Zachary Celebrates Christmas Thousands of people lined Hwy 64 in Zachary last Saturday and braved the near freezing temperatures to enjoy the annual Zachary Chamber of Commerce Christmas parade. The 74 floats, marchers, and vehicles that participated in the event embraced this year’s theme of “An old fashioned Christmas” In addition to the parade, on Friday night, over 800 residents of Zachary packed the Historic Village to enjoy food trucks and hot coco while listening to local musicians perform their best holiday tunes. The Historic Village Open House was hosted by the City of Zachary and BREC. See more Pics of the festivities on Page 7 & 9.

“I ran for State Representative on the basis that on every day, I would do the very best job possible for the people in District 62,” State Representative Kenny Havard told the Zachary POST. “Now, I try to take time each day to remember what I promised the people of Zachary and the Felicianas.” “Also I ran on the principle of creating new jobs, streamlining state government, rescinding current regulations that are bad for business, encouraging small businesses and standing firm against any legislation that would stifle economic growth. I think about those principles every day and try to make sure that my actions as a legislator reflect those commitments.” Havard, in his first year in the LA Legislature was labeled as a “Fis-
cal Hawk” due to his opposition to some of the budget tricks that were employed by the Administration in an attempt to balance the budget. “I want ‘one-time money’, to be used as ‘one-time money’, not as recurring money with which to plug holes in the budget,” Havard emphasized. “I was also very much against the so called ‘sweeping the budgets’ of surplus monies of all state agencies in order to quick fix an un-balanced budget.” Havard clashed several times with the Jindal Administration, including the privatization of many state services. In fact, Havard introduced HB 240, which required any privatization state contract over $5,000,000 to receive additional legislative scrutiny. House Bill 240 passed the LA House by a 93-0 vote,

but the item was killed in the Senate. “Privatization does not save money or improve services, especially in health care,” Havard stated emphatically. “A good case in point is what is happening with the food services that were privatized at LA East Mental Hospital in Jackson.” “They have run out of food on numerous times. They fed MRE’S to the 400 mental health patients in the Institute for a week. They even went to McDonald’s and bought hamburgers to feed these special needs patients (most of whom are on several different medications) on one or more occasions when they ran out of food. Also, on dozens of times, the private food service company has been late 20 minutes or more in serving the food to the patients. That is no way to run a food service operation for mentally handicapped people.” The company with the Dining & Nutrition contract at La Mental East Hospital is Healthcare Service Group, Inc. of Bensalem, Pennsylvania. Healthcare Services Group, Inc. has doubled in size and in revenue since 2007. In 2012, revenues topped one billion dollars at $1,077,435,000, with a net income of $44,000,000, which resulted in a $.65 cent per share dividend for its
stockholders. Current per share price is $28 with a working capital of $200,000,000. “There are over 3,000 state employees in District 62, including employees of the two prisons and the mental hospital,” Havard related. “As I was growing up, the fate of employees at those institutions was always a topic of conversation at our house, since my mom and dad, Marie and Don, both worked at the LA East Hospital. They put in 35 years before retiring.” “I’m very much aware that these jobs are what feed many families in my district. These jobs at the state facilities in District 62 should not become political footballs or be privatized,’’ Havard, a native of Jackson who now lives in St. Francisville with his wife Shondell and two sons, Davis and Jack, acknowledged. “My representative district is very unique in that the district includes some of the most scenic and historical areas in Louisiana, borders the Mississippi River on the west and gets into the suburbs of Baton Rouge at Zachary. It could become an economic powerhouse as
well as a political powerhouse since the Lower Zachary and Central area, when combined with my district, has more than four state representatives in one geographically close area.” “We need to start working together on economic development, especially in the field of tourism. I’m trying to set up a series of meetings to get that cooperation started,” Havard specified. “But basically, there are four distinct areas in my district. West Feliciana ends at Thompson Creek right outside Jackson. Jackson ends at Hwy 19 and then further to the east Clinton and Zachary is to our south. However, the areas should be working in conjunction with each other.” “The State owns more than 15,000 acres in the Felicianas. We recently were able to get monies for the use of the old Jackson airport. Good things can come out of that. We also received funding for not only the Tunica Hills project, as well as, monies to the start the engineering on the Julius Freyhan School building in St. Francisville. Money also became available for the War Memorial in Jackson which will salute all the people from Jackson
who have fought in all the American wars.” “District 62 is moving forward,” Harvard stated. “West Feliciana has a new charter home rule system and a new parish president. The Police Jury in East Feliciana under the leadership of Dennis Aucoin is really doing well after some tough years.” “The KPAQ paper mill is showing real signs of steady growth. The railroad will be back in operation in the near future. If the railroad can pick up other customers other than KPAQ, that will be a big step
forward. The Georgia Pacific mill is churning along. I don’t think the average person realizes how many people the timber industry and the paper mills employ in our area.” On another note, In mid-November, Kenny Havard and his dad, Don, helped collect a pickup load of medical aids equipment that included 2 wheel chairs, several walkers, canes, bedside potty chairs, shower chairs and a fan and delivered to the Council on Aging in Clinton. The Council on Aging will in turn loan out this medical aids equipment to those in need.

The Rotary Club of Zachary officially dedicated five ornate, cast aluminum benches to the Zachary Historic Village on Dec. 5. Attendees of the ceremony included Mayor David Amrhein, City Councilman John Coghlan, City Councilmen/Rotarians Francis Nezianya and Brandon Noel and Rotarians Gwen Fuselier (president), Ben Cavin, Bret Funk, Mindy Miller Head, Mark Marionneaux, Charlie Massey, Theresa Payment, Sharon Phillips, Charlene Smith and Brandy Westmoreland.
Girl Scout Troop #10030 has adopted Zachary Food Pantry as their community service project. Pictured is the of troop hand delivering donations and taking a tour of the facility. This community service project provided great insight for the troop and gave them an understanding of how important it is to give back and to support their community. The Scouts also learned that the Food Pantry accepts other donations besides nonperishable can goods. As a troop they plan to adopt the Pantry and provide donations on a monthly basics.

Schram, Jerry Leroy Schram, Jerry Leroy, 74, a resident of Slaughter and native of Missoula, MT died on Saturday, December 7, 2013. He was a retired Chief Petty Officer from the US Navy with twenty plus years of service and retired as a Radwaste Specialist from Entergy. Visiting will be at Charlet Funeral Home, Inc., Zachary on Thursday, December 12, 2013 from 5:00 pm until 8:00 pm. Visiting will continue on Friday at the funeral home from 9:00 am until service time at 10:00 am conducted by Rev. Jimmy Babin. Burial will follow at Eastern Star Cemetery in Wilson, LA. He is survived by his wife of 24 years, Joyce Little Schram, Daughters, Jeri Lee Accardo and husband Ronnie, Marci Schram, Jeana Welch and husband Ken, and Beth Perry, sons, Wade Schram and wife Ann, Mark Leto and wife Jackie and Jody Little, Sister, Gloria Schram and brother, Winford Schram and numerous grandchildren and great grandchildren. He was preceded in death by his first wife, Shirley Jean Schram and mother, Frieda Schram.
