in the state that were designed for the handicapped kids. This lady asked me to come out one morning and load her son on the bus. I didn’t think there could be a problem until I started trying to get him on the bus with the braces on his legs. It was a huge job of pulling, pushing and lifting for me. The mother was a very petite lady so I quickly understood her problems. I went immediately back to the office and ordered lift gates for our handicapped buses.’’

After finishing the Home Rule Charter project in Zachary, Tom Ed decided to make a run for the District Councilman position from the Zachary area. In the first part of his two terms as a Metro Council there were 12 members on the governing body. All 12 would conduct the Parish business, but then 5 from the areas outside of the City of Baton Rouge would step back and the remaining 7 would conduct City business. “That little scenario changed after the census of 1980,’’ Tom Ed explained. “In 1988, when Pat Screen decided not to seek reelection, I tossed my hat into the ring for Mayor President. There were about 12 of us running including a State Senator, a State Representative, 72 year old former Mayor Woody Dumas, and a local bartender who ran on the theme song of: “Don’t Worry – Be Happy.” Tom Ed served 3 terms as Mayor President of EBR. Immediately after retiring as Mayor, when he was term limited from serving a 4th term, he began his 13 year third career as Executive Director of the Louisiana Municipal Association which now has 305 villages, towns, and cities members including the Parish Councils of Jefferson and Lafayette Parishes. “If there ever was a custom made job for me other than being Mayor President, it was this job as Executive Director of LMA. The LMA, which is a 501-C-4 organization, has 18 employees and our sister company, Risk Management which handles insurance for municipalities, has 30 employees. LMA does a lot of education work around the state with its different members trying to guide them in the right direc-

tion and out of any problems they get into. We are now trying to do a couple of webinars each month.” Tom Ed came from a family of public figures, although that tradition skipped over a couple generations in getting to Tom Ed. The original Tom Ed McHugh was the organizer and first Mayor of Zachary. Another ancestor was Clerk of Court of EBR and later Sheriff or East Baton Rouge Parish. “We had some tough times while I was in office as Mayor President. The Big Freeze of 1989 really tore up our streets and roads but we were able to find the money not only to repair those streets, but also build more roads. Crime was significant in the 1990’s, but Chief Phares was able to launch “Operation Takedown” which got a lot of criminals off the streets as well as lot of blighted property removed,” Tom Ed pointed out. “During my time in office, we were able to get an upswing in the business community in the Metro area which has continued to grow each year. We also did some significant things in education from Elementary Schools all the way up to LSU.’’ “I’m ready to go back to Zachary full time and take care of my yard and my daughter’s 2 ½ acre yard. Politically, I can say that whatever the people in EBR saw in me, that was what they got during my years in office. I always like to think that in my years on the Council, that I was a voice of reason.” Tom Ed also noted that he was never a proponent of the gaming industry and never made a ribbon cutting when the boats did launch or open for business while he was Mayor President.

Four Zachary Students, Cami White, Ali White, Kaleb Schober, and Jordan Talley were presented the Masonic Honesty and Integrity Award through Plains Lodge #135 F. & A. M. The award is a part of the Masonic Fraternity’s program to recognize and encourage Honesty and Integrity in the lives of our youth. The selections are made, after investigation by the lodge, based on recommendations by lodge representatives. The presentations were made at an open meeting of the lodge attended by friends and relatives of the recipients as well as members of the fraternity. Gene Dawson a Past Master of St. Albans Lodge assisted by David Carroll, Senior Deacon of Plains Lodge presented the awards. Mr. Scott Devillier, Superintendent of Schools stated, “I would like to congratulate the four recipients of this prestigious award. Honesty and Integrity are important character traits that we try to instill in all students. I am proud of these young adults who possess such high character and wish them the best in the future.”

First Annual Zachary Gleaux Run Held at Americana on November 30

The Zachary Chamber of Commerce held it’s first ever Gleaux Run on Saturday, November 30 at 6 pm, along the streets of the Americana development! Athletes, individuals, kid of all ages, businesses and companies got gleauxing and participated in in the 5K Fun Run/Walk. There were Gleaux Stations for photographs under a black light and an after party featuring food, drinks, giveaways and a DJ. Zachary’s first annual Gleaux Run benefits the Zachary Chamber of Commerce, with a portion of the proceeds going to create and maintain walking paths and biking trails throughout the city of Zachary. The 3.1 mile course was open to runners, walkers, joggers, strollers, wagons and bikes—as long as everything had lights or glow materials. Spectators were encouraged to get in the spirit and glow too! All spectators were welcome to the after party and along the run/walk route. Over 300 runners participated in the event.

Johnny LeTard Has Been Rooted in Zachary for 69 Years

Johnny LeTard’s Medical Pharmacy is celebrating its 45th year in operation adjacent to Lane Regional Hospital. However, LeTard’s association with the community of Zachary goes back 69 years when he moved to Zachary with his mother, Ruby O. Bond who became the math teacher at Zachary High School. “As my business developed since I opened up in 1968, I’ve been amazed and humbled by the fact that so many people in the community have put their trust in me to be their pharmacist,’’ 72 year old Johnny LeTard told the Zachary POST. “As I reflect back on my 45 years in business here in Zachary, I still have trouble believing that our business has been so successful.” “In my opinion, being the pharmacist for anyone is a big trust factor. You really need to get to know a person and their medical issues to be able to give them the best service possible. A pharmacist should be up to date on their customer’s medical condition as to the drugs they are taking to make sure there are no adverse reactions to the medications.” “I train my pharmacists especially, as well as my entire employee staff, to get to know our customers,” LeTard emphasized. “You cannot provide the best service possible unless you know your customers.” LeTard’s Medical Pharmacy has blossomed over the past 45 years under his emphasis of knowing the customers’ needs and providing quick, reasonably priced prescription service. pital there were three other pharmacies in town including Zachary Pharmacy owned by his step-dad, Carl Bond. “I returned to Zachary in January of 1966 after spending two years in the Army at Fort Polk as a Pharmacist. I went to work for my stepfather at Zachary Pharmacy,’’ LeTard recalled. “When the property adjacent to the hospital came available, I talked with my dad about the opportunity. I was 27 years old at the time.”


Tuesday, December 10, 2013 Zachary POST 5 “Carl Bond was a wonderful man. He didn’t pour cold water on my idea of buying the property and setting up shop. He could have told me that I had a good job working for him that had opportunities for the future. However, he encouraged me to go into business for myself. I’ve always appreciated his helpful attitude although it was a struggle for several years. I had to build from the ground floor because I was the new kid on the block.” After about 10 years in business, LeTard bought Zachary Pharmacy from his family and folded it into his Medical Pharmacy operation. Carl Bond, whom LeTard described as a real “character,” died at age 97 in 2000. “Carl Bond was a vibrant looking individual up until his last years,’’ LeTard related. “He always looked and acted 20 years younger than he was. He was a mentor for sure.” For the first 12 years in business, LeTard was the only pharmacist in his operation. His normal workday was from 8 a.m. until 7 or 8 p.m. six days a week. “The only way I was able to get a day off during those 12 years was to get another pharmacist to come work a shift for me,’’ LeTard ac-

knowledged. “I only had two employees in those days, a typist and a clerk.” “In those days we had to type our prescription labels on regular typewriter. Today it is all computerized which is wonderful. In 1975, I became the first pharmacist in East Baton Rouge Parish to use a computer. We could type our labels with the computer. It would also do the Medicare/Medicaid paper work that I would then bundle up and put in the mail. Now everything moves electronically.” “I’ve had probably 4 computer systems since the 1970’s,’’ LeTard noted. “Each one would do more than the previous system. In the early days, I had plenty of time because I would fill only about 30 prescriptions a day. Today, we do more than several hundred prescriptions a day which couldn’t happen without the computers.” “There were only 3 doctors located near the hospital in the late 1960’s and ‘70’s. As more doctors located near the hospital, naturally more prescriptions came our way. Another big help was the nursing home locating across the street. As soon as they opened, I was over there to see if I could supply their prescription drugs.” “In the early days of operation,

few people had insurance that would pay for their prescriptions,’’ LeTard remembered. “In those days, the average prescription cost about $3 with a $12 prescription being a very expensive drug. Times have certainly changed. We also could buy some drugs directly from the manufacturer, but now all of our inventory comes from a pharmaceutical wholesaler.” Home delivery with the same friendly service as found within Medical Pharmacy has also been a long time tradition with Johnny LeTard. Medical Pharmacy now has two full time delivery vehicles with fulltime drivers. In addition, the LeTard operation has five full time pharmacists, Josh Baker, Alicia Parker Marionneaux, Asia Morris, Kelly Hlavac, and Robert Sonnier. The part time pharmacists are James Bryce and Al Davis. In 2005, as the City of Zachary expanded to the west, LeTard was able to open Medical Pharmacy West near the LeBlanc Shopping. Robert Sonnier is the lead pharmacist at the West location. “I have great talented employees who take great pride in their work,’’ LeTard acknowledged. “The average wait time to get a prescription filled is less than 10 minutes. This factor alone, plus our extensive inventory of drugs, had helped us compete with the big chain pharmacies.” Johnny and Audrey LeTard have three daughters, Dana, Janet, and Amie. All three have pursued careers outside of pharmacy. However, Amie’s son Collin is in Pharmacy School at ULM. Another grandson, Anthony, Dana’s son is a senior at Zachary High School

with plans to attend Pharmacy School at ULM. Another generation of the LeTard pharmacy family is on the horizon. “I’m real proud and thankful that I was able to set up “The Johnny LeTard Discount program,’’ LeTard, a deacon in the First Baptist Church, noted with pride. “It is 300 generic drugs that we offer to people without insurance for $4 each. I have always tried to build my business on honesty and integrity.” Writer’s note: Johnny LeTard himself is one of those wonderful people that make Zachary such a great place to live and work. Congratulations on being in business for 45 years! I think “Mr. Johnny’s” career illustrated that the nicest guys do often times finish first.

Bronco Football Season Ends at Hands of Top Ranked Parkway The second-seeded Parkway Panthers, led by standout quarterback and LSU signee Brandon Harris, rolled up 427 yards of offense in a 49-34 quarterfinal win against Zachary last Friday night at Bronco Stadium. The Zachary Broncos finish the season 9-4, and with a roster full of young talent look forward to a productive off-season, while preparing for next year.

Harry Morris Loves Retirement, Misses Daily Business Banter By James Ronald Skains

“I was so involved in the business community in Zachary for so many years, that now in my retirement, I find myself really missing being in the loop of economic development in the area,” Harry Morris, former Bank of Zachary President and Zachary Chamber of Commerce economic leader, told the Zachary POST. A banking, finance and economic development career was not Morris’s first choice for his lifetime career. Harry’s dad was the well-known and respected Dr. Morris who wanted his son to follow in his footsteps as a doctor. “I started out in the right direction to be a doctor,” Harry Morris recalled; “I got an undergraduate degree in zoology and biology. I don’t know if I would have been accepted into Medical School, but I did come to realize that I didn’t want to be a doctor.” “Of course my dad was disappointed because he wanted both his sons to become doctors, but he understood our career decisions. My brother went to Dental School instead of Med School. My first taste of Economic Development came with my association with Charles Gremillion in the 1970’s.” “Working through the various stages in developing a project was absolutely thrilling to me,” Morris related. “Mr. Gremillion was a master of the art of economic development. He would always

“Back in the 1970’s, there was no Walmart or McDonald’s or Home Depot or other chain operations in Zachary,” Morris recalled. “I remember calling McDonald’s headquarters telling them that we

They told us we would have to work with the person that had the franchise for the Zachary area.” “Each project in the development of Zachary took a lot of work and time. Sometimes it would take years for project to take shape. It seemed like that so many times we would have everything in place and it would fall apart at the last minute. I remember one time I was trying to leave to go to an LSU football game when a project hit a snag. It was “all hands on board” to get the project back on track and forget the football game.” A great number of major developments in the Zachary area such as Walmart, Lane Hospital expansions and Home Depot have Morris’s imprint on them at some stage of their development. Morris has also been very active in current projects such as the new YMCA, Americana, and the Heritage Ranch project. “Most of my work was through the TEAM Group with the Chamber. The Entergy Corporation had helped us set up the TEAM Group specifically to spearhead economic development in the area,’’ Morris explained. “During my years with the Bank of Zachary while I doing all the economic development work, I never personally profited from any of the projects on which I worked. I was in a unique position of trust with the bank. A lot of people trusted me, which gave me knowledge of their assets. I was able to help get a number of people really good prices for their property that

was wanted by various developers coming into the area.” Another asset that Morris possessed was that he was kinfolks with most of the families who originally settled in the Plains Zachary area. Morris’s mother, Beryl was a McKowen by birth and his father was a longtime doctor in Zachary. Morris has also been a longtime member of the historical old Plains Presbyterian Church. Morris ended his presidency with the Bank of Zachary 2 years ago after 30 plus years of service overall with the Bank. Morris had been a cattle rancher as a sideline since 1980 before selling his herd to his cousin who now leases Morris’ property for grazing rights. “We had so much fun with our cows over the years,’’ Morris related. “For several years we were getting a number of twin calves in our calf crop. Usually the mother cow will abandon one of the twin calves, which meant that we would bring that calf to the house and bottle feed it.” “One day we were feeding one of the calves with a bottle and my granddaughter, Lillian, who is now 11, was just old enough to run around was with us. For some reason we set the calf’s bottle down and baby Lillian grabbed it and started drinking it. Her parents panicked. They wanted to wash her mouth out or carry her to the ER.” Although Morris’ accomplishments are many, his life has not been without some real down times. His first wife died in 1998

from cancer. Five years ago his house burned due to electrical problems with a central vacuum system that had not been used in years. For a period of time, some of his family members were in danger due to the rapid spread of the fire. “We lost everything,” Morris explained. “At first I tried to fight the fire with a water hose instead of trying to get valuable personal things out of the house.’’ Morris explained. “I was in such a state of confusion that my house was on fire, I ran out of the house without putting my pants. I was running around in my drawers until the Slaughter Fire Chief, who was a woman, told me that I would look better if I had on a pair of pants. She gave me a pair of firemen’s pants which I gladly put on.” “When we rebuilt our house, we designed it so we could build a deck out the back door to our little lake. We have the lake stocked with catfish and bass. Some of the bass are now trophy size. We stock it each year with more brim to feed the catfish and bass.” “When I drive around the Zachary area, I’m really proud to know that I played a little role in those developments. I guess you could say my role was that I helped to connect the dots to make the projects successful.”

Zachary Chamber Names Heather Prejean Director

The Zachary Chamber of Commerce is pleased to announce that Zachary native Heather Howard Prejean will be joining the Zachary Chamber of Commerce in the role of Chamber Director. Prejean will coordinate chamber and economic development related events and assist in the management of membership efforts. “I am thrilled to be working for my hometown of Zachary in this capacity,” Prejean said. “It’s a dream job and one that I take very seriously. I’ve always worked in the field of business, whether it was my own real estate company or marketing for others. I am so excited to be able to contribute to Zachary in this way. The health and strength of the business community in Zachary is something that benefits the entire community as a whole.” For the past four years, she has been Community Relations Coordinator for Lane Home Health and Modern Home Health, both locally-owned businesses. Prejean received a Bachelor of Science degree in Business Administration with an emphasis in Human Resources from Louisiana Tech University. Mark Marionneaux, incoming Chamber Board President, welcomed Heather on behalf of the organization. “I am very excited for the opportunity to work with Heather. She has a solid understanding of the Chamber’s core values of community, excellence, faith and family,” Marionneaux said. “Heather will be a great ambassador not only for the Chamber but also for the entire Zachary community.”

Farland “Fuzzy” D. Hopkins, 81 died Sunday, November17, 2013 with his family at home in Lizella, GA. A celebration of his life will was held at Bethel Baptist Church. A graduate of Zachary High School. Fuzzy was born on Nov. 15, 1932 in Waterproof, LA to the late Finley D. and Lola Cross Hopkins. He was preceded in death a brother, Estell “Dooney” Hopkins and sisters, Sylvia “Sybil” Slaughter and Maida “Boots” Wilkins. He proudly served in the U S Air Force and retired after 37 yrs from Inland Container Corporation.
