A ruthless exchange of fire between a large group of cashand-transit (CIT) robbers and the crew of a Fidelity CIT vehicle broke out on the R578 road between Elim and Louis Trichardt on Tuesday evening. The chaos ensued shortly after the Fidelity crew picked up a cash deposit in Elim and started travelling back to Louis Trichardt at around 18:50. According to the police’s provincial communications office, armed attackers travelling in four Toyota Hilux bakkies (three white and one silver in colour) intercepted the security vehicle and wildly opened fire on the Fidelity crew in an attempt to force them off the road.
What happened next is nothing short of a miracle and a heroic attempt by the driver of the security vehicle to not only save himself and the crew, but also their precious cargo. Most of the robbers’ fire was concentrated on the driver side of the armoured CIT truck. In the process, the attackers took out the driver side front tyre of the truck, but the driver managed to maintain control of the vehicle by driving on the rim for kilometres on end. The badly damaged truck’s engine finally seized a few hundred metres past the Elim/N1 traffic circle just outside Louis Trichardt. Luckily the group of attackers also gave up the hunt after one of the Fidelity guards apparently managed to fire off a few shots in return.

The police on Wednesday confirmed that the driver of the truck was wounded during the attack, but could not confirm where he was hit or how serious his injuries were. According to bystanders, he was apparently struck in the arm. That the attackers were out to kill is sure. The newspaper counted about twenty bullet holes to the body of the CIT vehicle, mostly concentrated on the driver side. The police stated that the robbers fled without getting their hands on the money. At the time of going to press, they said, no arrests have been made. They could also not confirm what weapons were used in the failed cash-in-transit heist, saying only that rifle cartridges were recovered from the scene.

Louis Trichardt se droë krane is lank nie meer nuus nie. Inteendeel, dit is eerder nuus wanneer die disfunksionele Vhembe Distriksmunisipali teit (VDM) dit wel regkry om water vanaf die Albasinidam na die dorp en omstreke te pomp. Talle mag dié opmerking as onbillik bestempel, want die dorp het darem so nou en dan water. Diegene wat die afgelope naweek weer sonder water gesit het, sal egter hewig en selfs aggressief hiermee verskil. Miskien is dit omdat die verkiesing om die draai is dat talle van die streek se inwoners voel nou is die tyd om hulle stemme dik te maak oor die voortslepende waterkrisis in die Vhembe Distriksmunisipaliteit. Die afgelope paar weke het die Zoutpansberger se susterkoerant, die Limpopo Mirror, verskeie artikels gedra van gewelddadige protesoptrede deur inwoners van verskeie omliggende woonbuurtes wat ongelukkig is dat hulle nie water kry nie. Op plaaslike vlak dien die “Louis Trichardt Water Shedding” Facebook-blad as goeie baro meter van juis hoe moeg (alhoewel gatvol seker ‘n beter woord sou wees) inwoners regtig is vir die droë krane. Aan die begin van die maand was Louis Trichardt en omstreke vir bykans ‘n week lank sonder water gewees, nadat die hoof waterpomp by die Albasinidam finaal die gees gegee het. Vhembe het desperaat probeer om die pomp te herstel, maar moes op die ou end maar ‘n nuwe pomp gaan koop. Selfs met die nuwe pomp in plek was dit nie die einde van die droë krane nie, want toe die pomp aangeskakel is, het dit ‘n massiewe bars in die pyplyn na Louis Trichardt veroorsaak. Eers nadat die lek reggemaak is, kon water weer gepomp word. Sedertdien is dit maar weer ‘n kwessie van die water wat aan en af is in Louis Trichardt. Die naweek was dit meer af as aan. Wat die rede dié keer vir die onderbreking is, weet niemand nie. Volgens DA-raadslid Brian du Plooy weier Vhembe om sy oproepe te vat. “Dit was grotendeels
hoogliggende areas [waar die water af was] gewees, maar ek sien die sentrale sakegebied is ook af van gistermiddag af. Hulle kom nie terug na my toe nie. Ek het vir hulle gesê daar is fout, nou wil hulle by my weet waar is die fout - so asof ek hulle werk moet doen! Ek weet nie waar die fout is nie,” het Du Plooy Woensdagoggend gesê. Die Zoutpansberger het ook herhaaldelik die VDM gevra vir kommentaar rakende die jongste watertekort. Die navraag is begroet met ‘n enkele sin van munisipale woordvoerder mnr. Moses Shivambu. “Ek sal uitvind by tegniese dienste,” het hy Woensdagoggend gesê. Dit is duidelik dat frustrasievlakke in Louis Trichardt breekpunt bereik het, tot so ‘n mate dat ‘n gemeenskapsvergadering eerskomende Sondag, 28 April, vanaf 16:00 op die Louis Trichardt Rugbyklub se pawiljoene gehou sal word om te praat oor die gebrek aan dienslewering. “Dit is nie ‘n politieke vergadering nie,” het Du Plooy gesê. Hy het dit duidelik gestel dat die vergadering vir almal bedoel is. “Verskeie partye is betrokke, insluitend die Down Town Citizens, inwoners van Makhado Park en inwoners van Eltivillas. Alle rolspelers moet daar wees, want dit gaan oor swak diens,” het Du Plooy gesê. Nie almal is egter so optimisties dat nog ‘n vergadering dinge gaan verander nie. “Almal gons oor die vergadering [en] intussen sit ons sonder water. Wat gaan dit help om heeldag daaroor te praat, maar niks word gedoen aan die probleem nie? Praat gaan niks help nie. [Ek] is nou al meer as sewe weke sonder water,” skryf Pieter WS van Wyk op die “Water Shedding” Facebook-blad. “Die groot vraag is wie gaan vir ons kan antwoorde gee oor wanneer die dorp water kry,” het Van Wyk gesê. Intussen skryf Lettie Slater op dieselfde Facebook-blad dat hulle nou dreigemente vanaf die VDM kry. “Kry ons nou van Vhembe ‘n dreig SMS dat ons hulle moet bel om verdere stappe te voorkom. My genade ... Ons skuld hulle blou all ... Hulle kort geld, nou word ons as inwoners gedreig? Omdat daar nie water is nie? En ons ons eie water gebruik?” het Slater geskryf.

Water shortages in the Vhembe District remain a serious prob lem and much more needs to be done to address this matter. During an integrated development plan (IDP) public participation meeting of the Vhembe District Municipality (VDM), the matter of water problems dominated the agenda. The meeting was held at the Madimbo community hall in the Musina area on Tuesday. Community members from Tanda, Tshikhudini, Madimbo and Matatani villages complained that, after the completion of the bulk-water supply scheme from the Luphephe/Nwanedi-Zwigodini dams, they had hoped that the water problems would be
something of the past. However, they spend days without getting water, often as little as once every two weeks. Mr Livhuwani Ndou of Tanda village near Folovhodwe said his community members were staying just a stone’s throw away from the bulk water supply scheme, but they were without clean water. “We used to get salty water from the boreholes, which is not healthy. We need the government’s intervention to address our water challenges as we hope you are a government that cares for its people,” said Ndou. Another villager, Mr Philemon Munyai, who also represented the businesspeople in the Madimbo communities, said that he had often warned the residents to refrain from vandalizing water
pipes. “The illegal connection of water in our communities is making life a nightmare, because the villagers themselves will also suffer. We urge people to report water thieves to the police,” said Munyai. The executive mayor of the VDM, Cllr Mavhungu Luruli-Ramakhanya, said as a district municipality they were ready to deliver better services to their communities. She promised that they were working around the clock to create a better life for all. Luruli-Ramakhanya reported back that they had tabled a draft budget for the 2019/2020 financial year that amounted to just over R1,748 billion. She said that water projects would get the lion’s share of the budget, with more than R503 million set aside to address the water challenges.

Earthworks to facilitate building of traffic circle By Andries van Zyl
As part of the construction process of the new Makhado Crossing Mall in Louis Trichardt, residents might see some changes to the town’s layout in the next couple of months. Over the past few weeks, residents of Rooibok Street have reported seeing people hammering in wooden markers in the park on the corner of Leeu Street and the R524 road to Thohoyandou, opposite the municipal show grounds. This begged the question: What are they planning and who is planning it? Some speculated that the park was to be converted into a taxi rank, while others deducted that it must be a new filling station. Still others said that they would not be surprised if a driving school had decided to convert the park into a driving-school training site. Speculation turned into fact when graders started moving in during the past week, pushing away truck-loads of dirt to build what looked like roads. However, the Makhado Municipality had yet to respond to a media enquiry about the proposed development in the park sent two weeks ago. A clue as to what is happening in the park came with the publication of the artist’s impression of the new Makhado Mall in last week’s edition of the Zoutpansberger. In the image, one can clearly see a traffic circle right opposite Orange Street where it connects with the R524. When asked if the earthworks in the park might pertain to the planned traffic circle as part of the Makhado Crossing development, municipal spokesperson Mr Louis Bobodi confirmed it. “The development concerns the erection of the traffic circle and the park is not affected, but for now it’s for temporary use for the preparation for the construction of the traffic circle,” said Bobodi. News that the new Makhado Crossing regional mall will be opening in November this year was
welcomed by many. “Fantastic development for our town,” wrote local businessman Rampie Gilfillan in response to the article on the Zoutpansberger’s Facebook-page. “So glad we will have a Dischem in town,” said Tshililo-Lilo Sadiki Thovhakale. Then there were those with their own personal wishlist. “If only they’d have Ster-Kinekor in there, it would be great,” commented Sibiya George on the Facebook-page. As of 10 April, approximately 70% of the superstructure of the new mall had been completed. The main anchor tenants in the new mall will include Pick n Pay, Checkers, Woolworths and Dischem. Other confirmed tenants include ABSA Bank, Standard Bank, Mr Price Group, Truworths Group, Many questions were being asked about major earthworks currently taking place in the municipal Pepkor Group en Clicks. The extension project will park on the corner of Rooibok and Leeu Street, opposite the municipal show grounds. Turns out add an additional 17 000m² to the existing mall. the park will temporarily be used to facilitate the construction of a nearby traffic circle on the R524,

it is eie aan ons mense om soms so verstrengel te raak in ons daaglikse lewensmoeilikheid dat ons dinge wat met ons gebeur as onoorkombare struikelblokke sien. Ons sien nie raak hoe God in sy almag hierdie gebeure tot ons as gelowiges se beswil bestuur nie. Maar tog is dit baie belangrik dat ons dit doen. God herinner ons gedurig daaraan dat Hy getrou is en ons nie aan ons omstandighede oorlaat nie. Inteendeel, Hy skenk aan ons die beste moontlike uitkoms. In die Skrif is daar baie voorbeelde hiervan, maar kom ons fokus vandag veral op een, die voorbeeld van Lea. Jakob was ‘n man wat moeilike situasies geken het. Toegegee, baie van sy moeilike situasies het hy vir homself veroorsaak. Sy naam beteken “Bedrieër,” en hy doen telkens sy naam gestand. Hy koop sy broer Esau se eersgeboortereg met ‘n slinkse slenter, en dan span hy en sy ma ook nog saam om die gebruiklike seën wat Esau toegekom het, te steel. Hierdie maak sy broer briesend, tot so ‘n mate dat hy vir Jakob wil doodmaak. Tog lyk dit in Genesis 29 of hy uiteindelik ware geluk gevind het. Hy is veilig by sy oom Laban, by wie hy skuil van sy broer Esau. Die Here het ook pas sy verbondsbeloftes aan hom herbevestig. Boonop kan hy in ruil vir sewe jaar se arbeid trou met Ragel, wat hy waarlik liefgehad het. Maar dan kom die struikelblok: Laban bedrieg hom deur Lea aan hom as vrou te gee. Lea word vir Jakob ‘n groot probleem, en veroorsaak dat hy nog sewe jaar vir Ragel moet werk. Om hierdie rede het hy Lea glad nie lief nie en bestee hy al sy aandag aan Ragel. God gryp egter in, en maak van Lea juis ‘n seën vir Jakob. In plaas daarvan om ‘n struikelblok te wees, sorg sy dat hy ses seuns het. Hierdie seuns word almal later stamvaders van Israel. In haar vervul God sy verbondsbeloftes aan Jakob. Meer nog: een van die seuns wat sy in die wêreld bring is Juda, vader van die stam waaruit Jesus Christus gebore sou word. God bind Jakob en Lea op ‘n besondere wyse saam: hulle is die aardse stamouers van ons Verlosser! God sien wanneer ons struikelblokke ervaar. Hy laat dit egter nie toe om ons lewens tot niet te maak nie. Nee, ons as gelowiges kan struikelblokke tegemoetkom in die geloof dat God nie net daar is nie, maar hierdie dinge aktief gebruik om ons te vorm, en sy lewensplan vir ons te voltrek. No new cases of FMD reported in 14 week period Animal Health
As on Wednesday, 17 April, 14 weeks had gone by since the first case of the foot-and-mouth disease (FMD) outbreak in the high-surveillance area of South Africa’s FMD-free zone in the Vhembe District was detected. As a result, South Africa lost its World Organization for Animal Health (OIE) FMD-free zone status. “There have been no new cases of FMD detected in the disease management area declared in Limpopo in the last ten weeks and thus, three incubation periods have lapsed. Intensive surveillance demonstrated that the virus did not spread and that the outbreak has been contained,” said the Department of Agriculture, Forestry and Fisheries in a joint statement issued with the livestock industry last week. However, said the department, strict movement controls remain in place in the disease-management area and everyone is encouraged to adhere to these regulations, even though roadblocks will most likely be discontinued by the end of April 2019. “No animals may move into, out of, through or inside the disease management area without state veterinary approval. No unprocessed animal products of cloven-hooved animals are allowed out of the disease-management area without the necessary state veterinary permits. These movement controls will remain in place for the next few months, until the outbreak can be fully resolved,” said the department. A full animal identification and traceability system is also being put in place for all vaccinated animals in the previous free zone part of the disease management area. “The submission to the OIE Technical Committee for a containment zone is being prepared, though there are challenges beyond our control; we plan to still submit, albeit later than anticipated,” said the department. In the meantime, trade has resumed for commodities considered safe by the OIE after the department successfully negotiated the revision of veterinary health certificates for beef to Bahrain, Lesotho, Mozambique, Egypt, Qatar, Jordan, Swaziland, Seychelles, Kuwait and the United Arab
Emirates; and for game (venison produced before 5 December 2019) to Namibia. “Trade in pork from foot-and-mouth-disease-free pig compartments has been re-opened to Lesotho, Seychelles, Mozambique, Swaziland and Namibia (partially),” said the department. In their press release, the department said that the markets for dairy products had largely been
restored, while the market for the export of wool to Egypt had been opened. “The trade task team is working hard to open trade channels for these commodities that are still not trading freely, which mainly include wool, mohair and hides (for leather production) … Negotiations still underway include Namibia (for beef), Botswana (for pork), Egypt (for hides, skin) and Malaysia (for hides, skin and
wool),” said the department. The department thanked all farmers, industries, other government institutions and colleagues who are working with Veterinary Services to resolve the current situation. “More funding is still required to finally resolve the situation, and for implementation of a more sustainable FMD-Control Strategy,” said the department.

Die geskiedskrywer, J.C.A. Boeyens, skryf onder meer: “Verskeie Blanke plase in die Kleine Spelonken, suidoos en oos van Schoemansdal, het vroeër deel van die Venda se grondgebied uitgemaak. Die plase Bergvliet No. 288 en Rietvly No. 276 (tans deel van die dorp Louis Trichardt) was reg onderkant Ramabulana se hoofvesting te Tshirululuni in die Zoutpansberge geleë.” Die konflik tussen die Vhavenda-stamme en die nuwe intrekkers in die streek het in felheid toegeneem. Die Zoutpansbergers se aandrang dat die Venda-stamme arbeid moet verrig of “opgaaf” moet betaal, is met vyandiggesindheid begroet. Ramabulana se dood en die gepaardgaande magstryd tussen die potensiële troonopvolgers, Davhana en Makhado, het sake vererger. Die persepsie was dat die Schoemansdallers Davhana gesteun het. Die kapteins, onder leierskap van die “Leeu van die Noorde”, oftewel Makhado, het gereelde aanvalle geloods en die Schoemansdallers moes ‘n skansmuur bou met wagposte om hulself te beskerm. Teen 1867 is die besluit geneem om die dorp te ontruim en die oorblywende families het getrek na plekke soos Marabastad (die latere Pie tersburg/Polokwane). Binne ure na hulle vertrek is die hele dorp tot op die grond platgeslaan en afgebrand. In D.F. das Neves se boek, A Hunting Expedition to the Transvaal, skryf hy dat daar teen 1861 sowat 70 huise op Schoemansdal was. Die blanke inwonertal in die streek was rondom 1 800. Nie al dié inwoners het uit die gebied getrek na die ontruiming van Schoemansdal nie. Een van die vroeëre pioniers wat gebly het, was die Portugese handelaar, João Albasini. Hy het hom in 1853 as winkelier op Zoutpansbergdorp gevestig en die plaas Goedewensch naby Piesangkop aangeskaf. Hy het in 1857 plaas toe getrek waar hy vir hom ‘n skansagtige huis laat bou het. Na die ontruiming van Schoemansdal het verskeie boere ook in die omgewing aangebly. Van hulle het skuiling nader aan Albasini gaan soek, wat met ‘n sterk Tsongamag gewapen was. Dit was ook nie al die blankes wat in stryd met die Venda-stamme was nie. Dit is opgeteken dat Makhado ‘n hegte vriendskap vir baie jare gehad het met die beroemde Zoutpansbergse olifantjagter, William Fitzgerald.
Wie het die plaas besit? Die plaas waarop D.G. Grobler se grafsteen is, Rondebosch, is minder as 20 kilometer van die destydse Schoemansdal. Aan wie dit behoort het ten tye van sy dood is onseker. Uit ou kaarte blyk dit dat die graf op ‘n gedeelte 11 of 12 van Rondebosch No. 287 is,

Die beskrywing wat hy aangee sê dit “Bevattende 2765 morgen (en) 140 vierkante Roeden.” ‘n Vroeëre kaart dui aan dat ‘n akte (No. 5723) op 18 Augustus 1878 op die plaas geregistreer is ten gunste van G.P.D.J. Hulle keuse was Rietvly No. 276, die plaas van Jacobus Potgieter en die weduwee van Douw Gerbrand Grobler, in die Kleine Spelonken ... Van hierdie voorstel het egter niks tereggekom nie, waarskynlik omdat Rietvly reg onder Makhado se hoofvesting, Luatame, in die Zoutpansberge geleë was,” skryf Boeyens. Die plek waar die grafsteen is, is op die hoek waar die plase Ledig, Rondebosch, Bergvliet en Rietvly bymekaar kom. Dit is baie moontlik dat die plaasgrense later jare, met die presiese opmeting van die plase, effens verskuif het, wat beteken dat die graf nou in Rondebosch lê en nie meer op Rietvly nie.
Een van D.G. Grobler se nasate, oom Boet Grobler, onthou dat daar aan hom vertel is dat sy groot-oupagrootjie in die hoek van die familie plaas begrawe is. Oom Boet (wat ook Douw Gerbrand Grobler gedoop is), se pa was Petrus Johannes Grobler (1916-1997). Sy oupa was D.G. Grobler (18641943) en sy oupagrootjie was H.J. Grobler (1843-1937). H.J. Grobler, seun van die pionier D.G. Grobler, het as seun grootgeword op Schoemansdal en sy ervaringe het later as bron gedien vir ‘n bundel wat die geskiedskrywer, Gustav Preller, in 1923 gepubliseer het. Schalk Corbett, van Geoland Surveys op Louis Trichardt, kon ook bietjie meer lig op die saak werp. “Rietvly 276, die oorspronklike plaas, is in 1897 opgemeet. Gedeelte 1 van Rietvly (alles behalwe die dorp) was in 1916 opgemeet. Onder die plaasnaam is ‘n nota wat aandui dit is vir Grondbrief 6380 gedateer 23 Nov. 1870 ten gunste van D.G. Grobler gedoen. Die dorp was gedeeltelik op Rietvly en Bergvliet uitgelê in 1899,” sê Schalk. Die plaas is dus in 1870 amptelik aan D.G. Grobler toegeken. Dit moes die jongste seun, ook D.G. Grobler, gewees het, synde dat sy pa reeds in 1864 oorlede is. Die familie het dus reeds in die vroeë 1860’s daar gewoon en met Douw Gerbrand Grobler se afsterwe is hy op die hoek van die plaas begrawe. Oom Boet, wat steeds op Louis Trichardt woon, het baie waardering vir Pieter Schlesinger
en sy span van Sandberg Vervoer vir die wyse waarop hulle die graf deur die jare behoue laat bly het. Hulle het die graf met ‘n palissade-hei ning en hekkie toegemaak, sodat dit nie verniel kan word nie. Was the VBS Bank’s “minority” champion ZOUT CLASSIFIEDS the victim of an international scam? TO LET

A
company claiming to represent the minority shareholders of VBS Mutual Bank, is fighting to have the liquidation of this bank reversed. The company also wants the SA Reserve Bank to release the $825 million they believe was paid to them that was earmarked for development projects in South Africa. Earlier this month, a group calling themselves the VBS Shareholders Forum held a press conference in Thohoyandou. The group stated that in July 2018, it had mandated Africapacity Investment Group to “rescue, commercialize and recapitalize” VBS Mutual Bank. A legal team was apparently tasked to investigate and evaluate all facts surrounding the VBS saga. One of the “findings” of Africapacity’s task team was that VBS Mutual Bank had had no opportunity to defend itself in the proceedings to appoint a curator, and the step taken was thus irregular. They allege that the report, entitled “VBS Mutual – The Great Bank Heist” compiled by Werksman’s Attorneys on instruction of the curator was a “concocted story … which needs to be investigated”. The shareholders forum also disputes the statement by National Treasury that the municipalities that invested millions in VBS had done so illegally. In their press statement they call on National Treasury to provide them with proof that the law prohibits municipalities from investing in mutual banks, arguing that these banks perform similar functions as commercial banks. “National Treasury was the main contributor of VBS’s liquidity crisis, by instructing municipalities to withdraw their investment,” the press release reads. One of the main concerns of Africapacity, however, seems to relate to the Reserve Bank’s blocking of investment funds. The company seemingly believes that $75 million (roughly R1,12 billion) was paid into their VBS bank account by overseas investors. The funds, together with hundreds of millions of dollars paid into other accounts, are now apparently frozen because of the Reserve Bank’s refusal to admit that these funds had reached the country. “Our estimation is that more than a trillion rand has been lost in the banking system,” the press statement reads.

In this letter, Africapacity is appointed to source funding and recapitalize VBS. “The minority shareholders forum represents about 2 000 shareholders,” Ratlabala said.
Billions of dollars in investment
In documents provided to the press, Africapacity claims that the SA Reserve Bank is holding on to $825 million (R12,3 billion) in investment funding. The money was allegedly paid over in tranches to different accounts, the first being the $75 million into an FNB account. Thereafter, another $75 million was paid into a VBS account. This was followed by another tranche of $75 million, a $400 million payment into an FNB Global Dollar account and finally a $200 million payment into a Standard Bank account. In a letter addressed to the Reserve Bank Governor in August 2018, Ratlabala states that his company has “gone out to China and America” seeking investments and has secured more than $50 billion for infrastructure development. After many attempts by Manna to release funds to Nations and (being) blocked by the elites and corrupt governments, the Kingdom of Manna has been established to free up Nations and give back Sovereignty to all.” The “leaders” are apparently a certain Kimberly Ann Goguen, Terrance Cameron McDonald, a self-professed priest, and Lewis E Taylor, a self-professed philanthropist. In an effort to prove that the SA Reserve Bank does not have the authority to regulate the banking industry, Africapacity distributed a letter supposedly written and signed by Manna’s “Acting Head of State”, Kimberly Ann Goguen. In the letter, she claims that the SARB is a corporation owned wholly by MWHST. She then proceeds to “give it back” to the people of the country. “Manna World Holding Trust recognizes the only Royal Monarchs of South Africa to be the Tribal Kings as appointed by the people,” she states. The SARB’s deputy governor, Mr Kuben Naidoo, eventually seemed to lose patience with Ratlabala’s persistent letters and questions. “I do not intend to deal further with the interrogatories and issues raised by you,” he writes in a letter dated 13 December 2018. Ratlabala is told to use the court processes if he or his company is still aggrieved.

As a final question, Ratlabala was asked whether the company that he represents has not become the victim of an elaborate international scam. “We have come across the same questions before from different stakeholders. We have done our own due diligence, on our financial partners. The local banking institutions that we are involved with have also done a due diligence on our guarantees and they are satisfied. If South African Banks don’t have a problem, why should we be worried?” he said. “The funds were also confirmed by the recent Chinese delegation’s visit to South Africa and also the South African visit to China. Several South Africans … have tried to confirm the funds, others tried to blackmail us to get access to the funds and they have failed over the last three years,” he said.
