likheid. “Ek het weer gevra: Here asseblief help my ... Ek het my een oog oopgemaak en gesien hoe die buffel bo-oor my kom staan terwyl hy aan my ruik. Net daar het ek my oë weer toegemaak en gevra: Here, help my asseblief.

“Ek was die hele tyd by my bewussyn. Toe sê Herman vir my: ‘Nee! Jy sal nie doodgaan nie! Jy gaan oraait wees!’ Nee, baie ouens sê vir my: Jis, jy was gelukkig!

Louis Trichardt’s first regional mall to open in November this year By Andries van Zyl

If all goes according to plan, Louis Trichardt’s own region al mall will open its doors by the end of November this year as part of the current expan sions to Makhado Crossing. Construction of the new mall started early last year with the Masingita Group of Companies as the developer. Responding to a media enquiry, the Masingita Group of Companies said this week that, as of 10 April, they had completed approximately 70% of the superstructure. They confirmed that the grand opening of the mall will be on 21 November this year. “Completion of the refurbishment of the existing mall will be in 2020,” said the company.

The main contractor assigned to this almost R400 million development project is CMC Koch. “Sub-contracts will be awarded on a tender basis,” said the company. The main anchor tenants in the new mall will include Pick n Pay, Checkers, Woolworths and Dischem. “Our confirmed tenants in addition to the above are ABSA Bank, Standard Bank, Mr Price Group, Truworths Group, Pepkor Group en Clicks,” said the company. The extension project will add an additional 17 000m² to the existing 14 000m² of Makhado Crossing shopping centre. As part of the expansion process, several of the town’s sporting codes had to be relocated from the municipal sporting

grounds adjacent to the existing mall. As part of the deal, new facilities had to be built for these clubs, including the rugby and jukskei clubs. These clubs have already moved into their new premises along the Thohoyandou road. The town’s squash club, as well as the hall housing, among others, the town’s wrestling and gymnastics clubs, has yet to be relocated. Regarding this, the company said that they were busy with ground works on the land allocated by the municipality for the relocation of the clubs next to the municipal pool. More good news is that the Crazy Store in the existing Makhado Crossing, which was destroyed by a fire a couple of weeks ago, is due to reopen for business on 15 June this year.

As of 10 April, approximately 70% of the new mall’s superstructure had been completed.

John is vroeg Saterdagoggend, 13 April, by sy huis aan ‘n hartaanval oorlede. Hy was 74 jaar oud.

Hy was my beste vriend,” het Marietjie gesê.

Mining company happy with decision to dismiss appeals against EA Environmental Affairs

MC Mining announced on Wednesday that they were pleased with the decision to dismiss the appeals against amendments to their Makhado Project’s environmental authori sation (EA). Project owner Baobab Mining and Exploration, a subsidiary of MC Mining, applied to both the Department of Mineral Resources (DMR) and the Limpopo Department of Economic Development, Environment and Tourism (LEDET) during January 2018 for an amendment to Makhado’s EA. The amendment allows for the transportation of coal to Musina by road rather than rail and was approved by the DMR and LEDET during September 2018. “Following this, the same narrow interest group that had previously and unsuccessfully appealed the original Makhado EA, appealed the DMR and LEDET decisions, resulting in the suspension of the EA amendment authorisations. The company is pleased to announce that both appeals have been dismissed. This results in the EA amend-

3

ment being effective and reaffirms the Makhado Project’s permitted status,” said MC Mining in a media statement. Whether they were referring to the Vhembe Mineral Resources Forum, who contested them many times in the past, as the “narrow interest group” is unclear. “This dismissal of the appeals by the South African government reinforces the robustness of Baobab’s permitting processes despite continued attempts by narrow interest groups to halt the project’s progress. The recently announced phased development of Makhado includes the utilisation of the existing, modified Vele processing plant as well as road and rail infrastructure previously tested,” said MC Mining’s CEO Mr David Brown. MC Mining anticipates that funding-dependent construction of Makhado Phase 1 should commence in the third quarter of this year, adding that this would contribute significantly to the socio-economic development in the area and generating positive returns for shareholders in the near term.

Ds. Hannes Lee (Gereformeerde Kerk Messina)

2011 ‘n inwoner was.

Poster war escalates as parties jostle for space By Phathutshedzo Luvhengo

Above: Political pos ters on each and every traffic sign at the busy Stubbs Street / N1 traffic circle. The photo was taken last week Monday. The poster were promptly removed a day later, presumedly by SAN RAL staff. Left: In Musina, po litical parties have hammered their election posters onto baobab trees. This despite the fact that baobabs are a protected species, which makes it illegal to harm them without a permit. Photo sup plied.

politicians are allowed or not allowed to hang up their posters. According to the Code, as contained in the Electoral Act 73 of 1998, parties and candidates are only prohibited from using language that provokes violence, intimidates candidates or voters, publishes false information about other candidates or parties and destroy, remove or deface posters of other parties. Any party or candidate found guilty of breaching the code is guilty of a criminal offence and can be fined or sent to prison for up to 10 years. As to where posters may not be put up, this issue is regulated by other legislation, including each town’s municipal by-laws. This means that what is allowed in one town may not be allowed in another. Municipal spokesperson Mr Louis Bobodi was asked to give clarity on Makhado’s municipal by-law in this regard, but at the time of our going to press had yet to respond.

With the general elections around the corner on 8 May this year, a full-out poster war has erupted between political parties. Everywhere you look, lamp posts, traffic signs and even trees have become littered with political posters. But are political parties allowed to put up their posters wherever they want to? Ms Nkaro Mateta, Limpopo’s provincial electoral officer, said that politicians were indeed not allowed to hang up their posters on traffic signs. “We did a workshop with political organisations in which we informed them about the Electoral Code of Conduct. They know that it is not allowed, but they are doing it deliberately,” she said. In Musina, political parties have hammered their election posters onto baobab trees. This despite the fact that baobabs are a protected species, which makes it illegal to harm them without a permit. According to Mateta, the poster wars usually spiral out of control over election time, despite politicians’ being warned of the consequences. The question remains: Are political parties acting out of ignorance or arrogance? Many say it is a question of both. So, what exactly are the consequences of putting up a political poster where it does not belong? Political parties that breach the Code of Conduct can be fined up to R200 000, have to give up the party’s election deposit, be stopped from working in an area, have their votes in an area cancelled and, in a worst-case scenario, have their party registration cancelled. What can the man in the street do to curb the problem? “Members of the public can report these politicians to their nearest IEC offices,” said Mateta. If the electoral code of conduct is breached, Political posters on traffic signs at the N1/Main the matter can be referred to the electoral court. What is important to note at this stage is that the Street entrance to Eltivillas in Louis Trichardt. Electoral Code of Conduct does not specify where Photo supplied.

“My pa was vir meer as 20 jaar woonagtig op Mopanie.

Ek is wie ek is omdat hy my pa was. Rus sag my rots, my leermeester en my pa. Lief jou oneindig,” het dogter Karlien vanuit Namibië geskryf.

Mayor delivers annual performance report By Phathutshedzo Luvhengo

Die Swartkop-honderdpootvreter (Aparallactus capensis). Foto’s: Limpopo Snake Removals.

As of June last year, the Makhado Municipality had a total number of 700 employees and 134 va cant positions. The wage bill for both employees and councillors amounted to R282,58 million in the 2017/18 financial year. These are some of the figures from the summarised annual performance report of the municipality’s 2017/18 financial year. During the year, the municipality implemented a total of 10 capital projects, most of which had been the construction of roads. Only four projects were completed, namely Gombita Phase 1, Valdezia Phase 1, Tshirolwe Phase 1 and Tshikwarani Phase 1. The municipality had spent 100% of its Municipal Infrastructure Grants (MIG) with the initial approved budget of R91 170 000. This budget was later adjusted to R106 160 000 and eventually brought the actual expenditure to a total of R106 169 000. The report states that the municipality is currently busy with 10 capital projects that are at various stages of completion in the 2018/19 financial year. “It is anticipated that the majority of these projects, when completed, will improve access to many villages,” reads the report. The report further states that, although water provision is the responsibility of the Vhembe District Municipality, it remains one of the main challenges. The disruption and shortage of water supply in residential areas and the lack of bulk supply for residential and industrial development continues to be a hurdle for this municipality. The report states that the budget has been allocated during the 2018/19 financial year to purchase required machinery, since a shortage of graders for internal street grading is a big challenge. According to the report, the municipality is in the process of developing and approving a revenue-enhancement strategy. Some of the revenue-enhancement initiatives include the installation

of pre-paid electricity meters. The municipality also wants to intensify credit control mechanisms, speed up the response in resolving disputed accounts and address the responsible sale of municipal land for development. The report indicates that the municipality does not have any outstanding statutory financial obligation as at the end of the first quarter of the 2018/19 financial year. “The Municipality is able to pay retentions as and when the projects are successfully completed and after the Defects Liability Period. The balance of the retention as at the end of the previous financial year was R 21 million.” The 2017/18 annual performance report was delivered by the municipality’s mayor, Cllr Samuel Munyai, during the Municipal Public Account Committee (MPAC) public participation meeting that was held at Waterval last month and subsequently at the Makhado Show Grounds three weeks ago.

Makhado Project thermal off-take agreement signed Mining News

MC Mining announced on Tuesday the conclu sion of a coal-sale and purchase agreement for the export-quality thermal coal to be produced by Phase 1 of the Makhado hard-coking and thermal-coal project in the Nzhelele valley. The parties to the agreement are MC Mining’s whol ly owned subsidiary, the Limpopo Coal Com pany (Limpopo), and one of the world’s largest producers and marketers of bulk commodities. MC Mining’s subsidiary, Baobab Mining and Exploration, is the owner of the Makhado Project and the nine-month Phase-1 construction period is expected to commence during the third quarter of 2019. “Phase 1 will generate approximately three million tonnes per annum (Mtpa) of run-of-mine (ROM) coal from the west pit and this will undergo preliminary processing at the mine, yielding an estimated 2Mtpa of ROM coal. The resultant ROM coal will be transported and sold to Limpopo which will, with its modified plant, complete the final processing, producing up to 0.57Mtpa of export-quality thermal coal and 0.54Mtpa of hard-coking coal,” said MC Mining in a press release. Construction of Phase 2 at the Makhado Project (Makhado Lite) in 2020, said MC Mining, is expected to produce 4Mtpa of ROM coal from the east and central pits, resulting in some 1.0Mtpa of thermal coal. According to MC Mining, one of the key highlights of the agreement is that the saleable thermal coal will be delivered to the Musina siding and sold on a free-on-rail basis, which takes into account the actual rail and port charges. “We have contracted with one of the world’s largest producers and marketers of seaborne traded coal for the majority of the life of Phase 1. The signing of this agreement is a further significant step in the advancement of Makhado,” said MC Mining’s CEO Mr David Brown. Brown added that the phased development of the Makhado Project will generate a significant number of employment opportunities in the Limpopo Province and the export of the thermal coal will utilise previously tested logistical infrastructure.

The development of parasport in Limpopo re ceived a huge boost of encouragement recently when a team of new paraathletes travelled to Stellenbosch to participate in the Toyota 2019 SASAPD (South African Sports Association for Physically Disabled) National Parasport Championships. Three of these para-athletes came from the 12 Eagle Team from the Collins Chabane Municipality. After having been introduced to the track events only in 2018 at the Isability Mass participation event held in Louis Trichardt, these athletes showed their potential by bringing home gold, silver and bronze! Ntsieni Hendrick Mambane, who is a single-leg amputee, took first place on the podium with gold in three events, namely the men’s open category F42 javelin, shotput and discus. Hendrick Thinan-

davha Nemurura achieved silver in the men’s open category F57 javelin, and Vidah Muthubi achieved silver and bronze in the women’s open F43 javelin and discus. A para-athlete from the Makhado Local Municipality, Vumbani Masakona, also managed to achieve silver in the men’s open field javelin event. The athletes are grateful to the Makhado Local Municipality for sponsoring their transport to the event in Stellenbosch. In the ongoing drive to develop more sporting and participation opportunities in the Limpopo, community members with physical or visual challenges who wish to learn more about participating in para-sports are invited to contact some of the athletes or organizers involved in development. They are the co-ordinator of Disabled Sport in the Limpopo Province, Ernest Netshitanini at 073 455 7034, Hendrik Nemurura at 082 483 8272, Sandy James at 084 506 3333 or Sheryl James at 083 621 9041.

Athletes and family supporters share the joy of winning medals. From left to right are Vhumbani Masakona, Ntsieni Hendrik Mambane, Ruben Mambane, Michael Mulaudzi, Tendamudzimu Mudau, Muthumuni Mauba, Rembuluwani and Hendrick Nemurura. Photo supplied.
