Die King James vertaling sê: ‘Worship the Lord in the beauty of holiness’.

Disgraced magistrate is a “free” man again Disgraced former regional magistrate Ronnie Rambau (58) from Louis Trichardt, who was convicted of corruption and sent to jail last year, is once again a “free” man. The Justice Department’s celebrations in secur ing convictions against Rambau and two co-ac cused, ex-prosecutor Estene Willemse and attorney Tivoneleni Edmond Lubisi, after an eight-year-long court battle, were short-lived when the fact that Rambau was released on medical parole less than two months into his 15-year sentence came to light. The trio were charged with corruption and conspiracy to commit corruption, following their arrest during a police trap in February 2010 for allegedly receiving bribes to influence the outcome of criminal cases.

Rambau, Willemse and Lubisi were all found guilty on charges relating to corruption by the Musina Regional Court on 28 June last year. On 25 October of that year, the same court sentenced Rambau to 15 years’ imprisonment on two counts of corruption. Lubisi was also sentenced to 15 years, but on four counts of corruption. Willemse received a 10-year sentence on two counts of cor ruption. All sentences were to be served concur rently, while the court denied the three men leave to appeal against their sentences. Apparently, Rambau was quietly released from prison on 5 December last year. According to the Department of Correctional Services (DoCS), Rambau was released on medical parole in line with medical reasons as outlined in the department’s medical parole and procedure manual. Rambau was reportedly admitted to jail with a pre-existing condition that was identified upon admission and was verified by departmental medical professionals and reports from private doctors. According to the DoCS, any sentenced offender may be considered for placement on medical parole by the National Commissioner, the Correctional Supervision and Parole Board or the Minister, as the case may be, if such an offender is suffering from a terminal disease or condition, or if such an offender is rendered physically incapacitated as a result of injury, disease, or illness that severely limits daily activity or the inmate’s self-care. An offender may also be released on medical parole if the risk of re-offending is low and appropriate arrangements can be made for the inmate’s super vision, care and treatment within the community into which the inmate is being released. As for the “terms and conditions” of Rambau’s release, he was placed in the medium-risk monitor ing category and must be constantly monitored by a Community Corrections supervisor. He was also placed under house arrest, except when attending to medical procedures.

Minister downplays FMD outbreak to mere “spillage” By Jo Robinson
The announcement last week of an outbreak of foot-and-mouth disease (FMD) in cattle in Vhembe caused shockwaves throughout the country. The Department of Agriculture, Forestry and Fisheries (DAFF) stated last Tuesday that samples collected just outside the FMD Control Zone in the Free Zone had tested positive for the highly contagious virus. The control systems in place should prevent FMD from crossing the safety zones. The Kruger National Park (KNP) is home to Syncerus caffer, the African or Cape Buffalo, which are permanent carriers of the FMD virus. In the centre of the KNP, or the Red Zone, FMD gets to run its course as vaccinations are not carried out here. While the KNP is classified as an endemic FMD area, areas around it have been designated whereby strict con trol and inspection should ensure that the virus does not leave the park. Bordering on the FMD Infected Red Zone of the KNP, which itself is an area 60 to 80 kilometres wide and 350 kilometres long, is a 10- to 12-kilometre-wide Buffer Zone. This area is separated from the infected zone by a 2.4-metre high electric fence. All cattle in the Buffer Zone are vaccinated every six months and branded with an “F” on their necks. They must be inspected by veterinary services every week. Next comes the Surveillance Zone. All cattle in this 10-kilometre-wide area are required to be inspected every two weeks, and no vaccination takes place in it. The final protection comes in the further 10-kilometre-wide area along South Africa’s national borders where livestock must be inspected every 28 days. The vaccinated animals in the Buffer Zone should provide a measure of safety whereby any infected animals found in the Surveillance Zone are dealt with accordingly before they can spread the virus outwards into the FMDFree areas beyond. Dr Barend Harris of the Blouberg Animal Clinic explained that it would be impossible to vaccinate every cloven-hoofed animal in the KNP, which is why this controlled system is in place and why ensuring that all necessary steps are taken to keep
the rest of South Africa FMD-free is of utmost importance. “FMD has a high morbidity but a low mortality rate,” said Dr Harris. “Most animals who contract it do not die from the actual virus. They often die of causes related to FMD, such as the fact that they cannot eat or drink or move around because of the pain and extreme discomfort of the FMD lesions. The problem with this virus is how contagious it is. At this point, aggressive testing will have to be done in affected areas, and identification and culling will have to be carried out as necessary. Fences and chemical barriers must be brought back to effectiveness, and vaccinations must be given as required.” In a media briefing after a meeting of stakehold ers and the government on Monday concerning this latest outbreak of FMD, minister Senzeni Zokwana played down South Africa’s current loss of its World Organisation for Animal Health (OIE) FMD-Free-Zone status. Zokwana repeatedly em phasised that this was not an outbreak, but rather a “spillage” in only one area. Industry members who had taken part in the meeting prior to the briefing mentioned on several occasions that the meat of animals infected with FMD was not at all harmful to humans and quite fit for consumption. They heartily encouraged people to continue enjoying their braais. The fact that meat for export was be ing returned to South Africa was said to mean that consumers would benefit from lower prices for the purchase of red meat. In a report in October last year, SABC News reported that because of a shortage of vaccines against FMD, routine inoculation of cattle in the Mopane area had been stopped. They further report ed an increase in cases of this disease as a result. EWN also reported in the same month that cases had been confirmed in the Malamulele and Giyani area. Vaccines had run out and 15 000 doses had to be purchased urgently from Botswana. In answer to a query from the press as to why the department had not reported the fact that FMD had crossed into the Free Zone when it first became known, Zokwana stated that they had first wanted to engage with the industry. He said that the first order of business

would be to get a task team working to attempt to convince trading partners to purchase livestock products from non-affected areas, despite the FMDFree suspension status of the country, and thereby minimise the impact on the economy. DAFF spokesperson Khaye Nkwanyana con firmed that South Africa’s FMD-Free status has been suspended temporarily and that any exports requiring this attestation would not be certified. He said that it appeared that the outbreak was still localised and that it had been caught before it could spread to other districts; he issued a figure of approximately 15 000 cattle affected. A joint committee had been set up, consisting of a DAFF technical team, national and provincial veterinary officials, the SAPS and Defence Force, Limpo po-based officials and other involved officials. The team is currently on the ground, quarantining the relevant areas until they have quantified the full extent of animals affected and will then begin a massive vaccination campaign. Chief Director of Animal Production and Health Dr Botlhe Modisane stated that “…the impact this has had in the past week has been devastating, to say the least...” and urged all related industries to work with the task team to minimise the impact. He said that the culling of affected or in-contact animals in the infected area was currently not ad vocated. So far, the Vhembe area within the R81, R26, N1 and the R524 roads has been declared a disease-management area, and farmers country wide are cautioned to observe bio-security mea sures. Currently, movement of all cloven-hoofed animals and unprocessed products from the Mo pani, Vhembe, Capricorn and Molemole District is discouraged, and movement permits that have already been issued for this are withdrawn. Mo disane stated that regaining OIE FMD-Free status would be a long process and that everyone needed to work together to achieve it. Everyone clearly has reason to be concerned. South Africa lost its OIE FMD-Free-Zone status
before, in February 2011, and only regained it in February 2014 after adverse impacts estimated at R4 billion, according to a media statement issued by Zokwana on 13 January 2015. In that statement, the minister stated that they had im plemented “Operation Compliance” to ensure that OIE requirements would be met and adhered to. He stated that “…an outbreak of FMD in the Free Zone of the country has serious economic implications due to an immediate embargo on all exports of livestock and livestock products to our trading partners. In certain circumstances the ban may even be imposed on all agricultural produce including plants and plant products. The OIE FMD Free Zone status of this country should not be taken lightly and must be safeguarded by all. Most of our trading partners who are members of the OIE regard this as a crucial yardstick when assessing the efficiency of Veterinary Services of the country and this status quo enhances international trade of our agricultural produce.” In a press release last week, the Limpopo Animal Health Forum (LAHF) stated that the current con dition of the Limpopo border fence was concern ing, and that poor training and corruption within the departments responsible for these things had rendered transport permits and identification of animals problematic. They added that fences and chemical prevention controls were not being prop erly maintained. DAFF departmental spokesperson Khaye Nkwanyana also stated that “…their security measures are of a poor standard. It is a matter we are raising with authorities here…” Together with the lack of vaccinating from Octo ber 2018 from what is currently public knowledge, FMD has had at least a couple of months to spread, and its extreme contagiousness ensures that until South Africa can get back its FMD-Free Status, the current situation will have impacts on more than only exports of cattle, sheep and pork products, and have a negative effect on the country’s economy as a whole.

In the Vhembe District residents have become used to a disease such as foot-and-mouth disease (FMD). For as long as we all can probably remember, the “red line zone” at the northern parts or towards the Kruger National Park has been there. We may, however, forget why such a zone is necessary and what the dangers of a highly infective disease entail. To understand why FMD is such a danger, one must under stand epidemics and how they spread. We have many exam ples in history, the most severe probably being the Black Death, which peaked in Europe between 1347 and 1351. This outbreak of bubonic plague wiped out almost 60% of Europe’s population. It may have reduced the world population from an estimated 450 million down to 350-375 million. FMD is, of course, not a deadly infection that affects humans di rectly, but the disease is one with an extremely high spreading rate. To understand what a spreading rate is, we can use gossip as an example. Let’s presume you hear a very saucy piece of information, some really scandalous stuff. Imagine that you’re living in the age before social media (yes – no Facebook) and you can only tell it, in the strictest of confidence, to two of your friends. These two blabbermouth friends, of course, cannot keep it to themselves and within half an hour they have each told two friends. Naturally their friends cannot keep the secret and within another half an hour they have each shared the gossip with two friends. And so the process continues… If you shared the news for the
first time at 08:00 that morning and you try and estimate how many people know the news by 20:00 that night, you may be in for a surprise. During this 12-hour period, 24 intervals of 30 minutes each have occurred during which the news was shared, and it has literally gone viral. By 20:00 that night, 33 554 431 people would know the secret. The spreading rate of the news would, of course, be deter mined by many factors such as the “availability” of two friends not knowing the news. If some of the friends hearing the gossip tell only one other friend, the spread ing rate is drastically affected. If the spread factor drops below one (i.e. fewer than an average of one person gets told the news), the gossip starts dying out. This spread factor is what is so important for epidemiologists when looking at diseases. It also depends on a number of other factors, such as the nature of the virus or bug itself and the infec tious period. Some germs are very powerful and can infiltrate the body in many ways. Others, such as HIV, are not particularly easy to transmit but have a high spread factor because the virus can survive for a long time. All of these factors are taken into consideration and an esti mated spread factor is calculated. Diseases such as smallpox have a typical infectious period of four years with a spread factor of 4. Measles have an infectious period of 14 days, but a spread factor of 17. (The spread factor consists of rough averages and will differ in countries and areas.) This brings us to the dreaded foot-and-mouth disease. Some epidemiologists estimate its spread factor as over 100. The reason for this is because FMD
replicates extremely rapidly and can affect a wide range of do mestic and wild, cloven-footed animals. (It is not limited to cattle and is spread by pigs, sheep and in South Africa by buffalo and other wild animals). The virus has a short incubation period and can spread quickly over relatively large distances. The virus can be spread by infected animals through contact with contaminat ed farming equipment, vehicles, clothing, feed and by domestic and wild predators. The virus can also be distributed by air, under certain conditions. In 2010, an FMD outbreak occurred in Japan. The first strategy of the authorities was to try and stamp it out where it was reported, disinfect the areas and restrict movement. This did not prove sufficient, and emergency vaccination was adopted. The epidemic occurred in an area with a high density of cattle and pigs, making disease control difficult. A total of 292 outbreaks were subsequently confirmed and 290 000 animals had to be culled. In South Africa, and more specifically in the Vhembe area, the outbreak should, in theory, be easier to contain. Animals in the area where it was reported can be isolated and the movement of livestock can be limited. A proper vaccination programme will make it difficult for the vi rus to spread further. Although scientists’ opinions differ, the FMD virus will probably not survive more than three months without a host. If, however, res idents ignore the warnings and move infected animals to other areas, a crisis will be a distinct possibility. Soutpansberg has so much to offer Creature Feature
Louis Trichardt is surrounded by kilometres of the most beautiful wildlife areas in the world. Locals have the benefit of being able to make weekend forays into the bush and view the indigenous wildlife in one of the most popular tourist destinations in South Africa. Some of these animals can be spotted along trails closer to town, while others are to be found mainly in parks and game reserves. One such creature is the waterbuck (Kobus Ellipsiprymnus). While not an endangered species, this beautiful antelope is nevertheless interesting and worth seeking out. Although the common waterbuck is listed by the International Union for Conservation of Nature as being of Least Con cern, indicating a low likelihood of extinction, the Defassa waterbuck is listed by them as Near Threatened, which means it could indeed be en route to extinction. While these listings apparently indicate that the opportunity to see waterbuck in their natural surroundings is unlikely to be lost anytime soon, they are a unique indigenous species to look for when visiting areas that they like to inhabit. Waterbuck were described for the first time in 1833 by the Irish naturalist William Ogilby. More recent examinations of fossils unearthed enough ancient waterbuck bones for it to be strongly theorised that their ancestral home was the eastern coast of Africa. According to figures from the African Wildlife Foundation (AWF), fewer than 200,000 water bucks of both subspecies remain. The AWF also says that “[t]he waterbuck’s body odour is so
bad that it deters predators”. This, together with the fact that they are powerful swimmers known to leap into water when threatened by predators such as lions, hyena and leopards, gives them the added bonus of being a little too stinky for all but the most ravenous waterbased predators. The waterbuck’s bad body odour has long been regarded as preventing their being eaten by croc odiles, but recent studies have suggested that their unpleasant smelliness is more to ward off danger ous insects, such as tsetse flies that carry the try panosome parasite that can cause sleeping sickness. In a study carried out, funded by the International Centre for Insect Physiology and Ecology, special collars were produced for livestock that contained the waterbuck stench which, when used, reduced tsetsefly bites by up to 90%. The multifunctional oil released by the waterbuck not only repels po tential predators, it also keeps their hair dry when they are in the water. The shaggy hair around the waterbuck’s neck provides more lift for their heads (often heavier with mature sets of horns) while swimming because the follicles are hollow, and therefore assist with buoyancy. Waterbuck have bright white rings around their hindquarters, which they use as beacons when running away from any wouldbe predators who are less inclined to be concerned about the smell of their food. When a member of the herd spots danger, the rest simply have to follow the retreating bullseye to safety. Waterbuck coats vary in shades of grey and brown, with white patches at the base of the throat as well as around their eyes and nos es. Bulls grow much larger than cows, with some reaching weights of up to 260 kilograms, heights of 1.4 metres at the shoulder, and sporting long
spiral horns. Waterbuck are to be found mostly at permanent sources of water, such as rivers or lakes surround ed by dense vegetation. They are not a species that foregoes drinking intentionally every day and they prefer lush, wellwatered grass to graze on. Calves are most abundant in the summer months, although waterbuck do produce all year around. For the first few weeks, calves stay well hidden in thick foliage. Herds of six to 30 animals are common, with some comprising mainly mothers and calves and others made up of bachelors, while dominant bulls protect their territories.
According to transcribed folk legends related by Credo Mutwa, one of the most respected Zulu sangomas in South Africa, many Zulu people regard it as very unlucky for anyone to kill a waterbuck. Credo said that “the creature’s flesh is inedible and our ancestors had little reason to kill it because it was believed that if you killed a waterbuck you would yourself die violently by your own weapon”.

Don’t judge a book by its cover By Jo Robinson
Jannie the vagrant received no donations. Photo supplied.
OPENING SOON
LOUIS TRICHARDT
Earlier this week, Levubu resident “Jannie” undertook a social experiment of his own. Working on the assumption that no matter what most people believe about themselves, judging books by their covers is indeed a lot more common than not. Jannie grew a beard during the month of November as part of the Movember chal lenge. Movember is a charity organisation that funds projects for research into men’s health; specifically aiming to prevent men from dying too young from, among other things, cancers and mental health issues. “I decided to keep growing it until my family, friends and customers told me I looked terrible,” said Jannie. “Then I would do a personal experiment in 2019.” On Monday, he first dressed up as a vagrant and visited a few local shops to ask for a handout. At noon, he changed his outfit, partially shaved, and dressed as a “biker”. Finally, he had a complete makeover. Dressed in a long-sleeved shirt and tie, after having had a full shave, he once again approached shops to look for donations. “The bum and the biker did not receive nothing,” said Jannie, “but the clean-shaven, well-dressed version of me received R160.” He decided to share some of his journey, as well as the reason that he finds it so important that people should not be too quick to judge others on appearances. Firstly, he introduces himself. “Hi. My name is Jannie, and I am an alcoholic.” He grew up in a mining community in the North-West, in a very dysfunctional household, with a father and a string of family members who were also alcohol
ics. He told the Zoutpansberger: “The first time I drank at the age of 13, I got paralytic drunk, but it was such a great feeling to me, even though I felt like dying the morning after. This was ‘magic stuff’. Life had colour in it if I put alcohol in my body. I drank at every opportunity, and if there was no opportunity, I created one. I did this throughout my life. I knew deep down inside myself that I was different but could never admit that I was an alco holic. I changed from brandy to whiskey to rum, and finally to drinking beer only. I rationalised that I could not be an alcoholic if I only drank beer. Or so I thought.” By February 2003, at the age of 38, Jannie was consuming at least 35 cans of beer daily, drinking them throughout the day. By then he had two failed marriages and three children. He had lost at least five great jobs by then by always resigning before he could be dismissed. “I thought that if I stopped drinking, I would die and knew that if I continued drinking, I would die. Ek was gatvol om gatvol te wees. I agreed to go to a reha bilitation centre, under the impression that they were going to help me to drink like a gentleman and not to stagger when I was drunk.” It took many sessions and meetings before Jannie finally realised that he had a bona fide disease. “ I have the disease called alcoholism,” he said. “That means that I am highly al lergic to alcohol in all forms, shapes, and whether it is cooked or not. I can never, ever drink successfully. I will die a sober alcoholic or a drunk alcoholic. This is my daily choice. This was devastating news to me. Worse than any I had ever had to deal with before.” After eventually accepting that he had
this disease to his innermost self, Jannie said he was able to move forward. He said that the secret for him was never to take the first drink. Whatever it takes. Nothing is as good or as bad as taking that first drink. “Do it for today only. The past is the past and the future is not here yet. We only have today. I have been a proud member of a 12-step programme in Louis Trichardt since 2003. I attend meetings as regularly as possible, and by the grace of God it was not necessary for me to take that first drink, not today. Life has gone on for me on life’s terms. In my sober life, I am the proud father of two girls who have never seen me drunk. I married and divorced, remarried, was retrenched, lost jobs and businesses, started my own business, and for today I am doing well.” Jannie wants to emphasise once again that people should not to judge a book by its cover. He said: “What struck me most was that people I have known since 2005 when I moved to this area from Johannesburg, people who had never seen me drunk, their first comments and questions when I was dressed as a vagrant included ‘You look terrible. Did you start drinking again?’ The massive irony of this book-judging experiment is that the vagrant was perfectly sober, and that for the last three years of my drinking career, while drinking 35 beers a day, I was a senior loss-control executive for a large retail company where the dress code was long sleeves and a tie every day.” Jannie’s final message to recovering alcoholics is to be aware that you are not a bad person, you are a sick person. And for everyone to be aware of this before judging too harshly on appearances.

Another victory places LTT XI in second spot Cricket News
Louis Trichardt XI scored a convincing victory at their home ground on Sunday and moved into the second spot on the Promotional League of Limpopo Impala Cricket. The victory was partly due to some excellent batting by the two Smit brothers, Wouter and Warno. The home side batted first and lost three early wickets. Dewald Joubert (27 from 21 balls) then started to attack the bowling and the momentum swung Louis Trichardt’s way. He was joined by Wouter Smit, who eventually scored 83 from only 54 balls. After Dewald was caught, AJ Fourie joined Wouter to score a sensible 21 off 30 balls. When AJ lost his wicket, Warno Smit joined his brother and destroyed the bowling attack. His 86 not out came from only 39 balls. Stoffel du Toit (12) helped to take the score to 269/10 after 34 overs. Nkowankowa’s most successful bowler was Mixo Chauke, who claimed five wickets, albeit at
a fairly expensive 70 runs in nine overs. Blessing Mabunda (2/62 in 10) and Bapu Zakir (2/55 in 8) also had some success with the ball. Nkowankowa’s batsmen could not find any momentum. Juandré Hancke claimed two quick scalps to make life difficult for them, while Dirk van den Berg and Craig Viljoen kept things tight from the other side. Akani Muswama (17) and Clifford Matwasa (19) tried to steady the ship, but wickets kept tumbling. AJ Fourie then entered the bowling line-up and finished off the tail. The last wicket fell in the 23rd over with the score at 97. AJ Fourie was Louis Trichardt’s most successful bowler, taking 4/22 in 4.1 overs. Dirk van den Berg took 2/3 in 3 overs and Juandré Hancke took 2/51 in 8 overs. Sunday’s victory means that Louis Trichardt XI have moved into the second spot on the Limpopo Impala Cricket Promotional League. The leaders are Giyani, two points ahead of Louis Trichardt, with 20 points. This weekend Louis Trichardt have another home match, this time against Seshego.
