Die 23-jarige Heidi-Lene Jonck veg steeds om haar lewe in die intensiewe eenheid van die Pietersburg Provinsiale Hospitaal. Party dae gaan dit beter as ander het Heidi-Lene se sussie, Elze-Marie du Preez, dié week gesê. As gesin, het Elze-Marie bygevoeg, is hulle dankbaar vir elke bietjie genade. “Dit is hierdie gewag wat ‘n mens rêrig lewendig opvreet … maar ek sê vir jou, dit is met gebed dat sy tot hier gekom het ... wat die Here haar beskerm het ... wat ons as gesin op ons voete hou en staande hou en sterk bly ... ons moet sterk bly vir haar; ons móét sterk wees vir haar,” het Elze-Marie Dinsdag telefonies aan die Zoutpansberger gesê. Heidi-Lene is al vir meer as twee weke in die hospitaal en het verlede Vrydag haar 23ste verjaarsdag in die hospitaal deurgebring. Sy het ernstige beserings opgedoen ná ‘n bootongeluk. Sy het op Sondag, 11 Maart, saam met vriende by die Albasinidam baljaar en op ‘n binneband gery wat agter ‘n boot gesleep is op die dam. Van die vriende het op ‘n stilstaande boot op die dam ontspan, terwyl ‘n tweede boot die binneband getrek het. Heidi-Lene is, toe die boot skerp weggedraai het, teen die agterkant van die stilstaande boot geslinger. Met die slag is Heidi-Lene se linker femur gebreek. Dié is intussen geopereer en met ‘n pen geheg. Heidi-Lene se dokters wou eers wag totdat sy nie meer onder verdowing is nie voordat hulle aan haar opereer, maar moes inderhaas die breuk heg omdat Heidi-Lene te veel bloed verloor het. Dit was egter die hou wat Heidi-Lene teen haar kop weg het wat nou die meeste probleme veroorsaak. Volgens haar dokters is Heidi-Lene verlam aan die linkerkant van haar liggaam. Haar dokters kan egter nog nie bevestig of die verlamming permanent gaan wees nie. Hulle moet eers wag

Heidi-Lene word ook nog deur middel van ‘n ventilasiebuis op suurstof gehou, omdat sy sukkel met asemhaling die oomblik as haar verdowing minder gemaak word. “Dit lyk of sy klein beroertes kry,” het Elze-Marie gesê. Volgens die dokters beperk die verdowing die breinaktiwiteite wat Heidi-Lene se liggaam tyd gee om gesond te word. “Die dokters het gesê hulle kan nie nou aan Heidi-Lene se brein opereer nie, en dat al wat haar nou gesond gaan maak, is tyd,” het Elze-Marie gesê. Heidi-Lene reageer wel op die mense om haar se stemme, wat daarop dui dat die swelling wel stadig maar seker besig is om minder te word. “Sy hou nie van die pyp in haar keel nie, maar as ek met haar begin praat, dan raak sy weer rustig ... partykeer beweeg haar regteroog ... of haar mond kreukel so,” het Elze-Marie vertel. Heidi-Lene was teen druktyd op haar tweede kursus antibiotika, nadat sy ‘n infeksie in haar longe opgedoen het. Dit is moontlik aangehelp deur die damwater wat sy tydens die ongeluk ingesluk het. Dit is vir Elze-Marie hartseer om haar sussie so te sien lê, maar weens werksverpligtinge is dit nie moontlik vir haar om elke dag by haar sussie te wees nie. “Ons familie en vriende los mekaar af, maar ons probeer dat daar ten minste een keer per dag iemand bekend is wat inloer by Heidi,” het Elze-Marie gesê. Vhembe celebrates Water Week while residents endure dry taps again By Isabel Venter
Last week, as the Vhembe District Municipality (VDM) celebrated National Water Week, residents in and around Louis Trichardt ironically found themselves with little to no water in their taps once more. On Thursday, VDM mayor Cllr Florence Radzilani conducted a local Water Week awareness campaign at an event held at Vhufuli Village near Thohoyandou. The campaign served as a mechanism to reiterate the value of water, the need for sustainable management thereof and the role water plays in eradicating poverty and underdevelopment in South Africa. Residents had to do without water during the event, however. In fact, residents had to kick off their Human Right’s Day celebrations on Wednesday with the news that no water was to be had. According to the Democratic Alliance (DA), the latest water shortage occurred because of the VDM’s defaulting on their electricity account with the Makhado Municipality, to the amount of R23 million. This
allegedly forced the Makhado Municipality to take drastic measures and cut off the electricity supply that the VDM needed to deliver water effectively to Louis Trichardt. The cuts resulted in residents’ having to cope without electricity or water as five boreholes in Tshikwarane, Kutama Sinthumule and Elim Waterval, pump stations, as well as sewerage plants, were affected. Only after the local DA councillors had intervened was the electricity supply turned back on by Makhado and residents had access to water late on Wednesday afternoon. In addition, it would seem that the VDM and its disgruntled employees had not laid their “labour dispute” to bed. Residents living in the Kiepersol Complex in Devenish Street were furious when their water shortages continued for the whole weekend. Upon reporting the matter, the residents learned that the VDM employees were still in dispute with the VDM concerning overtime pay that they had not received. As a result, residents’ water supply was turned off in protest. Residents were left with a sense of déjà vu, as this is almost
exactly what transpired earlier this year in February. Employees working at the electricity department, stationed in the municipal area of the Makhado Municipality, demanded their overtime pay-outs, which saw them going on a go-slow strike action. Residents were left without water for nearly a week. At the time, the VDM indicated that they did not consider the matter [sabotaging the town’s water supply] as criminal but rather as a labour dispute between the employer and employees. In the meantime, the DA announced that they had acted and had written an urgent plea to the provincial MEC for Cooperative Governance, Jerry Ndou, to immediately probe what they regard as the VDM’s dismal financial management. “The DA believes that cutting off electricity due to non-payment by a government entity on a day when human rights are to be celebrated and not be infringed upon, is totally unacceptable and violates the rights of Vhembe District residents as enshrined in the Constitution,” said DA MPL Jacques Smalle this week.
Hof wil in Augustus begin met saak teen vermeende renosterstropers Hofnuus
Die nodige papierwerk is nog nie afgehandel in die saak teen die drie mans wat teregstaan op klagte van renosterstropery nie. As alles volgens plan verloop, kan Deon van Deventer (48), Niklaas van Deventer (51) en Onward Muchagowa (41) later vanjaar hul dag in die hof kry. Die drie mans het op Woensdag, 14 Maart, weer
in die Louis Trichardt Streekshof verskyn. Hulle is in aanhouding nadat hulle op 6 Januarie 2017 gearresteer is toe hulle glo ‘n afgesaagde renosterhoring in ‘n plastieksak ten tyde van ‘n polisiejaagtog op die Vivo-pad by hul bakkie se venster uitgegooi het. Hulle borgaansoek is in Mei 2017 van die hand gewys. In die saak wat tans voor die Louis Trichardt Landdroshof dien, word daar vermoed dat al drie die mans verbind kan word met nog twee afsonderlike gevalle waar renosters doodgeskiet en gestroop is van hulle horings. Tydens hulle laaste hofverskyning is die finale papierwerk afgehandel wat betref die drie mans se regsverteenwoordiging. Die mans se saak is uitgestel tot 20, 21 en 22 Augustus, sodat daar kan begin word met hul verhoor.
The new 2018-to-2023 general valuation roll for Makhado has left a couple of people scratching their heads. The new valuation roll was compiled by Geospatial Valuation Technologies, a company from East London, after Council awarded them the tender under bid number 51/2017 to the amount of R9 998 500. The proposed new valuation roll is currently open for public inspection, with residents having until 4 May to submit inputs or objections against the new valuations on their properties. In last week’s Zoutpansberger, the newspaper did a price comparison between the old and new values of properties in Louis Trichardt’s Schimper Crescent. Overall, properties in this street showed a 72,3% increase in value, although some properties had, for no apparent reason, decreased in value. “I am astounded at the valuations which have been reduced in value, and I do not agree with most of the other valuations,” remarked one local market expert, Ms Gwen Loots of Realty 1. Regarding this, Loots had questions as to what methodology Geospatial had used to determine the new property values. “Perhaps the responsible company might give a report as to how they arrived at the respective valuations. In my opinion, using agencies from another town is a futile exercise and a waste of money, as the features of a property have a huge influence on the market value,” said Loots. She added that the local registered agencies were professionals and knew their market. “They can give realistic market-related valuations, using accurate statistics and facts on the properties, taking features, location and quality into consideration. One would expect our local Council to support local,” said Loots. Many residents will still remember the furore sparked by die 2014-to-2018 valuation roll. From the outset, the awarding of the tender for the compilation of the new 2014-to-2018 valuation roll for the Makhado municipal area (Tender 1/2013) was marred by allegations of irregularities and even fraud. This in addition to the controversy and public outcry the completed valuation roll itself eventually sparked among residents, with many arguing that the valuations done by Risuna Property Consultant of their properties were, in most cases, nothing more than a thumb-sucking exercise. On 25 July 2014, Acting Judge D Dosio of the Gauteng High Court even ruled that the awarding of the tender had been unlawful. Despite this, residents could do little but accept the 2014-to-2018 valuation roll. Based on the previous valuation roll’s dubious background, many residents also wanted to know to what extent the 2014-to-2018 valuation roll had been used to compile the new valuation roll. The new valuation roll left especially the local farming community fuming. The new roll saw many farms increase in value by more than a 100% in certain cases, with others even going up by 200% and more. TAU SA North’s Ms Erika Helm, the union’s local government representative, was particularly vocal on the issue. “We are aware of the astronomical increases in the value of the agricultural land of our members within the Makhado Municipality. We urge our members to go an inspect the valuation roll and, where needed, to object to the proposed valuations,” said Helm. She warned that once the roll has closed for public inspection, there will be little land owners can do but pay the property
rate due on their valuation amount. For farm land, property rates work out at 0,20 cents in the rand (in town it works out 0,80 cents in the rand, calculated on the value after a R26 137,20 rebate on all residential properties). Helm said that within their structure, they also had qualified people to assist members in lodging an objection. “We are registered at the Deeds Office and can check the most recent sale information to determine the most realistic price per hectare. Our biggest concern is that most people do not realise the importance of the issue,” said Helm. Helm said that the increases in value on farm land within the Makhado Municipality was ludicrous. “If you look at similar farm land falling just outside of the Makhado Municipal boundary, such as in the Blouberg and Molemole municipalities, the valuation is between R5 000 and R6 000 per hectare. In the Makhado Municipality it is R15 000 per hectare,” said Helm. Helm pointed out that this conflicts with the Municipal Property Rates Act (MPRA) of 2004, which states that the general valuation must reflect the market value of properties determined in accordance with market conditions that apply at the date of valuation. “The municipality cannot simply increase property rates to balance their property rates income,” said Helm. She added that it was important to remember that property values of farms were dropping because of the present political climate and the government’s intention to expropriate farm land without compensation. Helm said they understood that property rates should be paid on farm land, but that such rates should be calculated fairly. “The municipality cannot enforce unreasonable valuations. It is therefore of the utmost importance that land owners should object within the period of public inspection. According to the law, you can only object to a valuation on an individual property, no against the valuation roll as a whole,” said Helm. The proposed new valuation roll is available at Office C027 at the Makhado Civic Centre in Krogh Street, Louis Trichardt, on weekdays from 08:00 to 13:00 and from 14:00 to 16:00. The valuation roll can also be inspected at the regional administration offices at Waterval, Dzanani and the Vleifontein satellite office. It is also available on the municipality’s website at www.makhado.gov.za. Regarding the question of what methodology Geospatial had used to determine the new property values and to what extent the previous valuation roll had been used, a media enquiry was sent to the company last week. The company responded on Monday. Regarding their methodology, the company quoted Section 45(2)(a) of the MPRA, as amended, which states that the physical inspection of the property to be valued is optional, and that comparative, analytical and other systems or techniques may be used. This includes aerial photography and computer-assisted mass appraisal systems or techniques. Having said this, the company stated that all urban properties were physically visited, inspected and measured. Regarding the extent to which the old valuation roll had been used to determine new values, the company quoted Section 31 (2) (b) of the MPRA, as amended, which reads that the general valuation must reflect the market value of properties determined in accordance with market conditions that apply at the date of valuation. “We do not use the 2014/2018 valuation roll as a basis to calculate value,” the company stated.

Die rede hiervoor is dat die gras nou al so lank is dat dit baie van die grafte totaal en al verswelg het. Die Zoutpansberger het verlede week die Makhado Munisipaliteit versoek om te verduidelik waarom hulle nie meer die gras in die begraafplaas sny nie. Munisipale woordvoerder mnr. Louis Bobodi het Dinsdag gereageer deur te sê dat hulle ernstige probleme het met stukkende masjinerie, waarvan
sommige reeds aan die begin van die jaar onklaar geraak het. Dit kan dalk ook verduidelik hoekom lang gras ook elders in die dorp te sien is op munisipale persele. Volgens Bobodi het die stukkende masjinerie veroorsaak dat hulle nie kan byhou met hul program van instandhouding in parke, ontspanningsareas en die begraafplaas nie. “Ons is besig om die probleme uit te sorteer,” het Bobodi gesê. Hy het bygevoeg dat hulle nie ‘n afsonderlike span werkers het wat net na die begraafplaas omsien nie. “Die sny van gras hang af van die seisoen en tempo waarteen die gras groei. Dit is egter staande praktyk dat ons ten minste een keer per maand die gras sny. Ons het middel Februarie die gras laas gesny. As alles goed gaan, sal ons teen middel April weer kan sny,” het Bobodi gesê.

Makhado MM in court facing charges of fraud By Kaizer Nengovhela

Makhado Municipality’s newly appointed municipal manager, Freddy Tshivhengwa, appeared in the Thohoyandou Magistrate’s Court on Monday, where he is facing charges of fraud. The charges against Tshivhen gwa relate to transactions while he was still employed as the Vhembe District Municipality’s technical services manager. Tshivhengwa is alleged to have assisted in the awarding of seven tenders to his friend and the co-accused in the case,
Denis Khoza. Khoza’s business, Denrob Business Enterprise, allegedly received tenders worth R42 Million between 2007 and 2009 in an irregular manner. It is further alleged that Khosa paid R30 000 in cash to Tshivhengwa to get the tenders. The Hawks also investigated allegations that Khoza had bought two trucks that were given to Tshivhengwa and that his house was renovated in order to get more tenders. The two accused were summoned by the Hawks to appear in the Thohoyandou Court on Monday morning. The case was postponed to 29 June and the two
were released on a warning. The state prosecutor postponed the case while awaiting instructions on whether the matter should be referred to the High Court or whether it should be heard in the Magistrate’s Court. Tshivhengwa was appointed in November last year after the municipality had parted ways with Sakkie Mutshinyali. The Makhado Municipality’s spokesperson, Mr Louis Bobodi, said that as the municipality they upheld the doctrine that a person was innocent until proven guilty by a court of law. “We therefore cannot comment,” he said.
Court sets date to give verdict in former magistrate Rambau case Court News
Could the eight-year-long court case of former regional magistrate Ronnie Rambau finally be drawing to a close? The Musina Magistrate’s Court received the heads of arguments of the case this week. Come this June, Rambau will know if he is guilty or not of corruption. Rambau stands accused of accepting a bribe to influence a court case, together with exprosecutor Estene Willemse and attorney Tivoneleni Edmond Lubisi.

The trio were charged with corruption and conspiracy to commit corruption.They were arrested during a police trap in February 2010 for allegedly receiving bribes to influence the outcome of criminal cases such as murder and rape. During his previous court appearances, Rambau had asked the court to afford him the time to produce a witness that would supposedly testify about alleged agents within the South African Police and National Prosecuting Authority that had plotted to have Rambau arrested on bogus
charges. According to Rambau, malicious intent was behind his prosecution. The court said, however, that Rambau had had ample time to state his case and granted the State’s application to close their case. He was afforded time until last week to produce his final witness, which he failed to do. Upon receiving both parties’ arguments, the court indicated that it would deliberate on the case until 28 June, when it is expected to give a verdict.

Louis Trichardt het hierdie week met groot hartseer verneem van een van sy oud-inwo ners se afsterwe. Die 25-jarige Stefan Calitz is Sondag dood in ‘n motorongeluk. Hy was ‘n oud-leerling van Hoërskool Louis Trichardt en die hoofseun van Laerskool Louis Trichardt in 2005 voor sy ouers, Johann en Marlene Calitz, albei geliefde onderwysers in die dorp, verhuis het. Stefan is hier in Louis Trichardt gebore en was in Graad 8 toe pa Johann die pos as hoof aanvaar het by Hoërskool Nylstroom, waar Stefan gematrikuleer het. Johann is tans die hoof van Hoërskool Monument in Krugersdorp. Volgens die Graaff Reinett Adverteiser was Stefan ‘n passasier gewees in ‘n voertuig waarvan die bestuurder beheer verloor het op die R43-pad tussen Elim en Gansbaai. Ná skool het Stefan ‘n jaar gestudeer aan die Grootfontein Landbou Kollege in Middelburg, waarna hy voltyds by boerdery betrokke geraak het in die Karoo. Wyle Stefan laat sy ma, Marlene, pa Johann en jonger sussie Linzetta agter.

Ek is ... die Weg, die Waarheid en die lewe

Hy het gedink die leemte in sy siel is te wyte aan die gebrek van net een enkele goeie en grootste daad wat nog aan al die ander dade van sy doen-godsdiens ontbreek. Met hierdie deugsame jong man praat Jesus nie oor sonde nie, maar wel oor “een ding” wat ontbreek. Sy lewe voor die mense was onberispelik en streng wetties. Maar wat help dit alles as jy nog nooit die een, eerste en basiese stap tot redding gedoen het nie? Hy het nog nooit as verlore sondaar vir Jesus as Verlosser ontvang en ‘n begin gemaak om Hom as ‘n dissipel te volg nie. Sy sieledors was sterk, maar nie so sterk dat dit hom tot oor sy grootste vashaakplek, sy aardse besittings, tot by Jesus kon dryf nie (Joh. 16:9). By baie edele, uiters godsdienstige en opregte mense ontbreek daardie een ding: ‘n ware ontmoeting met Christus as Verlosser. Die Bybelse bewys van wedergeboorte en dat hulle in Christus uit geestelike dood oorgegaan het tot nuwe lewe in Hom. Watter een ding weerhou jou om Christus as Verlosser en Saligmaker te ontvang? Die jong man waarvan ons gelees het, het vir Jesus net “Leermeester” genoem, maar nooit “Here” nie. Is Jesus Here en God van jou lewe? - 079 516 8303

When the current parking metre system made its grand debut in Louis Trichardt, it allowed the Makhado Municipality to collect money and create employment … or did it? At the time, residents openly expressed their doubts about the new system. Almost six years later it would seem that some of their fears have become a reality, and that the system might even be operating illegally. The Zoutpansberger first picked up on these allegations towards the end of 2017. Ever since, more and more residents have openly questioned the parking system, with many bluntly admitting to not paying for parking ever. For those who do pay, the concern is in whose pocket their hard-earned money ends up. Originally, the parking system was to operate from Mondays to Fridays between 08:00 and 17:00, and on Saturdays the system was to operate between 08:00 until 13:00. Sundays and public holidays the system was not operational. The tariffs were R3.00 (0-30 minutes), R8-00 (30-60 minutes) and R12.00 (60-90 minutes). The last couple of months, however, the system has been plagued by allegations of irregularities. For example, meter attendees have been spotted working irregular hours – sometimes not at all – or moving to streets outside the borders of the CBD, which never formed part of the municipality’s original plan. On social media, residents also shared their experiences of fluctuating parking fees. Some claimed they were requested to pay R20 for parking time that fell in the R3 zone. Curious about this situation, the newspaper enquired from the Makhado Municipality in January about the alleged irregularities with their system. The municipality’s spokesperson, Mr Louis Bobodi, was firm in his response, saying that no irregularities occurred as far as the municipality was aware. “The project is still under the management of Rirothe Trading and Investment,” he wrote in his response dated 29 January. In an attempt to determine if people do in fact still pay for parking, Bobodi was asked to provide details about the declared income or loss of the parking system. Ever since the parking system came into play, the newspaper could not find the income thereof tabled anywhere in the municipality’s budget. “The parking fees are still as proclaimed and promulgated. Any person wishing to have information from the municipality is by law required to request it formally in terms of the Access to Information Act,” he responded. This is exactly what the newspaper did – it brought a formal Access to Information application, requesting all documents and contracts pertaining to the tender that was set out in 2010 to procure the parking system. Een van Louis Trichardt se landmerk ondernemings, die alombekende Robot Elektries in Kroghstraat, sal eersdaags na meer as vyf dekades sy deure sluit. “Ons is nie bankrot nie, ons is net moeg,” het eienaars Philip en Chrissie Pohl Dinsdag aan die Zoutpansberger gesê. Vir die Pohl-egpaar was dit nie maklik om te besluit om toe te maak nie. Twee generasies Pohls het in die winkel gewerk. “Ons kinders het voor ons in die winkel grootgeword,” het Philip gesê. Ouers van skoolgaande kinders sal ook onthou hoe maklik dit was om gou by hulle te gaan inloer om skoolklere te koop. Vir die nutsman het Robot Elektries ook ‘n wye verskeidenheid produkte aangehou soos gereedskap en verf – in kort het hulle iets van alles aangehou. “Ons gaan nie die winkel verkoop nie. Die plan is om ‘n uitverkoping te hou,” het Philip gesê, en bygevoeg, “ek kry sommer ‘n knop in my keel as ek dink ons gaan toemaak.” Vir Chrissie is die sluiting eweneens emosioneel. “Ek sou graag wou gehad het dat iemand die hele klere-, naaldwerk- en brei-afdeling as ‘n geheel sou kon oorneem,” het sy gesê. Hoërskool Eric Louw het op 28 Maart af skeid geneem van hulle adjunkhoof, me. Alta Coetzee. “Ons gaan u baie mis,” het die skool gesê. Coetzee het as Standerd 7-leer ling in 1967 by Eric Louw begin skoolgaan en gematrikuleer in 1970. Sy was ook daardie jaar hoofmeisie. Ná skool het sy onderwys studeer by die onderwyskollege in Pretoria tot in 1974, waarna sy in Vanderbijlpark, haar geboortedorp, begin skoolhou het. Aan die einde van 1975 is sy gesekondeer na Eric Louw. Sy is in November 1975 getroud en was plaasvrou tot September 1976, toe sy weer as rekeningkunde-onderwyser by Eric Louw aangesluit het. Sy het Musina in 1988 verlaat om lektrise, en later senior lektrise, by die Sir Val Duncan Tegniese Kollege aan die buitewyke van Phalaborwa te word, waar sy vir 10 jaar werksaam was. In 2001 het sy teruggekeer na Eric Louw en was waarnemende adjunkhoof vanaf 1 November 2006 en adjunkhoof vanaf 1 Junie 2008 en het waargeneem as hoof van 1 April 2014 tot 30 Junie 2016. A group comprising more than 1 000 individual shareholders in VBS Mutual Bank pledged their support to the newly appointed curator and said that everything possible must be done to normalise the situation at the bank. VBS Mutual Bank was placed under curatorship by the SA Reserve Bank earlier this month. The SA Reserve Bank’s deputy governor, Kuben Naidoo, announced on 11 March that they had no other option than to place VBS under curatorship to try and safeguard the interests of all concerned. The VBS Mutual Bank Shareholders Forum, comprising more than 1 000 individual shareholders, had a meeting in Thohoyandou on Friday afternoon. During this meeting, it was resolved that “all members … will go an extra mile to assist and normalize the current situation.” In a statement released by Sigama Attorneys on behalf of the forum, it is emphasized that the customer base of the bank must be protected and assured of the future of the bank. “The forum … is willing to contribute money per shareholder. This money (is) to be ring fenced and (must) be used to pay depositors who want to withdraw more than what the curator has suggested as a maximum withdrawal,” the statement reads. Limitations on the amounts clients may withdraw from the bank are still in place. Reserve Bank governor Lesetja Kganyago said all deposits under R50 000 were available and accessible immediately, but withdrawals larger than this amount would still take some time to be processed. A limit of R7 500 was seemingly placed on individual withdrawals. “The curator agreed that he’s willing to consider funeral claims of more than R7 500 if the family produces all relevant documents,” the forum statement reads. VBS Mutual’s problems were also discussed in parliament during the past week. Naidoo told parliament’s Standing Committee on Finance last Tuesday (20th) that the Reserve Bank had to intervene when serious liquidity problems at VBS emerged. It was explained to the Standing Committee that the problems started in 2015 when VBS started taking large deposits from a small number of municipalities. The bank used the money for
NICD issues malaria travel alert Public Health
The National Institute for Communicable Diseases (NICD) has warned citizens that malaria transmission is ongoing in South Africa and its neighbouring countries. In a press release, the NICD warns that the number of malaria cases is expected to rise as a result of travel during the Easter holidays, and the recent widespread rainfall across southern Africa. “All residents and travellers to and from malaria-transmission areas remain at risk,” says the NICD. In South Africa, this includes the north-eastern parts, covering the Mopani and Vhembe districts of Limpopo Province, as well as the western parts of the

Waterberg district (Thabazimbi and Lephalale areas). “Other areas of high-transmission risk include the lowveld of Mpumalanga Province, including the Kruger National Park and surrounds, and the northern KwaZulu-Natal Province-Mozambique border,” says the NICD. The NICD urges travellers to high-transmission areas in South Africa, as well as to the neighbouring countries, to take precautions against being bitten by mosquitoes through the meticulous use of repellents containing DEET, covering bare skin after dark if outside, closing insect screens on doors and windows, and using fans or air conditioners, if available. “Travellers can also consult their doctors, clinics or pharmacists for anti-malarial chemoprophylaxis. Current recommended chemoprophylactic medications include doxycycline or atovaquone-proguanil, which are available without prescription, but the healthcare worker needs to advise the best option for each individual,” says the NICD. They add, however, that it should be noted that whilst these medications are very good at preventing malaria, they are not 100% effective. “All travellers, whether travelling to low- or high-risk areas, are advised to be aware of the malaria symptoms of fever, chills, sweats, headaches, nausea and vomiting, body aches and general malaise, and to report to their nearest health facility or doctor if they suspect that they may have contracted malaria, even if they have used the preventive measures listed above,” says the NICD.

Municipalities are expected to spend their annual budgets before the financial year-end, which effectively means such deposits should always be regarded as short-term investments. Naidoo told the Standing Committee that, over a period of 18 months, VBS’s board and management continued to disregard warnings from the Reserve Bank. “We now know that what they’ve done is exactly the opposite,” he said. Figures provided by the National Credit Regulator suggest that, at the start of 2016, VBS had a mortgage loan book of R240.3 million, and R48.8 million in secured credit, mostly vehicle finance. Less than two years later, its books showed mortgages to the value of R425.3 million and secured credit worth R211.7 million. This was a total growth of over 120% in just 21 months. (Source: Moneyweb.co.za) The big problem seems to be the bank’s canvassing of municipalities, even despite warnings that this can be viewed as a transgression of the Municipal Finance Management Act. Mutual banks have limited licences, which do not have similar safeguards as full banking licences, and municipalities were warned not to invest in such institutions. Municipal deposits at VBS grew from R1.063 billion at September 2017 to R1.580 billion at March 2018. The number of municipalities holding such deposits increased from 12 to 16. The list of municipalities investing at VBS included the Vhembe District Municipality and Makhado
Municipality. National Treasury’s deputy director-general, Ismail Momoniat, told the Standing Committee that two municipalities in Gauteng (R130m invested), nine in Limpopo (R1.12bn invested) and four in North West (R330m invested) had R1.5bn invested with the bank in total. He was worried that the unavailability of funds invested by municipalities in VBS would affect service delivery, as these deposits are not guaranteed. The Reserve Bank had previously requested a liquidity injection from VBS’s two major shareholders – Vele Investments and the Public Investment Corporation. This had not been forthcoming, and curatorship was the only option, the Standing Committee was told. “We put it under curatorship, not because we wanted to,” said Naidoo. “This bank has failed because the board and management repeatedly refused to heed our advice and recommendations.” It seems very likely that steps will be taken against VBS Mutual Bank. Naidoo told the Standing Committee that he believed that a commission of inquiry and a forensic investigation into the collapse of VBS Mutual Bank was likely. He said that action would be taken against those found to be responsible for any malfeasance or fraud uncovered, as it was critical that consequences were seen to result from remedial action. He referred to “inadequate and questionable governance and risk management practices” at VBS.

Sy het gereageer op ‘n nuusflits van die koerant wat by lesers wou uitvind waar daar nog van die kriminele optrede gewaar is, want die persoon(e) wat dié tekens beskadig tree wel krimineel op deurdat hy iemand se dood kan veroorsaak en munisipale eiendom beskadig. Persone wat hulle skuldig maak aan hierdie opsetlike saakbeskadiging kan tronkstraf van tot drie jaar opgelê word. As daar ‘n ongeluk plaasvind as gevolg van die verwydering van sulke padtekens, kan die persoon wat die tekens verwyder het, ook siviel vervolg word. ‘n Hof kan ook beveel dat enige skade wat enigiemand ly as gevolg van die verwydering van sulke padtekens, van die skuldige(s) verhaal kan word. Inwoners is egter huiwerig om boosdoeners te gaan verklik. Die koerant het ná sy Facebook-inskrywing twee
oproepe gekry van lesers wat al persoonlik gesien het waar en deur wie stoptekens omgery word. Daar kan nie oor enige van die gevalle rapporteer word nie, want in nie een van die gevalle is daar ‘n klag by die Makhado Munisipaliteit of die polisie aanhangig gemaak nie. Uit ‘n finansiële oogpunt kos dit die munisipaliteit baie geld om beskadigde en gesteelde infrastruktuur te vervang. Gevalle van saakbeskadiging kan aangemeld word by die munisipaliteit deur hul na-ure oproepsentrum te skakel by 015 516 2990/1/2/3/4. Die Makhado Polisiestasie se aanklagtekantoor kan ook help en kan geskakel word by tel. 015 519 4300. Intussen is meeste van die borde weer opgetel en staangemaak. Die Makhado Munisipaliteit verdien ook ‘n pluimpie vir die res van Rissikstraat se stoptekens wat hulle in die afgelope weke vervang het met houtpale.

Take care on the roads this Easter, urges MEC Road Safety

The Easter holiday – which falls between Friday, 30 March and Monday, 2 April this year – traditionally sees a rapid spike in local traffic, especially on the provincial highways leading to Moria Zion

According to Makhurupetje, her department is expecting millions of people to go to different churches and family gatherings. The routes that are expected to be the busiest will include the R71 to Moria, the N1 from Gauteng to Beit Bridge as well as the N11 and Gilead Road from Groblers Bridge. Insofar as law enforcement is concerned, the department will deploy more than a thousand traffic officials at strategic points along these and other important roads. The department’s efforts will also be backed up by the national traffic officials from the Road Traffic Management Corporation (RTMC), the South African Police Service (SAPS) and municipal officers. Makhurupetje also said that it was important for motorists not only to ensure the roadworthiness of their vehicles, but also to be vigilant about their own health. That is why mobile health centres will be rolled out over the weekend where motorists will be able to test their blood pressure and sugar levels, given that these are some of the symptoms that can lead to fatal accidents. The MEC also said it was important for road users to respect the rules of the road, buckle up, obey the speed limit and not to drink and drive. A zero-tolerance approach will be implemented to those who disobey the rules of the road, Makhurupetje warned.

‘n Paar reënbuie vroegoggend en ‘n digte misbank was nie genoeg om deelnemers aan vanjaar se baie gewilde Munnik Meerkat Bergfietsuitdaging te stuit nie. Met die Munnik Meerkat wat vanjaar sy tiende verjaarsdag vier, het daar deurlopend ‘n feestelike atmosfeer geheers. Almal het egter geweet dat hulle wel hul dosis modder vir die dag gaan inkry. Die Munnik Meerkat word alom beskou as een van die mees genotvolle bergfietswedrenne wat die streek aanbied. Jaarliks lok die wedrenne letterlik honderde inskrywings in die drie wedrenne (70 km, 35 km en 10 km). Alhoewel die wedrenne hoofsaaklik oor ‘n redelike gelyk stuk beslis word, is daar tog meer uitdagende tegniese seksies op die baan, veral in die 70 km-wedren. Nie die 35 km- of 70 km-wedrenne is egter kinderspeletjies nie en vanjaar het die modder heelwat fietsryers van hul fietse gedwing. Die wedrenne is weereens aangebied deur die Munnik Boerevereniging, met Johan van Dijkhorst as wedrenorganiseerder en al drie wedrenne het voor die historiese spoorwegstasie op Munnik weggespring. Eerste om die lang pad aan te durf was die meer as 50 deelnemers aan die uiters uitdagende 70km-wedren. Soos met enige wedren was daar die gunstelinge, met Alan Gordon, wat beide provinsiaal en nasionaal min bekendstelling nodig het in fietsrygeledere, wat ‘n vroeë voortou in die wedren geneem het. Hoërskool Louis Trichardt se Marno van Zyl moes hard werk om by Gordon te probeer byhou, maar stelselmatig het Gordon kilometer na kilo meter die gaping tussen hom en die voorste bondel vergroot. Hierdie bondel het bestaan uit Van Zyl, Michael Wood, Hannes Grobbelaar en Alexander Strydom. Slegs sekondes het hulle van mekaar geskei by die eindstreep, maar dit was Gordon wat gemaklik in die eerste plek oor die eindstreep getrap het in ‘n tyd van 02:40:28. Algeheel tweede was Van Zyl in ‘n tyd van 03:00:36, gevolg deur Michael Wood in die derde plek in 03:00:37. Van Zyl was ook algeheel tweede in die Elite-mansafdeling van die wedren. Ander plaaslike ryers wat “mal” genoeg was om die 70 km-wedren aan te durf, was Adrian Joubert, Rick Coetzee, Marco Roets, Mark Archer, Stefan Foord en twee Louis Trichardt vroue, Caron Foord en Isabel Venter. Joubert het algeheel 14de (6de in die Elite-mansafdeling) in 03:25:12 geëindig, met Coetzee 26ste (sesde in die sub-veterane mans-afdeling) in 03:39:21, Roets 32ste (sesde in Elite-mansafdeling) in 03:47:23, Archer 44ste in 04:12:20 en Stefan 45ste in 04:17:35. Caron se tyd was 04:31:17. Venter, wat Saterdag aan haar eerste 70 km-wedren deelgeneem het, moes hard werk en het die afstand in 04:55:59 as tweede sub-veterane vrou klaargemaak. Louis Trichardt was baie beter verteenwoordig in die 35 km-wedren, met heelwat plaaslike fietsryers wat met podiumplekke spog in hul ouderdomsgroepe. Digby 270 fietsryers het aan dié wedren deelgeneem. Hoërskool Louis Trichardt se Rohan Cronjé kon
spog met ‘n derde plek in die Youth-seunsafdeling met ‘n tyd van 01:20:43. Jandré van Jaarsveld het op sy beurt ‘n tweede plek in die Elite-mansafdeling in met ‘n tyd van 01:27:15 ingepalm, terwyl Carel Killian die algehele tweede groot meester man was in ‘n tyd van 01:43:26. Wat die vroue betref was dit weer Louis Trichardt se Margi Carstens wat beïndruk het deur algeheel derde in die afdeling vir vroue te eindig en sy was die eerste Elite vrou oor die wenstreep in ‘n tyd van 01:27:25. Hoërskool Louis Trichardt se meisiesfietsryers het ook skitterend vertoon, met Christelle Coetzer wat tweede was in die junior-meisiesafdeling in 01:30:03, gevolg deur spanmaats Eliz-Mari Pretorius as eerste Youth meisie in 01:30:28, Jennavieve Truter die tweede Youth meisie in 01:30:33 en Karla “Vossie” van Zyl as derde junior meisie in 01:35:51. Best junior badminton players fight it out Badminton
The Kremetart Hall in AFB Makhado’s Braambos housing area played host to the Limpopo Junior Closed Badminton Tournament that took place on 17 March. The children could compete in two categories, namely primary school and high school. The results are as follows: The singles girls primary school category was won by Shenelle Francis from Louis Trichardt Primary (LTT Primary), while Wilhelm Claasens (LTT Primary) won the boys’ category. Second and third place in the boys’ category went to Eben Roy (Pemps Polokwane) and Micheal Claassens (LTT Primary) respectively. Wilhelm also won the boys’ doubles primary category together with Eben, while the mixed doubles primary school category was scooped up WG de Villiers (LTT Primary) and Shenelle Frances. In the singles girls’ high school category, top honours went to Esther Roy (Rusplaas Christian Model School), while second place went to Danielle Dreyer from Louis Trichardt High School with Celeste Dreyer (LTT High) in third place.
The singles category for high school boys was won by Benjamin de Waal (LTT High) with Dirk de Waal (LTT High) in second place and Daniel de Waal (LTT High) third. Esther, together with team mate Rochelle Fletcher (LTT High), also managed to win the doubles category for high school girls. Celeste and Danielle took second place, while Angelique Humphries and Simone Strydom (LTT High) finished third. Triegies trek maar swaar teen die Nylie Kwaggas in wintersport rondte Skolesport
Saterdag se wintersportwed stryde tussen Hoërskole Louis Trichardt en Nylstroom het strawwe kompetisie opgelewer. Triegies se hokkie-, rugby- en netbalspanne het dit Saterdag nie maklik gehad nie, en moes van meet af aan terugveg teen die Nylie Kwaggas in die seisoen se eerste ligawedstryde. Die meisieshokkiespanne het ‘n opdraande stryd gehad. Die
o.14-span het hulle wedstryd 1-3 verloor, terwyl die o.15’s hulle opponente 3-1 geklop het. Die wedstryd van die dag was beslis dié van die tweede hokkiespan wat hulle opponente met ‘n eindtelling van 5-0 afgeransel het. Ongelukkig kon die eerste hokkiespan nie hierop voortbou nie en het hulle die knie teen die Nylies gebuig met ‘n eindtelling van 0-2. Triegies se rugbyspanne, alhoewel hulle hul beste gegee het,
het ‘n effens moeiliker tyd gehad as die hokkiespanne. Die o.14-span het hul wedstryd 14-31 verloor, net soos die o.15’s (15-35) en die o.16’s ook, met ‘n eindtelling van 10-24. Triegies se tweedes het die aftog geblaas met die punte wat gestop het by 5-39 met die eindfluitjie. Die eerste rugbyspan het die bordjies vinnig verhang in hulle wedstryd en die besoekers oortuigend met ‘n wenteling van 32-14 geklop.

Slegs die Louis Trichardt Rugbyklub se eerste rugbyspan het Saterdag uitgedraf teen die eerstespan van die Universiteit van Venda (Univen) in hulle tweede wedstryd van die Boet Fick-liga. Louis Trichardt het vir ‘n baie oortuigende wen gesorg deur die Univen manne 88-3 plat te trap. Dit was maar deurlopend eenrigting verkeer, met Univen wat geen antwoord gehad het nie, behalwe vir ‘n strafskop in die eerste helfte. Louis Trichardt se tweedes het nie die naweek uitgedraf nie, aangesien Univen nie ‘n tweedespan het nie. Die klub het na afloop van Saterdag se wedstryd hul opregte dank uitgespreek teenoor mnr. Quinton Thompson van Thompson’s Motor in Louis
Trichardt vir die borg van die eerstespan se nuwe rugbytruie. Saterdag was ook die eerste keer wat die span met die truie gespeel het. “Dit is lekker om te sien dat plaaslike besighede weer die rugbyklub ondersteun. Ons wil graag vir Quinton dankie sê vir die borgskap,” het Kevin Gilbert (klubvoorsitter) gesê. Die klub se volgende tuiswedstryd vind Saterdag, 7 April, plaas. Die eerste- en tweedespan sal die dag te staan kom teen hul opponente van Northam. Die eerste wedstryd tussen die twee spanne skop om 15:00 af, gevolg met die hoofwedstryd van die dag tussen die eerstes om 16:30. Verversings sal deurlopend verkoop word en daar sal ook ‘n kontantkroeg beskikbaar wees. Toegang beloop R20 per voertuig, ongeag die hoeveelheid persone. “Kom kuier en braai saam met ons langs die veld,” het Gilbert genooi.
