Shares drop as agreement is cancelled The shares of Australian mi­ ning company Coal of Africa Limted (CoAL) fell by as much as 5.5% to R1.57 on 10 December – their lowest price since listing in December 2007, Business Day Live reported. This drop in shares follows after CoAL confirmed that the Save Mapungubwe Coalition had withdrawn from a memorandum of understanding setting guidelines for the sustainable development of the Vele colliery in the Limpopo valley. The drop in the share price is

widely considered as a sign that the market might be worried that CoAL’s operation may still be disrupted by concerns about the harmful environmental impact of its Vele operation. The Vele colliery has already gone through several halts since 2010. First there was the halt in July 2011 that was put on the water license of the mine, which was only lifted months later when CoAL had to fork out more than R9 million in fines. CoAL had to pay the administration fines to the Department of Environmental

Affairs (DEA) to continue with mining activities. At that stage, the mine was 95% completed. Afterwards, the coalition threatened to take CoAL to court and challenge the awarding of their water license. These legal actions were also later dropped when the two parties entered into a memorandum of understanding to determine ecolo­ gcially safe mining me­thods to be implemented at Vele. A resident of Makhado (Louis Trichardt), Mr Ebrahim Lakhana, feels as if he was robbed after he was forced to pay a single traffic fine twice. In his possession he holds two identical receipts which he received upon paying the same amount twice for a traffic fine issued by the provincial traffic department’s office in town. Lakhana said his driver was stopped and given a R700 fine for worn tyres on 22 October. The fine was paid the same day for which a receipt was issued. However, on 27 November, Lakhana was arrested by the same traffic officer. “He said I had failed to pay the fine issued on 22 October,” said Lakhana. “I explained to him that I had paid the fine on the very day it was issued and that I had a receipt at my house as proof of payment, but it seemed he did not understand me.” Lakhana was escorted to the provincial traffic department’s office in town and detained from around 10:00 until after 14:00. During his detention, he repeatedly informed the officers that he had paid the fine and asked if they would allow him to go fetch his receipt. They refused to allow him to do so. He was eventually allowed to leave when he again paid for the ticket. Afterwards he was told to write a letter to the department, asking for a refund since he said he was not satisfied with the whole process. “They said it might take about seven weeks before I could get my money back,” said Lakhana.

The head of the Roads and Transport department’s office in town, Ms Shumani Lavhengwa, declined giving any explanation as to why Lakhana was forced to apparently pay for the same ticket twice. She said the newspaper should contact the provincial office for any media inquiries regarding this case. When the Zoutpansberger contacted the provincial spokesperson for the Department of Roads and Transport, Mr Joshua Kwapa, he advised the paper to send him an email explaining exactly what had happened. A detailed email was sent to him on 5 December and several telephonic follow-up calls were made to him after he had neither acknow­ ledged nor responded to the email. Kwapa was informed that Lakhana needed to understand why he was not given the opportunity to collect his receipt as proof of payment and the reason why the system was not updated to reflect that the warrant was paid. Lakhana also feels that it would be unfair of him to try and recover the money of the duplicate payment at his own expense, because the traffic department is to blame and not him. After many attempts to elicit a response from the department, Kwapa said on Tuesday that he wouldn’t be able to answer at that stage since he was sick. “I am not feeling well,” he said. “I am not going to the office. Send me your phone numbers and I will see what I can do,” Kwapa said.

Despite suspension still getting paid (Contd from P1) According to a justice committee report, dated 24 February 2011, Rambau informed the Magistrates’ Commission that “since the case [against him] was not finalised, it would be unfair to penalize him.” In their latest report back to the parliamentary committee on 31 October this year, the commission said that they have since November 2011 been trying, unsuccessfully, to set a new date for Rambau’s misconduct

trial. Due to the fact that the matter has been dragging on for so long, the justice committee suggested that Rambau’s salary be withheld and to let him challenge this decision. Mr Hans Meijer, from the Magi­strates’ Commission, informed the committee that all the correct procedures and fair administrative actions had to be followed before Rambau’s salary could be suspended. He gave an undertaking to have the Magistrates’ Commission’s

Ethics Committee revisit their decision regarding whether Rambau should receive his salary or not. In the meantime, Schoeman confirmed that a new date for Rambau’s misconduct trial is being negotiated with his attorney. It is, however, at this stage not clear who Rambau’s attorney of record is, since his previous advocate withdrew from the case due to alleged non-payment for his services.

New parking system in effect from Wednesday The Makhado Municipality has introduced a a parking attendant. The acting director of community services in new parking meter system whereby motorists are required to pay a pre-determined tariff to the municipality, Mr Molatelo Kanwendo, said that the parking tariffs are meant to enhance responsibility among motorists and vehicle security within Makhado (Louis Trichardt). “With the parking meter system in operation, there will be less break-ins and thefts out of motor vehicles,” said Kanwendo. “We request motorists and community members to co-operate with the parking attendants.” The parking system operates from Monday to Friday between 08:00 and 17:00. Saturday operation starts at 08:00 and ends at 13:00. They are not operating on Sundays and public holidays. Tariffs are R3,00 (0-30 minutes), R8,00 (30-60 minutes) and R12,00 (60-90 minutes). Motorists are, however, advised to inform the operator about the parking duration they anticipate to spend in the parking bay and the meter would indicate the money for that period. “The operator must hand you a display ticket which should be placed on the dashboard of your vehicle,” explained Kanwendo. Kanwendo adds that a non-payment ticket could be issued to motorists who fail to pay and Kalender such a ticket might be between R50 and R750. Greenbelt development receives green light The construction of a major new business centre and a 150 bed hotel in the greenbelt area north of Stubbs Street and west of the N1 in Makhado (Louis Trichardt) received the green light last week. The Department of Economic Development, Environment and Tourism announced that environmental authorisation was granted to Day Break Properties 7 (Pty) Ltd for the construction of a 35 000 square meter retail centre, a 10 000 square meter office complex and a 150 bed hotel. The project is intended to include all internal services related to the development, as well as ancillary facilities such as parking. The application for environmental authorisation was made on 6 August last year and amended on 8 August and 20 September 2011. The final Basic Assessment Report (BAR) was received on 11 June this year. Specialist studies included a vegetation report, faunal survey, riparian delineation and assessment and an archaeological impact assessment. The department says all information presented was taken into account. Details provided indicate that the EAP is competent to carry out the environmental impact assessment procedures. It says a sufficient public participation process was undertaken. The department found that the possible impacts relevant to the proposed activity can be mitigated by using among others the recommendations outlined in the final BAR. It says the proposed development will be located within a residential/ business development node and will therefore not significantly alter the sense of place of the surrounding area. The department says the approval of the development will impact positively on the local economy, resulting in the creation of numerous job opportunities for local residents during construction and in the operational phase. Existing businesses will

also benefit by means of providing services such as contract cleaning, general maintenance, repairs and landscaping. The development will also assist in alleviating crime in the area and the capital investment will assist the local municipality’s goal of becoming a city. The department is convinced that any potentially detrimental environmental impacts resulting from the proposed project can be mitigated to acceptable levels. Appeals against any aspect of the decision must be submitted to the MEC for Economic Development, Environment and Tourism within 20 days.

Blydskap oor boorgate, maar daar is talle vrae Tydens die jaareindfunksie van die Soutpansberg Belastingbetalersvereniging (SBBV) op 7 Desember, het mnr. Gert Smit van Levubu lekker gesit en gesels met mnr. Herman Smith en ander oor die wenslikheid van sekere praktyke by die nuwe munisipale boorgate in Makhado (Louis Trichardt). Twee van die vier nuwe boorTydens die jaareindfunksie van die Soutpansberg Belastingbetalersvereniging (SBBV) op 7 gate word direk aan die hooflyn Desember, het mnr. Gert Smit (links) van Levubu lekker gesit en gesels met mnr. Herman Smith gekoppel. (regs) en andere oor die wenslikheid van sekere praktyke by die nuwe munisipale boorgate in “Ons as boere is altyd besig Makhado (Louis Trichardt). met water pomp. Dit is dalk nie so wys dat die munisipaliteit die twee boorgate se water direk in die sisteem inpomp nie. Pomp dit eerder in ‘n tenk in, dan kan jy die water bestuur. As jy weet wat in jou tenks is, kan jy die water beter versprei en jou druk bly konstant. Is daar ‘n druk veiligheidsklep by die boorgatpomp om te keer dat die druk op die pomp nie te hoog word nie? ‘n Pomp wil ‘n konstante stroom hê en nie skommelinge nie, “ sê Smit. Smith is weer besorg oor die kwa­liteit van die water van die boorgate wat direk in die hooflyn ingepomp word omdat die SBBV al watertoetse op boorgate in die Die personeel van die Zoutpansberger en Limpopo Mirror het verlede Vrydag, 14 Desember, dorp laat doen het en twee daarweer hul jaarlikse Kersbesoek aan die inwoners van Ons Tuiste Ouetehuis, Laat Lente en van was besmet met die E.coli Herfsakker in Makhado (Louis Trichardt) gebring. Afgeneem is die reservoir kom en die pyp vanaf koerantpersoneel saam met die bestuurder van Ons Tuiste, mev. Kittie de Bruin (voor derde die boorgat na die hooflyn in van regs). Stubbsstraat, hinder hom ook.

Die Vhembe Distriksmunisipaliteit (VDM) het op sommige van hierdie kwelvrae geantwoord in ‘n telefoniese onderhoud verlede week. Die tegniese bestuurder van die VDM, mnr Frederick Tshi­vhen­ gwa, het gesê dat die kwaliteit by al vier boorgate getoets is. Die boorgate wat direk gekoppel gaan word aan die hoof pypleiding is die boorgat by die woonwapark en die een in De La Reystraat. Tshivhengwa het gesê dat daardie twee boorgate ‘n waterkwaliteit van klas 0 en klas 1 gelewer het. Daar sal nie ‘n chlorineerder aan­gebring word wat chloor in die stelsel kan indrup nie. “Daar sal konstante monitering van die waterkwaliteit wees,” het hy gesê. Tshivhengwa het gesê dat opgaartenks nie nodig is nie, omdat “watertenks gebruik word vir stoorruimte vir wanneer daar ‘n onderbreking in die watervoorsiening is”. Wat die drukverskille en hoe­ veel­heid water betref, het Tshi­ vhen­gwa gesê dat die boorgate meters het wat sal meet hoeveel water uitgaan, net soos wat die aanleg meters het. “Elke boorgat word soos ‘n aanleg behandel. Die drukverskille is deur ons ingenieurs in ag geneem tydens hulle ontwerp van die stelsel,” het Tshivhengwa gesê.

Volgens die boorgatverslag wat deur die VDM aan AfriFo­ rum beskikbaar gestel is, sal water vanaf die Presidentstraat boorgat direk in die naaste reser­voir (Berghstraat) ingepomp word. Die toetsgronde boorgat sal “verbind word met die spoorlyn bystandstenk”. Presidentstraat se boorgat lewer 2.5 liter per sekonde, die karavaanpark s’n 3 l/s, die toetsgronde s’n 6 l/s, terwyl die De la Reystraat boorgat 10 l/s lewer. Die kontrakteurs vir die toerusting van die boorgate is aangewys: Eubukuta rus drie boorgate toe, terwyl PM & Brothers een toerus. Een kontrakteur het die koste van die toerusting vir die boorgat en die koppeling daarvan aangegee as bykans R80 000. Tshivhengwa het op 6 Desember gesê dat die werk begin het en dat hulle wag vir pomphuise om die boorgate te beveilig, omdat daar soveel vandalisme en diefstal plaasvind. Die skade aan die 14 bestaande boorgate beloop reeds R2.4 miljoen. “Ons wil die koppeling van die nuwe boorgate en die pomphuise gelyk klaarhê om die veiligheid van munisipale infrastruktuur te verseker,” het Tshivhengwa gesê. Die verslag lui dat die sisteem ten volle funksioneel en operasioneel sal wees op 2 Januarie.

Battle for Vhavenda leadership far from over

King Toni Mphephu Miss Masindi Cle­ Ramabulana. men­tine Mphephu. The battle to decide who is the real king (or queen) of the Vhavenda seems to be far from over. Court papers were served on several parties last week informing them of the intention to have the decision to make Toni Ramabulana king of the Vhavenda, declared invalid. The first applicant in the case is the 21-year-old Masindi Clementine Mphephu. In the affidavit filed, it is argued that she is the first incumbent to the throne. The second applicant is Mbulaheni Charles Mphephu. He argues that should Masindi not be considered for the kingship, partly due to gender discrimination, he would be next in line for kingship. The respondents in the case include Toni Ramabulana, President Jacob Zuma (who announced that Toni will be the new king), as well as the national and provincial houses of traditional leaders. The applicants ask the court to firstly set aside the decision to appoint Toni Ramabulana as king and then to declare that the practice of only installing males as traditional leaders be declared unconstitutional. Should the court not rule that Masindi is the sole queen of the Vhavenda (or alternatively Mbulaheni as second in line), the applicants ask that the Commission on Traditional Leadership Disputes and Claims be ordered to make a definite ruling on this matter. The two applicants’ claim to the top leadership position among the Vhavenda is set out in detail in the affidavit filed by Mbulaheni Charles Mphephu. In this document he states that he is the eldest son of the late Patrick Ramaano Mbulaheni Mphephu Ramabulana. Masindi Clementine Mphephu is the only child of the late Tshimangadzo Mphephu (who ruled under the name Dimbanyika). Her father was paramount chief of the Vhavenda and also the second-eldest son of paramount chief Patrick Ramabulana. Dimbanyika succeeded Patrick as leader of the Vhavenda (the first born passed away before his father’s death.) In the court documents several references are made to the findings of the Nhlapo Commission that investigated the kingship claims. This commission confirmed the belief that the Mphephu Ramabulana Royal Family is the custodian of the kingship. The royal customs The general rules of succession as well as the structures that govern are also described in the affidavit. According to Mbulaheni the mutumeri or Family Structure is very important when decisions about the future king (or queen) need to be made. The mutumeri comprises five parties, the first being the netshiozwi or “mother of the queen”. This is not necessarily the biological mother of the king and may be one of the other wives. The second important party is the khadzi, or sister of the reigning queen. This is the most senior female position other than the queen in Vhavenda custom and is the one to nominate a new traditional leader, according to the requirements of customary law and after consultation with the Family Structure and the Royal Council. After the death of the king to which she is khadzi she remains on as advisor to the successor and is then referred to as makhadzi. The ndumi is the third party involved and he or she is effectively the “secretary” to the king and one of his closest advisors. He is ordinarily chosen from the king’s siblings and is addressed as khotsimunene. The two other parties are the makhadzi (previ-

ous khadzis) and the BaVenda (former advisors or ndumis). “In terms of a strict requirement of Vhavenda customary law, the ndumi to a king or queen can never be the next king. This is because the ndumi is one of the closest advisors to the king or queen. It is thus believed that a person in that position would be tempted to kill or displace the king or queen if there was any incentive of succession involved,” states Mbulaheni in the affidavit. In the affidavit the rules for determining who the next monarch would be, is also stated. Much emphasis is placed on the role of the dzekiso or “candle wife”. The dzekiso is selected by the Royal Council, a supporting structure that customarily comprises brothers and sisters to the king. The Royal Council will pay the lobola for the wife. The first wife the king marries is not necessarily the candle wife and there may also be more than one candle wife, to make provision for instances where the first candle wife may not produce a heir to the throne. “Ultimately, it is the makhadzi who nominates the next monarch after consulting with the mutumeri or Family Structure and the Royal Council,” states Mbulaheni. The makhadzi follows customary law and the Royal Council invariably accepts such nomination and inaugurates the incumbent. Should a king die no successor will be nominated within the first year after his death to give the community time to mourn their leader. During this time an acting regent is appointed and it is often the ndumi who takes up this role. If the successor to the throne is too young to rule, the acting regent will rule until that person is ready to take over. Family structure of the Royal Family In his affidavit Charles Mbulaheni sets out the complicated family structures, starting at his grandfather, Mbulaheni George Mphephu Ramabulana, who ruled under the name of Mphephu II from 1925 to 1949. “He was succeeded by his son and my father, Ramaano Patrick Ramabulana, who ruled as Mphephu III. Ramaano had eight wives,” states Mbulaheni. The three parties involved in the current court case were each born from different wives. Masindi Mphephu, the first candle wife, gave birth to Dimbanyika Mphephu (father of Masindi Clementine Mphephu). Doris Mphephu, his fourth wife (but second candle wife) is the mother of Mbulaheni Charles Mphephu. Toni Ramabulana is the son of Matamela Mphephu, the second wife of Ramaano Patrick Ramabulana. “My father, Ramaano Patrick, reigned as king of the Vhavenda from 1950 until his death in 1988,” states Mbulaheni in the affidavit. The Royal Council then appointed Phophi, the late king’s sister, as acting regent. She ruled for nearly six years amidst some controversy over who the next incumbent should be. These were also times of great political turmoil in Venda. In 1990 the former homeland was overthrown in a military coup and a year later the Venda Traditional Leadership Proclamation was passed whereby the kingship of the Venda was abolished and the Mphephu Ramabulana family was demoted to one of the 28 chieftaincies of the Vhavenda. The reign of Dimbanyika In February 1994 Dimbanyika Mphephu was installed as paramount chief and not as king (because of the legislation passed). “However, he was understood to be and recognised as king in terms of Venda customs, and, in this capacity he was requested to preside over the installation of chiefs during his reign,” reads the affidavit. Toni Ramabulana, Dimbanyika’s younger halfbrother, was appointed as ndumi. This, according to Mbulaheni’s affidavit would have immediately disqualified him as future king. Dimbanyika’s reign lasted only three years and he died in a car accident in 1997. He had only one child, Masindi, who was six years old at the time of his death. “… what ought to have happened is that Mavis Mphephu Ramabulana, now as makhadzi, should have announced Masindi as Queen of the Vhavenda people as she was her only issue. A regent should then have been appointed to act until Masindi came of age.” In his affidavit Mbulaheni criticizes the role of the then Royal Council, stating that they “gained the distinct impression that the Royal Council wanted to usurp the throne.” He blames his uncle,

David Mphephu (half-brother to his father) for creating the animosity and sowing confusion. “As a result, the young siblings and peers of Dimbanyika decided to revolt and ousted the Royal Council … I was appointed as the chair of the new Royal Council,” states Mbulaheni. Toni Ramabulana, the former ndumi, was also part of the new Council. Toni inaugurated as Paramount Chief Because of Toni’s involvement in the new Royal Council it was, according to Mbulaheni, felt that it would not be proper for them to appoint a regent. “If it was done by the new Royal Council, it would seem as if Toni was installing himself,” he states. In 1998 the former Royal Council was thus reinstalled and they arranged for Toni’s inauguration as regent. According to the affidavit, the ceremony caused a lot of confusion, as Toni was inaugura­ ted as Paramount Chief that day and not as regent. Mbulaheni himself was appointed as ndumi to Toni “in his acting capacity.” Mbulaheni criticizes Toni is his affidavit saying he contravened customary law by then purporting to be the king of the Vhavenda. The issue of kingship came to fore in 2003 when most of the 28 Vhavenda recognised chiefs came together to devise a plan to have the kingship restored. They apparently agreed that the Mphephu Ramabulana family was indeed the royal family of the Vhavenda. The chiefs, however, “failed to … ensure that the rightful incumbent from that family was appointed,” states Mbulaheni. He argues that the chiefs went along with the incorrect notion that Toni was entitled to be appointed as king. According to him this was never their role, as it is the prerogative of the Family Structure and more particularly the makhadzi. Animosity between families According to the affidavit filed the relationship between the various families have deteriorated to such an extent that even the close advisors to Toni have threatened to withdraw. “Toni’s leadership style has served to alienate his advisors. He never consults us about any of his decisions as he is supposed to do in terms of the customs,” he states. Because of this, Mbulaheni argues, even he is no longer able to perform his duties as ndumi. He alleges that the Royal Council and Family Structure are no longer active and is being dominated by David Mphephu. Nhlapo Commission The leadership dispute could also not be resolved by several commissions and high court judges. Legislation was passed in 2003 enabling government to put together a team to investigate the various claims and the Commission on Traditional Leadership Disputes and Claims was established. The Commission, headed by Prof Thandabatho Nhlapo, started their investigation into the claims and in 2008 released their first findings. The Nhlapo Commission (as it became known) recommended that there should be a single kingship for the Vhavenda people and that the rightful holder of the position of king (or queen) must come from the Mphephu Ramabulana Royal Family. “Although Toni brought a claim, the Nhlapo Commission made no finding about who, within the Mphephu Ramabulana lineage, was the rightful king or queen,” states Mbulaheni. He supports this claim by quoting from a speech delivered by President Jacob Zuma in July 2010 where he states that the incumbents “will be determined by a new Commission which will be established soon.” In January 2010 the Traditional Leadership and Governance Act came into effect and this led to a new Commission being formed. This Commission, chaired by Mr Bagudi Jonathan Tolo, started their work in January 2011 and, according to the court papers, must make recommendations to the President who must then make a decision within 60 days of receiving such a recommendation. Mbulaheni argues that the Commission has still not made any decision regarding the Vhavenda kingship issue. “… the President has now ignored the pending enquiry of the Commission and gone ahead and wrongly recognised Toni as permanent king,” says Mbulaheni. High Court Challenges The President’s announcement that Toni Mphephu Ramabulana will be recognised as the

new king of the Vhavenda was quickly challenged by some of the Vhavenda families whose claims before the Nhlapo Commission were unsuccessful. An application for review was initially brought by the Vhangona, but the Tshivhase and Mphaphuli families later joined the dispute. The application was dismissed by Judge Legodi, but he refrained from making any finding on who out of the Mphephu Ramabulana lineage should be the incumbent, describing this as not part of the (Nhlapo) Commission’s decision. Just more than a week after Judge Legodi delivered his judgment, President Zuma issued a notice recognizing Toni as king of the Vhavenda. The decision of the President is severely criticized in Mbulaheni’s affidavit and he states that it violates several sections of the Promotion of Administrative Justice Act (PAJA). Gender based discrimination The court application of Masindi and Mbulaheni relies heavily on the fact that gender based discrimination took place when deciding on a new ruler. In his affidavit Mbulaheni describes the custom that only males should be heirs to the throne as inconsistent with the country’s Constitution and a breach of Masindi’s rights. “If Masindi had been a male, there is no doubt that she would have been recognised as the rightful monarch,” he states. No comment from the Royal Family The Mphephu royal spokesperson, Vho Thovhele Rasikhuthuma Masakona, was approached for comment earlier this week. Rasikhuthuma is also the chairperson of the Ramabulana Royal family. “What I can confirm is that we received the papers and that we are going to file papers opposing the application, but we cannot dwell on it now as it is in the hands of the courts,” he said.

Sewage in industrial area overflows again

Clients in the business district of Eltivillas had to drive along the pavements the past few weeks to avoid the massive water-filled pothole craters in the streets around one of the busiest hardware shops in Makhado (Louis Trichardt). The heavy rainfall since the end of November brought welcome relief for gardeners and farmers but exacerbated the problems caused by the continued lack of street maintenance in the town.

Just when the sewage in the road at the industrial area was clearing well, the cables at the pump station were stolen once again and the infamous “sewage dam road” was full of sewage once more. This time round, engineers are busy excavating for brand new pipelines and they do not want the underlying ground to be wet. On 29 November, the Makhado municipal manager, Mr Sakkie Mutshinyali, was pleased to invite the Zoutpansberger to visit the street in the industrial area, near South African Breweries, that used to overflow with sewage, to see the difference. Mutshinyali also said that the “turn-around time of the municipality is improving”, referring to the sewage cases in town that had been referred directly to him. Mr Phillip Olivier, manager of the Soutpansberg Ratepayers Association, confirmed that the municipality had reacted quickly when he referred the cases to the municipal manager. At the time of that conversa-

tion, Mutshinyali had not yet been informed that thieves had already spoiled the whole situation at the industrial pump station by stealing cables out of the pump station that was properly locked and being managed by an appointed company. The theft of the cables took place during the weekend of 17 and 18 November. Mr Connie Vlok , resident engineer of WorleyParsons, recounted what had happened. “I came to the pump station on 19 November, since we are excavating just across the road to install a whole new pipeline to take the sewage outfall to the new wastewater-treatment plant. “Once that is finished, the industrial pump station will become obsolete. I observed that sewage was standing in the storage dam. I phoned the municipality, who contacted the contractor appointed to manage the pump station and who had the keys. Once inside, he realised that the cables had been stolen. Since that day, the pump station has been standing. We made a small

embankment to keep the sewage away form our excavations, since we need the underground soil to be dry. We keep asking them to pump the waste away,” Vlok said. At this stage, the sewage runs past the pump station and some of it runs into a retention dam in the veldt, east of the railway. On 6 December, the AfriForum chairperson, Mr Wally Schultz, visited the site. Schultz said that Makhado’s municipal manager was taking the challenge of sewage spillages seriously. “I wrote down Mutshinyali’s words at an IDP meeting that I attended. He said, ‘I have taken a decision that, even if sewerage is not the Makhado Municipality’s responsibility, I will personally take charge of sewerage maintenance’,” said Schultz. AfriForum inspected the new excavations with the engineer. Schultz said that AfriForum’s environmental specialist would visit the town early next year.

Make the most of your time, says Musina mayor in festive message

I

t is that time of the year to reap the fruits of our hard labour since the beginning of the year. Some of us could not attain our goals of the year because of different reasons. To those who did not achieve their goals, this is the time to start afresh while rectifying mistakes of the past. One of the most important ingredients of achieving our goals is effective time management. The greatest single time management tool is to set clearly defined goals. This gives focus and direction to planning and facilitates the establishment of priorities. Effective self management will allow you to feel positive and achieve a state of balance and harmony in mind, body and soul. The first step for effective time management is to be aware of how you presently use your time. Keeping a record on how you spend each hour of the day is extremely useful. This will help you gain insight into your current patterns of time management. After a week or two, you can look back and see if you have kept your schedule, kept the appointments with yourself, or whether you have allowed other things to intrude. The more effectively you structure your working time, the more leisure time you will have available. By creating an action plan, you are providing the blueprint or map which will lead towards the culmination of your dreams. Successful people realize this and are prepared to invest in themselves by spending their time doing the most important things first and the less important last. In your year planner, mark important dates such as major events, project deadlines, strategic planning, holidays and other relevant information. Know your priorities. We are all limited in the amount of time, energy and resources that we have. By being aware of your top priorities, you will be able to utilize all of your resources effectively. Each day ask yourself: “What are the most important things I need to do today? What is their order of importance? Do I have deadlines to meet? Am I able to readjust my schedule for unexpected crises, interruptions, telephone calls and other time consumers? Am I acting on my identified goals? What can I do to eliminate or decrease things that waste my time? Do I have realistic expectations? Have I allowed time for myself, my family and friends? One of the biggest obstacles to effective time management is procrastination. Whenever you are

tempted to put something off, be totally committed to acting immediately. Be conscious of time consuming tasks that are not really productive. Learn the art of delegation. This allows you extra time for high priority tasks. May we all enjoy the festive season with warm hearts and humanity. Even though we had some challenges this year, we must never give up holding on to the future. People from far and near will be travelling back home for Christmas. Let’s all Arrive Alive. Long distance drivers should take a break. Don’t drink and drive. Let’s all be responsible. Drivers must obey and observe the rules of the road to reach their destinations safely. Let’s not forget to use water and electricity wisely. By paying your accounts for water and electricity you will be setting a good example to your neighbour that municipal development is about paying our bills. To those who are still at school I say: Hold on, because education is the only weapon that ensures success. I would like to congratulate all who had passed their grades to the next level. I sympathize with all those who did not make it. Always know that it’s not the end of the world. To fail does not necessary mean that you are a failure. Tell yourself you will do better next time. Stand up and say I can and I will. Parents and guardians, let us not spend all the money on Christmas and forget about the school fees next year. Just put that small amount underneath your bed and forget about it. Remember it when the back to school campaign approaches. May your Christmas be filled with happiness, joy and peace. Now is the time to be more cautious, but may it be a peaceful New Year

F

ellow citizens of the Vhembe District Municipality, we have come to the end of an eventful year. So, let’s all join hands in celebrating Christmas and the dawn of the New Year. Once again the time has come that I should on behalf of the council wish all of you a peaceful, safe Christmas and a successful 2013. It has been a historic year to South Africans and the world at large, a year the ruling African National Congress celebrated its centenary. The commitment of government to service delivery has been a continuous process. Vhembe district is implementing programmes that assist in alleviating poverty and reducing hunger while creating jobs. Vhembe district congratulates citizens who have been good ambassadors in 2012. Ours is a district that is famous for tourism opportunities, diverse culture and peaceful people. I wish students who are awaiting their grade 12 and higher institution results a successful academic year. One is convinced that the district matriculants of 2012 will continue to deliver good results in the country. CWSA and Tshitandani look at child protection There is a glaring need for the establishment of more designated child protection organisations in Limpopo Province and specifically in the Makhado municipality. This urgent need was emphasized by Mr Solly Nethononda, provincial manager of Child Welfare South Africa (CWSA). Nethononda addressed members of Tshitandani Child Care Foun­dation during a recent meet­ ing in Makhado (Louis Tri­ chardt). He shared with members the benefits of being affiliated to CWSA, which has the vision to lead in the achievement of safe and caring environments for children and the mission to promote, protect and enhance the safety of children. The management of Tshitandani expressed a keen interest in such affiliation. In an overview of child protection services in the Vhembe District, Nethononda said 516 031 of Vhembe’s population of 1 294 722 reside in the Makhado municipal area. Of these, 241 068 (almost half) are younger than 19. He said there are a total of 13 designated child protection services throughout Limpopo

servicing a total of 24 municipalities. These are organisations mandated by the Minister of Social Development to render services according to the Children’s Act (No. 38 of 2005). Seven of these organisations are in the Polokwane local municipality which means that there are about 23 municipalities serviced by six organisations. This means that several municipalities have no designated child protection services except from government, which has many challenges. The result of this lack is that the majority of children are not protected. There is only one such designated child protection organisation in Makhado. “There is an obvious need for more to be established here,” he said. The core business of CWSA provincial bodies is to develop, mentor and support member organisations, as well as establish new child protection and specifically child welfare organisations. The provincial offices also implement child protection programmes which the national offices develop. The focus is on the protection of children and their families.

Among the benefits of being a CWSA affiliate is that the integrity of CWSA over the years (it was established in 1908) makes it easier for affiliates to gather resources and enhance their reputation. It gives them a bigger voice for advocacy and the mother body is available for support and mentoring and also for financial assistance when necessary. National drives by the mother body benefit the members with fundraising. National programmes can be implemented and management training regarding governance is available. It also gives them access to the latest developments in child protection issues. CWSA was part of the Nonprofit Partnership task team that fought for tax exemption and incentives. The public benefit tax legislation has become a practice from which all NGO’s, including child welfare organisations, are benefiting, especially the provision that all donors now have to produce a Section 18A certificate to prove the authenticity of donations. CWSA was part of the process which enables NGO’s to produce such certificates.

A Grade 11 pupil at Louis Tri­ chardt Hoërskool, Rameez Ja­ madar (17), received a statement of acknowledgement and encou­ ragement from the Makhado Mu­ni­cipality for his excellence in cricket. “Rameez’s achievements only remind us that people with great talents reside within our municipality,” said Cllr David Mutavhatsindi, mayor for the Makhado Municipality. “These talents need to be recognised and acknowledged timeously.” Rameez has been representing the district and province at the national level since the age of 10. He plays

under the auspices of the Limpopo Impala Cricket Team. He attributes his achievements to a positive attitude. “A positive mind and a good strategy make me a winner,” he says with a smile. Rameez continues putting the district and province on the map through his continued excellence and successes in the game. He is representing the Vhembe district in the U/17 games in Cape Town. Mr Leon Olwage is the young cricketer’s coach and is very proud of him. “Rameez has gone from strength to strength and if he stays focused, he will have a bright future,” said Olwage.
