Munisipaliteit begin meer druk op SBBV plaas om geld wat weerhou word op te

Raad en SBBV haaks oor geld Deur Linda van der Westhuizen Dit lyk of die Makhado Munisipaliteit en die Soutpansberg Belastingsbetalersvereniging (SBBV) besig is om ernstig te begin koppe stamp oor die munisipale geld wat deur die SBBV weerhou word. SBBV­lede betaal hulle munisipale rek­ eninge in ‘n trust in, waarna gedeeltes soos vir die verbruik van elektrisiteit en water, aan die munisipaliteit oorbetaal word. Dit volg nadat die SBBV ‘n dispuut met die munisipaliteit ver­ klaar het oor swak dienslewering en probleme met eiendomsbelasting. Ná ‘n vergadering van rolspelers hieroor met die munisipaliteit op 27 Oktober is dit duidelik dat die munisipaliteit nie veel langer wil wag vir die SBBV om die trustgelde aan hulle oor te betaal nie. Tydens die vergadering is daar besluit dat die munisipaliteit binne sewe dae ‘n aksieplan met teikendatums beskikbaar sou stel. Die voorsitter van die SBBV, me. Inga Gilfillan, het ‘n doku­

ment in die verband op 14 November ontvang. “Die munisipaliteit het intussen aan my gesê dat hierdie dokument ‘n gedeeltelike aksieplan is en dat ons die res daarvan hierdie week sal ontvang,” het Gilfillan Dinsdag gesê. Die doku­ ment of “aksieplan” se eerste gedeelte het hoof­ saaklik oor die waterbeperkinge teen SBBV­ lede gehandel. Daarby aangeheg was ‘n verslag oor die elektrisiteitsvoorsiening aan Levubu; die werk aan vyf strate in die industriële ge­ bied en drie in Eltivillas; en die werk aan vier rioolpompstasies. Nog ‘n aanhangsel bevat ‘n aksieplan in verband met foute op munisipale rekeninge, voorafbetaalde kragverkooppunte en vakante poste by die munisipaliteit. Volgens die munisipaliteit sal die rolspelers, insluitende die SBBV, terreinbesoeke kan bring in die sewe dae wat volg op die aksieplan. “Die fondse moet deur die SBBV oorbetaal word binne sewe dae na die terreininspeksie,” lui die notule wat deur die munisipaliteit ná die vergadering op 27 Oktober opgestel is.

Verder lees die notule, ‘n “memorandum van verstandhouding moet opgestel word tussen die Makhado Munisipaliteit en die SBBV en laas­ genoemde moet die memorandum onderteken binne sewe dae vanaf die ontvangs daarvan.” Gilfillan het die munisipaliteit per brief laat weet dat, na afloop van terreininspeksies om die implementering van die aksieplan na te gaan, daar eers terugvoer aan lede gegee sal word om te besluit of hulle die uitvoerende komitee ‘n mandaat kan gee om die fondse beskikbaar te stel. Dit kan gedoen word wanneer die dispuut­ punte opgelos is. Die bedrag wat teruggehou is, beloop tans R4.5 miljoen. Gilfillan het ook gesê dat die memorandum nie in hierdie stadium onderteken kan word nie, aangesien dit gedeeltes bevat waarmee die vereniging nie saamstem nie, soos die klousule wat lees dat die SBBV binne 21 dae alle fondse beskikbaar sal stel om die uitstaande rekeninge van hulle lede te vereffen. The Makhado Municipality’s response to this is a definite “no” as their mandate is to deliver services. A problem mentioned by Gilbert was that the municipal teams did come out to look at the spillage but then left without doing anything. The threatening hazard was also reported to the manager of the Soutpansberg Ratepayers Association (SRPA), Ms Aretha Smith. Smith worked tirelessly, travelling an average of 30km daily back and forth between the municipality and Specialised Oil Extractions. “Phone calls are not as effec­ tive as physically sitting at the municipality and showing them photos of the spills. You have to apply pressure continuously. If there is a promise that someone will be sent out, I wait for them at the site. If they do not arrive, I drive back to the municipality to follow up,” Smith said. On Monday, the municipal workers were busy working at the spillage at 08:13. By 11:30, the sewage overflow level had dropped! “At last! The three weeks of applying pressure was worth it!” said Smith on Tuesday. Gilbert confirmed that one spillage prob­ lem had been attended to. “It is the duty of the munici­ pality to correct the problem. But why do they take so long? Thanks to the hard work of Aretha, the situation was brought under con­ trol,” Gilbert said. He also had to go and see his attorney, due to the seriousness of the matter. “We trust that the [attorney's]

letters will also have the effect that the municipality will start paying attention to the sewage spillage at 1 Unika Road, where Pakmark is situated,” Smith said. The sewage spill there has been a problem for more than six weeks now, and by Monday the munici­ pality had yet to attend to it. The attorney’s letter had to be signed by the municipal manager, Mr Shadrack Tshikalange, the manager of the civil engineer­ ing department, Ms Tendani Tshisha, the superintendent of water affairs, Mr David Mukosi, the building control officer, Ms Julia Muruge, and the plumber, Mr Josias Maregarey. The letter states that the mat­ ter will be reported to the Public Protector for further investiga­ tions and mal­administration, as well as to the MEC for Local Government and the Hotline of President Jacob Zuma for fur­ ther investigation. “ ...this poor service delivery and this health hazard being created to the public and the factories will not be toler­ ated any further,” states the letter. Municipal spokesperson Mr Louis Bobodi said on Tuesday that the municipality “does not have to wait for pressure groups or measures or for people to indulge into protest actions be­ fore they render services. It is the municipality’s mandate to deliver services to our people,” Bobodi said.

Hartaanval eis lewe van Johan Seegers Die bekende en kleurvolle Johan Seegers van Louis Trichardt, of “Slo Jo” soos hy beter bekend gestaan het, is Saterdag skielik aan ‘n hartaanval oorlede. Die nuus van sy dood, net meer as ‘n week voor die viering van sy 58ste verjaardag op 30 Novem­

ber, het vir familie en vriende as groot hartseer gekom. “Mense wat hom geken het, sal hom onthou vir sy vriendelikheid,” het wyle Johan se dogter, Estée, Dinsdag opgemerk. “Hy het ook nooit gekla nie,” het sy bygevoeg. Johan is op Musina gebore en het sy laer­ en hoërskoolloopbaan op Louis Trichardt voltooi. Hierna was hy vir tien jaar verbonde aan die destydse Radio Venda, voordat hy die privaat­ sektor betree het. In 2003 het Johan, wat vir jare geworstel het met diabetes, sy een been verloor en in 2006 is sy ander been ook af­ gesit. Ten spyte daarvan dat hy sedertdien met ‘n rolstoel oor die weg moes kom, was Johan altyd vol glimlagte. “My pa het nooit ge­ kla nie. Hy was ‘n baie ‘happy’ mens gewees,” het Estée vertel. New police commissioner for Limpopo The Limpopo Province finally has a new police commissioner with the appointment of Lieutenant-General Thabethe Simon Mpembe at the beginning of November. Mpembe succeeds Lt­Gen Amon Mashigo, who left the police service at the end of September after serving for just more than a year as the provincial commissioner. To his credit, Mashigo managed to maintain the status of Limpopo as the province with the lowest crime rate during his short spell in the province. Lt­Gen Mpembe has been a member of the SAPS for 33 years, after his appointment in 1978 as a constable in his native

Free State Province. He rose through the ranks until he was promoted to the rank of Major­ General in 2000 when he was Gauteng’s deputy provincial commissioner responsible for support services. From 2003 until 2009 he moved on to work in the Vaal­ rand and Johannesburg Central, first as area commissioner, then as station commander and finally as cluster commander respectively. In 2009 he was appointed Gauteng deputy provincial commissioner responsible for policing, a position he held until his appointment as provincial commissioner for Limpopo at the beginning of the month.

Last Tuesday, MEC Phadagi received a courtesy visit from Mpembe. This meeting dis­ cussed the general crime trends and challenges in the province and how these can be brought under control. Phadagi has thrown the chal­ lenge at the new provincial chief to squeeze all life from criminals, so that Limpopo remains a relatively safe and secure haven for citizens and visitors. Ivan se skielike dood laat groot leemte

Geliefde inwoner verloor kankerstryd

Die skielike dood van mnr. Ivan Hoare-Palmer het skokgolwe deur die Louis Trichjardtgemeenskap gestuur. Ivan (56) het Donderdagaand, 10 November, nog fluks gewerk aan voorbereidings vir die Sondagskoolkonsert by die Lede in Christus Louis Trichardt­gemeente. Vrydagoggend het sy maagseer gebars en ‘n kollega by die werk, me. Gizelle van Zyl, het hom na dr. Lappies Labus­ chagne geneem. Labuschagne het sy eggenoot, Magriet, laat weet dat Ivan onmiddellik by die hospitaal in Polokwane moet uitkom. Magriet en Ivan (junior) het hom deurgejaag terwyl hy in groot pyn verkeer het. Vrydag om 22:00 is hy in die staatshospitaal in Polokwane geopereer, maar tydens die operasie het sy longe platgeval. Hy is hierna oorgeplaas na die hospitaal se hoësorg eenheid, maar Ivan het nie weer sy bewussyn herwin nie. Hy is Donderdag om 10:00 oorlede.

Mnr. Jan van den Berg (58) is op Woensdag, 9 November, in die Zoutpansberg Privaathospitaal in Louis Trichardt aan kanker oorlede. Jan was baie geliefd by die boeregemeenskap op Levubu, waar hy 26 jaar gelede begin boer het. U-no-me, die familieplaas van skoonpa en bekende inwoner mnr. Kallie Rottcher is weens 'n grondeis verkoop en die Van den Bergs het na Louis Trichardt verhuis. Na die verhuising het Jan nog aangehou boer. “Hy het daarvan gehou om die hele tyd mense om hom te hê. Jan was sagmoedig, vredeliewend en rustig en hy het baie goeie menseverhoudinge gehad. Hy kon lekker intelligent met almal gesels,” onthou vroulief Louise. Jan en Louise is 26 jaar gelede, op 4 Oktober 1985, in die NG Kerk Louis Trichardt­gemeente getroud. Hulle seuns, Chrisjan, Heinrich en Jan­ Louis, is almal op Louis Trichardt gebore. Jan was lief vir sy sport, vir lees en vir die kunste, veral vir musiek. Hy het 'n groot waardering gehad vir ander wat musiek kan maak. Voordat Jan na vrugteboerdery oorgeskakel het, was hy ‘n dosent by die destydse Venda Onderwys­ kollege. Sy onderwysvriende, sowel as sy vriende van Levubu en Louis Trichardt, het hom hierdie jaar baie ondersteun en besoek met sy kankerstryd. “Vriende was sy lewe. Ek sal hom onthou vir sy borrelende lewenslus en die ekstrovert wat hy was,” sê Chrisjan. Sy groot liefde vir mense het ook kinders en jongmense ingesluit. "Vir ons as vriende neem ons afskeid van 'n besondere persoon wat geseënd was met vele talente," skryf 'n vriend. Wyle Jan laat sy vrou, drie seuns en twee dog­ ters, Janelle Dreyer en Sanet de Vries, asook drie kleinkinders, agter. Die gedenkdiens is Saterdag, 12 November vanuit die Hervormde Kerk op Louis Trichardt vir hom gehou. Louise het haar ouers, Kallie en Linie Rottcher, en die vyf kinders en aangetroude kinders bedank, asook al die familie en vriende wat Jan die afgelope

Die laaste aantal jare was hy werksaam by Tractor Field Services, die Massey Ferguson handelaar. Die boeregemeen­ skap het hom geken vir sy gehalte diens. “Integriteit en eerlikheid en na­verkoopdiens was vir hom ‘n voorvereiste by elke saketrans­ aksie. Hierdie man het beskik oor ‘n aangename persoonlikheid en het ‘n besonderse talent gehad om met die publiek en veral met vreemdelinge te skakel,” skryf ‘n vriend. Magriet onthou haar man as ‘n liefdevolle, hulpvaardige mens wie se hande vir niks ver­ keerd gestaan het nie. As stokperdjie kon Ivan die fynste werk aan horlosies doen. Wyle Ivan laat sy vrou en twee seuns, Ivan (27) en Maxwill (25), asook sy vader en moeder, past. Peter en mev. Mettey Hoare­Palmer, en ‘n broer en suster, agter. Hy is op 16 November vanuit die AGS­kerk begrawe en die diens is waargeneem deur past. Fanie Redelinghuys van die plaaslike Lede in Christus gemeente. Die gesin het hul dank uitgespreek teenoor pastoor Fanie Redelinghuys en sy vrou Dalene vir al hulle hulp en bystand, asook pastoorspaar Edward en Valerie Swanepoel, die vorige leraarspaar, wat van Van der Bijlpark gekom het. Area along N1 “remains” a dumping site No refuse should be buried in areas not designated as landfill areas. This was the Makhado Mu­ nicipality’s response after more complaints were received that the municipality is continuing to bury refuse in the open area between Eltivillas and the N1. It would now seem that the municipality is trying to blame the machine operator’s illegal behaviour on the actions of the public. Apparently, it is the same operator who capsized the back­actor. “There are two mass refuse containers placed there for dis­ posal of refuse generated by businesses around the area. It is unfortunate that other people are taking advantage of disposing re­ fuse there instead of going to the landfill site. This practise makes those two containers always full, especially between sunset and early morning,” stated Mr Elias

Mugari, the municipality’s direc­ tor of community services. The municipality added that the “supervisor was instructed not to bury refuse there as we are not authorised to make the area a landfill.” The problem now comes in when members of the public set fire to the mass containers. Mugari said that it was impos­ sible for the tractor to either collect a burning refuse container or transport the ashes of the burnt refuse because a truck with a sealed loading area is needed. “As the waste management section does not have its own tipper trucks, [and] due to the pressure from the nearby public, it happened that burnt refuse was buried there without permission from the department,” Mugari explained. Whether this practice of burying refuse in an undesig­ nated area will continue, remains unclear.

The grand opening of Connie da Sousa’s new centre at 124 Krogh Street, Louis Trichardt, took place on 12 November amid great interest from the public. The centre will be named the Casa Beleza Centre. With Connie (in the middle) are dignitaries from the manufacturers Goldwell and Intercoiffure, who came all the way from Johannesburg and Springs to support award-winning hairstylist Connie on the opening night. Talle vriende en familie het die afgelope Saterdag by die woning van die merkwaardige sakevrou, mev. Esther Kirsten, opgedaag om haar geluk te wens met haar 89ste verjaardag. Tannie Esther was besig om aan te sterk nadat sy onlangs ongesteld was. Sy was tot betreklik onlangs voor haar aftrede nog gereeld bedrywig in die gesin se boekwinkel op Louis Trichardt.

Een van Louis Trichardt se oudste inwoners, tannie Anna Snyder, het op 20 November haar 80ste verjaardag gevier. Tannie Anna het haar in 1941 in Louis Trichardt gevestig en diep spore in die gemeenskap getrap. “Veels geluk met die besonderse mylpaal,” is die boodskap van kinders, kleinkinders en vriende. New economic development forum for Musina The economy of Musina received a boost when more than 100 businesspeople gathered to launch the Musina Local Economic Development (LED) Forum a fortnight ago. The main aim of the LED Forum is to advise the municipality on businessrelated issues and law enforcement to make sure that the economy continues to grow in the border town. This comes after the government de­ clared Musina as one of the growth points in the province.

Mayor Carol Phiri said it was encour­ aging to see that the municipality and the business sector were working collectively in growing the local economy. She said Musina needed a new, creative vision to make the local economy grow, so that it can be part of the global economy. “Our key role as government is basi­ cally to create a conducive environment for businesses to thrive and to provide platforms for constructive engagement. We are proud that our partnership will speedily assist us to realise this dream.”

She said Musina Municipality viewed local economic development as one of the most important ways of decreasing poverty. “Local economic development aims to create jobs by making the local economy grow. This means that more businesses and factories should be started in the municipal area. As part of the IDP, key stakeholders in a municipality must come together to reach agreement and take decisions to make the economy grow and create income opportunities for more people, especially the poor.” She finally assured the LED Forum that they would get full support from the municipality. “Through our LED of­ fice, we encourage you to engage with us in order to contribute to the economic development of our municipality.” The newly elected chairperson of the LED Forum, Mr Otto Gern­ er, said businesspeople had been waiting for this opportunity for a long time. The Soutpansberg Ratepayers Association has issued a media release on the non­compliance with normal permit conditions. “We visited the site on November 11 and were informed that the compactor or front­end loader had broken down and was out of commission for the previous week, but at that moment it was being utilised to compact refuse,” reads the statement. A signboard should appear at the entrance to the site that should contain information on the type of site, the times of operation, and the name and contact number of the person responsible. “There is no signboard at the gate,” reports the manager of the SRPA, Ms Aretha Smith. The reason for this is that, should toxic waste be dumped, a record of the vehicle is available and the person can be held accountable,” reads the statement. The SRPA said that the operation of the site left much to be desired. A landfill site is usually operated according to a cell system. “Two parallel sandwalls should be made about 20m apart … the refuse should be dumped between these sandwalls or ‘burms’…This area should, where possible, be kept to a 20 x 20m work face and covered at least once a week with ground or building material to create a cell,” reads the statement. A breakdown of equipment was cited by the Makhado Municipality as an important reason why the accumulated waste stretches from the disposal area up to the Vondeling Road. It was “due to the breakdown of our refuse compactor machine, we also experienced breakdowns with other bulldozers which are deployed when the one for the dumping site is out of order. At the moment, the compactor has been repaired and is functioning. The accu­ mulated refuse will be removed from the gate to where it is supposed to be compacted and covered with soil,” stated Mr Elias Mugari, the municipal­ ity's director of community services. The municipality emphasised the importance of equipment that must be in working order. “Permit conditions state that waste should be compacted and covered with soil on a daily basis and, if the compactor is out of order, that contributes to non­ compliance, hence the compactor should always be running,” stated Mugari. The SRPA states that, during a breakdown of equipment, dumping at the site should not just take place randomly, but ac­ cording to an orderly, prescribed method. Smith said that when a breakdown of equipment should occur, an adjacent area should be identified and all refuse should be dumped there. “The refuse dumped during the breakdown can be worked into the work area by the operator when there is time or after the normal working hours of the site to ensure that day to day operations can continue,” Smith said. A health hazard that bothered the SRPA was the absence of control over the flies. “There were no control measures in place to prevent the breeding of flies, thus causing a great number of flies to breed on the site,” Smith said.

This was one of the responses of Dzamo La Mupo in an open letter to the Minister of Water Affairs with regard to CoAL’s water license application for their planned Makhado Colliery. The open letter to Minister Edna Molewa follows CoAL’s information­sharing open day at Tshipise on 30 September. In the letter, Dzamo La Mupo and ten other supporting organizations within the Vhembe District expressed their concerns with regard to the planned open­pit Makhado mine. The other supporting organisations are the Mupo Foun­ dation, Mudzi wa Vhurereli ha Vhavenda, Ndima Community Services, Thikho ya Mvelele, Vhembe Traditional Healers Forum, Cultural Biodiversity Group, Vhufa ha Vhangona, Vhembe Traditional Healers Practitioners, Vhangona National Cultural Movement and the Soutpansberg District Agricul­ tural Union. “We have been informed that the Musekwa com­ munity has granted permission to the Coal of Africa Company to mine in the area through a consulta­ tion and ancestral ceremony conducted by Naledi Development … The organizations concerned, as signatories to this letter, are against the method of singling out individual communities in negotiating or soliciting agreements on a major process that will affect not only the Musekwa or Mudimeli communities alone, but the whole of Vhembe District …,” states Dzamo La Mupo spokesperson Mr Azwihangwisi Mudau in the letter. The ability of whole communities to sustain them and the ability of farmers (commercial and emerging) to produce food are under threat – all because of mining,” Mudau states. The availability of water is the main concern of Dzamo La Mupo and the other signatories of the letter. “Looking at the information given at that meeting, a lot of water is needed. Water [that will come] from the ground, rainwater and surface wa­ ter, which includes water from existing dams like the Nzhelele Dam, Vondo Dam and Nandoni Dam, including the Vhembe/Limpopo River. At this point in time, Coal of Africa is engaging the present title holders of the affected farms around the Mudimeli area to solicit their agreement on water licensing. Regarding the Vondo and Nandoni Dams, there has been no consultation with the communities who use the water from those dams and there is no permission or agreement with the community stakeholders,” the letter states. The letter indicates that if a license were to be granted to Coal of Africa, the further depletion of ground water will adversely affect the whole of the Soutpansberg water source, which will affect the whole of the Vhembe district. Their concerns are in line with growing national and international awareness with regard to climate change. “Already the Vele mine is right on top of the Limpopo River, extracting water from it. De Beers’ Venetia Diamond Mine is doing the same. We un­ derstand that there are further prospecting projects under way. Therefore, the scarce water resource of the Limpopo River is already under stress. Makhado Colliery will not come up with miracles to save water for future use,” the letter states. The letter was handed to the Deputy Minister of Water Affairs, Ms Joyce Mabudafhasi, on the climate train en route to the 17th Conference of the Parties (COP17) during its visit to the Soutpansberg last week. The government and civil society have partnered to launch this unique “climate train” to crisscross South Africa, raising awareness on changing weather patterns ahead of the UN Climate Change Conference, starting in Durban on 28 November.

Awards for excellent academic achievement in the various grades were presented at the Junior Phase Prize-Giving Ceremony that Ridgeway Independent School hosted on 17 November at the Fransie Vermaak hall. At their AGM held on 1 November, the Levubu Avocado Study Group voted unanimously to award their annual ‘Person of the Year’ trophy to VW Thompson’s Motors in Louis Trichardt for their generous sponsorship of two Amarok bakkies for the study group’s tour to Natal. During October, as part of the study group’s 20th anniversary celebrations, nine members visited Natal. Boelie van Rensburg of Qwemico, who had arranged the tour and many of the sponsorships, also made his Amarok available, and all three vehicles were branded with the study group and sponsor logos. For his efforts, Boelie was awarded the trophy for ‘Study Group Member of the Year’. Ons kan ook volgens God se wil lewe deur: Elke geleentheid te benut. v.16: “Maak die beste gebruik van elke geleentheid.” Efesiërs 5:1: “Omdat julle kinders van God is en Hy julle liefhet, moet julle Sy voorbeeld volg.” Moenie as gevolg van mense geleenthede laat ver­ bygaan nie. Ongeag mense, het die Here Jesus geleenthede gesoek om die Vader se wil te doen. Benut elke geleentheid. Nog iets om te doen om volgens God se wil te lewe, is om: Die wil van God te ken. v.18: “Laat die Gees julle vervul.” Paulus sê in Filippense 3:10: “Al wat ek wens, is om Christus te ken, die krag van Sy opstanding te ondervind en deel te hê aan Sy lyding, deur aan Hom gelyk te word in Sy dood.” Want v. 21 vermaan ons: “Wees uit eerbied vir Christus aan mekaar onderdanig.” Daar is nie ‘n beter lewe as ‘n lewe volgens God se wil nie.

In die kategorie 80 tot 89 jaar spog mnr. Willie Gropp (links) en me. Anna van der Merwe met die trofeë. Die geleentheid was die Graba-Granny Dapper Stapper pretstap op 19 November ten bate van Ons Tuiste in Louis Trichardt. Me. Van der Merwe vertoon die pragtige hemp wat gedruk is ter viering van die vyfde bestaansjaar van die pretstap. Die organiseerders is mnr. Lucas en me. Rina Vermeulen van LCV Verspreiders en Funky Bush Clothing.

Me. Sarie Schnetler (links) wen die trofee vir die beste dame in die kategorie 60 tot 69 jaar. Dit was me. Schnetler se eerste deelname en sy het die 9.9km gestap. Mnr. Jan van Wyngaardt wen die manstrofee in hierdie kategorie vir die vyfde agtereenvolgende jaar. Mnr. van Wyngaardt het aan die 5km deelgeneem.

Tydens die Grab-a-Granny Dapper Stapper pretstap op 19 November was die uitblinkers in die kategorie 70 tot 79 jaar me. Lettie Beaton (links) en past. Ernie Whitcomb (regs). Albei het 3km afgelê. Die geleentheid het ten bate van Ons Tuiste plaasgevind.
