By Elmon Tshikhudo & Ndivhuwo Musetha Two men were arrested during the past week in connection with the brutal slaughter of Mercy Ndou of Tshitavha. A traditional healer from Tshitavha outside Thohoyandou, Nelson Baloyi, and a close family member of Ndou, Desmond Nemushungwa, were arrested on
Thursday. A spokesperson from the provincial office, Const Tsietsi Lamola, said the two suspects had been arrested by the provincial task team with the help of detectives from the Makuya police station. Baloyi was arrested in Daveyton, Gauteng, while Nemushungwa was arrested at Tshitavha. “We managed to arrest the two suspects after information was supplied by the community.” The two had already appeared in the Thohoyandou Magistrate’s Court last Thursday and the case was postponed to 16 July. They remain in custody. The spokesperson for the Ndou family, Pastor Jabulani Monegi and Nemushungwa’s stepfather, said the “family is shocked about the arrest of our son in this case. We want Rev Jabulani Monegi says the arrest of Nemushungwa to stress that is a shock to the family and is tearing the family apart. we will

support any process of the justice system. If our son is found guilty, we will accept it,” said Monegi. Lamola confirmed that more arrests are still expected, but he refused to confirm speculation that a police officer was involved. “More arrests are still on the way as we are busy with our investigations.” Vhembe District Executive Mayor Cllr Tshitereke Matibe hailed the police for making an arrest in the case. He said that he would be happy if all suspects involved in the case were arrested. “We appeal to our community to help the police with information, so that there can be more arrests. We also appeal to the community to be calm and allow the law to take its course,” said Matibe. Vhamusanda Vho-James Fhatuwani Mudalamo of Tshitavha also hailed the arrest as a result of cooperation between the police and the community. Ndou’s mutilated body was found with body parts missing on 15 June, after she went missing from her sister Elisa Ndou’s home in Shayandima on 27 May. She was buried on 20 June at Muswodi Dipeni at a sacred burial site, as she is royalty. The murder has raised fears that the ritual murder season has opened up again in Vhembe. - Continues on p2

Two arrested in Tshitavha case Ntshavheni Lukhwa laid to rest Monegi said they were worried (From page 1) when she did not come back and when they tried to phone her, her phone was off. “This came as a surprise to us as she would not sleep out without informing us.” He added that by Wednesday she had not returned and the family searched everywhere. They even went to the family home at Guyuni, but she was nowhere to be found. They then opened a missing person docket on 29 May and even the police assisted in the search, but she had mysteriously disappeared. Monegi said it was on 15 June that they received reports of a woman who had been found dead at Tshitavha, and she was later identified as Mercy. “She suffered a lot of pain before she was killed. She was killed in the most cruel way - her eyes were gouged out, her tongue was cut off, both her breasts were removed, her internal organs were missing, Vhamusanda Vho-James Fhatuwani Mudalamo her private parts were of Tshitavha hails the arrest as a good results also severed, as well as of cooperation between police and community. her buttocks.”
According to Monegi, Mercy went missing on 27 May after telling her family in Shayandima she was going shopping in Thohoyandou. “She assisted us in moving our belongings from Shayandima to our new house in Maniini. Coincidentally, the house we were moving into used to be occupied by one of the accused. Mercy left with the promise that she would come back to help us move the remaining belongings, but she never returned,” said Monegi.
“One of the beliefs of Ntshavheni Joseph Lukhwa was the importance of being authentic with people. I always admired how he never judged or forced his opinions on anyone but offered valuable and truthful advice that I will surely miss.” These were the words of a former MEC for Health, Ms Miriam Segabutla, during the funeral service of Mr Lukhwa (49) at Mukula-Tshirunzini, north of Thohoyandou. Lukhwa was part of the support staff who worked closely with Segabutla during her term in office. He played the role of messenger and driver in the MEC’s office and he was admired by all the staff members who regarded him as a fatherly and friendly figure because of his dedication to his work. Lukhwa’s childhood friend, Tshimangadzo Netshidzivhani, said: “He requested me to come and see him, and I spent two days with him shortly before he died. He always kept his sense of humor, even when he was in hospital. I said to him that I wished I could take away his pain. I kept on telling him that he would be fine one day but unfortunately, he could not recover and he left us. As a friend, I learnt a lot of good things from him and I will always cherish his love, smile and the spirit of sharing. He would give you his last money, even if he did not know where his next meal would come from. He was such a kind friend.” Family representative Dick Lukhwa thanked friends, colleagues and the community for supporting them in the difficult time after losing

“Council should spend less on parties” warns DA “The municipality should spend less on parties and functions and more on infrastructure,” was the comment of the Democratic Alliance, following this year’s state-of-the-municipality address presented by the mayor of the Makhado Municipality on 27 June. DA Cllr Brian Du Plooy congratulated the council on the fact that the budget had been cut back, but urged them to curb their expenditure on parties also. “Yes, acknowledge people and their needs, but cut back on expenses at functions. It is fine to host events, but make sure that service delivery comes first,” said
Du Plooy. The general expenditure is R138 million in a budget where the total expenditure is R746 million. The expenditure on infrastructure is R160 million. Council has budgeted an income of R35 million from property rates on its total income of R770 million. The DA criticized the way in which council had issued a new valuation roll where the value of some properties was doubled or trebled. “The cent-in-therand rate should have been kept the same as on the previous valuation roll. The municipality will earn more than enough income on the increase in valuations and should not have

raised the tariffs on top of the increase in value. The burden is getting too much for the ratepayer, who has to pay an increased tariff, calculated on an increased valuation. It is not profitable to milk the only cow that produces a little milk until she is dry,” Du Plooy said. The intention to freeze debts in the R293 towns was opposed by the DA as being against all regulations. “The programme which announced the intention to freeze the payments of debts of services alleged not to be rendered in R293 towns did not yield the expected results,” the mayor, David Mutavhatsindi, said. Du Plooy said that according to National Treasury regulations, Council cannot freeze any debts. “The residents of the R293 towns are still liable for the monies outstanding to the municipality. The debt can only be written off if the person is deceased or cannot be traced and the debt is irrecoverable. Council needs to enforce its credit control policy fully in the recovering of debts,” said Du Plooy and added that recovering the R200 million of outstanding debts could be a positive cash injection for the municipality. Mutavhatsindi also announced that the annual Makhado Show will take place at the show grounds from 31 July to 2 August. “There is only one Makhado Annual Show. No other show must take place to confuse our residents,” Mutavhatsindi said. The DA strongly opposed the latter statement and said that it was unconstitutional to make such statements. “This is not professional, and each group has the constitutional right to organize their own events,” Du Plooy said. The DA also said that council should understand that it exists to deliver services to all communities, irrespective of politics. “Council should not politicize everything but realize that there are many political groupings in Council,” Du Plooy said.

“If you fix the sewage problem you’ll be arrested” “If you continue fixing this sewerage line on your own, we will have you charged as criminals and finally get you locked up in jail.” The general manager of the Mabirimisa Bus Service in Makhado, Mr Robert Mabirimisa, couldn’t believe his ears when an official from the Makhado Municipality said those frightening words. He was forbidding the bus company from diverting the problematic sewerage river which had flooded the depot’s yard since June. “They are refusing to help us and, when we use our own money to solve the problem affecting us, they threaten us with the police,” Mabirimisa explained during Limpopo Mirror’s visit to the depot in the industrial area on Monday. The raw sewage, which has grown into a huge dam at the back of the depot building, is badly affecting the paving, back walls, ground and an expensive compressor station at the depot. On 25 June, the bus company reported the matter to Vhembe District Municipal-
ity’s manager of water services in Makhado, Mr David Mukosi, who promised that the workers would be sent to fix the problem. By 27 June, no workers had come and the bus company decided to hire a TLB at their own expense, to come and divert the mess from rushing into their yard. “At one time, our big compressor was damaged by the water from this dam and we had to get it fixed at around R30 000,” Mabirimisa said while shaking his head. “It’s painful on our side and the municipality’s officials are not experiencing what we are going through as a company.” The sewerage system from and outside the LTT Abbatoir has been dysfunctional for years. It formed an odorous dam along the road and the railway lines across Malherbe Street. It seemed that Transnet complained about the perpetual mess which flooded the rail lines (and was damaging the rail infrastructure as well) and the municipality had to divert the sewage to the depot’s yard, said Mabirimisa. “Our building is rotting and it will be
falling down soon,” said a worried Mabirimisa. “The smelly dam poses a health hazard to workers and management. We have all caught a serious flu from this mess here.” Mabirimisa added that the company had had a very good relationship with both the local and district municipality, but that he was shocked by the conduct of the official who ordered them to refrain from fixing the problem. “Transport is the backbone of economic development in this country,” he said. “But our municipality seems not to notice that. Or do they want us to close our business, so that they can be happy when they see all our employees without jobs?” Vhembe District Municipality’s media liaison officer, Mr Moses Shibambu, promised to enquire from the relevant technicians and get back to the newspaper by the end of Monday (which he did). “The information which I got from our office in Makhado is that the case had been properly attended to,” Shibambu said. On Monday, Mabirimisa phoned Mr Mukosi and requested him to urgently come and attend to the case. “He said he had sent people to our place and that they were busy working at our place,” said Mabirimisa. “But there were no municipal workers who had come – a civil servant was lying to me!” Mabirimisa further worried that the Vhembe District Municipality’s technicians in Makhado were providing the media liaison officer (Mr Shibambu) with wrong information.
Man claims body parts will fetch up to R100 000 A 25-year-old man arrested in Malamulele two weeks ago while in possession of human body parts said they would fetch R100 000, and a buyer had been found. Nkovani Samson Majoko is from Mozambique, but stays at Xiphuraphureni Settlement. He answered a question from Magistrate Daniel Maluleke in the Malamulele Magistrate’s Court when he appeared on charges of being found in possession of human body parts last week. According to a police statement, Majoko had two hands and male sexual organs in his possession. He told Magistrate Maluleke that the person whom the parts belonged to had been lured from Mozambique with promises of a job. “I was present when the man was chopped to death with an axe by my uncle,” said Majoko. He said they were arrested while the parts were still in the car belonging to a Mr Moyo, who is from Zimbabwe. “Mr Moyo is the one who knows
the buyers,” said Majoko. He said he was just a spectator. When Maluleke asked him if the car had been moving, he said that the vehicle had not. “The buyers were supposed to come and get the parts when I was arrested,” said Majoko. He said his uncle had run away, while Moyo was still hiding in the settlement. The leadership of Xiphuraphureni Settlement, led by Mr Eric Masungwini, attended the case. “We are interested in the case because we want those involved, including those who want to buy the parts, to be arrested,” he said. Dr Silvester Hlati, the president of the Sedec Unified Ancestors Traditional Association, said he was worried that the murder and trade in body parts would harm his trade. “We are going to hold meetings in the communities because those who buy body parts must also be apprehended,” he said. The case was postponed to July 31 for a formal bail application.

Huge breakthrough for rhumba presenter A visually impaired resident of Musina said he was happy that disabled people were given equal opportunities with other community members after the attainment of democracy in the country. Mr Humbulani Munyai said this after he was recently appointed deputy station manager of Musina FM, a community radio station based in the border town of Musina, which started operating in 2009. The 37-year-old presenter has been with the station for the past four years. “I am very happy that the management of the station has put their trust in me, despite my blindness. I know I deserve it because, for the past years, I have worked very hard to play a role in the development of this station.” He said he was encouraged by fellow presenters to apply for the job. “I grasped the opportunity with both hands, and I will execute my duties to the best of my ability. Although I learn new things about radio every day, I have no doubt that the experience
I gathered during the past years will be to my advantage.” Besides assisting in the daily running of the station, Munyai also presents a rhumba music programme on Saturdays between 18:00 and 21:00. “The programme is aimed at uniting African people, especially Zimbabweans and South Africans. We play Tshingondo music by both Zimbabwean and South African musicians. The programme has a huge following, both in Zimbabwe’s town of Beit Bridge and in Musina.” Born with full sight, Munyai still does not know what caused his blindness as a young child. “I was born in Tshandama Village and grew up like any other boy. When I was 11, my eyes became very painful and my parents took me to different hospitals. I was operated on and my eyes were removed because they were giving me lots of problems,” said Munyai, who owns a certificate in computer programming. The station manager of Musina FM, Ms Selina Phiri, said Munyai
was one of the station’s most dedicated administrators and presenters. “He is a very intelligent man who rarely needs assistance in dealing with his tasks. We are very proud of him and we feel blessed by his presence at the station.”
Despite his blindness, Mr Humbulani Munyai executes his duties as presenter and deputy station manager of Musina FM.

There were mixed feelings at Sane Village a fortnight ago, when Principal Namadzavho Ragwala retired at the age of 65. He worked for the Department of Education for 42 years. Community leaders and chiefs attended his farewell. As a token of goodwill, Dr NJ Nesane gave Ragwala a cow. The local headman, Vhamusanda vho Nesane, praised Ragwala for his outstanding conduct, which filtered down to the pupils he taught. The circuit manager of Soutpansberg North, Dr Ntavhanyeni Phaswana, praised Ragwala for his professional conduct and the excellent ethics and values he displayed and shared with many in the circuit. “Mr. Ragwala respected both young and old. He was diligent in his work,” Phaswana said. “Principal Ragwala Namadzavho is leaving the education system when there is a serious shortage of teachers in our country. He is going when all the schools are preparing for the Soutpansberg cluster preannual national assessment examinations, which will be written on 24 July immediately after re-opening,” Phaswana concluded. New mayor of Mutale calls for unity The newly elected mayor of Mutale Local Municipality has called for collective leadership in order to address service delivery issues in the area. In her acceptance speech, following her inauguration as new mayor last Thursday afternoon, Cllr Sarah Athongozwidivha Rammbudza conceded that there are service delivery challenges lying ahead of her and the team.
She congratulated the former mayor, Cllr Josephine Mukwevho, on a job well done. “I accept this responsibility of holding the baton, receiving it from an able hand - an able woman who has been steering the municipality until today. Thank you, former mayor, you have made it possible for me as a woman to have the courage to take over this challenging task of leading Mutale Municipality to a successful, economic and sustainable developmental path,” said Rammbuda. Rammbuda said she was comforted and strengthened by the realization that she would be leading a collective of leaders who were committed to working together and striving towards making the life of the community better. The new mayor also appealed to her colleagues to “waste neither effort nor time in working together as a team by rolling up our sleeves and making our hands dirty as, together with our people and communities, we drive our agenda.” Rammbuda said her policy, like those of her colleagues, would be an open-door one where she would listen to all the people and stakeholders who stood to benefit and were willing to contribute to development. Rammbuda was elected unopposed during the special council meeting held last week, following the resignation of Mukwevho. Mukvevho is now a PR councillor, while Cllr NA Lieba will head the finance portfolio, Cllr AG Netshisaulu will head technical services and Cllr TG Raluswinga will head corporate services. Rammbuda was sworn in by Magistrate Nnzudzenu Rammbuda from the Mutale magistrate’s offices. She is a teacher. She has been a councilor at the Cllr Sarah Athongozwidivha Rammbudza, the new Mutale Municipality for the past nine years. mayor of Mutale. She once acted as mayor.
Emotional funeral for murder victum The latest victim of ritual murder, Mercy Ndou, was buried at Muswodi Tshisimani during an emotional send-off in the early hours of 21 June. As a member of the royal family, Ndou’s funeral was held at her original home of Muswodi Dipeni. The funeral, which was attended by close family members and relatives, started at 03:00 and ended at 06:00, just before dawn. She was buried at a separate burial site, where her other family members were also buried. Ndou’s death attracted a lot of attention. She was found dead at Tswera village on 15 June, with several of her body parts missing. Although the police said only her private parts were missing, the family confirmed that her tongue, buttocks, right leg and breasts were missing. The family also revealed that Ndou’s stomach was empty while some flesh from her right leg had been removed. “My younger sister’s hands were tied with wire. Her face was deformed because of the acid that was poured on her,” explained her elder sister, Bridget Ndou. Ndou’s funeral was followed by a mass meeting held at the royal kraal of Vhamusanda Vho-Fhatuwani Mudalamo of Tswera on Sunday morning. The meeting was attended by family members of the deceased, police officers from Makuya police station and community members from Tswera. Vhamusanda Vho-Mundalamo with his royal council dicussed the cruel death of Ndou. Vhamusanda Vho-Mungalamo calmed the situation and urged the community to avoid embarking on violent acts. After the meeting, the family went to the site where Ndou’s body was found. Blood stains were still visible on the branches of trees around the spot where her body had been dumped.

“When God opens up your way, nobody can close it,” she says. “In my life, as a singer, I have noticed that music is food for the soul. Once you listen to inspirational music, you get inspired and moved to the higher realms of life, even here in this world.” She adds that Murena He Vha Vula Hone is the story of everyone’s life. She encourages people to face their troubles and problems instead of trying to run away from them. “We all have problems which weigh hard on our shoulders, but once we start acknowledging that those problems do exist, that’s when we allow God to help us through such difficulties until we emerge as winners,” she explains. Davhana is also a motivational speaker and a member of the local project which fights piracy. “On 25 July, together with Nambi Dza Devhula organisation, I will visit Maneledzi Secondary School at Tshiozwi,” she says.

A gospel singer, Dorris Davhana, said that she allowed the gap of four years between her earlier album, Baxolele Nkosi (2009), and her latest offering, Murena He Vha Vula Hone (2014), because she wanted to give her fans a quality product. The album boasts 12 songs, based on reggae melodies, praise and worship fusion, and kwasa-kwasa sounds. “I wanted to cater for a wider audience since I am the kind of singer who believes that music is universal,” says Davhana. The album contains songs such as Vha Mukhethwa, Sathane, Mbingano, Lufu (poem), We lay life, and Yehova Nga a Rendiwe. According to Davhana, this album is a package of cookies for a whole family to feast on and get filled spiritually. Her lyrics indicate that all things are possible for those who believe in God.

Debut gospel album for two local students Debut album for Khangwelo and Tshilidzi Years of hard work and dedication have finally paid off for two residents of Ngovhela village, Khangwelo and Tshilidzi. According Tshilidzi, Khangwelo’s uncle, they started to compile their music some years ago. It was only in January this year that they felt that their music was mature enough for recording. Shortly after they were awarded a recording contract with the OBT Recording Company at Phiphidi, the two started to record their songs. Their debut gospel album, Mudzimu ndi lufuno, was released a fortnight ago. The 10-track album is, according to Tshilidzi, dedicated to everyone, irrespective of their religious affiliation or age group. Some of the songs which have the ingredients of becoming instant hits are the title track, Mudz-
imu ndi Lufuno, How excellent is Your Name and He is in control. Tshilidzi added that they were marketing the album on their own, saying arrangements to have it available at local music outlets were at an advanced stage. Tshilidzi added, however, that the demand for the album is at this stage higher than they can supply. He reiterated that they are worried about the fact that their music could soon fall victim to piracy before they could recoup the money they spent towards the recording of the album. He also indicated that financial constraints was the reason for the delay to have their music recorded. Tshilidzi is a student in civil engineering at the Vhembe FET College, while Khangwelo is studying towards a BCom degree in computer science at the University of Venda.

Makoya promises a successful show
Probably one of the oldest women in the world, Ms Mutangwa Mukwevho, recently received a warm blanket from the mayor of Makhado Municipality, Cllr David Mutavhatsindi. According to her identity book, the old gogo was born in September 1874, which means she will celebrate her 140th birthday in a few months’ time. She attended the State of the Municipality address of Muthavatsindi. In our photo are, from left to right, Cllr Tshitereke Matibe of the Vhembe District Municipality (left), Ms Mutangwa Mukwevho, Mukwevho family members and Mutavhatsindi.
This year’s Makhado Show promises to be an event worth remembering, and the artists lined up to perform include Kuniyuki Takahashi, Jack Zwarts and local South African deejays, including Heavy K and Sir McKleker. As was the case in previous years, the event organisers are Makoya Multi Media. Vhahangwele Netshifhefhe from Makoya said an immense amount of time went into the planning of this year’s show. He promised that the show will provide leisure time for the whole family, with entertainment for adults and the young ones. The show will commence on Thursday (July 31) with the mayoral street parade, fanfare and mayoral soccer tournament and will end on Saturday night (August 2). Apaprt from the music and entertainment for the adults, the company has organised several activities with the young ones in mind. Activities like a merry-go-round, swings, car drifting (Magusheshe), 4x4 challenges, candy shops, biker displays and many more will provide amusement. The exhibitors include the Limpopo premier’s office, the Vhembe district municipality, academic institutions, private companies, local business enterprises and many more. “We have received wonderful assistance from the show community, the Local Economic Development (LED) department, the municipality and other essential stakeholders from the community and we have improved,” said Mr Netshifhefhe. He said they had lined up several internationally acclaimed musicians and deejays who would perform alongside local ones. “We will go beyond just an ordinary stage artist set-up to a full stage production,” he added. As far as the noise is concerned, the organisers will endeavour to keep it to the minimum throughout the show. “We are communicating with all the stakeholders to keep the noise levels down,” he added.

Makhado Municipality recently held an environmental training workshop to equip employees within the department of waste management with the best applicable practices in the waste department. Mr Norman Tshivhula from the waste management division said the training would ensure that workers understood environmental sustainability whilst managing waste. “Workers learnt the environmental practices and this will ensure environmental sustainability,” he said. State Funeral
“Fearless fighter” Daniel Nembambula buried The executive mayor of Vhembe District Municipality, Cllr Tshitereke Matibe, described the late traffic manager of Musina Municipality, Mr Muvhango Daniel Nembambula, as a fearless fighter who dedicated his life to the development of his community until his last day on earth. Matibe was addressing more than 3 000 mourners who paid their last respects to Nembumbula during his full state funeral service at Guyuni village. “Nembumbula was a distinguished freedom fighter who joined the struggle during difficult times. By joining the military wing of the ANC, Umkhonto we Sizwe, he contributed immensely to the freedom we are enjoying today as a united nation. This is a very sad moment for all of us who are gathered here today,” said Matibe. “Instead of shedding a tear, we must also go down memory lane and remember the good things that Nembambula did for this community while he was still alive. It flashes in our minds that South Africa is a better place today because of the contributions made by heroes like him.” Speaking earlier during the memorial service, Musina Mayor Mihloti Ramoyada said it was rare to find people who were dedicated to their work in the way that Nembambula demonstrated during his lifetime. “Despite the fact that he was sick, he demonstrated strong leadership skills while serving as traffic manager in this municipality. Home Affairs launches service delivery programme The launching of the High Impact Service Delivery Proposed Programme by Home Affairs in Vhembe will help to improve service delivery to the people. This was said by Ms Alinah Fosi, the chief director of human resources, strategy and planning, at the Department of Home Affairs during the launching of the programme at the Dzanani tribal council on Monday morning. The program was officially launched by Vhembe District Executive Mayor, Cllr Tshiterke Matibe. Fosi said that Home Affairs was launching the programme in order to improve the services it was rendering to the public. She said Min Malusi Gigaba stressed professionalism and integrity from all staff members. To improve its service, Home Affairs is encouraging the public to report negative attitudes and bad treatment they are given by staff members. “We encourage people to phone the managers and report arrogance and poor services. We also encourage people to inform us if they are happy about services they are getting from our offices. This will help us to gauge how we are doing as a department.” She also encouraged pensioners and the youth to apply for Smart ID cards. The Smart ID cards are at present available at Giyani, Sibasa, Polokwane, Mokopane, Jane Furse and Tzaneen. Bail granted for suspect in Khwekhwe murder A 45-year-old murder suspect from Ha-Mutsha Khwekhwe village, Mr Michael Sadiki, was released on bail earlier this week after he had appeared in the Vuwani Magistrate’s Court. Mr Sadiki was apprehended by the Levubu police a fortnight ago, shortly after the death of his wife, Mrs Olga Sadiki (41). He was charged with murder and initially appeared in court on June 17. The case was postponed and he was remanded in custody until this Monday, when he was released on bail. The father of four children allegedly killed his wife after
a domestic quarrel. The wife allegedly started quarrelling with her husband shortly after returning home from work during the day of the incident. According to the police report, the wife instructed her child not prepare a meal for the husband. This apparently infuriated the husband and he resorted to “disciplining” the wife, which ended up in her being killed. The Munna ndi nnyi (who is the real man?) forum vehemently condemned the incident and urged husbands in the Vhembe region to seek help when there are problems in their families. The forum’s director, Mr Bard-
well Mufunwaini, said that if men refused to acknowledge that there were problems in their families, wives would continue to be the victims of gender and domestic violence. He said problems should not be solved by killing. “The issue of life is decided by God. We have invited husbands to come to our forum and sit together with other people and discuss their problems, so that they can be solved in other ways than resorting to violence,” he said. He added that those who sought help should call the social workers at his forum and they would advise those seeking help.

Marhumeke house project comes to an abrupt stand-still The construction of the Marhumekes’ RDP house in Mambedi-Valdezia stopped some two months ago, before the builders could construct the internal dividing walls and a roof on the house. The affected family believes that the contractor has abandoned the project, as they recently explained to Limpopo Mirror’s journalist. However, the project developer at Dingatana Supplies and Services, Mr Tumelo Nthulwane, said that they had to halt the project for contractual reasons. “Cooperative Governance, Human Settlements and Traditional Affairs (Coghsta) was supposed to extend our contract, so we could continue to work on all our projects in the area,” said Nthulwane. The family of six has been without a stable shelter after a rainstorm destroyed their shack in October 2012. After the rain, the local Sanco reported the family’s case to the local ward committee, so that the committee could alert Ward 28’s Cllr Alpheus Mmbadi about the case. However, Mbadi said that he hadn’t received any report from the ward committee or local Sanco each time that Limpopo Mirror contacted him for comment. Mambedi-Valdezia falls within the jurisdiction of Makhado Municipality. The spokesperson for Coghsta, Mr Motupa Selomo, denied the statement that the contractor might have abandoned the project. “I can confirm that the department has extended the contract with Dingatana Supplies and Services and other contractors who are rendering services to us,” Selomo said. “It is errorneous to say that the contractor has abandoned the project while we know his contract

Du Toit retires after 23 years of service The mayor of Musina Municipality, Cllr Mihloti Ramoyada, thanked the former manager of technical services at the municipality, Mr Jakkie du Toit (64), who retired at the end of June after serving the institution for 23 years. “For the past 23 years, he dedicated his life to the development of this town. It sounds like an exciting opportunity for him, but we still can’t believe he is leaving. He will certainly be missed here,” said Ramoyada. Ramoyada said that Du Toit had done a superb job for the Mr Jakkie du Toit, who retired at the end of June, photographed with his long-time secretary, Musina Municipality. “We have no doubt that he will enjoy every Ms Suzan Sithole.
minute of his retirement. He will be missed but never forgotten. We send our best wishes for a fun-filled but relaxing retirement. We thank you, Jakkie, for your dedication, commitment and loyalty to the prosperity of this municipality.” Ms Suzan Sithole, a secretary who worked with Du Toit, mentioned that “When he told me he was retiring, I was sadly moved. I enjoyed my work every day because he was always happy and smiling, no matter what the situation was. Through his dedication and hard work, he has been an inspiration and a role model to younger employees. If all
employees were as hardworking and focused as he, then the world would be a better place.” Du Toit said it was sad to leave the municipality, but it was the right time to do so. “I’m satisfied that I have contributed to the development of this municipality and it is now time to rest. I enjoyed being part of the big municipal family, and I will miss all my colleagues who were an inspiration to me on a daily basis. I have accomplished my mission, and I want to spend the rest of my life with my family.” He thanked the municipality for giving him an opportunity to realize his potential.
Career Guidance
De Beers Venetia hosts local pupils As part of the annual Bring a Child to Work initiative, De Beers recently hosted 29 Grade 12 and 11 pupils from Musina, Alldays, Manenzhe and Taaiboschgroet. The expedition saw pupils in mathematics, science and accounting interacting with members of the Venetia Young Professionals Society, exploring career opportunities in the mining industry and learning basic safety, health and environmental principles. The programme included a visit to the Venetia openpit viewpoint, secondary crusher and skills development centre. The pupils met the assistant general manager, Mr Hendrick Matjila, and were treated to an inspirational talk by Senior Manager Aisha Khan who emphasized that the new Venetia Underground Project would be mined and managed by aspirant miners and future leaders from their generation. Attendees were encouraged to dream big, and to work hard to make their dreams come true.
“It is a great programme that gives young adults an opportunity to view the mining industry from a different perspective and explore different career opportunities,” said Sizwe Sehale, son of Victor Sehale, the acting pit superintendent at Venetia Mine.
By exposing the leaders of tomorrow to the exciting world of mining, Venetia Mine hopes to have inspired them to continue the diamond dream by utilizing the riches of the Limpopo Province to develop their communities in a sustainable manner.

MEC commends transparency at the Makhado Municipality The MEC for Cooperative Governance, Human Settlements and Traditional Affairs (Coghsta), Grace Makhurupetje, commended the Makhado Municipality for conducting their affairs in a transparent manner. She was addressing guests during the state-of-the-municipality address two weeks ago at Dzanani. “They (municipal council) do everything openly. They do not hide because they know they are doing everything properly,” she said. She warned, however, that the communities required basic services.” Communities want services now, starting from a valuation roll to services rendered. The municipal mayor had improved the situation,” she remarked. Makhurupetje acknowledged that there was a time when several of the lobby groups requested that the municipality be put under administration by the provincial department. This followed a period of 10 years during which the municipality received disclaimers from the auditor general’s office. Things started changing during the past year, and in the previous financial year, the Makhado Municipality received a qualified opinion. “We should congratulate the municipality
on the improvement from adverse and disclaimers to a qualified audit opinion. This clearly indicates that, under the current leadership, the municipality has improved,” she added. The MEC warned that most of the community protests in the country were the result of a communication bungle between councillors and their communities. She emphasised that it was important for the ward councillors to communicate effectively with their people and allow the municipality’s executive committee and the mayor to get involved, if possible. “The responsibility of the ward councillors is to communicate with their communities and report back to them. Not guilty of possession of gold Elizabeth Spies (37) was cleared of all charges relating to the unlawful possession of precious metals. She and her husband, Peter (39), appeared in the Messina Magistrate’s Court on 26 June. The Zimbabwean couple was arrested on 9 May during a joint operation between members of the police and the SARS’s Customs Unit at the Beit Bridge Border Post. The police confirmed at the time that they had searched the couple’s vehicle and found six gold bars, hidden inside one of the armrest
compartments. The value of the bars is estimated at R6 million. After their arrest, the couple was released on R50 000 bail each. Limpopo provincial spokesperson Brig Hangwani Mulaudzi confirmed last week that the charges against Elizabeth were withdrawn, due to a lack of evidence to link her to the alleged crime. Peter, he said, would have to appear in court again on 21 July, when his trial is expected to start.

Pastors hold cleansing ceremony at road The local pastors forum, in collaboration with the Makhado SAPS cluster, the Department of Roads and Transport and the community held a “healing and cleansing ceremony” on the road next to the Makhado show grounds a fortnight ago. The ever-increasing number of accidents around the Makhado area prompted the community to seek divine intervention. Since January, more than 20 people have lost their lives on the road. According to Pastor George Ramatshimbila, the purpose of the event was to remember the many victims of the accidents.
He said they had tried everything to stop the mayhem on the roads but had failed. “Let us unite and ask the Lord’s protection and wisdom on our roads,” he said. “There is nothing that beats the power of prayer. We can do all as human beings, but without the help from above, we will never succeed. Accidents will continue happening; we need divine intervention,” he said. Makhado cluster commander Brig. Alex Seopa urged the communities to support each other in activities in the area. “We felt that since the incident happened within our policing area, we had
to do something. That is why we made organised the ceremony,” said Seopa. Motorists were also urged to slow down, to keep safe following distances, and to look out for pedestrians crossing the road. Ms Tshinyadzo Mutshinya from road safety and liaison in Vhembe said that the department shared the heartache and was saddened that so many lives continued to be lost on South African roads. “We advise drivers to switch on headlights for them to see and for other road users to see approaching vehicles,” she added.
During the prayer session are, from left to right, Pastor Edward Bulasigobo, Khathutshelo Netshifhefhe (Vhembe district roads, safety and liaison), Brig Alex Seopa, Tshinyadzo Mutshinya (Vhembe District Municipality), Mathakha Maliaga (Makhado Long Distance Taxi Association) and Col Duvha Ramovha (Makhado Police station commisioner).

Villagers were happy when the electricity was switched on for the first time. By Kaizer Nengovhela
Manyuha connects to electricity network The community of Manyuha village, who regard themselves as forgotten, were excited when the Thulamela municipality recently visited them to switch on the electricity at their homes for the first time. The use of paraffin lamps in several remote villages will be a thing of the past. The spokesperson for the Thulamela municipality, Mr Ndwamoto Tshiila, said more development would reach the area because of the electricity. He appealed to the community to use the electricity wisely and said they must stay away from tampering with electricity, stealing electricity cables or throwing objects on power lines. He advised the people of Manyuha to treat the electricity with respect. One of the villagers, a pensioner, Mr Amos Tshinalwa, expressed his joy to Limpopo Mirror after receiving electricity. He said that he had lost hope that one day he would have electricity connected to his house. “I am very happy that the municipality has at last realized that there is also a need for us in the poverty-stricken rural Manyuha to have light in our households. I really appreciate what the municipality has done for me,” he said. One of the beneficiaries, Ms Naledzani Nemakhavhani, said she was over the moon because she never expected that she would one day switch on the lights in her home.

More local girls pass virginity tests More than a 150 young women between the ages of 14 and 32 have done their parents and society proud by passing voluntary virginity tests at the Pfananani Revelation Christian Church on Saturday. In an effort to prevent incurable diseases such as HIV/Aids and other related diseases, the church initiated a virginity-testing programme. Young girls around Giyani and Vhembe district get tested in an attempt to encourage them to avoid engaging in sex before marriage. A large group of young women say sex before marriage is a sin and they are still virgins. Pastor Selaya Famadi of the Revelation Christian Church said PhalaPhala FM’s Tshianeo Phathela, Queen Mamaribe, Pastor Selaya Famadi and Cherise Muller the church’s teenagers started with their voluntary virginity from the Epic Foundation.

testing in 2006, with only 16 of them. “This year, the number has increased to 166, and we have awarded them certificates to encourage them in their choice. We don’t offend those who have already lost their virginity, because God loves them. We are planning to approach businesspeople to encourage the virgins with study bursaries,” said Famadi. According to him, the parents are very supportive. Famadi further outlined that there was a team of ladies at the church who supervised and monitored the girls in the programme. Dr Tshilidzi Rambau of Khanimambo Medical Centre couldn’t believe that the 166 young women were still virgins. He advised them not to expose themselves to pornographic material.
“I was amazed to discover that they are all virgins,” he added. The guest speaker during the event, Dr Selina Maluleke ,said they must be educated in order to add value to the economy of the country. She said that the marriages of people who had already been involved in sexual activities did not last. She encouraged them to believe that God would provide a real husband. One of the ladies who passed the test is Ms Cecilia Raswiswi (32). Raswiswi said she did not allow peer pressure to control her life. “Although many teenagers may regard these actions as stupid, I know what I am doing,” she said. She said she was succeeding because she had chosen good role models.
After the virginity tests were conducted, some who had passed were photographed. They are, from left to right, Cynthia Nkhabele, Cecilia Raswiswi, Dr Tshilidzi Rambau and Portia Mutavhatsindi. Charity

Once again, the global community will celebrate Mandela Day on 18 July, a day on which citizens the world over are called on to give 67 minutes of their time to making a difference in the communities in which they live. The year 2014 is particularly symbolic as citizens strive to keep the legacy of this great statesman alive and make every day a Mandela Day. The message is simple for Mandela Month – that each individual has the ability and responsibility to have a positive impact every day. In support of this, the South African National Blood Service (SANBS) is calling on all South Africans to make a difference by donating blood. The objective of this campaign is to inspire individuals to take action to help change the world and the lives of others for the better. Blood donation is one of the simplest ways to make a sustainable difference to the lives of others and it is something you can continue to do every 56 days. To become a blood donor, you must be between the ages of 16 and 65 years old; weigh more than 50kg; have eaten a good meal before donating; lead a sexually safe lifestyle; and be healthy on the day of donation. For more information, visit www.sanbs.org.za, call 0800 11 9031 or SMS your name and postal code to 31454 to find out where your nearest donor centre is.

Vuwani policemen participate in fun run Issues of health and unity are being taken seriously by the police and their partnering stakeholders in the Vuwani policing area. On a quarterly basis, the police, the community policing forum, Business Against Crime, Women Against Crime, Youth Against Crime, Pastors Against Crime and the general community come together and unite in the name of sport. They usually embark on a 5,10 and 12km fun run, starting from the Levubu farms and going back to the Vuwani police station. Vuwani police station spokesperson W/O Elijar Malatjie said the idea came as a means of extending a hand of friendship and partnership with other stakeholders, which would bring unity and accelerate service delivery and the fight against crime in the long run. “When people are together, they tend to build friendship and the friendship will be extended to the mammoth task of fighting crime,” said Malatjie. He said the fun run was also aimed
at reducing health risks and fighting the scourge of lifestyle diseases. “We are living in a society that is overwhelmed by diseases such as diabetes, high blood pressure and other lifestyle diseases which can be beaten by exercise. We also need healthy and strong police members who are ready to take on the modern criminal who is very sophisticated. This is preparing them to run after them and catch them if necessary,” he said. The fun run also attracted Comrades Marathon runner Nkhumeleni Mutavhatsindi. Mutavhatsindi (30) of Nngwekhulu in the Vuwani area, who has participated in the Comrades for three years now, Police members and their partnering stakeholders pose for a photo at the finishing line of the fun run. said the fun run was good practice for her. “This is more than fun to us as we are also preparing for other races that will be run in the near future,” she said.

Ficus teach Mambas a lesson In their semifinal match of the Sedzazwau Soccer Tournament at Khubvi on Sunday, Ficus FC taught MT Green Mambas a free soccer lesson by walloping them 6-1. Mambas started the game like a house on fire, but their original stamina vanished with time. Ficus were the first to find the net. Edward Munyai blasted in a rocket from inside the box, following a neat pass from Jerry Mpofu. Green Mambas retaliated in the ninth minute. Their solitary goal came via Zwivhuya Sikhwari. He forced his way through the defence of Ficus and unleashed from close range. That was an insult to the players of Ficus. They took the game to their opponents soon afterwards. Edward Munyai was on target with a header. The game turned to one-way traffic soon afterwards, with Ficus dictating the terms. They were awarded a free kick just outside the penalty box after Anza
Munzhelele was tackled the rough way. Victor Netshipale beat the keeper with a volley from the place kick. The score was 4-1 when the referee blew the half-time whistle. Green Mambas effected the first change to their starting line-up in the 54th minute. They replaced Azwitamisi Matodzi with Nyambeni Tshiwandalani. Green Mambas missed a fortune three minutes later. They were awarded a penalty after Thendokhae Siliga had handled within the box. Thendo Nevhufumba’s volley was saved, much to the disappointment of the team’s fans. Edward Munyai completed his hat trick after a square pass from Prince Muthude. A defender of Green Mambas handled within the box and it was a clear penalty for Ficus. Thendokhae Siliga converted to make it 6-1. Thendo Nevhufumba of Green Mambas was warned with a card later in the game.

Sipho’s career on hold after accident
Tough victory for Tshilulu Mangoes
Nobody from the boxing association visited me in hospital. Boxing was my life, and I was feeding my family through it,” said Mukhithi. In 2003, Mukhithi knocked out Ntshengedzeni Netshivhera in the third round to win the vacant provincial middleweight championship. “My participation and love of boxing started in 1993 when we were playing with boxing gloves with other classmates at Ligege Secondary School at Duthuni. I realised that I was better than my peers. I then joined the Venda Amateur Boxing Association and turned professional in 2000. My dream was to see myself becoming a world champion, and now it is shattered,” he said.
Left: Sipho “Delta” Mukhithi’s boxing career seems to be coming to an end after he sustained injuries during a vehicle accident. Notice

Tshilulu Mighty Mangoes fought hard to earn a 7-6 victory over Ficus FC in the final of the Sedzazwau Soccer Tournament at the Khubvi Peace Makers grounds on Sunday. The game was characterized by wasted scoring opportunities. Mighty Mangoes were the first to come close to scoring. They were awarded a penalty three minutes into the game. A defender of Ficus, Thendokhae Siliga, handled the ball within the box. That prompted the referee to award a penalty to Mighty Mangoes. Nthumeni Mateletele caused an upset by shooting straight to the Ficus keeper, Gift Mudau. The keeper braved the shot and palmed the ball away for a corner kick. Mighty Mangoes continued to knock on Ficus’s door thereafter. Their front-runner, Ipfi Muthubi, missed a fortune moments later. He received a beautiful pass from Rendani Nephalama and shot wide from inside the box, with the keeper already beaten. Ficus gained momentum as the game approached the half-time mark, but their strikers let them down by shooting aimlessly from close range. The second half saw Ficus initiate some promosing moves from behind on several occasions. They, too, were awarded a penalty after their centre forward, Ndamulelo Maanda, was brought down within the box in the 59th minute. Ronekedzwa Rambauli tried his luck from the penalty spot, but the ball did not have enough power to beat the brave keeper. Ipfi Muthubi of Mighty Mangoes was reprimanded with a card, following a dangerous tackle on Fhatuwani Mbebana in the 79th minute.

In the 28th minute, Thembisani Neluvhada of Liverpool went loose from the middle of the park and lost possession on the brink of unleashing from the edge of the box. Stars introduced Sydney Lubengo and Arthur Selota for John Marindi and Lucky Funyufunyu respectively in the 49th minute. Stars’ keeper, Faith Ratombo, was put to the test in the 60th minute. Leavy Machaba tried his luck from the 35-meter area with a volley. Ratombo made his presence felt by stretching to the limit to palm the ball away for a corner kick. In their desperate search for goals, Liverpool effected more changes to their starting line-up later in the second half, but that did not change the complexion of the game. Stars were all over Liverpool in the last 20 minutes of the game, but their strikers were unlucky. In the semifinal matches Stars beat Tshiozwi Dynamos 3-0, while Liverpool were too strong for Soutpansberg Powerline and beat them 5-4. Stars went home with R2 000, gold medals and a floating trophy. The second-placed Liverpool received R1 400 and silver medals, while Tshiozwi Dynamos and Soutpansberg Powerline received R800 each. Nthabiseng Makgopo of Stars was the man of the final and he also received a trophy.
