Vet charged with cruelty By Andries van Zyl In what looks set to become yet another high-profile case for the Louis Trichardt SPCA, a state veterinarian, who is also a deputy director for animal health in the Vhembe region for the Department of Agriculture, Forestry and Fisheries (DAFF), recently appeared in court on a charge of animal cruelty. Dr Tambudzani Albert Rhangani, a state

veterinarian from Sibasa who also runs a private practice after hours, appeared in the Mutale District Court on 2 December on a charge relating to a violation of the Animals Protection Act, Act 71 of 1962. Rhangani had allegedly caused a dog unnecessary suffering by shooting and wounding it. After wounding the dog by shooting it in the face, the dog fled and Rhangani allegedly made no attempt to find it and put it out of its misery. The case relates to an incident at Mulodi village in Mutale on 13 November 2019. The help of a community-service veterinarian on a 12-month contract with the DAFF was called in by a local dog owner who said his dog, a large Boer Mastiff (Boerboel) crossbreed, had bitten his son and the dog was suspected to be suffering from rabies. The dog owner also stated that he used to be able to handle the dog, but that he could not touch the dog at that time without its trying to bite him. The dog owner gave the community service veterinarian verbal consent over the telephone to euthanise the dog as he and his family were feeling threatened by it. Upon arriving at the dog owner’s home, nobody wanted to restrain the animal for it to be euthanised and as the community-service veterinarian did not have a dart gun, blow dart, catch pole or pole, he asked Dr Rhangani for assistance. They agreed to return to the dog owner’s home after 17:00 that day. The community service veterinarian returned to the dog owner’s home at 17:00 and he noticed that the dog was outside the yard but then managed to sneek back into the yard. He phoned Dr Rhangani, who was still en route, and told him to be cautious and to rather dart the dog from the safety of his vehicle. Upon arrival, Dr Rhangani allegedly walked up to the gate of the dog owner’s house. The community-service veterinarian said he saw the dart gun’s case open on the back seat of Dr Rhangani’s vehicle and approached him with the medicine needed to dart and immobilise the dog. According to the community-service veterinarian, the dog saw Dr Rhangani and approached him cautiously. When the dog was

about a metre to a metre-and-a-half away, Dr Rhangani suddenly produced a pistol and shot the dog in the face. The dog howled and jumped backwards, fleeing the premises. Dr Rhangani then instructed the family members to go find the dog. The dog could not, however, be found and the community-service veterinarian allegedly asked Dr Rhangani what they should do next. He said he was told by Dr Rhangani to leave the dog as it would probably die from the gunshot. The community service veterinarian was, however, not so sure that the gunshot had been a fatal one. The next morning, he got a call from the dog owner telling him that the dog had returned and was still alive. The community-service veterinarian returned to the scene, where he found the dog and finally managed to euthanise it. Samples of the dog’s brain were sent to the state laboratory to be tested for rabies. (Contd on P2)

State vet charged with animal cruelty (Contd from P1) Astonishingly, after everything the dog had been subjected to, it tested negative for rabies. “I do not have a problem using a firearm to shoot a dog with rabies, but I do have a problem with the manner in which he did it. My case is based on his using a firearm and wounding and maiming the dog without killing it. If the dog were killed with one

shot, there would be no case, because the animal did not suffer. In this case, the animal suffered immensely,” said senior inspector Lawrence Khodobo of the local SPCA, who brought the charges against Dr Rhangani. Upon enquiry, Ms Mashudu Malabi, liaison officer for the Director of Public Prosecutions in Polokwane, confirmed the case against Dr

Rhangani. She added that the case had been postponed until 19 March this year for further police investigation. The newspaper also asked both the provincial and national office of the DAFF for comment on the incident and whether they were aware of the charge against one of their senior members. Undertakers fear for their lives amidst second wave of Covid-19 deaths By Bernard Chiguvare “This coronavirus has made our work much more difficult. As I leave home to go to work, I am not sure I will return Covid-19-free,” said Magreth Morongwa Madzima from Lethaha Funerals & Memorial Stones in Musina. Madzima (51) has been working as an under-

taker for more than 18 years, but now she feels her work has become a danger to herself and to her family. “We normally keep deceased bodies for almost a week. Now we cannot go beyond two days, and some of our customers refuse to collect the bodies within two days. Others insist that we open the coffins for body viewing, but we cannot do that. All of this is a challenge to us as funeral undertakers.” Madzima said that their fridges were getting full because most of their customers from Zimbabwe did not collect the bodies of their loved ones in time. However, in a public notice issued by Limpopo MEC for Health Phophi Ramathuba on 13 January this year, funeral undertakers are instructed to ensure that the mortal remains of people who die of Covid-19 are not touched. As a means of protecting herself from the virus, Madzima said that she has to take extra precautions. “I have already taught my children that they must not in any way come near me before I’ve taken a bath. It was difficult during the first days, but now they are used to it,” she said. Madzima suggests that the government visit funeral parlours and assist in fumigating all buildings, and for moral support too. During a virtual meeting with funeral undertakers in the province on 11 January, Ramathuba said she believed that they were key stakeholders in the fight against Covid-19. “Their [funeral undertakers’] full commitment and involvement in the fight against the virus at this stage is crucial,” she said later in a media statement.

“Hy was altyd baie betrokke by veiligheid. Tyd was nooit vir hom ‘n kwessie nie en boere se veiligheid op plase was altyd vir hom ‘n prioriteit gewees,” het Fritz Ahrens, voorsitter van die Louis Tri chardt Boerevereniging gesê. Barries sal net so goed onthou word vir sy jarelange verbintenis tot die eertydse Soutpansberg Kommando waarvan hy vanaf 1976 tot 2006 lid was, onder andere as regiment-sersant-majoor (RSM). Barries se laaste bevelvoerder by Soutpansberg Kommando, luitenant-kolonel Ben Wolff (afgetree), onthou hom as ‘n baie harde werker. “Hy was toegewyd in sy pligte as soldaat en altyd ontsettend be-

trokke by die kommando. “Hy was ‘n man met soveel talente,” onthou Antoinette haar man. “Sy was ‘n liewe mens gewees.

“Hy was altyd baie betrokke by veiligheid.

“Ek is sover baie tevrede daarmee.

langer tuis sal moet bly. Werk, take en toetse moet nou in ‘n beperkte tyd gedoen word.

Volgens me.

- Ds. Hardus Lee (Gereformeerde Kerk Derdepoort)

BRIEWE / LETTERS / BRIEWE / LETTERS / BRIEWE / LETTERS

Dan sprei ek my vlerkies

Makhado Correctional Facility is “not overcrowded” other items, prisoners are charged as these items are not permitted in the centres. The Zoutpansberger also approached SAPOHR (South African Prisoners Organisation for Human Rights) for a comment. “For the past 26 years, post 1994, SAPOHR has seen it all and has not given up reporting such to the media and other bodies and institutions, to no avail. The situation has not changed to equal a democratic dispensation,” said Golden Miles Bhudu, general secretary of SAPOHR. Bhudu claims overcrowding is more like a normal issue and the Department of Correctional Services is struggling to resolve the problems. When it comes to nutrition, SAPOHR claims the department fails to feed inmates well. “This is an undisputable fact. The Prison Department is technically bankrupt,” claims Bhudu. But the Department of Correctional Services says that food in their centres has never been in short supply. “Our systems in terms of making meals available to inmates is working efficiently, and we have flexibilities should numbers of those detained go to extreme levels. However, we must state that these allegations are not new as they have been propagated by those who are trying to attract media headlines and promi-

It has never broken down on the way because it is well maintained. It has never been modified and everything in it is original. It gives me pleasure driving this car because I know that it never disappoints.” He says one other advantage of this old vehicle is that the maintenance cost is very low. “Its two-litre engine is still intact and in good running condition. Unlike modern cars, the fuel consumption of this car is relatively low, but it will take you anywhere you want without any disappointments. I have been in various places using this car and came back home without any worries,” he says. Matshivha says he also enjoys the power of the engine, especially when going uphill. “Other motorists just wave at me in disbelief when I overtake them on the roads,” he says. Matshivha says the secret behind a car’s long life is to take good care of it and service it at required intervals. “You do not wait for the car to give you problems in order to service it. It is also very important to take your car to credible dealers who will do professional Moses Matshivha, photographed with his reliable 1980 Toyota Hi Ace combi work on it.” that is still in good running condition.

Traffic flow through Louis Trichardt’s CBD was severely affected the past week. The Makhado Municipality confirmed that the congestion was caused by a pipe burst in Krogh Street, near the busy Songozwi Street intersection. They were unable to say what had caused the pipe burst, but by Wednesday, repairs had been done and traffic flow had returned no normal. The photo was taken on Monday.

This report was compiled by advocate Terry Motau and the law firm Werksmans, per instruction of the SA Reserve Bank, after the problems at VBS started surfacing. The bank’s former CFO, Philip Truter, pleaded guilty to the charges against him last year and was sentenced to seven years’ imprisonment. Truter had admitted to receiving R5 million in stolen loot. Seven of the people implicated in the VBS fraud are scheduled to appear in the Palm Ridge Magistrate’s Court next Tuesday (26th).

Police swoop on Covid-19 law breakers Crime The Limpopo police have confirmed that they had arrested 2 511 suspects in their ongoing joint operations from 9 to 18 January, of which 1 274 were arrested for violating the Level 3 restrictions stipulated in the Disaster Management Act, which included the sale and transportation of liquor and breaking the curfew. The other arrests were for offences such as murder, attempted murder, possession of unlicensed firearms and ammunition, possession and dealing in drugs and illegal cigarettes, bur-

glaries, robberies, arson, assault, theft of motor vehicles, contravening the Road Traffic Act, sexual offences, stock theft, possession of suspected stolen property, contravening the Immigration Act, drunken driving, assault on police, reckless and negligent handling of a firearm, resisting arrest etc. During these operations, the police recovered five firearms, 10 stolen vehicles (including two tipper trucks), 55 dangerous weapons, counterfeit cigarettes, various drugs such as cocaine, crystal meth, nyaope and dagga, and other various items. General Nneke Ledwaba applauded the police for their successes and for their endless commitment in the fight against crime. “Members of the community are urged to continue to report all criminal activities in and around their areas and to adhere to the lockdown regulations without fail,” said Ledwaba in a statement. Anyone may call the 10111 number, or the Crime Stop number 08600 10111 or the nearest Police Station or MySAPSApp. Not all, however, view the arrest of people for non-compliance with the Level 3 lockdown regulations as a success. “The Democratic Alliance (DA) in Limpopo is appalled by the raids conducted in the Waterberg region, specifically in Modimolle, by SAPS and the South African Defence Force (SANDF) earlier today [Monday]. Scores of SAPS members and members of SANDF [military] filled the streets of Modimolle and arrested unsuspecting persons on the pavements who were not wearing masks or were wearing masks incorrectly. Businesses were entered and employees who were not wearing masks were arrested and taken to the police station to be processed,” said the DA’s provincial leader Jacques Smalle in a media statement. Smalle said they had it on good authority that some people had been treated with unnecessary force and hauled off to the police station without protocols’ being observed. “The same vehicles were used more than once to transport persons to the police station without being sanitised between trips,” said the DA. The DA also stated that the arrests were unlawful, arguing that one could only be arrested for refusing to wear a mask in public when instructed to do so by the police or military. “This is confirmed in section 34(2) of the Disaster Management Act, 2002: Amendment of Regulations as Gazetted on 29 December 2020, which clearly states that ‘the wearing of a mask is mandatory for every person when in a public place, and any person who fails to comply with a verbal instruction by an enforcement officer, commits an offence’,” Smalle said. He urged the public, however, rather to wear their masks at all times. “We recognise that the regulations to wear

masks in public and to practice social distancing are important measures aimed at countering the further spread of Covid-19. We request members of the public to continue to observe these protocols,” said Smalle. As for those arrested, Smalle said the DA would seek further clarity on the matter by engaging with the affected individuals and stakeholders to compile a factual dossier before seeking legal counsel on how to proceed. If the actions of the police throughout the past week are anything to go by, residents of Makhado, Thulamela, Musina and surrounds should take heed and start complying with the current Level 3 lockdown regulations.
