Bushvalley gets green light By Andries van Zyl Almost two decades after the application for the Bushvalley township development outside of Louis Trichardt was first submitted, developers finally got the green light to proceed after approval for the project was published in the Provincial Gazette of 11 February under Notice 184 of 2022. The initial propagators of the development included Ian McDonald and Herman Scheepers, who made their first informal residential application in November 2004, which was then approved in principle by the Makhado Municipality in May 2005. When the technical planning
and development design was complete, a formal application was submitted in November of 2005. The development was to take place on several portions of the farm Vondeling. The development, however, hit several snags along the way and basically fell dormant after Scheepers passed away in 2014. But new life was blown into the proposed development in 2020 when the African Group of Properties Limited stepped in, buying the portions of land earmarked for development from landowner McDonald. The African Group of Properties Limited then submitted a new application for the township development which, as stated, was granted. This process took almost two years. (Contd on P2)

(Contd from P1) According to Ms Lizet Joubert of Lizet Joubert Properties, they sold almost 80% of the residential properties within the first three months of marketing the township development in 2020, with prices ranging between R330 000 and R480 000 per stand. The Bushvalley township is a just-more-than34-hectare development, about half a kilometre east of Kameel Street. It comprises 234 residential sites. The smallest stands are 600m2 and the largest 3 083m2. The average stand size is 1 572m2 and the prevailing stand size is 1 000m2. The development of these erven will take place in two phases. This development includes two high-density housing sites in each of the two phases of about 1 hectare each. At the entrance to the development from Bauhinia Street, two business properties of just more than 2 000m2 and 3 000m2 are also envisaged. According to the township approval, the African Group of Properties Limited will be responsible for the consolidation of the seven portions of the farm Vondeling on which the development
is situated. They will also be responsible for the provision and installation of water, electricity, and sanitation, as well as the construction of roads and storm-water drainage in and for the township. Regarding this, Joubert said the developers were eager to get started and said that property buyers might be able to start building
within the next three months. Water connections have already been made by the Vhembe District Municipality and the groundwork regarding streets and electricity supply has already been done. Streets will be paved, boasting bird names such as Babbler-, Woodpecker-, Cormorant-, Lourie- and Bee-Eater Street.

Vhembe municipalities receive 7% of VBS losses By Anton van Zyl The Vhembe municipalities that have lost hundreds of millions in the VBS Bank saga received some compensation from the bank’s liquidator the past week. The amounts received are, however, dismal compared to what was lost. The liquidator also seems to have only moderate successes in recovering the squandered money. The local municipality that lost the most in the process is the Vhembe District Municipality (VDM). The VDM invested a total of R1,07 billion of its ratepayers’ money in the fraud-ridden bank. When what many described as nothing other than a Ponzi scheme collapsed, the VDM was R300 million out of pocket. The bank’s liquidator, Mr Anoosh Rooplal, announced last week that a first liquidation dividend of 7 cents in the rand is being paid to all proven concurrent creditors. This would mean that VDM will receive a payment of R21 million. In a press statement, Rooplal says that preferential creditors and concurrent creditors will each get their share of the approximately R159 million that could thus far be recovered. “Preferential creditors include ex-employees of VBS Mutual Bank. Those employees have received payment of both their preferent claims and a portion of their concurrent claims. All 26 employees have received a final settlement up to R28 000 for their preferent claims as stipulated by the Insolvency Act. Employees’ claims that are over R28 000 in value rank equally with other concurrent creditors,” he explained. Rooplal said that approximately R110 million would be paid to the relevant municipalities that had invested in the bank. In total, 13 municipalities invested in VBS, which include four Vhembe-based municipalities, namely VDM, Makhado Municipality, Collins Chabane Municipality and Thulamela Municipality. Thulamela Municipality invested R30 million in the bank, but recovered the money before the bank folded. Collins Chabane Municipality still had an investment of R120 million in VBS when the bank was liquidated. This municipality will receive R8,4 million. Makhado Municipality invested R155 million in VBS but called in part of the deposits before the scam became evident. When the bank folded, Makhado was still owed R53,53 million. This municipality can expect to recover just more than R3,74 million of its losses. The effective losses of the various municipalities are, however, much more than what is reflected. If the VDM had invested the funds in a fairly conservative portfolio, the municipality could have received in excess of R1,5 million in interest per month. The VBS fraud started becoming evident in mid-2018, and the bank was liquidated in November that year. Over a period of three and a half years, the municipality lost well in excess of R70 million in interest. Had the people involved acted in a legal and responsible manner, the municipality would not only still have the R300 million but also the interest. When VBS Mutual Bank imploded, not only municipalities suffered huge losses. Hundreds
of individuals and stokvels had their savings tied up in the bank. The SA Reserve Bank guarantee assisted the small depositors in getting their savings, but those who had invested more than R100 000 had to stand in line and wait. “Notwithstanding the fact that massive fraud and theft of some R2.3 billion was perpetrated against this bank, we believe we have made good inroads to recover monies owed to the creditors of the bank. A first dividend distribution of 7 cents in the rand is therefore a great outcome, given the many challenges that the bank faced,” said Rooplal. The liquidator also warned clients who still owe the bank money that the debt must still be repaid. “The liquidation team continues to collect monies due to it from loan account holders,” he said. Rooplal concluded: “My team and I continue to trace and recover the assets of the bank in anticipation of making additional dividend payments to creditors in the future.” One of the prominent people who is alleged to owe the bank millions is the Vhavenda traditional leader, Toni Mphephu Ramabulana. In the Motau report commissioned by the SA Reserve Bank, titled “The Great Bank Heist”, to establish how the bank was plundered, Ramabulana is mentioned as one of the 53 “people of interest”. He allegedly benefited to the tune of tens of millions of rands that flowed into his accounts or those of people and organisations associated with him. “To the best of my knowledge, no amount of R17 million was paid to me‚ gratuitous or otherwise‚” Ramabulana responded in an open letter on 14 October 2018. “Most significantly‚ the (Motau) report does not find that I was part of any criminal enterprise. The report describes the payment as a gratuitous payment,” the letter reads. In August last year, VBS’s liquidator applied for a writ of execution in the Johannesburg High Court, trying to recoup more than R10 million that was allegedly channelled to a trust used to pay the expenses of Ramabulana. The liquidators, SNG Grant Thornton, filed court papers in which they state that the Dzata Trust had failed to repay “loans” it had received from VBS Mutual Bank between February 2016 and February 2017. The outstanding amount, according to the court documents, is at least R10 610 912,32. The court was informed that the Dzata Trust had ignored attempts to remedy the breach through letters of demand addressed to it by Werksmans Attorneys on behalf of VBS. The outcome of this application is uncertain. Questions were sent to the liquidator, asking whether the debt had been settled or whether an agreement was in place for the debt to be settled. Ramabulana previously stated that he would have no problem settling any such debt, provided he be given an exact breakdown of the money he was supposed to owe. At the time of our going to press, the liquidator’s spokesperson could not yet provide any clarity.

Kingship battle gains some momentum after Toni gets stripped of his salary By Anton van Zyl The fight to determine the legitimate ruler of the Vhavenda may go to court before the end of the year. A pre-trial conference was held two weeks ago, and the parties agreed to request a High Court date in October or November. The Vhavenda kingship battle has been continuing for more than a decade now. It started with the controversial decision in 2012 by former President Jacob Zuma to recognise Toni Mphephu-Ramabulana as the new king of the Vhavenda. In December the same year, review applications were launched in the High Court by a contender for the throne, Masindi Clementine Mphephu. What followed was frustrating litigation over many years. The first stop was the Limpopo High Court, where the court first had to rule on various technical issues. The High Court dismissed Ms Mphephu’s application, prompting her legal team to take the matter on appeal. The Supreme Court of Appeal (SCA) overturned the High Court’s decision and emphasised that the royal family had an obligation to reform traditional practices that promoted gender discrimination. The matter was referred back to the High Court and the House of Traditional Leaders was ordered to provide input to the court. The case then made its way to the Constitutional Court, where Toni Mphephu-Ramabulana again suffered a devastating defeat. The court not only ruled against him but also entertained an application to strip him of all his powers. For the administrative gears to get into motion took several months. In December last year, this newspaper group reported on a R5,7 million security contract awarded by the Department of Co-operative Government, Human Settlements and Traditional Affairs (Coghsta) for Toni Mphephu-Ramabulana’s protection. At the stage, he was also still receiving his salary and benefits. Two weeks ago, a rumour did the rounds that
HAMMANN PROPERTIES
the government had stopped paying Ramabulana’s salary, which is in the region of R1,2 million per year. The benefits, such as the security services, were also apparently stopped. The Coghsta spokesperson in Limpopo, Ms Tsakani Baloyi, confirmed this week that the department had stopped all the benefits. She was very evasive when asked about whether benefits would be paid to a person appointed in a temporary capacity. “The support provided by government to traditional leaders is regulated by the Framework on Tools of Trade for Qualifying Traditional Leaders,” she said, without providing clarity. The general expectation is that Toni Mphephu-Ramabulana will be appointed as regent by the royal family, pending a court ruling on the matter. From what could be established, the royal family scheduled a meeting for 16 February.

Traffic deviation on N1 north due to construction Traffic News The South African National Road Agency Ltd (SANRAL) warned this week that motorists travelling north could expect deviations on the N1 just north of Musina in Limpopo. This, says SANRAL in a media statement, is because of a necessary revised configuration on the N1 to enable the construction of a tie-in of the new ring road into the existing N1 between the old R572 intersection, opposite the China Mall, and the temporary deviation intersection
to the R572, some 1,2km further north. According to Hennie Kotze, project engineer at SANRAL’s Northern Region, construction is scheduled to take place from this week until 31 July 2022 and will result in the closure of the existing N1 between these two points. Motorists and others using the N1 in both directions and those who wish to gain access to the R572 from the N1 and from the R572 will be affected. Access to and from Elias Ramuthiveli Street to these routes will also be affected. Road users will be accommodated as follows:

* From Musina along the N1 towards Beitbridge and the R572 - With the existing N1 being permanently closed off just north of the old R572 intersection with the N1, road users will be diverted sharp left opposite the China Mall onto a deviation (at the first intersection – indicated as intersection 1 on the accompanying Intersection 1 diagram). Turn right at the first intersection and continue towards intersection 2. At intersection 2, those heading for Beit Bridge will continue straight and eventually merge with the existing N1 at intersection 3. Road users on their way to the R572 will take the left slip lane at intersection 2 and eventually merge with the R572 along the current R572 deviation. * From Beitbridge along the N1 towards the R572 and Musina - with the existing N1 being closed off permanently at the existing temporary R572 intersection, road users will be diverted gently to the right (as indicated on the accompanying Intersection 3 diagram). Road users on their way to the R572 are to continue to intersection 2 and use the right-turning lane at the intersection. After stopping and turning right, continue on the current R572 deviation until it merges with the R572. Those heading to Musina along the N1 will continue through intersection 2. At intersection 1, they will have to take the sharp-left-turning lane and go through another sharp right turn (opposite the China Mall), where they will merge with the existing N1 to Musina.

After stopping, road users heading for Musina and Elias Ramuthiveli Street will turn sharp right and, after a second stop, will join the N1 Beitbridge Musina traffic through a second right turn in the intersection. Those heading for Beitbridge will, after the first stop, take the slip lane to the left, joining the N1 Musina – Beitbridge traffic. At the next intersection, indicated as intersection 1 on the accompanying diagrams, road users heading for Musina will take the slip lane to the left and go through another sharp right turn (opposite the China Mall) before joining the existing N1 towards Musina. Those heading for Elias Ramuthiveli Street will continue straight through the intersection into Elias Ramuthiveli Street, after stopping. “SANRAL apologises for any inconvenience caused and appreciates the cooperation and patience of road users during the construction period. We furthermore appeal to motorists to approach construction areas with caution, to reduce speed and always be on the lookout for pedestrians and construction workers. We will endeavour to complete the work as soon as possible,” said Kotze.
‘n Maand of so gelede was dit ons huweliksherdenking.
Soos die minnesanger dan sê: “I’ll never [have to] fall in love again ...” “Ja.” Net dit, niks meer nie? Iets moet fout wees.
Terug by die kantoor word Google gekonsulteer. “But now you’ve treated me so wrong I can’t take anymore And it looks like I’m never gonna fall in love again” Arme skepsel, wat het die meisie aan hom gedoen, wonder ek. “But when I caught you in his arms I just broke down and cried And it looks like I’m never gonna fall in love again” Ooeeef ... Dit het duidelik nie reg uitgekom nie. Vervlakste Tom Jones. Regtig!)

4 March Friday
Sponsor’s Evening & Art Exhibition The IsAbility Sport Club in Louis Trichardt will be hosting their annual sponsor’s function on 4 March, which will coincide with an art exhibition in the Emmanuel Christian School hall this year. The art exhibition in the afternoon will feature work from local artists, and a school art competition with the theme “Hope and/ or Embracing Ability”. Entry forms for the school competition are being delivered to the local schools. R500 first-prize money in each of the high school and primary school categories and R200 each for the second-prize winners will be up for grabs. The sponsors’ function that evening cost R200 per person. The guest speaker is Arnu Fourie, a single-leg amputee who was signed to play for the Golden Lions in 2004, but lost his leg in a boating accident. Apparently, when he woke up the next morning after the amputation, the first thing someone said to him was what the world record for the 100-metre sprint was in the World Para-athletics in the T44 class (which would become his classification). So, Arnu embarked on an athletics career and, apart from a number of other world records and medals, he achieved gold and bronze at the 2012 London Paralympics. He is the Financial Director at IMPower (a solar power and energy construction and project management company in the Cape) and a Jumping Kids sponsors. To book or purchase tickets, contact (WhatsApp) Sandy James at Tel 084 506 3333 or e-mail is.ability.limpopo@gmail.com

2022 Jailed & Bailed sets new record Fundraiser The SPCA Louis Trichardt’s annual Jailed & Bailed fundraiser exceeded all expectations this year, with a record amount of R150 000 being raised. “I have no words! Not just have all previous records been smashed, but every single Jailbird made bail this year!” said local SPCA spokesperson Alicia Thomas. Thomas said that this year’s “jailbirds” has been totally amazing. “There have been healthy competition, comradery, support and we even had some jailbirds paying money in for fellow jailbirds to help reach our goals,” said Alicia. The R150 000 cash injection could not have come at a better time for the local SPCA. “Just last week we got the devastating news that our Lotto application has been put on hold and that we will only be able to reapply in April; terrible news for an SPCA that relies solely on fundraising and donations,” said Alicia. This year’s top jailbird was Rampie, and his dog Mila, with a record amount of R31 700 raised. For his effort, Rampie won a relaxing week at the ATKV Eiland Spa. In second place was Sheetal, and her Pug Luna. They raised R20 901. “For quite some time they were leading the pack and these two surely know a lot of people and are clearly loved by many. They had the most payments of all the jailbirds,” said Alicia. In third place was Alicia herself, and her pet pig Charlotte, with R20 800, just missing out on second place.
In total, 13 jailbirds and their pets competed this year. “To our jailbirds - thank you, thank you, thank you! These two small words will never be enough. You have no idea what your efforts mean to us and our animals; because of you, we can breathe a bit easier for a while,” said Alicia. Alicia also thanked their sponsor, ATKV Eiland Spa, for their support and spoiling their winners with such an amazing prize.

Mattheus 26:33.
P
etrus is net van een man seker. - Ds. Johan Marais (Louis Trichardt Baptistekerk)

Eric Louw High School’s 2022 headgirl, Marissa de Coning, recently received a provincial award after excelling, with distinction, in the International Royal Academy of Dance (RAD) graded exam. As the Limpopo winner, she was awarded a cash prize by the Limpopo RAD panel.
