Die Soutpansberg het nie die ANC-regering se voorneme om plase te onteien sonder vergoeding vrygespring nie, met twee plase in die streek wat hiervoor uitgesonder is. Die vraag is egter: Hoekom juis hierdie twee plase? AfriForum het op 12 Augustus ‘n lys van plaas­ name gepubliseer wat hulle klaarblyklik vanaf ‘n vertroulike bron ontvang het. Die lys, wat na bewering binne die Departement van Landelike Ontwikkeling en Grondhervorming versprei is, bevat die name van 195 plase en eiendomme wat vir onteiening geoormerk word. Heel bo­aan die lys is die name van die plase Salaita 188 MT en Lukin 643. Beide plase is geleë net noord van die Soutpansberg, in die Nzhelele vallei. Toevallig lê die plase langs mekaar en toevallig behoort beide plase aan Akkerland Bo­ erdery, ‘n maatskappy. Dit is egter nie waar die toevallighede aangaande hierdie twee eiendomme stop nie. Afriforum se publikasie van die lys het nie net paniek by genoemde grondeienaars veroorsaak nie, maar ook ‘n landswye debat oor die egtheid daarvan. Die departement betwis die bestaan van die lys, so ook Agri SA. “Agri SA bevraagteken die status en inhoud van die uitgelekte lys van plase wat na bewering vir onteiening sonder vergoeding (OSV) geoormerk is. Dié lys is die naweek bek­ endgemaak en het tot paniek onder grondeienaars gelei. Dit volg op ‘n aanvanklike bangmaak­taktiek deur die ANC om 139 plase vir OSV te teiken,” het Agri SA se media verklaring Maandag gelees. In die verklaring word Dan Kriek, president van Agri SA, aangehaal dat hulle besig is om die geloofwaardigheid van die lys van plase te verifieer. “Dit is onverantwoordelik van AfriForum om onbevestigde inligting te publiseer, juis omdat dit opruiend is,” het Kriek gesê. Volgens Kriek het ‘n blitsopname gewys dat die lys onakkurate inligting

bevat wat maklik was om te verifieer. Twee Soutpansberg plase ook op lys (Vervolg vanaf p. 1) Die meer oplettende lesers sal die name onthou as twee van die plase wat volgens die destydse Coal of Africa Limited (nou bekend as MC Mining) se besigheidsplan sou deel vorm van hulle Makhado Projek. Nadat hulle prospekteerregte op die plaas bekom het, het hulle gepoog om toegang tot die plaas te kry. Die eienaars het egter toegang teëgestaan en uiteindelik het die saak ‘n draai gaan maak in die Noord Gau­ teng Hooggeregshof in 2012. In 2014 het die hof egter beslis dat die eienaars nie die myn toegang tot hul plaas kan weier nie. Nodeloos om te sê, dit het geensins bygedra daartoe om die gespanne verhouding tussen die myn en die eienaars van die plase op te klaar nie. Die Zoutpansberger het Dins­ dag ‘n telefoniese onderhoud gevoer met mnr. Johan Steen­ kamp, een van die direkteure van Akkerland Boerdery. Volgens Steenkamp is daar ‘n lang aanloop tot die huidige

Dit het alles te doen met die myn. Die Makhado rif (steenkool) is sowat R70 miljard werd en sowat 50% van die rif lê onder Lukin en Salaita,” het Steenkamp gesê. Oor wat hulle volgende stap gaan wees, is Steenkamp in hier­ die stadium onseker. “Ek kan nie vir jou sê nie. Ek het reeds Maandag met AfriForum gesels, en hulle gaan deel wees van die proses,” het Steenkamp gesê. Hy het die TLA Noord se standpunt beaam. “Ons gaan hierdie ding beveg,” het hy gesê. Steenkamp-hulle het die twee plase oor ‘n periode van 21 jaar opgebou. “Hoe gaan mens vorentoe onder hierdie omstan­ dighede?” het Steenkamp gevra.

The incidence of violent crimes escalated the past two weeks in the Soutpansberg district, with murderers and thieves making their presence widely known. Following in the wake of five farm attacks last week, all taking place and being reported within a 48-hour period, this has been a tense time for local farmers and town residents alike in South Africa. On 9 August, a man was shot and killed on a farm near Bandelierkop. The incident happened near the sleeping quarters on the farm Driekloof, owned by Mr Gert Reynecke. An employee was shot by unknown assailants in what appeared to be a deliberate act and a case of mistaken identity rather than an attempted farm burglary. The victim later died of his wounds. Makhado Police spokesperson Constable Irene Radzilane said that a murder investigation was underway and that no arrests had thus far been made in this case. On 11 August, in the early hours of the morn­ ing, the Adam’s Apple Hotel and Conference Centre was the scene of a violent armed robbery. Radzilane stated that two robbers gained access to the manager’s quarters, both armed with pistols that they aimed at him while demanding cash and keys. A further two thugs then also entered, one armed with a panga and the other with a crowbar, while another two waited outside. The six crim­ inals made off with 12 plasma television sets, a valuable wristwatch and an undisclosed amount of money and valuables. Two of the TVs were later recovered by the police. No serious injuries

were reported, and the police are investigating the matter. If anyone has any information related to this case, they are requested to contact Detective W/O Mailula at the Bandelierkop Police Station on 066 480 0414 urgently. Also on 11 August, the owner of a popular pet shop in Krogh street was viciously attacked. Const Radzilane stated that the shop owner was allegedly surprised at about 17:45 when two suspects approached him, one armed with a pistol and another one with a knife, demanding money. They allegedly bound him with tape, assaulted him with the butt of the pistol and managed to escape with an undisclosed amount of cash, valuables, and jewellery. They drove away in his VW Polo Classic, Registration Number DDR289L. On a more positive note, in a media statement dated 13 August, the SAPS in Limpopo said that, in simultaneous joint operations, 546 persons aged between 19 and 56 had been arrested on suspicion of various crimes. These include housebreaking and theft, theft of a motor vehicle, carjacking, illegal immigration, house and business robbery, possession of firearms and ammunition without a licence, and possession of suspected stolen property. Included in the items recovered during these operations were 23 motor vehicles (some confiscated while transporting dagga and others suspected of having been stolen), seven firearms with ammunition and two magazines, seven cell phones, cash, marijuana, electric cable, and various other items.

Two managers in court after theft Court News

The two people arrested for the burglary at Pick n Pay in Louis Trichardt last week are both managers at the store. Employees arrived at the store in Makhado Crossing on the morning of 2 August and found that a large, undisclosed amount of cash had been stolen from the cash office by unknown suspects. It was unknown how the suspects had gained access to the store.

Following the burglary, the police urged Khutso Michael Maponya (28) from Lenyenye Township outside Tzaneen to come to the Makhado SAPS or to go to his nearest police station to assist with investigations in this matter. Maponya was obvi­ ously more than just a person of interest to the police. He and the 33-year-old Maropeng Maake were arrested by the police on 6 August just outside Louis Trich­ ardt on the N1 north.

It turns out that Maponya and Maake are not only col­ leagues, but both are managers at Pick n Pay in Louis Trich­ ardt. According to information received, Maponya is a floor manager, while Maake is a per­ ishable-foods manager. Maponya and Maake appeared in the court in Louis Trichardt last Friday. Both were denied bail and their case was postponed to Thursday, 16 August, for a bail application.

Hy was ‘n liefdevolle mens gewees, veral vir sy kliënte, die meeste van wie hy vir jare op sy hande gedra het. Gebore op 15 November 1956, was Flippie vir meer as 40 jaar ‘n bekende gesig in die dorp. Hy het gereeld hare gesny by Ons Tuiste en lekker gekuier met die mense daar. “Dit was nie net hare sny nie. Dit was liefde,” het Laurine gesê. “Ons mis hom alreeds verskriklik,” het albei van Flippie se dogters gesê. “As ‘n pa was hy baie streng, maar ook baie liefdevol.” Flippie word oorleef deur sy dogters Laurine, Liezl en Leana, en sy seun, Louis Joubert. Missing man’s body has been found Urgent notice

Please note that the body of the man reported missing on page 8 of this edition has been found. The 34-year-old Mr Matodzi Ian Nemavhidi was reported

missing on 10 August. His body was, however, found next to the Roodewal road on Tuesday afternoon along with his missing VW Golf. It would appear that he committed suicide by hanging himself.

The page carrying the article of Mr Nemavhidi being missing was printed before the latest information was made available by police. Our condolences go out to his bereaved family.

SASSA’s “problem” queue keeps on getting longer By Jo Robinson

Local beneficiaries of South African Social Security Agency (SASSA) grants are still experiencing problems with accessing their money and getting their new gold cards working properly. Pensioners who have serious health and mobility problems say that they are not getting the assistance that SASSA has promised to give them. Following up on a distress call from two local pensioners, both of whom are unable to stand in queues for any period because of extreme and continuous pain, the Zoutpansberger was directed to a new notice on the SASSA office door in Louis Trichardt, which states “Old aged, people with disabilities and pregnant women are not allowed to queue. Please get inside and be assisted”. The sign notwithstanding, the elderly, infirm, and otherwise disabled were directed to the back of the queues to wait their turn with everyone else, regardless of their problems. “We wanted to try and arrange to get our money, but there is no way we can stand for so long. We’re going home,” stated a couple who had been waiting in the queue for hours from before 07:00. Clearly in pain from standing for such a long time, they had no answer when asked what they were going to do next. SASSA remains firm with its plan to stop using Cash Paymaster Services at the end of September this year when the SA Post Office will take over the function of making pay-outs to grant recipients. The past Sunday, SASSA’s public accounts com­ mittee chairperson, Themba Godi, and SASSA’s acting CEO, Abraham Mahlangu, met with grant beneficiaries in Polokwane who are concerned about the closure of current pay points. Address­ ing these concerns, Mahlangu stated that: “There were glitches in the transition, especially the use of new cards in village pay points. Also concerns from local traders at pay points that will be closed that these closures will be catastrophic for local economies. In changing to the new system, we do have challenges. We are showing them where they will be paid. To the people doing economic

activity around pay points, we are saying we are going to pay the grants and you can continue your activities.” SASSA has consistently referred to the many in­ cidences of failure by beneficiaries who depend on these grants for their basic survival to access their money as glitches and has rather concentrated on the positive stories of those who have succeeded in finally drawing their pensions. Grant beneficiaries experiencing difficulties have been encouraged to come in to SASSA offices for assistance. The scenes outside Louis Trichardt’s SASSA offices of wheelchair-bound people queueing, and the very obviously uncomfortable, old, and infirm sitting on the floor in these long lines bely these apparently helpful and positive statements. Pen­ sioners in the lines were too afraid of retribution to provide their names to the Zoutpansberger. Several of them agreed that while they were happy for those who had finally managed to get hold of their money, they were suffering and afraid of what to do next, as the promises of personal attention and help by SASSA were not forthcoming because of the sheer volumes of people seeking assistance. “We are not problems. We are people,” said one elderly lady from her position seated on the floor in the queue, with tears in her eyes. “I have no money to go home now, and no food. I must stay here until somebody helps me get my money.” With six weeks to go to the end of September, SASSA has stated in papers filed with the Consti­ tutional Court that the remaining beneficiaries who have not yet migrated to the new system should be moved without any further problems since the various system glitches that had caused major problems had been addressed. The number affected is just over one million people. “An additional 116 707 beneficiaries from the cash payment file were swapped from July 20 to 26” the court papers state, and that this has left the number of cash beneficia­ ries still to be swapped at 981 962. SASSA continues to maintain that all will be well, if grant recipients remain calm and patient and go to their nearest SASSA office for assistance when needed. From a percentage point of view,

with under a million grant recipients still to be processed into the new system, it would appear that success is in sight, but from a human perspective, this leaves a lot of people still waiting for money that they desperately need. In the introduction to SASSA’s last annual report (2017), the Minister of Social Development, Ms B O Dlamini, states that, on 17 March 2017, the Constitutional Court judgment once again reaf­ firmed that SASSA has a constitutional obligation to administer and pay social grants. In making this declaration, the Constitutional Court has been mindful of Section 27 of the Constitution of the Republic of South Africa (Act 108 of 1996), which provides that everyone has the right to have access to social security, including the right to social as­ sistance, if they are unable to support themselves and their dependents. She says that since SASSA’s inception, the function of paying out social grants has been outsourced to external service providers,

with the understanding that the agency will build the internal capacity to take over this responsibility in the long term. Dlamini adds that, “notwithstanding the transi­ tionary matters that SASSA is seized with, we are pleased with the impressive progress on the other fronts.” By the end of March 2017, some 17, 2 million social grants were being paid, an increase from 10, 9 million in 2006. The Child Support Grant remains the highest, followed by the Old Age Grant. On the other hand, SASSA continued to improve its operational machinery, which contributes to positive beneficiary experience. Currently, more than 70% of grants applications are processed within one day, down from three months in previous financial years. SASSA strongly urges beneficiaries to come to their offices as soon as possible, so that their new cards and processes will be fully operational when the time comes for the use of old cards to be finally stopped.

Op 24 Augustus 1925 het die minister van spoorweë Louis Trichardt besoek en die raad het ‘n sterk kontin­ gent van plaaslike invloedryke mense byeen gekry om die noodsaaklikheid van ‘n stasie in die dorp te beklem­ toon. Van dié beloftes het egter min gekom en in Februarie 1927 het die dorpsraad ‘n afvaardiging gestuur om met die plaaslike lid van die Volksraad, adv. Oswald Pirow, te beraadslaag. Die afvaardiging het bestaan uit raadslede J.B. Bergh, J.A. Beyers, J. Hirschon en die dorpsekretaris. In Junie 1927 het die regering goedkeuring gegee vir die bou van die nuwe stasiekompleks. Een van die voorwaardes vir die bou van die spoorlyn was dat die dorpsraad die grond gratis moes verskaf aan die SA Spoorweë en Hawensadministra­ sie. Ten einde dit reg te kry, moes die raad ruiltransaksies aangaan met verskeie inwoners ingevolge waarvan hul ander erwe ontvang het. Op 2 Mei 1928 het die Uitvoer­ ende Raad van die Provinsie die projek goedgekeur en die bou van die spoorlyn het in alle erns begin. Die nuwe stasie het ook dadelik ‘n uit­ werking gehad op die dorpsbeplanning en Krugerstraat is verleng om by die nuwe spoorweghalte aan te sluit. Die spoorwegstasie op Louis Trich­ ardt is amptelik op 10 Oktober 1928 geopen. The Makhado police are appealing to members of the community to assist with any information that may help in locating a 34-year-old resident, Mr Matodzi Ian Nemavhidi. Nemavhidi stays at 38 Bergview Estate in Louis Trichardt. It is reported that Matodzi was last seen on 10 August at about 09:00 when he drove off from his residence in a White Golf GTI with registration number DSH 223 L. He was apparently planning to go shopping at the local Spar. Some motorists frequently travelling between Louis Trichardt and Musina might have seen by now the dramatic change in scenery on the stretch of the N1 between the two Hendrik Verwoerd Tunnels. For years, vandals have defaced this picturesque tourist stop by painting graffiti on the monument and mountainside. Earlier this month, L&M Construction (a civil engineering company doing road maintenance on the N1-29 Route from Louis-Trichardt to Messina) started cleaning the mountainside by sandblasting the graffiti from the rockface. “We are very proud of this historical area and sandblasted over 600m2 to remove all the dirty names and all graffiti. We would like to thank SANRAL and Penny Farthing SA who gave us the opportunity to re­ store the historical place to its original state,” said Mr Ka­ rel Appel, admi­ni­ stra­tion and safety manager of Ker­ limate Construc­tion. Die wonderlikste van alles is dat Hy elkeen, daarom ook vir jou wat aan Hom behoort, op die naam ken. Die Goeie Herder het vir elkeen ‘n naam, omdat elkeen vir Hom besonders, uniek en kosbaar is. First waterway expedition turns 60 Anniversary

This year marks the 60th anniversary of The First Trans-African Waterway Expedition. The late Dr Daan Marais, a well-known resident of the Soutpansberg, led the first successful eastwest transcontinental crossing of Africa via navigable bodies of water. As a young man, Daan toiled with the idea of travelling across Africa on water for many years. He began an extensive investigation of the terrain, travelling conditions and political stability of the countries they would visit one year prior to the ac­ tual departure. He then commissioned Prodorite in Johannesburg to build the boats, searched for suit­ able support vehicles and began assembling a team. The group set out on 1 June 1958 from the port of Chinde, in the Zambezi estuary on the Indian Ocean, to pioneer and charter an inland journey via navigable bodies of water. They reached the Atlantic Ocean at Banana Point in the mouth of the Congo River on 23 August 1958. The primary purpose was to survey the route to determine the potential development of an equa­ torial water highway, providing arterial links for commerce and industry between the two oceans. The secondary objective was to study and collect scientific specimens, particularly within the fields of parasitology, ornithology and anthropology. The 12-member party represented diverse scien­ tific disciplines and carried the approval of various organisations, including the Council for Scientific and Industrial Research (CSIR), the South African Institute for Medical Research (SAIMR) and an in­ ternational body of scientists. They were requested to collect data and document significant findings en route, in exchange for assistance and technical support from the scientific establishments. Using three small fibreglass boats, they crossed the equator twice via three lakes and seven rivers. An overland support team with a Willys Jeep and a Dodge Power Wagon transported equipment, provisions and fuel and provided portage over im­ passable areas. The trip took 84 days to complete. Although the waterborne crew travelled 5 794 km from the Indian Ocean to the Atlantic Ocean, the

boats were hauled overland for a mere distance of 322 km. The group established that by constructing 386 km of locks and canals between Lake Nyasa (Malawi) and Lake Tanganyika, a transcontinental passage for vessels of modest burden might be pos­ sible in the future. Only two series of rapids in the Congo River, one through the Crystal Mountains and the other at the Stanley (Boyoma) Falls, pre­ vented watercraft from crossing into central Africa. The South African Academy for Science and Art awarded the prestigious Eugène Nielen Marais Commemorative Medal to Daan in 1995, in honour of the expedition. Daan’s daughter, Lynne Ras, wrote an excep­ tional book about the expedition. The manuscript took four years to complete as the content was compiled from verbal accounts by Daan, hand­ written notes recorded by Piet Greyling, extracts from other books, newspaper reports and articles from magazines. The book, “In Search of an Equatorial Water Highway”, follows the journey of the 12-member expedition party attempting to cross the African continent by water. Set in 1958, the story outlines the arduous trip and portrays the team’s determi­

nation to succeed. It highlights their misfortune and anguish, describing how they improvised to overcome adversities. The content alludes to the essence of human nature, recounting camaraderie, occasional conflicts and humorous squabbles. This factual account of The First Trans-African Waterway Expedition reflects the courage and perseverance of a small group of men and women intent on achieving the almost impossible. “I was asked to assist with proofreading the first manuscript that Lynne brought to the print shop. Her writing style is unusual and very soon began to appeal to me. Her minutely detailed and fluid account of her father’s expedition, which had taken place so many years ago, was so gripping that I became a hopeless proofreader as I followed the team through their tribulations and joys! What a wonderful tribute Lynne has paid to her late father, Daan Marais, and all the members of that heroic team,” said local historian and tour guide Charles Leach. Leeuwenhof net te sterk vir Witleeus in semifinaal Skolerugby

Hoërskool Louis Trichardt se hoop om in die finaal van die Virseker Beker se derdeliga te speel is die afgelope naweek deur Hoërskool Leeuwenhof verpletter. Triegies se eerste rugbyspan, oftewel die Wit­ leeus, het ‘n spogseisoen agter die rug en dit was juis hulle goeie vertoning wat aan hulle Saterdag ‘n plek besorg het in die semifinale ronde van die Virseker Beker teen Leeuwenhof. Dit nadat hulle in die eerste uitspeelwedstryd vir Fochville 39-29 geklop het, en daarna 34-26 afgereken het met Hoërskool Stofberg van Brakpan in die kwartein­ dronde. Die seuns het verlede Vrydag na Bedfordview in Johannesburg vertrek, waar hulle die kans gehad het om op Ellispark te oefen. Die Leeus se motiveringspreker, Jannie Putter, het ook die seuns kom moed inpraat.

Tog was ‘n oorwinning die Witleeus nie Saterdag beskore nie. “Die was ‘n spannende wedstryd gewees. Leeu­ wenhof het eerste punte aangeteken en van daar af kon die Witleeus nie weer die agterstand inhaal nie. Die eindtelling was 29-17 in Leeuwenhof se guns,” het afrigter Armand Stander gesê. Die span se driedrukkers was binnesenter Johannes Joubert, wat twee keer agter Leeuwenhof se doellyn gaan kuier het, en vleuel Karabo Maofhe, wat een drie gaan druk het. Stander het die seuns geloof vir hulle goeie spel die seisoen. “Ons wil ook baie dankie sê aan almal wat ons ondersteun het deur die jaar. Dit sluit in die gemeenskap, ouers, skool en al ons borge. Ek dink in besonder aan Thompson’s Motors, Limpopo Melkery, Spar en Dunlop as borge. Die wedren is gewen deur Sheldon Muller in een uur, 45 minute en agt sekondes. Broers Benjamin en Joshua Baber wat Waterberg was onderskeidelik 2de en 3de in een uur, 46 minute en 53 sekondes en een uur, 47 minute en 36 sekondes. Louis Trichardt het darem ‘n plek op die podium gehad in die algehele vroue afdeling, met Hoërskool Louis Trichardt se Christelle Coetzer wat algeheel tweede was in twee

ure, 14 minute en 18 sekondes. Sy was ook die tweede junior meisie. Anna Guitierrez van Stanford was eerste in twee ure, ses minute en vyf sekondes, met Stanford spanmaat Lara Dando derde in twee ure, 17 minute en 16 sekondes. Ander plaaslike ryers wat podiumplek­ ke in hul kategorieë ingepalm het, was Wessel Furstenburg (tweede o.14 seun), Eliz­Marie Pretorius (eerste o.14 meisie), Marko Roets (derde Elite man) en Jessica Taylor (tweede o.14 meisie). Wat die jongspan betref wat die 15 km­wedren gery het, het Louis Trichardt se ryertjies goed gevaar. Eleen Fursten­ burg was derde in die meisies o.12­afdel­ ing, Catelyn de Beer vierde in dieselfde afdeling, Mieke Veldman derde in die meisies o.14­afdeling, Gerhard Fursten­ burg vyfde in die o.10­afdeling en Jacques du Preez tweede in die o.14­afdeling. Hoërskool Eric Louw in Musina spog met twee kranige o.15 landlopers, Stephi en Carmen Roos, wat opgeneem is in die provinsiale landloopspan. Hulle het op 4 Augustus in Polokwane deelgeneem aan die Limpopo Kampioenskappe. Stephi behaal ‘n vierde plek, terwyl haar tweelingsussie ‘n vyfde plek inpalm. Albei kwalifiseer om aan die Suid-Afrikaanse Kampioenskappe te gaan deelneem wat op 8 September in Port Elizabeth beslis word. Foto verskaf.
