Louis Trichardt bly steeds Louis Trichardt, nadat die Noord Gauteng Hooggeregshof Dinsdag die Makhado Munisipaliteit se aansoek om die naamsveranderingsproses weer te open met koste van die hand gewys het. Die stryd oor Louis Trichardt se naam duur nou al 16 jaar en ná Dinsdag se Hooggeregshof uitspraak is dit die derde keer dat die Staat bloedneus geslaan word in hul pogings om Louis Trichardt se naam na Makhado te verander. Die stryd het sy oorsprong in 2002, toe die destydse burgemeester, wyle rdl. Brighton Tlakula, aangekondig het dat die dorp se naam gaan verander. ‘n Paar maande later, in Junie 2003, het die destydse Minister van Sport, Kuns en Kultuur, dr. Ben Ngubane, aangekondig dat die dorp se naam na Makhado gaan verander. Dit is ook so in die Staatskoerant afgekondig. Die plaaslike Voorsittersvereniging (VV) het egter tot die stryd toegetree met ‘n aansoek vir die tersydestelling van die naamsverandering, maar Regter Legodi van die Hooggeregshof het teen die VV beslis. Die VV het daarna die saak na die Appèlhof geneem. Die saak is op 19 Maart 2007 aangehoor, met uitspraak wat op 29 Maart 2007 gelewer is ten gunste van die VV. Die hof het beslis dat die Minister se besluit om die dorp se naam te verander tersyde gestel word op grond van onvoldoende konsultasie en Louis Trichardt was weer Louis Trichardt. Die Makhado Munisipaliteit het egter weer begin met ‘n poging om die naam na Makhado te verander en, op aanbeveling van die Suid-Afrikaanse Geografiese Name Raad, het die Minister van Sport, Kuns en Kultuur in daardie stadium, mnr. Paul Mashatile, weer die dorp se naam na Makhado verander. Weer het die VV toegetree tot die stryd. Hulle het ‘n hersieningsaansoek in die Hooggeregshof gebring dat die Minister die rekord moet beskikbaar stel van inligting wat hom tot sy besluit
aangespoor het. Die rekord wat die VV egter ontvang het, was nie volledig nie en die VV het toe ‘n aansoek gebring dat die Minister verplig word om die rekord met die nodige inligting aan te vul. Dit is belangrik om te noem dat die respondente in die VV se hersieningsaansoek eerstens die Minister van Kuns en Kultuur was, tweedens die voorsitter van die Geografiese Name Raad en derdens die Makhado Munisipaliteit was. Die VV het reeds
te maak. Daar was egter talle vertragings, wat die VV genoop het om ‘n tussentydse aansoek te bring om die Minister te verplig om die rekord aan te vul. ‘n Hooggeregshofdatum is vir 30 Oktober 2014 geskeduleer om uitslag te gee oor die VV se hersieningsaansoek. ‘n Paar dae voor die hofdatum het die Minister van Kuns en Kultuur in daardie stadium, mnr. Nathi Mthethwa, egter aangedui dat hy eerder met die VV gaan skik oor
toe aangedui dat hulle nie enige regsaksie van die munisipaliteit verlang nie, maar hulle bloot aangeheg het as respondent omdat die munisipaliteit belang het by die saak. Daar was egter ‘n voorwaarde: Die VV sou ‘n kostebevel aanvra sou enige partye, insluitend die munisipaliteit, die hersieningsaansoek opponeer. Die Minister het ‘n sekere tydperk gehad om die rekord van die besluitnemingsproses beskikbaar
hulle hersieningsaansoek, omdat hy nie oortuig is daarvan was dat die rekord oor genoegsame bewyse beskik dat daar voldoende gekonsulteer is oor die naamsverandering nie. Hierdie skikking is op 30 Oktober 2014 deur die Hooggeregshof bekragtig en die kantoor van die Minister het by monde van hul regverteenwoordiger, me. Doris Tshepe, gesê dat die Minister volstaan by die hof se beslissing om die tweede naamsverandering
na Makhado tersyde te stel. Die minister het ook aangedui dat hy die VV se regskostes ten opsigte van hul hersieningsaansoek sou betaal. Dit het die een probleem opgelos, maar nie die kwessie van die VV se kostes ten opsigte van hul tussentydse aansoek om die rekord aan te vul nie. In daardie stadium was die proses bloot ‘n akademiese oefening, aangesien die Minister toe reeds aangedui het dat die rekord nie volledig was nie. Uitspraak oor die kostes van hierdie aansoek is uitgestel. Die VV het die kwessie oor die kostebevel na die Hooggeregshof verwys, met Regter Legodi wat op 19 Junie 2015 gelas het dat die Minister van Kuns en Kultuur ook hierdie kostes van die VV moes betaal. Amper ‘n jaar na die 30 Oktober 2014 uitspraak, op 16 Oktober 2015, het die Makhado Munisipaliteit ‘n aansoek by die hof ingedien dat die VV se hersieningsaansoek wat gelei het tot die Hooggeregshof se Oktober 2014 uitspraak, heropen moes word. Hulle het in hul aansoek gevra dat die hof die skikking tussen Minister Mthethwa en die VV tersyde moes stel, om vir hulle kans te gee om die VV se hersieningsaansoek te opponeer. Die munisipaliteit het aangevoer dat hulle nie geweet het dat hulle self die aansoek moes opponeer nie, maar onder die indruk was dat die Minister van Kuns en Kultuur en die voorsitter van die Geografiese Name Raad dit namens hulle gaan doen. Hierdie aansoek het Dinsdag voor die Hooggeregshof gedien, feitlik drie jaar nadat dit gebring is. Die VV het weer die munisipaliteit se aansoek teëgestaan. Hulle het geargumenteer dat die munisipaliteit te lank geneem het om hul aansoek te bring en dat hul aksies die finaliteit van die regsproses skend. Die VV het ook aangevoer dat die munisipaliteit nie bevoeg is om so ‘n aansoek na die hof te bring nie, aangesien hulle nooit die aanvanklike hersieningsproses geopponeer het nie. When the documentary Blood Lions was released in 2015, people were shocked that the filming of the bred-in-captivity, emaciated lions had taken place on a local farm in Alldays. What is happening to South African lions now has further shocked the world. The National Council of Societies for the Prevention of Cruelty to Animals (NSPCA) recently applied for an urgent interdict in response to the South African government’s illegal setting of annual quotas for the legal export of lion bones – 1 500 lion skeletons to be exact - for the year of 2018 alone. The export of lion bones was not a new practice, said Trendler, but the quantities now in play were sky-high and not in any way sustainable. Breeding lions for their bones as a business enterprise started gaining momentum in 2008, purely because of the continued extinction of tiger species (three species of tiger are now completely extinct). In Asia, tiger bones have been used historically in traditional medicines. With China banning the trade in tiger bones, lion bones became the new ingredient for these potions. lions bred in captivity, but the checks are carried out too randomly to make any difference. Trendler said that the same people who were buying legal lion bones were buying poached rhino horn, pangolin, and other illegal animals or their parts. They do not care where these come from, and the demand for these things is not decreasing, because of their scarcity. The prices just keep going up, making the trade more appealing to many. She said that lions bred primarily for their bones meant that their care, feeding, and upkeep until their bones were adult-sized and ready for harvesting were of no interest to potential purchasers. The bones of an emaciated, miserable lion that has never been out of a backyard-sized enclosure before being slaughtered are worth no less than a well-fed, free-roaming, king-of-the-jungle type cat. “There are no regulations for the farming and the slaughter of lions,” said Trendler. She added that appalling cruelty was taking place, with no laws in place to protect lions bred to be slaughtered for their bones. “With cattle or other farming, there are at least laws and regulations, and SPCA officials have something to work with when they enter facilities that breed animals for slaughter or for other reasons. Lions have no protection in this way, and South African-bred tigers are even worse off because they are a non-indigenous species.” Right now, in South Africa, 3 000 wild lions and approximately 8 000 lions kept in captivity can be found. The Conference of the Parties to CITES 2017 (CoP17) did not raise protection for lions to Appendix 1, which is the level of maximum protection generally awarded to endangered species, and that was requested by nine African countries, which excluded South Africa. South Africa, instead, was issued with the legal rights to export fixed quotas of lion bones. The reasoning behind this move was that it would “end the illegal lion-bone trade”. Trendler told the Zoutpansberger that this industry was currently very much under the radar. No official numbers were obtainable regarding the number of registered lion breeders, although the fact that the number of breeders stands at 200 is known. Slaughterhouses that have been seen by the NSPCA thus far are only those that have been reported by members of the public because of extreme cases of cruelty in the care, handling and slaughter of certain lions.

Baie inwoners van Louis Trichardt het nou al seker gewoond geraak daaraan om troppe beeste in die dorp se strate te sien. Veral in die omgewing van Skuldbult gaan mens sukkel om nie elke dag vars beesmis in strate, op sypaadjies en in tuine te kry nie. Dit is omdat die groot trop beeste in die Hanglip Bosbouplantasie nou byna elke aand die dorp binnekom, op soek na weiding. Party mense mag dalk dink dit is ‘n goedkoop manier om die tuin te bemes, maar ander is minder gelukkig daaroor. Een van hulle is Rampie Gilfillan van die Soutpansberg Gholfklub, want telkens vind die trop beeste hulle weg tot op die gholfbaan. “Hulle trap ons setperke stukkend. Ons het dit nou al hoeveel maal aan die owerhede gerapporteer, insluitend die munisipaliteit, verkeersafdeling en polisie, maar hulle doen niks,” het Gilfillan gesê.
Dit is blykbaar bekend aan die munisipaliteit, wat verantwoordelik is om die beeste te verwyder en op te sluit in die munisipaliteit skut, wie die eienaar(s) van die beeste is. In ‘n medianavraag aan die munisipaliteit is gevra waarom die beeste nog nooit geskut is nie en waarom daar nog nooit teen die eienaar(s) opgetree is nie? Hierdie vrae is egter geïgnoreer, met die munisipaliteit wat aangevoer het dat hulle nog nooit die beeste kon skut nie, aangesien die vragmotor waarmee die beeste na die skut aangery moes word, stukkend was. “Ons is ten volle bewus van die probleem,” het munisipale woordvoerder mnr. Louis Bobodi gesê. Hy het ook aangedui dat die rede vir hul gebrek aan optrede was dat hulle in die proses was om die vragmotor te herstel. “Die vragmotor is nou herstel en ons is gereed om ons dorp skoon te hou van rondloperdiere. Ons vra om verskoning vir enige ongerief wat veroorsaak is,” het Bobodi gesê.

12 years in jail for something he didn’t do By Aidan Jones
“Twelve years,” he says, slapping his hands together and shaking his head. “Twelve years. Twelve years.” Samuel Ntshavheni Nndwambi was a carpenter and the breadwinner for his wife and three children. Late one afternoon in early 2006, Samuel was completing a table for a client in his home workshop in Thohoyandou when the police came to arrest him. “I was shocked. When I asked the police why they were arresting me, they said, ‘We will talk when we get there.’” A few months later, after a brief trial, Samuel was transported to Kutama Sinthumule maximum security prison to begin a life sentence for murder. He was 39 years old. On 14 June 2018, the Supreme Court of Appeal (SCA) ordered his immediate release, saying that then Acting Judge Ephraim Makgoba had convicted Samuel on scant evidence. “Life is hard in prison, especially when you know you are innocent,” says Samuel. “You get up in the morning and you know you did nothing. And you’re amongst people who have actually committed violent crimes. You are lost. You don’t know what you are doing there, but there’s nowhere to go.”
According to the SCA, Mushweu’s testimony was the only evidence the state had against Samuel and Marcus and could not be relied upon to convict. “No evidence was led by the State other than that of the accused, who incriminated his co-accused,” the judgment states. Marcus says he had only met Mushweu twice. “He had a girlfriend in Shayandima [a village in Thohoyandou] and took my taxi there twice,” he says. Samuel says he was only briefly acquainted with his co-accused. Samuel was represented by Legal Aid before Sigwavhulimu Attorneys’ involvement. “Ten years represented by Legal Aid and nothing happens! … Until Sigwavhulimu came along.” Ramanyimi says she became aware of Samuel through her involvement as counsel on Marcus’s case. “We looked at the court records and thought it would only be just to assist [Samuel] as well,” says Ramanyimi. “We approached his sister first and got to know the family. We went to him in prison to ask if we could represent him. We then terminated the mandate of Legal Aid, and that is when we started with the paperwork.” Samuel Nndwambi was wrongfully convicted for murder and served 12 years of a life sentence before being released in June 2018. Remember the weekly Wag ‘n Purrs Animal Welfare
The Louis Trichardt SPCA would like to remind residents of their Wag ‘n Purr mornings that happen every Saturday between 10:00 and 12:00 at the SPCA kennels. Members of the public are encouraged to come and walk the dogs or to spend some quality kitty time in the cattery. For people who just love animals and want to give them a bit of
affection, this is a great way to spend a couple of hours. This is meant to be a joyful experience where dogs get to play outdoors with humans, and cats and kittens can also get much-needed weekly doses of love. It also provides a wonderful opportunity for animal lovers who live in flats or, for some reason, are unable to own their own dog or cat to regularly help give a little happiness to some who would really appreciate it. The SPCA’s Alicia Thomas would also like to remind dog and cat owners that Parvo (Cat Flu) is a deadly disease that can lead to thousands of rands in vet bills or an unnecessary death. “It would make a huge difference if people would vaccinate their puppies and kittens in good time,” said Alicia. This often fatal virus takes hold very quickly and is highly contagious, spreading easily for weeks after infection by a single animal. While it often infects puppies and young dogs, dogs or cats of any age can get Parvo, which is why the SPCA so strongly recommends that all owners make sure to vaccinate their furry friends against it. “Make sure that your dog or cat gets that 5-in-1 to avoid huge vet bills or a broken heart later. Find out what vaccinations will be needed and when, and then mark the dates on your calendar, so you remember to get them done on time,” said Alicia. Alicia says that not waiting until your pet is chronically ill before seeking help is essential. “As soon as you realise that something is wrong, seek professional help. Vomiting, diarrhoea or if your dog or cat looks to be in pain or depressed are signs to get assistance fast,” said Alicia. For more information, phone Alicia at Tel 084 900 5332.

gekry word, los hom maar net dat hy aanbeweeg. Hy is waar hy hoort, in die natuur,” het Van Rooyen gesê. Hy het bygevoeg dat hy en Frikkie ook geskakel kan word vir raad ten opsigte van slangbyte.
In verlede week se Zoutpansberger het ons inwoners gewaarsku dat die warm, droë omstandighede tans gunstige toestande is om slange na jou huis te lok. Van hierdie week af kyk ons na watter slange inwoners van die Soutpansberg as besoekers kan verwag. Die wipneuskobra (Naja Annulifera) is een van die twee kobraspesies wat in die gebied voorkom. “Die wipneuskobra is die tweede grootste kobra in Afrika en kan meer as 2,5 meter lank word, met ‘n gemiddelde lengte van 1,8 tot 2 meter. Hierd ie kobra is gebiedsgebonde en het gewoonlik ‘n permanente skuiling of twee in die gebied waar hulle aangetref word, dikwels ou termiethope, ystervarkgate, hol bome ensovoort,” het Louis Trichardt se eie slangvanger en -kenner, Jan “Slang” van Rooyen, gesê. Van Rooyen het gesê dat alhoewel wipneuskobras dodelik is vir die mens en ‘n kragtige neurotoksiese gif met sitotoksiese komponente het, sal hy nie maklik net byt nie. “...maar hy moet in elk geval eerder vermy word. Wanneer hierdie slag bedreig voel, sal hy sy voorlyf oplig en ‘n breë bak maak as ‘n waarskuwing,” het Van Rooyen gesê. Volgens Van Rooyen spoeg wipneuskobras nie hulle gif nie en kom voor in verskillende kleure en ook in ‘n gebande vorm (vandaar die ou mense se noemnaam lapslang). “Indien ‘n persoon op ‘n wipneuskobra afkom, sal die slang sy voorlyf Een van die slange wat in die Soutpansberge aangetref word, is optel en ‘n breë bak maak. Waar dit bloot ons menslike natuur apart van sonde aandui, soos toe die Woord (Christus) “vlees” geword het (Joh.1:14 ) en dat God “sy eie Seun in die gelykheid van die sondige vlees” gestuur het (Romeine 8:3), is “vlees” as bloot ons menslike natuur neutraal, en moet dit van “ons oue mens” wat geheel en al boos en bedorwe is en wat geen mens kan tem of hervorm nie, onderskei word. Wanneer die Skrif praat van die “sonde in die vlees” wat ons “vleeslik” maak en ons vleeslike dinge laat doen en ons selfs “vyandskap teen God” laat bedink (Rom. 8:5-8), beteken dit dat die vreemde indringer wat die innerlike mens binnegedring het, ook die uiterlike mens gekaap het, die hele mens “vleeslik” maak en as ‘n werktuig van ongeregtigheid misbruik. Ons menslike natuur, wat God nooit van ons wegneem nie, het onder beheer van die sonde ontaard (Rom. 8:6,7). Christus het egter “die sonde veroordeel in die vlees”, daarom kan ons van “die liggaam van die sondige vlees” (ons menslike natuur onder beheer van die sonde – Kolossense 2:11) bevry word as dit deur ‘n geestelike operasie, of “besnydenis van die hart” verwyder word (Kolossense 2:11). Slegs dan kan ek myself tot beskikking van God stel as iemand wat uit die dood lewend geword het en van sonde bevry is. Die nuwe Heerser, die Heilige Gees, werk dan deur al my lede sy heerlike vrug tot heiligmaking uit (Romeine 6:22). “Maar dié wat aan Christus Jesus behoort, het die vlees met sy hartstogte en begeerlikhede gekruisig. As ons deur die Gees lewe, laat ons ook deur die Gees wandel” (Galasiërs 5:24,25). In verlede week se Zoutpansberger is Bernice Meiring van Hoërskool Louis Trichardt, wat op 15 September deelgeneem het aan die nasionale Podiumpret-kompetisie in die Paarl, geluk gewens met haar prestasies. In die onderskrif is aangedui dat sy ‘n derde plek behaal het in die redenaarsafdeling met 79%. Sy het egter 97% in die afdeling behaal het. Sy was ook die graadwenner van die voorbereide lees (99%), onvoorbereide lees (98%) en voorbereide gedig (91,5%). Bernice se naam sal op ‘n plaatjie by die Olienhoutboom in die tuin van die Afrikaanse Taalmonument aangebring word. Sy bedank graag al die borge wat dit vir haar moontlik gemaak het om deel te neem.
Hoërskool Eric Louw in Musina het hierdie jaar ‘n baie suksesvolle interhoër swemgala aangebied. Skole wat deelgeneem het, het ingesluit Hoërskole Ben Vorster, Merensky, Frans du Toit, Louis Trichardt, Eric Louw en Stanford Lake College. Hoërskool Louis Trichardt is baie trots op hierdie ses lede van sy meisies bergfietspan wat as sesde beste meisiesspan uit die stryd tree tydens die nasionale finaal van die SPUR XCO-skoleliga by Hoërskool Bekker in Magaliesburg. Hoërskool Louis Trichardt se meisie bergfietsspan het hulself weereens goed van hul taak gekwyt deur algeheel sesde te eindig tydens die finaal van die interprovinsiale Spur XCO Bergfietsliga wat die afgelope naweek by Hoërskool Bekker in Magaliesburg beslis is. Triegies het as provinsiale wenners van die Limpopo-liga twaalf fietsryers, ses seuns en ses meisies, na die finaal by Bekker gestuur. In totaal het 1 324 kinders in Limpopo aan die liga deelgeneem. Vanjaar was die 10de keer dat die nasionale skole Spur XCO-liga aangebied is. In hierdie tydperk het oor die 70 000 kinders van meer as 500 skole daaraan deelgeneem. Die finaal by Bekker het verlede Vrydag by Hoër Landbouskool Bekker begin met die interskole
kompetisie. Dit is Saterdag opgevolg met die interprovinsiale kompetisie. Triegies se meisiespan, bestaande uit Jennavieve Truter, Christelle Coetzer, Eliz-Mari Pretorius, Danelle Venter, Vossie van Zyl, Dominique Nel en Michelle Steyn, was die sesde beste skolespan in die land met 45 punte. In dié afdeling het 55 skole deelgeneem. Eerste was Thomas Moore met 64 punte, tweede Menlo Park met 61 punte, derde Lydenburg met 58 punte, vierde Renish GHS met 56 punte en Transvalia vyfde met 51 punte. Triegies se seunsspan, bestaande uit Richard Lambert, Rohan Cronjé, Calvin Lee, De Wet du Toit en Ditau Mandobe, was algeheel 43ste uit 75 skole. Hierdie vier meisies van Hoërskool Louis Trichardt het Dinsdag, tydens die skool se prysuitdeling vir sport en kultuur, erkenning gekry vir hul prestasies in krieket. Die Louis Trichardt Rolbalklub bied weer eersdaags hulle gewilde besigheidsliga aan. Dit sal oudergewoonte plaasvind oor drie Donderdae, met die eerste wedstryde wat op 18 Oktober gespeel sal word. Twaalf spanne kan inskryf en die finaal sal op 1 November beslis word. Die hoofdoel van die liga is om rolbal as sportsoort te bevorder, om fondse vir die klub in te samel en om dit net te geniet. Enige
instansie of besigheid kan ‘n span inskryf of borg. ‘n Span kan bestaan uit vier nie-rolbalspelers of, indien verkies, drie nie-rolbalspeler plus een klublid. Daar sal wel klublede wees om te help.
