Bergcare deel elke tweede Woensdag sowat 85 deernispakkies uit vir hoofsaaklik behoeftige bejaardes. Die syfer sluit 15 gesinne met kinders in. Die deernispakkies bestaan uit kos en noodsaaklike toiletware soos seep, sjampoe, deodorant en tandepasta. “Vanaf April [aan die begin van die grendeltydperk] het ons begin om Dinsdae en Vrydae grendeltyd-kospakkies uit te deel, maar vanaf Julie deel ons net Dinsdae grendeltyd-kospakkies uit,” het me. Mariana Luus, bestuurder van Bergcare op Louis Trichardt, gesê. Hierdie getal sluit hulle sowat 85 tweeweeklikse deernispakkies uit. Aanvanklik het Bergcare begin met 39 addisionele grendeltyd kospakkies, maar dié syfer het vinnig opgeskiet na sowat 120 addisionele weeklikse kospakkies. Daar is families wat tot sewe gesinslede het. Ek dink die huidige omstandighede forseer baie mense om eerder saam te bly,” het Luus gesê. By Pétria de Vaal The proposed plan for the establishment of a special economic zone (SEZ) is continuing, with the next public-participation meeting being held at the Makhado Show Grounds in Louis Trichardt on 14 October. The show hall was fully occupied with interested and affected parties (social distancing allowed), while representatives of the Limpopo Economic Development Agency (LEDA) were also present. The presentation was done by Mr Ronaldo Retief from Delta Built Environment Consultants (Delta BEC). The purpose of this meeting was specifically to provide more information regarding the proposed Musina-Makhado SEZ (MMSEZ) project to be located on an 8000ha piece of restituted land near Mopane. It also had the purpose of giving feedback regarding the findings of the draft environmental impact assessment (EIA) report, as well as providing the opportunity to seek clarity regarding the findings of the studies. The opportunity was created to record any additional comments, issues, and concerns. Members of the audience were clearly there for different concerns and questions. One group is mainly concerned about the ongoing water issue, as well as the availability of other resources. Another group is in favour of the development, as they are eager to see job creation. Others are concerned about heritage – specifically about ancestral graves and other heritage objects. Envisaged for the SEZ is that the energy and metallurgical complex (Heavy Industrial Area – Southern Site) will include, among others, a coal washery, a coking plant, heat-recovery power generation, a thermal plant, a ferrochrome plant, a ferromanganese and silicomanganese plant, a vanadium-titanium magnetite project, a stainless steel plant, a cement plant, a lime plant, a sewage-treatment plant, a light industrial processing zone and a machining zone. Provision is also made for a commercial residential area, a living area, and an administrative area.

Consultants highlight pros and cons of SEZ

Mr Retief, on behalf of Delta BEC, informed those present that, according to the studies done by them thus far, should this SEZ not be developed as envisaged, the economic growth of the region will not benefit from an extensive industrial and manufacturing cluster and the direct investment and job creation associated with the cluster. The region will also lose its opportunity to diversify its predominantly mining economy. No employment from the SEZ will be created and the region will continue to have a high level of poverty, unemployment, and underdevelopment. Their view is that the non-development of the SEZ will also result in the current state of the environment’s largely remaining in its current condition and the surrounding land uses will remain undisturbed. Coking coal and other minerals of the region will then continue to be mined and exported for beneficiation in other regions or locations, with the associated environmental cost of transport, whereas it could contribute to employment creation. Furthermore, the environmental consequences of the beneficiation process will be transferred to such regions or locations.

Musina-Makhado is “best” suited

In their opinion, the Musina-Makhado areas offer the best location and provide the largest economic benefits as opposed to other potential sites in Limpopo Province, such as Tubatse and Lephalale. All the impacts identified and assessed, as well as the proposed mitigation measures and management actions, are provided in the EIA report. Specialist studies include the aquatic impact assessment, the ecological impact assessment, the heritage impact assessment, the palaeontology/archaeology impact assessment, the soil and land capability assessment, the visual impact assessment, the climate change assessment, the air quality assessment, the socio-economic assessment, the noise impact assessment, the health impact assessment, the traffic impact assessment, the water assessment, the high-level energy study, the economic analysis, the biodiversity offset strategy, the waste impact assessment, the town planning impact assessment, and the tourism and food security study. Section 24 of the Constitution states that “everyone has the right to an environment that is not harmful to their health or well-being and to have the environment protected, for the benefit of present and future generations...” Based on this, the EIA was undertaken to ensure that these principles are met through the inclusion of appropriate management and mitigation measures and monitoring requirements. A biodiversity-offset strategy and implementation plan needs to be in place before site clearance of the proposed SEZ site can commence, and only if the Limpopo Department of Economic Environment and Tourism (LEDET) grants authorisation for this EIA. The measures will be undertaken to promote conservation through appropriate monitoring and management plans included in the environmental management programme (EMPr). The findings of this EIA show that the benefits will potentially promote justifiable economic and social development but negatively impact upon the environment. The outcomes of this EIA aim to protect the ecologically sensitive areas and support sustainable development and the use of natural resources, whilst promoting justifiable socio-economic development in the towns nearest to the project site. However, should the development be granted authorisation by LEDET, the entire site will be negatively impacted upon, and a biodiversity-offset and implementation plan will have to be provided for offsetting environmental features. To ensure the effective implementation of the mitigation and management actions, an EMPr has been compiled. The mitigation measures necessary to ensure that the project is planned, constructed, operated, and decommissioned in an environmentally responsible manner are listed in this EMPr - a dynamic document that should be updated regularly and provide clear and implementable measures for the establishment and operation of the proposed Musina-Makhado SEZ.

Not all agree with pretty picture

Mr Wally Schultz, well-known local environmental activist and chairman of Save Our Limpopo Valley Environment (SOLVE) firstly raised concern about the advertisement of the public meeting. He asked where it had been advertised, upon which Mr Retief apologised that the notice was sent out the previous Friday whereas this was usually done two weeks in advance. They had apparently had no chance to publish this notice in the newspaper. Mr Schultz’s next question was very relevant, and this was: “Where is the water going to be sourced from?” Mr Retief answered that water sources needed to be categorised for the short term, medium term, and long term. Out of 15 boreholes, five proved to have water, which is apparently ample for the construction period (short term). A draft integrated-water-services report was also compiled during August 2020 and is available online. This report was compiled to be submitted as a part of the EIA report pertaining to the Southern Industrial Site and serves to describe the water requirements in terms of the SEZ’s envisaged development.

Water remains the biggest obstacle

From this report one can see the water demand is substantial, compared to the current water usage in the region. The report stated that it will become clear that water demand can only be met by current local resources for minimal usage at commencement of the project. As the implementation progresses, the demand for further construction- and later process water will grow at an increasing rate, soon to be far beyond what can be met by any possible local supply. Tapping from resources further off, becomes incredibly complex. A third question posed by Mr Schultz was regarding power generation, upon which Retief answered that the energy report accompanying the EIA was not a full specialist study. “This is a controversial issue at the moment,” Retief said. Under the Paris Agreement, South Africa has pledged that the country’s greenhouse-gas emissions will peak by 2025, plateau for another 10 years and then decline from 2036. Historically, electricity accounts for approximately 42% of national greenhouse-gas emissions. To achieve this target, the country will need to invest in lower or zero-emitting technologies, as the current coal-fired electricity-generation fleet reaches the end of its life. Another question posed was on the topic of heritage. One speaker was concerned about ancestral connection to the sites (e.g. graves), as well as the baobab trees and where they were going to be moved to. The response was that moving the big trees might not be viable. The South African Heritage Resources Agency (SAHRA) will be involved in the issuing of permits, for example, to move graves. People in the audience

Some members in the audience felt strongly about the creation of “decent jobs” and were strongly in favour of this development. The argument was offered that jobs would benefit the youth. Someone also mentioned that they wanted jobs but questioned whether this would happen at the expense of their own “being, food, climate, and water”. Another person said that they were concerned about the contents of the draft EIA, as the document is in English and not in the four languages widely spoken in the area, namely Tshivenda, Isitsonga, Sepedi, and Afrikaans. Retief replied that all the documentation consisted of approximately 8 000 pages and that having it translated into all these languages would be a costly exercise. “All the languages should be brought to the table and not just English,” was the plea from the audience. The overall recommendations in the report are the following: Provided that the specified mitigation measures are applied effectively the EAP is of the opinion that an environmental assessment in terms of the 2014 EIA Regulations (as amended), promulgated under the NEMA, 1998, should only be considered by LEDET if: • Alternative site(s), with significantly less environmental sensitivity that may be suitable for such a type of development in the bushveld, can[not] reasonably be identified and acquired. • Sustainable and affordable water supply is secured and guaranteed for the proposed development. • Condition of authorisation that an approved biodiversity-offset strategy and implementation plan be implemented. • Alternative sources of bulk energy supply to the proposed SEZ site are further investigated and it be reasonably confirmed that no other sustainable and affordable energy supply solution exists. The mere fact that the site is located within the coal belt cannot be the main reason for developing another coal-fired power station as energy source for the SEZ development. Maximising renewable energy, as well as the use of other off-site sources of energy, must be considered as a condition for the development implementation. • An avifauna assessment is also undertaken for the designated site to verify flight paths and raptors which may nest on the project site and be collected for relocation to a suitable new site as an integral part of the biodiversity-offset strategy. • Acondition of authorisation is that the specialist recommendations made in this EIA report and in the respective specialist studies, and as summarised in the EMPr, be strictly implemented and adhered to. • As a condition of authorisation, site-specific EIAs, permits, and licences for bulk infrastructure services and specific investor industrial plants need to be undertaken and be authorised prior to development’s taking place. • An environmental control officer is appointed to oversee the site clearance, together with horticulturalists and other specialists required, to ensure implementation of the biodiversity-offset strategy and plan. An environmental control officer must also oversee, manage, and monitor the operational phase of the development. • As a condition of authorisation, all bulk infrastructure and plant-specific EIAs and investors comply with best-management practices and sector-specific local and international laws and standards. • An agreement is in place in terms of funding and managing the sustainable environmental end state of the proposed development. The Draft EIA Report (with Draft EMPr) was available for review from 1 September 2020 to 22 October 2020. The public is invited to submit written comment to sez@deltabec.com . The final EIA Report will be submitted to LEDET on 31 October 2020 for authority review and decision making. Based on impressions garnered from the meeting, more specialist studies are required as many uncertainties still exist. One member of the public mentioned the following whilst talking about job creation: “The project must come here and change the lives of all of us – black and white. It will give hope to the generations to come.”

Swift response leads to arrests after CIT robbery Crime A swift response by the police led to the quick arrest of five cash-in-transit robbery suspects at the filling station near the Capricorn toll plaza on the N1 south on Tuesday morning. According to police spokesperson Col Brenda Muridili, an unknown number of suspects allegedly attacked and robbed security guards

collecting money from the filling station and fled the scene. “The police were notified of the incident and a manhunt for the suspects commenced,” said Muridili. Shortly after the robbery, police spotted the suspects’ getaway vehicle at Tshilwavhusiku and subsequently arrested five suspects, aged between 33 and 38. “During the arrest, the police recovered one vehicle, five firearms and ammunition, as well as an undisclosed amount of money,” said Muridili. At the time of our going to press, the arrested suspects had yet to appear in the Louis Trichardt Magistrate’s Court on charges of armed robbery and the unlawful possession of firearms and ammunition. “We are appealing to anyone with information that can lead to the arrest of the remaining suspects to call Crime Stop number 08600 10111 or to send tip-offs on the MySAPS App,” said Muridili. In the meantime, national police commissioner General Khehla John Sithole has commended the Limpopo police on the arrest of the five suspects.

Hierdie week, 25 jaar gelede, het die stof rondom die destydse Groter Louis Trichardt Oorgangsraad se besluit om 286 lede van die Suid-Afrikaanse Munisipale Werkers-unie (SAMWU) af te dank vanweë ‘n onwettige staking steeds nie gaan lê nie, soos berig op die Zoutpansberger se voorblad van 27 Oktober 1995. Die werkers is afgedank nadat hulle begin staak het uit simpatie met werkers by ander munisipaliteite. Die Oorgangsraad het besluit om die werkers af te dank, aangesien die staking volgens hulle onwettig was. Die stakers is ook beskuldig van kontrakbreuk. Net die week vantevore het die vakbond COSATU gedreig dat hulle besighede in Louis Trichardt gaan boikot indien die stadsraad nie dadelik weer die munisipale werkers aanstel wat twee weke vantevore afgedank is nie. In die jongste verwikkeling het nie-statutêre raadslede uit ‘n spesiale raadsvergadering oor die aangeleentheid gestap, nadat dit duidelik geword het dat hulle nie daarin sou slaag om die afgedankte werkers weer aangestel te kry nie. Die aangeleentheid het in daardie stadium al ontaard in ‘n politieke moddergooiery. Elders in daardie week se uitgawe het die moddergooiery voortgeduur tussen die onderskeie verteenwoordigers wat hulself beskikbaar gestel het vir die opkomende munisipale verkiesing. Daardie spesifieke week was veral ‘n slegte week vir inwoners noord van die Soutpansberg. Die Zoutpansberger het talle tragiese berigte gedra, veral uit die Musina-omgewing. So was daar

She specialises in traditional food because she believes keeping her culture alive is important. “Apart from cooking traditional food, I also make provision for modern food to accommodate those who do not enjoy traditional food,” she explained. She thanks local tourism establishments that refer their visitors to her stall. “Sometimes they give me orders to prepare food for their visitors in bulk. I prepare food my own way, so that the tourists can feel that they are eating something that is different from their usual menu. It puts a smile on my face to see people from different races enjoying the food that has been traditionally prepared with firewood.” One such tourism operator is Maria Venter, who owns Nthakheni Bush and River Camp with her husband Kobus at Nkotswi village, just outside Masisi. Maria said that when she received tourists from as far as Cape Town, Gauteng, Durban, Mpumalanga, and Bloemfontein, she usually took them to Julia’s stall to enjoy Tshivenda traditional food. She said before the Covid-19 lockdown, she used to receive tourists from across the world who had also enjoyed Julia’s food. Venter said every tourist who tasted Julia’s mouth-watering traditional food never stopped talking about her. She added: “Julia is absolutely a star and an excellent business lady. She is very professional, friendly and she always gives her best. Her food is divine, and we love her so much. She is surely an asset to Masisi and the surrounding economy.”

Makamu and thousands of other road users, their worries will now be a thing the past after De Beers Venetia Mine supplied R14,5 million to refurbish the road. Following eight months of construction work, the road was finally completed, officially opened, and handed over to the public on Monday morning (19 October). The handing-over ceremony was led by Musina Mayor Mihloti Muhlope and the general manager of De Beers Venetia Mine, Mr Gerrie Nortjé. The scope of work included earthworks, asphalting, installing prefabricated culverts, road markings, erecting road signs, and landscaping. Raubex Construction was appointed the main contractor of the project. During the event, Muhlope said the upgrading and completion of the 2,2 km stretch of the road helped to ease the financial burden on Musina Municipality. She said a continued investment in roads was certainly a worthwhile one. “Our municipality has serious challenges in relation to the shortage of resources and manpower, but we feel very happy when our partners come on board in initiatives like this one. This project, like many of its kind, is a testimony of what can be achieved through partnerships between government and the mining sector in the delivery of essential socio-economic infrastructure to the citizens of Musina,” she said. She added that the opening of the Harper Road would help to redirect traffic from Musina’s CBD. “At times, our town is very congested because the busy N1 road passes through our town. As Musina Municipality, we really appreciate this gesture from De Beers Venetia Mine.” The General Manager Nortjé said the mine would continue to empower the areas in which they operated. In the fourteenth chapter of the series on the streetnames, we look at Rissik Street, one of the main “arteries” of the town. Rissik Street carries some of the more interesting stories, depicting our diverse and often conflicted history. It is easy to stereotype people, but the more you delve into the history the more you realise that it is impossible to put people in little boxes. This is the last of the series of history articles that appeared in 2016. We do have some “reserve” stories that were written a year or so later, but not published as part of this series. If time allows we will try and convert these stories into proper chapters and publish them. Rissik Street

as Member of Parliament representing the Het Volk party in February 1907. (He, along with Genl Louis Botha and Genl JC Smuts helped form the Het Volk party in 1907; which contested the first general election under Responsible Government). In March 1907, he was appointed Minister of Lands and Minister for Natives in Transvaal. When the Union of South Africa was established in 1910, Rissik became the first Administrator of the Transvaal. As a businessman he partnered with prominent people such as Loftus Versfeld and JJ Marais. He was associated with the establishment of the Pretoria Portland Cement Company and later with the Delfos Brothers in forming the Pretoria Iron Mines, which later became Iscor (and currently Mittal Steel). Perhaps the last piece of interesting history about Johann Rissik is that he is said to have owned the first motorcycle in Pretoria. He was also very interested in aviation and became the first president of the Aeronautical Society of SA. When he died on 26 August 1925, messages of sympathy streamed in from across the globe. The pallbearers at his funeral included his friends, Genl Smuts, Judge JS Curlewis, Sir Julius Jeppe, Sir Johannes Wessels and his brother-in-law, Pieter Ulrich Leibbrandt. This then brings us back to the Leibbrandt who is the subject of the second part of this article, namely Sidney Robey Leibbrandt. The Leibbrandt story made headlines throughout the world, especially in the first part of the 1940s. An important chapter of this history

plays off in the Soutpansberg, where he, as a fugitive on the run from the Smuts government, was hiding in the western peaks of the Soutpansberg mountains. Leibbrandt even left a “legacy” here, by (presumably) carving out a swastika symbol in a small rock shelter, secluded in thick bushes. For the sake of the readers not knowing who Robey Leibbrandt was, we have to start at the beginning, which is in Potchefstroom in this case, where he was born on 25 January 1913.

On board was a radio transmitter and a significant amount of American dollars to help Leibbrandt with his mission. The longer journey was necessitated by the danger of running into British ships. On 15 June 1941, a drenched Leibbrandt (his inflatable boat had capsized close to shore) arrived on SA shores and he started to make his way inland. We unfortunately have to skip past many interesting bits of the history, such as his journey through the desert and his efforts to make contact with the leaders of the Ossewa Brandwag (OB). He did eventually meet with Dr Hans van Rensburg, leader of the OB near Pretoria. It quickly became clear that the two men did not share the exact same ideals and Leibbrandt had no faith in the leadership abilities of Van Rensburg. found guilty and the case went to the High Court. Leibbrandt refused to testify in the case, but maintained that he was innocent. On 11 March 1943, he was found guilty and sentenced to death. Only two of the other accused, Le Roux and Olwage, were found guilty on minor charges and sent to prison for a period of five years. The Leibbrandt case went on appeal and much to the surprise of everyone, he handled his own defence. This was not very successful and the Appeal Court confirmed the Higher Court’s decision. The time lapse did help him though, as it became clear that Germany was losing ground in the war in Europe. In December 1943, two days before Christmas, Leibbrandt was informed that General Jan Smuts, who had great sympathies for the Leibbrandt family, decided to commute his sentence to life imprisonment. The winds of change swept through the country in the following years and in 1948 Leibbrandt was released in an amnesty deal for war offenders by the newly victorious National Party Government. Their leader, Dr DF Malan, had previously opposed South Africa’s entry into World War II and wanted to remain neutral. Leibbrandt left the prison and was greeted by the crowds as a hero. In later life Leibbrandt remained politically active and he founded the organisation Anti-Kommunistiese Beskermingsfront (Anti-Communist Protection Front) in 1962. He produced a series of pamphlets titled Ontwaak Suid-Afrika (Wake up South Africa). His love for sport remained and he was a passionate hunter. Leibbrandt was married to Margaretha “Etha” Cornelia Botha and they had four sons: Hermann, Remer, Izan, and Meyder Johannes and one daughter, Rayna. vember, the South African National Defence Force, military veterans and civilians will remember those who had made the ultimate sacrifice in the service of their country as part of Armistice Day, also called Remembrance Day. At 05:00 on Monday, 11 November 1918, a document was signed that brought an end to the First World War. At the 11th hour of the 11th day of the 11th month of that year, the guns fell silent. The war that was supposed to end all wars had come to an end, but not before an estimated nine million people had lost their lives. To pay homage those who died in the war and subsequent wars, Remembrance Day is commemorated annually. The Memorable Order of Tin Hats (MOTH) of Louis Trichardt will be holding their annual Remembrance Day parade and wreath-laying ceremony on 15 November at 10:30 at their Turbi Hills Shell Hole at 66 Burger Street. All members of the public are welcome to attend.

It is a socially distanced challenge as you are allowed to cycle or run on your own under the current Covid-19 laws,” said the local SPCA team. Three routes (5km, 10km or 20km) have been laid out in the Hanglip Forest outside Louis Trichardt that one can make use of for cycling or running (off-road), or athletes can run or cycle

Renewable energy scholarship opens up opportunities Social Upliftment The Globeleq Scholarship Fund (GSF) has expanded its focus for the upcoming 2021 academic year, which students living within a 50km radius of Soutpan Solar Power can apply for. The programme, which was launched six years ago to help develop young engineering students for the nascent renewable-energy industry and actively support the transformation of the industry, also includes rural communities, namely Vivo in the Blouberg Local Municipality, Limpopo. “The GSF is accountable for a sizeable percentage of renewable energy-funded scholarships, supporting 100% black youth and mostly women beneficiaries, setting an ambitious target not only for the renewable-energy industry but for other sectors who are striving to support the transformation agenda of this country,” says Hlengiwe Radebe, Economic Development Director for Globeleq in a press release. The GSF Engineering fund is designed to support the renewable-energy sector and ensure a pipeline of qualified talent and is offered nationally through institutions offering mechatronic or electrical engineering for students who want to study in these fields. The GSF Communities fund supports localised development that is offered to students residing within a 50km radius in which Globeleq’s renewable energy power plants operate, including their Soutpan Solar Power plant. “Our national footprint gives our economic development programmes reach across vast areas of the country, coupled with an ability to target specific rural beneficiary communities from the Western Cape, Eastern Cape and Northern Cape, all the way to the country’s

northern Limpopo Province. This means that our scholarships can be truly localised and can support the development of scarce skills to bring about real development and socio-economic interventions,” adds Radebe. Since 2016, the GSF recipients have been 100% black youths and more than 55% females for the last three years. The programme utilises a less conventional and holistic approach to funding, by typically not only focusing on academic achievement, but rather on financial need, location of the students and gender to demonstrate its commitment to increasing the cache of women engineers in the country and to the sector. The GSF has adjusted over the years to consistently provide young people with exposure to the renewable-energy industry, as well as offering opportunities through an internship programme for beneficiaries to gain the necessary work experience. Specifically, the opportunity for national diploma students to complete their required in-service training and thereby fill the technical skills gap within the renewable-energy industry. The annual Vark van die Noorde bowls challenge was decided at the Louis Trichardt Bowls Club on Saturday, 17 October, between Louis Trichardt and the military bowls club from Air Force Base Makhado (AFB Makhado). The competition was decided over four rounds, and even though players were only allowed back on the greens after more than five months because of Covid-19, play was of a high standard. After the second round, the scores were tied and both clubs fought hard for victory. After the final round, the scores were still tied on 16 points each, but AFB Makhado eventually won the day on shot aggregate of plus seven and Louis Tric­hardt with a minus 18. This is the first time that AFB Makhado has won this competition since 2012.
