The Obed Mashaba Fire Station in Musina is close to being dysfunctional. This came to light during a recent visit of the Vhembe executive mayor, Cllr Dowelani Nenguda, to the facility. Nenguda visited the station on a fact-finding mission. After the visit, he expressed his concern about the dilapidated condition of the fire station. The general manager of community services in Vhembe, Mr Nditsheni Mathule, and the facility’s divisional officer, Mr Carel van der Walt, took Nenguda on a tour of the station. Kennealy-moordverdagte bly steeds agter tralies Deur Andries van Zyl

Die man wat daarvan beskuldig word dat hy op 20 Mei die welbekende plaaslike kunstenaar en menseregte aktivis Annette Kennealy (51) wreed op haar plaas vermoor het, het Maandag vir ‘n tweede keer in die hof op Louis Trichardt verskyn. Die 40-jarige Kenny Ramantswana, wat vir Kennealy gewerk het, word daarvan beskuldig dat hy Kennealy verwurg en met ‘n hamer doodgeslaan het. Vriende het gaan ondersoek instel, nadat Kennealy nie op selfoonboodskappe en -oproepe gereageer het nie. Ramantswana is ure nadat haar liggaam op Dinsdag, 21 Mei, in haar plaashuis op die plaas Welgevonden buite Louis Trichardt gevind is, aangekeer. Hennie Bonnema-moordsaak weer onder die loep gekom. Bonnema is op 18 Oktober 2016 met ‘n mes doodgesteek voor sy plaaswoning op die plaas Beaufort F10 in Levubu. Die hoofbeskuldigde in die saak, die 32-jarige Walter Maringa, is kort ná sy arrestasie op 23 November 2016 borg van R5 000 toegestaan deur die Levubu Landdroshof. ‘n Paar dae later, op 30 November, het Maringa die borgtog betaal. Hy het daarna vir etlike maande verdwyn totdat hy eers weer einde verlede jaar gearresteer is. Hulle het elk ook ‘n addisionele 15 jaar tronkstraf gekry op klagte van diefstal met verswarende omstandighede. Die vonnisse sal gesamentlik uitgedien word. Intussen het die NVG gesê dat Maringa reeds op 18 Junie op die ander vyf klagte teen hom verskyn het. Hierdie sake is uitgestel tot 9 September vanjaar. ‘n Derde verdagte is destyds in verband met die moord op Bonnema aangekeer. Takalani Mudau, ‘n voormalige werker van Bonnema, is saam met Maringa en Tshishonga arresteer. Hy het egter getuie vir die Staat geword en is nie vir die moord op Bonnema verhoor nie.

Still no accountability among municipalities, says AG By Anton van Zyl

The problems at municipalities are continuing and, to make mat­ters worse, no cul­ture seems to exist where indi­ vi­d uals are being held re­ sponsible for transgressing laws. Municipalities are also using consultants at a huge cost to taxpayers to try and get their books in order retrospectively, instead of implementing re­ gular controls. These were some of the findings of the Auditor-General (AG), Kimi Makwetu, in his consolidated general report on the local government audit outcomes. The report was released last week and paints a rather sorry picture of the state of municipalities in most parts of the country. The Vhembe District’s municipalities did not impress the AG. Two of the five municipalities showed a regression compared to previous years, with only one, Makhado, showing slight improvements. It also transpires that the illegal investments that the Vhembe, Collins Chabane and Makhado municipalities had made at VBS Mutual Bank are seriously affecting service delivery.

No accountability The AG was very critical about the role of leadership in the municipalities and their reluctance to address deficiencies in the

internal control mechanisms. He pointed out that municipalities are not adhering to legislation, not preventing unauthorised expenditure and are not complying with supply-chain-management prescripts. “It is evident that the deteriorating accountability for financial and performance management is not being addressed, as there are no consequences for those who fail to comply with legislation,” he said. The problems can also be blamed on the oversight mechanisms, such as the municipal public accounts committees, that are not doing their jobs. “It is also vital that members of these committees have sufficient knowledge of legislation to interact meaningfully on matters of compliance and thus adopt effective resolutions,” Makwetu said. The irregular expenditure incurred by municipalities in the province in the previous financial year dropped to R1 063 million, but this figure is expected to rise when the figures of all the municipalities are taken into account. Two municipalities, Thabazimbi and Modimolle-Mookgophong, did not have audit outcomes available and were excluded from the report. In the Vhembe District, the worst performer as far as irregular expenditure is concerned, was the Collins Chabane Municipality, with R45,4 million and an accumulated outstanding balance

of R53,35 million. Musina Municipality had an accumulated an outstanding balance of R146,88 million reflecting as irregular expenditure. Another R21,7 million was added to this figure the past financial year. Makhado recorded R33,5 million in irregular expenditure, with an accumulated balance of R3,17 million.

Expensive consultants The AG highlighted the problem of municipalities’ using external consultants to try and improve their audit outcomes. The Vhembe District Municipality spent R19 million on consultants while the Collins Chabane Municipality forked out R13 million for external help. “The cumulative amount spent on consultants by Polokwane, Elias Motsoaledi, Mopani District, Vhembe District and Collins Chabane over the past two years amounted to R159 million; yet skills were not transferred adequately, as management continued to appoint consultants for the preparation of the financial statements,” the AG said. The appointment of expensive external companies seemingly did not help in producing clean audits. “Notwithstanding the investment made through the appointment of consultants, the financial statements still contained material misstatements that were identified during the audit,” the

AG said. He attributed much of this to the fact that consultants were provided with insufficient supporting documents, making it impossible for them to prepare credible financial statements. In the report on the Vhembe District’s municipalities, poor leadership is very clearly the root cause of the problems. The five municipalities were criticised for the instability or vacancies in key positions. Key officials were also lacking the necessary competencies. A root cause of the problem was identified as “the inadequate consequences for poor performance and transgressions”. The lack of proper accounting systems reflects in the periods that the municipalities take to pay creditors. Musina Municipality seems to be one of the worst, taking on average 494 days to pay their accounts. Makhado takes on average 101 days, while Thulamela settles bills in 59 days. The payment periods for Vhembe District and Collins Chabane were not available, as these could not be audited. The two best municipalities in Vhembe seem to be Thulamela and Makhado. Seemingly, these two municipalities co-operated well with the AG’s office, whereas at the other three, problems of protests, threats, intimidation and contestation were encountered. From model to trash recycler - this lady is simply amazing Community Builders The 25-year-old Rotondwa Musitha from Louis Trichardt has won a few titles in her life, but she keeps on surprising. In 2014, she was crowned Miss Commonwealth Popularity and represented the country in London. A year later, she was Miss Heritage SA, and in 2016 she shared the Miss Mamelodi Sun-

downs Limpopo title. The latest accolade for this dynamic lady is something completely different – she won a national award for her efforts to recycle waste.

Rotondwa is well known in the region, having matriculated at Louis Trichardt High School. Not many people, however, know that she has turned into a successful and well-respected businesswoman, focusing on the recycling of waste. Earlier this week, PETCO (PET Recycling SA), announced that Rotondwa is one of the winners of the national Waste Reduction Youth Warrior award. Rotondwa feels no “shame” in collecting what other people throw away. She quickly realised that beauty alone would not unlock all opportunities in life. After finishing school, she studied business economics and obtained a BA degree in business administration. Back at home, she believed that money could be made out of recycling and she formed her own company, Trash Converters. Rotondwa said that the idea to look at recycling actually started while she was still studying. In order to finish her degree, she had to complete a module on social responsibility and environmental management. “I started to do my own research on recyclable material within the province and Rotondwa Musitha. realised that less than 2% of all recyclable material in the Limpopo province gets recycled. This meant that there was a gap for waste buy-back centres and an opportunity to offer environmental awareness solutions,” she said. Rotondwa had no capital, just the savings accrued when she still worked and earned an income as a model. She invested this in her business and started working, literally picking up litter. Working on foot, she and her small team collect approximately eight to 11 tonnes of waste per month. “This is my job, this is my pride, picking up rubbish and making a living from it,” she said. For Rotondwa, waste collection is a lot more than simply earning an income and being independent. “Slowly but surely, people in my community are seeing the importance of recycling and the environment. That makes everything worthwhile,” she said. Rotondwa encourages other people to follow in her footsteps. “Before doing anything, it is important to do research on the material you want to recycle, whom you can sell to and at what cost, not forgetting the area you want to operate in to see if it will be feasible,” she advised. “Ensure that you get all the certification required for you to operate but, most importantly, to start collecting. Even if you are starting small or at

home, it is important that you start and hit the ground running. Close your ears to the noise about how it is a dirty job and how you can get an actual job. Just have the drive and you will be fine,” she said. As a young person, she also has a message for the youth of South Africa: “Have dreams and don’t let anyone tell you it cannot be done. It can – they may have failed, but you won’t.” Rotondwa’s efforts were recognised by the PET Recycling Company (PETCO) when she was announced as the Limpopo winner of the Waste Reduction Youth Warrior award. PETCO supports recyclers such as Rotondwa with community programmes, educational material and awareness programmes on recycling. (PET is the acronym for a very versatile plastic called Polyethylene Terephthalate, the plastic used to make the most common container in the soft-drink market today: the plastic bottle.) Rotondwa was very impressed with the award. “This award means a lot to us, especially getting recognition from a body such as PETCO that is invested in the work we do and our future growth. It motivates us as a team to continue on the path we are on, as it goes to show that we are on the right track and we are being recognised for the difference we are making in diverting waste from the landfill,” she said.

The annual Mr and Miss Eric Louw pageant took place at Eric Louw High School on 8 June, with Lewies Nel and Alida van Rensburg walking away with the respective titles. “So much beauty emanated from the function and there were so many people who opened their hearts and offered their help to make our function a huge success,” said the school. Lewies was also voted Mr Fan Favourite and Mr Staff Favourite, while Alida also walked away with the title of Miss Staff Favourite and Miss Photogenic. Other winners on the evening included David Tjapudi (1st prince), Michiel Badenhorst (2nd prince), Annika Pretorius (1st princess and Miss Fan Favourite), Anli Heydenreich (2nd princess), Boitumelo Chirwa (Miss Personality), Phenyo

Leghawa (Mr Personality) and Boitumelo Mudau (Mr Photogenic). According to the National Institute for Communicable Diseases (NICD), a total of five human rabies cases (two in Limpopo and three in the Eastern Cape) have been confirmed in South Africa since the beginning of the year. This is according to the NICD’s June communiqué. Most recently, rabies was ruled the probable cause of death of a four-year-old girl who died in May 2019. The girl was bitten by a stray dog on the face and leg in April 2019, in the Mbobeni-surrounds, Eastern Cape Province. The girl received four doses of rabies vaccine post-exposure, but rabies immunoglobulin was not given. She was admitted to a hospital in KwaZulu-Natal Province, where rabies was suspected. “Ante-mortem testing for this child was not confirmatory. This could be expected in an immunised person, as the detection

Given the history of exposure to a stray dog prior to illness, and a clinical history that is compatible with the diagnosis of rabies, this case was classified as a probable rabies case in the absence of laboratory confirmation,” stated the NICD. Regarding the five cases of rabies, the NICD stated that the administration of rabies immunoglobulin was a critical, life-saving therapy in individuals with category 3 rabies virus exposures. The product requires infiltration at the site of virus inoculation, i.e. the wound site or sites, for immediate virus-neutralising effect. “Rabies vaccination is provided in addition but may require 7 to 10 days for protective antibodies to be produced,” said the NICD. Unique opportunity for sport clubs to advertise The Zoutpansberger is in the process of updating all details of sport clubs in the Soutpansberg region. The aim is to establish a directory of sport clubs, the various representatives and also details such as membership fees and practise times. To start off the project, the newspaper will endeavour to make space available in each week’s edition, focusing on the sport clubs. Each week a different club will be featured. The sport club will be invited to use the space to tell readers more about their club and the specific sport. Committee members can be introduced to the readers, as well as the various league structures and competitions. The information will then be used on the Zoutpansberger’s website, in a section dedicated to sport clubs. Each club will have a unique page, which can easily be updated should information change. The page will include contact details of the club and how members of the community can

join the club. The goal is to publish a list of sport clubs in each week’s edition, along with basic information about the clubs. Where available a QR link will make it easy for readers to visit the club’s page on the website, where more detail will be available. Sport clubs are encouraged to contact Andries or Anton at the Zoutpansberger (015 516 4996). There is no cost involved, the only requirement being that it is a properly constituted sport club affiliated to the relevant sporting bodies.

Members of the Vhembe Athletics club who participated in the Comrades Marathon a fortnight ago in Durban arrived back home safely with a variety of medals. Eight athletes received Vic Clapham medals for finishing the race in between 11 and 12 hours. Two received Wally Hayward medals, awarded to athletes for finishing in less than 6 hours and falling just outside the top ten. A further two athletes received Bill Rowan medals for finishing in between 7 hours 30 minutes and 9 hours. Three athletes received the newly introduced Robert Mtshali medals for athletes finishing between 9 and 10 hours. All the Vhembe athletes finished the race before the cut-off time.
