Water threat Town’s taps may be closed over December due to non payment Municipal News
Residents relying on the Vhembe District Municipality (VDM) for water may soon be facing water restrictions. This follows an announcement on Monday by the Minister of Water and Sanitation, Ms Novula Mokonyane, that the VDM owes the Department of Water and Sanitation (DWS) millions in unpaid water bills. If the municipal ity fails to meet the demand and not pay its debt that has been outstanding for 60 days, the department will close local taps on 8 December. Mokonyane’s announcement made national news headlines, as VDM was among the 32 defaulting mu nicipalities that were rapped over the knuckles for nonpayment. Her department also did not beat around the bush. Municipalities that do not settle their combined R10.7 billion debts, will face the termination of their bulk water supply. Mokonyane also said that the National Treasury was approached to intervene, without delay, and asked to halt the defaulting municipalities’ grants. The VDM topped the list of default ing municipalities, owing the DWS an amount of R642 877 million. This amount, however, is chal lenged by the district municipality. Following the minister’s announce ment, the VDM said that they be lieve they owe the department half of what is claimed. “On 10 July this year, a delegation from the DWS, led by their director general, came
to our offices where they informed us about R300 million we allegedly owed,” said VDM spokesperson, Mr Matodzi Ralushai, on Tuesday. Even this amount, said Ralushai, was chal lenged by the municipality’s account officers. The meeting was concluded with the DWS promising to quantify VDM’s bill. “However, that never happened until this week when they threatened to cut off the bulk water supply to us,” says Ralushai. Ralushai, however, stressed that the municipality is more than willing and committed to pay its bill. “… but first we must be clear about the figure after the department has justified this bill that we are disputing,” said Ralushai. But, according to Mokonyane, her department has exhausted all their options to get the municipalities to pay their debt. The defaulters, said Mokoyane, find themselves in their current predicament largely due to their own relaxed approach to out standing debts. “… we will not be merciful against those who cannot do their proper business of billing in an appropriate way, of generating reve nue by collecting and most important ly, of maintaining the infrastructure so that we don’t have huge water losses,” said Mokonyane. Puzzlingly enough, this was also what the National Treasury had to say about the DWS. According to a report from the South African Water Caucus (SAWC) released on Monday, the DWS is strapped for cash and facing severe financial management challenges. Issues that were raised in
the report focused on the mismanagement of their accruals, their overdraft (owed to the Reserve Bank and the department’s failure to collect money owed) and overspending. A further bit of irony is that the report

Crash leaves 33 injured Traffic on the N1 north in the Soutpansberg mountain pass was held up for hours on Saturday afternoon, following a serious accident. The accident occurred shortly before the first Witvlag turn-off when a passenger bus travelling from Louis Trichardt, collided with a truck that was travelling in the opposite direction. This accident occurred at approximately 14:00. According to the Limpopo Traffic Department, a total of 33 people were injured, which included the driver of the bus. Dr Phaswana’s case postponed again Court News
As the year draws to a close, the criminal case against a renowned figure in local education circles has yet to be finalized. The 50-year-old Rev (Dr) Ntavhanyeni Sampie Phaswana appeared in the Louis Trichardt Magistrate Court several times the past year on a charge of the
unlawful discharging of a fire arm. His first court appearance was in January. The charge relates to an in cident during which Phaswana allegedly threatened to shoot his neighbour. The neighbour testified in court that Phaswana came to her house because he claimed that her child is bullying his child. An argument ensued during which Phaswana allegedly
threatened to shoot her and her child. During Phaswana’s last court appearance, on 15 November, his case was postponed because the police officer testifying for the State was not available. It is expected that this witness will come and testify on 16 January 2018, after which the case will be closed in order for the court to give judgement.

Hy is nood lottig gewond. Die aanvallers het nie die huis binnegegaan nie en niks is gesteel nie. Sigtless Maxwell Sitole en Courage Tapara, albei 24, sta an tans tereg op ‘n klag van die moord op Oelofse in die Thohoyandou Hooggeregshof.
Hulle het verlede Woensdag, 22 November, vlugtig in die hof verskyn. Die twee se verhoor kon egter nie begin nie, omdat die mans se prokureur homself van die saak onttrek het. Sithole en Tapara se saak is uitgestel tot en met 28 Mei volgende jaar om hulle die kans te gun om ‘n nuwe prokureur aan te stel of aansoek te doen vir regshulp. Hulle sal tot dan in aanhouding bly.

A new municipal manager has been appointed for the Makhado Municipality, albeit already from 1 November with few people knowing about it. An official announcement to this effect will apparently be made on Friday, 2 December. The Zoutpansberger picked up on the proposed appointment of a new municipal manager in the minutes of the municipality’s 126th Urgent Coun cil Meeting held on 13 October 2017. During this meeting the appointment of Mr Nnyadzeni Freddy Tshivhengwa was approved.

Upon enquiry, municipal spokesperson Mr Louis Bobodi on Wednesday confirmed the appointment of Mr Tshivhengwa. Asked why this appointment was not publicly announced, Bobodi said: “The new municipal manager has been appointed and will be officially announced on Friday, and as is normal practice he will be introduced to the media next week.” Bobodi could not say why this announcement only follows a month after Mr Tshivhengwa’s appointment. The history of Makhado’s municipal managers has at best been a controversial one. Former mu nicipal manager Mr Sakkie Mutshinyali became the third municipal manager to part ways with the municipality under controversial circumstances. Similar to the way in which former municipal managers Ms Faith Muthambi and current Vhembe District Municipality municipal manager Mr Reu ben Rambado’s employment ended at the Makhado Municipality, Mutshinyali was also charged with mismanagement and corruption and subsequently suspended, only for the municipality to later reach a settlement agreement with them. Mutshinyali effectively resigned on 1 June 2017, after Council resolved to part ways with Mutshin yali at a special meeting on 31 May this year. His settlement amount totalled R1 389 571. As for the terms of the settlement, the resolution states that the disciplinary hearing against the municipal manager must be discontinued with immediate effect and that both parties undertake not to institute civil litigation against each other on the matters that are subject to the disciplinary hearing. In the August 2017 Council minutes, it is stated that the investigation into the allegations of mis conduct against Mutshinyali cost the municipality R1 561 621. This was paid to Greentime Manage ment Consulting (Pty) Ltd. Council had to approve this expenditure, as it was not done in accordance to standard procurement processes.

Baie inwoners sal tannie Rita se skoonseun, Luis Marcos, onthou as die eienaar van die Rio Foodzone. Hy het ‘n paar jaar gelede die besigheid hier in Louis Trichardt gesluit en ‘n Foodzone in Lwamondo naby Thohoyandou gevestig. Dit was juis by sy winkel by Lwamondo waar Luis en sy 10-jarige seun, Ruan, deur gewapende mans Sondagaand voorgekeer is. Luis was hierdie week nog te getraumatiseerd om self met die media te kon praat. “Hy was vreeslik emosioneel oor hy vir klein Ruan saamgevat het,” het tannie Rita Maandag aan die Zoutpansberger gesê. Sy en haar man, oom Hennie, bedryf die Liquor Zone in Louis Trichardt namens Luis en sy vrou, Marinda. Die aanvallers, vertel tannie Rita, het ongeveer 19:00 toegeslaan op Luis. Hy en Ruan was saam en het die winkel gaan sluit vir die dag. Agter op die bakkie was van die winkel se personeel wat Luis op pad was om te gaan aflaai naby hulle huise. Tannie Rita sê hulle vermoed daar was drie, dalk vier, aanvallers. Een van die aanvallers het die bakkie se deur oopgepluk en vir Luis uitgeruk. In die proses het Luis, so half op sy sy, op die grond geval. Die rower het oor hom gestaan en vir hom gevra: “Where is the money!?” Volgens tannie Rita vat Luis nooit die winkel se winste saam met hom nie, juis om veiligheidsre des. Dit is ook wat Luis toe vir sy aanvaller gesê het, waarna die rower hom koelbloedig in die rug geskiet het en Luis se rewolwer by hom afgevat het. Hierna het die rowers in die bakkie gespring en weggejaag. Die skoot het tot groot verwarring gelei onder die werkers, wat totaal en al histeries geraak het. Ruan het kopgehou en besef sy pa bloei. Hy het uitgespring en na die nabygeleë motorhawe se kafee gehardloop en die mense daar gaan vra vir pleisters. “Klein Ruan het nog met die mense gereël dat hy hulle die volgende dag sal kom betaal vir die pleisters omdat hy nie geld by hom gehad het nie,” het tannie Rita gesê. In daardie stadium het Luis self nog nie besef dat
hy raakgeskiet is of bloei nie. Hy het op sy beurt vir Marinda probeer bel, sodat sy vir hom en Ruan kan kom haal en die polisie kan bel. Terwyl hulle gewag het vir hulp om op te daag, het Ruan sy pa se wonde met die pleisters toegeplak. Luis se bakkie is ‘n uur later, met behulp van die opsporingstelsel, teruggekry in die bosse, nie te ver van die winkel af nie. ‘n Ambulans het intussen vir Luis opgelaai en deurgejaag na die Zoutpansberg Privaathospitaal, waar die skietwond skoongemaak is. Luis, het tannie Rita gesê, was baie gelukkig. Die koeël is skrams deur sy blad en het nie sy rugstring of enige slagare getref nie. Luis is oornag in die hospitaal gehou, waarna hy ontslaan is. Teen Woensdag was hy al weer op die been en terug by die werk. “Dit is vreeslik wat met hulle gebeur het,” het tannie Rita gesê. Sy was dankbaar dat Luis en Ruan vir hulle gespaar gebly het. Die hele voorval het vir tannie Rita ou wonde oopgekrap. Sy en haar man, oom Hennie, het amper in dieselfde tyd in 2015 ook ‘n gewapende aanval oorleef. Die egpaar bestuur Luis se drankwinkel, Liquor Zone, hier op Louis Trichardt. Twee gewapende rowers het vir tannie Rita, die werkers en kliënte aangehou in die winkel. Hulle het hulself gehelp aan die kontant in die kasregister, sigarette, ‘n paar bottels drank, oom Hennie se rewolwer, asook tannie Rita se selfoon en rekenaartablet. Dit was ook nie die eerste aanval op Luis nie. Hy en Marinda het in 2006 ‘n aanslag op hulle lewens oorleef. Rowers het op die egpaar geskiet, terwyl hulle onderweg was van die supermark na hul huis. Dit was toe hulle nog die Foodzone in Louis Trichardt bedryf het. Hulle is huis toe met Marinda se voertuig, nadat iemand twee van Luis se bakke se wiele stukkend gesteek het. Die egpaar was egter gereed gewees. Naby hul huis het ‘n bakkie, met vier gemaskerde verdagtes, voor hulle ingejaag en hulle tot stilstand gedwing. Kort daarna is daar op hulle losgebrand. Luis het teruggeskiet en die verdagtes het op die vlug geslaan. Drie van die vier verdagtes is later aangekeer, terwyl die vierde een (wat gewond is tydens die vuurgeveg) ontsnap het. Luis en Marinda het na die voorval hul opregte dank uitgespreek teenoor almal van die plaaswag, Soutpansberg Dorpswag, polisie en dr. Anton Stroebel wat hulle bygestaan het ná die aanval.
Eighteen suspended after prison break By Isabel Venter
The dust has yet to settle over the recent prison break at the Kutama Sinthumule Maximum Security Prison (KSMS), which saw a total of seven violent prisoners escape during October. While the South African Police Service’s search continues for the two prisoners who are still at large, the Department of Correc tional Services (DCS) confirmed that they have suspended 18 officials at the prison during November as part of an ongoing investigation into the matter. “The charges will be formal ized once South African Custo dial Management (SACM) has concluded their investigation,” said the DCS’s spokesperson,
Mr Logan Maistry, just a couple of days after the prison break. He added, when asked about the security at the prison, that the “situation at the facility has been normalised”. Some of the country’s most dangerous prisoners reportedly exploited an ongoing strike by SACM warders on 26 October and went on the rampage in an attempt to take control of the prison. Maistry did not comment on any questions about this. According to unofficial sourc es, the wardens were neglecting their duties because of a dispute that they have with the SACM over their contribution towards the employees’ pension fund. The rowdy crowd of prisoners, the newspaper has heard in the
meantime, took control of a con trol room inside the prison for a short while. They also reportedly managed to drag mattresses into a gymnasium hall and set them alight. A total of three buildings were damaged by the riotous group. In the meantime, the Limpopo Police confirmed that two of the seven escapees remain at large. Phathutshedzo Nemadodzi (34) from Dididi in Thohoyandou and Raphael Nyota (30) from Harare, Zimbabwe, continue to evade arrest. The five escapees who were rearrested in a matter of days after their escape, again appeared in the Louis Trichardt District Court on 23 November. Their case was postponed until 18 January next year.
Dry taps if VDM does not pay bill (Contd from P1) “We have not been billing our community for the past three months, because we were still busy with the process of appoint ing a service provide who would help us to collect information,” said Ralushai. He was not able to say if the VDM would be able to finalize matters before the DWS’s deadline, which if missed, will see residents facing water restrictions during the festive season. It was also not clear how the VDM will go about raising the funds needed to pay
any outstanding debts. In the meantime, Mokoya ne’s announcement has been slammed as unconstitutional and unfair punishment towards ordinary residents. The South African Municipal Workers’ Union (SAMWU) said it would be immoral, unethical and evil for anyone to even think of in terrupting water supply to coerce municipalities. “This is the same department which owes billions of rands to contractors and has shown no commitment to paying those contractors, essentially
leaving workers without a pay check,” said SAMWU in a press statement released in answer to Mokoyane’s announcement. SAMWU reminded Mokon yane that municipalities were not there to make profits, but instead exist to perform their constitutional mandate of delive ring services. “Municipalities are by the way heavily underfunded and expected to deliver services to South Africans on a shoe string budget of less than 10% of government expenditure,” said SAMWU.

Local family help make dream come true for SPCA Community Support
Saturday, 25 November, saw a dream come true for the Louis Trichardt SPCA with the official opening of their new cattery. The SPCA started 2017 with a goal, based on a dream that was born in 2016, and that was to build a new cattery in the coming year. “It was a dream that scared us beyond belief. It kept us awake at night and extremely busy this past year too. How would we ever be able to afford this dream?” said the SPCA team.
The SPCA team knew that their current cattery was in dire need of an upgrade, but was wishing for a brand-new cattery simply a bridge too far? Would they ever be able to raise the needed funds to turn this dream into a reality? “The distance between a dream and reality is called AC TIONS and that is exactly what we set out to do. We grabbed every opportunity we could to raise funds for this dream; stalls at markets, events and functions … but of course our day-today running costs

Well, that all changed when the Gilfillan family stepped in. “And this is the point where our dream became reality and our reality became a dream! With their amazing donations, from the material to the builders, before we knew it our cattery became a dream come true. Words will never be enough to express our deepest appreciation. Nothing compares to the feeling of seeing our cat’s enjoyment and freedom in a space created solely for them,” said the SPCA team. The SPCA also expressed their deepest thanks to Andy and Elsie Went, who they said are literally part of the SPCA family. “Andy created and built all the play structures for our cats and they are nothing short of amazing. We appreciate your kind hearts and your creative and talented hands more than you will ever know. We and our animals are so blessed to have you as a part of our SPCA,” said the SPCA team. The SPCA thanked all who came on Saturday to show their support and love for the animals. “What would we do without a super supporting community such as ours? Al wat die 48-jarige Johann Cornelius van Louis Tri chardt wil doen is om te werk. “My pa het ons geleer dat die Here jou hande gegee het om mee te werk,” het Johann gesê. Baie inwoners sal hom ken as die karwag wat elke aand met Babbatjie, sy hond, motors by Ocean Basket oppas. Dit is beslis nie ‘n glansberoep nie, maar dit is ‘n werk wat Johan pligsgetrou verrig. Johann het darem ook al ‘n voorsmakie gehad van die “goeie” lewe waar hy ‘n senior pos in die sekuriteitswêreld beklee het. Sy drome het egter almal verbrokkel nadat hy ‘n
massiewe hartaanval gehad het en hy medies ongeskik verklaar is om te werk. Nou doen hy wat hy kan om elke maand die rekeninge te betaal. Maar dit is nie maklik nie. Die grootste stryd wat Johann ervaar is hoe ongeskik mense met hom is. “Mense wil nie gee nie, want hulle sê ek is ‘n dronk lap. Hulle sê hulle sien hoe suip ek bedags in die strate. Ander sê hulle kan sien ek gebruik drugs, terwyl daar ook dié is wat sê ek gebruik Babbatjie om geld te maak. Dit is alles leuens,” het Johann gesê. Johann sê hy weet van so vier of vyf ander “bedelaars” in die dorp wat nie so vriendelik is nie. “Ek is seker mense verwar
my met een van hulle. Ek drink nie en ek gebruik nie dwelms nie. Ek lê ook nie bedags in die strate nie, want weens my me diese toestand moet ek baie rus. So ek slaap meeste van die dag tot ek moet opstaan om te gaan werk. Wat Babbatjie betref – sy is my lewe. Waar ek gaan, gaan Babbatjie. Ons is altyd saam,” het Johann gesê. Johan sê dat alhoewel hy nie baie verdien nie, hy darem van sy rekeninge, soos huur, kan betaal. “Die feit is, ek vra nie vir mense vir geld nie. Dit is hulle besluit of hulle vir my iets wil gee. Dit is egter hartseer dat mense jou eerder sal vloek en verkleineer as om vir jou iets te betaal,” het Johann gesê.

BAOBAB MINING & EXPLORATION (PTY) LTD – MAKHADO COLLIERY NOTICE OF INTENT TO APPLY FOR ENVIRONMENTAL AUTHORISATION AMENDMENT FOR A CHANGE IN SCOPE OF THE MAKHADO COLLIERY REF: 12/1/9/2-V3 Applicant: Baobab Mining and Exploration (Proprietary) Limited (Baobab) is the holder of a Mining Right (Ref: LP30/5/1/2/204MR) and Environmental Authorisation (EA) (Ref 12/1/9/2-V3) with an associated Environmental Management Programme Report (EMPr) for the Makhado Colliery for the mining of coal and related activities. Location: The mining and associated activities are authorized on Windhoek 847 MS, Mutamba 668 MS, Tanga 849 MS, Daru 848 MS, Fripp 645 MS, Lukin 643 MS and Salaita 188 MT in the Magisterial District of Makhado. Project Description: Striving to unlock near-term shareholder value from the Makhado Project, the Makhado Project development plan was revised to reduce capital expenditure, shorten the construction plan, and extend the life of mine. This revision has given rise to the Makhado Lite Project (MLP). The MLP, although equating to a third of the original Makhado Project, has been designed to ensure scalability to the original size. It is important to note that the mine plan, mining method and processing methodology has not changed from the original design and as described in the EMPr. The plant and infrastructure footprint remain unchanged from the EMPr layout, and has only reduced in size. The reduction in size of the project, and the associated reduced production, necessitated a change in the product transport option from rail to road. Product will be transported to the Mactransco Railway Station from where it will be dispatched to final destination by existing rail. The proposed transport route is as follows: • Northbound (full trucks): Exit mine entrance and travel north on the D745 for approximately 14 km. At the R525 intersection, the trucks turn right and travel for approximately 17.6 km. At the intersection with the R508, the trucks will turn left to Musina for approximately 35 km. Coal will be deposited at the Mactransco Railway Siding. • Southbound (empty trucks): From the railway siding the trucks will travel south on the N1 for approximately 35 km up to the intersection with the R525. Trucks will turn left on the R525 and travel approximately 11.7 km up to the intersection with the D745. Trucks will turn right on the D745 and travel approximately 14 km up to the mine entrance. Legal Requirements: Although no new listed activities are triggered by the MLP as detailed above, an EA amendment is required under Chapter 5, Part 2: Amendments where a change in scope occurs, in terms of the Environmental Impact Assessment (EIA) Regulations (Government Notice No. 982 of 4 December 2014), as amended in 2017, promulgated under the National Environmental Management Act (NEMA), 1998 (Act 107 of 1998).
Venetia on track for early underground production By Andries van Zyl
De Beer’s Venetia Mine is in the process of transformation as they gradually transition from open pit mining to underground mining. The Zoutpansberger was invited last week to experience the daytoday operations at the mine as they prepare themselves for the final shift from open pit diamond mining in 2023 to steadystate underground diamond production in 2026. “The project is on track and on target to start delivering a little bit sooner than what we initially anticipated,” said Mr Christoff Kuhn, Head of the Venetia Underground Project (VUP) during a media briefing last Thursday. Since Venetia Mine opened on 14 August 1992, the mine has become a household name in the Sout pansberg. Situated some 80 km from Musina and 35km from Alldays, the mine is one of De Beer’s biggest. With an annual production of about 4.5 million carats of diamonds, Venetia contributes to 30% of South Africa’s annual diamond production and 3% to the annual global diamond production. In an effort to expand the lifespan of the mine, Venetia Mine’s underground project was approved in 2012 with construction commencing on the project in 2013. This underground project will see a total shift from the mine’s current surface mining operations, comprising an 18ha open pit mine, to underground mining. The underground project forms part of a US$2 billion investment by De Beers into Venetia Mine and will expand the life of the mine by at least 20 years from 2023 until 2045. It is the biggest investment ever by the De Beers Group into new production. As part of the underground project, there will be several “firsts” not only for De Beers, but also Venetia Mine. “When it comes to automation, we are not going to let Venetia stay behind,” said Kuhn. He said that they have already adopted a lot of the new technologies which can be bought off the shelves from an automation perspective. “We are probably the first mine in the world that I am aware of that is actually going to implement all of these technol ogies concurrently,” said Kuhn. What it basically comes down to is that Venetia Mine will make use of autonomous/unmanned machinery inside the mine which is remotely con trolled from a surface control room. The machinery to be used include automated longhole drilling, automated loading with limited interaction from a human perspective and automated haul trucks. This will all assist the mine in reaching their goal of treating 5.9 million tons of ore annually. Automation from a business point of view makes a lot of sense, as well as being a key driver from a safety perspective for Venetia Mine as their number one core value. It, however, immediately sparks the questions whether it would lead to job losses. “We have done the analysis. The overall job reduction is actually quite insignificant. We are talking less than 5% potential reduction in labour with automation coming in. However, the skills that we require in order to do that provides us with the opportunity to develop our existing workforce. The net effect is actually quite positive from that perspective,” said Kuhn. Kuhn further explained that while there will be a slight reduction in employment in the long
term, current employment levels at Venetia, which consists of a combination of employees and con tractors, will be maintained in order to sustain the current open pit operations as well as developing the future underground project. Currently, Venetia Mine employs 1 353 employ ees of which 858 is local labour. If the contractors are included, the number is approximately 3 800. In its 25 years of existence, the mine has established itself as a major player regarding employment opportunities and skills development. Year to date, the mine has created 146 new jobs through enterprise development. During the same time, 14 new suppliers were developed, while Venetia also assisted in the development of 16 SMME’s. The amount spent on these developments totalled R2.6 million this year alone, while loan funding totalled R674 000. From the above it is clear that Venetia Mine takes it social responsibility very seriously and do not just pay lip service. During 2017, Venetia Mine also invested R42 million in employee training and development, training 2 728 employees. “The current forecast is that we are going to carry the labour numbers relatively straight through. We obviously foresee a period where we will have a significant number of contractors required to establish the underground mine, so we will have a rampup for a period of five to six years, and then it will start tapering off from 2022,” said Kuhn. Mr Gerrie Nortjé, General Manager of Venetia Mine, added to this. “Our strategy is to transition our employees to underground. We are doing everything in our power to ensure the skills level is correct and that we retrain where possible so that we can transition the existing workforce into the underground space. In some cases, people will retire and some employees will choose not to go underground. We do anticipate a change in the level of skills required but that is a reality that we have to face, and our strategy now is to build capacity and transition our labour across.” said Nortjé. As mentioned, the establishment of the new underground mine is on schedule. This includes the sinking of two vertical shafts to a depth of 1 040 meters with significant infrastructure installed at the bottom of the mine. “We’ve got ground and water handling facilities that we are installing at the bottom of the mine. Production will come from levels immediately below the current open pit oper ation down to the bottom of the mine,” said Kuhn. Apart from the two vertical shafts, construction of the decline ramp that comes down from the top of the mine is also in an advanced state. “We use the ramp system in order to actually establish the top of the mine. We will mine from the top down. We also included a sacrificial ramp into the pit and that will facilitate production from 2021, which is two years earlier than initially anticipated,” said Kuhn. From a project perspective, Kuhn said that they need to do 50km of development of which they al ready completed 10% as part of the project. “We’ve completed 5km of development [underground]. That includes the vertical shafts. Both the vertical shafts are roughly at 600 metres below surface now, so we are more than halfway completed with vertical sinking,” said Kuhn. During the life of the mine, a total of approxi mately 240km of underground tunnel development will be done.

It’s December, the matric exams are finished, and the school-leavers are preparing for a new future, but first they have to take a break. Some of them are off to exotic places abroad, some relax at home and some will join the party celebrations at the coast or popular holiday resorts. This year, however, it seems as if the Klein Kariba resort near Bela-Bela has become the new “Plett” of Limpopo. The Zoutpansberger contacted a couple of local matriculants to find out where they are off to for the December holidays. Y-isha Raphael, a matriculant of Ridgeway Col lege, says she is planning on going to the famous “matric rage” in Durban for a few days. “It’s party, party and more partying, but still remains relatively safe. Parents can track their kids with the tags on the wrist bands they wear,” Y-isha explains.

The majority of the matriculants will, however, not be attending any sort of matric vacation. Most claim it is too expensive. It is not just the entry ticket to the various “rages” that sets you back financially, but also the accommodation, travelling costs and, of course, the various beverages that will be consumed at these parties. Abeghale Smit is off to Pretoria for a few weeks.

SANRAL ready for the festive season Road Safety
Y-isha Rafhael plans on going to Durban to enjoy the fun at the rage festival there. The SA Matric Rage is held on the Durban beach front and attracts thousands of young people every year. It takes place from 2 to 9 December. During the festival, a variety of popular bands perform. These include names such as Black Coffee, Chunda Munki, TiMO ODV and VIMO. It seems as if a large contingent of young people will travel to the ATKV resort at Bela-Bela. The “Klein Kariba Student Jol” promises to be a party like the resort has seldom before seen. Artists that will be performing include Spoegwolf, Tussen Sterre, Rubber DUC, Held On Till May, Elvis se Seun, Georic Lomas, I Believe in Giants, Jan Bloukaas, Jerrie and the Bandits, Onbeskaamd and The Dandies. Anton Scholtz, a matric student of Louis Trich ardt High School, says he will be joining approxi mately 20 other students from the local high school and from the CVO school who all plan on visiting
Lindie Lourens’ break-away place is Loskop dam. Abegale Smit, also from Louis Trichardt High School, says she decided to spend her vacation in the city of Pretoria for a couple of weeks. She plans on moving to Pretoria next year. “I believe the city is where I belong, and the city is the perfect place to spend my vacation,” says Abegale. Meghna Patel, a matriculant from Ridgeway College, wants to spend her vacation in the Drak ensberg mountains, surrounded by breath-taking views. “This will ensure that I am never in a bad mood,” she says. Her ideal break-away place is made up of little independent cafés and multiple golf courses, with a touch of adventure for those who are brave enough. “The Drakensberg is the ideal place to escape reality,” says Meghna.
The South African National Road Agency Limited (SANRAL) said that they are ready for the festive season, but while they provide a safe road environment, motorists and truck drivers also have a contribution to make. The December holidays bring more vehicles on to the roads going to more places - and this increases the risk inherent in driving. “Road safety is a major challenge during this period,” said SANRAL CEO Mr Skhumbuzo Macozoma in a press release issued on Sunday. Macozoma said that although there is a major drive from many institutions around road safety, accident statistics remain un acceptably high. In the media statement, SANRAL said that according to the 2016/17 annual report by the Road Traffic Man agement Corporation (RTMC), almost 80% of road crashes in South Africa occur as a result of
human factors, such as speeding and reckless behaviour. Roads and environmental factors account for 17% of accidents and the rest is due to vehicle factors, such as un-road worthy vehicles. “An important part of what SANRAL does, is to provide safe roads, safe for vehicles and pedestrians. This festive season it will redouble its efforts to promote road safety. We have been travelling on our roads to assess their condition, and we visited several con struction zones to determine the extent of roadworks and their impact on traffic. We are happy to say our roads are ready to ac commodate the holiday traffic,” said Macozoma. SANRAL said that motorists can look forward to a safe jour ney on the national network, with its high-quality roads, friendly toll plazas with minor delays, and 24-hour emergency and law enforcement from sup porting partners in the provinces as part of the Roads Incidents
Management Systems (RIMS) programme. Motorists can also visit the SANRAL website www.nra.co.za for help in plan ning their journeys. SANRAL has also made available a series of videos to help motorists plan on their journeys. These videos explain what route to use, what to ex pect on the road, the estimated expenditure for tolls and rest spots on the route. Beyond assessing the state of the roads, SANRAL will be roll ing out the WHOA! campaign to reinforce the message of responsible road-user behaviour to reduce deaths and accidents on the roads. “Please heed the calls to stay safe on the roads. Highly unlikely that owls are reason for pets going missing By Isabel Venter
Louis Trichardt is still, sporadically, haunted by strange cat disappearances. The past year, the Zoutpansberger has on several occasions reported about cats going missing. In most of the cases, the cats went missing around the practice of Dr Pieter de Wet in President Street. They were stray cats that formed part of the local TrapNeuterReturn (TNR) project. There were, however, also reports of domestic cats going missing. Many theories have since been put forward to explain the missing cats. Some believed that the cats were abducted by people who wanted to “adopt” a cat for free. Others connected the missing cats with Halloween which is celebrated in October. It was, however, not only cats that went missing. There were also plenty of dogs reported missing. But could it be that the culprit is some thing else completely - one that swoops down on helpless pets under the cover of darkness?
Owls are known for their amazing strength, enabling them to take down prey that outweigh them, especially at night. But would they target house pets? A quick search on the Internet makes note of only a handful of isolated incidents. One even showed a rare photograph of a Hoot Owl, in America’s Minnesota, busy taking off with a cat in its talons. (reported in the DailyMail in 2012). Local bird experts, however, believe this is very unlikely to happen here in Louis Trichardt. Geoff Goetsch, bird watcher and mem ber of Soutpansberg BirdLife, said that the Spotted Eagle-Owl, Tawny Owl and Barn Owl are regular visitors to town. They are all medium-sized owl species (nowhere near as big as its American cousin) with the Spotted Eagle being the smallest of the three. It has a length of 45 cm, a weight that varies from 454g to 907g and a wing span of 100cm to 140 cm. With all three being small birds of prey, it means that they would not have the strength to carry of a cat or dog as
prey, especially if the pets are already fully grown. According to Goetsch, these owls usually prey on small rodents, reptiles and frogs. “If there is a bird that is strong enough to catch a cat it will be the Crown Eagle. They are strong enough to catch prey as big as a baby bush buck,” said Goetsch. Goetsch believes there are other socalled culprits that might explain the many missing pets. Especially with the cats, Goetsch believes that they are being poisoned. A fellow birder, Mr Barry Fou rie, backed up this claim. According to Fourie, there is currently a serious rodent pestilence in Louis Trichardt’s industrial area. “People put out poison to deal with the rats and this can lead to second-hand deaths when especially cats eat these rats,” explained Fourie. Goetsch said that these poisoned rats can, in turn, also have a negative impact on the local owl population. “Owls are actually very nice to have around as they keep the rat and snake populations in check,” he explained.

According to former regional magistrate Ronnie Rambau, there was a malicious intent behind the motives that led to his arrest on corruption charges. This is what the evidence that Rambau’s wit nesses brought to the Musina Magistrate’s court on Tuesday, 14 November, boiled down to. Rambau stands accused of accepting a bribe to influence a court case. He appeared together with his co-accused, ex-prosecutor prosecutor Estene Willemse and attorney Tivoneleni Edmond Lubisi. They face charges of corruption and conspiracy to commit corruption. They were arrested during a police trap in February 2010. The three are also ac cused of receiving bribes in murder and rape cases. During his last court appearance, Rambau said that the money, which was confiscated when he was arrested, was cash that he had received earlier in the day when he sold a car to someone. Rambau brought the buyer to testify about this in court, but under cross examination the witness could neither produce any proof that such a sale took place, nor could he proof that he took possession of the vehi cle by having it registered in his name. Following this, Rambau asked the court for another postponement as there was one more wit ness that he wanted to call to testify. This witness, Rambau indicated to court, will come and tell the court about alleged agents within the South African Police and National Prosecuting Authority who plotted to have him arrested on bogus charges. The court, however, said that Rambau had ample time to state his case and granted the State’s appli cation to close their case. The court postponed the case until 28 and 29 March next year to afford both parties time to complete their heads of argument. In Rambau’s case he must argue why he should not be found guilty on the charges. If Rambau, however, can get a final witness to testify before then, the court indicated that it will be willing to hear the evidence.

Louisa one of only a few to certify international paralympic athletes International Achievement
Louisa Kirsten, a local physiotherapist based at the Louis Trichardt Memorial Hospital, successfully completed her International Paralympic Committee (IPC) recertification course as a world para athletics international physical impairment classifier (medical). She completed the course from 3 to 6 November in Nottwil, Switzerland, after first getting the qual ification in 2012 in Indianapolis, Indiana. “There are currently 49 certified world para ath letics classifiers who have to undergo recertification every four years. South Africa has ten athletics classifiers, of which three are certified to classify at international level. Each of the 28 paralympic Louis Trichardt resident Louisa Kirsten who sport codes has its own classification system and was recently recertified as a para athletics inter training pathways,” said Louisa. In paralympic sport, there is usually the threat national physical impairment classifier.

of one-sided and predictable competition in which the least impaired athlete wins. “To prevent this, the IPC uses a classification system to place para athletes in categories for competition, based on how their impairments impact on their sport activity. These are called sport classes,” said Louisa. The IPC classification system determines which athletes are eligible to compete in a sport, and how athletes are grouped together for fair competition. “To a certain extent, this is similar to grouping athletes to their age, gender or weight,” said Louisa. Louisa started classifying athletes in 1997 in the Free State, while working as a physiotherapist at a school for disabled. She classifies athletes annu ally at provincial and national championships in
South Africa. Since her international qualification in 2012, she also volunteered as classifier at inter national championships in Puerto Rico, Arizona, China, Morocco, Tunisia and Ethiopia. Currently Louisa is the coordinator of classifi cation for the South African Sport for Physically Disabled in Limpopo. “Classification is a volun tary service. There is always a need for people to become involved, not only as classifiers, but also as officials in the various para sport codes offered in South Africa,” said Louisa. Sad farewell to much-loved principal By Anton van Zyl
After 28 years of service to Emmanuel Christian School (ECS), the principal, Ms Sandy James, is retiring at the end of 2017. Sandy has been the principal of the school since 1997. In 1989, during the first year of the school’s existence, she was asked to assist the students with Mathematics and Physical Sciences on a voluntary basis. The following year (1990), she accepted a permanent teaching post and has been with ECS ever since, teaching a wide variety of subjects over the years including Mathematics, Physical Sciences, Biology, French and English. The School Governing Body mentioned that, while they are sad to see Sandy leave, they are thankful that she will still be involved in the school in various ways and she will serve as an honorary School Governing Body member. Sandy has indicated that she is looking forward to being able to assist her husband, Chris, with some new ventures in which the family has re cently become involved. Chris has always been very supportive of her role in Christian education and was also involved in the building projects and planning of Emmanuel Christian School. Sandy says that she feels blessed and priv ileged to have been involved in Christian education as part of the team at Emmanuel Christian School over all these years and that the journey has been in spirational and exciting all the way. No journey is without its challeng es – the educational road was not always “tarred” but, she quotes the scripture, “He … set my feet upon a rock, and established my steps.” (Psalm 40:2). Sandy says that she looks forward to visiting the school from time to time in the future and is confident that the school will continue to pro vide quality Christian education, pursue the legacy of a 100% matric pass rate and produce quality graduates who make a difference in the country.

CIRCO DE LAERSKOOL LOUIS TRICHARDT Wow! What a wonderful concert! It left everyone stunned. Their eyes were just on us. I think we deserve it since we had been practicing fot 9 months. That was quite a long time! I really liked the grade 00’s and the grade 0’s. They were so small and cute… Cutie pies! The grade 00’s were wild animals. It won all our hearts! The grade 0’s were pets. They danced to the tune of songs about animals. I loved and enjoyed it. My favourite song was the one in By: which they asked their mommy’s for a puppy. Ariba Manjra
Sirkus, sirkus, sirkus… Dit was nou ‘n konsert om te onthou! Laerskool Louis Trichardt het van 13 Oktober tot 16 Oktober konsert gehou.die tema was SIRKUS! Die graad 4 tot 7-klasse het dit verskriklik baie geniet. Daar was iets van alles. Van narre tot Rio-voëls! Die oefeninge was uitputtend, maar die moeite werd. Toe die kinders vir die eerste keer hulle kostuums aangetrek het, het hulle geweet dat dit die moeite werd was. Die graad 7’s het natuurlik die gehoor se harte gesteel met hulle eerste dans en natuurlik die laaste dans ook! Dit was ‘n asemrowende Deur: konsert en aande om te onthou. Duanne Fourie

Met al die harde werk, sweet, spoeg en kaartjies wat spat, het elkeen beslis hul beloning gekry. Our school’s annual walk for Bibles took place on the 3rd of November. There was a buzz about this walk all week long. What could be better than having fun with friends while doing something for a good cause as well? Our school started with this initiative in 2015 and have been going strong with it. This year the school was able to raise more than R 4000! I think every person who made a donation will sleep better, knowing they have contributed to this wonderful iniative.

En toe was daar die waatlemoene So groen soos gras, so wit soos was, so rooi soos bloed, so suikersoet… wat is ek? ‘n Waatlemoen! Dit het ons op die 10e November uitgevind. Oom Gerhard du Plessis van Elnorte Produkte het ons bederf met heerlike waatlemoene. Elkeen het een ontvang en daar was selfs mense wat
meer as een in die hande gekry het! Dit was ‘n prentjie om te aanskou toe groot en klein, elkeen met ‘n waatlemoen huis toe gegaan het. Almal het die naweek gesmul aan die gawe geskenk wat ons ontvang het. Baie dankie oom Gerhard! Dit was regtig ‘n soet verrassing!

Mediaprefekte- afsluiting Die mediaprefekte van 2017 het baie hard saam met juffrou Bouwer gewerk. Uiteindelik is die nuwe prefekte aangekondig en hulle het sommer gou geleer waar wat kom. Hulle is nou gereed om die ou prefekte se skoene vol te staan. Op 20 November het die prefekte van 2017 hulle afskeid gehad. Dit is in die skool se mediasentrum
gehou. Ons het lekker Ons wens all die nuwe burgers en donuts saam mediaprefekte sterkte toe. met koeldrank gekry. Ons glo en vertrou dat Mnr. Linde en juf. julle dit baie sal geniet. Prefektekamp 2017 Die prefekte van 2018 het hulle kamp gehad by Schoemansdal. Hulle het aan baie aktiwiteite deelgeneem… ’n hindernisbaan, kanoritte, vegveld, vind die pad huis toe, vertouevalle n baie ander
spanbouaktiwiteite. Die eerste aand het mnr. Linde met hulle gepraat. Hulle het sommer ‘n baie groot vuur ook gemaak. Later die aand het hulle Lion King gekyk en sommer baie trane het gerol.Dankie aan

ber hulle afskeid gehad. Elke snoepieprefek het ‘n sny pizza en ‘n botteltjie koeldrank gekry. Die snoepieprefekte van 2017 wil tannie Alet en die snoepieprefekte van 2018 alle sterkte toewens vir volgende jaar.

Linde met ons gepraat het. Na die gesprek het ons kos geëet wat verslawend was. Op pad terug het ons besef dat ons as ‘n groep finaal uitmekaar is.!

Die feit is weer eens tydens ons skool se jaarlikse prysuitdeling in Oktober. Daar is trofeë vir die toppresteerder in elke graad van graad 4 tot sewe baie geluk aan elke leerling wat ‘n toekenning ontvang het. Baie dankie aan al die ouers
wat so getrou hulle kinders ondersteun het om hierdie uitmuntende prestasies te kon behaal. Die nuwe hoofleiers is ook aangewys. Ons wens hulle en hulle ouers alle sterkte toe met die groot taak wat op hulle skouers rus. ‘n Laaste dankie aan al die onderwysers wat soveel

Excitement is… visiting a farm! The grade 00’s went to visit oom Ben and tannie Marie van der Merwe on their farm It was a cold morning, but they were so excited they didn’t even realise that it was cold! Tannie Marie told them about animals and then they went for a game drive around

the farm. They saw springboks, nyalas, 2 donkeys, zebras and wildebeest. On the farm is an earth dam and the kiddies were allowed to swim in the shallow side. They also went on the water in a canoe and of course played in the mud and thoroughly enjoyed it.
Before they had to go back they were treated to hotdogs en cold drinks. We would like to thank tannie Marie and oom Carel van der Merwe for the opportunity to visit them.

Bell ceremony We’ve come to the end of an exhausting year and it is time to say goodbye to the Grade 7 pupils who are going to the high school next year. On Friday the 10th of November the class of 2017 had a bell ringing ceremony to say farewell to the primary school.
Everyone was very sad when they had to ring the bell. The Grade 1 classes formed a guard of honour and they clapped hands when the Grades 7’s walked away. The rest of the school was also clapping and cheering. Get ready Grade 6… it is your turn next year.

Daarna is hulle na die Haantjiekerk vir ‘n diens wat deur ds. Innes Nagel gelei is. Daarna het mnr. Linde met ons gepraat. Hy het gesê dat ons nou die Laerskoolboek toemaak Deur: en ‘n nuwe boek vir die Hoërskoolboek rt Joshua Swa oopmaak. Ons moet dit doen, dit is nie iets waaroor ons ‘n keuse het nie. Dit is God se gebod. Ons kan hierdie dinge nie ignoreer en onsself beskou as iemand wat waarlik met Christus ont moet het nie. Ons godsdiens is nutteloos as dit nie ons tong in toom hou, ons harte beweeg om goed te doen aan behoeftiges, en ons nie vlekkeloos bewaar van die wêreld nie. (vers 26). Die woord ‘toom’ beskryf die Bybelse siening van die tong. Die tong is soos ‘n perd wat net wil hardloop en met ‘n toom beheer word. Jakobus sê elkeen van ons het ‘n perd in ons mond. Wanneer is ‘n mens se tong soos ‘n perd wat beheer moet word? Wanneer ons skinder. Iemand het skinder as volg gedefinieer: Dit is die vermoë om ‘n ander mens se sonde in die openbaar te bely. Ons tonge galop ook wanneer ons vloek en ander belaster en ook wanneer ons lieg. Baie keer galop ons tonge wanneer ons kla en kritiseer. Deur die bogenoemde uit gewoonte te doen dui op ‘n hart wat nie reg is met God nie, want die tong openbaar wat in die hart is (Matt. 12:13-14). Wat die Skrif hier van praat is nie iets wat af en toe gebeur nie, maar gedurig omdat dit gewoonte is. Die Bybel is baie duidelik hieroor, om voort te lewe in sonde is ‘n bewys dat iemand nooit gered is nie. Sy of haar godsdiens is tevergeefs (vers 4). Vers 27. Onthou hierdie brief is geskryf aan geredde mense wat verstrooi is deur vervol ging, omdat hulle die Here Jesus Christus gedien het. Sommige van hulle was self arm (vers 9), tog vermaan hy hulle om deernis en medelye te betoon aan die wat arm is. Een van die hartseerste dinge vandag is dat so baie Christene so besig is met dinge van die Here soos geestelike seminare, konferensies, dissipelskap-tegnieke dat hulle nie tyd het om iets te bak vir iemand wat siek is, of iemand wat oud of eensaam is se gras te sny nie. Dit is maklik om ‘n goeie Fariseër te wees, terwyl die wêreld op soek is na ‘n goeie Samaritaan. Johannes sê dieselfde (1 Joh. 3:17-19). Vers 27 sê ook ‘n kind van God moet hom vlek keloos bewaar van die wêreld. Met ander woorde bewaar jou karakter en hou dit rein. Dit is om te weier dat die wêreld die standaard vir jou geloof en gedrag bepaal. Moenie soos die wêreld praat en optree nie. Die liggaam van Christus moet anders as die wêreld lewe. Apart from Durban, Flakka incidents have also been reported in Cape Town and is slowly making its way to big cities within South Africa such is Johannesburg and Pretoria. The Zoutpansberger tried to establish whether the drug made its way north to Limpopo towns.

Die Soutpansberg Gholfklub het op 25 November hul jaar afgesluit met die hou van hul jaarlikse prysuitdeling. Een van die aand se top toekennings, die van Rookie van die Jaar, het vanjaar gegaan aan DJ du Preez. Ander toekennings wat die aand gemaak is, was die van Ambassadeur van die Jaar wat gegaan het aan Elmarie Fogwell. Lezaan van der Merwe was die Vrouespeler van die Jaar, terwyl Richard Machumela die Speler van die Jaar was. Ruben Potgieter het die trofee gewen vir Beste Vordering. HIV and TB, a collective and multi-prolonged effort is re quired from all of us.” He added that it is good, because during the campaign, they are teaching community members how to use condoms correctly, because a condom prevents the transmission of various sexual diseases. “We are also encouraging people to know their HIV status by testing every three months. People must know the signs and symptoms of various diseases and seek medical help as soon as the first symptoms appear.” He added that it is up to everyone, collectively and as individuals, to take responsi bility for their own health and
that of others. “As a nation, we must rise to this challenge, determined and committed and confident that we can succeed. We must combat the stigma associated with HIV and create an environment in which all can feel comfortable to be tested and be treated.” Mr Joseph Moyo, a long-dis tance driver who was travelling from Gauteng to Harare through the Beitbridge Border Post, said that the initiative is very good, because they don’t get time to do health checks or go into the shops to buy condoms, as they spend most of their time on the road. “Many lives will be saved through this move,” he said.
Musina Municipality has joined hands with the rest of the world in the war against HIV and Aids. This was displayed by the huge turn-up during the World Aids Day build-up event that was held at the Beitbridge Border Post last week. During the event, hundreds of local community members and cross-border travellers par ticipated in health checks for various diseases. Condoms were also distributed to truck drivers, hawkers, taxi drivers and travellers. Cllr Carlton Netshivhulana from Musina Municipality said that the event was aimed at encouraging local community members and travellers to live a healthy life while at the same time being faithful to their lovers. Netshivhulana said the reason why the Beitbridge Bor der Post was targeted is because there are thousands of travellers who pass through the port of entry on a daily basis.
