Ruby Bridges Shares Civil Rights A Continuing Challenge Story with Elementary Students City Drainage Issues;
As the culmination of a unit of study on the civil rights movement, fourth graders from Copper Mill Elementary School were treated to a visit by Ruby Bridges Thursday afternoon. Bridges is known as the first black child to attend an all-white elementary school in the South. She attended William Frantz Elementary School in New Orleans. Bridges is depicted in the Norman Rockwell painting The Problem We All Live With. The students engaged in a twohour discussion with Bridges, who described her time at Frantz saying she “just wanted to have friends.” In preparation for her visit, the students read The Story of Ruby Bridges and watched the film biography of her life. Lane Regional Medical Center was named 2013 Acute Care Hospital of the Year (61-160 beds) at the 12th annual Nightingale Awards held on Saturday, February 16 at the Crowne Plaza Hotel in Baton Rouge. The annual Nightingale Awards are sponsored by the Louisiana Nurses Foundation and the Louisiana State Nurses Association to recognize excellence in nursing and quality service in the nursing and healthcare industry. This is the first time the hospital has received this award. Mayor David Amrhein reports that in the past two years, numerous program advancements and initiatives have occurred that promote, sustain, and protect the City of Zachary. Unfortunately, the one constant that has failed every mitigatory effort to date has been the overall improvement of Cypress Bayou. Several initiatives intended to reduce this local flooding threat have focused exclusively on the Bayou’s reclamation and rehabilitation needs. This issue has been a priority concern of Mayor Amrhein’s administration since entering office in January, 2011. Two significant grant proposals have been offered as a remedy, with each now at a critical point in the process. One shared requirement of each grant was the completion of a “feasibility study” for determining the overall value of the project and for identifying the scope of work required to complete it. The challenge lay not in the competing interests of the funding sources, one federal and one state, but rather in the specific language used to describe the work proposed for the project. State funds pursued come from the DOTD’s Statewide Flood Control Program and had been requested in the amount of $2 million dollars. The smaller of two grant proposals, DOTD receives only $10 million dollars annually toward this statewide initiative. Needless to say, the grant funds are highly sought after and very competitive. The City originally applied to this State funding source in 1984 and again in 1985 for improvements to Cypress Bayou, but was denied each year. Federally, grant monies originate from the Gustav/Ike Disaster Recovery Fund. Zachary qualified for $1.4 million dollars in funding in 2009 following Hurricane Gustav. Although a federal program, these HUD funds are administered by the State of Louisiana. See DRAINAGE page 4

St. Joseph’s Altar: Sicilian Lenten Tradition On Display at St. John the Baptist Church
The 8th annual St. Joseph’s Altar at St. John the Baptist Catholic Church will be displayed on Saturday, March 16 and Sunday, March 17 in the Parish Activity Center. Following the example set by the Sicilians of the first St. Joseph’s Altar, the one at St. John the Baptist is the result of the efforts of many pa-
rishioners. It is a parish-wide effort to build, decorate, gather, prepare and serve food. The combined ministries of St. John worked together to create this local event with parishioners Jeni-Su and Vincent Cambre coordinating the effort. The altar honors St. Joseph, the foster father of Jesus and the patron
saint of Italy. According to legend, St. Joseph saved the people of Sicily from the effects of a devastating drought and famine in the Middle Ages. Because of answered prayers, the altar tradition was started. St. Joseph’s Altars came to Louisiana in the early 1800s when people from western Sicily immigrated to the state. They are usually held the weekend nearest the official feast day of March 19. Altar breads are frequently made in various religious shapes, and each shape represents a part of the Holy Family. Palm leaves symbolize the Blessed Mother. The crook and ladder signify St. Joseph and the cross represents Christ’s passion and death. The breads are sometimes dried, toasted with sugar and sprinkled atop spaghetti. The crumbs are symbolic of St. Joseph’s sawdust. A visit to a St. Joseph’s Altar is also said to be “lucky.” Some like to save the breadcrumbs to toss into storms to prevent destruction. During the Sicilian famine, people were reduced to eating fava beans, a food normally fed to the animals. Therefore, a single fava bean is given to each altar participant. The bean, when carried in one’s pocket, will prevent its owner from “going broke.” Pastor, Father Jeffery Bayhi, will bless the Altar on Saturday March 16 at 6 p.m. and again on Sunday, March 17 at noon. The St. Joseph’s Altar at St. John will feature donated baked goods, wine, fish and bread to be shared after the blessing. In addition to the meal, each attendee will receive a gift of cookies, St. Joseph bread, a prayer card and last, but certainly not least,

Bridges painted a vivid picture of the climate of the times for students by including news clips of rioters on her first day at school and detailing how, as a 6 year-old, she thought her family had mistakenly ended up in a Mardi Gras parade. Bridges captivated the students as she walked them through history, engaging in role play and often quizzing them on the facts. The Bayou’s “feasibility study” would require an advance against the federal grant dollars, with a completed study satisfying the requirements for each initiative. Unfortunately, an early expenditure of grant dollars could ultimately produce a study and results which disallows the project. Proposed/ required engineering strategies that increase hydrology and flow rate within the Bayou could prove detrimental to communities downstream, according to well placed sources within the U.S. Army Corp of Engineers, a finding which would negate the City’s ability to proceed with the project. State DOTD funds would allow for clearing and grubbing of the Bayou with grade elevation work occurring to the adjacent land mass beside the Bayou site, in areas prone to flooding. Federal monies however would require the Bayou be re-engineered, while employing a combination of clearing and grubbing techniques, in addition to widening and deepening of the channels along the Bayou at select points. Regardless, of the potential improvement that might be realized, the hydrology models would still have to win the approval of the Corps of Engineers. This becomes more confusing when considering a response letter from the Corps dated August 17, 2011, referencing a “Solicitation of Views” request submitted by the City of Zachary on July 25, 2011, regarding the State DOTD project proposal for Cypress Bayou. The Corps states in their response that “they did not anticipate any adverse impacts to any Corps of Engineer Projects” as a result of the City of Zachary’s Cypress Bayou proposal. A meeting attended a week later in New Orleans with the Corps regarding the Gustav/ Ike Federal grant proposal ended with their denying the project on the basis of increased hydrology concerns once the proposed engineering strategies for widening and deepening were considered. That contradiction is further compounded when considering that even with the award approval of both grant funds, they would not be enough to remediate the entire Bayou. Cypress Bayou follows a nine (9) mile circuitous route through Zachary. Conservative estimates place the price for grubbing and clearing at roughly $38 dollars a foot while re-engineering work through shaping, widening and deepening would cost approximately
$58 dollars a foot to complete. With the exception of very limited clearing/cleaning efforts on the part of City of Zachary and inmate labor assistance in accessible areas of the Bayou, this East Baton Rouge Parish owned tributary has not been thoroughly cleaned since 1979. Conversations with EBR Parish Public Works officials offer some hope that the clearance of debris, from some of the more accessible areas of the Bayou may be possible in the foreseeable future. The Parish has taken the City’s concerns under advisement and is presently studying this possibility. One final concern is the uncertain condition(s) of connecting tributaries south of Zachary which ultimately empty into the Mississippi River near Baton Rouge. Blockages downstream could serve to impede the flow of Cypress Bayou, even with the proposed improvements in place. Inhibiting the process further is the bleak outlook for the future of the proposed Comite River Basin/ Diversion Project, which remains largely unfunded and in the midst of on-going study itself. A separate, though related project has been the on-going attempt to identify and then qualify “flood prone” properties in Zachary. After determining individual eligibilities, several were identified as either a (RRL) Recurring Repetitive Loss or a (SRL) Severe Repetitive Loss Properties. A preliminary list of potential properties for grant application consideration was provided to the City by EBRMOHSEP (EBR Mayor’s Office of Homeland Security and Emergency Preparedness) with Zachary’s further participation being encouraged by GOHSEP (Governor’s Office of Homeland Security and Emergency Preparedness). The City of Zachary identified more than (60) sixty such properties affected by past hurricane or flood water damage. All were subject to exhaustive analysis and review and reduced to a final (4) four properties. These were submitted for federal funding assistance on the basis of documented loss, project definition and categorical qualification. Tentative approval and advancement by GOHSEP (Governor’s Office of Homeland Security and Emergency Preparedness) facilitated the process, with a final approval from FEMA required to affect the grant awards. The submitted claims, once approved, would have resulted in either property buy-outs in the case of three of the claimants, and a separate
site elevation certificate issuance for a fourth. The City learned this past summer that all four of its claimants had been denied. The basis for the denials according to FEMA was that the amounts of individual loss did not rise to the level of, or exceed the value of the affected property. Unfortunately, any of the properties could easily flood again without having realized any financial relief from the same federal programs intended to assist them. In a letter dated November 27, 2012, the City was advised by the State’s Office of Community Development – Disaster Recovery Unit, that the “Cypress Bayou Project’s” final Federal application must be approved no later than May 31, 2013 or risk having the grant funds deobligated. City officials met with representatives from the State and the Corps of Engineers in Baton Rouge before Christmas regarding the new time line. A very thoughtful and thorough evaluation of the current status of this Gustav/Ike Project was discussed in great detail. Unfortunately, the Project has been stymied repeatedly over its life by new or emerging project requirements, amendments and concerns as well as costly time delays. The most immediate and pressing concern had been centered on whether or not to advance the Bayou’s “feasibility study”. The uncertain position of the Corps of Engineers and its failure to take a definitive stand, by either approving or denying the City’s project request, has left it in a perpetual state of limbo. It was generally conceded by all parties present, given the totality of
circumstances that the Cypress Bayou reclamation and rehabilitation initiative may be near an end. With the time remaining for successful application submittal and approval, the City is faced with the very real prospects of de-obligation and forfeiture $1.4 million dollars in grant funds. As a consequence and given the limited options remaining, the City is presently working to identify a new project in order to assure retention of the grant funds. This new effort must include language which specifically addresses a direct and significant link to Zachary’s 2008 Hurricane Gustav damages. It must also demonstrate the ability to reduce the damaging effects to the City, or its infrastructure, from a similar storms occurrence in the future. This new initiative would require and be contingent upon the successful submittal of a Tier III Request (application for proposed project change) and, if upon acceptance, win final State application approval for a new project prior to the impending May 31, 2013 deadline. The City’s administration remains deeply concerned and committed to the local community with regard to the ever-present Bayou flooding threat. The options for effective mitigation, while having been significantly reduced, must give way to alternative measures in order to assure retention of these grant funds. A new proposal will serve to guarantee more proactive preparation(s) and advanced readiness, while at the same time protecting local assets during future severe weather conditions.

Helen Davis Andrus, age 86, passed away in her home in Zachary, Louisiana on Wednesday, February 13, 2013. She was a loving and devoted wife, mother, grandmother and friend who will be dearly missed by everyone that knew and loved her. She is survived by her husband of 67 years Byron Andrus, daughters Brenda Montgomery and husband Bill, Sheryl Carnegie and husband Roy, Wanda Henderson and husband Harold, Joy Decuir and husband Terry, grandchildren David Montgomery, Nikki Wilburn, Melissa Esnault, Howard Henderson, Kimberly Burgess, Chris Lawton, Chrissie Sloan, Tommy Lawton, Trey Carnegie, Brad Lawton, eleven greatgrandchildren Kaitlyn Montgomery, Carson Carnegie, Greisyn Carnegie, Trustin Sloan, Tyler Sloan, Hunter Henderson, Hailey Esnault, Marshall Lawton, Claire Lawton, Audrey Lawton, Draven Lawton and one sister, Stella Buck of Mobile, Alabama.

Saturday at the Division I state trials at the Louisiana High School Athletic Association’s state indoor track meet held Saturday at LSU, the Zachary High boys’ track team finished in third place in the state, with Donald Gage winning the state championship in the long jump competition with a 23.1ft jump. The Zachary High girls’ team also finished in the top tier of competitive teams, though not in the top three positions. Catholic High won the state championship overall title. In addition to Donald Gage’s championship, the girls’ 4x400m,
comprised of Jennifer Brown, Laquea Schiele, Tia Coleman and Nijah Lain, finished fourth in state with a time of 4 minutes 14 seconds. The boys’ 4 x 400m relay team comprised of Diyondre Henry, Sherrod Banks, Durrell Joseph and Jesse Cole, finished as state championship runner-ups with a time of 3 minutes 28 seconds. The girls 4 x 200m relay, comprised of Aisha Harbor, Tia Coleman, Nijah Lain and Jennifer Brown, finished sixth in state. In the individual events, Jesse Cole finished as the state championship runner–up in the 400m dash, Darryl Anderson tied for fifth in the high jump, and Diyondre Henry finished fifth in the 55m hurdles. The outdoor track season begins Tuesday, February 26, with the TipOff Meet at ZHS in Bronco Stadium. On Mar. 8, the 4th annual LA Farm Bureau Insurance Bronco Relays will also be hosted at Zachary High. Area schools expected to compete in either of the meets include West Feliciana, Northeast, Baker, Scotlandville, Port Allen, Southern Lab, Central and Live Oak. Other teams from around the region scheduled to attend include St. Amant, Parkview Baptist and Woodlawn. Six martial arts students received their first degree black belts in Songahm Taekwondo, the style of Taekwondo developed and supported by the American Taekwondo Association, on Wednesday, February 20 at Zachary Martial Arts Leadership Academy. The students are under the leadership and instruction of
Kevin Hinote, a third degree black belt; this is Hinote’s largest black belt promotion in one test cycle. The students, pictured in the photo, are (l to r): Darius Taylor, Daniel Bullock, Christian Desposito, Landry Baudouin, Preston Nabors and Sydney Doyle.
Four members of the Lane Regional Medical Center Auxiliary were recognized for their service to the hospital at the Auxiliary’s general meeting on Tuesday, February 19. Pauline Rushing presented each member with a service pin representing their hours of service. Auxiliary members receiving pins were Emmy Brister with 5,000 hours of service, Pauline Rushing with 3,000 hours of service, Eva Jones with 3,000 hours of service
and Frances Normand with 1,000 hours of service. The Lane Auxiliary that has approximately 50 active members, has been in existence since 1960, providing volunteer service and financial support to the hospital. The Zachary High School Bronco wrestling team sent 14 competitors to the State Championships, held February 15-17 in New Orleans. The team had a strong finish with fifth seeded Ty Simpson falling to eventual state champion Ross Brister of Brother Martin in the quarterfinal round of the 285 lbs. class, and seventh seeded Chris Wright falling to eventual 220 lbs. state champion Ora Broussard of Sulphur. Others competing in the wrestling state championship brackets were Jaylon Linden (106 lbs. class), Cole Escher ( 113 lbs. class), William Burns (120 lbs. class), Seth Neathery (126 lbs. class), Brandon Deshotels (132 lbs. class), Nick Maxey (138 lbs. class, Brice Ortego (145 lbs. class), Justin Serrett (152 lbs. class), Daniel Rittell (160 lbs. class), Jared Durr (170 lbs. class), Murphy Miller (182 lbs. class) and Sean McManus (195 lbs. class).

The boys’ basketball team fell to the Higgins Hurricanes 55-44 in the first round of the playoffs in Marrero. Congratulations Broncos on great seasons!

Open of Softball and Baseball Seasons Faces Inclement Weather
SOFTBALL: The Zachary High softball team has begun its season questing for a return trip to the playoffs this year. Due to stormy weather, several games have been postponed or cancelled; however, that didn’t stop the Lady Broncos from defeating Ponchatoula, 10-5 last week prior to losing to Evangel High, 10-0. The Lady Broncos will be in action this week at home against West Feliciana at 4:30 on Tuesday and St. Joseph’s’ Academy on Thursday at 4:30 at the Zachary Youth Park softball pavilion.
This weekend, the team will travel to a tournament in Gonzales, La that will include H.L. Bourgeois High School, Covington, and St. Charles Catholic. BASEBALL: Due to the inclement weather, Zachary moved the Medical Pharmacy Tournament from Zachary Youth Baseball Park to Byrd High School’s baseball field and LSUS’ Pilot Field. The tournament was a five-team event in which each team played four games. Joining Zachary and Byrd High
were defending Class 5A state champion Barbe, West Monroe and Alexandria. The tournament began Friday with Zachary defeating Byrd 10-6 on the arm of Caleb Shober; Zachary’s Ethan Troth had 2 RBI’s in the effort. The Zachary Broncos travel to Catholic High tonight to take on the Bears at 6:30.
