Last week saw the second round of “clashes” between landowners and Red Kite Environmental Solution regarding a proposed prospecting-right application in the Bandelierkop area. Red Kite held a meeting with landowners about the proposed prospecting-right application on 24 April at the Adam’s Apple Hotel. From the onset, however, the meeting was characterised by confusion. Landowners did not know whether they were attending an information session or an actual public-participation meeting as required by law. Numerous important documents were not made available to all the affected landowners, which included a full copy of the basic assessment report (BAR). This meeting was eventually concluded with a commitment by Red Kite to ask for an extension of time from the Department of Minerals and Resources (DMR) for interested and affected parties to submit comments and objections, and to distribute the legally required documents. In response, the DMR granted an additional 50 days to finalise the Basic Assessment Report (BAR) and relevant supporting documentation, including the Public Participation Report. As such, a second 30-day commenting period was provided for from

15 May to 13 June. The applicant for the proposed prospecting right is a company listed as K2018010819 (SOUTH AFRICA) (Pty) Ltd, with directors Jonathan Anthony Knowlden and Nicholas William Van der Hoven. According to Red Kite, they are to be financed by Bauba Platinum. The proposed prospecting-rights application is for the farms Onlust 339 LS, Leeuwdrift 342 LS, Waerkum 302 LS, Welbedacht 346 LS, Vergenoeg 347 LS, Arras 1222 LS and Welkomthuis 343 LS, as well as portions of the farms Grutz 308 LS and Annaskraal 341 LS. The extent of the area proposed to be prospected equates to 9 951.20 ha and the mineral to be prospected for will be chromite. The mine is to be situated directly west of AFB Makhado. With the additional commenting period closed, Red Kite scheduled a “second additional Public Participation Meeting” at the Adam’s Apple Hotel on Tuesday, 18 June. Especially AFB Makhado was well-represented at the meeting. Their biggest concern was the availability of water. The question was asked how the water supply to the base’s approximately 1 500 residents (300 households) would be affected, should the prospecting right develop into a mining activity. At present, water in this already water-scarce area is pumped from three boreholes next to the Sand River. AFB Makhado

also informed Red Kite that a fuel leak underground from 15 years ago occurred that the base was currently rehabilitating. Red Kite was advised that, should any drilling take place near AFB Makhado, the spillage remaining underground could possibly leak into the groundwater and contaminate same. AFB Makhado also highlighted several other problems regarding the proposed prospecting-right application. This included their refusal to allow Red Kit to Fly research drones in the area. They also argued that a mine directly west of the base would be directly in line with the airfield runway. Having said all of this, AFB Makhado explained that the Air Force was not against prospecting, but that they would object should it turn into a mining project. The issue of water shortages in the area was also raised by several private landowners. In response, Red Kite stated that the current application was for a prospecting right only. They said that any possible future mining permits or mining rights would be subject to specialist studies and a public-participation process of their own, and that such a process would include further consultation. Security on farms was also high on the agenda, especially seen against the backdrop of the recent spate of farm attacks and murders. Red Kite confirmed that security was of great importance to

them and that this would be discussed between landowners and the applicant. A community liaison officer will also be appointed to assist with this. Some other matters raised by concerned landowners was that of legal procedures. Many stated that they were not against development, but that the right procedures should be followed when trying to enforce such development onto a region and its people. Following the 24 April meeting, Red Kite was severely criticised for not following the correct procedure when engaging with affected and interested parties. “It is my opinion that interested and affected parties have not received moral or ethical fairness in respect of public participation,” remarked landowner Kenneth Ball, following the previous meeting. He was referring to the method and effectiveness of the notifications by Red Kite, as well as inconsistencies in the information provided to interested and affected parties. “Regrettably, this has created unnecessary inconsistencies that have provoked fear in respect of procedural fairness,” said Ball. Following last week’s meeting, the general feeling amongst landowners the Zoutpansberger spoke to was one of “wait and see”. Some said that, judging by the number of negative inputs received, Red Kit would struggle to have the prospecting right approved.

skuldigde, was die eerste om borg te kry. Hy het geen doekies omgedraai om ná sy vrylating te verdwyn nie. Hy is, volgens Hendrik, eers weer ‘n paar maande gelede deur lede van die polisie en Soutpansberg Dorpswag in Louis Trichardt aangekeer. “Dit is hoekom die saak so lank gesloer het. Hulle moes eers weer vir Maringa opspoor,” het Hendrik gesê. Intussen het inligting na vore gekom wat daarop dui dat Maringa blykbaar met nog moordsake verbind word sedert hy sy borgvoorwaardes verbreek het. Vir duidelikheid hieroor wag die Zoutpansberger nog op terugvoer vanaf die Nasionale

Dit help nie jy gaan sit in ‘n hoekie en krepeer nie … Jy skakel maar in by jou plaas- en dorpswag want dit is maar net hoe dit werk. Dit is almal se voorland,” het Hendrik gesê.

Addressing the refugees and the locals on Friday, Cyril Mudakkalil from the UNHCR pleaded for a spirit of tolerance and a culture of co-existence and peace in societies. Caspie Tiyani Mawila from the South African Human Rights Commission warned refugees to not pay bribes in order to obtain documents. “We would like to inform you that you are also protected here in South Africa. However, we encourage you to apply for the relevant documents required for your safe stay in the country, but please do not pay bribes to officials,” said Mawila.

Refugees fleeing from the violence that erupted in the Democratic Republic of Congo (DRC) may be crossing the South African border in greater numbers. The refugee shelter in Musina already accommodates a large number of DRC citizens, but it may have to prepare for many more. On Friday, World Refugee Day was celebrated. In Musina, this turned into a festive event, with cultural dances and even a football match at the Skoonplaas Stadium between the Burundi and DRC refugees. The local event was organised by the United Nations’ High Commissioner for Refugees (UNHCR), the Limpopo Provincial Government, Musina Local Municipality, Lawyers for Human Rights, the Department of Home Affairs and Future Families, a non-governmental organisation. The celebrations started with a fun walk from the refugee shelter at the Musina Ministry of Compassion Church. This shelter accommodates roughly 800 refugees per month, mostly from war-torn countries such as the DRC, Burundi and Somalia. Earlier this week, the UNHCR spokesperson, Andrej Mahecic, painted a bleak picture of the current situation in the DRC. “Around 7 500 Congolese refugees have arrived in Uganda since the start of June, placing strain on already badly overstretched facilities. Renewed clashes between opposing Hema and Lendu groups in the north-eastern parts of the DRC are driving people across the border into Uganda,” he said. Recent arrivals speak of extreme brutality. “Armed groups are said to be attacking villages, torching and looting houses, and killing men, women and children,” Mahecic said. Most people are fleeing to Uganda via Lake Albert from Ituri Province, where displacement since early June is now estimated at 300 000. Oom Boet was deel van bekende pioniersfamilie Deur Anton van Zyl

Oom Boet Grobler, ‘n inwoner van Laat Lente op Louis Trichardt, is verlede Woensdag (19de) op 73-jarige ouderdom oorlede. Gereelde lesers van die Zoutpansberger sal onthou dat oom Boet in April vanjaar deels die onderwerp gevorm het van ‘n artikel oor die graf van Douw Gerbrand Grobler. Dié graf is geleë aan die suidelike punt van die dorp en die grafsteen meld dat Douw Gerbrand Grobler in 1864 daar begrawe is. Die Grobler-familie was een van die 48 pioniersfamilies wat op 3 Mei 1848 onder aanvoering van veldkornet Jan Valentyn Botha in die Soutpansberg gearriveer het. Douw Gerbrand Grobler, wat in 1811 gebore is, het ‘n belangrike rol gespeel in die vestiging van die dorp wat later jare as Schoemansdal bekend sou staan. As hoofouderling in die Hervormde Kerk het hy ook hard gewerk om ‘n vaste leraar na Schoemansdal te bring en die gemeente te vestig. Oom Boet (wat ook Douw Gerbrand Grobler gedoop is), was ‘n agter-agterkleinkind van D.G. Grobler. Sy pa was Petrus Johannes Grobler (1916-1997), sy oupa was D.G. Grobler (18641943) en sy oupagrootjie was H.J. Grobler (18431937). H.J. Grobler was die seun van die pionier D.G. Grobler. Teen die einde van oom Boet se lewe het hy baie navorsing gedoen oor die Groblers se stamboom, veral dié van hulle wat met die name Douw Gerbrand spog. “Hy het voortdurend gesels oor dit wat hy ontdek het en inligting wat hy kort,” onthou sy weduwee, tannie Marina. Oom Boet is op 26 November 1945 in ‘n interneringskamp op Koffiefontein in die Vrystaat gebore. Sy pa het diens gedoen in die Tweede Wêreldoorlog, maar sy ma is na die interne ringskamp gestuur. Die kamp het sowat 2 000 Italiaanse oorlogsprisoniers gehuisves, asook ‘n

klompie Duitse gevangenes. Sowat 800 Suid-Afrikaners wat verdink is daarvan dat hulle die Nazi-groepe goedgesind was, is ook na Koffiefontein gestuur. (Onder die gevangenes was John Vorster, wat later jare eerste minister en president van die land geword het.) Ná die oorlog is die Grobler-gesin terug na die Soutpansberg. Oom Boet se pa het gewerk vir die paaie-departement en hulle het heelwat rondge trek, wat meegebring het dat hy by verskeie skole ingeskryf was. Hy het sy hoërskoolloopbaan op Merensky (Tzaneen) en Louis Trichardt voltooi. Ná skool het oom Boet by die SA Polisie aangesluit en vir ‘n paar jaar diens gedoen, onder meer van 1962 tot 1965 in Bramley in Johannesburg. Hierna is hy terug na Louis Trichardt waar hy ‘n motortegnikus geword het. Hy het eers vir die Wyle Oom Boet Grobler afgeneem by die graf van Douw Gerbrand Grobler (1811-1864). Mazda-agentskap gewerk en daarna by die Toyota handelaar. Die Grobler-familie het ook in ‘n stadium geboer naby Bela-Bela en latere jare op ‘n plaas by Waterpoort. Oom Boet en sy vrou het die afgelope agt jaar op Louis Trichardt gebly. In sy jonger dae was hy ‘n geesdriftige bokser en het onder meer vir die polisie se klub in die kryt geklim. Tydens sy jare op Louis Trichardt het hy boks afgerig en hy was ‘n skeidsregter en beoordelaar. Hy was lief vir rugby en het onder meer vir Duiwelskloof se span uitgedraf. Hy laat sy vrou, Marina, asook vyf kinders na. Hulle het ses kinders gehad, maar die tweede oudste seun, Theunis, is vyf jaar gelede oorlede. Die ander kinders is Victor, Marina, Maryna, Cecilia en Petrus (Boet jr.). Hy laat ook 12 kleinkinders en 12 agterkleinkinders na. Die goeie ou tye? As ons terugkyk na die begroting wat einde Junie 1994 deur die Louis Trichardt Stadsraad goedgekeur is, is dit moeilik om nie terug te verlang nie. Die verlange is natuurlik na die lae verhogings en die (relatief) min uitgawes. Die 1994 begroting het natuurlik net voorsiening gemaak vir die dorp, wat heelwat eenvoudiger was as deesdae se Makhado Munisipaliteit wat moet begroot vir ‘n reuse omliggende gebied wat landelike areas en woongebiede insluit. Die verhogings destyds was tussen 1,7% en 3%, ten spyte van inflasie wat in Julie daardie jaar op 8,09% (jaar-op-jaar) gestaan het. Die dorp se bedryfsbegroting was R41,5 miljoen en die begroting vir kapitaalprojekte was R8,4 miljoen. ‘n Week of wat gelede is Makhado se begroting goedgekeur met ‘n bedryfsbegroting van R960 miljoen. Die Raad het R3,12 miljoen begroot om dienste aan 167 addisionele erwe te verskaf. Sportfasiliteite het R502 000 se aandag geniet, met die grootste deel (R95 000) wat begroot is vir ‘n lening aan die Atletiek-, Fietsry- en Kanoklub om ‘n klubhuis te bou. ‘n Addisionele rolbalveld sou gebou word teen ‘n koste van R160 000 en twee ekstra tennisbane sou gebou word teen R100 000. Die stadsraad se bekommernis was dat die beskikbare waterbronne nie sou kan voorsien in die groei nie en R500 000 is opsy gesit vir die oprigting van ‘n addisionele water reservoir. In sy begrotingsrede het Holtzhausen gesê dat die Raad groei wil stimuleer in die dorp “sonder dat die oorbelaste entrepreneur verder belas word met hoë tariefaanpassings”.

On Sunday, 14 July, a number of wreaths will be laid at the MOTHs Turbi Hills Shellhole in Louis Trichardt to commemorate the battle of Delville Wood and to pay tribute to the South African soldiers who lost their lives during this battle. The Battle of the Somme occurred between 1 July and 18 November 1916 and is described as one of the bloodiest battles in human history. More than one million men were wounded or killed on the banks of the river Somme in France. The South African influence on the battle was significant. On 15 July 1916, the 2nd, 3rd and 4th Battalions of the 1st South African Infantry Brigade were sent into Delville Wood to clear it of German troops and consolidate the front line. The fighting was fierce and soon the 1st SAI

In a concerted effort by the South African Police Service (SAPS) in Limpopo to deal with the surge in crime in the province, 866 suspects were arrested as part of Operation New Dawn. The operation took place from 17 to 25 June, covering all clusters. Various police units from provincial, cluster and station level took part, including members of Crime Intelligence, Crime Prevention, the detectives, the Public Order Police Unit, K9 Unit and the Tactical Response Team (TRT). “These simultaneous operations are aimed at stabilizing and normalizing the crime-infested areas, through roadblocks, stop and searches, tracing of wanted suspects and raiding of unlicensed businesses, including liquor outlets,” said Colonel Moatshe Ngoepe, provincial police spokesperson on Tuesday. The suspects were arrested for various crimes, including murder, attempted murder, business and

house robbery, armed robbery, burglary residential and business, rape, possession of unlicensed firearms and ammunition, possession of drugs and suspected stolen property, contravention of the Immigration Act to driving under the influence of liquor and operating unlicensed liquor outlets. During these operations, the police, among other things, issued 1001 traffic fines, closed eight shebeens and confiscated five cars, computers, 27 knives, 10 firearms, cash amounts, televisions, cellphones and drugs. “The origin of the recovered firearms and other items will still be determined through the ongoing police investigations. The suspects arrested during this operation will appear before various Magistrate Courts around the province,” said Ngoepe. The acting provincial commissioner of the South African Police Service in Limpopo, Major General Jan Scheepers, expressed his appreciation over the arrests and commended the SAPS members who participated in these operations for their excellent job.
