City of Zachary Adopts 4 Day Work Week Mayor David Amrhein has announced that the Administrative Offices at City Hall and those located at the Public Work and Utility Offices at the City Hall Annex will implement the four (4) day workweek model effective Monday, August 5, 2013. The new hours of operation for both locations will be from 7:00AM until 5:30 PM, Monday through Thursday. The decision for change was based on several factors, not the least of which was inconvenience of Zachary citizens, but rather the enhanced access opportunities for both early morning and later evening professional services. The new hours of operation also extend to Public Work and Utility crews, with the reassurance that emergency operations notification and after action response capability remains in force as always. Mayor Amrhein reported that “several cities of comparable size visited by Zachary staffers during 2012 reported having adopted the

new model. Customer convenience, costs savings, as well as the realization that many of their clients (architects, engineers and other professional working groups) were already utilizing the half-day practice, or were closed entirely on Friday’s”. The Mayor was quick to add that Zachary Fire and Police will continue their regularly assigned shifts and will not be affected by the new schedule hours. Mayor Amrhein states that “during the lengthy process of discussion of the proposed workweek change, several factors figured prominently in support of the new standard”. They would include the following: • Installation of a new Pay- The new payment kiosk that will replace ment Kiosk at the City’s Billing/ city employees 3 days a week was installed Payment Office offering anytime/ Monday. 24hour service convenience to its option” which remains available for customers all Zachary utility customers • The “on-line bill payment

• Earlier opening and later business operation hours to better accommodate customers needs • The City’s personal liability reduction by one full day a week, when many City vehicles and equipment are not in regular use • Fuel consumption and maintenance cost savings of City owned vehicles and equipment will be realized, and • Energy consumption in the affected buildings will be reduced by one day per week as the use of internal monitoring controls are explored as a way to further reduce costs. Mayor Amrhein concluded by stating that “The costs savings to be realized in the City’s overall operations budget through the implementation of the new work schedule and designed efficiencies, can be reallocated as necessary. The newly adopted work week standard is definitely a Win-Win situation for everyone”!

In May of 2012, Merrick Young and his construction company, Living Solutions Construction, LLC received the Capital Region District “Young Entrepreneur of the Year” award from the LA Small Business Development Center and the Small Business Administration. “I try to find out what a person really wants and expects to get before I start a building project,’’ Merrick Young told the Zachary Post. “Whether it is a remodeling job or a new house, I have found it best to get to know your client and determine what they really want and expect.’’ “Not only do we have a more harmonious relationship during the construction phase, but this builds customer loyalty, as they usually they will have more work at a later date.

With building costs so expensive, the planning phase is now more important than ever.” “I approach each job as if I’m building or remodeling the house for myself, in order to build value in the property,’’ Young added, who worked seven years in the industry before launching his own business. “My long term goal in the construction business is to continue to build value for myself in real estate properties, so I try to share that goal with my customers.” Merrick Young of 20 years ago was the most unlikely candidate to be the recipient of any “Entrepreneurial Award” or even the owner of a successful construction company. Zachary School Scores Tops in State for End of Course Testing

When the Louisiana Department of Education released the result of End-of-Course exams Tuesday, Zachary students were again among the top performers in the state. End-of-course tests, primarily for high school students, measure students’ mastery of subjects including algebra I, English II, English III, geometry, biology and U.S. history. Zachary Community School District had the highest percentage of students performing excellent or good at 75 percent. District officials said students were progressing well on all End-ofCourse subject are assessments, with students showing increased performance across the board. Superintendent Scott Devillier attributed the success to the shared vision of the community, school board, administrators, teachers, and students. “Our teachers are working hard to meet the needs of every student every day. stantly evaluating our data, and looking for areas of improvement,” Devillier said. Across the state proficiency rates have gone up 16 points from 2008-09, when the first two endof-course exams were introduced. The end-of-course test is a successor to the Graduation Exit Exam, which high school students formerly had to pass to earn a traditional diploma. The end-ofcourse exams began replacing the old Graduate Exit Exam for the entering freshman class of 201011. In order to graduate, students must pass three of the six exams: English II or III, algebra I or geometry, and biology or U.S. history. Students can score “excellent,” “good,” “fair” or “needs improvement.” “Fair” is considered passing. But the state deems a student scoring “good” or “excellent” as proficient, and only the “excellent” or “good” levels count towards the school performance score. More changes are on the horizon as the tests will be revamped in 2015. Starting with the 201415 school year, end-of-course tests in math and English will be

replaced by common core curriculum aligned exams. “Our educators and families have made it a priority that students master fundamental skills in high school, ultimately preparing our kids for college or a career,” State Superintendent John White said in a prepared statement. The strong end-of-course scores come on the heels of the release of third through eighth grade LEAP and iLEAP scores in late May which also showed high levels of achievement for Zachary students.

Davis Elected to Board of Directors for Guaranty Bank

She is a honor student at Zachary High school and will be starting her Junior year this August. She also is a member of the EMS Explorer Post and an avid reader.

The Zachary High School Bronco Belles dance team attended UDA camp from June 28July 1 at UL Lafayette. The team placed 2nd in the home routine competition and also went home with a Superior Trophy, Team Full Out Award, and UDA Team Leadership Award. Also, six members, Naja Webb, Bailey Boudreaux, Myiah Smothers, Jasmine Kinchen, Abigail Nealy, and Emily Leblanc, made Varsity All American. Business Red Stick Armature Works: 3 Generation Local Business By: James Ronald Skains

One of the biggest challenges for engineers and plant operations management in the lower Mississippi industrial corridor is keeping electric motors running properly. “Rewinding electrical motors requires working with almost zero tolerance,’’ Carey Howard, President and Manager of Red Stick Armature Works (RSAW), told the Explorer. “All our equipment is very high tech and computer controlled because we are working with tolerances from 1/1000 (one/one thousandth) of an inch all the way down to 1/10,000 (one ten/thousandth) of an inch on electrical motors,’’ Carey Howard explained. “The reason we have to work with such close tolerances in rewinding electrical motors is that these motors cannot withstand any vibration in order to run properly and produce the horse power needed.’’ “Times have really changed in the electrical motor rewind business,’’ Carey Howard continued. “When my Dad started this business in 1959, to test for motor vibration, he would stand a dime up on its end and if it didn’t fall over, the motor was considered vibration free.’’ Today, RSAW has a whole array of high tech equipment to provide their clients the best of quality service on either AC or DC motors or generators. The testing equipment includes a Hipotronics High Power Motor Test System, an AWI-900 E Dynamometer, a PdMA-MCE Max, a CSI 2130 Vibration Analyzer, a Phoenix CL 60 Core Loss Tester, and 2 12KV Baker Surge Testors. All this equipment plus a repair facility, a climate controlled motor storage building, a machine shop, and a welding shop is located in a 71,000 square foot facility on Highway 61 just south of St. Francisville near Thompson Creek. RSAW is in the process of building a new 5,000 square foot office building. “We have a lot of opportunities for expanding our business,’’ Carey related; “however, our biggest problem is that we can’t find enough qualified people.” “We have 65 people on the payroll now who make anywhere from

an entry level position of $12-$14 an hour all the way up to our top technicians at around $30 an hour,’’ Carey added. “You will notice in our layout of our new office building, the largest room in it is a training room,’’ Carick Howard, son of Carey and grandson of the founder interjected. “No schools teach motor rewinding so we have to start from scratch in training people in our business.’’ “Our training programs are ongoing for all our employees because to keep up with new technology and what is happening in our industry,’’ Carick Howard, who serves on a Workforce Committee for the Baton Rouge Chamber of Commerce pointed out. “We have a pilot program in place with the Voc Tech School in Jackson that will train people to become Rotating Equipment Technicians,’’ Carick explained. “We are also partnering with our electrical motor suppliers for in-house training on specific motors.” “To start working for Red Stick at entry level positions, all a person has to do is show up for work on

time, have a good attitude and an open mind because we will thoroughly train you how to rewind electrical motors,” Carick, who is the RSAW Shop Operations Manager elaborated. RSAW is an approved Warranty Station for several major electrical motor manufactures including: Baldor, Reliance Electric, WEG, GE, Toshiba, TECo/Westinghouse, LEESON, Continental Electric Motors, Marathon Electric, US Motors and Siemens. “Setting a New Standard in Quality and Performance” is the motto of RSAW which is celebrating its 54th year in business with the 3 generations of Howard’s as owners and operators. RSAW’s Mission Statement and Quality Control Policy are very interchangeable. It reads: “Team Red Stick’s Mission is to continually improve the quality of our Repair Shop and Field Service work. This mission is being achieved by creating an environment that encourages participation of all employees, suppliers and clients in our Quality Process. We, the employees of Red Stick Armature Works are dedicated to meeting our client’s requirements while surpassing their expectations. Management’s Goal is to involve every employee in the continuous improvement of the Quality in our motor repair shop and services.” There are two other members of the Howard family actively involved

in the business besides 91 year old “PawPaw” Howard who still comes into the office 3 or 4 days a week to keep an eye on the operation. Cathy Wade Howard, Carey’s wife, is office manager, and Carrick’s younger brother, Casey, is one of two Shop Supervisors. “You will notice that all four members of our family have names beginning with the letter C,” Cathy Howard pointed out. “Casey was an easy name but we had to search around for Carick’s name.” The lists of RSAW clients include numerous major corporations. Six of the better-known clients on the list in this area are: ExxonMobil Chemical, Plastics, and Polyolefin Plants in Baton Rouge. Also, on the list is Placid Refining in Port, Allen, GP Paper Mill in Port Hudson and Marathon Ashland Petroleum. Also, RSAW recently completed a rewind on an 8,000-horse power 13,800 Volts electrical motor for the local Nuclear Power Plant. “Sometimes my mom gets overlooked as to how she keeps everything running smoothly as our office manager,’’ Carick noted. “She taught me from the time I was a little kid that three very important things to do in life was to tithe to the church, work hard and save my money.” “We are continually re-investing our money in our company to make it better,” Carick concluded.

Feliciana Credit Union Reopens Paper Mill Branch In March of 2009 amidst an uncertain economic future, Feliciana Federal Credit Union closed its St. Francisville Branch near the then shuttered Tembec Paper Mill. The loss of the Mill and the hundreds of well paying jobs caused the community financial institution to rethink its place market. However, with the reinvigorated KPAQ Industries running the paper mill now, Feliciana Federal Credit Union announced this week that they have re-opened their St. Francisville location at Located at 2552 Highway 964 in St Francisville. Chartered in 1960, Feliciana Federal Credit Union originally was named Cee Zee Employees Federal Credit Union. The credit union serves Employees of the Paper Mill, but also anyone in the Feliciana, New Roads, and Zach-

Port Hudson Cemetery: 144Years and Counting

The Port Hudson National Cemetery, established by the Federal Government in 1869 with the purchase of 8 acres from James Gibbens for $3,000, now has an annual operating budget of $1.2 million with 9 full time employees. “We recently purchased an additional 129 acres for $2 million,’’ Rex Kern, the director of the National Park Cemetery told the Post/Explorer. We had simply run out of space for new military personnel burial sites. There are over 13,000 former members of the US military and their spouses buried here at the Port Hudson Cemetery.’’ “Just before we completely ran out of space, we were able to get the 129 acres developed. The new section of the Park is known as the Louisiana National Park. We average about 450 funerals a year and have former military personnel from the Civil War to the current Iraqi and Afghanistan wars buried here. 6 soldiers who lost their lives in the Middle East conflicts are buried at Port Hudson.’’ “Size wise, Port Hudson is small in comparison to other National Cemeteries,’’ Kern pointed out. “Some have up to a thousand acres of burial sites. However, Port Hudson is what we call a Memorial Site because it commemorates a significant event in our military history.” The $375 per acre that James

Gibbens received in 1869 would probably translate into $50,000 per acre in 2013 dollars. As part of the buy-sell agreement with Gibbens, the Federal Government agreed to build a first class gravel road from the cemetery down to the banks of the mighty Mississippi so that visitors wanting to visit the cemetery would have easy access to the site. Road – Zachary, LA 70791. Apparently, Port Hudson and Natchez cemeteries are tied together under the administration of the Department of Veteran Affairs. This federal complex has been for 144 years a steady economic factor in the area due to construction projects at the site and the cemetery itself bringing thousands of visitors to the area. For years, the Zachary Historical Association has worked to keep the significance of the Port Hudson National Cemetery in the public’s eye by including it in a continuous stream of activities in

the area including tours of historical places and homes. A visit to the cemetery is on the agenda for the June 23 Zachary Historical Association Event. Several reenactors will be on hand to tell the stories of yesteryear legends. Jessie Spears, longtime fixture in the Zachary school community will portray Archie Simmons, a runaway slave who joined the Union Army and fought at the Battle of Port Hudson. Simmons, who lived until 1938 and was buried at the Port Hudson Cemetery, recounted numerous times his recollection of events at Port Hudson in 1863. Spears told the Post/ Explorer: “When I do the Archie Simmons role at the cabin, I say to people, you see that bed. Well that is where I died. I get a lot of strange looks especially from the kids.” “Sometimes as Archie, I tell the story of his death. He was on his deathbed but rose up to look out the window. When he did, he told his family, I can see the Angel of Death in the window. Shortly thereafter, Archie told his family that he could see the Angel of Death at the foot of his bed. A few minutes later he died.” Another character re-enactor will be John Gibbens, played by Darrell McClung. Gibbens is the man who reaped the windfall in the sale of the 8 acres in 1869. The 8 acres was a small portion of the large plantation he owned that reached the banks of the river near

The dairy was published in 1987 by the University of Georgia Press under the title of: “Celine – Remembering Louisiana 1850-1871.” Rachel pointed out that she had taken World History in Mr. Southall’s class. “I did not realize until then that the Civil War had such worldwide effect, both politically and economically. The Civil War didn’t just happen. History has so many intangibles about it but here in this area it is all around us.” “With the new addition to the

Port Hudson National Cemetery, it will be many generations before it will need to be expanded,’’ Rex Kern concluded. A few things are certain even to the casual observer. The grounds are kept in immaculate shape; many people from out of the area visit the cemetery each year, numerous generations have passed on since the first shovel of dirt was turned in developing the National Cemetery; and millions of tons, if not billions of tons, of water has flowed down the Mississippi River just a short distance to the west of Port Hudson National Cemetery.

For starters, by the time Young was the age to be finishing high school he couldn’t read. Secondly, his avocation was music and he became somewhat successful in that field with a couple of hit songs and CD’s. However, his strongest personal assets, leadership, organization, and energy, had been directed toward illegal enterprises. For several years, the illiterate Young was very successful with those illegal endeavors. However, the time came when the game ended and Young was faced with very serious consequences for his actions that were well documented. “After a couple years in those activities, I realized that what I was doing was absolutely wrong and that my life was headed for a train wreck. I spent a lot of time thinking of how I could get out of my situation alive. The amount of money I was making was substantial, so that was always a holdback to make a break. However, the train wreck in my life happened before I could make a break.” Young credits that “Train Wreck” in his life with starting the process that has made him the person he is today. First, he completed his education with getting his GED. Along the way, he became prolific in both reading and writing which helped boost his songwriting and recording career. During his incarceration, his spiritual life changed from near zero to a strong Christian believer which motivated him to share his message on a larger stage. Along his life’s journey since turning his life around, Young has earned the title of “Street Preacher.” Eventually, Young worked with Tonya and Darren Myles with the well-known Baton Rouge faith based initiative, “Set Free Indeed.” Also, Young has put his musical talents to good use in his spiritual life by recording more music. “I really didn’t want to get into the type of music that I’m now doing, but that seems to be what appeals to the younger generation so whatever it takes to reach that generation,

I’m willing to do. I call it “Holy HipHop” music,’’ Young acknowledged. “I know the consequences of the mistakes of my youth, and they were not good. If I can help other young people avoid those mistakes for which you are held accountable, I will have accomplished something worthwhile.” “So many of the young people of this generation are like I was; not able to read or write or have any useable skills to hold a job. In my construction business, the name Living Solutions Construction, LLC, not only reflects my approach to my customers, but also to my employees. I try to explain what we are doing on our construction jobs, how it all ties together for the finished product, and how we are held accountable for the quality of our work.” Since launching his building construction business 2009, Young was able to secure a $500,000 loan through the Small Business Development Center at Southern University to develop a small housing project in Baker. In addition, Living Solutions Construction, LLC has landed construction contracts with the City of Opelousas and the City of Zachary. “The Louisiana Small Business Development Center has been a great help with my endeavors,’’ Young pointed out. “Not only have they helped us get our foot in the door on projects, but they have helped guide me in understanding the business side of construction and also how to grow your business. My goal is to continue to help my customers establish more value in their projects, and to obtain more properties myself so that someday in the future, I will be able to financially devote more time to my Christian ministry.’’ Writer’s note: It is interesting to see someone with as much passion, energy and enthusiasm for the work they are doing in pursuing their ultimate goals in life. Merrick Young certainly has a story to relate of twist and turns in life that are certainly ongoing problems in our present day society.
