Reon’s Meat Market recently opened in Kort Street, Louis Trichardt. This new butchery also has a biltong bar and a very busy take-away shop, as well as being in the process of adding a braai area. Reon’s has a hands-on management team, including Leon Delport and Schaun Long. Situated on such a busy road, a few metres from the railway crossing, Delport said that even though they had researched the area before opening there and they knew that it was a great
position for a butchery, they had had no idea how hugely their take-away section would take off. The main butchery supplies all the usual cuts of meat, as well as their value-added range of top-quality, vacuum-packed cuts of meat, such as rump. Also available are venison, boerewors, biltong, dry wors and chilli bites. Specially marinated braai meats are available too. Delport said that Reon’s would cut and pack whole carcasses for clients according to instructions, at very
competitive prices. These can be either game, beef or other meat carcasses as required. He highly recommends their takeaways. From toasted sandwiches and burgers to veggie rolls, or pap and stew for the bigger appetite, Delport and the team at Reon’s invite residents to try out their new shop. No load shedding until Eskom announces it By Jo Robinson
In a 26 November news release, Eskom stated that a low to medium probability of load shedding existed for the rest of the week, even though the system remained “tight and vulnerable”, while continuing to encourage people to use electricity sparingly to ease demand. Customers are advised to check their load shedding programmes online at the Eskom load shedding website. Eskom say that they will provide regular updates of the power system through all media platforms. After recently announcing that Stage 8 load shedding was to be instituted, Eskom’s acting

chief operating officer, Jan Oberholzer, informed the portfolio committee on public enterprises in Parliament last week that this is unlikely to happen. He said that the latest incidences of load shedding were due to the hot weather, in addition to shortages of fuel and water. He said that no reason existed for load shedding in the near future if supply and consumption were controlled. Each level of load shedding represents 1 000 MW to be shed from the national load, so Stage 8 requires 8 000 MW to be shed. Oberholzer told the committee that while Eskom was communicating how the levels worked, a misunderstanding had occurred that led to the announcement that Stage 8 would be implemented soon. While all the possible stages of load shedding are listed on the schedules for Makhado, Musina and Thohoyandou (available to download from Eskom), the public have been told that they would receive announcements of which stages would apply to them and when they would be implemented on or close to the days of their occurrence. As per Oberholzer’s statements to the committee, load shedding is unlikely to exceed levels one to four at this point, and those levels only as and when announced in the media. The public are encouraged to check the schedules for their areas daily and to prepare for load shedding as times are announced very close to the shedding blocks. Remember, although a schedule exists, load shedding will only be implemented once Eskom announces it. In die natuur moet die slang net eenvoudig nie gepla word nie en met rus gelaat word,” het Van Rooyen gesê. The Project Trap Neuter Return (TNR) team in Louis Trichardt held their first ever open art expo the past weekend to help raise funds for the project. “Project TNR Louis Trichardt would like to take this opportunity to thank the public who supported our first Open Art Expo, which was held at the Mountain Inn Country Hotel. Local artists Christine Bryan and Angela Versari, as well as husband and wife team Elna and Trevor Le Roux from Polo kwane, exhibited a mix of art styles which included acrylics, oils, charcoal and some very interesting mixed-medium pieces,” said local TNR member Laura van Zyl. It included an oil-on-canvas painting with the title Cats on the Corner and two hand-stitched tapestries, Horses Grazing and Sylvester the Tuxedo. The painting is by Zelda Cloete (art teacher at St Albans College), while Elaine Davis was instrumental in arranging this cat-related artwork to be painted specifically for the Project TNR Louis Trichardt’s fundraising. The tapestries were respectively donated by Betsy Roets and Dr Jolani Klopper. “Unfortunately, there were no takers on the day, but we will soon be putting these artworks up for sale online – so, please find us on Facebook and like our page,” said Van Zyl. The Louis Trichardt SPCA wants to make sure that people are aware that keeping any wild animal without a permit, regardless of how one finds it, is illegal. That does not mean that people should leave an injured or at-risk creature to face certain death, but keeping them in one’s home thereafter, caged or otherwise, is illegal. Alicia Thomas of the local SPCA shared several accounts of people taking in baby animals that had been orphaned out of the goodness of their hearts, and then surrendering them to the SPCA

when they grew too big or difficult to manage. “Monkeys,” said Alicia, “can be very cute when they are babies, wearing flower-patterned nappies and sucking milk from a bottle. When they are fully grown, however, they can be frightening when they follow their instinct and bare their fangs at someone they perceive to be threatening them or their adopted human ‘family’. This is usually the point at which the adopted wild animal is handed over to the SPCA.” Alicia said that this was very traumatic for all concerned. For the family who tried to be kind and care for an orphaned baby animal, and especially for the animal that is sent on to rehabilitators without knowing what it had done wrong or why it had been abandoned by the only ‘family’ it had ever known. She said that they had had a large variety of different species surrendered to the SPCA when they became a little too big or too prone to biting to handle, including meerkats, badgers, birds and many other creatures. “By the time they get to us,” said Alicia, “they are too old to be rehabilitated into the wild, and so they go to sanctuaries to live out their natural lives. While this is not as ideal for any creature as remaining in the wild where they belong, it is much better than being caged or otherwise being
treated badly because of a lack of knowledge, rather than malice.” The SPCA would like people to remember that domesticated wild animals are often abused unintentionally when the novelty of having them wears off. They end up locked away in inappropriately sized cages or enclosures, fed inappropriate food, and so can lead horrible lives before they die. Worse still, sometimes they are released into the wild at points where they have no idea how to feed or look after themselves. “Please contact us at any point if you have a wild animal in your care. The SPCA’s main concern is to help the animal, rather than to punish those who are not intentionally doing anything harmful.” This breeding season, the SPCA encourages all residents to please hand over any wild animals to them as soon as possible after finding them. This way, they have a chance of being released back into the wild when they are ready by experts in the rehabilitation of wildlife. The Louis Trichardt SPCA reminds residents to book now for boarding for their cats and dogs if they are planning on going away during this holiday season.
The SPCA urges residents to make bookings as soon as possible as available spaces for pets are filling up fast. Prices are R60 per day for dogs and R50 per day for cats. For your pets’ own safety, you must make sure that all your pet’s inoculations are up

Can people, leopards and primates live in harmony? By Jo Robinson

Livestock farmers in this area are not usually fond of the leopards that used to be very prevalent here. Most farmers, but especially crop farmers, further complain about the difficulties of keeping primates such as baboons and monkeys from decimating their growing produce. These animals are commonly viewed as pests, depending on what farmers are trying to produce that constitutes their food. The Alldays Wildlife and Communities Research Centre (AWCRC) was established on the Campfornis game farm 10km outside the town of Alldays in 2017. This is a new site for ongoing research by the Primate and Predator Project (PPP), originally started in 2011 by Professor Russel Hill, from Durham University in the United Kingdom, at Lajuma in the Soutpansberg. Jeanette Fouché, the farm’s trials assistant for the research centre, explained to the Zoutpansberger that the PPP has three specific aims. They share one main purpose, which is, she said, “to explore the ecology of the diurnal primates, predators and the conflict between these animals and the local communities”. Camera traps triggered by movement established that this region used to be home to healthy populations of many predators, with leopard densities among the highest ever recorded on private land in 2008. In subsequent years, the project has recorded a decline in the leopard population. They say that, in addition to being subject to high levels of hunting, leopards are also persecuted by humans because of negative perceptions of large carnivores as predators of livestock, even though PPP analysis shows that livestock rarely feature in the diets of leopards. What the project aims to do with their research is to find ways to change the way humans perceive these animals by increasing human understanding of their ecology and broadening their analyses of carnivore diets. They state that, even though leopards are viewed with such intolerance, baboons are the ones labelled as the major pest species by landowners and farmers. Their research focuses on the three diurnal primate species in South Africa, namely chacma baboons, vervet monkeys and samango monkeys. These species are all important leopard prey. The purpose of this project is to find out how farmers and primates can co-exist. The PPP’s focus on their third goal at the Alldays centre is to evaluate the nature and extent of human-wildlife conflict in general. They are working towards understanding the problems of
wildlife damage to crops and developing ways to mitigate these losses. Another important aim for them is to interact with schools and crop farmers in the area to try and encourage the sharing of land and resources with “problem” wildlife. The group also try and help local communities with tasks such as snare sweeps, litter removal and environmental education. “Here at Alldays,” Fouché said, “we are currently trying to find suitable methods that can act as deterrents to keep primates such as monkeys and baboons out of local crop fields as part of conflict-mitigation strategies. This is coordinated by Dr Leah Findlay, our research coordinator.” The PPP is also currently in the process of developing a research project aimed at the aspects of the ecology of leopards in the area. This area is being developed now and coordinated by Jamie McKaughan, the project’s leopard-research leader. She said that, based on this leopard study, they hoped to estimate the density of leopards in this particular area of Limpopo and to determine the extent of conflict between farmers and large predators in the Alldays area. “When we are not conducting our fieldwork and developing research and project protocols, we also enjoy assisting the local communities on various levels,” said Fouché. Once a week the AWCRC team and voluntary research assistants visit the local Briershof Primary School to conduct environmental-education lessons with the school pupils. “Here we discuss and demonstrate various topics, ranging from air and water pollution to wildlife and environmental wellbeing and conservation. While local farmers may be doubtful about the effectiveness of non-harming deterrents to keep pesky big cats from their sheep and monkeys from their melons, the team at Alldays plan on continuing to learn more about these creatures. At the same time, they want to help educate young minds about conservation and physically help the community and its wildlife as much as they can, even though funds are almost always stretched a little too far. “The PPP and the AWCRC are non-profit organizations, with the only funding we receive being from the Earthwatch Institute. We have had many people question our efforts, but we are determined not to give up, and if we can make a difference, we will try our best to achieve this!” said Fouché. Dié twee het voordat die SAVF Dienssentrum ophou bestaan het en die Gister-se-Jeugklub in November 2006 gestig is, reeds begin om vir ons, die ouer mense van Louis Trichardt, met lekkernye te bederf en sodoende het hulle vir hulself die naam “Engele van die Soetgoed” verwerf. Dit is dus uiters gepas dat die klub hulde bring aan Berdine Pretorius en Maryna Cordier, wat hierdie liefdeswerk nou na raming reeds tussen 12 en 15 jaar verrig. Ons word eenmaal per maand so bederf met eetgoed wat altyd van die beste gehalte is en baie goed afgaan. Hulle doen dit eiehandig en uit eie, persoonlike fondse en dit word elke keer opreg waardeer. Musina Council criticized for using “unauthorised” lawyer By Anton van Zyl
The Musina Municipality has to deal with a rather awkward legal situation after the Labour Court ruled that it had made use of an invalid collective agreement when conducting an appeal hearing in 2015. The judge also ruled that the municipality had used lawyers to defend the case who were not legally mandated to do so. The municipality now needs to start afresh with an appeal process wherein a former worker is claiming he had been dismissed unlawfully. The case dates back to July 2015 and concerns the then senior assistant (Legal) in the municipality’s Corporate Services Division, Mr Andrew Ncube. Initially, Ncube was unhappy about not being promoted and having to serve in an acting capacity while some positions were not being filled. He took his grievance to SALGA’s bargaining council, where it was found that the municipality had engaged in an unfair labour practice. A settlement agreement was reached whereby Ncube would have been employed at post level 5 from 1 September 2015. It was also agreed that he would be moved to the Town Planning department. The ink of the signatures on the agreement was not even dry when Musina Municipality charged Ncube with misconduct and gross dereliction of duty. He was found guilty and he was notified of his right to lodge an appeal. Ncube did this, but on 21 October 2015 he was notified that his appeal had been dismissed. Ncube then took the matter to the Labour Court. The Labour Court was asked to order the Musina Municipality to reinstate him and honour the settlement agreement of July 2015. Ncube’s legal representatives also pointed out that, on 17 September 2015, the Labour Court had ruled on the validity of the Disciplinary Procedure and Code Collective Agreement (DPCCA). During this hearing, the collective agreement was ruled to be invalid. This effectively meant that the wrong “rules” had been applicable when Ncube’s appeal hearing took place. The court case almost had an unexpected turn when Ncube’s legal team objected to the attorneys representing the Musina Municipality. Carrim Attorneys from Polokwane were instructed to defend the case, but it appeared that no resolution was ever passed authorising them to act on council’s behalf. A letter from the municipal manager, Mr TN Tshiwanammbi, was also not accepted by the court, since no proof was provided that Tshiwanammbi had the delegated authority to appoint lawyers. In her ruling, made on 21 September this year, Judge Z Lallie emphasized that the executive and legislative authority of a municipal council was vested in its municipal council. “Absent the written authority of a resolution, a municipal official lacks the necessary authority to litigate on behalf of a municipality,” she said. The fact that no legal representative was on record for the municipality nearly cost them dearly. “The application is, for all intents and purposes, unopposed,” said Judge Lallie. She did not, how-
ever, want to grant Ncube’s request for immediate reinstatement. She ruled that it would be impossible to enforce a settlement agreement, as the applicant had been dismissed by the municipality. She also did not want to nullify the dismissal of Ncube, based on the fact that he had been promoted to another post shortly before the disciplinary hearing started. “The acts of misconduct fall outside the realm of the settlement agreement,” she said. Judge Lallie only granted one of the five requests from Ncube, namely that the outcome of the appeal hearing be declared null and void. She also made no order relating to the cost of the hearing. When contacted for comment, Ncube said that the outcome of the court case had been sent to the Musina Municipality. “The municipal manager informed us that we must appeal the dismissal, using the legitimate procedure and processes. The Council, which was supposed to answer our legal submissions, did not respond,” he said. The dispute has now been referred to the SA Local Bargaining Council. This may prove to be a difficult case to resolve, seeing that the collective agreement in place at the time was judged to be invalid. This means that an appeal body will have to make a ruling on a process that was tainted. For Andrew Ncube, this is just part of a long battle. “I have been without a job for three years and four months now,” he said. “I worked for almost 10 years for the municipality, without a blemish.” He still pins his hope on being reinstated and returning to work. When asked for comment, the Musina Munici-
pality emphasized that only one of Ncube’s wishes had been granted by the court. His dismissal was upheld and the only issue still to be sorted out is the appeal process. “The applicant has issued notice of referral of the matter for conciliation by the South African Local Government Bargaining Council (SALGBC), (and) we will await the bargaining council’s directive,” said the municipal manager, Mr TN Tshiwanammbi. Tshiwanammbi said that the Musina Council had passed the necessary resolutions to mandate the municipal manager to act on its behalf in defending legal matters. Resolutions to this effect were passed in December 2012 and on 25 May 2017. “Therefore, the appointment of attorneys (including AM Carrim Attorneys) to defend the matter is within the powers vested in the municipal manager as delegated by council. The judge’s commentary on the appointment of attorneys has no bearing on the judgement or matters under dispute,” he said. In response to a question as to why Polokwane-based lawyers were being used when many competent lawyers could be found in the Vhembe area, Tshiwanammbi said that the appointment had been done in compliance with the Municipal Finance Management Act and Supply Chain Management policies. “Following a competitive bidding process, the municipality has contracted several law firms to the panel of attorneys … The legal representative used in the matter is a South African professional with experience in similar matters,” he said.

Craig maak skoonskip op tennisbaan Tennisnuus
Craig Viljoen het Saterdag skoonskip gemaak in die top-afdelings tydens die Louis Trichardt Tennisklub se jaarlikse klubkampioenskappe. Buiten die mans enkelspeltitel, het hy en sy spanmaat, Koos Alberts, ook die mans dubbelspeltitel verower. Hy en sy suster, Lindsay, het verder ook die gemengde dubbelstitel ingepalm. In die eindstryd in die enkelskompetisie het Craig te staan gekom teen Koos Alberts. Craig het hier gewen. In die finale kragmeting in die mans dub-
bels-afdeling het Craig en Koos teen Jimmy Scheepers en Andy Leach gespeel. Dit het in ‘n titaniese stryd ontaard en Craig en Koos moes alles uithaal om uiteindelik te kon wen. Die jong Emlyn Foord het die dames-afdeling oorheers. Dié Ridgeway College student het Lana Hoffman in die enkels eindstryd geklop. In die dubbels-afdeling het Emlyn en Lana kragte saamgesnoer. Hulle was te sterk vir Lindsay Viljoen en Jo-anne Beukes en het die dubbelspel-titel ingepalm. In die gemengde dubbels-eind stryd was dit Craig en Lindsay Viljoen wat teen Koos Alberts

Hy het Christiaan Pretorius in die eindstryd geklop. In die B-liga was dit Prosper Simbie Jaya wat met die trofee weggestap het. Hy het Cobus van der Goot in hul eindstryd geklop. Dit is amptelik - plaaslike sterkman Leon le Roux is ná afloop van die afgelope naweek se Africa’s Strongest-kampioenskap die sterkste man in sy ouderdomskategorie in Afrika! Dit was behoorlik ‘n “dream-come-true” ervaring vir hierdie 45-jarige adjudant offisier van Lugmagbasis Makhado. Die Africa’s Strongest-kampioenskap het vanaf 23 tot 25 November by Malichri Lodge in Rustenburg plaasgevind. Le Roux vertel self: “Ek het deelgeneem in die onder 105 kg Pro Masters-kategorie, maar die Masters-groep was te klein. Toe het ek maar saam met die jong manne deelgeneem.” Le Roux, wat geen bekendstelling aan die podium nodig het nie, se dae, weke en jare se harde werk in die gimnasium het vrugte afgewerp. Al-

Leon se deelname aan die kampioenskap het Vrydag begin met ‘n Dead Lift en Log Press. “In die Dead Lift kon ek 240kg optrek en in die Log Press ‘n 110 kg-gewig,” het Le Roux gesê. Daar was maar min rus vir die manne en Saterdag het Le Roux weggespring met die Yoke-item. Dit is waar ‘n gewig van 400 kg oor ‘n afstand van 25 meter teen tyd gedra moet word. “Ek het dit in 48 sekondes gestap. In die Tyre Flip kon ek die 350 kg buiteband agt keer flip in 44 sekondes,” het Le Roux gesê. Volgende aan die beurt was die Kettle Bell-gooi. Dit is waar twee 10 kg-, twee 12,5 kg-, twee 15 kg- en twee 20 kg-gewigte oor ‘n 2,4 meter hoë dwarslat gegooi moet word teen tyd. “Ek het al agt in 45 sekondes oorgegooi,” het Le Roux gesê. Sondag is die atlete se bene behoorlik getoets met ‘n 9-ton Truck Pull en die altyd uitdagende Atlas Stone-item. Le Roux kon die vragmotor in 58 sekondes oor die voorgeskrewe afstand trek, maar toe het die noodlot hom getref – ‘n spierbesering met die Atlas Stone-item. Tog het Le Roux teen daardie tyd al genoeg punte ingesamel. “Dit het aan my ‘n eerste plek besorg in die onder 105 kg Pro Masters-afdeling in Afrika!” het Le Roux gesê.
