Killing frenzy

Hundreds of Pitbulls surrendered out of fear

A spate of fatal American Pitbull Terrier (Pitbull) attacks across South Africa the past two weeks has caused a media frenzy and a huge public outcry, causing hundreds of Pitbull owners to surrender their dogs to the Society for the Prevention of Cruelty to Animals (SPCA). In some communities, Pitbull owners who refused to surrender their dogs were threatened and their dogs forcefully removed by angry citizens in retaliation. These dogs were then killed in the most horrific ways, including being stabbed or stoned to death, set alight and even dragged behind cars.

At the time of our going to press, five fatal dog attacks had taken place across the country the past two weeks. The most recent was a 37-year-old Eastern Cape woman who was mauled to death. In the other four attacks, four children were killed. Although the breed of some of the dogs involved in these attacks is yet to be determined, most of the victims were killed by Pitbulls.

SPCAs across the country are now faced with the aftermath of these attacks. By Tuesday this week, the Louis Trichardt SPCA alone had to put down 24 Pitbulls since the start of the attacks. In the first week following the first attack, the Bloemfontein SPCA is said to have humanely euthanised 230 Pitbulls. Due to the aggressive nature of the Pitbull “power breed”, surrendered dogs are difficult to place in new homes, with home owners, especially those with children, reluctant to adopt them. This leaves the SPCA with very few options other than to humanely euthanise these surrendered dogs.

“The thing with a Pitbull, in some cultures, is that it is a status symbol. The first dog people ask for when they come to us is: ‘I want a Pitbull”. What happens then, maybe out of ignorance, is

that these dogs are either chained up or kept in cages. This is what makes them aggressive. In some cases, even the dog owner becomes scared of their own dog,” said Alicia Thomas of the Louis Trichardt SPCA.

Thomas said that Pitbulls were aggressive by nature. This aggressiveness is exacerbated by people’s keeping the dogs chained up, caged up or teaching them to fight. “Pitbulls were bred to fight, but once again it comes back to how you raise your dog,” said Thomas. Interestingly enough, Thomas said that Chihuahuas bit more people than Pitbulls, but because they were not a power breed, they did not inflict so much damage. “Any dog can bite. It is just the way they are raised,” Thomas said.

The 24 Pitbulls that had to be put down at the local SPCA mostly came for rural areas around Elim, Waterval and even Musina. “Not all the dogs that were surrendered were aggressive. In many cases, the dog owners merely feared for their dogs’ lives,” said Thomas.

Sadly, the current “kill campaign” brought out the worst in human nature. In one incident, a Polokwane man advertised that people could phone him to “sort out their problems” by killing Pitbulls. “This man was reported,” said Thomas. The public’s vengeance is also not limited to Pitbulls, with some people targeting all large power-breed dogs. “Where we were scared of dogs being stolen for dog-fighting purposes in the past, we area now worried that dogs can be harmed or poisoned just because they are a power breed,” said Thomas.

Regarding this, Thomas gave dog owners, especially Pitbull owners, a couple of tips. “If you have a Pitbull, please ensure that you are extra vigilant about your dog(s) at this time. They have always been a target of theft and dog-fighting syndicates, but now the risks are

greater. They should never be at the front gate, in plain sight of the public passing by. Temperatures are running high, and until this situation is diffused, crazy things can, and will, happen,” said Thomas. This warning also extends to owners of all large power-breed dogs.

For people considering a power breed as pet, especially to act as a deterrent against crime in crime-infested South Africa, Thomas urged people to do their homework around any breed that they plan on bringing into their life and home.

Pay back the money, High Court tells Tony

Former Venda king Toni Mphephu Ram abulana suffered a humiliating defeat in the Gauteng Division of the High Court on Tuesday. Not only was he told to pay back immediately the money he had received from the now-defunct VBS Mutual Bank to finance three luxury vehicles, but he was also described as a dishonest person. He was in structed to pay back more than R5,58 million plus interest.

VBS Mutual Bank was placed into final liquidation by the North Gauteng High Court on 13 November 2018, and Mr Anoosh Roop lal of SNG Grant Thornton was appointed as liquidator. This followed a looting spree where the once-esteemed bank was abused to funnel hundreds of millions of rands to various people, including politicians and prominent members of society. The curator has been battling for a few years now to claw back some of these funds.

One of the people who came onto the curator’s radar was former Venda king Toni Mphephu Ramabulana. Mphephu was mentioned in the Terry Motau report in the list of high-profile people who had benefitted from loans from the mutual bank. His Dzata Trust is said to have received a R10,6 million loan from VBS, which was used to buy a luxury property in Dainfern, Johannesburg.

But the three vehicles that Mphephu had acquired via dubious “loans” from VBS were the ones that caused a major headache. The vehicles, a Range Rover 5.0 V8, BMW 760i Sedan and a Mercedes-Benz V250d, were financed and the outstanding amount due was just over R4,11 million.

Judging by the court papers, the curator tried hard to get Mphephu to service the debt or give the vehicles back, so that they could be sold to cover part of the debt. Eventually, the court was asked to give an instruction.

“The Respondent’s version is so far-fetched and legally untenable and requires no further consid eration,” he said.

Mphephu’s lawyers then tried to argue that the debt had prescribed, because it was more than three years old. The fact that Mphephu had admitted in 2021 that he owed the money and that he was fully aware of the debt made this argument moot.

In yet another attempt to get out of the debt, Mphephu’s legal team argued that a process was underway to place him in debt rescue. They had also lodged a complaint with the National Credit Regulator. The argument was raised (at a very late stage in the process) that because the matter was now being dealt with by the National Credit Regulator and the Tribunal, another court could not rule on it.

Judge Makume pointed out that no “matter pending” concerning Mphephu was before a tri bunal, “…in this matter, all that the Respondent relies on is the letter to the Regulator. There is nothing pending immediately before the Tribu nal or before a Debt Review Counsellor,” he said. Because the complaint brought by Mphephu falls outside the time frame allowed for such a response, he also reckoned that it should not be dealt with.

The judge was not very flattering when he described Mphephu’s conduct. “In the Replying Affidavit, the Liquidator dealt extensively in responding to the Answering Affidavit and in my view exposed the Respondent’s dishonesty at various levels. The Respondent’s evidence and version crawls with contradictions and inconsis tence and has completely distorted the reality,” he said.

Apart from the more than R5,58 million that Mphephu must repay, he is also responsible for the cost of the court case.

(Contd from P1)

“Taking in an animal is a lifetime responsibil ity, and the mix must be right for all. Let’s not set dogs up for failure, but let’s also have a clear understanding of the traits of each breed. Should you need advice in this regard, please contact us,” said Thomas.

As for the current situation, Thomas believes the worst is yet to come and the issue is taking a severe emotional toll on SPCA members, especially having to put down perfectly healthy animals in direct conflict with the SPCA’s man date to protect all animals.

“We do not want to discourage people from surrendering their animals, but this [situation] is difficult. Apart from the emotional toll, it also has a cost implication. Euthanasia is not cheap. But in the end, these dogs are still better off being humanely euthanised by us, rather than being tortured to death by community members … The only ones at fault here are humans. It is not the dogs’ fault,” said Thomas.

People wanting help or needing more infor mation on how to surrender their dogs are urged to phone inspector Lawrence Khodobo at Tel 082 965 5151. No one will be turned away.

In his ruling that was made available on Tuesday, Judge Motsamai Makume wasted no time in dealing with Mphephu’s objections. He mentioned that in a letter dated 8 July 2021, Mphephu’s attorney stated that he would service the debt or return the vehicles. When the curator later insisted that the vehicles be returned, the excuses started mounting.

The first objection from Mphephu’s legal representative was that VBS Mutual Bank was not registered as a credit provider and thus not allowed to render credit. He also argued that the credit was extended in a reckless manner because Mphephu would clearly not have been able to afford the instalments on the debt.

Proof was provided that VBS was (and still is) registered as a credit provider. A summary of Mphephu’s income at the time was also provid ed, which indicated that he had received large sums of money from a variety of businesses and individuals. Several examples of such funds were filed, among others payments by Mmampilo Petroleum (R341 776), Vele Investments (R438 929) and Venmont Holdings (R145 370). He also received a salary from the government as ruler of the Vhavenda nation.

Judge Makume could not be persuaded by the argument that no proper credit vetting had been done on Mphephu before he was given the loans.

Several attempts to contact Mphephu on Wednesday were unsuccessful. He only respond ed late in the morning, saying that he was still going to sit down with his lawyers to study the court documents. Only once they have a good understanding of what was said will they be able to plan the way forward.

DA files motion to exempt watertreatment plant from load shedding

The DA in Louis Trichardt has given notice of a motion to serve before the Makhado Municipal Council on 8 De cember that urges the Makha do Municipality to engage with the Vhembe District Municipality (VDM) urgently to try and resolve Louis Trich ardt and Tshikota’s continual water shortages.

Notice of the motion, ad dressed to the Speaker of the council, was received by the Makhado Municipality on 24 November and was compiled by Ward 8 DA councillor Pierre Smalle.

According to Smalle, every one has the right to have access to sufficient food and water as per Section 27(1)(b) of the Constitution of the Republic of South Africa. “In the last 325 days, dated from 1 January 2022 until 21 November 2022, Louis Trichardt and Tshikota residents underwent 55 days without water due to breakdowns or maintenance [problems]. Out of the 325 days, booster pump station 3 recorded 184 days when [the] water supply was below 50%,

and, shockingly, only four days, which is 1,23% of the 325 days, when the supply was above 89%,” states Smalle in his mo tion. These statistics quoted by Smalle come from the VDM’s own records. Many residents will, however, argue that the number of days without water far exceeds the 55 indicated.

Smalle goes on to state that the house (council) must further note the continual in terruption of the water supply to residents of Louis Trichardt, warning that load shedding will continue in the foreseeable fu ture and that this will continue to impact the availability of a constant water supply to Louis Trichardt and Tshikota severely.

“Therefore, the Democratic Alliance calls on the Makhado Local Municipality to liaise with VDM and, together, both municipalities engage with Eskom and apply under regulation NRS048-8-2009 to exempt all facilities that supply Louis Trichardt residents with water be exempted from load shedding,” Smalle’s motion reads.

The motion further states that the DA also calls on the Makhado Municipality to

engage with VDM as a matter of urgency to hold VDM accountable and ensure that processes are sped up with re gard to maintaining boreholes that can feed water into Louis Trichardt’s water system; better equipping the other existing temporary water supply points; and ensuring that a minimum of one tanker is always on standby for the town’s CBD and town residents.

This is not the first time that Smalle has called on the Makhado Municipality to ask Eskom to exempt the electricity network supplying the town’s water treatment plant from load shedding. On 23 Septem ber, Smalle wrote a letter to Louis Trichardt’s municipal manager, Mr Kent Nemaname, requesting the exact same thing in terms of regulation NRS0488-2009. The director of water and sanitation, the executive mayor and the Speaker of council were CCed in the letter.

“I received absolutely no feed back,” Smalle said.

With the motion, Smalle now hopes that, if accepted, the council will take a step in a positive direction to alleviate the town’s water problems.

Mukwevho, te skakel by tel. 063 684 3018 of adjudant-off isier Maluleke by 082 414 7048.

J.L Serite as stadsekretaris. Serite is aangestel ten koste van die raad se waarne mende stadsekretaris, me. Susan du Toit.

Univen satellite campus fast becoming a reality

Makhado Municipality donated 33 hectares of land for the establishment of the new satellite campus of the University of Venda (Univen), which will be built in Louis Trichardt. The handover was done at the site in Louis Trichardt on 28 November.

The satellite campus will be built on land opposite the Makhado Show Grounds, next to Ridgeway College. The development allows for a residential area for lecturers as well as for student accommodation.

The mayor of the Makhado Municipality, Cllr Samuel Munyai, said that the campus would create jobs for the local community, empowering them through skills training and reskilling. The campus will also create exponential economic growth by increasing the number of consumers in the area, increasing tourism, and giving the municipality access to state-of-the-art meeting facilities for both officials and the community. He said that the University of Venda would

benefit from the extension of its footprint in the province, regional integration and local reach relevancy.

Munyai said that the establishment of the campus in the Makhado municipal area would change the face of the town and also contribute positively to the much-needed skills gap in the community.

“The land we are handing over is in line with the Musina Makhado Special Economic Zone (MSEZ) initiative, which aims to develop a Smart City that will address integrated sustainable development,” he said.

The vice chancellor and principal of Univen, Dr Bernard Nthambeleni, said that the university had been rejuvenated. “It is such a great joy for me to be here today. We want to be partners of the economic zone. I am very excited to be part of this journey today as we are also celebrating 40 years of the existence of the university serving the community. Although we are located in a rural area, we are not a rural university,” said Nthambeleni.

Six police officials arrested for corruption

Six police officers attached to the Tshamutumbu Police Station appeared in the Musina Magistrate’s Court on Monday, 28 November, on charges of corruption and defeating the ends of justice.

Fhulufhuwani Calderon Kwinda (55), Ndivhaleni Negota (45), Naledzani Jonathan Mabalana (55), Takalani Eric Nefolovhodwe (45), Midiaifani Tshikovhele (35) and Elisa Nenzhelele (38) were arrested on 25 November this year. While these members were deployed along the border line, they allegedly colluded with illegal cigarette-smuggling syndicates and created a safe passage for them to enter the country illegally.

According to Limpopo police spokesperson Brig Motlafela Mojapelo, these activities reportedly occurred for a prolonged period while the members enriched themselves at the expense of the State’s resources.

The arrests have brought a sigh of relief for communities along the border of the Limpopo River. Residents who spoke on condition of anonymity, fearing retaliation, said too much crime was taking place along the border area.

“We are not safe here. You report crime to the police, but they never respond. What they do is pass the message and your name on to the crime syndicates, who then victimise you. These police officials are useless, and we have been complaining about them for a long time, with no help forthcoming,” he said.

The local traditional leader, Vhamusanda Vho-Thiwelimulambo Rammbuda, concurred that crime is rife in the area. “There are many incidents of car thefts, dealings in illegal cig-

arettes and robberies in our villages, and the police seem to have been captured. As much as we applaud these arrests, we are worried that the Tshamutumbu police are understaffed and this will further deteriorate the [crime] situation,” he said.

The case was postponed to 2 December 2022 for the accused to be profiled and for a bail application. The accused were remanded in custody.

Young Triegies come out tops as Boabab Champs

Baobab Project

The past week saw the end of the Zoutpansberger’s ambitious Baobab Champs project, held in partnership with the Baobab Foundation, with some 150 plus young baobab trees donated back to the foundation to be planted in the wild.

The project, held in honour of Oom Frans van der Merwe, who passed away on 30 December last year, was launched in February this year with participating schools Louis Trichardt High School, Laerskool Louis Trichardt, the CVO Skool Zoutpansberg and Ridgeway Col lege. The Mulisawashu Early Learning Centre at Ha-Mashamba joined the project at a later stage.

Oom Frans will not only be remem bered for his decades-long crusade against the illegal posting of abortion posters in town, but he was also a huge nature lover, with a particular fondness for trees. A decision was taken that no better way existed to honour his legacy than to launch a baobab-planting project, the benefits of which future generations can enjoy for hundreds of years to come.

As part of the project, children from participating schools each received a Baobab “starter kit consisting of five planting bags; a sachet containing 15 baobab seeds (three seeds per planting bag as not all

seeds germinate); a booklet with infor mation about baobabs and the projects of the Baobab Foundation, and five tags to identify each planting bag for data recording and record keeping. (The tags were sponsored by the Zoutpansberg Private Hospital, who expressed a keen interest in getting involved with the project. For this, we thank them). Each starter kit also contained an 80g bag of Baobab Powder superfood, sponsored by EcoProducts, and a 10ml bottle of BaoCare Clear skincare oil for people with spotty or oily skins. In addition, Dr Sarah Venter of the Baobab Foundation visited the schools and gave the children some tips on caring for the young seed lings. With a doctor’s degree in botanyspecialising in baobab trees - Dr Venter knows more about the trees than just about anyone. Without her input and support, this project would not have been possible.

But why baobabs? Baobabs are iconic and important African trees and form an integral part of many savannah ecosystems, such as those found north of the Soutpansberg. These trees also play an important role in rural peo ple’s lives and not only provide nu trition but also pro

vide an income to thousands of rural African families. The sad part is that baobab tree numbers are decreasing and the hope was that this project, how ever small it might seem, would boost the number of baobab trees in the wild.

“Although we would have wanted to see more trees ‘surviving’ we are happy with the 150 plus young baobab trees we received back,” said Andries van Zyl, editor of the Zoutpansberger. He added that some pupils had apparently not lis tened well or completely understood the assignment. “We told all the children that they should stop watering the trees at the beginning of winter. The trees lose their leaves and look as if they are dying. We told them that the trees were in fact not dead and that when they could resume watering the plants at the onset of spring, they would sprout new leaves. Sadly, a lot of students reported back that they had thought that the trees had died and thrown them out,” said Van Zyl.

“Some of these trees are in amazing condition,” remarked Dr Venter upon receiving the trees on Monday. She expressed her gratitude towards all the children who had persevered. So too did Van Zyl thank each child who had actively participated. “Your dedication is commendable. For that we

thank everyone who contributed in whatever way to the project,” said Van Zyl.

Laerskool Louis Trichardt emerged as top participating school. “Throughout the project, the children and the teachers involved with the project gave continuous feedback on the progress being made. Their pupils also showed the most enthusiasm,” said Van Zyl. As top performing school, Laerskool Louis Trichardt wins R2000. The top performing pupils at each school will also receive R400 each,

with the prize money totalling over R5 000. The top performing pupils will also be invited for an all-ex penses-paid trip to Big Tree at Sagole (near Tshipise) – the biggest and oldest baobab tree in the world - early next year on the first available date.

“Laerskool Louis Trichardt was so excited about the process that they indicated that they wanted to hold a similar project next year as part of their curriculum,” said Van Zyl. Dr Venter also expressed her excite ment about this prospect.

Sigrid

Competition

photo-calendar competition for the month of December, with her beautiful photo of Han glip, unique to the Soutpansberg. Unlike previous years, the region’s photogra

phers could enter throughout the year for the newspaper’s photo calendar competition. Each month, photographers could enter five photos, from which one monthly winner was selected. This means that, in total, 12 winning photo graphs were chosen.

Each of the 12 winning entries were judged on their uniqueness relating to the Soutpansberg. These include unique places of interest, nature and wildlife photographs. The latter again formed the bulk of entries received, predomi nately taken in the Kruger National Park.

The 12 winning entries (with December’s winning entry chosen from the top entries throughout the year who did not win) will be used to print an A3-format photo calendar for 2023. A limited number of these calendars will be printed and used by the newspaper for mar keting purposes. It will also be available to the public at a price of R100 each, which basically just covers the printing cost. These calendars will be available on request at Leach Printer in Louis Trichardt. No profit will be made from these sales. For more information regarding this, phone Andries at Tel (015) 516 4997 or 082 603 2419 during office hours.
