Boozed-up would-be thief’s antics on security cameras makes for hilarious viewing, before falling asleep

Don’t drink and steal By Isabel Venter

A thirsty wouldbe thief learned this week that burglary and booze do not mix. The suspect, in his search for some liquid refreshment, broke into the Tops at Spar liquor store here in Makhado (Louis Trichardt) in the wee hours of Sunday morning. The suspect, who can not be identified, was left with a second headache when police arrested him at the scene. After a short rampage around the bottle store, the man fell asleep and was discovered later by employees of Spar. “My heart gave a jump when I realised the suspect was still in the shop,” said Spar manager Mr Luke Enslin on Monday. “The suspect even recognised me!” In what could probably be described as a sheer lack of criminal professionalism, the suspect, of medium build and height, smashed the front glass door of the shop clearly in an boozed-up haze. The whole incident was caught on Tops’s security cameras. (A short video clip of the footage can be viewed on our website at www.zoutpansberger.co.za). At around 04:30, the suspect enters through the broken door. The alarm system is not working at this stage, and the suspect can continue his booze cruise uninterrupted. Pleased with his feat, he makes gestures with his hands, seemingly talking to an imaginary friend. The man then walks over to one of the fridges at the back of the store, helping himself to a quart of beer. Cue the party music, because after this

the sloshed man whoops it up and starts dancing. From the fridge he walks back to the front of the store, showing off his moves in the silence of the night. From the video footage it might seem, however, that he possibly thinks he is in a strip club because he starts to take off his pants and shake his bum and private parts at the camera. This dancing continues for about 20 minutes before he picks up his cell phone, which has fallen to the ground in the meantime, and makes himself comfortable behind one of the cash registers. Here the man grabs a halfjack of Klipdrift brandy and cigarettes, all the while talking to the cash register in front of him. Eventually, the tipsy suspect, still sitting in the chair, falls asleep and topples over the cash register. Here he is discovered at around 06:00 by Enslin. After discovering the burglary, and afraid that some of the more expensive liquor might have been stolen, Enslin was trying to assess the damage in the store when he found the sleeping suspect. “We were quite surprised. It is not every day that you still find the perpetrator at the scene of the crime,” said Enslin. It would later be revealed that, apart from the broken glass, the alcohol that the suspect had consumed totalled about R80. The alarm system has also been fixed. Since Video Sunday’s incident, the newspaper was able Clip to determine that the man was released on Monday without formally being charged by the police. Apparantly the man is mentally Eventually, the buzzed suspect, still sitting in the chair, falls asleep and topples over the cash register. Health education for mother and child With August being women’s month, there could not be a more appropriate time for the opening of the new Mother and Child Clinic in Makhado (Louis Trichardt). The clinic, which is managed by expert registered nurse Yolanda Mphilo, specializes in the advancement of the health of mother and child. Yolanda is a specialized nurse who has complet-

ed her four-year-diploma as a registered nurse at the Charlotte Maxeke Academic Hospital in Johannesburg. Following her first diploma, she also completed a two-year diploma at the Chris Hani Baragwanath Hospital and qualified as a neonatal ICU nurse. In her spare time, Yolanda offers expert advice on pregnancy and baby matters to the Your Pregnancy magazine and Great Expectations on eTV. When she moved to Makhado (Louis Trichardt) at the beginning of the year, she decided to open her own practice to enable her to give back to her community. She offers antenatal classes, consultations, pre- and postnatal care and immunizations. “Health education is very important to ensure a happy and healthy pregnancy,” says Yolanda. According to Yolanda, not a lot of new and young mothers realize the importance of immunizations, or even those mothers who are HIV-positive. For these services most mothers usually return to their gynaecologist, and they are usually expensive and do not always have enough time to give proper instructions, says Yolanda. Other services that Yolanda offers include school outreaches and counselling. Her practice is situated at the Quality Care Clinic Complex in Grobler Street. From Mondays to Fridays, the Mother and Child Clinic will be open from Yolanda Mphilo, expert nurse and owner 08:00 until 17:00. On Saturdays, the clinic will of the Mother and Child Clinic. Once the best, now no place for many to rest

The dilapidated state of the caravan park in Makhado (Louis Trichardt), once voted the best caravan park in South Africa and being highly recommended by the Automobile Association (AA), is evident from Songozwi Street. Floods washed away the southern security fence earlier this year and, months later, it has still not been repaired. During the flood in 2000, the same fence washed away and it took the municipality years to repair.

Will the municipal caravan park in Makhado (Louis Trichardt) ever again live up to its repu tation of once being voted the best caravan park in South Africa? Many frequent visitors to the caravan park seriously doubt this, with the number of loyal caravaners opting to stop over dwindling fast. One such frequent caravaner who thinks it is not worth ever returning, despite supporting the caravan park for the past 20 years, is Mr Rod Clark from Witriver. Clark and his wife stayed at the caravan park for one evening in July. They arrived after hours and when they wanted to pay the R35 per person per night (R70 in total), there was no one on duty who could assist him. Clark says he was informed by a security guard that he should go and pay at the municipal offices in Krogh Street, but when he asked the guard to direct him to the offices, the guard could not assist him. The couple then decided to go and pay the next day. Their bad experience was, however, only starting. According to Clark, the caravan park and facilities were extremely dirty and the stench of raw sewage was overwhelming. The stench was even worse to the north of the park where “a river of sewage” (as Clark put it) was flowing. There was also no hot water in the ablution and shower facilities and when his wife went to the ladies toilet, it was full of men. This, obviously, upset Clark immensely with regard to the safety of his wife. Apart from the poor and dangerous state of the ablution facilities, Mr Clark says that there were also almost no braai facilities left. The dilapidated state of the caravan park prompted Clark to phone the municipality’s emergency numbers. Clark was outraged by the response he received. He says he was sent from pillar to post by a very arrogant official. One, he says, very arrogant-

ly wanted to know why he wanted hot water, while another chewed him out “why he only complained after they stayed there!” Following the Clarks’ stay at the caravan park, he has indicated that he will not leave the matter there and says that he intends to write to one of South Africa’s most prominent outdoor caravan and camping magazines to discourage travellers from staying over at the municipal caravan park. Municipal spokesperson Mr Louis Bobodi responded last week by admitting that the municipal caravan park is in need of refurbishment, with regard to the ageing of the water and sewerage system, among others. “During the 2012/13 financial year, maintenance of all the facilities will be done through the general maintenance budget. We have full-time personnel deployed to service and clean the caravan park and, although we do have some challenges, our caravan park is in a usable state,” said Bobodi. Regarding the issue of on-site payment, Bobodi said that the municipality used to have a cashier during the day and even after office hours. “But usually the cashier will sit in the office for the whole day without doing anything and the frequency of the visits made by customers is very low. The overtime created thereof was very high and we decided to have visitors come to the municipal offices for payment of their accommodation,” said Bobodi. He added that the cost-benefit analysis of transactions at the caravan park was not favourable to the municipality, “hence the action taken to have payments made at the civic centre.” As for the treatment Clark said he received from municipal officials, Bobodi said they had already spoken and apologised to Clark about the alleged ill behaviour meted out to him by one of their officials. “We are investigating the matter further,” Bobodi said.

Claim of 7% increase is ridiculous - SRPA

“To say that electricity tariffs increased by 7% is ridiculous. The increase has been 30 to 40% because the municipality did not correct their electricity reading system before implementing the new sliding-scale tariffs.” This was the response of the Soutpansberg Ratepayers Association (SRPA) with regard to the Makhado Municipality’s new electricity billing system. They added that the municipality was making a mockery of the new scales by reading electricity consumption once in two months. As a result, consumers have a very high reading, which places them in the most expensive bracket of the new system. “We shall insist that the electricity be billed correctly,” said the chairperson of the Soutpansberg Ratepayers Association, Ms Inga Gilfillan. Media queries on the same topic posed to the Makhado Municipality on 5 August have not been answered as yet. The 7% electricity increase was announced by the mayor of the Makhado Municipality, Cllr David Mutavhatsindi, in his annual budget speech on 29 June in Vuwani. The SRPA also responded to several issues mentioned in the address. “We cannot afford to fold our arms and leave our town dilapidated. Remember, our town is the main source of income and we need to continue improving it, so that it can help us develop other areas,” the mayor said in his speech, referring to Makhado (Louis Trichardt). The Soutpansberg Ratepayers Association (SRPA) responded by saying that there was no indication that enough money was being spent on preventing dilapidation in town. “No specific mention was made of maintenance of the existing electricity network and maintenance Die Graad 0-klassie van die CVO Vivo is besoek deur juf. year’s budget. The SRPA does not agree with the mayor’s announcement that they had met most of their obligations. “According to our observations, not even a small percentage of the obligations have been met,” said Gilfillan. Concerning the mayor’s referral to crime, the SRPA said that farm attacks were not mentioned. “Farm attacks are a reality in our country and have not been openly condemned,” Gilfillan said. The mayor lauded the doing away of the “willing-buyer-willing-seller” principle in land redistribution and expressed his thanks to the ANC delegates who “at the Mangaung conference found it befitting that owners cannot continue to negotiate what was stolen from them”. The SRPA said that these types of political statements created a climate for crime and land grabbing. Communication remains a thorn in the flesh for the SRPA. “Of the 300 letters written by the SRPA to the municipality, we received 16 written answers,” they said, referring to the fact that it was said in the address that the municipality took communication very seriously. Gilfillan questions the Makhado Municipality’s understanding of the concept “public participation”. “Recently, a representation of the SRPA visited the director of planning and development and members of the delegation were told to leave the room, so that the director could talk to the members one on one. That is not public participation,” Gilfillan said. The SRPA, along with the DA, condemned the statement “We intend to freeze all accounts for all residence[sic] in R293 townships as a way of enabling them to start paying from the first of August …” Gilfillan said that the SRPA would like a clarification of that statement. “Why doesn’t the municipality just exercise normal credit control measures?” Gilfillan asked.

“Municipality is making a mockery of the new scales by reading electricity consumption once in two months. As a result, consumers have a very high reading, which places them in the most expensive bracket of the new system”

Legendariese Oom Piet oorlede ná kort siekbed

Hy begin in 1941 werk as leerling-klerk by die

As burgemeester het rdl.

“They showed complete lack of consideration” The Louis Trichardt Ministers Forum this week added their voice to the countless other voices expressing growing frustration with regard to the annual Makhado Show. The show, which took place from 1 to 4 August, once again caused many a resident a sleepless night. In view of the disturbance, and seeing that the show was extended to Sunday this year, the local Ministers Forum addressed the issue on 13 August during their weekly fraternal meeting and issued a statement. “It is a given that the annual show will take place, and this to promote the town and other vested interests; with this the forum does not have a problem. The problems arise when there is a total lack of respect for others in the town with regard to the noise that was produced at this event,” the Forum states. They say they have to question the planning of such an event, taking into account the municipal rules and regulations for holding such an event. “The general rule applies, namely that what is good for one person is just as good for the other, regardless of position or group represented, and these rules need to be obeyed at all times,” says the Forum. The Forum adds that the fact that the show was allowed to continue on a Sunday, which is traditionally a day of worship for many religious groups, presents a problem. “The fact that the Good Lord sent rain during the period of worship was a blessing in disguise - this allowed the services in various churches to continue undisturbed by the loud music and allowed for a few hours of peace and quiet. Added to this is the fact that there was

no proper advertising that this event would continue on a Sunday and if there was, it was done very discreetly - hence there were no objections for the show committee to observe and address,” says the Forum. The Forum says that, added to this frustration that the residents have to bear each and every year, is the letter posted by “A concerned and upset resident (Eltivillas)” in the Zoutpansberger of 9 August in which they also lodged a complaint regarding the noise. “A point to note is they made contact with the police and were told to ‘take it up with the municipality’. This is unacceptable! Surely it is the duty of the SAPS to maintain law and order of the community/society? Their duty is to uphold the laws of the municipality, as well those of the country,” says the Forum. The Forum states that the rules are there for the protection of all citizens and not a few select as seems to be the order of the day. “The unknown letter writer also made mention of the fact they were celebrating Ramadan and the total lack of consideration shown for this attests to the fact that there was no proper planning, control or even thought for others around the show grounds,” says the Forum. The Forum requested to have a face-to-face meeting with the show committee, in which they will be afforded the opportunity to respond, as well as to be included in any future planning of events of this nature. “This will help to pave the way forward,” says the Forum. They indicated that they would also like to meet face to face with the mayor “to hear his side of the story”.

“The general rule applies, namely that what is good for one person is just as good for the other, regardless of position or group represented, and these rules need to be obeyed at all times”

Veterinary Services warns against NCD The provincial department of agriculture’s veterinary lab oratory services have warned poultry farmers, especially racing-pigeon owners, to make sure their birds are vaccinated against the dreaded Newcastle Disease (NCD). Dr Piet Loock, veterinary laboratory services’ manager, issued an urgent press release on Monday, stating that their Makhado-branch had investigated two reports on an unusual phenomenon around the Alldays/ Venetia mine area. Farmers reported great numbers of wild pigeons being affected. The birds appeared to be

very lethargic, partly paralysed and died in large numbers in their roosting places or where they sat on the ground. “One owner remarked that it literally ‘rained pigeons’. Live birds were found on the ground or on the roads and they seemed to be unable to fly away or avoid being run over by cars,” says Loock. Necropsy findings were highly suggestive of Newcastle disease (NCD). The Onderstepoort Veterinary Laboratory confirmed pigeon paramyxovirus (which is Newcastle disease) in samples forwarded to them. “Apart from poultry, NCD can affect other wild birds like

pigeons, guinea fowl, pheasants, partridges, etc. Tame pigeons are also highly susceptible. Many kept-bird species are also susceptible but most just develop sub-clinical infections without any major symptoms. One general exception is cockatiels, which can also die acutely,” says Loock. With the warning that poultry farmers should have their birds vaccinated, Loock also reminded pigeon owners that certain commercial NCD vaccines for pigeons require a mandatory rest period after vaccination. He also kindly requested the public to report any unusual bird deaths to their nearest state veterinarian.

Beware of prison job scam, warns SACM

The four-year-old Mpho Raulinga from Small Talk Pre-primary School in Makhado (Louis Trichardt) munches on her pizza that she made herself. Roman´s Pizza sponsored their pizza as part of an educational programme about food.

Left: This group of toddlers from the Small Talk Pre-primary School in Makhado (Louis Trichardt) visted Roman´s Pizza recently and learned how to make their own pizza. At the back with the children are, from left to right, Suzan Mashele (assistant teacher), Mornica Ralutanda and Ellion Mudau, both from Roman´s Pizza, and Danel Barnard, a teacher from Small Talk.

The South African Custodial Management com pany, operating as Kutama-Sinthumule Correc tional Centre in Makhado, warned members of the public to watch out for a job scam which is doing the rounds. According to the prison director Mr Lazarus Nconwane, it came to the prison management’s attention on 13 August that there is a person in the community who claims to be the facility’s recruitment agent. “This person promises unsuspecting people jobs in the prison, at a fee,” said Nconwane. “He charges R3 000 and requests the job seekers to deposit money at Shoprite where he would then collect it.” Apparently one lady fell victim to the scam after she was promised a clerk’s position at the prison. Her husband deposited the R3 000 at the Shoprite/ Checkers money market. “The poor lady had to resign from her job in Gauteng in order to come to take up the clerk’s job in Makhado, because the

place is near her home,” explained Nconwane. He said that the lady decided to quit her previous job for the said new one at the prison, without even attending any interview or completing any application forms. “We want to warn the public about this scam. There might be other people who have become victims of the scam,” he said. SACM follow standard recruitment procedures when there is a vacant post. “We place an advert which also carries our SACM logo, a contact person and a landline number, in newspapers,” he explained. “Then candidates who meet the requirements will be called for interviews, and if they are successful they will be notified as such.” According to Nconwane, people do not pay to be employed at the facility, either as clerks or correctional officers. “If any person asks for payment, members of the public must know that it is a scam. Such people can be reported at the prison or at the nearest police station,” he concluded.

Court News

Two sentenced to life after “muti” murder Two men have been jailed for life by the Polokwane High Court for an apparent muti killing. The two, Tendi Mafune and Azwitamisi Tshililo, tried to sell the body parts of the 28-year-old Khathutshelo Tharage to a traditional healer during December 2010. Tharage’s body was discovered near Siloam in a bush on 22 December of that year. He had been stabbed to death.

According to provincial police spokesperson Col Ronel Otto, the traditional healer refused to buy human body parts when Mafune, Tshililo and a third suspect came to him with an offer. He notified the police about the trio, which led to the discovery of Tharage’s remains. “Tharage was found with multiple stab wounds and his genitals were tied with a shoe lace,” Otto said. No other body parts of

Tharage had been removed. The third suspect, Maluta Matamba, who was arrested shortly afterwards with Mafune and Tshililo, pleaded guilty during January 2011. He was also sentenced to life imprisonment by the Polo kwane Magistrate’s Court. Mafune and Tshililo pleaded not guilty and had to be tried se parately. They were found guilty and both received life sentences on Tuesday, 13 August.

Brief

Wees stil broers, hier het ‘n man verbygegaan ...

O

Die Engelse sou sê “ Prim and Proper”.

Sy was uiters irriterend. Hierna was sy tjoepstil. Reg of verkeerd. Ek ken hom nie so nie.

Daar is nie meer sulke mense oor, so goed gemanierd en so opreg nie. Die streek is armer sonder hom. Daar het ‘n man verbygegaan ...

BRIEWE / LETTERS

Letter

When there is more consideration others may also attend this show This letter is a follow-up to last week’s letter of Anonymous, titled “Everything is not fine with the two shows being held in Makha do”

M

r Anonymous, you are dead right, there is something wrong with two shows being held in Louis Trichardt, but let’s consider the following facts. I was born in this town and grew up here. I could remember a time when we as a family looked forward every year to attend the annual Louis Trichardt Show. Every year there was always something new and exciting. The show gates closed around 20:00 every night and although there where live shows and bands playing, the decibels were always at a more considered level. Drinking was restricted to only the beer garden, and even there the people attending were disciplined and law abiding. Since the new show organizers took over, they managed to transform the original show into a barbarian’s fest with loads of liquor and endless noise until the wee hours in the morning. Stall owners who make their living traveling from show to festival setting up their stalls and selling their merchandise, are not attending the annual Makhado Show Brief

any more, because their merchandise gets stolen and vandalized. The organisers do not cater for all cultures and there is not enough security to protect these cultures against victimization. When the organisers start considering other cultures in their planning of the event, then we will gladly attend the annual show. But, somehow, I do not think that is going to happen in the near future. By saying that “one tribe does not believe in the preamble of the constitution of the Republic of South Africa” you reflect a totally misguided conception. A comment closer to the truth would have been “some tribes do not believe in undisciplined behaviour while consuming alcohol and listening to loud music until the early morning hours.” You are welcome next year when the CVO School is going to hold yet another “In die Berg Fees” to come and have a look at how other cultures are organising and maintaining a festival/show. We all must live and work in South Africa and to have respect for each other’s cultures and beliefs will go a long way towards building a better future. (Letter shortened – Ed)

Letter

There’s no hidden agenda here, but perhaps you should be standing up

T

he neglect to respond to the letter of “anonymous” in the newspaper, dated 16 August 2013, would probably generate only one of two conclusions. On the one hand, that the content be regarded with disdain, or on the other, that the readers are at a loss for a response. Since neither of these is remotely true, please accept my response. The author has chosen to take this issue to the public domain, therefore must accept a response there also. Firstly, had the author taken the trouble to ascertain the facts he/ she would have discovered that the Inniberg Fees had set the date about 10 months ago (a necessity for booking singers), and that the chosen date had been advertised since March in this newspaper. The Inniberg Fees is by no means a breakaway show, it is simply a fundraiser for a local school. I may point out that this time of the year is popular in our climate for similar events, and true to any vibrant community, Makhado enjoys many activities, events and performances for the benefit of the public. It is inevitable that some may overlap, as I am confident the organisers of - Freddie de Swardt the Makhado Show will testify. So, sorry, no points for trying to expose a hidden agenda here. Which brings us to hidden agendas? What could the author hope to gain with such ill-considered and opinionated verbosity? Unity? Hardly! Declining your gallant and brave (anonymous) directive to take the road to hell, hell and hell, let waardes en gedragskodes kan nie me bring your attention to another verskoon word nie. this adjective, you fail to see the promise, supernatural influence, diversity and beauty that this term conveys, which physically, is simply the way similar water particles reflect the same light they receive, in different colours. Diverse cultures, languages and associations should not only be accepted, but embraced. If you are going to substantiate your argument with quotations, partial or full, you must give credit to the origin, and not distort the meaning. It was also Steve Biko who said “So as a prelude whites must be made to realise that they are only human, not superior. Same with Blacks. They must be made to realise that they are also human, not inferior.” You omitted the initial words “so as a prelude” (and that these are Biko’s words, not yours). After 19 years of universal suffrage, this appeal has been served, swallowed and digested. I doubt there are many blacks who regard themselves as inferior (perhaps I am exceptionally privileged in associating only with the few thousand who confidently don’t). To infer this inferiority complex and the need to address it now is an insult to the aspirations and achievements of the multitudes of citizens of our country. If any tendency is to be challenged, it is that of under-achievers who cry ‘oppression, oppression, oppression’ at their every failure. You conclude with the quote of Martin Luther King: “A man can’t ride you unless your back is bent”. I encourage you to meditate on those words. Stand up, man! Stand up for your own; your culture, your heritage, your language, your people, your faith. Be proud. And be gracious enough to grant others the same. - Gerrit du Toit (Makhado / Louis Trichardt)

that we have the right to associate with whom we want. The last place an Indian or white person wants to find themselves is among hoards of pushing, loud, misbehaving and littering people. We don’t like your music or the volume at which you play it. None of this is intended to offend you, nor is it an attempt to belittle you. It is simply the truth and an attempt to explain to you why we don’t want to attend the Makhado show. You hi-jacked it and turned it into something else and it no longer has any value for us. You are welcome to have your annual show; the purpose of it is now up to you as it is certainly not an agricultural show. Culture of any tribe is something of value, something that gives a group of people their identity. It encompasses many things … and after the terrible, disgusting state in which the showgrounds were left, looking like a rubbish dump, I trust you get my point as to why there was a second show. Die Weg, die Waarheid en die Lewe Eensaamheid - Matteus 27:27-54

O

Toe Jesus Sy vriende nodig gehad het, was Hy alleen. In Matt. Dit gebeur gewoonlik, verduidelik Gerber, wanneer die Kaapse-by se werkers by ‘n Afrika-swerm intrek.

Dié inplanting is

egter nodeloos as ‘n kleppie nie verseker is nie. Vir verdere navrae oor Corlanie se hulpfonds kan Mariaan geskakel word by 079 113 8150 of haar pa, Gert, by 076 020 5249.

Foto verskaf.
