In East Feliciana, the towns of Clinton and Slaughter held their parades on Saturday, while in St. Francisville, Christmas in the Country was in full swing. More pictures from the Slaughter parade, which featured a playground covered in four tons of snow, can be found on page 4. Zachary’s Parade and Open House are scheduled for December 15.

The Zachary Community School Board is asking the voters in the Zachary Community School District to decide in the December 8 general election whether to renew a 38.2-mill property tax the district has collected since it began operations in 2003. The property tax, which would expire at the end of 2013 unless reapproved by the voters, provides 18 percent of the overall budget for the Zachary Community School System. Prior to the establishment of the Zachary Community School System, the East Baton Rouge Parish School System levied and collected the 38.2 mill tax into its coffers. The Zachary Community School District receives 21 percent of its revenue from local sales taxes and the remaining 57 percent comes through the state of Louisiana’s Minimum Foundation Program. The Minimum Foundation Program as determined by the number of students enrolled in the district. The Zachary School Board collects approximately $7.6 million annually in revenue from the property tax. The revenue directly supports the salaries and benefits for teachers and other school personnel as well as the general operating budget. The tax proposition on the December 8 ballot, if approved, would cost $287 a year for a homeowner with a home valued at $150,000 or $478 a year for a person with a home valued at $200,000, after homestead exemption is factored in. The 38.2-mill property tax is separate from the 36-mill property tax, which is dedicated to servicing construction bonds, which fund Zachary’s school building program. City of Zachary Seeking Booths for Annual City-wide Open House

Zachary’s city-wide annual Christmas Open House is set for Saturday, December 15 from 6–8 p.m. following the Christmas Parade at the City Annex parking lot, located on Main St. The City of Zachary is looking for groups, businesses or organizations who would like free booth space at the Open House. Food, games, face-painting, beverages and giveaways are welcome and encouraged at the booths. Businesses with booths are to be

reminded that nothing can be sold, and everything must be complimentary during Open House. All booths will be set up in the parking lot to the right of City Hall Annex. Booths must supply their own tables, tents, chairs, etc. Set up can begin as early as 10 a.m. on December 15. My son Ian, now a year and a half old, has me thinking a lot about holiday traditions. He’s not old enough to understand that the special activities and gifts that will be showered upon him in the next few weeks are not actually his birth right but are particular to the Christmas season. He will probably scream in terror when we have him sit for the obligatory Santa picture. And he certainly won’t notice that his Mom–newly inducted to the world of children’s paraphernalia – failed to adopt an Elf on a Shelf. Still, it seems important to set the stage now, establishing warm, joyful memories or risk sinking into Scrooge-ish apathy. Hence, our exhausting trip to the Christmas tree farm the day after Thanksgiving where we (well … my husband) chopped (well … sawed) down our first, live tree. Never mind that it is about a foot taller than our ceiling and is still sitting naked in our living room because we can’t find the box of Christmas decorations that was squirreled away in some deep, dark recess of the house. Perhaps we will have more luck with an old tradition; even better, an old and inexplicable tradition that survives because it is just so bizarre. For instance, like my mother did for me and my siblings, I will likely stuff Ian’s Christmas stocking with an array of drugstore items. This year I guess it’ll be something like diaper wipes, baby powder, a toothbrush and, lest we forget the toy, a Hot Wheels car. When he gets older, it’ll be Head & Shoulders shampoo, Old See TRADITION on page 3

A Letter from the Superintendent Dear Zachary Community School Supporter, Thanks to the hard work of our students and teachers, and the overwhelming support of our community, Zachary Community Schools received the number one ranking in the state for the eighth straight year this fall. We could not have accomplished this without the continued efforts of the people of this community. Although I have only served as superintendent for a short time, I have witnessed the outpouring of support for our schools during my 9 years here in Zachary. The Zachary Community School District continues to be a model of excellence for school districts around our state. Our teachers and staff provide first-rate instruction and our students are exposed to rich and varied learning experiences. The quality of

education provided to our students is an investment in their future success and in the growth of our city. When the Zachary Community School District separated from the East Baton Rouge Parish School System, the voters approved a 38.2 mill ad valorem property tax to fund the district’s general operating budget. The 38.2 mill rate was at that time, and remains today, identical to the tax paid throughout East Baton Rouge Parish. These funds provide materials for instruction as well as salaries and benefits for employees, which together comprise more than 80 percent of the district’s annual budget. The tax generates about $7.6 million annually, and costs $287 per year after the homestead exemption for a property owner with a home valued at $150,000. In my talks with members of the community, I have noted some confusion about the purpose of the millage, and realized that I needed to provide some clarity for voters. The 38.2 mill ad valorem property tax approved to fund the district’s general operating budget must be renewed every 10 years. The renewal proposition will be on the December 8 ballot. This funding is critical to supporting the contin-

ued vision of excellence for the Zachary Community School District. The tax you will be deciding on the December 8 supports the day to day operational costs of running the school district. It is not for construction or facility improvements. Construction is supported through a separate 36 mill bond debt service tax. We are fortunate to be nearing the end of our building plan. The facilities we have constructed will serve the students of this community for the next 20 years of growth. We will continue to be good stewards of the resources we have been entrusted with by this community. I take our commitment to the taxpayers of this district very seriously. I am confident that the investment you are making the future of this community through your continued support of our schools will pay dividends. Spice deodorant, Alpine chocolates, gum, razor blades, and AA batteries. To top off these hygiene products, I will add the two most perplexing items of all–the orange and the apple. I asked my mother several years ago why she continued to include the fruit in our stockings year after year when, frankly, they usually ended up back in the fruit bowl. She explained that they are a remnant of her family’s traditional stocking stuffer fare. While I may not appreciate the orange as much as my mother’s family of seven children did in the cold Canadian north, and while my stillteething son can’t even eat an apple, I will include an apple and an orange in his stocking. And he will likely do the same for his kids. And in this way, we will connect our present with the past, finding our place in the multigenerational network of family. May your holidays be filled with many apples and oranges!

It doesn’t take more than a five minute conversation with Ann Holland to admire not only her simplistic attitude but her passion for others. Born and raised in Clinton, Ann spent most of her life teaching in the public school system, raising three children, being a wife and, all the while, making a difference in the lives of strangers. “We moved to Baton Rouge when we were young,” said Ann. “My husband, Martin, coached for 40 years and I was a teacher for East Baton Rouge Parish.” When Ann’s mom began to experience dementia, they moved back to Clinton to care for her. “Mother needed help, and we knew it was what we needed to do,” Ann explained. “I realized there was a women’s prison up the road from our home, and one afternoon I just decided to go there. I shook that chain link gate and got the attention of the warden, Mr. Foster. I told him I was Ann Holland, Mr. Brady’s daughter–that he knew me, and I wanted to talk with him.” Ann inquired whether the prison offered a GED program for its inmates and when she was told that they didn’t, “I asked him if he would allow me to come and try to work with these women,” Ann remembered. “I laughed and assured him I was not a felon and my certification was on file with East Baton Rouge!” For five years, Ann taught a GED program in the evenings at the women’s prison while still driving to work in Baton Rouge five days a week.

Galilee Baptist Volleyball Team Takes Second

After being undefeated in their regular season, the Galilee Baptist Academy (GBA) Elementary Volleyball team took second in the PSAL championships. Considering that only two out of the seven were veteran players, it was quite an accomplishment. The parents and coaches expressed great pride in their achievement. Both the elementary and division A GBA volleyball teams played well this year with many players demonstrating significant improvement thanks to parents and coaches Mrs. Sheri Robinson (GBA Elementary team coach) and Nicole Cornelius (division A coach).

ZHS Sophomore Verbally Commits to Ole Miss Zachary High School baseball player Micah McHugh has verbally committed to play baseball at Ole Miss after he graduates in 2015, said Coach Jesse Cassard. Currently a sophomore, Micah started every game as a freshman last season. He hit .320 with 1 hr and 17 RBI. He was highly recruited this past summer by Alabama, LSU, and Ole Miss.

The Zachary Police Cadet Program received a check for $1,500 for parking cars during the Greater Baton Rouge State Fair last month. The check was presented by Gerald Hall, a State Fair board member, to the program. Current cadets are Mason McDaniel, Taylor Bice and Carson Gunter. The East Feliciana Tiger football team had its deep run into the semifinals of the state Class 3A playoffs ended by Notre Dame of Crowley on Friday night in Clinton. A record crowd of celebratory fans packed the stadium behind East Feliciana Middle School to witness the 1614 loss to the #2 ranked Notre Dame Pioneers. Notre Dame led 16-6 late in the game, but a 42-yard kickoff return by Timothy Thompson allowed the Tigers to rally. Kendell Beckwith then led a 28-yard drive that ended with Beckwith completing a 4-yard touchdown pass to Thocorence Hawkins with 2:28 remaining. Beckwith ran for the two-point conversion to get the Tigers within two, at 16-14. Following the touchdown, East Feliciana attempted an unsuccessful onside kick. Notre Dame ran down the clock to finish the game following their recovery of the kickoff. Kendell Beckwith rushed for 77 yards on 14 carries and passed for 92 yards. Beckwith totaled 169 of East Feliciana’s 182 total yards of offense. The Pioneers scored first on a nineplay, first-quarter drive that covered 65 yards and took 4:04 off the clock. East Feliciana countered with a drive that started late in the first quarter. Danny Johnson caught a Beckwith pass on a crossing pattern and scored from 18 yards out, pulling the Tigers within one, at 7-6, with 10:53 to go in the half. The East Feliciana Tigers finish the season 8-4. Congratulations from the Zachary Post staff on a great season!
