Several unexploded mortar shells were recovered by police, after being dumped next to road by two men

Man killed in explosion By Isabel Venter An unidentified man from Musina died instantly when a mortar bomb exploded in his hands. The explosion rocked this normally quiet border town at around 11:00 on Tuesday. The incident occurred near the corner of Ham and Roux Street, a mere stone’s throw away from the Baobab filling station. The police, who were quick to respond, were greeted by a gruesome sight. Human remains were scattered over a large area. They immediately cordoned off the area and started clearing the scene. Eyewitnesses said the scene resembled a war zone. “People came running to tell us what happened – the guy was blown to bits,” said Mr Doors Visser, manager of the Baobab filling station. This was shortly after the loud explosion. Provincial police spokesperson Lt Col Ronel Otto stated afterwards that the man had probably mistaken the mortar bomb for scrap metal. She said he had found the bomb along the road

near a local scrap-metal dealership. According to information available, two unidentified men in an old bakkie tried to sell several mortar bombs at the scrapmetal dealership earlier that day. An employee at the dealership, however, realised the danger and refused to buy them. The two sellers left and merely dumped the mortar shells next to the road. The man killed in the explosion, together with a friend, found one of the discarded shells and took it to a stand some 60m metres away from the street corner. Here the victim tried to open the shell, while his friend went back to pick up the other shells. Moments later, the shell exploded in the victim’s hands. Although the friend escaped unharmed, he was still too shocked to talk to the police by Tuesday afternoon. In the meantime, the police swept the area for more mortar shells. Otto estimated that between 10 and 20 shells were still to be destroyed. At the time of going to press, the origin of the mortar shells and the identity of the two men who had dumped them were still unknown.

The explosion blew the man clean out of his shoes (circled). The arrow indicates the direction of the mortar shell blast. Several other unexploded mortar shells (inset) were later recovered on the scene and destroyed by the police.

Hy is daarna dokter toe vir mediese behandeling. Sy prokureur, me.

Poor AG-reports remain a headache While it is nearly time for the auditor general to release his report on the local town council’s financial affairs of the year ended June 2011, the previous report is still causing waves, as did the one before that. The Soutpansberg Ratepayers Association has asked the Public Protector (PP) for a full investigation into all financial matters of the Makhado Municipality with reference to the 2009/10 report of the auditor general (AG). A letter in this regard was send to the PP on 15 November. In the letter, the association asks the PP to investigate “all financial matters, procedures and failure to secure cash, equipment and others resolving in unauthorised expenditure. We request your office to deal with the Municipal Manager and Chief Financial Officer in accordance with the law.” On 14 November, a letter was also delivered to the municipal manager, Mr Shadrack Tshikalange, concerning the outcome of the same AG report. The SRPA says that the report implies that both the accounting officer, who is the municipal manager, and the chief financial officer have committed acts of financial misconduct. Non-compliance with regulatory and reporting requirements was quoted. This contravenes Section 17 1 1(a) to (c) of the

MFMA and both officers should be charged with financial misconduct, says the SRPA. Unauthorised, irregular or fruitless and wasteful expenditure were indicated in the 2009/10 AG report. The SRPA says that there are prescribed ways that Council should deal with this according to the municipal budget and financial reporting regulations. A Council committee should investigate the recoverability of any unauthorised, irregular or fruitless and wasteful expenditure and the municipal manager must provide all information required for a proper investigation. The SRPA’s major question is whether action will be instituted against the municipal manager and the chief financial officer in office during the 2009/10 financial year. They want to know when the action will be instituted and if no action were to be instituted, what the reason would be. Tshikalange has until 15 December to respond. On Tuesday, municipal spokesperson Mr Louis Bobodi said that Tshikalange was still looking into the matter. “The municipal manager said he would be meeting with the ratepayers later in the week and, should they raise the matter, he would respond,” Bobodi said. A year ago, criminal charges against Tshikalange were seriously considered by the SRPA. That was on the grounds of the

2008/9 AG report. Tshikalange had until 18 December 2010 to indicate why criminal charges should not be filed against him as accounting officer. He only responded to this on 17 May this year. Tshikalange explained that an audit plan had been put into place to address issues raised by the AG report. An internal audit unit was also established in his office. “The outstanding items in the 2008/9 audit action plan were included in the 2009/10 audit action plan; that is, the outstanding recurring items are rolled over to the audit action plan of the following year until the query is fully addressed … the municipality is an active participant in the Operation Clean Audit 2014 programme initiated by the Department of Corporate Governance,” stated Tshikalange. The SRPA then requested a copy of the audit action plan, the programme of activities of the internal audit unit and Tshikalange’s participation in respect of the Operation Clean Audit 2014 programme. Surprisingly, the municipality’s response was to present the Promotion of Access to Information Act, Act 2 of 2000, as its defense. This means that the SRPA must apply for the information to be disclosed. In the meantime, the SRPA has started with new action in respect of the 2009/10 AG report.

Court rejects lawmen’s application Evidence exists that can lead to a conviction in the corruption trial of senior magistrate Ronnie Rambau and two other lawmen. This was the finding of magistrate E K Patterson, following an application for dismissal brought by Rambau and his co-accused, attorney T E Lubisi and state prosecutor Estene Willemse. One could hear a pin drop as Patterson read out his ruling in the Musina Regional Court last Thursday, especially since this application was widely regarded as a strategic ploy to buy the accused more time. Rambau, together with Lubisi and Willemse, is accused of influencing the outcome of certain court cases. The main charges brought against them include corruption and conspiracy to commit corruption. They were arrested in a police trap in February 2010. The trap was held within the Musina area, with the aim of catching corrupt officials who sabotage the course of justice by predetermining the sentence of vehicle theft cases by means of a plea agreement. The three accused allegedly also received bribe money in murder and rape cases. Their dismissal application was brought shortly after the State closed its case on 14 October this year. According to the application, the State’s evidence and witnesses are lacking in credibility. Claims were also made in the application that police agents used in the trap went “beyond the mere creating of an opportunity” and “obtained information in an unlawful and intentional” way. According to the defence, the “voluntariness is diminished as the agent facilitated and persuaded the target.” Rambau’s advocate, Mr Johan Hatting, com-

pared some of the charges brought against his client as a “shotgun being pulled at night.” He argued that such charges constitute malicious prosecution against Rambau. The defence also argued that the police did not adhere to surveillance law and infringed the three men’s rights at the time of their arrest, rendering everything that they might have said or anything that was found in their possession null and void. Willemse’s attorney proclaimed that the R2 000 that was allegedly found in his possession, according to the State’s evidence, was not bribe money but in fact whiskey money. Rambau and Lubisi, at a previous court appearance, offered an explanation for the money exchanged between them. According to the two, the money that was found in their possession was money that Lubisi had paid to Rambau for a vehicle that Lubisi had bought from him. In his ruling, Magistrate Patterson described the defence’s application as a “wide-ranging attack on evidence.” “Is it perhaps a desperate measure for the accused not to be placed on their defence?” Patterson asked. “It would be disastrous to grant the application at this stage … I find there is evidence for the accused to reply to and that a prima facie case is made by the prosecution. The evidence suggests there are many issues mentioned in the evidence of the state witnesses which call for an explanation,” Patterson said. After this, a clearly shell-shocked defence asked for a postponement in the case to prepare their evidence and witnesses. The three men’s case was postponed to 21 May of next year, the earliest available date.

“It would be disastrous to grant the application at this stage … I find there is evidence for the accused to reply to and that a prima facie case is made by the prosecution”

Lack of funds puts halt to new dump site The Makhado Municipality has cited a lack of funds as the reason why construction of the town’s planned new municipal dumping site has ground to a halt. Louis Trichardt’s existing municipal dumping site is in a shocking state and has been causing concern for the past eight years or so. The development of the new site has been dragging on since at least 2007, when the taxpayers association attended a steering committee meeting. The municipality has already obtained a permit for the new dumping site and an environmental impact assessment (EIA) has been concluded. Nothing is happening, however. “The funding for the establishment of the site was from Limpopo Economic Development, Environment and Tourism, and the current balance cannot develop the site. An additional amount of R1,7million is required in order to develop the site. The Vhembe District Municipality has promised to assist with funding of R5million. We are still waiting for the transfer

of the funds to the municipal account,” said the municipality’s director of community services, Mr Elias Mugari. The municipality said that the development of the new landfill site would start immediately when funds became available. It was not clear what the total cost of the whole development would be. The landfill will be developed in five phases, consisting of four cells each. Land will have to be cleared, and for one cell, 10 000 cubic meters of earth will have to be excavated. One cell is roughly 60m X 24m and consists of several layers, including base preparation, a compacted layer, a stone leachate (environmentally compatible) drainage layer , a geotextile layer, a composite clay layer or a synthetic clay liner and a stone leachate collection layer. An evaporation pond will be excavated and layered according to specifications. A locality stormwater drain will be constructed around all phases to divert clean stormwater around the site. A potential contaminated stormwater collection drain

and cell control berm will be constructed in and around each new cell. The first phase will include the constructing of an office and ablution block, a weigh bridge and control room, a gatehouse with proper signage and an entrance road and fencing. A new 2.4 m high concrete palisade fence will be erected on the corner points of the site. Apparently, the company Bazisa Technical Waste Solutions of Pretoria had been awarded the tender and it will be up to them to appoint a sub-contractor, probably a local one, to work with them. The municipality indicated the locality of the new waste disposal facility to be around 7km from Louis Trichardt on the Vivo road, “about 2km south of the stone crushers and west of Tshikota on the farm Rietvley, which is reserved by the municipality as a cattle grazing paddock.” With regard to the concern that the site is located in the vicinity of the airstrip, Mugari answered, “It is more than 300m away from the airfield as required by law”.

Ex-offenders need to be welcomed back

The Makhado Municipality has already obtained a permit for the new Makhado Waste Disposal Facility, about 7km from Louis Trichardt on the Vivo road. The municipality is waiting for additional funding to develop the new landfill site. The acting area commissioner of Correctional Services, Ms Anita Moeketsi, has urged mem bers of the community to accept exoffenders back into their communities. This was during an event to incorporate exoffenders back into the community, which was held at High Grace Church at Makhado Biaba in the Nzhelele area last Thursday. Moeketsi said that the community had a role to play when it came to incorporating offenders back into their communities. “Reintegration of ex-offenders would not be successful if members of the community were not involved,” she said. She added that even if they had stepped on the toes of the law, “they are still our children and we cannot throw them into a dustbin”. According to her, the department cannot succeed in its quest for rehabilitation if members of the community are not involved.

She said that ex-offenders were monitored and if they were not cooperating, they would be taken back to prison. “Since offenders are from the community, they have to be reintegrated into their communities after serving their sentences. The community therefore has an important role to play in this process,” she added. Members of the community, which included traditional leaders, ex-offenders, parents and relatives of former offenders, participated in the event. Currently, there are 120 parolees in the Nzhelele area only, who are being monitored by correctional services officials on a daily basis. Ex-offenders were afforded an opportunity to raise some of the challenges facing them in the communities. A former prisoner, Tshifhiwa Mukwevho, said that some members of the community did not treat them with respect. “They often call us names. We want to be part of the community and do something positive again. I know that what we have done was wrong, but people need to understand that we have paid for what we have done. We need to carry on with our lives,” he said. Traditional leaders said that they welcomed ex-offenders back into the community with open arms. Pastor George Muhali said that change was possible and that ex-offenders might have changed.

Betty also provided for the schooling and postschool education of Mashudu’s children and Mpho has, accordingly, found employment, Tshikidze is making good progress at university, and Given and Thabelo are passing their grades with success. The children of Johannes Khodobo, whom many people will remember as Betty’s chauffeur, were also sponsored by Betty. His son Robert accompanied Betty on her regular visits to town and always delivered mealie meal and vegetables to Betty’s Thanganezwa School in the truck that Betty bought for the school. Johannes’s other children also received Betty’s financial support and encouragement for their schooling and studies. Lindiwe is at university, while Samuel and Thakelani are both nurses and have found employment through Betty’s support; Lawrence works at the SPCA, Edwin is at technicon, Victor is in training as a panelbeater, Tshanei is a hairdresser, and Langelani is still at school. These families express their sincere gratitude for the finances Betty provided for the education of their children. Many will remember Betty as a loyal, supportive, encouraging and fun friend with a great sense of

humour and a love for animals. They will remember her caring, honesty and generous heartedness, and the generous and untiring way in which she supported initiatives such as the SPCA. She was one of the founding members of the Louis Trichardt SPCA in 1986. It is therefore not surprising that she has left the bulk of her estate to animal charities. “Most of all, Betty will be remember as a spirited and adventurous friend. It was this spirit that also took her too many local places that she loved and to remote parts of the world. We will remember the stories she related upon the return from her annual visit to Stratford-Upon-Avon where she attended the Shakespeare festival, and her stories about the Trans-Siberian train trip from St Petersberg to Moscow, and about cruises on ships such as the Queen Mary and Queen Elizabeth, and the flight on the Concorde from New York,” her friends write in the tribute. Her friends invited all to join them in remembering and celebrating Betty’s life at the Anglican Church in Munnik Street, Louis Trichardt on Thursday, 1 December, from 10:00. Refreshments will be served.

CoAL and Coalition bury the hatchet Mining company Coal of Africa (CoAL) and the Save Mapun gubwe Coalition Group have buried their hatchet with the signing of a memorandum of understanding. As part of the agreement, CoAL undertook to ensure that their open cast Vele Colliery near the Mapungubwe World Heritage Site will do minimum damage to the environment. The broader scope of this memorandum was disclosed by CoAL and the coalition during a press conference last Thursday, 24 November. Next the parties will seek to conclude the agreement, which will contain further detail concerning their commitments in managing the

sustainable development of the Mapungubwe cultural landscape. Both parties have also agreed to progress their discussions in good faith, with the aim of setting a new best practise benchmark for managing and mitigating the impacts of mining and related activities at the Vele Colliery on the environment. For the past year, CoAL has been involved in a legal battle with the coalition that threatened to delay the construction of Vele. According to CoAL, under the terms of the memorandum, the coalition has agreed to stay legal proceedings against the awarding of the neworder mineral right, water licence and environmental management program at the Vele Colliery by

the end of January next year. “The memorandum complements the memorandum of agreement signed in September, between the South African National Parks and the Department of Environment Affairs committing to the preservation of the Mapungubwe Heritage Site,” said CoAL’s CEO John Wallington. According to coalition spokesperson Yolan Friedmann negotiations will focus on further research, monitoring and modelling of the potential impacts of mining at the Vele Colliery, as well as requisite amendments and improvements to CoAL’s approved environmental management program and integrated water use licence.

By Kalpesh Dave & Andani Mabunda

Students find their work week “different” As part of Ridgeway College’s annual “Work Week Placement Programme”, two students, Kalpesh Dave and Andani Mabunda, spent a couple of days at the office of the Zoutpansberger and Limpopo Mirror in Louis Trichardt. The programme, aimed at Grade 10 students who have completed their IGCSE exams, helps students to get a feel for what it would be like to work in a career or in a field of expertise a student may be thinking of pursuing. More often than not, students go running the other way because their experience was “not what they thought it would be”. According to Kalpesh and Andani, their experience at the newspaper was, in a word, “different”. “Working at the newspaper was a little out of the norm for me as I usually work in a salon,” said Kalpesh, explaining that he wanted to get a feel of how the

newspaper is laid out on computer before it is printed. “I thought it would be amazing to see how it was brought to life by nothing but a computer, text and a couple of pixelated images … It was amazing, no doubt, but I obviously couldn’t help with this as it requires training to learn how to do and, after all, I was only there for a week.” On their first day, Kalpesh and Andani spent some time in the lay-out department to see how advertisements are compiled. They saw how Solly’s Discount World’s advert was done and gave some of their input, as well as what they thought looked good in terms of colour and which picture was best for certain products. At about 15:45, they were told to write an article with a 40-minute deadline. “Needless to say, our article didn’t make it into the newspaper, but I think we both learned how to work in high-pressure situations. This experience will

help us in future” said Andani. “I learned a thing or two in my week here at the newspaper; one of the most important things being to proofread articles. I felt very chuffed with myself when I found mistakes in our very own honours evening captions. After all, we are all human in the end and all make mistakes. I also found the printing press where the newspapers are printed to be a very elaborate set-up. It was just a pity that one of the machines was down. It looked like a real sight to see,” said Kalpesh. As part of Ridgeway College’s annual “Work Week Placement Programme” for students, Kalpesh Kalpesh and Andani realised Dave (left) and Andani Mabunda (right), spent a couple of days at the office of the Zoutpansberger that Tuesdays and Wednesdays and Limpopo Mirror. are extremely high-pressure days for the staff because those are the printing days, so people are trying to get their work done. “We found waking up to be at work by 07:30 extremely difficult as it was basically school all over again,” said both Kalpesh and Andani. Both thanked the newspaper for hosting them.

Revv. Gail and Mike Blunden of the St Mark’s Anglican Church in Louis Trichardt are bidding the town farewell after nine years of loving service in their congregation and the community at large. Blundens bid Louis Trichardt farewell

Not many people know that Reverend Gail Blunden was one of the first women in South Africa to be ordained in the South African Anglican Church. This came to light at the farewell celebration of Revv. Gail and Mike Blunden on 26 November at the St Mark’s Anglican Church in Louis Trichardt. Bishop Martin Breytenbach from Polokwane said that Blunden was the second woman to be ordained, back in 1985. He used an acronym of Gail’s name and referred to her Gentleness, Availability to God, Integrity and Love. After her ordination, Blunden served as assistant in a parish in Waterkloof, Pretoria, until 1996 when she became rector of a parish in Silverton. Gail and Mike got married at the end of that year. In 2002, the Blundens arrived in Louis Trichardt, where they enjoyed getting to know so many people in a town setup. “Our congregation has been a huge blessing to us and has given us the opportunity to get to know people of many and varied backgrounds, races, cultures and languages,” says Gail. Mike used to be a Baptist, but during their time in Louis Trichardt,

he was ordained into the Anglican Church and he enjoyed serving with Gail, who was the Archdeacon responsible for all the parishes in the area. The couple quickly opened their hearts to the community at large. “Our first ecumenical event that we attended was the touching event of the lighting of the cross in October 2002,” says Blunden. From there, the ministry broadened to the Global Prayer Day, Women’s Prayer Day, ministry at the school, Bible quiz for school, ministry to the police at the crime record centre as well as the Kutama–Sinthumule maximum prison. Gail’s mom, Ms Alice Muller, joined them in the prison ministry where inmates embraced her as a motherly figure. In the congregation, the Blundens were involved in many activities, such as Bible study groups, the youth, the aged, feeding the needy, and courses for the congregation. “Gail, Mike and Alice did not only teach us the way of salvation, but demonstrated the gospel through their everyday lives. They served with love and humility. Gail used her excellent organisational abilities to the full in the ministry,” was the apt description of one of the members. Many will remember Gail for her musical gifts, which she used at ecumenical events as well as to lead the worship in the church. Both Gail and Mike are musicians who also compose music. Mike composed “The Louis Trichardt Dream”, which the couple sang at the farewell celebration. It is not surprising that Gail’s most enjoyable moments were the yearly singing of Christmas carols at Ons Tuiste with Mike and a church group. “Now, after nine years here, we have received a call from God to serve in Tzaneen. We would like to thank the people of Louis Trichardt for their friendliness, helpfulness and support. We will always remember our time here and cherish it. May God continue to be with you,” says Rev Gail Blunden. The family will move at the end of December.

An information banner to calm the storm around the Fever Trees being trimmed at Makhado Crossing in Louis Trichardt. By Frans van der Merwe

“Tree fever” caused by misconception There was an immediate strong reaction from among environmentalists in Louis Trichardt when drastic cutting of the Fever Trees in the Makhado Crossing parking area became evident a week ago, creating the impression that the trees were about to be removed. In a special informational meeting arranged by the management of Makhado Crossing, it was explained that the lopping of the trees by a professional expert was in fact a necessary protective measure to minimise certain very real dangers posed by the trees and, at

the same time, to maximise the shade which they are supposed to provide to clients around the parking area. Fever Trees, with their characteristic and spectacular yellow-green trunks, are splendid, towering trees usually found with their prominent taproots in the deep soil alongside rivers. When planted elsewhere without special care, they tend to develop a widespread, superficial root system, which can cause damage to paved areas and they are frequently uprooted by strong gusts of wind. Being a member of the Acasia-family, it also produces

vicious thorns. All these characteristics can cause problems in a parking area in a business complex, whereas, in its natural state, it is also not an ideal shade tree. With the lopping of the trees, the idea is to stimulate deep root growth and more dense foliage for shade, while also reducing the height and thus diminishing the possible danger of wind damage. Management later fixed special information banners to the pallisade fencing around the parking area to explain the action to concerned residents.

‘n Talentvolle jong kunstenaar verras met sy produktiwiteit. Erhard Schnetler van Louis Trichardt se olieverf skilderye toon sy besondere vermoë om met kleur te speel. “Erhard se werk is onpretensieus en het ‘n eerlike inslag. Hy werk geweldig vinnig,” sê sy kunsonderwyser, me. Erhard het al by oggendmarkte uitgestal.

Safety Tips

Safety Tips (source: www.goodyear.co.za)

Check those tyres before your trip

Make sure the children are safely buckled up

You’ve ticked all the right boxes when it comes to making sure that everything is seamlessly in place for that end-of-year holiday, but can you say the same for your tyres? Tyre safety may not be as exciting as splashing out on your 100th pair of designer shoes, but it is well worth the time and money. After all, failing to make sure your car has the right “shoes” can turn your dream holiday into a roadside disaster. Here are some tyre safety basics to look out for, thanks to Tiger Wheel & Tyre: We all have a favourite pair of shoes that we wear until the heels have eroded beyond recognition of their former glory. Just like the heels of your shoes, tyres have tread that wears down with driving. The more worn your tyres, the less traction and grip you will have on the road, meaning your braking distance will increase and you are more likely to skid when driving in the rain. In fact, the legal tread-depth limit in South Africa is a minimum of 1mm across the entire circumference of the tyre. If you are not sure whether your tyres are legal, ask a wheel and tyre professional to point out the tread wear indicators on your tyres. Wearing shoes that are too tight or too loose can be fashion suicide or just plain unpleasant. The right tyre pressure can also be the difference between life and death. Don’t assume the pressure is two bars, which a lot of ladies do when we chant “two please” to the friendly petrol attendant. Each car comes with recommended pres-

Keeping your family safe on the journey to your holiday destination is of the highest priority and making sure all passengers wear their seatbelt at all times and checking that children are seated securely in an appropriate child seat, will help ensure you have a safe and relaxed start to your holiday. The importance of your children’s safety and comfort during the oftenlong summer journey goes above anything else. Always using and correctly fitting a restraint most appropriate to your child’s size is crucial and significantly reduces their risk of injury in a crash. Children smaller than 1,5 meter should be transported in an approved, ap-

sures which you will find in the sill of the driver’s door or inside the fuel cap. Rather take the time to check these and make sure the pressure is just right. Over-inflated tyres erode quickly at their centre, while under-inflated tyres wear on the outsides more quickly. Under-inflated tyres overheat easily and can cause tyre bursts - notorious for road fatalities. Every fashionista knows to keep a spare pair of shoes in the boot of their car in case of a mishap. Before you get on your way, also check that you have a spare tyre and that it is inflated to the right pressure, and has the right amount of tread – at least 1mm – for a safe journey. Staying in your lane is a basic rule, but neglecting the balancing and alignment of your wheels can make you lose your step. If your car is shaking or pulling to one side while you are driving, you need to get your wheels balanced and aligned. Sometimes it’s very subtle, so make sure you check your wheel balancing and alignment every 10 000km or before every major trip. This not only improves the handling of your car but also extends the tread life of your tyres. The more care you take to look after your tyres, the longer they will last, which means you have more money to spend on your summer wardrobe. These are just some of the basics for keeping your tyres in check and staying safe on the roads. Remember, it’s better to be a fashion victim than it is to be a road accident statistic. (Source: info@quickpic.co.za)

propriate child seat – herewith some guidelines: * Children weighing less than 13kg - baby seat * Children weighing between 9 and 18kg - child car seat * Children weighing from 15kg - booster seat Ensure that your child understands the importance of being safely strapped in for every journey. You should teach your child how to open the safety belt as late as possible, since you can never be sure that they don’t do this while you’re driving. Before you depart, double-check the child safety or booster seat to ensure it is installed properly. If it wasn’t bought recently, make sure

it is still the correct model for your child’s height and weight. When planning long journeys with children, consider travelling in the cooler hours of the day and taking a long break over the hot hours. Take the time to stop every two hours, so all passengers have an opportunity to move freely for a few minutes. If you don’t already have sunshades on the car’s windows, summer is a good time to consider purchasing some. If your children are going to be spending quality time in the car, you want them to be comfortable. You also want to protect them from the sun. Make sure everybody drinks enough during the drive. Never leave your child alone in a car, even for a few minutes. During a typical summer’s day, the temperatures inside a parked car could mount up to 30 to 40 degrees hotter than the outside temperature – easily reaching 60 or more degrees. Remember to cover the child seat when parking on hot days to avoid burning the child on hot metal fittings when you return. Keep in mind that children should also be dressed appropriately for long-distance travel, in clothing that is comfortable and promotes airflow.

Motoring History

You don’t have to be big to be a hero Dynamite comes in small packages. This is true even in the motor industry. How many local car collectors can boast with a model that broke 22 world records when it was presented to the international press? Even more, how many local car collectors can stand proudly next to one of their cars and say: “You know, Elvis Presley drove one of these ...”? The Messerschmitt KR200 of Anton van Zyl is such a car. He has several of these very scarce little three-wheelers, all boasting high-revving 200cc singlecylinder two-stroke motors. For him, the history of the little cars makes them unique. “They were built shortly after the World War Two ended,” he explains. This was a time when Germany was trying to pick itself up out of the remnants of a devastating war. There was no money available for luxuries and people had to make ends meet with the bare minimum. This affected the motor manufacturing industry and, for almost a decade, very few affordable vehicles rolled from the production lines. The solution for this transport problem did not come from the

big manufacturers; instead, it came via small entrepreneurs throughout Europe. One such person was Fritz Fend, an aeronautical engineer who worked at the Messerschmitt aeroplane factory during the war. After the war, back in his home town of Rosenheim in Germany, he started to build tricycles for the handicapped. He realised that people needed more protection from the elements than the motorcycles offered. His tricycles, which were pedal driven, quickly became very popular and he built different versions to accommodate people with a variety of handicaps. In the early 1950s he added small engines to the vehicles and the first Flitzers, as they were known, appeared on the streets. He approached the Messerschmitt aeroplane factory in Regensburg shortly afterwards for permission to build his little kabinenrollers on their production lines. His proposals were initially met with some resistance, but it was then agreed that he could utilize the plants, on condition that the cars would carry the Messerschmitt name and also that it would cater for at

least two people. In 1953, the Messerschmitt KR175 was introduced, a small threewheeler with a

cockpit that resembled that of an aeroplane. Instead of putting the seats next to each other, Fritz Fend opted to put the one seat behind the other, like in an aeroplane. The KR200, boasting a 200cc Fichtel & Sachs engine, was introduced in 1955 to replace the KR175. This time, Fend decided to make more of a show of it and invited the international press to the launch at the Hockenheimring racing course in Germany. In a 24-hour period, Fend set 22 world records in the three-

wheeler class for vehicles under 250cc. His average speed over this period was an astonishing 103 km/h. The little three-wheeler proved to be a hit all over Europe and almost 40 000 of these were sold worldwide. A large number of them were exported to countries like the USA and also South Africa. Famous people who owned a “Schmitt” include the rock legend, Elvis Presley, who bought one in 1956. He drove it for about a year before giving it to his tailor in exchange for clothes. Unfortunately for Fritz Fend and his company, the market for

small cars evaporated in the early 1960s. Bigger and cheaper cars such as the Volkswagen Beatle and Leyland’s Mini appeared. Suddenly, families could choose between a variety of mass-produced cars and the microcars became just too expensive. These little gems carried the industry for almost a decade, but their time was over forever. For Anton this is a period of motoring history that should be preserved. He has several of these microcars in his collection,

which include a BMW Isetta and a Goggomobil 300 coupé. Most of these he had restored from scratch. “Some of them were literally basket cases, with the parts in dozens of boxes when I collected them,” he explains. “To restore them takes a very long time and a lot of patience is needed, not to mention the costs involved in getting parts.” It’s a labour of love and a very rewarding hobby. “… and perhaps it will help to show a future generation of petrolheads the importance of the little ones,” he adds.

The Schmitt’s interior resembles that of an aeroplane cockpit.

Put it on the roof, but beware of the danger Packing items on the roof requires a few extra considerations: extra height, extra weight and extra resistance. Roof loads increase the drag on the car. The airflow will try to lift the front of a load. In the event of emergency braking, the load will tend to slide forward. Ideally, all items on the roof should only be stored in a securely attached roof

box – respecting the weight restrictions of the car. Pets should never be allowed to move freely through a moving car. Not only could the animal get hurt in case of an unexpected manoeuvre or an emergency braking situation, but the other passengers may also get hurt. Always secure them by using a safety harness or transport them in well-ventilated

crates. Don’t forget that driving with a fully loaded vehicle impacts its manoeuvrability and takes getting used to. Additionally, travelling with the entire family and loads of baggage means that you have more distractions, less visibility and a fully loaded vehicle that will require longer stopping distance. People rummaging through waste at the Vondeling waste disposal site. The Makhado Municipality says that “most of the scavengers are from Zimbabwe”. By Linda van der Westhuizen

The Makhado Municipality has confirmed that scavengers are indeed living on the municipal dumping site outside Louis Trichardt. This is in contravention of their permit conditions to manage the site. The municipality’s permit conditions clearly state that no people will be allowed to dwell on the dumping site for the obvious health risks such a settlement poses. Yet scavengers are allowed to stay on the Vondeling site in several old mass-refuse containers. “Most of the scavengers are from Zimbabwe; however, the SAPS and Home Affairs have been contacted to assist in this regard,” said the municipality’s director of community services, Mr Elias Mugari, in response to a media enquiry. Faced with a similar problem,

the Polokwane Municipality decided earlier this year to relocate the squatters on their city dump. They were, however, still allowed to come and work there, but the activities would be regulated and take place during working hours. As for the Makhado Municipality, it would seem that no regulation is done. Scavengers are seen rummaging through the waste daily. This begs the question whether they are looking for food or something to sell? In this regard, the municipality’s permit conditions state that disposed waste may be reclaimed, but that the reclamation “shall not interfere with the daily operational activities of the site.” It goes on to state that the permit holder, which is the municipality, shall keep a record of the volume

and nature of the waste materials which are reclaimed and that information should be contained in an annual report. It is not known whether the municipality has such a record. As for waste management on the site, the permit condition for the site also states that it must be fenced to a minimum height of 1.8m to curtail the spreading of windblown paper and plastic materials. The municipality also admitted that they are not in compliance in this regard, since “the fence has been damaged by [the] scavengers.” In the meantime, Mugari said that arrangements are at an advanced stage for the final disposal of the old refuse mass containers in which the scavengers live, in the form of an auction. Where the scavengers will then stay is uncertain.

Foto verskaf.

Interdict postponed, but still no service A court interdict to get the municipality to solve a sewage spill in Louis Trichardt’s industrial area was temporarily postponed. The owner of Specialised Oil Extractions, Mr Dennis Gilbert, said that the Makhado Munici pality’s technical director vis ited their offices in Unika Street, where the spillage is, on Monday. “Mr Ralulimi and an assistant came to look and said that they had not been aware of the situa tion. They were very concerned and promised to do something about it. I will give them a chance for a day or two and then do what I need to concerning the legal route,” Gilbert said on Tuesday. By Tuesday afternoon, the sew age spill was still there. On 21 November, two attor neys’ letters were delivered to

the municipal manager concern ing two sewage spillages on two separate premises of Specialised Oil Extractions. Both letters said that if the sewage spillages were not ad dressed by 16:30 on Wednesday, 23 November, the next step would be to obtain court inter dicts to compel the municipality to comply with their duties. The spillage at the factory in Industria Street had been at tended to. The spillage in Unika Street, which had been serious for more than seven weeks, is still a problem. “Ms Aretha Smith, manager of the SRPA, comes every day to take photos of the spillage. I don’t know why the municipality has not opened the mainline yet,” Gilbert said. The attorney said that the matter would be reported to the

MEC for Local Government in the meantime and to the Public Protector for further investiga tions of maladministration, as well as to the Hotline of President Jacob Zuma. Approaching the High Court for an interdict is the next step, should the Unika Street spillage not be solved. The Makhado Municipality was asked on 23 November to comment on their progress re garding the spill in Unika Street. They were asked to supply rea sons why they were reacting so slowly and to comment on the fact that taxpayers have to resort to legal action before service is rendered. Municipal spokesperson Mr Louis Bobodi on Tuesday said that he had sent the questions to “the relevant sections and was still waiting for answers”.

Nehemia se geloof: Daar was oorgawe. - 079 5168303

is not an excuse for Mr Mulaudzi to make emotional racial remarks which are not true. Tshiruluni was not geographically situated where Louis Trichardt is situated today. We do not charge money for the name case and are fighting for the rights of our ordinary citizens to be consulted and heard. We are trying to endorse the principal of unlocking the synergy among cultural groups and reconciliation, which principal in our previous case was endorsed by the Appellate Division. If you refrain from your emotional racial attacks and rather verified your facts you would not have made these untrue statements. Or do you have a hidden racial agenda Mr Mulaudzi? Why do you really want to change the name of Louis Trichardt contrary to the guidelines of the National Geographical Names Council? Is it maybe for racial reasons which may make you a racist? I’m just asking.
