Central Thruway Opens to Commuters Zachary Now has Direct Access to O’Neal Lane, Livingtson Parish, and I-12 via Central Last Thursday the long anticipated Central Thruway opened creating a more direct route connecting Zachary via Central to the I-12 O’Neal areas. With its opening the commute time from Zachary to the Interstate at O’Neal has nearly been cut in half. Political leaders from throughout East Baton Rouge Parish cut the ribbon on the decades-in-the-making Central Thruway. Mayor-President Kip Holden hosted the ceremony and recalled how former Councilman Joe Greco passionately plead with him to consider the project, Greco had spent more than two decades lobbying for the road. Greco con-

vinced Holden to make the longplanned but never-built road a priority, and Holden included the proposal as one of the projects in the Green Light construction program approved by voters in 2005. The new four-lane road cost more than $64 million to build and stretches from Florida Boulevard to Sullivan Road. It also connects O’Neal Lane to Greenwell Springs Road, providing quicker access to Interstate 12. Construction continues at the northern tip of the new thruway until October. The Central Thruway is the largest road construction project ever undertaken by the city-parish government.

eration to burial. The Resource Conservation and Recovery Act (RCRA) was enacted in 1976 and created many opportunities for entrepreneurs throughout the United States. RCRA is a record keeping system that tracks the life cycle of hazardous waste from cradle to grave and ensures that waste generators are good environmental stewards. These regulations were created and enforced by the United States Environmental Protection Agency. One particular portion of this regulation requires vehicles transporting hazardous waste to utilize a polymeric liner to contain potential leaks. This regulation was the driver of PacTec’s first product, the Transliner™, a patented disposable polyethylene liner. Schilling and his mother Betty produced the first generation Transliner™ in a 2400 square foot facility in Clinton. As product sales began to grow, it caught the attention of the ownership of their raw material supplier. Morris Mintz, a principal of Sunbelt Plastics

Former Metro-Councilman Joe Greco, shares a laugh with Interim DPW Director David Guillory, Metro-Councilman Scott Wilson, and Mayor-President Kip Holden at the grand opening of the Central Thruway.

PACTEC is a Local Leader in Unusual but Vital Industry “We manufacture a complete line of custom engineered packaging products for the nuclear waste, hazardous waste and transportation industries,” Mike Schilling, president and founder of PacTec told the Zachary Post/Feliciana Explorer. “Our product offering has grown steadily over the past 24 years as we have responded to the needs of our customers. With a wealth of accumulated industry knowledge on staff, our Clinton, Louisiana based company is an international leader in waste packaging design and manufacturing. PacTec was founded in 1989 by Mike Schilling and Morris Mintz of Monroe, Louisiana. Schilling, a native of Jackson, Louisiana graduated from UL-Monroe in 1980. Shortly after graduation, he began his career in the environmental industry with Cecos International, a hazardous waste subsidiary of Browning Ferris Industries. During his tenure there, he had the opportunity to gain an understanding of the management practices of waste from its gen-

and John Jackson, the vice president of sales for Sunbelt visited the facility to observe the operation. Upon gaining an understanding of the manufacturing process and market opportunity, they offered to partner with the Schillings to expedite the growth. PacTec was formed in November of 1989 and manufacturing capacity and sales grew exponentially shortly after. What began as a three employee organization now includes sales offices in Clinton, Louisiana and Cumbria, United Kingdom, five strategically placed distribution centers across the United States and state of the art manufacturing facilities in Clinton and Subic Bay Philippines totaling 206,000 square feet. These facilities employ more than 200 employees. Much of PacTec’s success can be attributed to collaborative innovation. The majority of patented technology was initiated by an opportunity to solve customer’s problems. The sales force and product development engineers recognize the importance of asking the right questions and identifying opportunities to solve problems. This philosophy, infused with creativity has generated 10

United States patents and one patent in the United Kingdom. PacTec is very proud of its technology and recognizes that continuous innovation increases opportunities for success. The technical team responsible for product design, equipment engineering and process development has been vital to growth. All of PacTec’s facilities are ISO 9001:2008 certified and are committed to improving quality management systems. Each manufactured product is underpinned by a Certification of Conformity (COC) providing full traceability of all materials used in manufactured products. PacTec also maintains a quality program compliant with The Quality Assurance Requirements For Nuclear Facilities: NQA 1. As the company has grown, the sales growth expectations have increased also. They expect to double the size of the organization in the next (4) years. Some of the growth is expected to occur with the addition of a new product called GeoPac ™. The GeoPac ™ is a geotextile tube used to dewater industrial and sewer treatment sludge, minimizing the volume of materials to be handled or disposed of. Another market of notable opportunity is natural gas production. The hydraulic fractur-

ing process has created a need for several of PacTec’s containment products. This market should grow as natural gas prices increase and exploration expands. While continuing to focus on domestic opportunities, the company is also investing in emerging markets abroad. One opportunity, the dismantling and decommissioning of 16 nuclear weapons facilities has warranted establishing a presence in the United Kingdom. This process is expected to be ongoing through 2050 and presents many opportunities for our nuclear packaging products. PacTec EPS Ltd., a wholly owned subsidiary of PacTec, was established in April of 2010. PacTec has spent the last few years gaining International Packaging Certifications meeting the requirements and demands of the International Atomic Energy Association (IAEA) safety standards for packaging low level radioactive waste during transit. Another project of note is the Fukushima Daiichi nuclear disaster cleanup. PacTec has been actively providing technical support and product since November 2011. This project is expected to take 40 years to remediate while removing a projected 29 million cubic meters of soil and debris. The estimated cost of the cleanup is $13 billion.
