What happened to our son? While police in Vhembe have been praised for making a breakthough by arresting some wanted criminals, the family of a slain police officer claims to be still in the dark and is not impressed at all. The Tshitimbi family of Itsani outside Thohoyandou claim they do not know whether the arrested suspects are linked to the killing of their beloved son. After the arrests, which included that of the most wanted criminal, Mulalo Mabaya, who is believed to be the crime kingpin in the area, there were speculations that they could be the ones who had committed the murders. The arrests were welcomed by communities which are tired of crime, but the Tshitimbi family, whose policeman-son, Sidwell (24) was killed by robbers three months ago, is deeply disappointed. They

claim that police have not informed them about the progress of the case since it happened, and what they hear are contradicting statements from people on the streets. The three dangerous suspects appeared in the Malamulele Magistrate’s Court on Monday. Two other suspects, Aluwani Singo (29) and Sfiso Cele (28), were captured during a wild shoot-out with police at the busy Excel intersection at Malamulele. They have been charged with a variety of crimes, including murder, robberies, armed robberies and housebreaking. The trio has been remanded in custody at one of the high-security prisons in the province, pending their appearance on September 1. This is after they were discharged from hospital where they were admitted after the shooting, during which the police managed to retrieve two fire-arms from the suspects.

During the arrest, police were confident that the suspects would be linked to highprofile cases, but so far the expecations have been dimmed, as no word has come from the police. Regarding the case, Ms Regina Mudau Tshitimbi, mother of the slain cop, said she was very worried about the behaviour of the police. “We have to phone them all the time. They do not bother contacting us and giving us the progress of the case. I am so disappointed as I had thought that they would keep us informed because he was working with them,” she said. Since the death of her son, her life had changed for the worse. “The death of my son has shattered all my dreams and my life has been reduced to that of a sick person.” - Continues on p2

Man burns to death in his sleep Community members of Ha-Rathidili village in the Sinthumule area are still shocked following a tragic incident in the village, where a 32-year-old man burnt to death while asleep. The incident took place last Friday night. Calson Tshiovhe was alone and apparently asleep in a three-roomed house when the fire broke out. It was reported that the fire was caused by a heater that accidentally fell over and caused clothing to start burning. Relatives who arrived on the scene immediately took Calson to the Tshilwavhusiku Health Centre, but his injuries were of such a nature that he died on arrival at the Mr Calson Tshiovhe of health centre. The family had no words Ha-Rathidili who burned to explain the horror of witnessing such to death last Friday night. a gruesome death.

Some community members are now claiming that the man had been set alight by an unknown arsonist who wanted him dead. “It is very mysterious that the heater can cause such a cruel death. It is clear that the man has been burnt and who ever has done it must pay for it,” said one of the sceptic members who did not want to be named. Calson was staying with his younger brother, who was not at home when the incident occurred. The family are now complaining that they do not have money to bury the deceased. “Everything that was in the house was burnt. It is a very difficult situation for the family and we do not know what we will do. We do not have money to bury him,” said the victim’s father, Mr Alpheus Tshiovhe.

He added that he wished that his son could be buried with dignity and respect. The family had planned to bury Calson tomorrow (Saturday). The family, however, dismissed claims by the community that Tshiovhe’s death was a result of a plot by someone to kill him. “People must stop pointing fingers to each other. What we want as a family is for him to be peacefully buried so that his spirit can rest,” said Alpheus. The station commander for the Tshilwavhusiku police, Lt Col Freddy Shirinda, confirmed that members of his police team had visited the family, but the family did not open a case. Netshifhefhe community planning to develop new township near Louis Trichardt A local community’s drive to develop a township on a piece of repossessed agricultural farm just outside of Louis Trichardt has raised a lot of eyebrows and once again put the spotlight on the controversial issue of land reform in South Africa. During the past week, the Netshifhefhe community started taking deposits for stands on the farm Welgevonden 4LT (portion 27) with the aim of developing a township. The farm, about 15km from Louis Trichardt on the Thohoyandou road, was handed back to the Netshifhefhe community earlier this year after a successful land claim under the Mahoba Claim. As far as could be established, the Netshifhefhe community plans to erect between

2 000 and 4 000 houses on the farm. Previously, that farm boasted a productive chicken business, well-known to residents as Baron’s Chickens. An “open day” was held on the farm on Tuesday, August 2, during which prospective home owners could come and stake their claim on a stand. Hundreds came, paying a R120 deposit (R100 for deforestation and R20 for transport). The process sparked widespread concern, especially among members of the commercial farming community, who argued that this is yet again a prime example of where the South African government, through its land reform policy, has managed to destroy productive agricultural land at the cost of food security.

Asked to respond to the issue of claimants starting township developments on repossessed agricultural farms, the Acting Chief Land Claims Commissioner, Mr Tele Maphoto, basically washed his hands of the matter. Maphoto said on Tuesday that he was aware of what was happening on the farm, but that there was nothing the Land Claims Commission could do about it. “With the issue of land use, you must deal with the local municipality, (asking) whether they did get permission for such land use,” Maphoto said, explaining that the Land Claims Commission does not engage in issues of land usage after a claim is finalised. “We have bought the land. We need to support them when they need to do

agricultural activities, so if they don’t do agricultural activities, we can’t build them houses,” Maphoto said. The selling of stands for a residential development on an agricultural farm also raised eyebrows with regard to whether or not the proposed development was advertised, the property was rezoned and whether or not an environmental impact assessment (EIA) was conducted. Makhado municipal spokesperson Mr Louis Bobodi confirmed on Wednesday that they were aware of the situation on the farm and that the municipality and the Netshifhefhe community were engaged in discussions regarding the issue. He said the municipality was also aware of the fact that the Netshifhefhe community was in the process of trying to get the farm rezoned from agricultural to residential. “We want to put it on record, however, that the municipality does not condone what is happening on the farm,” Bobodi said, indicating that the municipality is opposing the planned development, although people started paying deposits on stands. “Money or no money, the stance of the municipality is that the specific area is for agricultural use only, not residential,” Bobodi said. He also stated that, should discussions fail, the municipality would go to the next level of involving other departments and stakeholders, “but not excluding the Netshifhefhe community." It is also clear through Bobodi’s response that no EIA had been con-

ducted. “If there was, the municipality would have known about it as the municipality is part and parcel of the process,” Bobodi said. From organised agriculture’s side, the Soutpansberg District Agricultural Union (SDAU) expressed their shock at what the Netshifhefhe community was trying to accomplish. “The subdivision of agricultural land and applications for township establishment must be done according to strict legislative processes. It is unacceptable that a person or community can be allowed to put out and sell stands without any impact study or application with regard to the relevant legislation,” says the SDAU in a media statement. Mr Frits Ahrens, chairperson of the Louis Trichardt Farmer’s Association, also expressed shock with regard to the Land Claims Commissioners “irresponsible” reaction. “The commissioner basically said that they bought the land for the community and they are now free to do with it what they want. It is the same recipe that was directly responsible for the collapse of so many so-called land reform farms,” Ahrens said. At the time of going to press, a response from the Ramabulana Royal Council, the authority over the Netshifhefhe community, was being awaited. Several phone calls were made over a period of two days during which we were told to phone back at later stages for comment. By Wednesday, phone calls were not answered.

Mphephu said that that he would not fold his arms while his people were suffering. “Talking about poverty in the Vhembe district will soon be a thing of the past. I want to see the residents of Vhembe engaging in community projects as a way of fighting poverty in the area. There is still a lot that I am going to do for the Vhembe community as a trustee of the Limpopo Upliftment Trust,” he said. According to Mphephu, the trust seeks to address challenges which community members are faced with in their communities, such as the lack of water and classrooms. The principal of Sukumani Kundani Secondary, Mr Progress Kutama, said they were very thankful for the donation. “We feel very proud to have traditional leaders like Khosikhulu Vho-Toni Mphephu Ramabulana, who cares about his people. Our school had a very serious challenge of a shortage of water and classrooms,” he said. Kutama cited, however, that the classrooms are still not enough for the school. “We still have a challenge of overcrowding in our classrooms,” said Kutama. He added that a shortage of teachers was also a challenge at the school.

After being forced to learn under trees for some time, learners of the Sukumani Kundani Secondary School now have brand new classrooms where they will be taught. This comes after a traditional leader, Khosikhulu Vho-Toni Mphephu, donated R300 000 to the school to build classrooms. The pupils at this school in Gogobole village used to be taught under the trees, even during the cold winter. The two additional classrooms, which Mphephu sponsored at the school, have made a huge difference. Due to a shortage of water in the Sinthumule area, pupils at this school did not have regular access to this essential commodity. This also touched Mphephu, who has erected a borehole for the school. Mphephu decided last year to donate part of the dividends received from African Rainbow Minerals (ARM) to the school. It came after the executive chairperson of ARM, Patrice Motsepe, donated R8,9 million to nine traditional leaders in South Africa. Mphephu is the trustee representing the Limpopo Upliftment Trust, which represents local traditional leaders. The money was distributed through the ARM BEE Trust. Mphephu also donated R400 000 to various schools around the Vhembe district. He donated R300 000 to Risongoneta Day Care Centre. Risongoneta is a private day care centre at

Tuesday, 09 August 2011, marks the 55th anniversary of the heroic march to the Union Building by the South African women protesting against unjust Pass Law. Special toilet for disabled man Lady luck came smiling to the wheelchair-bound Nicholas Nemadodzi when a well-known businessman built him a spacious toilet. Nemadodzi (51), has been wheelchair bound for more than 18 years. He has two children and he is staying with his mother. He could not believe his luck when former soccer star Cedrick Madzaga of Cedmed Trading, who was building toilets, pomised to build him a toilet that is user friendly to disabled people. The toilet was officially handed over to him on Friday. Nemadodzi said life had been hell since that fateful day when he was struck down by a stroke. “I came back from work and was tired, so I decided to take an early nap. I could not wake up the following day, and it was later diagonosed that I had suffered a stroke,” he said. Since then, he has been using a wheelchair as his limbs no longer work. “When word spread that we were

to get government toilets, I was very excited, hoping that at long last I would be able to have a decent toilet, but that was not to be," he said. He said he later learnt that there was no budget for special toilets and that meant that he would not be able to use the toilet provided. “I am very happy that this man came out of the blue and offered a suitable toilet for me. My life has never been this easy; my wheelchair can move with ease here and the toilet is spacious," he said. “I never thought this day would ever come. I am greatly humbled. God has changed my life. This man came as a saviour, and my life is back on track," he said. Cedrick Madzaga was a wellknown football star in his heyday. 16 Valve, as he was popularly known, is now a businessman and had a three-month tender to build toilets in the area. He has already completed his work in record time.

Departments distance themselves from allegations The Limpopo provincial government has distanced itself from allegations that its tendering procedures are riddled with corruption. Spokesperson Tebatso Mabitsela said in a media statement last week that "media allegations that suggest that certain personalities are able to meddle with awarding of tenders illegally are both misleading and incorrect." Mabitsela was responding to the allegations by the media, that the president of African National Congress Youth League, Mr Julius Malema, controls the awarding

of tenders in the province. Mabitsela said the government called upon anybody who had evidence to the contrary to approach the law enforcement agencies in support of the government-led fight against crime and corruption. "Our provincial government has scaled up its offensive against corruption by, among others, facilitating the process of blacklisting approximately 40 companies through the national treasury for building shoddy RDP houses in the past." He added that government had also laid off more than 40 officials for fraud and corruption.

"It is against this backdrop that we want to assure members of the public that we have stringent control measures and systems in place to ward off criminality of any kind. We are committed to sustaining our good governance in general and the tendering procedures in particular," Mabitsela added. He said that the provincial government was committed to working together with all institutions through the provincial anticorruption forum to ensure that corrupt elements both in the private and public sectors faced the full wrath of the law.

Mr Hennie Spies, the branch manager, said the change was the initiative of their CEO, Johan du Toit, who felt that their clients deserved the best. “We have been in the business for a long time, and things are changing on a daily basis. We cannot be left behind; we have to move with the times,” said Spies. Four Beit Bridge teenagers who teamed up and assaulted a 22-yearold villager, resulting in his losing his left eye, were each fined US$80 or 60 days in jail. Benedictus Sibanda (18), Albert Ndlovu (18) and two juveniles aged 17 and 15, were found guilty of assault by Magistrate Carrington Karidzagundi. They were sentenced to a further 60 days’ imprisonment, which was wholly suspended for three years, on condition of good behaviour. The prosecutor, Mr Jabulani Mberesi, said on July 2, the four were travelling in a donkey cart from the Msane cattle pens and heading towards Driehoek Village.

Along the way, the four were approached by the victim, who asked for a lift to Driehoek. The four refused to give him a ride, but the complainant forced himself onto the cart, resulting in a fight. The four the pushed the complainant out of the cart, before ganging up and assaulting him several times with a sjambok, stones and a stool. The complainant sustained injuries all over his body and he was left for dead. He also lost his left eye as a result of the assault. Soon after regaining consciousness, the victim proceeded to the police station, where he reported the matter to the police, leading to the arrest of the four.

to the age-old tradition, the surgeon left the school intact without burning it down, which is contrary to tradition. The closure of the school has left many questions unanswered. “We are in a state of shock. This has never happened here in my village,” said Chief Julius Nemadimbo, local traditional leader. He said he had an agreement with the principal of the school, but after starting the school, the principal started behaving in an unbecoming manner. The principal no longer reported what was going on at the school and the chief was shocked to hear that the man had left the initiates on their own. “It brings shame to our tradition and it degrades our culture; people will no longer take us seriously,” he said. He said he was worried that even women would be able to see what was being done there as the school was only partly burnt down.

Traditional leaders from the provincial house of traditional leaders, Munna Ndi Nnyi Men’s Forum and government officials visited the village and the school on a fact-finding mission. The head of the Mutele royal council, Edward Mutele, said the actions of the surgeon had plunged the community into confusion. “Normally when these schools close, we have a traditional ceremony to welcome all the initiates here, but that has not happened this year,” he said. Chief Vusani Netshimbupfe, chairman of the Limpopo government’s task team on initiation schools, said they had heard of the incident. “When it came to our attention, we quickly dispatched a team to visit the area in order to have first-hand information about the incident. We are still studying the report and we will take the neccsesary steps afterwards,” he said.

Traditional circumcision schools are sacred and very strict when it comes to the way things are done. Everything is done according to rules, but the opposite became the case with one circumcision school at Madimbo Village in Mutale. At this school, everything seems to be done the wrong way. Villagers refer to it as one of the worst circumcision schools in the area, if not the country; they see it as a school of shame. Officials from the House of Traditional Leaders who visited the school were left speechless. Instead of following the traditional rules, the school and its operators broke almost all the set rules and traditions. Because of the confusion at the school, parents had to take their children home and the school was closed unceremoniously. More than 100 initiates were sent home and some were even taken to the local clinic for treatment after the school was closed. The principal of the school, well-known traditional surgeon Mushaisano Tshirangwana, left the school in the care of a junior. It is also alleged there was no proper care for the initiates as there was no order at the school. The junior surgeon in whose care the school was left Chief Julius Nemadimbo inspects the initiation school after the owner allegedly absconded, taking all the money with him and leaving the initiates in the lurch. The quest for morality

Why premarital sex is a sin? I must start this article by paying tribute to all South African women, since this is their month. It teaches us that we must respect their womanhood and stop mistreating and abusing them, especially when it comes to sexual matters. I also want to use this opportunity to congratulate the mother of my children, my pumpkin, who has just received the good news that she had passed her final examination for her master’s degree in education and will be graduating in September. The saying now goes: “Behind every successful woman, there is a strong man”. Sex outside marriage is known as fornication and is a sin. If the only thing we have told our children about abstinence is that premarital sex is a sin, we are right, but they are in serious need of more information. The nature of temptation is to exploit our children’s lack of knowledge and to make them question the validity of God’s standards. Our children often find themselves in the throes of questions that seek to tempt them to engage in premarital sex, namely: What is the big deal? One night of pleasure isn’t going to hurt anyone. If sex is so bad, why does it feel so good? What difference would a band on my ringfinger really make? If adults are enjoying it, why can’t we do the same? Believing that premarital sex is a sin is one thing; knowing why is another. Once our children know why, then they are ready to face the world and its temptations. They are

better equipped to quench the “fiery darts” of temptation – thoughts that attempt to sway them. When we talk to children about sex before marriage being a sin, it goes a long way to show them how it is a selfcentered act, a concept that they are apt to comprehend. To do this, we must show them the difference between love and lust. Differences between the two are well-captured in the attributes of each, namely: On the one hand, love desires to satisfy another at the expense of self. It is easily satisfied, has nothing to hide, brings peace, is open and honest, is concerned for another’s wellbeing, remains faithful during rough times, sees all that is beautiful about a person and is patient. On the other hand, lust desires to satisfy self at the expense of another. It is never satisfied, often operates in secret, brings guilt, manipulates and disguises intentions. It is consumed with selfish desires, abandons when needs are not met, has eyes fixed strictly on outward beauty and is very impatient. The two are diametrically opposed and therefore we can’t operate in both. Sex outside marriage is the result of lust and failure to wait patiently for the right time. It is rooted in self-centeredness and is wrong. God’s plan for sex is based on love, not lust. We must then teach our children to uphold their virginity and wait to celebrate their sexuality with their covenant partners. - Prof Derrick Mashau

Development

New house for poor family of Malale Village Mayor Carol Phiri of Musina has put a smile on the faces of a poor family, after initiating the construction of a two-roomed house, worth R25 000, for them at Malale village, outside Musina.

The initiative is a partnership between the Musina Municipality and the Barberry Group, a freight flow and logistics interface rail management business. The construction of the house is already at an advanced stage.

The beneficiary, Ms Josephine Kwinda, and her five children have been living in a makeshift, oneroomed structure with a dusty floor and holes in the walls. It can collapse at any time, which makes life very difficult for them, especially in rainy and cold weather. Although she is a South African, Kwinda’s attempt to get an RDP house could not go through, since she and her children did not have the relevant documents and they spent most of their time on the farms. After hearing about the conditions under which Kwinda and her children were living, Phiri promised last week to intervene, which resulted in the building of the house. “After only one month in office, I realized that there are many challenges within our communities, but I had to prioritise this one. Every person deserves better and it is our obligation to make sure that even the Kwinda family can live comfortably, like other community members. It is our joint responsibility to eliminate poverty, hunger and underdevelopment within our communities.” Phiri says also handed over furniture and food parcels to the family. “We have provided them The makeshift one-roomed house in which Ms Josephine Kwinda and with a double bed, a wardrobe and R1 000 worth of groceries.” The jubilant Josephine Kwinda thanked her four children are presently staying. everyone involved in the project. “This is a dream come true. “Collect your fire-arm licenses” The South African Police Service in Limpopo is concerned about the high number of uncollected firearm licenses that are accumulating at the offices of the SAPS across Limpopo. Almost 10 000 competency certificates and fire-arm licenses have not yet been collected from the offices of the designated fire-arm officers at the 93 police stations in Limpopo. Since earlier this year, members of the public who applied for firearm licences or the renewal of their fire-arm licenses have been informed through SMS to come and collect their licenses. Despite this, thousands of appli-

cants have not yet come forward to collect their licenses. Several other attempts to contact the applicants, using the information supplied on their application forms, have also been made, to no avail. An appeal is therefore made to members of the public who have applied for new licenses, or for the renewal of their old licenses, to visit the police stations where they originally applied to collect their licenses. Settlers give Stars a lesson Matangari Settlers booked a place in the knock-out stage of the Munyamela Soccer Tournament by beating Muhuyu Copper Stars 4-2 at the Muhuyu grounds on Saturday. Settlers took the game to their opponents from the onset. They were duly rewarded for their efforts. They scored their first two goals in the first half. Their opening goal came nine minutes into the game. Their unstoppable striker, Tshifhiwa Sikhala, made no mistake after receiving a brilliant pass from Dakalo Nedzingahe. Copper Stars lost cohesion after the goal. Instead of playing attacking football, they abandoned their key positions and packed themselves at the back as if they were leading. Settlers pressed hard in their search for more goals.

With only seven days to go before the activities for the new season start, Black Leopards have every reason to believe that they are ready to face the Absa Premiership heat. The activities for the new season will effectively commence next Friday, August 12. As one of their many ways to prepare for the new season, Lidoda Duvha have beefed up their squad by acquiring the services of a number of experienced players. Their latest acquisitions include a defender, Humphery Khoza, from Witbank Spurs. Khosa entered into a three-year contract with Leopards, after failing to secure a contract with

Orlando Pirates. Thabo Mongalo, who last played for Black Leopards four years ago before moving to Supersport United, is back in the Leopards camp again. When his contract with Supersport expired last month, Mongalo tried his luck with Bloemfontein Celtic, where he failed to convince the team’s technical staff. He then moved to Leopards, where he was welcomed with open arms. Mongalo proved his worth when he scored the only goal when Leopards beat Ajax Cape Town 1-0 in their semi-final match for the Old Mutual Mangaung Cup that was played at the Botshabelo Stadium in the Free State last Sunday.

Mamelodi Sundowns win Mopani Mayor’s Charity Cup Mamelodi Sundowns are the new champions of the Mopani Executive Mayor’s Charity Cup. They beat Giyani Hotspurs 5-0 in the final. Their way to the final went via Jomo Cosmos, whom they beat 4-2 at the Giyani Stadium on Sunday. Their game against Cosmos was a thriller. Sundowns’ opening goal came in the eighth minute. A defender of Cosmos, Berte Zico, deflected the ball back into his own net in an attempt to clear. Cosmos’ striker, Taonga Dondo, caused an upset in the 18th minute. He received a neat pass from Thabiso Hlalele and hesitated for too long to unleash within the box until he lost possession. Nyasha Mshekwi scored for Sundowns

in the 28th minute. Cosmos did not sit back and relax without a fight; instead, they regrouped from behind. They reduced the deficit by one through Nontshinga Siyabonga, whose ground cutter hit the woodwork and bounced across the goal line. Sundowns were leading 3-1 when the teams adjourned for the half-time break. Their third goal came via Musa Nyatama three minutes before the break. Cosmos approached the second half aggressively. They forced Sundowns to chase the action and scored their second goal in the 54th minute. Katlego Loke sent the Sundowns’ keeper, Wayne Sandilands, the wrong way after a neat pass from

Tsepo Moloto. Sundowns frustrated their opponents with their dribbling skills. They scored the fourth and sealed the game in the 78th minute. Nyasha Mshekwi finished off a rebound after an attempt by Teko Modise. • The defending champions, Supersport United, could not believe it when they were unexpectedly booted out in the semifinal stage by Giyani Hotspurs, who beat them 6-4. Hotspurs showed their elder brothers no respect as they matched them pound for pound in all departments. The Sadtu structures in Limpopo have reacted positively to the call by Minister Blade Nzimande last month to reopen teachers’ training colleges. According to the Limpopo provincial secretary of Sadtu, Mr George Mudumela, the union had always been against the closing of these colleges. “The decision by the minister was long overdue. We support the minister on the call for the re-opening of these colleges. South Africa has a huge shortage of teachers, and opening the colleges may help curb the problem we are facing,” said Mudumela. According to a report by nwu. wordpress.com, the minister said

the call to reopen the colleges was in line with the decision ta­ ken by the ANC at its Polokwane conference at the end of 2007.
