Partnership gives village access to basic services Environmental News

For a community in deep rural Limpopo, a successful and on-going partnership between the Department of Electrical and Electronic Engineering Science (Faculty of Engineering and the Built Environment) of the University of Johannesburg (UJ) and Schneider Electric South Africa has ensured that the Gwakwani Village has had access to basic services through sustainable interventions. Gwakwani is a small rural village, about halfway between Tshipise and Makuya Park on the bank of the Mutale River, with about 70 to 100 villagers.

Over the past three years, this partnership has empowered the community through its eco-friendly, sustainable contributions to an area that is devoid of basic services or roads. Schneider Electric’s collaboration with UJ on the access-to-energy project started with the installation of solar lighting solutions to the homes and a solar streetlight followed soon thereafter. This collaboration between private industry, academia and the community, has created a legacy for many years to come, a legacy that has the advantage of Schneider Electric’s global commitment to sustainable solutions and the collective academic knowledge and skill sets of the UJ School

for Electrical Engineering. “The success of community-outreach projects not only depends on the technical solution provided but also on the social and cultural acceptability of the solution and of the solution provider,” said Professor Johan Meyer, head of the School of Electrical and Electronic Engineering at UJ, in a press release. “Initially, we trained entrepreneurs from the village to sell and maintain our solar-powered portable LED lamps, with their mobile phone chargers, the Mobiya TS 120S,” added Zanelle Dalglish, head of sustainable development for Schneider Electric Anglophone Africa. “The unit is especially suited for the demanding rural environment of Gwakwani, as it is an energy-efficient, eco-friendly and robust portable lamp producing 120-lumen light output.” Working in collaboration with UJ is in line with Schneider Electric’s sustainable-development strategy, which focuses on partnering with academic institutions, NGOs, NPOs and funders to establish an electrification model for off-grid communities. Equally passionate about creating sustainable, long-term solutions, UJ engineering students were provided with an opportunity for community engagement and on-the-job experience, ensuring they learn practically and not just academically. Community members had to travel some distance to fetch water from the river each day, where there was also significant malaria risk. UJ students identified that a high-quality water system was a core need for the village, as water supplied from a diesel-powered borehole was insufficient for daily use. “Schneider Electric South Africa assisted with the installation of a second borehole pump, donating its ‘Water of the Sun’ solution, which consists of variable speed drives to power the water pump, and a 4Kw solar panel solution, provided by UJ. Now, the community has access to a reliable water supply for everyday use and a newly installed drip-irrigation system, which allows them to plant and grow vegetables to support themselves and sell their produce to surrounding villages,” said Dalglish. The bakery, which had to be designed and installed in a very remote location, is now fully operational and delivers between 120 and 140 loaves of bread per day, which generates income for the community. The UJ Electrical Engineering Department, with the support of Schneider Electric, continues to monitor the performance and optimisation of the solar system. “Project Connect at Gwakwani Village has provided students with an opportunity, not only to learn, but to give back to the community. Here we have seen private business working together with engineers, students and academics in an effort to connect people to their surroundings, to the economy and, just as importantly, to the outside world. The importance of this project cannot be measured, both as a learning tool and a means to make meaningful social change in this country,” said Meyer. Through the initiative, 35 households were supplied with lights, enabling the children of the village, who walk six kilometres to the nearest primary school and 18km to the nearest high school, to complete their homework at night. In a containerised crèche, with the first television set in the history of the village, the youngest in the community are exposed to educational channels on television and the wider world has now been brought to Gwakwani. The bakery also employs nine people, villagers have been upskilled, and their income is supplemented. The people of Gwakwani have expressed their heartfelt gratitude for access to running water, electricity, education and skills transfers. Through the intervention of a successful collaboration between industry and academia, they continue to benefit from access to sustainable energy and education.

to celebrate the fact that they had attended fewer accidents than during the same Easter period in the previous year. During last year’s Easter Weekend, the Makhado Fire Station reported a total of 10 accidents, with only one fatality. This year, the station reported only five accidents, but with two fatalities. As the long weekend approached, the first accident occurred on Thursday, 30 March, along the N1 south. Two vehicles, driving in opposite directions, collided with each other. Only two people sustained minor injuries. On Good Friday, rescue workers had to give assistance to a woman who had lost control over her vehicle near the turn-off junction on the N1 south towards the Air Force Base Makhado. No accidents were reported on Sunday. On Monday, the last accident for Easter Weekend was reported along the busy N1 north. A bus and bakkie, travelling in opposite directions, collided with each other. Both the vehicles came to a complete standstill in the middle of the road, partially blocking traffic along the N1. Three people were left with serious injuries, while a fourth sustained minor cuts and bruises. In the meantime, Selepe’s accident has sparked outrage amongst residents towards motorists who do not adhere to traffic rules. A growing trend seems to be developing in Louis Trichardt for motorists to ignore stop signs blatantly. “After seeing the accident scene … witnessing the man’s [Selepe] lifeless body covered underneath a blanket … and all because some idiot did not care to stop at a stop sign … I have urged all my family and friends to stop at a stop sign in future,” remarked a furious and upset resident, who wished to remain anonymous. The Makhado Police have since been alerted to the additional information and

they have called on the public to assist them with any further information that can help to bring the culprits to book. Anyone with information can

Dit maak hom egter ook benoud, want nou begin hierdie nuwe skepsel in Christus, ook die ware karakter van God in die lig van sy heiligheid en Woord en van Jesus se gesindheid te ontdek. Hy besef hoeveel dit hom nog aan die egte gesindheid van Christus ontbreek. Maar die goddelike natuur waarvan hy deur die wedergeboorte ‘n deelgenoot geword het (2 Pet. 1:4), laat hom juis al hoe meer intens na dié heiligheid en gesindheid verlang. Hierdie sterk dors, “sodat ek Hom kan ken” (Fil. 3:10), beweeg ‘n mens om drie dinge te doen ... “vergeet die dinge wat agter is ... strek my uit na wat voor is ... en jaag na die doel.” Hy is vry van wat agter is, vas aan wat voor is, ingestel op wat bo is en besig met wat byderhand is. indeed involved in the alleged incident. “We drove around the neighbourhood and I saw three boys who were with Asa when it happened. They confirmed Asa’s version of events,” said Phaswana. He then went back to the house of the Maphiris, telling them that it was indeed their son. He again urged them to come to his house to discuss the matter. “Just as we were driving back home, we saw a black VW Golf with four young people inside, driving towards the home. I turned and followed the car after Asa pointed out that Junior was in that car,” explained Phaswana. According to his testimony in court, he stopped next to the vehicle and said to the woman: “This is the person who did it.” He then left. “About an hour later the police came to my home. They said that there was a case opened against me. I asked them what the charges were. They said: pointing a firearm,” Phaswana described the events of that day. It later transpired that the women alleged that Phaswana had pulled out his gun and pointed it at Tshifhiwa Maphiri. Phaswana had to go to the police station and narrowly avoided spending the last night of 2016 in jail. “I had to phone around for assistance, and after a lot of persuasion I was released on a warning,” explained Phaswana. Phaswana can still clearly recall the trauma during the interrogation process. “I told them it was my boy who had been bullied. I called Asa to come and explain to the police what had happened. I told the police that the two women were not a threat to me or Asa. There was no need to point a firearm at any one of them,” he said. All this was to no avail, and Phaswana was charged for pointing a firearm. For the next 15 months he had to endure a stressful and very expensive court process. Phaswana’s lawyer, Mr André Naudé, started cross-examining the three witnesses on 17 August last year. The argument was that many inconsistencies existed in the versions of the witnesses. The trial continued on 17 January, and once again Mr Naudé knocked holes in the State’s case. “It is clear that they colluded in order to tell a story to this court,” he argued. Naudé pointed out that the first witness had incorrectly identified Nkhelebeni Phaswana as the accused. Nkhelebeni is the brother of Sampie

Phaswana and is described as a billionaire. Naudé also highlighted the numerous differences between the original affidavits taken down by the police and the testimony in court. On 27 March, Magistrate Bennie Smit acquitted Phaswana, finding that there was not enough evidence to suggest that the accused had acted in an unlawful manner. He found the version of events as depicted by the complainants to be unlikely. He also concurred with the defence that Phaswana’s version of what had happened that day was the more likely version of the truth. The case might be over, but the scars will take a long time to heal for Dr Phaswana. “I did not want vengeance,” he said on Tuesday. He believes conflict should be handled in a mature and responsible manner, which implies that one first try and discuss problems. “I did not want to lay a charge against the young man who had bullied my son,” he said, “because that might have led to a criminal record.” Unfortunately, his efforts to promote dialogue did not work out the way he intended. on a charge of pointing a firearm in the Louis Trichardt Magistrate’s Court last week. During an interview with the Zoutpansberger, he spoke about the false charge brought against him and how it had affected him and his family over the past year. Dr Phaswana is a well-known personality in the province and is a circuit manager of the Department of Education. He is also an ordained pastor in the Evangelical Lutheran Church. As a “man of the cloth” the allegations made and the subsequent treatment he received were even more traumatic, he said. It all started on 31 December 2016 when his son, Asakundwi (Asa), arrived home complaining that he was being bullied and terrorised by a young man in the park next to Tshirululuni Street, Louis Trichardt. Asa was clearly shaken and described how the young man had first wanted to take his bicycle and then assaulted him. Phaswana decided to look for the young man responsible for this and speak to him. He and Asa drove to the park and found a young boy there who had seen what had happened. He pointed to an address in Jasmyn Street where the family of the young man live. When Phaswana arrived at the address, he went into the home and met Tshifhiwa Doreen Maphiri and her friend, Veronica Mandiwana. He introduced himself and explained what had happened to Asa. In court it was testified that Tshifhiwa Maphiri initially kneeled down, asking for forgiveness. “I told her that it was the young man who should ask for forgiveness, not she,” Phaswana said. It was during this incident that the woman apparently saw the pistol in a holster on Phaswana’s ankle. “I did not take the pistol to the lady’s house with the purpose to do anything. I was coming from my lodge, Bo die Krans Lodge, where we often deal with cash. I always carry my pistol with me,” explained Phaswana. When Phaswana was asked to sit down, the pistol became visible. Maphiri needed to make sure whether it was her son who had been involved in the incident and, according to Phaswana, she tried to phone him. She also phoned the father, but they were unable to trace him. Phaswana and his son then left the house to again ascertain that the young man, called Junior, was

Apart from getting a bit of a facelift itself, Camp Africa now also boasts a new manager. “We have appointed a new camp manager, Attie Pyper, who will bring Camp Africa back to its former glory. Pyper is a young 62-yearold, vibrant individual who is full of fresh ideas. Besides being an amazing host, Attie is also a musician, so we will enjoy evenings listening, and partying, to his music,” said Camp Africa’s Jacqui van Graan. Situated in the Hanglip plantation just outside of Louis Trichardt, Camp Africa’s cosy bush pub, Eagle’s Nest, is fully licensed and keeps the most common types of alcohol. “In winter, a

burning fire keeps the bar warm, and in summer, there is usually a mountain breeze to keep you cool,” said Jacqui. As mentioned, the camp itself recently got a “facelift” with a fresh spot of paint and a little bit of new décor. “So, please do come visit us and enjoy the fresh, cool mountain air. Children are welcome to bring old bread or carrots to give to the milk goats and geese,” said Jacqui. Camp Africa caters for birthday parties, conferences and functions. “We are willing to accommodate any request as far as we possibly can. We have a large boma area that holds a ‘kuier-fireplace’, so that the beautiful evenings

of this region may be enjoyed. For smaller, more intimate groups, there is a fireplace just outside the bar area,” said Jacqui. Camp Africa is also a Birdlife SA Birding Friendly establishment, so birders can also enjoy the many birds that are endemic to the area - from turacos to sunbirds. Other activities that can be enjoyed at and/or from Camp Africa include tree-spotting, mountain biking, 4x4 and 4x2 trails, butterflies and moths (entomology in general), to name but a few. Tydens die Roadhogs motorfietsklub se besoek aan Ons Tuiste Ouetehuis die afgelope naweek was twee inwoners avontuurlustig genoeg om vir ‘n “spin” te gaan op van die motorfietse. Die twee was die 76-jarige tannie Antjie Badenhorst en die 86-jarige tannie Koeks Minnaar. Afgeneem is tannie Koeks op die motorfiets saam met klublid Dries Nel. Tannie Koeks was vreeslik opgewonde en het opgemerk dat haar kinders nie sal glo wat sy gedoen het nie. Foto verskaf.

Bekende plaaslike motorhandelaar Werda Motors het ingespring om te help in die stryd teen misdaad. Die onderneming het besluit om ‘n Toyota Hi­lux bakkie te borg vir die gebruik van die N1/ Blue­gums­poort Plaaswag. Die bakkie is verlede Donderdag aan die voorsitter van die plaaswag, mnr. Wouter Meintjies, oorhandig. “Die bakkie sal hoof­saaklik vir plaaswagdoeleindes gebruik word op ‘n rotasie basis, asook vir gesamentlike operasies met die polisie en Soutpansberg Dorpswag,” het Meintjies tydens die oorhandiging gesê. Vir mnr. Eddie Schlesinger van Werda Toyota was die besluit om die bakkie te borg ‘n maklike een. “Ek bly in die area en het die behoefte vir die borg van so ‘n bakkie raakgesien om ‘n verskil te maak in beide die plaas- en dorpswag,” het Schlesinger gesê. Ook teenwoordig tydens die oorhandiging was mnr. Volgens Snyman was beter koördinering en samewerking tussen die verskillende plaaswagte en die polisie deurslaggewend in hul sukses. “Behalwe bystand deur ‘n hele klomp WhatsApp-groepe en vergaderings wat gereeld gehou word, word daar gereeld misdaadvoorkomingsoperasies in die dag, en veral in die nag, uitgevoer deur ‘n taakspan wat reaksielede van die dorpswag, die plaaswagte en polisielede insluit. Suksesse lei in sekere gevalle daartoe dat goedere teruggevind word nog voordat

daar ‘n saak oopgemaak kan word. Wat laasgenoemde betref, het Schlesinger Snyman se uitnodiging beaam. “Ek daag ander motorhandelaars uit om ‘n soortgelyke borgskap te doen wat die dorps- en plaaswag kan versterk in hul rol om die hele gemeenskap te help beveilig,” het Schlesinger gesê. Meintjies het van sy kant af ook vir Werda Toyota bedank vir die borgskap. “Dit word opreg waardeer en die volle gemeenskap sal daaruit voordeel trek,” het Meintjies gesê. New cellphone ban at border posts Government News

Travellers will no longer be allowed to use their cellphones when they are travelling through South African immigration ports. This announcement was made last Wednesday by the Department of Home Affairs (DHA). The DHA’s ban follows two weeks after a female immigration official was caught on a cellphone camera immersed in her smartphone, instead of clearing travellers. The incident happened at the Beit Bridge Border Post. On the video, which was widely shared on social media, the official can be seen absentmindedly scrolling through her phone before stamping a traveller’s passport twice. At the time, the video had the newly appointed Minister of Home Affairs, Mr Malusi Gigaba, furious. He personally called for swift action, and condemned the official’s actions in a public statement on 14 March. In the meantime, the official, along with three of her supervisors, has been suspended from work for dereliction of duty.

he Makhado Municipality’s traffic department should pay urgent attention to the prevalence of drivers who simply ignore red traffic lights. In the past nine years, I have not seen a single traffic officer monitoring at an intersection. While on the topic, one of the frustrations of driving in Songozwi Street is that pedestrians

hold up the traffic turning into side streets. The robots should be set up so that there are three phases, the third being for pedestrians to cross in all directions. It should then also be possible to synchronize all the robots in the main street. Thirdly, it would appear that many drivers cannot distinguish between a four-way stop and a traffic isle. At the latter you yield to traffic coming from your right; at the former, the one who arrives first, crosses first.

Valuation roll gives insight into land ownership By Anton van Zyl

The latest municipal valuation roll for properties in the Makhado Municipal area gives some interesting insights, not only in terms of the value of properties, but also regarding who owns most of the land. With the national debate on land ownership heating up, the “real figures” are often elusive and depend on who is quoting from what. The valuation roll is thus a useful starting point, as it contains information on close to 20 000 properties. For starters, it needs to be said that the valuation roll is not a very accurate document to work from. It is not consistent in terms of units used (it jumps from square metres to hectares without warning) and it contains a large number of anomalies. (For example, ten households are indicated as having a size of only one square metre). An immense amount of “cleaning up” needed to be done just to be able to extract some information from the roll.

The figures will have changed over the past couple of years, partly because of the Municipal Demarcation Board’s decision to incorporate parts of Makhado Municipality into the newly formed Collins Chabane Municipality. In the Makhado Municipality’s 2016/17 integrated development plan (IDP), the number of “formal residential” households is given as 9 336. The number supplied for households situated in traditional areas is 117 428. In total, 6 960 farms can be found in the municipal area. The IDP document also gives a breakdown of ownership, stating that 49,31% of the land ownership is private. Government owns 29,91% of the land and parastatals 2,79%. The figures, however, do not add up and almost 17% of the land is seemingly not accounted for.

Reëlings vir jaarlikse Kremetart vorder fluks Fietsrynuus

Reëlings vir vanjaar se jaarlikse Kremetart Fietswedren vorder fluks. Vanjaar sal die Soutpansberg weereens op 9 en 10 Junie gasheer speel vir een van die streek se grootste sportgebeurtenisse, die jaarlikse Kremetart Fietswedren. Hierdie jaar sal die 175 km- en 70 km-padfiets­ wedrenne op Saterdag, 9 Junie, vanaf Hoërskool Louis Trichardt se sportvelde wegspring. Beide wedrenne sal ook in Andersonstraat, voor Hoërskool Louis Trichardt, klaarmaak. Inwoners moet nou reeds daarvan kennis neem dat bogenoemde gedeeltes van Ruh-, Anderson- en Stubbsstraat (ten opsigte van die 175 km-wedren) vanaf 05:00 tot 07:00 totaal gesluit sal wees vir verkeer.

Wat die 70 km-wedren betref, sal daar vanaf 08:00 tot 12:00 gereguleerde verkeersbeheer wees in Anderson- tot Rissikstraat en vanaf Rissik uit op die Vivo-pad. Vanaf 15:00 tot 17:00 sal hierdie gedeelte egter weer totaal gesluit wees vir motoriste, in afwagting op die terugkeer van deelnemers in die 175 km-wedren. Die bergfietsryers sal Sondag, 10 Junie, kans kry om hul vernuf te wys tydens die Kremetart XCO-wedren. Die wedren beloof om weer heelwat jong nuwelinge te lok. Die eerste wedrenne sal vanaf 08:00 vanaf die Hanglip Bosboukantore wegspring. Intussen kan mense wat graag ‘n stalletjie wil bespreek, vir Rina Vermeulen skakel by tel. 083 297 6925. Die enigste voorwaarde is dat daar nie ‘n du­ plikasie van stalletjies en produkte sal wees nie, en daarom is dit belangrik vir mense om so vroeg as moontlik hul plek te bespreek.

Minister warns against fire season Working on Fire

As a result of ongoing drought situations experienced in different parts of the country, the Department of Environmental Affairs (DEA) has warned of a difficult winter fire season. The DEA therefore decided to get an early grip on the situation and has been hard at work during the past months to prepare for the 2018 winter fire season. Usually, the season starts on 1 June and is expected to last until the end of November. The DEA said it had just over 4 000 firefighters station at 160 bases throughout South Africa; all ready to combat the fire season. In addition, the DEA has partnered up with the provincial disaster management centres and local municipalities. Residents should also keep an eye out for the DEA’s commu-

nity fire-awareness campaigns, which will be hosted across the province during April. These campaigns are aimed at ensuring and teaching communities how to be fire safe in order to prevent unwanted veld and forest fires, to raise awareness of the risk of veld and forest fires, while also empowering those at risk to take responsibility to reduce the danger and impact of fires in their communities. DEA Minister Edna Molewa herself has reiterated the importance for the country to work with the men and women of Working on Fire. “We also urge communities to be more vigilant during this fire season and not to start unnecessary fires, particularly during dry days this winter,” said Minister Molewa. The team from Working on Fire has also established a

national deployment team that can be dispatched to anywhere in the country to assist farmers and landowners with their fire-suppression efforts. Communities should also take extra care by removing unnecessary rubble on their properties that can pose a serious fire risk, and to cut down overhanging tree branches close to their properties. They must also clean their gutters as the leaves that end up in these gutters can also pose a fire risk. Minister Molewa has urged landowners to work with Working on Fire, so that they can be assisted with the development of clear, integrated fire-management services, which include, among others, prescribed burning, fuel-load reduction, community fire awareness, early detection and fire-suppression plans.

Workers and employees at Shoprite in Louis Trichardt were picketing outside the store on last Wednesday morning. The picket was the result of a disagreement between the South Africa Commercial, Catering and Allied Workers Union (SACCAWU) and the managing com-

pany of Shoprite over employees’ salary increments, permanent and overtime hours and other benefits. According to the local SACCAWU representative, Ms Gertrud Makamunye, the union was concerned about employees who have had more than 15 years of service not being registered on the payroll as permanent staff

and, as a result, not receiving a fair salary. Employees, she said, were being paid R20 per hour and demanded R38. Last Wednesday, disgruntled employees and union members lined the entrance to Shoprite, waving placards with slogans such as “Saccawu demands a living wage” and “Company must respect workers’ rights.”
