New completion date for N1 Musina ring road - page 4

Absolute outrage! By Isabel Venter

Controversy continues to surround the proposed further development of the Makhado Crossing shopping mall in Louis Trichardt. The Makhado Municipality came under fire this week after local sports clubs were nothing short of hoodwinked out of their respective facilities. While investigating Council’s conduct surrounding the development, several dubious practices came to light. For one, it is widely speculated that Council deliberately kept the clubs in the dark for the development to be pushed through to avoid any more objections from the clubs. Governing bodies of the various sports clubs affected by the proposed mall development were shocked to learn this week that contractors were on site and had already started with ground clearing. In the process, the jukskei club’s facilities had already been demolished. The club is understandably furious because they now have nowhere to practise for upcoming tournaments, of which the first was scheduled to take place this weekend. Other properties in jeopardy include the town’s rugby, soccer and netball fields and the well-known rugby lapa. All of them will have to make way for Makhado Crossing to be expanded into a much bigger regional mall. The current owner and developer of the mall is the Masingita Group of Companies.

When the newspaper spoke to the various representatives of the sports clubs, it became clear that none of them was any the wiser as to what the municipality was up to. Representatives told the newspaper that they had received an invitation to a site meeting on Monday to be held at the rugby field the following morning. More than one representative could not attend this meeting because of the short notice given. As it turned out, the meeting had been scheduled to give clubs feedback on the progress of their relocation, with the only progress being that a contractor for Masingita had gone on site on Monday, 15 January. (The newspaper confirmed with sources at the rugby lapa that construction had in fact already started on Thursday, 11 January). Following the municipality’s announcement, further particulars were few and far between, with some being downright sketchy. According to what the newspaper could glean from various people who attended the meeting, the municipality itself could not provide any solid plans or presentations on how exactly the different sports clubs’ relocations would be dealt with. This was found to be in direct violation of all previous undertakings by Council regarding the matter, and even of what was undertaken between Masingita and the municipality. According to attendees, a representative of Masingita read out sections of a contract in which it was agreed that

Masingita would first finalize the relocation of the various sports facilities before they would start with construction. Council had also, way back in 2015 during their 103rd special council meeting, held on 12 November, resolved that a part of the purchase price, as determined, had to be used for the relocation of

Outrage after fields are demolished (Contd from P1) The following year, at the 120th special Council meeting on 30 May 2017, the municipality resolved to put aside a capital amount of R7 431 707.25 for the relocation of the rugby stadium, squash courts and other sporting facilities as provided for in the provisions of the sale agreement with Masingita. Why, then, would council go back on their word and simply stand by idly as sporting facilities were demolished? This and other urgent ques-

tions regarding the development were forwarded to the municipal spokesperson, Mr Louis Bobodi, on Tuesday. Bobodi said on Wednesday, however, that he had not had time to prepare any response because of the various back-to-school campaigns that were taking place the same day. Sports club representatives at Tuesday’s meeting were also informed that the municipality would provide a detailed time schedule of the planned development during a follow-up meeting, scheduled to take place on 26 January (next Friday).

This, and the fact that Masingita indicated that ground clearing needed to be done by April for construction to start, raised several concerns. Representatives of the rugby club, for instance, were extremely sceptical that the rugby and soccer fields would be relocated before then as it takes more than a year before new fields will be match ready. The big question remains: Who gave the go-ahead for existing sports facilities to be demolished before any attempt was made to relocate these facilities to a new site?

“Malaria is ‘n dodelike siekte …

Green ID books remain valid, says DHA Government News

Reports doing the rounds about the limited lifespan of the green barcoded identity (ID) books are false. The director general of the Department of Home Affairs (DHA), Mr Mkuseli Apleni, last week condemned the spreading of these false reports on social media. He said the DHA had been flooded with enquiries from concerned citizens. According to the false report, the green ID books will supposedly be phased out by March 2018 or anytime soon thereafter. This is the second time that the DHA has had to speak up about the incorrect rumours that have made the rounds. According to Apleni, the reports first surfaced towards the end of last year, masquerading as an official notice from the DHA. Apleni was addressing the media in Pretoria on Wednesday, 10 January, where he explained that, contrary to these malicious rumours, the green ID book

would not be phased out. He said the rumours had put DHA offices across the country under extreme pressure as it drove citizens in great numbers to apply for smart ID cards in panic. According to Apleni, the rollout of the new smart ID cards was launched in July 2013. This had to be done systematically, he explained, as the data showed that 38 million citizens had the old green ID books and offices had to be updated to capture the new applications. Initially, applicants and senior citizens were allowed to apply for the new smart ID cards, free of charge. Since then, seven million people have received their ID cards. As more and more offices are upgraded, the DHA’s capacity has increased to deal with other citizens’ applications for the new ID card. “Of our 411 offices, 184 are currently [equipped] with live capture [systems], which can process applications for smart ID cards and passports, while 227

offices are still to be modernised. We intend to continue rolling out additional smart ID card offices in order to cover the majority of our population in all provinces,” explained Apleni. People can also approach their local bank to assist them with their application. Participating banks include FNB, Absa, Nedbank and Standard Bank. Apleni also said the department was working on developing a mobile solution to support the rollout of the smart ID cards. In the meantime, Apleni encouraged people who wish to apply for their ID card or passport to make use of the DHA’s online application system to help ease the throng of people flocking to their offices. The online applications – eHomeAffairs – can be accessed by logging on to https://ehome. dha.gov.za/echannel. From this platform, citizens can register a profile, after which they can log on to the DHA’s capturing system and register their application.

Foto’s: Gert Smit, 2 Januarie 1958.

Sikloon Astrid se skade 60 jaar gelede Deur Isabel Venter

In daardie jare was

Another mine wants to cash in on local riches By Isabel Venter

Mining companies appear to be determined to get their hands on the Soutpansberg’s rich mineral resources. The most recent company to set its sights on the northern part of the Limpopo valley is Smarty (South Africa) Mineral Investment (Pty) Ltd. This Sandton-based company acquired prospecting rights in 2016 on seven farms near Musina where they found a viable copper deposit. According to the company, their exploration work over the past two years has proven to them that sufficient ore reserves exist to support a large open-cast mine, hence their eagerness to apply for a mining-right licence. This process is already well on its way. Part of A map included in the environmental impact assessment report, detailing the proposed mining the application requires the company to get enviarea of Smarty Investments. ronmental authorisation before they can proceed. A draft environmental impact assessment (EIA) report was released last week by Smarty Investment’s appointed environmental consultant, Golder Associates Africa (Pty) Ltd. According to this document, the proposed mining area will stretch over Ward 2 and 6 of Musina. This includes the south-eastern outskirts of the Nancefield informal settlement outside Musina, and the north-western border of Musina’s residential areas. If the mine becomes a reality, this will mean that a limitation will exist on the boundaries for the town to expand and grow in the future. Sharing close borders with the site is the Musina Nature Reserve (located immediately south), the Maremani Nature Reserve (to the north) and the Soutpansberg Important Bird Area (which is approximately 30km south of the prospective mine). The proposed copper mining project is located on Mnr. Foto’s verskaf.

a water divide. Two non-perennial streams are running through the site. One joins the Sand River and the other the Limpopo River. Apart from the high risk of contamination of these streams, the mine will be using an estimated 13 473 m³ per day, of which 6 768 m³/day will be raw water. The rest will represent groundwater inflow into the opencast pits and runoff channelled from the dirty areas to the pollution-control dam. The “moderate to high significance on the groundwater” seems to be only a minor hurdle for Smarty Investments, who continually places the emphasis on the many economic and social benefits mining will hold for the town of Musina. “Smarty’s prospecting programme and subsequent feasibility studies have demonstrated that a viable mining operation can be established that would provide significant benefits to the local economy and about 600 employment opportunities for at least 15 years,” quotes the prospective mine’s EIA. The report further claims that the mine will deliver approximately 20 000 tons of copper per year. To unearth this copper, this will necessitate an open-cast mine as well as the construction of a crushing plant and components for screening, flotation and/or heap leaching. The report is still open for public comment until 5 February. In Musina, a copy of the report can be found at the offices of the local municipality (contact person Mr Masindi Makaulule at Tel 015 534 6124) or the Musina Tourism Information Centre (contact person Mr Itani Dzebu at Tel 015 534 3500). Electronic copies of the report can also be requested from Golder Associates Africa by writing an email to ppoffice@golder.co.za.

Still time to comment on Makhado Lite Project’s EA amendments Public Notice

Members of the public are invited to comment on the proposed amendments that CoAL of Africa Limited, or rather MC Mining as they are now known, want to make to their Makhado Lite Project (MLP) environmental authorisation (EA). Towards the end of last year, MC Mining announced that they would, through a subsidiary company called Baobab Mining and Exploration Pty Limited (Baobab), apply for certain amendments to their existing EA. The amendments were necessitated to factor in the impact that the transportation of coal will have on local roads. Coal from the Makhado Colliery, situated in the Nzhelele valley near Mudemeli Village, needs to be transported to the railway station in Musina. In their amended environmental report, Baobab proposed three possible routes, of which the shortest one will follow the N1 north into Musina. Road transport, instead of railway transport, needed to be considered as a result of the downsiz-

ing of the Makhado Mine. In terms of the Environmental Impact Assessment Regulations, a mine is obligated to draft a new environmental report that factors in any changes and proposed mitigations thereof, to be approved by the Limpopo Department of Economic Development, Environment and Tourism (LEDET). Currently, the Makhado Project holds an executable mining right. All that stands in the way of the mine’s becoming operational is the final authorisation of the amendments to the environmental impact assessment report and the lifting of a suspension on the water-use licence. An automatic suspension was placed on the water licence, following the Vhembe Mineral Resources Forum’s objection to the Department of Water Affairs’ granting thereof. In the meantime, interested and affected parties are invited to comment on the new environmental report by contacting the mine’s Public Participation Office at Tel 012 543 9093 or by writing an email to makhado.project@gmail.com. Parties will be afforded 30 calendar days (calculated from 15 January 2018) to submit their comments. Afterwards, dates for public hearings will be published.

at is gemeenskap met God? BUSINESS talk Town sees opening of its own Montessori centre By Isabel Venter

teaches a love for the environment and a respect for other cultures. Being home-based, the Montessori Gems school offers its Louis Trichardt students both a rich indoor and outdoor environment, including opportunities to cultivate their own vegetable garden. Classrooms are colourful and offer plenty of sensory school material to stimulate young minds. In addition, Frances’s centre will offer practical

training to student teachers enrolled with MCSA. “It is my dream, in the years to come, to open this type of centre in the more rural areas of Limpopo,” said Frances. People interested in enrolling their children at Montessori Gems can contact Frances at Tel 083 778 1412 or by sending her an email at montessorigems@gmail.com or by visiting her website at https://montessorigems.wixsite.com/gems.

Last week, Louis Trichardt saw the opening of its own Montessori education centre - a first of its kind for the town. The idea to start a Montessori nursery school started with Mrs Frances Taylor whilst she was busy completing her bachelor of psychology degree at the University of Venda (Univen). “I encountered the field of early child development (ECD) about which I became passionate. Once I had graduated, I pursued a qualification in ECD through the Montessori Centre South Africa (MCSA), which has developed an academically sound online course. It was during this time that I was introduced to the legend of Maria Montessori and her philosophy,” explained Frances. The Montessori Gems School will cater for children aged five, four and three years of age. Their school material also covers the Grade R curriculum. As the name implies, this is a small school, where the environment revolves around young children, thereby resembling a “home-fromhome” situation. The ratio of children to teacher is also very low. The cornerstone of the Montessori method is that children are to be respected for their uniqueness. Each child is treated as an individual and, with the help of the Montessori method, The owner of the new Montessori Gems nursery school in Louis Trichardt, Mrs Frances Taylor, assisted to unlock a natural curiosity for learning. demonstrates to young Shani Ralephenya how to build words with the Montessori movable This method also enables the child to abstract, alphabet.

Polokwane Aces just too strong for LTT first XI Cricket News

In spite of putting up a decent score of 212 runs in their clash against Polokwane Aces, Louis Trichardt Cricket Club’s first XI lost the match by eight wickets on Sunday. The visitors from Louis Trichardt opted to bat first and, thanks to the opening pair of Salim Patel (24) and AJ Fourie (41), were off to a good start. Craig Viljoen (22) and Leon Olwage (80) continued where they left off and the prospects looked promising. Leon was in devastating form and scored his 80 runs from only 42 balls. His innings included 11 fours and three sixes. Aces stuck to their guns and Lance Trueman eventually claimed Leon’s wicket. Trueman then proceeded to rip through the tail, taking six wickets while only conceding 27 runs in 5 overs. Only Ko-

bus Barkhuizen (17 not out) weathered part of this storm, but he could only watch as the last wicket fell in the 33rd over with the score on 212. If Louis Trichardt thought they had a chance of winning the match, their hopes were quickly dashed by Aces’ opening pair. Chris de Klerk (66 not out) and a brilliant 135 by Stebian van der Walt took the match away from the visitors. Stebian’s century included seven sixes and 18 fours and was scored from only 95 balls. When Aces passed the score in the 34th over, two wickets were down. Thofhi Nefale claimed both and ended up with figures of 2/15 in 1,3 overs. Louis Trichardt will travel to Polokwane again on Sunday to play against Potgietersrus Old Boys. The team from the north desperately need a win, as they are lingering near the bottom of the log in the tough Premier League.
