In response to the most recent water crisis in town, local Democratic Alliance (DA) ward councillor in the Makhado Municipality Pierre Smalle said that the problem was not a new one and that the DA had, over the last three/four years, lodged a complaint regarding the situation with the Human Rights Commission. “I have spoken with the advocate. He has informed me that they are waiting for a report to take the next steps,” said Smalle. Smalle said that, following numerous over sight visits to the Albasini water plant, reservoirs and small leaks all over town, he had been trying to apply pressure for better service delivery in the fixing of the leaks. “I have had two meetings with the mayor of Makhado regarding this water issue. I am going to submit a letter asking the Makhado Municipality to give attention to this service-delivery agreement they have with the VDM as I feel they [VDM] are not upholding their end of the service-delivery agreement of constantly supplying water, refurbishing pumps, pipes and attending to general maintenance,” said Smalle. He stated that he had also asked for a water-shedding schedule that could accom modate both residents and businesses, to ensure that they at least had running water daily. “I have also asked for two water tankers to be provided to Louis Trichardt, and then I have also asked them to yet again provide water tanks at strategic location in town,” Smalle said. He con cluded that the municipalities were clearly not doing everything they could to address the water issues in town. “I will lodge another compliant with the Human Rights Commission regarding the water issue,” he said.

The average return on investment over the period was 17%. Likhanya explained that part of the success of the enterprise lies in the economies of scale. If you are big enough, you can buy large quantities and you have a lot more bargaining power. It allows you to buy things at affordable prices, which creates better profit margins, he told the media. Wednesday’s open day was also aimed at educating local farmers and helping them find solutions for their everyday problems. “We just want local farmers to get inspiration and see how it gets done. We want them to know that they can own a farm like this. We also expose them to other funding solutions, compared to the banks and the red tape from the govern ment,” Likhanya said. One of the local farmers who attended the event was Matshete Khuliso from the Tshipise area. She said that she had inherited a farm from her father and had enrolled for a farm-man agement course at Mashamba College. She was especially interested in learning more about the science of cultivating soil and growing crops. “I want to learn how other farmers are making it in the industry, in terms of what to plant to gain and not to lose,” she said.

Man plunges to his death from cellphone tower By Karla van Zyl Vodacom confirmed on Tuesday that they were investigating the death of a man who had plunged to his death from one of their cellphone towers outside Louis Trichardt in Limpopo. “We can confirm that an unfortunate incident took place … involving an employee of a service provider at a base station site in Piesanghoek. Vodacom is conducting a thorough investigation into the matter. Our sincerest condo lences to the family affected by this tragedy,” said a Vodacom spokesperson. The tragic events unfolded during the early morning hours of Saturday, 12 February, on a Piesanghoek farm bordering the state-owned Entabeni forestry plantation where the cellphone tower is located. According to Mr Clive Simba (36), a
security guard on the farm, three men arrived at the farm gate in a private vehicle around 06:00. He asked them what they were doing there so early in the morning, to which they replied that they were there to remove a trouble some beehive from the top of the tower. Simba had no reason to suspect that the men had ulterior motives for being there as all of them were wearing pro tective beekeeping clothes. He escorted the men to the tower and resumed his duties. Approximately an hour and a half later, Simba and the workers in a workshop situated directly in front of the cellphone tower heard a loud noise. They rushed outside and noticed the man on top of the 55-meter-high tower. The man was shouting that he was being attacked by the bees and could not climb down back inside the tower

the same way he had gone up. The man then allegedly tied a nylon rope around his waist and tried to abseil down the tower. His decision, however, proved fatal as the rope snapped and he plum meted to earth. According to Simba, this was a horrific sight to witness. The man was rushed to the Louis Trichardt Memorial Hospital but was declared dead on ar rival. The police later visited the farm to collect some of the deceased man’s per sonal belongings and to get statements from Simba and some farm workers. On Monday, Makhado SAPS spokes person Constable Irene Radzilane confirmed the incident, stating that an inquest docket was opened surrounding the man’s tragic death. She also con firmed the deceased’s identity. He was the 21-year-old Humbulani Muthenga from Madombidzha.

VDM loses millions in VBS, but no-one takes the fall By Anton van Zyl Last week, the liquidators of VBS Mutual Bank announced that the municipalities that had invested in the fraud-ridden bank would receive 7% of their money back. This means that the Vhembe District Municipality (VDM) effectively had lost more than R350 million of its ratepayers’ funds. Many of the people involved are, however, still actively involved in politics in the province or are still serving in positions in municipalities or government departments. We tried to trace where the people responsible for the losses are today. When what many describe as nothing other than a Ponzi scheme collapsed at the end of 2018, VDM still had R300 million of its invest ments tied up in the bank. In total, the VDM invested more than a billion rand in the bank, even after being instructed by the national and provincial treasury departments that this is not legal. The VDM received back roughly R22 million from the liquidators last week. Had the VDM simply put the original money on deposit in a Money Market account at one of the registered banks, the amount would have grown to more than R370 million. This means that the decision makers cost the people of the region dearly, because such money could and should have been used to improve the lives of many.

had not known that they were not supposed to invest in a mutual bank. This argument was not, however, accepted by investigators tasked with finding out what had transpired and what had caused the losses. They found that, in just about all the cases, politicians were accused of applying pressure on officials to flaunt procedure and not to do proper checks. Officials were seemingly quite willing to push through transactions and look the other way. The VDM seems to be the pioneer in terms of investing in VBS. This municipality started pumping money into VBS on 12 February 2015, when R10 million was invested at an interest rate of 6% for a period of 21 days. The money was then subsequently reinvested, but each time at a slightly higher interest rate. For the next three years, the investments continued, but the amounts became larger (presumably as the bank needed more money to fund the greed of the people involved). VBS Mutual Bank’s “takeover” happened around 2014/15. The directors were replaced with ones who clearly wanted to make a lot of money and very quickly. A R350 million facility provided by the Public Investment Corporation (PIC) was seemingly not enough, and the mutual bank started to look at more avenues to feed its thirst for cash. Whereas the bank had previously catered for small investors and lenders, it now had its eyes on the business sector, especially those dealing with government tenders, but it needed money to lend out. The sudden appetite for risks by munici palities such as VDM must have attracted the attention of people at national treasury and the provincial treasury. In August 2016, the Limpopo Provincial Treasury (LPT) sent out a circular to all municipal managers (MMs) and chief financial officers (CFOs) to supply detailed investment registers. Very few municipalities seem to have complied with this directive. A year later, on 15 August 2017, the National Treasury (NT) sent an email to all municipali ties, explicitly warning them that investments with VBS were contrary to the provisions of the Municipal Finance Management Act (MFMA) and the Municipal Investment Regulations. This letter was received by the VDM on 22 August 2017. The NT followed this up in November 2017 with another circular with a similar message when it realised that the trend was continuing. The LPT was clearly also concerned about

No one is stopping us In the 2015/16 financial year, the VDM, in total, invested just over R538 million with VBS. (The total includes reinvestments, when money was left at the bank for extended periods.) The following year, a total of R800 million was invested at VBS. (The single biggest investment was in November 2016, when R200 million was invested). In December 2016, the rate offered by VBS already exceeded 9%. The VDM seemed to use an independent bro ker, Gundo Wealth Solutions, to facilitate some of the investments. This company, with Ralliom Razwinane as director, also interacted with other municipalities such as Polokwane to secure VBS deposits. Exactly what commission Razwinane earned from facilitating the VDM’s deposits remains uncertain. The Motau report states that Razwinane received more than R24 million for facilitating deposits from various institutions in VBS. In the 2017/18 financial year, the VDM continued to invest its funds with VBS. On 12 September 2017, a few weeks after the national treasury’s explicit warning against this practice, another R200 million was invested for 60 days at 7,5% interest. When it became clear that VBS was about to go down, the municipality tried to get its money back, but to no avail. On 6 December 2017, R50 million was paid back into the VDM’s bank ac count, but that still left the municipality with R 336 107 243,26 that could not be recovered.

Radzilani, however, did not take into account that “the buck” has to stop somewhere and she, as mayor, had to comply with the MFMA. In terms of the legislation, the responsibility to oversee the work done by the MM and CFO was hers. The VDM’s investment policy was also found not to be in line with legislation, some thing which the mayor should have checked.

When the VDM started investing with VBS in 2015, the MM post was vacant, with Mr M Mothibi taking up this responsibility. The CFO was Mr A Thokwane. When many of the invest ments were made, these were only signed off by Thokwane. In May 2016, when huge amounts were in vested with VBS, Mr J Raphela was the (acting?) CFO and Mr N Ngoepe was acting MM. Raphela kept on recommending the investments, with Ngoepe signing off, until the end of 2016. In December 2016, Mr T Mufamadi became the acting CFO, with Mr M Mudau signing off on investments as acting MM. Two months later, Mr Nyiko Mchavi was appointed as the CFO, with Ngoepe again acting as MM. In June 2017, the somewhat controversial Reuben Rambado was appointed as MM at VDM. This was not Rambado’s first stint as MM. He was the MM at Makhado Municipal ity, where he was suspended in July 2004 on allegations of mismanagement. He later received a golden handshake and was redeployed at the Department of Communications. At present, the paediatricians cannot give her family a final medical diagnosis as her case is very complex and rare. Carmia attends therapy at the Louis Trichardt Memorial Hospital. Recently, her occupational and physiotherapist advised the family to look for a bigger stroller for her as she has outgrown her normal baby pram/stroller. No adjustments can be made to the existing stroller anymore. Sitwell is a medical company that specialises in these kinds of strollers and/or prams and the family are in desperate of a new one for Carmia. To help raise funds for such a stroller, Carmia’s grandmother, Dora Bester, recently started a BackaBuddy page. Dora told the Zoutpansberger on Monday that they did not like ask ing for help, but that the cost of the special-needs stroller was just out of their reach. Priced at just over R28 000 and including courier costs, the stroller will set them back R30 000. Carmia’s mother, Marinda, is a single parent who has to take care of her and her brother Arnold, aged nine, on a R1 890 per month social grant. Arnold is tremen dously supportive in helping to care for his little sister and loves her very much. According to Dora, the stroller will assist them tremendously, especially if they need to go out for things such as shopping. At this stage, Carmia must be carried everywhere. For Carmia, this is extremely uncomfortable. “We need to make her as comfortable as we can. We have also been told not to let her sit all the time. Municipalities urged to conduct water analysis Public Health The Department of Water and Sanitation has been inundated with enquiries regarding the quality of drinking water in light of the increasing media reports of typhoid cases and gastro-related complaints in some parts of the country. In a press release issued on Mon day, the department said it had since advised various municipalities in the affected areas to conduct the necessary drinking-water analysis on the status of drinking-water quality in their respective areas, particularly related to potential enteric infections. Because of the wide spread messages going around on various
social-media platforms, this approach is recommended, whether gastro-related cases have been reported or not. “We urge municipalities to commu nicate regularly with the communities that they serve to prevent misinforma tion being peddled on social media. The National Institute for Communicable Diseases has also set out some guidelines that we need to follow to ensure safety of communities,” says departmental spokes person Sputnik Ratau . In case of doubt about water quality, the department suggests the following preventative measures: * Hand hygiene - Wash hands with soap and safe water before eating or preparing food, and after using the toilet

The artists who will be exhibiting are Inari de Vaal, Liana Duvenhage, Carel Kilian, Painted Horse Fine Prints, Dee Fourie, An gela Versari, Tsonga Textiles, Benji’s Art and Louise Lordan Framing. The exhibition will also feature a photographic canvas display of inspiring photos of athletes with disabilities done by a physiotherapist. The exhibition will take place from 14:30 to 16:30. Entrance is R10 per adult and free for school children. The sponsors’ function that evening starts at 18:00 and costs R200 per person. The guest speaker is Arnu Fourie, a singleleg amputee who was signed to play for the Golden Lions in 2004, but lost his leg in a boating accident. Apparently, when he woke up the next morning after the amputation, the first thing someone said to him was what the world record for the 100metre sprint was in the World Paraathletics in the T44 class (which would become his classification). So, Arnu embarked on an athletics career and, apart from a number of other world records and medals, he achieved gold and bronze at the 2012 London Paralympics. (Contd on P7)

Reptcare Snake Awareness Day Reptcare in Louis Trichardt will be hosting their first ever SnakeAwareness Day on 6 March with the aim of highlighting the organisation’s activi ties. The day’s events include three snake shows. All activities, which include food stalls, games and even a beer tent, will take place at 33 Klein Street (Plantzone) from 10:00 until 18:00. The snake shows will start at 11:00, 14:00 and 16:00 respectively at a cost of R25 per person per show. The organization aims to sell at least 300 tickets in aid of its daytoday activities, which include snake rescues. Those brave enough can also have their photo taken with a snake for R20 each. The snakes will range from nonvenomous to venomous. According to Reptcare’s Jan “Slang” van Rooy en, their aim is to make the snakeawareness day an annual event. During this first gathering, interested persons can also book one of several courses, which include a snake removal course at R750, a basic snakehandling course at R950 and an advanced snakehandling course at R1 200. People can also book one of the local snake catchers for a snakeawareness talk. Donations on the day will be welcome, in aid of Blouberg Animal Clinic and the local SPCA, who assist Reptcare immensely during rescues. Eltivillas businesses continue to suffer as road works slumber By Bernard Chiguvare Businesspeople affected by the rehabilitation of the approximately 600 metres of road in Main Street, Eltivillas, say that the snail’s space at which the contractor is working is costing them a lot of business. Concerns were raised during a meet ing between the businesspeople, the engineer of the project, the contractor and Makhado Municipality (who could not attend the meeting) at Makhado FM’s premises on Tuesday, 22 February. The aim of the meeting was to discuss progress and plans on the rehabilitation of the road at the Commissioner- and Main Street intersection. Ahmed Asvat, owner of AA Furnish ers, said he had been dragged to the CCMA (Commission for Conciliation, Mediation and Arbitration) in Decem ber 2021 after he had failed to pay his employees bonuses. “I could not pay my employees because I lost 60% of my turnover due to the rehabilitation of this road. My customers did not have access to the shop. I ended up having to come up with some means to pay part of their bonuses.” The general suggestion was that the road leading to Eltivillas should not be closed completely and that the contrac tor should open up a part of the road to still allow business to continue. Howev
er, according to the engineer, Innocent Sibanda, this would only add to costs. Sibanda also indicated that they were running out of time. The project was initially scheduled to be completed by April this year, but it was extended to 30 June 2022. “This whole project is being run in bad faith. When the engineer says they are afraid of attracting extra costs, I
wonder whether they have also consid ered how much we as businesspeople have already lost,” said Masana Malu leke, a pharmacist. As more questions poured in from the business community, what became clear was that the municipality’s input was needed as well. The meeting was postponed to Thursday, 24 February, to allow the municipality to avail itself.

Louis Trichardt High School’s athletes showed incredible form, talent, spirt and grit during the athletics meet that took place last Friday, 18 February. The competing high schools included Louis Trichardt, Frans du Toit, Tom Naudé, Northern Academy, Ridgeway College, PEPS and Mitchell House. Kremetart Stage Race back on track for 2022 Cycling News Official confirmation has been received - after a two-year absence because of the worldwide Covid-19 pandemic, the Soutpansberg will once again play host to the very popular Kremetart Cycle Race this year. The event on 11 June this year will be presented for the 30th time. Ever since it was first hosted, the Kremetart has grown to be acknowledged as one of the best one-day stage races in South Africa. Over a distance of 175km, this stage race is the only one in South Africa that cultivates endurance and expe rience for other important cycling events in South Africa and abroad. The race starts on the N1 in Louis Trich ardt, with stage 1 passing through the famous Wyliespoort and Hendrik Verwoerd Tunnels. After a healthy breakfast stop at Waterpoort, stage 2 takes the cyclists past the Salt Pans, up to Vivo, for a relaxing lunch. Stage 3 ends at Schoemansdal, while stage 4 takes the cyclists
back to Louis Trichardt where the prize giving is held at Louis Trichardt High School, with our town’s famous potjiekos. The shorter 70km and 35km races will form part of the programme once again and are aimed at the junior and high school develop ment teams. This creates awareness and goal setting prep to become a pro cyclist. The race is a fast one. The Kremetart is a registered non-profit organisation, and a large portion of the event’s proceeds are donated to various charities. Only local charity organisations are used as suppli ers and service providers, thereby uplifting the local community. The event is also unique in the sense that it gives the novice cyclists the chance to rub shoulders with their favourite participating heroes. Annually, the event at tracts between 1 000 and 1 200 cyclists. Weer het Limpopo eerste afgelope naweek hulle plaaslike 20-beurt liga gaan kolf en weer was Jaun-Michael Philips hervat, met twee wedstryde wat onderskeide- in verwoestende vorm. Hierdie keer het hy 78 lik Saterdag en Sondag op die klub se veld lopies van 37 balle af gemoker, wat ingesluit het beslis is. vier viere en sewe sesse. Dubbel-syfer bydraes Saterdag het Limpopo Melkery te staan is ook met die kolf gelewer deur Amir Bux Saif gekom teen die Strikers. Limpopo het eerste (46), Leon Olwage (27), AJ Fourie (16), Salman ingegaan om te kolf en ‘n skaflike 208 lopies Patel (13) en Nimesh Watekar (11). Limpopo kon vir die verlies van sleg vyf paaltjies in hulle 20 daarin slaag om 211 lopies, weereens net vir die beurte aangeteken. Dit was danksy dubbel-syfer verlies van vyf paaltjies, in hul kolfbeurt op te bydraes met die kolf deur Jaun-Michael Phillips stapel. Young Louis Trichardt athlete Kailey Botes has caused a stir on the local athletics scene by setting two hurdles records in her age group and then going on to break both records within two weeks of each other. Home schooler (or rather online schooler) Kailey is a member of the local IsAbility Sport Club for both paraathletes and ablebodied athletes. On 4 February, she took part in the athletics meet at Meren sky High School. Other attending schools were Louis Trichardt High School, Stanford Lake College, Ridgeway College, Eric Louw High School and Northern Academy. During this event, she not only made herself proud but Kailey Botes pictured during the 300m hurdles for also her coach, Gideon Jou girls U/14 on Friday, 18 February, at Louis Trichardt bert, when she ran the 300m High School.
