The municipality is the defendant in various lawsuits. “The municipality is opposing the claims, as it believes that the claims have no basis,” writes the AG. In its annual financial statements, the municipality mentions that the potential extent of the liability cannot be determined, since the matters are subject to litigation. The provisional estimate based on management assessment is R102 million. The AG also checked whether the Makhado Municipality had achieved the objects it had set out at the beginning of the period. The number of indigent households provided with free electricity was found not to be 7 560 as reported, but only 6 720. The fencing of cemeteries at Gogobole, Phadzima, Vleifontein and Tshivhase had not progressed as planned. From the AG’s report it transpires that numerous errors were made when compiling the reports. When these were pointed out, the reports were corrected with supporting records. The AG was also not overly impressed with the way the municipality managed its expenditure. “Reasonable steps were not taken to prevent irregular expenditure amounting to R6 333 963 … The majority of the irregular was caused by non-compliance with applicable laws and regulations relating to bid and evaluation committees not properly constituted,” the report reads. Hierdie week, 25 jaar gelede, was verkie singskoors ook in die lug, maar anders as die munisipale verkiesing op 1 November vanjaar, sou daardie verkiesing wees vir die kies van ‘n nuwe burgemeester vir onder meer Musina. Op die Zoutpansberger se voorblad van 18 Oktober 1996 is berig van die destydse ANC-burgemeester van Musina, rdl. Abram Luruli, wat te midde van die verkiesingstryd beweer het dat hy doodsdreigemente ontvang het van lede van ‘n opposisie groepering, die Concerned Citizens Group. Volgens hom het lede van hierdie groep twee keer vergaderings ontwrig wat hy in Nancefield wou hou. Twee keer moes die polisie ingeroep word om orde by die vergaderings te herstel, en tydens die tweede vergadering moes Luruli onder polisie bewaking uit die vergader vergadersaal vergesel word. Volgens Luruli was die groep kwaad vir hom omdat hy die prys van munisipale dienste verhoog het kort nadat hy burgemeester geword het. Hy het beweer dat ‘n groep jong mans gestuur is om onder meer sy BMW-voertuig uit te brand terwyl hy ‘n raadsvergadering bygewoon het. Tydens ‘n ander geleentheid is ‘n groep mans blykbaar gestuur om sy huis te vernietig. Luruli het egter nooit hierdie sake by die polisie aangemeld nie, aangesien hy beweer het dat lede van die polisie se “uniformtak” betrokke was by die verdagtes. In ander hoofnuus daardie week is berig van die jong Nada de Villiers, toe in Standerd 5 by Laerskool Soutpansberg, wat ‘n eerste plek behaal het in die provinsiale uitdunrondes van die ATKV-redenaarskompetisie. The misuse of fuel cards by officials received a special mention by the AG. This fruitless and wasteful expenditure cost the taxpayers R232 213. The AG also felt that very little consequence management existed as “appropriate action was not taken against officials of the municipality where investigations proved financial misconduct”.

It’s the fault of management The AG criticised the municipality for getting rid of capital assets without having considered a fair market value of the assets and the economic and community value to be received in exchange for the assets. The report mentions “significant internal control deficiencies” in the municipality. “Management did not

exercise its oversight responsibility regarding financial and performance reporting and compliance and related internal controls,” the report reads. According to the AG reports, the Makhado Municipality’s management did not implement controls over daily and monthly processing and reconciling of transactions. The AG ascribed some of the problems to capacity constraints in the municipality, which resulted in insufficient reviews performed. “Non-compliance with legislation could have been prevented had compliance been properly reviewed and monitored. The municipality did not take reasonable steps to prevent irregular and unauthorised expenditure and fruitless and wasteful expenditure,” the report states. In her summary on the state of municipalities, AG Tsakani Maluleke was clearly dissatisfied with the progress shown by municipalities: “Audit results under the outgoing administration have demonstrated little sign of

improvement and we have observed the deteriorating state of local government. When it took over, the administration inherited 33 clean audits. Unfortunately, it has now regressed to only 27 clean audits. We therefore call on leadership to embrace their responsibility to drive change if we are to make a difference,” says Maluleke. As far as Limpopo is concerned, the picture looks slightly better, “The province recorded an improvement in audit outcomes, mainly driven by consultants. However, this improvement is not supported by an equal improvement in the key control environment at the municipalities and might therefore not be sustainable,” the AG says. She ends up by appealing to the leadership to start acting responsibly. “We reiterate our message that ‘ethical and accountable leadership should drive the required change’, and we call on the incoming leadership to take this message to heart if they aim to realise improved outcomes.”

Die 61-jarige Van der Walt het vertel dat hy ná ‘n vergadering by die plaaslike Kommissie van Versoening Bemiddeling en Arbitrasie (CCMA) se kantore in ‘n noordelike rigting op pad na sy huis toe in Kroghstraat gery het. Die volgende oomblik het ‘n 23-jarige jong man, wat van oos na wes gery het, klaarblyklik die stopteken in Bredastraat, langs die Prognos Mediese Sentrum, verontagsaam en Van der Walt se voertuig op die bestuurderskant getref. Die geweld van die impak het Van der Walt se voertuig vanaf die regterbaan waarin hy op reis was, oor die linkerbaan geskuif tot op die sy paadjie, waar beide voertuie tot stilstand gekom het. Van der Walt was vir ‘n periode bewusteloos. Dr. Casper Venter van die Prognos Mediese Sentrum het die slag van die botsing gehoor en dadelik uitgehardloop om te kyk of iemand mediese hulp nodig het - weliswaar iets wat Van der Walt dringend nodig gehad het, aangesien hy ernstige asemnood ervaar het ná hy weer bygekom het. Dr. Venter het nie tyd gemors nie en sommer vir Van der Walt in sy privaatmotor gelaai en hospitaal toe gejaag. By die hospitaal aangekom, sou hulle vind dat, buiten vir beserings aan sy kop en regterskouer, Van der Walt ook ses ribbes in die ongeluk gebreek het. Icon in Indian community passes away In Memoriam Louis Trichardt residents learnt with great sadness of the death of the well-known and much-loved Mr Mahendra Jeram, also fondly known as Ching or Elvis. The 73-year-old Mahendra, a tailor by profession, passed away peacefully on Saturday, 16 October, at his home in Eltivillas. His funeral service took place on Monday. The Jeram/Bhamjee family extended their gratitude and appreciation to Dr Mohan Govind for always being available to attend to Ching’s health and well-being.

“We also extend a special thanks and appreciation to the Louis Trichardt Hindu Seva Samaj and the entire community for their kind support and unconditional love that they offered our family during our time of bereavement,” said the family. The family said they were grateful to the Rasool family of Cycle Centre, who were Ching’s business neighbours, and thanked them for their support to him over the past 40 years. In addition, they thanked all the businesses in the Indian business complex for their support over the years. “Mahendra Jeram will

be missed by his family and extended families here in South Africa and abroad. May his soul rest in peace,” said the family.

Herinneringsgeleentheid ‘n Herinneringsgeleentheid word op Sondag, 24 Oktober, om 09:00 in die Stad op die Berg Gemeente (NG Kerk Louis Trichardt) aangebied. Die geleentheid is een van vertroosting vir diegene in die gemeente en gemeenskap wat geliefdes aan die dood afgestaan het die afgelope twee jaar aan Covid en ander oorsake, maar ook ‘n Dankseggingsgeleentheid vir diegene in die gemeente en gemeenskap wat gesond geword en herstel het ná ‘n siekbed.

Rolbalklubbesigheidsliga Die Louis Trichardt Rolbalklub se gewilde besigheidsliga is weer op hande en spanne kan nou reeds begin inskryf. Die liga vind in Oktober en November oor drie agtereenvolgende Donderdagaande plaas, naamlik op 28 Oktober, 4 November en die finaal op 11 November. Die hoofdoel van die liga is nie net om hierdie sportsoort te bevorder nie, maar ook om fondse vir die klub in te samel en om dit net te geniet. In totaal kan 14 spanne inskryf, met inskrywings wat op 25 Oktober sal sluit. Enige instansie of besigheid kan ‘n span inskryf of borg. ‘n Span moet bestaan uit vier nie-rolbalspelers, alhoewel klublede byderhand sal wees om te help met raad. Behalwe vir skoene wat hakloos moet wees, is geen ander dragkodes van toepassing nie en rolbalballe sal voorsien word. Wedstryde begin elke Donderdagaand om 18:00. Aan die einde van die reeks word die wenner bepaal. Dekking sal deur die plaaslike koerant gedoen word en uitslae sal weekliks gepubliseer word. Deelname kos R500 per span en ‘n baanfooi van R20 per speler per wedstryd sal betaalbaar wees. Na elke ligabepaling sal braaipakkies te koop wees, met pap en sous wat voorsien sal word. Groeperingskiet Die Soutpansberg Skietklub hou op Saterdag, 30 Oktober, weer hulle jaarlikse groeperingskiet kompetisie Drie bane sal geskiet word, naamlik .22 oor ‘n afstand van 60m (vyf rondtes), handwapen oor 15m (drie rondtes) en senterslaggewere oor 100m (drie rondtes). Juniors/laerskoolleerders sal slegs kan deelneem aan die .22-afdeling, terwyl hoërskoolleerders aan alle afdelings kan deelneem. Inwoners kan hulle regmaak vir allerhande feestelikhede en lekkertes, soos die gebruiklike pannekoek, stokworse, hamburgers, kerrie-en-rys, poedings, gebak, vrugte en groente, handwerk en

nog baie meer. Vir die kinders word vermaak in die vorm van speletjies en ‘n springkasteel aangebied, asook ‘n lekkergoedtafel en allerhande snuisterye teen sakpaspryse. By die Dopperboma sal heerlike sosaties, pap-en-kaiings en boereworsrolle te koop wees. ‘n Wild- en jagveiling word ook aangebied, om nie eers van die vleis teen die billikste pryse ooit te praat nie! Remembrance Day On Sunday, 14 November, the South African National Defence Force, military veterans and civilians will spend two minutes remembering those who had made the ultimate sacrifice in service of their country as part of Armistice Day, also called Remembrance Day. At 05:00 on Monday, 11 November 1918, a document was signed that brought an end to the First World War. At the 11th hour of the 11th day of the 11th month of that year, the guns fell silent. The war that was supposed to end all wars had come to an end, but not before an estimated nine million people had lost their lives. To pay homage those who died in the war and subsequent wars, Remembrance Day is commemorated annually. The Memorable Order of Tin Hats (MOTH) of Louis Trichardt will be holding their annual Remembrance Day parade and wreath-laying ceremony on 14 November at 10:30 for 11:00 at their Turbi Hills Shell Hole at 66 Burger Street. All members of the public are welcome to attend and lay a wreath.

Die Louis Trichardt Dierebeskermingsvereniging (DBV) het Donderdagaand, 14 Oktober, hulle sewende jaarlikse veiling aangebied, met Riaan Benadé as gaskunstenaar. “Dit was massief gewees en beslis ons grootste en beste veiling ooit. Daarvoor is ons ongelooflik dankbaar,” het die plaaslike DBV se Alicia Thomas ná afloop van die geleentheid gesê. Thomas het gesê hulle was uit die veld geslaan met die opkoms en ondersteuning, veral in ‘n jaar waar daar soveel uitdagings en hartseer was. Sy het namens elkeen by die DBV haar opregte dank uitgespreek teenoor elkeen wat op welke wyse ook al, van dié wat kaartjies gekoop het tot dié wat help organiseer het, gehelp het om die aand ‘n sukses te maak. Local author releases second book to help others Following shortly on the heels of her book A Life Altered: My journey from tears to hope, local author Roshini Pakkiree released her second book, entitled Pieces of Us: How our marriage healed from the loss of a child. “So guys here I go again. I am extremely humbled that I found strength to author my second book. Four years ago around this time, I didn’t know my fate. The last thing I thought about was writing, let alone publishing. My guardian Angel did not allow me to shred away, since he now works for the almighty. He kept me on my toes,” wrote Roshini in a Facebook post announcing the release of her new book. Regarding the events of four years ago, Roshini was referring to the death of her and husband Mark’s only child, son Sanjit at the age of only 16. Despite their sadness, Roshini and Mark decided to turn their tears into hope, establishing the Sanjit Pakkiree Train of Hope Awareness Project in 2019, a charity in honour of their son that motivates and supports others experiencing similar trauma resulting from the loss of a loved one.

A Life Altered: My journey from tears to hope follows Roshini’s journey to recovery and healing. The road was a long one for her and husband Mark. Her second book also touches on the couple’s healing process, but focuses on the strain the death of their son took on their marriage. “The inspiration and motivation for the story, was that my husband and I have experienced that the loss of a child can put a strain on a marriage as both partners grieve differently and that characteristic of grief should be handled supportively. The norm is that most couples do not survive the loss of a child. In my book I wanted to show society that a marriage can be sustained through the loss of a child. I demonstrate the measures we took to help us heal together, even though the odds against you are heightened. The child is the fruit of your marriage not the glue that keeps you together. You both need the will, the need and support both ways to continue your vows together,” said Roshini. Pieces of Us: How our marriage healed from the loss of a child is probably best summarised in the synopsis of the book on the back page: “Marriage, in its entirety, is constantly under

scrutinization from both the internal and external environment; the former being the couple themselves and the latter being society at large. Losing a child further places an inevitable and uncontrolled strain on the already challenging relationship. The couple must have the willpower and desire to save and heal their relationship from the fated tragedy. There needs to be a committed effort and support by both partners in order to survive together through the rest of the journey; where the vows they had pledged can still be sustained.” As with her first book, Roshini’s aim is not to make money out of the sale of the book, but rather to help support others experiencing the same trauma. Regarding this, Roshini is especially excited about how well her first book, released in July this year, is doing. “My first book has gone so far, now being used digitally by a church in Gqeberha (Port Elizabeth). It is also being used at a rehab centre,” said Roshini. Pieces of Us: How our marriage healed from the loss of a child is currently at the printers. It will be available from 31 October. Hanglip offers unique cycling and running trails Recreation Have you wanted to start cycling or trail running and not known were to go around Louis Trichardt? Or have you had visitors who have asked you where a nice place is to go for a short walk? Well, your answer has been on your doorstep for years - the Hanglip trails. These five marked trails start and end at the parking area of the Hanglip Arboretum (about 2km from the forestry gate). The trails are designed for beginners and experienced riders and runners who want to do different lengths and grades. Trails of 4km, 8km, 12km, 13km and 22km have been laid out. They are free and available to do 24/7, so come with your bike, running shoes or walking boots and get out of town to enjoy the perfect tranquil environment

The 22km route (moderate) is an extension of the 13 km route. It goes up past Camp Afrika and then loops through Songozwi Village. It descends along excellent single tracks and back to the Arboretum For those who would like to go for a run with their pets, a Run and Ride for Pets and the Strava Challenge will take place on Saturday, 13 November, at 07:00. Participants can choose one of four (4km, 8km, 13km, or 22km) trails to run or ride. This is an ideal event for the whole family. The entry fee is only R10, which will be donated to the SPCA. In addition, the winners on each trail (1st cyclist and 1st runner) will not get a prize but will be asked to donate R100 to the SPCA instead. So come prepared. Wat volgende jaar betref, sê Rampie dat hulle beslis weer gaan deelneem. “Ons gaan dit beslis weer doen, alhoewel ons eerder self in ons karre gaan af ry Vanwyksvlei toe. Dit is vet pret en baie lekker,” het Rampie gesê. Wat vir hom treffend van die Bull Run is, is dat die grootste gedeelte van die geld wat tydens die geleentheid ingesamel word, gaan aan die gemeenskap van Vanwyksvlei. “Van daardie mense daar kry regtig swaar,” het Rampie gesê.

Top plekke vir Koben en Shaun by SA’s Die 19-jarige Koben Hofmeyr (bo) en Shuan de Beer (regs) van Hoërskool Louis Trichardt het die afgelope vakansie aan die Suid-Afrikaanse Luggeweerskiet Kampioenskappe deelgeneem. Koben het uitstekend presteer met ‘n eerste plek in die o.21 spesiale Sporter-klas. Shuan (16) het ook merkwaardig presteer met ‘n silwer medalje in die o.21 Sporter-klas. Algeheel was Shuan 34ste uit 132 skuts. Hy het ook ‘n brons medalje verwerf in die SAARA-kompetisie in die 10m staan-afdeling vir o.16’s. Die skool het hul dank uitgespreek teenoor afrigters Michael en Tiny Rademeyer wat die twee jong skuts vergesel het. Foto’s verskaf.

Bull Run is werklik vet pret!

Die jaarlikse Weg Ry & Sleep Bull Run is vanaf 7 tot 9 Oktober vir die tiende agtereenvolgende keer by Vanwyksvlei in die Noordkaap aangebied, met ‘n paar jong plaaslike

sakemanne wat vanjaar besluit het hulle wil gaan kyk wat daar aangaan. Ná die tyd is hulle dit eens dat hulle dit beslis volgende jaar weer gaan doen. Louis Trichardt sakeman Rampie Gilfillan het vertel dat die Bull Run sy ontstaan te danke het

Botswana moes oorsteek. “ ‘n Paar pelle hier in Suid-Afrika het toe vir mekaar gesê: ‘Hel, dit lyk lekker! Ons moet ook so iets doen’. Hulle het toe twee ou voertuie gevat en so ‘n road trip aangepak. Vir een of ander rede het hulle by Vanwyksvlei uitgekom. Ek weet regtig nie hoe hulle daar uitgekom het nie. Maar hierdie road trip was vir hulle vreklekker gewees en die volgende jaar het hulle dit weer gedoen. Hulle het egter nog ‘n paar ouens met karre bygekry en vandaar het die Bull Run ontstaan en gegroei,” het Rampie gesê. En gegroei het dit tot sowat 160 voertuie vanjaar. Hoofsaaklik twee reëls bestaan vir deelname – jou voertuig model moet ouer wees as 1985 en dit moes jou minder as R25 000 gekos het om te koop. Die voertuig mag egter nie heeltemal ‘n skedonk wees nie. Dit moet padwaardig wees en deelnemers moet beskik oor ‘n geldige rybewys. Voorkeur word ook gegee aan vierdeur sedans. Vanjaar se deelname het R7 600 per span van twee beloop. Rampie en spanmaat Anton Pretorius het vir hulle ‘n ou Audi 100 gekoop, terwyl spanmaats Maarten Venter en Tinus Pretorius die uitdaging aangepak het in ‘n ou Nissan Stanza. Die voertuie kan “versier” word en deelnemers kan ook kostuums dra. Elke span moet ook ‘n naam hê, net soos elke kar. Die geleentheid lyk weliswaar deurlopend soos ‘n toneel uit die film Mad Max. Rampie en Anton, wat hul kar Lappies gedoop het, se span het bekend gestaan as die Leeus van die Noorde, kompleet met ‘n “leeu” bo-op die dak. Tinus en Maarten het hulle kar Trixie gedoop en as span het hulle bekend gestaan as die Damduikers. Hul “dakornament” was ‘n hounet vir vis. (Vervolg op p.13)
