Bittersweet Christmas By Andries van Zyl
The Louis Trichardt SPCA will celebrate a bittersweet Christmas this year. On the upside, they enjoyed a year of wonderful support from the Soutpansberg community. On the down side, they still have no answer as to what to do with the carcasses of animals that had to be humanely euthanised. As readers might be aware, the SPCA receives no government funding and solely relies on donations to do their work. For years, the Louis Trichardt SPCA has also doubled as the municipality’s “small animal pound” which the municipality is supposed to run and maintain. In recognition of the good work they do, the municipality made a decision in the early 1990s that 50% of all dog license fees paid to the municipality would be donated to the SPCA to assist them. For many years now, dog license fees are no longer being charged, so no payment is made from the municipality to the SPCA. Until the opening of the new landfill site west of Louis Trichardt (Tshikota), the local SPCA had an arrangement with the Makhado Municipality that they were allowed to bury the carcasses of euthanised animals at the Vondeling dumping site. Since the beginning of July, after the opening of the new landfill site, the SPCA has been prohibited from burying carcasses at the new dumping site. This sparked a lengthy correspondence between the SPCA and the Makhado Municipality’s waste-man-
agement department in an effort to get permission to have the carcasses disposed of at the new site. The municipality was sympathetic to the SPCA’s problem, but had to inform the SPCA that the new landfill site’s permit conditions did not allow for the dumping of animal waste. The new permit, amongst other, merely prohibited the disposal of “any infectious waste (that) is generated during the diagnosis, treatment or immunisation of humans or animals; in the research pertaining to this; in the manufacturing or testing of biological agents including blood, blood products and contaminated blood products, cultures, pathological wastes, sharps, human and animal anatomical wastes and isolation wastes that contain infectious substances.” In the meantime, the animal carcasses started piling up at the SPCA. One Good Samaritan donated a small chest freezer to keep the carcasses in. This quickly filled up and the SPCA, out of its own pocket, had to buy a second, bigger, fridge at great expense. One option they had was to make use of the incinerator at the Department of Agriculture right next door to the SPCA, but this option proved too expensive as the department charged a fee of R116 per carcass that needed to be incinerated. Weeks of correspondence dragged into months. Hitting somewhat of a dead-end, the SPCA approached their attorney, Dr Suwil Rudolph, to approach the municipality for answers and a possible solution to their problem. In a letter dated 20 November, Rudolph reported back to the SPCA that

the Limpopo Department of Economic Development, Environment and Tourism (LEDET), who had issued the permit, had indeed omitted the provision that allows the SPCA to dispose of carcasses at the new landfill site. He added that the municipality, upon realising that the provision had been omitted, did everything in their power to have the problem rectified. Rudolph further stated that the process
of having the permit condition amended was in an advanced state and that only the municipal manager still had to give his approval. All in all, the process was said to take another month. By Tuesday this week, just one day shy of a month, the SPCA had yet to hear any good news. Municipal spokesperson Mr Louis Bobodi did, however, confirm that the matter had been referred to LEDET
for technical advice on the extension of the validity of the licence and the development of an approved disposal pit for carcasses. “At the moment, we are busy with the implementation of the advice; however, it will take time because there are certain requirements to be adhered to for the extension of the validity of the licence before anything can be done,” said Bobodi.

Watter stories het die afgelope jaar reaksie ontlok? Deur Andries van Zyl
Die Zoutpansberger kyk in hierdie laaste uitgawe van die jaar weer terug na die belangrikste nuusgebeure wat weekliks die nuusblaaie gehaal het. Daar is besluit om bietjie datajoernalistiek te pleeg om te probeer vasstel watter artikels die gewildste was by lesers, veral artikels op die koerant se webblad, www.zoutpansberger.co.za. Anders as die gedrukte koerant, is dit baie makliker om Internet-gebruikers se leespatrone te bepaal, aangesien daar rekord gehou word van watter artikels lesers lees. Die oefening het nogal ‘n paar interessanthede opgelewer. So byvoorbeeld was dit nie altyd die gedrukte voorbladberig wat in ‘n spesifieke week die meeste aandag getrek het nie. Dit was ook nie altyd harde nuus wat die aandag getrek het nie. Meegaande was die top 10 artikels wat die afgelope
die Soutpansberg. Die twee het op 14 Januarie ‘n verjaardagpartytjie langs die Rietrivier in Ritchie (Kimberley) bygewoon. Beyers is voor Christo terug huis toe. Hy het egter nooit by die huis opgedaag nie. Christo het onverpoosd na hom begin soek en hom eers die volgende dag, met ernstige hoofbesering, in die Kimberley Hospitaal opgespoor. ‘n Weldoener het hom langs die pad gevind en na die hospitaal gebring. Beyers het egter nooit sy bewussyn herwin nie. Hy is breindood verklaar en – die vyfde-mees-gelese artikel. Die opening van die reuse nuwe Thavhani Mall in Thohoyandou het ook geblyk belangrike nuus te wees vir lesers en was die sesde-mees-gelese artikel op die webblad met 20 100 besoeke. Die sentrum het op 24 Augustus oopgemaak en is die grootste van sy soort in die Thohoyandou en Thulamela
is op 21 Januarie oorlede. Die derde-mees-gelese artikel op die koerant se webblad was die van die aanval op Jack en Linda Oosthuizen. Die egpaar bly op die Rondebosch-kleinhoewe net buite Louis Trichardt en is op 16 Augustus wreed aangeval. Tydens die plaasaanval het Jack baie skade aan sy regteroog opgedoen. Hy moes ook heelwat steke aan die agterkant van sy kop kry. Linda is met ‘n pyp geslaan. Drie mans het die egpaar net ná 02:00 in jaar verskyn het: Die artikel wat by verre die meeste aandag op hul huis oorval. Die artikel oor die aanval op die die webblad gelok het, was die kort beskrywing en videogreep van die noodlottige vragmotor ongeluk op die N1 net suid van Louis Trichardt op 15 Augustus. ‘n Ongelooflike 40 825 mense het op die skakel geklik om na die videogreep te kyk van die ongeluk wat die lewens geëis het van die 29-jarige Godfrey Machaba (29) and 25-jarige Davhula Ndiafhi (25), beide van Tshakhuma, nadat hulle bakkie met ‘n vragmotor gebots het. Die ongeluk is op ‘n nabygeleë plaaseienaar se

Dawie en Elsa Sadie, hulle dogter Franzelle van Biljon en Franzelle se oudste dogtertjie, Marizelle (6), het gesterf in die ongeluk op die N1 tussen Mookgopong en Mokopane. Franzelle se jongste dogtertjie, Zelmari (4), is in ‘n kritieke toestand in die hospitaal opgeneem, maar het die ongeluk oorleef. In totaal het 22 908 sekuriteitskamera opgeneem. In die tweede plek, met 37 659 Internetbesoeke, wat die hartseer verhaal van die dood van die 43-jarige Beyers Adendorff. Beyers en sy twee lingbroer, Christo, was bekende inwoners van

besoekers die artikel gelees. Die weer en natuur blyk ook altyd ‘n gewilde onderwerp te wees, veral as dit met skade gepaard gaan. Tropiese storm Dineo het in Februarie vanjaar gesorg vir ‘n paar benoude oomblikke, nadat dit die Mosambiekse kus getref en na die binneland toe inbeweeg het. Aanvanklik het die Suid-Afrikaanse Weerdiens ‘n waarskuwing uitgereik dat Limpopo en die Laeveld van Mpumalanga hewige reën kon verwag en baie het gedink dit gaan ‘n herhaling wees van die vloede van 2000. Dineo het egter vinnig spoed verloor oor die binneland, met geen daadwerklike uitwerking oor die streek nie. Dineo se vordering en gepaardgaande videogrepe van stormskade het 20 898 besoekers na die koerant se webblad gelok
munisipale area met 134 winkels en restaurante. Thohoyandou was ook die fokuspunt van die sewende-mees-gelese artikel op die Zoutpansberger se webblad, maar dié keer nie oor ontwikkeling nie, maar eerder oor vernietiging. Ongelukkigheid oor ‘n vlaag beweerde rituele moorde het oorgespoel in geweld in die strate op 25 Mei, met talle besighede wat hul deure vir die dag moes sluit. Onder die verdagtes was ‘n Indiërman en veral Indiërwinkels is deur die optoggangers geteiken. Die artikel is
deur 15 187 mense gelees. Nuus van die dood van ‘n voormalige, en soms kontroversiële, voormalige burgemeester van Louis Trichardt, rdl. David Mutavhatsindi, het ook baie belangstelling uitgelok.
Die artikel oor ‘n taxibestuurder wat koelbloedig op 4 Februarie voor sy passasiers doodgeskiet is, was die negende-mees-gelese artikel die afgelope jaar, met 12 768 besoeke. Die 37-jarige Collen Mufunwani het passasiers vanaf Beitbrug na Polokwane vervoer. Twee mans, wat direk agter Mufunwani gesit het, het hom by die Fort Edward-afdraai op die N1 suid buite Louis Trichardt gevra om die afdraai te vat. Mufunwani het geweier en die volgende oomblik het een van die twee mans hom summier doodgeskiet. Die taxi het die pad verlaat, maar kon langs die pad tot stilstand gebring word. Die twee verdagtes het die bosse in gevlug.
Die tiende-mees-gelese artikel was weer oor die tragedie van ‘n motorongeluk, weereens op die N1 suid. Twee voertuie het tromp-op met mekaar gebots sowat 20 km suid van Louis Trichardt op die N1, waarna beide voertuie in vlamme uitgebars het. ‘n Vierjarige meisie en ‘n 25-jarige vrou het verkool in een van die voertuie voordat hulle gehelp kon word. Die bestuurder van die ander voertuig het oorleef, maar ernstige brandwonde opgedoen. Hierdie artikel het 12 515 lesers gelok.
Drie verdagtes moontlik inbrekers Misdaad
is verlede Vrydag in die sentrale sakegebied van die dorp gearresteer, tydens ‘n voorafbeplande teen-misdaadoperasie. Volgens Radzilane het die polisie beslag gelê op ‘n ongelisensieerde 9mm pistool, drie selfone en ‘n mes wat vermoedelik gesteelde goedere mag wees. Al drie die verdagtes, Eric Munyai (42) van Tshakhuma, Calvin Thulani Mona (34) en Bethel Maluleke
(32), wat albei van Mosambiek afkomstig is, het Maandag in die Louis Trichardt Distrikshof verskyn op klagte wat verband hou met die onwettige besit van ‘n vuurwapen en nog ‘n aanklag van die besit van goedere wat vermoedelik gesteel is. Hulle is nie gevra om ‘n borgaansoek te bring nie en hulle saak is uitgestel tot 12 Januarie volgende jaar om die polisie kans te gee om hul ondersoek af te handel.
Die Makhado Polisie het vandeesweek die hoop uitgespreek dat hulle moontlik drie mees gesoekte verdagtes aangekeer het. Volgens die polisie is hulle besig met hul ondersoek om te probeer vasstel of die drie mans moontlik verbind kan word met die onlangse huisroof op ‘n gesin van Louis Trichardt wat in Jasmynstraat woon. Die koerant het verlede week berig oor Jandré van Jaarsveldt (25), sy ma Hesta Boshoff (50) en ouma Erna Prinsloo (77) wat op 6 Desember in hul huis deur drie gewapende rowers oorrompel en vir ure aangehou is. Tydens die roof het die ro wers met kontant, huisware, vuurwapens en juweliersware ontsnap. Buiten vir dié aanval, het die polisie gesê, word die moontlikheid ondersoek of die drie gearresteerde verdagtes verbind kan word met die onlangse kleiner huisbrake in en om Louis Trichardt. Schoemansdal vier hul 100ste Geloftefees Deur Andries van Zyl
Soutpansbergers het Saterdag, 16 Desember, nie net Geloftedag gevier nie, maar ook die 100ste bestaansjaar van die Schoemansdal Feesterrein. Die gedagte om ‘n feesterrein vir die inwoners suid van die Soutpansberge te vestig, het waarskynlik sy ontstaan in 1916 aan JR van Breda te danke. Volgens geskiedskrywers het hy die idee geopper dat daar ‘n terrein gevestig word waar die jaarlikse “Dingaansfees” gehou kon word. Van Breda was heel bedrywig in politieke kringe en was destyds die Suid-Afrikaanse Party (SAP) se kandidaat in die Soutpansberg. Sy voorstel het vinnig aanklank gevind en die volgende jaar, op 15 Desember 1917, is ‘n vergadering gehou op die terrein naby die klein kerkhof digby waar die destydse Schoemansdal Dorp gestaan het. Tydens die vergadering is besluit om ‘n jaarlikse fees op die geskiedkundige terrein vir inwoners van die Soutpansberg te hou. Die eerste fees is die volgende dag gehou en deur sowat 2 000 mense bygewoon. Die destydse Minister van Lande, Kol. Hendrik Mentz, was die feesredenaar. Dit was waarskynlik nie toevallig dat Kol. Mentz genooi is nie, want ná afloop van die fees is hy genader met die versoek dat die grond deur die staat aangekoop moet word om te dien as ‘n feesterrein. Kol. Mentz was dadelik bereid om sy samewerking te gee en het hom beywer om die Unie-regering sover te kry om die grond te probeer bekom. Die eienaars van die twee plase, Lincoln en York, was bereid om dit te ruil vir ander plase en die besitreg van die grond het oorgegaan na die Departement van Lande. Die reg is daarna toegeken aan die feeskomitee van Schoemansdal om die grond vir feesdoeleindes te gebruik. Die jaar 1917 was egter vir die inwoners van die Soutpansberg om ander redes ook belangrik. Dit was 50 jaar sedert die dorpie Schoemansdal inderhaas ontruim moes word. Op 15 Julie 1867 het die groot uittog plaasgevind vanweë toenemende vyandigheid van die plaaslike bevolking en siektes. Die waens het begin koers kies in die rigting van Marabastad, Renosterpoort, Makapaanspoort en selfs Pretoria. Dit het ‘n einde gebring aan ‘n dorp se geskiedenis wat net oor die 20 jaar gestrek het.
Oud en jonk het Saterdag na dié feesterrein buite Louis Trichardt opgeruk om die 16 Desember 1838 Gelofte kort voor die Slag van Bloedrivier gestand te doen. Die Gelofte is voor ‘n stampvol feessaal deur die voorsitter van die Schoemansdal Geloftefeeskommittee, Abrie Wepener, voorgelees: Hier staan ons voor die Heilige God van hemel en aarde om ‘n gelofte aan Hom te doen dat, as Hy ons sal beskerm en ons vyand in ons hand sal gee, ons dié dag en datum elke jaar as ‘n dankdag soos ‘n Sabbat sal deurbring, en dat ons ‘n huis tot Sy eer sal oprig waar dit hom behaag, en dat ons ook ons kinders sal sê dat hulle met ons daarin moet deel tot nagedagtenis ook vir die opkomende geslagte. Want die Eer van Sy Naam sal verheerlik word deur die roem en die eer van die oorwinning aan Hom te gee. Die lees van die Gelofte is opgevolg met die hys van die geskiedkundige Voortrekkervlag. Vanjaar is die Geloftediens, asook die 100ste diens van die Schoemansdal Feesterrein, gelei deur ds. Petrus Kriel van die NG Kerk Levubu. Die Skriflesing was uit Ester 9:1 met die treffende boodskap wat gehandel het oor hoe God gewone mense gebruik, selfs ook soms dié wat vyandig teenoor jou is, om sy doel te bereik. ‘n Afskrif van die preek is beskikbaar op die webwerf www.ngkerklevubu.co.za. Die Geloftediens is opgevolg met die tradisionele kranslegging op die grafte van Voortrekkerleier kmdt-genl. Andries Hendrik Potgieter en die graf van me. Josina Van Warmelo, eggenote van die eer ste permanente leraar in die Soutpansberg-distrik, ds. N. J. van Warmelo. Kranse op die graf van Potgieter is namens die gemeenskap gelê deur Gert en Pieta Wepener, Riana Otto namens die Voortrekkers, Orion en Adri Theron namens die CVO Skool Zoutpansberg en Frits Ahrens namens die Louis Trichardt Boerevereniging. Die krans op die graf van me. Van Warmelo is deur Piet Bezuidenhout en Dries du Preez van die Hervormde Kerk geplaas, waarna die kinders by die geleentheid die kans gekry het op blomstele op die ongemerkte grafte te plaas. Vanjaar se Geloftefees is afgesluit met die feesrede, wat gelewer is deur dr. Wilda de Vaal-Stanton, wat gepraat het oor waarom Dingaan vir Retief vermoor het.
Gert en Pieta Wepener was Saterdag die eerste gewees om namens die gemeenskap ‘n krans te lê op die graf van Voortrekkerleier kmdt-genl. Andries Hendrik Potgieter.

Fanie Havinga, voorsitter van die Soutpansberg Distrikslandbou-unie, onder begeleiding van die perdekommando, het tydens Saterdag se Geloftefeesviering by die Schoemansdal Feesterrein die vlaghysing hanteer. Hy het tydens die geleentheid, saam met sy seun Carel, die geskiedkundige Voortrekkervlag gehys.
Kort voor die lees van die Gelofte, het Abrie Wepener (voorsitter van die Schoemansdal Geloftefeeskomitee) die Gelofte in ontvangs geneem. Die Gelofte is op tradisionele wyse deur die perdekommando, onder leiding van Henk Dafel, by die feesterrein aangebring.
Ekstra stoele moes uitgebring word vir die groot hoeveelheid Soutpansbergers wat die afgelope naweek die jaarlikse Geloftedagvieringe by die Schoemansdal Feesterrein bygewoon het. Meer as 250 gaste was teenwoordig.

New vehicles to help manage visitors Law Enforcement
Kruger National Park (KNP) management received four new vehicles from Toyota South Africa on Monday, 18 December, which will be used for providing information to guests, visibility on the roads and law enforcement in the park. The vehicles will begin to be operational during this festive season when the volume of visitors to the park will be high. The park receives more than 1.7 million visitors per annum and to provide wildlife experiences to these visitors, KNP developed a visitor management plan and these new vehicles form part of the plan. The vehicles will, among others, assist in the patrols of various vulnerable areas, spot checks at strategic points such as gates with emphasis on adherence to the rules and regulations and general patrolling wherein relevant information will be given to guests. “Now and then, especially during busy periods, we receive feedback from concerned tourists about rule breakers who speed on the roads in the park – which leads to road kills, whilst some protrude or climb out of their vehicles. These vehicles are an extension to those of our traffic officials, rangers and security staff and we are certain they will assist in this regard,” said KNP acting managing executive Nicholus Funda in a press release. Visitors are advised to plan their journey properly and to adhere to the gate times as
recorded on maps, permits and signs at the camps. Some of the rules and regulations of the KNP, which are well communicated on entrance permits, signage and pamphlets, include the following: * Visitors must remain in their vehicles unless in a designated area. Remember that no part of the body may protrude from a window or sunroof or any other part of the vehicle. Vehicle doors should be closed at all times. * The maximum speed limit is 50 km/h on tar roads and 40 km/h on gravel roads. Speed checks are done throughout the Park. All speeding culprits will be fined. * General rules of the road apply within the KNP; it is an offence to drive on South African roads without a recognized driver’s licence or under the influence of alcohol. * Adhere to the gate times. Gate times must strictly be adhered to. You must be inside your allocated overnight camp or exit the park before entrance gate closing time. No travelling before or after these times is allowed. (In December and January, KNP gates open at 05:30 and close at 18:30. Gate times must be strictly adhered to and latecomers may be subject to a fine). * No killing of animals – Poaching and killing of animals are strictly prohibited and severely punishable by law. * The feeding or disturbing of animals is a serious offence. Also remember, animals see litter as food! * No pets may be brought
into KNP. * Declare all firearms/weapons of any sort at the entrance gate. * Overnight visitors are only allowed to stay at a booked and recognised overnight facility and must report to reception before occupying accommodation or camping. * Vehicles of a carrying capacity exceeding 4 000 kg, buses or any vehicles with more than 25 seats are restricted to the tar roads. * A stringent noise restriction is enforced between 21:30 and 06:00. Loud car radios cause a disturbance to animals and other guests; volume levels should be kept to minimum. The use of cell phones is permitted only in camps, gates and in cases of emergency. * The use of roller skates, skateboards, bicycles, motorbikes and quad bikes is prohibited. Drones are also prohibited in a National Park. * Note that not all roads are accessible to caravans and, in case of high rainfall, certain routes might be closed. You are not allowed to drive “offroad” or on roads with a “no entry” sign. In conclusion, the KNP warned that rules and regulations are enforced under the National Environmental Management: Protected Areas Act, 2003 (Act no. 57 of 2003) and transgression can result in a spot fine of up to R1 500 and subjection to court. In an unexpected turn of events, the case against a suspect in a car hi-jacking case, who was pointed out during an identity parade, did not continue in court. The two victims are now left disappointed and unsure of what to expect. A hawker from Louis Trichardt, Mr John Madavhu, was driving a white Nissan bakkie when he stopped to give a lift to two hitchhikers at the Muromani crossroad in Madombidzha on 25 December 2015. The two men then hijacked the car at gunpoint. Madavhu ran for his life and the burnt-out car was only found in ploughing fields in Tshikhwani in January 2016. No suspects were arrested at the time. Months later, the SAPS in Louis Trichardt contacted Madavhu with fresh news of an arrest, and he was asked to identify the suspect(s) during an identity parade. “I recognised one of the two men among the 10 individuals in the line-up, and the police said that he would go to court on Monday,” he said. The suspect, however, did not appear in court. The spokesperson for the Makhado police, Const Irene Radzilane, said that the case was neither enrolled nor struck off the roll. “There were some technicalities and the police’s investigations into the matter continue,” she said. Madavhu said that he was losing hope in the police’s ability to deal with the case. “I identified the suspect and still they released him,” he said. “I
swear it is him – I remember him clearly.” The stolen car apparently belonged to Madavhu’s older brother, Mr Thomas Madavhu. “I am really disappointed, because we hoped to see the police treating this case with the utmost seriousness,” he said.

Hard work to make Lim roads safer Road Safety
The holiday season has officially kicked off and most people are finding themselves travelling to their various holiday destinations. Over the past weekend, the spokesperson for the Limpopo Department of Roads and Transport, Mr Moremi Matome, confirmed that more than 5 000 vehicles passed through the Kranskop toll plaza from Gauteng to Limpopo. Matome said that traffic was likely to increase even more, but that traffic officials had been deployed all over Limpopo to keep a watchful eye. He further added that the traffic situation at the Beit Bridge border post was also running smoothly and that the border would be open 24 hours a day to assist travellers as quickly as possible. In fact, Matome said, the department was so serious about ensuring safer roads this year that they had already launched a multifaceted project early on. Operation Ndadzi (meaning
thunder in Venda) was launched by the law-enforcement unit of the Department of Transport (DoT). The project this year not only targets unroadworthy vehicles, rule breaking and bad drivers, but also officials who accept bribes. “In fact, we are very strict about this. We don’t tolerate it from our traffic cops or the public. If caught, both will face severe punishment,” said Matome. A big part of Operation Ndadzi includes an undercover anti-corruption unit specifically tasked with catching bribers. The project will run until mid-January next year. According to Matome, the project’s stricter stance on road violators has already yielded some positive results. Compared to the same period (calculated from 1 December) in the previous year, the number of fatal accidents reported has decreased from 106 in 2016 to 78. On local roads, the Makhado Fire Station said this week that no serious accidents had been reported. This, however, did not
mean that the station’s personnel were resting on their laurels. On Monday, they were preparing for the launch of their yearly visibility exercise that will run from Tuesday, 19 December, until the first week of January. This exercise will also form part of an awareness campaign to remind motorists that speed kills and to be considerate toward their fellow motorists. The station manager, Mr Jack Ramalatso, advised motorists to stop regularly and rest before continuing their journey. Especially, said Ramalatso, if travelling on rural roads where stray and wild animals wander onto the road. Roads in the province, especially the N1, R71 and smaller roads, experience huge traffic volumes during the festive season. Therefore, emergency medical services from Vhembe will also be on standby. Holiday time is once again upon us, but are your pets as excited as you are about this time of year? The Louis Trichardt SPCA voiced its concerns this week regarding the proper caring for animals as this is the society’s busiest time of the year. “Compassion comes in all forms and we ask for consideration towards all animals this festive season,” said the SPCA. The excessive heat and the drought continue to affect animals. “We ask that reports of suffering be submitted timeously,” said the SPCA. This not only relates to pets and animals on farms, but also to working animals such as guard dogs who may be suffering on duty in adverse weather conditions. The SPCA also warned pet owners that the festive season coincides with the discharging of fireworks. “If you are leaving your pets at home during the holiday, please make sure you have made adequate arrangements with a reliable person to feed and take care of them. Remember, there will be fireworks while you are away, so make sure you are prepared. Fireworks can be extremely dangerous, even fatal to your pets, so make sure they
enjoy the festive season as much as you do,” said the SPCA. The SPCA urged responsible pet owners to protect their pets during the discharging of fireworks. “Firework displays bring confusion, anxiety and fear into the lives of animals, causing many to run away from their homes in an effort to escape the frightening detonations,” said the SPCA. They shared a few tips to help keep pets safe during fireworks: * Ensure all animals have identification and, if possible, stay home with them if you suspect fireworks fiends are about. If you can’t be home with them, keep them inside and preferably in a room such as the kitchen where the windows are higher (and more difficult to jump through). Attempt to mask any noise by drawing curtains and playing calming music at a reasonable volume and put familiar and comforting things around them, such as toys, baskets etc. Provide them with something to do, such as giving your dog a chewy bone or lots of catnip or a catnip toy for felines. If your pets do react badly to fireworks, then seek professional advice from your veterinarian. The SPCA also reminded pet owners that they can already book boarding at the SPCA
for the holiday season as soon as possible, as limited space is available. Bookings can be made by phoning Lawrence at Tel 082 965 5151 or Grietjie at Tel 072 516 6895 “Please make sure to confirm your booking and don’t rely on leaving a voice message,” said the SPCA. For your pets’ own safety, you must make sure that all your pet’s inoculations are up to date, as well as deworming and dipping. Proof of inoculation will be required to ensure the safety of animals already at the SPCA. Boarding fees are R50 per dog per day and R40 per cat per day, which includes shelter, bedding and food. “You are welcome to bring your pet’s own bedding and food if you wish, though, to aid them in feeling more at home, relaxed and comfortable,” said the SPCA. The Louis Trichardt SPCA’s office hours are Monday to Friday from 08:00 to 17:00 and Saturdays from 08:00 to 13:00. After-hour collections of pets can be pre-arranged. NERSA only approves a 5.23% tariff increase Consumer News

Good news for consumers is that the National Energy Regulator of South Africa (NERSA) did not approve Eskom’s attempt to implement a 19,9% average price increase. Instead, NERSA announced on Friday that it had approved Eskom’s allowable revenue of R190.348 billion for the 2018/19 financial year, instead of the R219.514 billion initially asked for by Eskom. “The approved allowable revenue of R190.348bn will result in an average percentage price increase of 5.23%,” said NERSA in a press release. NERSA further decided that the allowed revenues must be recovered from Eskom’s standard and non-standard tariff customers (NPAs and international customers), based on the previously approved tariff principles and structures, using the Eskom Retail Tariff Structural Adjustment (ERTSA) methodology as approved by NERSA. NERSA said they had followed due regulatory processes in considering Eskom’s revenue application for 2018/19. “On 13 September 2017, Eskom’s application was published on NERSA’s website, along with an invitation to stakeholders to submit written comments. A total of 23 000 written comments were received from stakeholders, consisting of comments from private individuals, small users, intensive energy users, non-government organisations (NGOs) and environmental activists, as well as local government and other stakeholders,” said NERSA. The comments NERSA received, included the view that Eskom is going to see a continuous decrease in sales volume as consumers transition to
more affordable alternatives. Some stakeholders recommend the decommissioning, mothballing or cold reserve of older, less efficient (in terms of emissions and operationally) power stations. Another comment was that, due to decreasing electricity demand, Eskom is incurring increased coal costs as it needs to buy expensive short-term coal contracts rather than committing to long-term coal contracts. Most coal contracts are such that Eskom has to pay for the coal, irrespective of whether it is used or not. There was also a major concern over Eskom’s Capital Expenditure (CAPEX) programme, which has escalated exponentially since its inception and which is caused mainly by the Medupi, Kusile, and Ingula projects. Such rapid escalation requires a serious revaluation. “The demand for electricity is not expected to increase, therefore any further capital expansion programmes are unnecessary. Eskom’s application of R77 billion for CAPEX in 2018/19 is excessive – it is one third of Eskom’s annual income,” was one of the conclusions NERSA came to regarding the comments. In addition to publishing Eskom’s application for comments, NERSA said it had also conducted public hearings in eight provinces of South Africa from 30 October to 22 November 2017. “The public hearings afforded interested and affected stakeholders the opportunity to submit their views, facts and evidence. A total of 96 oral presentations were made. The Energy Regulator appreciates and encourages stakeholder participation in its decision-making processes and would like to thank all stakeholders for their valuable comments and input,” said NERSA.

SANParks expressed concern last week over the rapid increase of groups on social media platforms impersonating the South African National Parks and some of the national parks under its management. This is according to SANParks Head of Communications, Janine Raftopoulos. She said the mushrooming of various groups making reference to the country’s national parks authority passing off their products for personal and commercial gain, has gained concerning momentum which is putting SANParks and its patrons at risk. “… there is at any given time between 30 to 60 active platforms, mainly on social media, claiming to have links with SANParks. This practice constitutes infringement of SANParks registered trademarks, which could result in litigation,” said Raftopoulos. Raftopoulos said the practice has seen establishments of agents acting as travel agents, people creating mobile apps, publishers of literature, maps, magazines, diaries, marketing apparel, and domain names, as well as crowd-fund sourcing agents and third-party emergency contact numbers that mislead the public, some of which are for commercial purposes. It is important to note that fundraising can only be done officially through the SANParks website and the Honorary Ranger. This is under-
taken without SANParks’ permission or for the benefit of our national parks. “It is for this reason that SANParks would like to make the public aware and, more importantly, inform those behind these platforms that there are legal implications whereby SANParks may institute legal proceedings, should people continue using its name or national parks under its management unlawfully,” said Raftopoulos.

SPCA The festive season is the time for families to get together, and this is usually the time of year that most humans love. This is not necessarily true for man’s furry friends. According to the Louis Trichardt SPCA, many pets go missing during this time of year. “So make sure your pets are tagged with an identity tag,” reminds the SPCA. The organisation now sells a wide variety of name tags that are individually made while you wait. The tags sell at R50 each. “Get yours before you leave your pets behind these holidays,” invites the SPCA. Freddie is vas oortuig dat alle busbestuurders as mal gesertifiseer moet wees. “’n Mens moet baie geduld hê en in sommige van die gevalle moet mens baie, baie hard kan bid,” het hy bygevoeg. In Lilongwe (Malawi) was daar busse wat so oorlaai was, het Freddie gesê, dat net 20 mense kon sit en die ander 30 moes
staan. Dan het die busbestuurder nog gejaag asof hy dink hy sit agter die stuur van ‘n Maserati. Die dag nadat Freddie-hulle vanaf Lusaka na Lilongwe toe gery het met die oorvol bus, was ‘n ander span in ‘n ongeluk wat van dieselfde busmaatskappy se dienste gebruik gemaak het. Volgens Freddie het hy nuwe respek gekry vir mense hier by die huis wat moet staatmaak op busse en taxi’s. “Ek het ‘n paar dinge van myself geleer en ‘n paar dinge gesien. Mense in ons land ... mense wat vir jou werk moet elke dag hierdie stelsel gebruik. Partykeer kom hulle laat by die werk of hulle wil op ‘n Vrydag vroeg tjaila. Jy as besigheidseienaar verstaan nie altyd hoekom nie. Vrydae is die busse gewoonlik oorvol gelaai. Hulle wil vroeër gaan, want daar word ook eers gewag dat die bus of taxi vol is. Dit is ook hoekom die busse en taxi ook nie altyd op tyd is nie. So, ek het bietjie simpatie met ons eie mense gekry wat in daai situasie moet ry ... ons het nou hierdie vervoer vir 14 dae gebruik en ek besef nou waardeur hulle moet gaan elke dag, want dit is die enigste vorm van vervoer wat hulle het.” Buiten vir die slegte paaie en
vervoer, het Freddie skertsend gesê, was daar darem altyd ie wers tekens van die beskawing in die vorm van ‘n Coca-Cola bord. Daar was ook orals waar hulle gekom het Coca-Cola om te drink. Dit het goed afgegaan met die wedren se stapelvoedsel - Romany Creams of ‘n garage pie. Dankie tog, het Freddie gesê, vir gastehuise langs die pad waar mens kon inboek vir die aand en ‘n ordentlike bord kos kon geniet. Party dae was dit ook nie net maanskyn en rose gewees nie, en het die span kort-kort gewonder waarvoor hulle hulself ingelaat het. “Maar dan kom mens by mooi plekke soos Zanzibar en Lake Malawi wat alles weer die moeite werd gemaak het,” het Freddie gesê. Op die ou einde van die dag, sê span TGG, was hulle deur die hel en terug. “Daar was goeie en slegte tye, mooi plekke en nie-so-mooi plek ke nie, ons het op ongemaklike plekke geslaap en was party keer vuil en sweterig, maar ek dink ons wen nog steeds in die sin dat ons drie dit gemaak het tot by die eindstreep en wegloop van die resies nog groter vriende as voor ons begin het met die resies,” het Team TGG gesê.

On Tuesday morning, members of the public took advantage of an accident on the N1 north when they shamelessly looted the spilled cargo from a truck. A truck, destined for Zimbabwe and overturning near the Hendrik Verwoerd tunnels, was interpreted as an open invitation to steal. The truck was carrying a load of stock that was clearly intended for a shop. According to information the newspaper received, the driver of the truck lost control, which caused the truck to overturn. No serious injuries were reported. The normal flow of traffic was held up for a couple of hours in order for a tow truck to remove the truck’s wreckage. Team TGG oor eindstreep Deur Isabel Venter
Drie hoera’s vir die reus van Louis Trichardt en die twee dwergies wat die afgelope naweek hulle Wakati Challenge klaargemaak het. Team TGG, soos hulle deur die loop van die uitdaging bekendgestaan het, het nou wel nie gewen nie, maar steeds ‘n avontuur gehad wat hulle vir die res van hul lewens sal onthou.
Twee plaaslike inwoners en jarelange vriende, Freddie de Swardt (die reus van span Two Gnomes and a Giant) en Jan du Plessis, en hul derde spanmaat, Oostewald van Niekerk van Pretoria, het Vrydag in Zanzibar aangekom, nadat hulle 7 951.7 km vanaf Kaapstad gereis het in 13 dae en 20 minute. Die drie het ‘n gemiddelde spoed gehandhaaf van 9.51 km per uur, met hul topspoed wat 50.5 km was toe hulle verby Maun in Botswana is. Wat
hierdie kompetisie besonders maak, is dat spanne elke dag soveel kilometers as moontlik moes aflê, met soveel verskillende vorms van openbare vervoermiddele as wat hulle kon. Hoe doeltreffender en goedkoper, hoe beter vir elke span se punte wat hulle kon bymekaar maak. Elke span het ‘n beperkte begroting gehad om die eindbestemming te haal. Spanne kon onder meer punte verdien deur by die verskillende lande
wat hulle deurkruis se voorafbepaalde besoekpunte in te klok en daaglikse uitdagings per e-pos te voltooi. Daar is ook punte uitgedeel vir die spanne se kreatiewe gebruik van sosiale media om bewustheid te kweek aangaande hul deelname aan die uitdaging. Team TGG het ongelukkig nie die US$15 000 prysgeld gewen nie weens hul vlug na Zanzibar wat op die laaste minuut gekanselleer is. (Vervolg op p. 11)
