AFB gripped in crisis Legal action looming due to department’s failure to restore AFB Makhado’s electricity supply
By Frans van der Merwe
A major humanitarian crisis, involving the interruption of school children’s education and financial losses running into millions of rand, is undermining the morale at AFB Makhado. Residents of the Braambos residential area at AFB Makhado are nearing the end of their patience with the apparent lack of urgency displayed by officialdom to end the crisis which causes humiliation, damage and serious concern among the 1100 members of the 235 households at the base. The crisis is exacerbated by the poor performance of the National Department of Public Works in restoring the main electricity supply to the base, which was terminated when a high voltage cable exploded on 10 October last year. After having exhausted all official channels, in vain, residents at a community meeting last month established an individual community forum to seek help and assistance against the non-compliance of the Department of Public Works in repairing the damage. Legal action is now being contemplated against the department. Their urgent appeals have reached the South African Parliament, in the meantime. In a letter early this month by the forum’s legal representative to the Portfolio Committee on Public Works, it is emphasised that many households have suffered financial
losses, food has perished in freezers that could not work and children’s education was stopped at the local pre-primary and primary schools. “It became a humiliation to some as households were running out of funds and had to be assisted by others with basic foodstuffs. In attempts to provide temporary relief, families procured generators, gas systems and fuel to sustain family life. Large supplies of damaged frozen rations had to be discarded and families have to travel the 40km to Makhado (Louis Trichardt) to purchase perishable food. There is no public transport or local grocer available.” After more than eight months, the 11 mobile diesel generators of the base which supply temporary electricity to a limited extent are failing more often and spares are not available. Millions of rands are spent on diesel to run these generators. The letter states that, to date, the running cost of the generators has been more than R30 million, whereas the estimated cost to have the damaged supply repaired is less than R15 million. Frequent breakdowns and shortages of diesel are adding to the emotional trauma of the residents, who find it difficult to preserve and prepare food and must witness the interruption of their children’s education. Ex-cop sentenced to 10 years for murder
So het mnr.
An ex-police officer was sentenced to an effective 10 years’ imprisonment on Tuesday for a murder which took place at his home on the evening of 18 April 2010. The Louis Trichardt Regional Court convicted Famanda Foster Namuhuchu (34) on a charge of murder after he had shot a close relative, Mr Johannes Risimati Mabunda, at least nine times, first in the head and then in other areas of his body. Mabunda died in the attack. It was heard in court during the trial that Mabunda had asked some money from Namuhuchu at a tavern. When Namuhuchu said he had no money, Mabunda then started insulting him and said that the accused was “fat like a frog, and that he would smash his testicles”. Namuhuchu then left the tavern, but the deceased followed him into his home with a beer bottle. He then smashed the bottle and charged at the accused with a sharp piece of it. Namuhuchu stated that he then shot Mabunda in self-defence. The court rejected the claim of self-defence on the basis that the number of shots fired from the accused’s service pistol exceeded the idea or intention of self-defence. Then the court found him guilty on 18 June. In mitigation, the accused’s defence, Adv Ralph Ndleve, stated that the accused was a first offender, was married with two children and was the sole breadwinner. “He also assisted in the burial of the deceased by contributing a head of cattle, R1 200 and a tent, an act which indicated his remorsefulness,” said Adv Ndleve. “I submit that the element of mercy be exercised in favour of the accused.” He further indicated that the accused’s elderly father had since died as a result of trauma because his son had been accused of murder. State prosecutor Hilke van Rensburg submitted that the accused be “punished for the death of the deceased,” because he had failed to act like a police officer after he was provoked. “Being sworn at or even assaulted
by individuals is part of the daily work of police officers,” she said. The state prosecutor then read an affidavit filed by the deceased’s wife, where she explained that she was now left in the lurch after the brutal death of her husband. “I am physically disabled. My husband, who died like an animal and was left in a pool of blood, accepted and loved me with my disability,” reads the affidavit. It further reads that she is currently struggling to find another partner, “as most men are prejudiced against disabled women”. In conclusion, the court imposed a direct jail term of 10 years on Namuhuchu. By Frans van der Merwe
AFB still in crisis (Contd from P1) In the letter, this situation is highlighted as an unacceptable disregard for the children’s constitutional right to basic education. The situation is virtually unbearable for the women and children of the serving members. Families and members have informally communicated their intention to ask for transfers to other SAAF bases and units. It is not known how long the situation is going to last. “The question is how long this community can sustain the humiliation and losses serving in the Fighter Base of South Africa. To have the community of this base endure a primitive lifestyle and maintain an operational fighter capability is unfair and unacceptable. The dignity of soldiers and their families and the education of the youth cannot be allowed to be tainted by the poor performance and support by the Department of Public Works. The unprofessional conduct and failure to perform is unacceptable,” the letter states.

Mine sells first Soutpansberg diamonds Canadian mining company Diamcor Mining has sold some of the first diamonds recovered during the testing phase of their Krone-Endora diamond mine in the Soutpansberg-area. Diamcor recently sold 3 123.32 carats of rough diamonds for a total amount of $425 495.03. The diamonds were recovered in August last year, during the commission of the expanded quarrying and in-field screening operations of Krone-Endora. Diamcor estimated that about half of the rough diamonds sold were recovered from treating previously processed 10mm material through the new expanded quarrying and in-field screening operations, with the remaining recoveries coming from processing new material up to 12mm in size. “The overall dollar per carat achieved for these exercises certainly exceeded our expectations,” said Diamcor’s chief executive officer, Mr Dean Taylor. Krone-Endora is situated just northwest of De Beers’ Venetia diamond mine. In total, the project covers a surface area of approximately 5 888 hectares. Diamcor acquired Krone-Endora from De Beers, in conjunction with a DMI South Africa subsidiary known as Nozala Investments
(Pty) Ltd, a 100% women-owned black economic empowerment company. Taylor said that the sale would ensure a continuation of the company’s efforts to have the mine fully operational in the near future.
The budget approved by the Makhado Municipality totals just over R826 million for the new year, but in 2015 this amount will pass the R1 billion mark. These are some of the figures made available by the mayor, Cllr David Mutavhatsindi, during his State of the Municipality address two weeks ago. The operational expenses for 2013/14 are expected to be just over R722 million, whereas the predicted income will be R692,5 million. This leaves the municipality with a deficit of R29,5 million. In 2014/15, the deficit will hopefully be reduced to R20,2 million, with a budgeted income of R767,85 million against expenses of R788,08 million. In 2015, the municipality believes the income will exceed the expenses, which will result in a surplus of R20,75 million. This will also the first year that the operational income, together with the capital budget’s income, will exceed R1 billion. The operational budget’s income for that year is estimated at R873,13 million against expenses of R852,37 million. A big portion of the operating expenses for the next year will be salaries and wages. Mayor Mutavhatsindi mentioned that the municipality budgeted for an overall increase of 6,85%, as guided by the National Treasury. “The total salary bill amounts to R233,57 million, which includes the budgeted positions to be filled,” he said. Unlike previous years where the municipality had to implement double-digit percentage increases in electricity tariffs, the increase in electricity this
year is fairly moderate. “Electricity revenue has been estimated at an increase of 7% as per Nersa guidelines,” the mayor said. The proposed tariff increase for other services such as refuse removal, is 5,6%. The same percentage increase also applies to sundry tariffs. The bulk of the municipality’s capital projects will be funded by municipal infrastructure grants (MIGs). This year, R86,7 million will come from this external revenue source. In 2014/15, this grant is expected to increase to R107,17 million and in 2015/16 to R116,11 million. Income from operational activities is expected to bring in R32,38 million in the next year, which will be used for capital projects. In two years’ time, the municipality expects that R53,89 million from operational income will be used for capital projects. In this year’s budget, R15 million will come from the integrated national electrical programme (INEP). In two years’ time, this grant is expected to increase to R25 million. A further R319 765 will come from a financial management grant. As far as the total budget is concerned, almost R363 million of the expenses will be funded by grants. The biggest contributor will be the equitable shares grant, which provides R256,24 million. The local government financial management grant will contribute R1,55 million this year, whereas the municipal system improvement grant will contribute R890 000.

Several projects within the Makhado Municipality have been launched in the past year and several others are underway to repair and improve the infrastructure in the municipal area. The mayor of Makhado, Cllr David Mutavhatsindi, announced during the State of the Municipality address two weeks ago that R87 million had been made available by the Municipal Infrastructure Grant (MIG) to complete projects and start new ones. The mayor mentioned the importance of upgrading Makhado Town. “We cannot afford to fold our arms and leave our town dilapidated. Remember our town is the main source of income and we need to continue improving it so that it can help us to develop other areas,” he said. Council has approved a further R4,45 million to tackle phase 2 of the project to rehabilitate streets in the Eltivillas business area. Work on this project had already started last year and some streets are currently under construction. In the previous finanBy Anton van Zyl
Mayor serious about good governance The Makhado Municipality is serious about getting an unqualified audit and adhering to the principles of good corporate governance. This was one of the messages of the mayor, Cllr David Mutavhatsindi during his State of the Municipality address at Vuwani two weeks ago. “We made a clear call in our previous State of the Municipality address that on recruitment we would go for the best in the market,” he said. According to the mayor this policy had been confirmed in the choice of candidates for the vacant posts. One of the first appointments was that of municipal manager and Cllr Mutavhatsindi had a lot of praise for Mr Isaac Mutshinyali. “(He is) a pure administrator who has successfully instilled a new culture in the working force. A culture of workers arriving early at work and leaving late. A culture of quick response when communities need service,” he said. The mayor mentioned that the new Chief Financial Officer, Miss Makhubela, had implemented new strategies which already show results. The Makhado Municipality is also very proud of its acting internal audit manager, Miss Laura Mabunda Mavondo, who received the prestigious Internal Auditor of the Year award from the IMFO.
cial year R12 million was budgeted to finish phase 1 of this project. Council also approved a second project to refurbish the Eltivillas CBD streets at a cost of R6,68 million. An additional R5,34 million was budgeted to finish the tarring projects in Eltivillas Extension 1. Last year R6 million was budgeted for this project. The project to upgrade internal streets in Tshikota will receive a further R1,7 million boost. Phase 1 of this project received R7 million in last year’s budget. Waterval township will hopefully see a total revamp in the next year. Last year Council approved R6 million to upgrade the streets, but this year an additional R8,2 million was budgeted to finish phase 2 of the project. Several roads will hopefully be completed in the next year. Last year Council approved funding for the Mphaila access road and bridge (R5 million), the Piesanghoek to Khunda road (R6,6 million), the Sereni Mashamba Post Office (R3,5 million) and the Tshivhhulana to Tshilaphala Ring Road (R8 million). In the new financial year a further R33 million had been approved to finish the second phases of these projects. The Makhado Municipality plans on building two new community halls. The hall in Dzanani will be built at an estimated cost of R8,5 million, whereas the Waterval Community Hall will cost in the region of R5,88 million. Construction work on these projects had already started. The Council further approved R6,49 million for the resealing of streets in Makhado. This project will be funded from own income sources. The streets to be resealed are Krogh-, Jeppe- and Kruger streets.

Venetia Mine hosts educational tour De Beers’ Venetia Mine treated 26 Grade 11 and 12 learners from Musina, Alldays and Taaiboschgroet to an educational tour of the mine as part of the national Bring a Child to Work Day on 27 June. “Educate a child, inspire a community, transform a country” was the slogan for the annual Venetia Mine visit, which speaks to the importance of the South African youth and the significant role that they as future leaders will play in shaping the future. The tour saw learners in math-
ematics, science and accounting interacting with members of the Venetia Young Professionals Society, exploring career opportunities in the mining industry and learning basic safety, health and environmental principles. The day’s programme included a visit to the Venetia open-pit viewpoint, main treatment plant, primary crusher and skills-development centre. Learners were also treated to talks by Assistant General Manager Hendrick Matjila and Public and Corporate Affairs Manager Josephine Pieters, who
emphasized that the new Venetia Underground Project will be mined and managed by aspirant miners and future leaders from their generation. NEED HELP WITH BEE?
The Zoutpansberg Private Hospital in Makhado (Louis Trichardt)’s ambitious Mandela Day project on 18 July is around the corner, but sponsorships are still needed. The hospital’s plan was to provide 10 free operations to 10 patients in need of urgent eye surgery. They indicated that an 11th patient has since been selected and that this patient’s costs now need to be covered. The patients are all from different racial and cultural backgrounds and have already been identified. These operations will be performed free of charge by two eye surgeons, while the services of the anaesthetist are also free. The hospital itself will supply the theatre and theatre personnel at no cost. A major stumbling block was the cost of the initial 10 theatre packs needed for the operations. In this regard, Alcon Pharmaceuticals has donated R27 750 to help pay for the 10 in-theatre Phaco packs at a cost of R2 770 per pack. In addition, Clouds’ End and Mountain Inn Hotel have offered to sponsor the meals of the patients, surgeons, anaesthetist and theatre staff. The two hotels will also be sponsoring the hospitality tent for the patients’ caregivers, as well as accommodation for the doctors and caregivers who need to sleep over for the follow-up clinic the next day.
The hospital also indicated this week that the money needed to cover the theatre and ward medicine has been donated by the Louis Trichardt Rotary Club. More sponsorships are, however, needed for the 11th patient. Persons wishing to contribute financially to the project are urged to do so. “You can donate any amount, even if it is just R10. We’ll add all the donations and purchase the necessary items from the total amount,” says Ms Anneke Stroebel of the Zoutpansberg Private Hospital. She adds that the public is also welcome to support the project by sponsoring their services, such as helping out by providing transport for the patients to and from the hospital. She has indicated that donations need not necessarily be made before 18 July but can still be done at the end of the month or whenever is convenient. Food sponsorships are also welcome. For more information, phone Stroebel at Tel 015 516 0720 extension 6 or 083 326 6073. The banking details if one wants to make an electronic transfer or pay the money into their account directly are as follows: Standard Bank, branch code 052549, account no. 330190849, current account, reference Mandela Day. The reference is important, so that the money can be allocated correctly.

The Makhado Municipality, together with Eskom, hope to provide electricity to 3 853 new households in the next financial year. During the State of the Municipality address two weeks ago, mayor David Mutavhatsindi announced that several villages are on the list to receive electricity. “For 2013/14 we have set aside R15 million which will be addressing challenges around electricity in our municipality. With the support from Vhembe district municipality, the service provider is in the process of applying for more funding to ensure that we fast-track the provision of electricity,” he said. Cllr Mutavhatsindi explained that the project was dubbed “twasha twasha”, which emulates the sound when one switches electricity on and off. He said that the municipality is very proud of the achievements thus far in providing electricity to villages and referred to the projects in Vleifontein/ Parkview as well as Masekane and Ndiitwani

Mayor calls halt to land invasions The mayor of Makhado Municipality, Cllr David Mutavhatsindi, appealed to residents in the R293 towns, especially in Dzanani and Vuwani, to stop with illegal land invasions. “Land invasions inhibit development and this kind of practice by our people must be discouraged at all cost,” he said when delivering the State of the Municipality Address at Vuwani two weeks ago. He warned residents that the municipality will not tolerate these invasions and if necessary use legislation to ensure that the rule of law prevails. “We are not a banana municipality,” he said. Cllr Mutavhatsindi said in his speech that the R293 towns, namely Waterval, Dzanani, Tshikota, Vleifontein and Vuwani should not be left behind when it comes to development. “As a way of encouraging our people to help us develop their towns, we intend to freeze all accounts for all residents in R293 townships as a way of enabling them to start paying from the first of August 2013,” he said.

potjiekoskompetisie, baie dankie.

Hou so aan.

e read in 1 Timothy 2:5: “For there is one God and one Mediator between God and men, the man Christ Jesus.” The Bible tells us that Jesus Christ is both God and man in one person. Because Jesus is both God and man, He is the perfect Mediator. As a man Jesus understands our problems. He never sinned, but He knows what sin can do to a person, because He carried our sins and took the punishment due to us. He was hated by people and killed by wicked men. Christ’s friends deserted Him when He needed them most. Jesus understand us, because He is truly a man. We can take our problems to Him. But Jesus Christ is also God. John 1:1 teaches us: “In the beginning was the Word, and the Word was with God, and the Word was God.” When we pray we do so in the name of Jesus Christ, our Saviour, Lord and Mediator. There is no other mediator, no other name to pray in. When you pray, pray only in the name of Jesus Christ. From our reading you will know that this very day Jesus Christ is in heaven acting as the Mediator of His people when He speaks to God. Praise God that He has given His people the perfect Mediator, Jesus Christ who is both God and man in one person. Impey no stranger to Soutpansberg region South African cyclist Daryl Impey made history last week when he became the first African to wear the yellow jersey in the Tour de France cycle race. This world-class cyclist also has a local connection. In 2006, he won the Kremetart cycle race in a time of just over 4 hours and 16 minutes. The 27-year-old cyclist from Johannesburg made the whole nation proud when he wore the prestigious yellow jersey for two days last week. The Tour de France is the world’s biggest cycling event and one of the biggest sporting events internationally. It stretches over three weeks and attracts the top professional teams from across the globe. When Impey won the Kremetart race in 2006, he was already an experienced rider. In 2002, at the age of 16, he represented South Africa at the World Junior Championships and had a glimpse of the world of professional cycling. He decided that this was what he wanted to do for a living and started training harder to make his dreams come true. He signed his first professional contract in 2003 and became part of the Microsoft Cycling team. During the next two years he won titles in South Africa and in places like China. Still as a junior, in 2004, he took part in his first Kremetart and surprised the more experienced riders by winning the first stage of this tough race. He also caught the attention of a French amateur team by the name of Velo Club la Pomme-Marseille and soon afterwards decided to make
the jump to Europe. Impey admits that he quickly found out that the world of a professional cyclist is very difficult, especially if you compete abroad. He had to learn a new language and things did not always go the way he wanted. When he returned to South Africa, he signed up with the Microsoft team and things started to go a lot better. That same year, he competed in his second Kremetart 175km stage race. He secured victory by a mere four seconds, narrowly beating a strong challenge from Hanco Kachelhoffer from the Konica Minolta team. “I had a great season in 2006 and had seven victories, which gave me the confidence I needed and I started to set my mind on Europe again. I set another goal, with a new team MTN-Microsoft and 2007 would be the season that I would need to do well and no more excuses. Time was running out and I wasn’t getting any younger. I wanted to prove that I could race in Europe and I needed the results to get teams to look at me,” Impey writes on his website. (www.darylimpey.com) In the following years, Impey had victories in numerous races on the international pro circuit. This included a stage victory in the Herald Sun Tour in Australia in 2008. In 2009, he won the Tour of Turkey race and also ended second in the SA Road Championships. During this time, he rode for the well-known SA team, Barloworld, which included another famous local racer, Robbie Hunter. Impey’s tenacity paid off in 2011 when he had a stage win in the Tour de Moroc and won the SA Elite Time Trial championships. His first taste of the Tour de France was in 2012 and he managed a fifth place in Stage 13. The same year, he also represented his country at the Olympic Games. The year 2013 turned out to be a bumper year for Impey. He was the South African National Time Trial champion once again and he caught the eye of an Australian team, Orica-GreenEDGE. Impey was selected mostly because he is an excellent team rider and works very hard to get the sprinters in his team to the finish line. His skills paid off and he managed to take his team-mate, Simon Gerrans, to victory in Stage 3. The team also won the time trial on Day 4 of the race.
Permit Application Public notice for event: GlytolxTwinlink Bayer CropScience AG has submitted an application to the Registrar: Genetically Modified Organisms Act for the intentional introduction of a genetically modified organism into the environment of South Africa. This application is for continued field trial studies initiated in 2008. The genetically modified organism under study is the cotton species Gossypium hirsutum (Upland cotton), derived from the conventional cross of transformation event GHB614, named “Glytol”, and the stacked cotton “TwinLink”. Event GHB614 introduced a single copy of the 2mepsps gene from Zea mays. TwinLink cotton is derived from the conventional cross between events GHB119 and T304-40. Event GHB119 contains single copies of the bar gene from Streptomyces hygroscopicus and the cry2Ae gene from Bacillus thuringiensis. Event T304-40 introduced single copies of the bar gene from Streptomyces hygroscopicus and the cry1Ab gene from Bacillus thuringiensis. The 2mepsps and bar genes provide tolerance to herbicides with the active ingredients glyphosate and glufosinate-ammonium, respectively. The cry1Ab and cry2Ae genes provide resistance to lepidopteran insects. The 2mepsps gene has been used as a selectable marker in the development of the stacked cotton. The objective of this release is to continue an agronomic assessment of Glytol x TwinLink in the South African cotton producing environment. This application is not for the production of food or feed products. The current application is for release on multi-trial sites on farmlands in the Limpopo province near the town of Musina. The sites have been used for the production of irrigated summer and winter crops for almost 30 years. The proposed trial will not exceed 2 hectares where a minimum isolation distance of 300 m from other cotton varieties will be maintained. At the completion of the trial, all cotton plants will be harvested and the seed processed at a gin. Seeds from Glytol x TwinLink plants will be exported to the USA for further research and development. All remaining seed will be destroyed by mechanical crushing, and all remaining trial plant material will be destroyed at the trial site by slashing. The trial site will either be left fallow or planted with a different crop. The field will be monitored for the emergence of volunteer cotton. In accordance with Regulation 6 of the Genetically Modified Organisms Act (Act No. 15 of 1997), the public is hereby invited to submit comments with regard to this application to the Registrar at the following address: Registrar: Genetically Modified Organisms Act Private Bag X973 Pretoria, 0001 Fax 012 319 6329 All comments should be submitted to The Registrar within 30 days of this notification. Lim women struggle at SACD The South African Country Districts (SACD) women’s hockey tournament from 23 to 29 June was hosted in Emalahleni (Witbank) this year, with the Limpopo team hoping to repeat their good result from last year. This was, however, not to be, with the team, comprising players from Polokwane, Phalaborwa, Tzaneen and Levubu, finishing four places down, in seventh overall position. The team tried hard and played well throughout, but a 1-1 draw against hosts Mpumalanga on day one, followed by a 0-2 loss against Eastern Gauteng on day two, made finishing in the top two of the
pool a tough ask. A further 2-2 draw against KZN Northerns on day three also did not help the team to move up the log. On day four, the team achieved a well-deserved 4-1 win against KZN Coastals, but went down 1-4 to Northern Free State the following day. This set up a play-off match against Northerns Blues on day six, which saw Limpopo losing 1-3. The final play-off match for Limpopo at the tournament was for the seventh place and the opponents were once again KZN Northerns. This time round Limpopo came out on tops, securing a 2-0 win to finish the tournament off on a high.
Two Limpopo players were selected for the SACD teams to take part at the Inter-provincial tournament in Port Elizabeth in August. They were Lori Hyde (SACD A) and Zelda van Rooyen (SACD B), both from Tzaneen. Pieter Jooste from Makhado (Louis Trichardt) was also selected to coach the SACD B team at the interprovincial tournament. The team expressed a word of thanks to their sponsors for their contributions to assist the team in participating at the tournament. The sponsors were Imperial GM (LTT), Trophy Toyota (Modjadjiskloof), Werda Toyota (LTT), Oasis Water (Tzaneen), Exco Sport and Mount Fuji Motors (LTT).
