Die tehuis se personeel en inwoners het rede gehad om bedreig te voel. In ‘n stadium het die betogers heel aggressief beskuldigings en dreigemente deur die palissadeheining geskreeu. Een van die meer aggressiewe betogers was in militêre drag geklee. Gelukkig was ‘n groot aantal polisie- en privaatsekuriteitsbeamptes teenwoordig om die betogers in toom te hou.

Aanvanklik was daar sprake dat die optog deur ANC-raadslede van die Makhado Munisipaliteit gereël is en dat die betogers ‘n memorandum aan die munisipaliteit oorhandig het. “Ons Tuiste is ‘n privaatinstansie en val glad nie onder die bestuur van die Makhado Munisipaliteit nie,” het De Bruin gesê. In antwoord hierop het die woordvoerder van die Makhado Munisipaliteit, mnr. Louis Bobodi, gesê dat die munisipaliteit geensins betrokke was by die protesoptog nie en dat hulle ook geen memorandum ontvang het nie. “Kontak die ANC vir inligting oor die optog,” het Bobodi gesê. Wat laasgenoemde betref, het die ANC se streeksekretaris, adv. Anderson Mudunungu, gereageer en gesê dat alhoewel daar geen memorandum aan die tehuis oorhandig is nie, die optog gereël is om in die openbaar steun te gee aan die personeel van die tehuis wat betref hulle klagte van rassisme. “Die ANC het ook gekom om die publiek bewus te maak dat rassisme nie geduld sal word nie en dat die ANC rassisme sal beveg waar ook al dit sy lelike kop uitsteek,” het Mudunungu gesê. Volgens Mudunungu gaan hulle die saak verder opneem met die LUR vir Maatskaplike Ontwikkeling, sodat die LUR ‘n vergadering kan belê met die onderskeie rolspelers en betrokke werkers. So ‘n vergadering, het Mudunungu gesê, sal vir hulle ‘n beter begrip kan gee van wat presies by die tehuis aangaan. “Volgens die wer kers weet ons nou dat slegs een rassegroep [wit] by die ouetehuis geakkommodeer word. Ons wil hê dit moet verander. Ons kan nie ‘n situasie toelaat waar openbare geld of regeringsgeld gebruik word om die praktyk van rassediskriminasie te befonds nie. Dit gaan nie gebeur nie,” het adv. Wyle Maans word oorleef deur sy vrou Cora, dogters René Malan en Corli Erasmus, skoonseun MC Erasmus en kleinkinders Elardus en Marnu Erasmus. “Ons maak met hartseer bekend dat ons seun, broer, vriend en kollega, Michel Pierre Jaume, op Sondagoggend, 4 April 2021, oorlede is.” Só sê hartseer familie, vriende en kollegas van Michel. “Michel was iemand wat baie lojaal was aan diegene naby hom. Jy kon hom maar enige tyd van die dag of nag bel om hulp te vra en hy sou sonder aarseling kom help. Dit is nou as hy eers eenmaal wakker was. Hy kon lekker vas slaap! Op skool moes sy pa hom menigmaal van die balkon af wakker roep waar Michel en sy broers in ‘n karavaan onder ‘n groot wildevy gewoon het. Hy was voorwaar ‘n boskind en seun van die

Daarna was hy in Hoërskool Louis Trichardt en het sy matriek voltooi by die Hoër Tegniese Skool Tom Naude in Pietersburg. Ná skool het Michel sy weermagopleiding gedoen en was gestasioneer by SMG (Soutpansberg Militêre gebied) se kwartiere buite Musina. Hy was ook as sersant aktief betrokke by die eertydse Soutpansberg Kommando. Ná sy weermagtydperk het hy studeer by die Laeveld Landboukollege te Nelspruit, waar hy ‘n Hoër Landboudiploma verwerf het. Hierna was hy betrokke by ‘n landbouprojek vir die Presi densie in Gaboen aan die Weskus van Afrika. Ten tye van sy afsterwe was Michel werksaam by die Kutama Sinthumule Correctional Centre (SACM) buite Louis Trichardt. Michel was ‘n man van min woorde. Hy het verkies om te luister, eerder as om te praat. Sy vriende het hom soms goedig geterg en gesê hy praat soos ‘n Amerikaanse Indiaan in die ou Wilde Weste films. Michel het sy Christenskap uitgeleef as lid van die Emmanuel Christian Church. Sy hart was net so groot soos die gasvryheid wat menige persoon in sy ouers, Pierre en Hélène, se huis ervaar het. Hy het altyd plek vir ‘n verdwaalde siel of ‘n afvlerk-voëltjie gehad. “Michel, ons is dankbaar en waardeer dit dat die Here ons in jou lewe laat deel het! Ons gaan jou mis!” sê al sy familie, vriende en kollegas. Teen druktyd was finale begrafnisreëlings nog nie bekend nie.

Lucas se dood sal beslis ‘n groot leemte in die gemeenskap los Deur Andries van Zyl Nog ‘n groot boom van die Soutpansberg het geval met die dood van die welbekende Lucas Vermeulen van Louis Trichardt verlede week. “Weet jy, jy is voorbereid want jy weet wat kom. Maar die dag wat dit kom, bly dit steeds ‘n skok. Die leemte is groot en die huis is leeg,” het Lucas se vrou, Adele, gesê. Lucas het die laaste 18 maande ‘n dapper stryd teen kanker gevoer. Hy is Woensdag, 31 Maart, in die Sungardens Hospice in Pretoria oorlede in die ouderdom van 61 jaar. Adele was tot die einde by hom gewees. Die egpaar het in Desember verlede jaar na Pretoria verhuis om nader te wees aan die mediese sentrums waar Lucas behandel is. Baie sal vir Lucas as sakeman onthou weens sy verbintenis met die destydse LCV Promotions. Meer onlangs, tot en met sy siekte, was hy betrokke by Mona Mona Readymix. Hy het egter op alle vlakke van die samelewing ingeskakel om ‘n verskil te maak. So was hy betrokke by Ons Tuiste Ouetehuis en het hy ook in ‘n stadium op die Bergcare direksie gedien. Hy was ook vir ‘n tydperk lid van die Louis Trichardt Rotariërs. Lucas was ook ‘n groot kerkmens gewees. “Sy kerk en sy geloofs lewe was vir hom belangrik. Hy was ‘n groot gelowige en sy geloof was sterk tot aan die einde,” het Adele gesê. Lucas is op 5 November 2019 met Hodgkin’s lymphoma gediagnoseer. Hy het begin met chemoterapie en in Mei verlede jaar het hy ‘n beenmurgoorplanting gekry. Aanvanklik het Lucas goed op die behandeling gereageer en was hy in remissie. “Toe, een oggend in September verlede jaar, het hy wakker geword van ‘n verskriklike hoofpyn. Adele het namens die familie haar opregte dank uitgespreek vir almal se omgee en woorde van vertroosting in hulle tyd van hartseer.

Hierdie week, 25 jaar gelede in die

Hierdie week, 25 jaar gelede, het inwoners hulle begin gereed maak vir die munisipale verkiesing, maar meeste kiesers sou nie hul kruisies agter ‘n kandidaat van hul keuse se naam kon trek nie aangesien slegs twee van die dorp se vyf wyke bestrede was. Op die voorblad van 5 April 1996 word berig dat die voorlopige lys van kandidate vir die Groter Louis Trichardt Oorgangs raad bekendgemaak is. In slegs twee van die wyke op Louis Trichardt het meer as een kandidaat gestaan. Die interessantste wyk was Wyk 6, wat die suidwestelike deel van die dorp beslaan (wes van die N1) asook Nooitgedacht en Ledig. Drie onafhanklike kandidate, nl. Johan Moolman, Len Lemmer en Obie Oberholzer, sou sake in dié wyk beveg. In Wyk 10 sou Amie Chhaya, Neran Desai en Suwil Rudolph teen mekaar staan, terwyl Wyk 7, 8 en 9 onbestrede was met die kandidate onderskei delik Schallie van Schalkwyk, Brink Schlesinger en Louis Holtzhausen. Alle kiesers sou egter hul kruisie agter die party van hul keuse kon trek, met vier partye (die Louis Trichardt Inwonersvereniging, die Nasio nale Party, die ANC en die PAC) wat geregistreer het. Vir die wat gewonder het ... Danie se groot neute op die Zoutpansberger se voorblad van verlede Donderdag was inderdaad ‘n Aprilgrap. Die grap is “uitgebroei” deur mnr. Barry Christie, groep landboukundige tegniese bestuurder by die Green Farms Nut Company. Heelparty mense het genoem dat hulle dadelik agtergekom het dit moet ‘n Aprilgrap wees, veral aangesien die neutboom “net op 1 April” dra. Ander was meer skeptiese dat dit die waarheid is. Gegewe ‘n jaar soos 2020 wat pas agter die rug is, het ‘n paar mense opgemerk dat enige iets moontlik is.

The ghost of VBS still haunts Vhembe officials

More than two years later it appears that few municipalities did “the right thing” In December 2018, after Limpopo Premier Stan Mathabatha had received an explosive report commissioned by the province’s treasury department into the dealings of the local municipalities with VBS Mutual Bank, he assured residents of the province that he would do everything in his power to ensure those who had violated the country’s laws ended up in orange overalls. “Our commitment to the people of Limpopo is that we will ensure that the recommendations from this report are implemented in full,” Mathabatha said. “In the same vein, we call on law enforcement agencies to support and supplement our efforts to ensure that justice is done without fear, favour or unreasonable delays,” “This report, together with the findings, will be handed to all the affected municipal councils for necessary attention and relevant action,” he said, adding: “We expect that these municipal councils will do the right thing.” More than two years later it appears that few, if any, of the municipalities involved had done “the right thing”. In the case of Collins Chabane Municipality, the municipal manager, Tsakani Ngobeni, only vacated her post in February this year. The Council did not want to say whether she had received a golden handshake or whether she had resigned. But the recent arrest of Ngobeni must have sent shivers down the spines of several politicians and municipal officials. Ngobeni appeared in court four weeks ago on charges related to the looting of VBS Mutual Bank. The municipalities that had illegally invested money in the mutual bank have, however, done little to nothing to act against the transgressors. The Vhembe region has four municipalities and one district municipality. Out of these, the Vhembe District Municipality (VDM) had invested the most, namely R1,07 billion, of which VDM could not recover R300 million. Collins Chabane had invested R120 million and could not recover any of that. Makhado Municipality had invested R155 million and when the bank was liquidated, R53,53 million was effectively “lost”. Thulamela Municipality had invested R30 million but had recovered this money before the bank folded. Musina Municipality did not invest in VBS. More details emerged the past few months to help complete the puzzle of how VBS was looted - and how the politicians pressurised officials to make illegal investments. Documents filed in various court cases provide interesting insights into the wheeling and dealing that preceded the bank’s liquidation. These reports also reflect an alarming lack of accountability, as very few steps have been taken against the people who either took part or stood by watching as the bank was plundered. To better understand what was happening at the time and how the looting unfolded, looking at the manner in which one local municipality, Makhado, handled their investments helps. The Makhado Municipality had several municipal managers (MM) as well as acting managers in the period that the VBS investments were made. In April 2016, when the first R15 million was invested, Isaac Mutshinyali was the MM. At that stage, the municipality was riven with infighting, with Mildred Sinyosi being appointed as the new mayor. But Mutshinyali did not form part of the new mayor’s strategy and he was suspended and did not sign off on the 2016 investment. At the end of May 2017, the Council withdrew all charges levelled against Mutshinyali (who later denied any knowledge of investments made with VBS during his tenure) and offered him a golden handshake. Johannes Kanwendo, the MM in place when most of the investments were made, later became the “scapegoat” for the fiasco. He was suspended in November 2018 for his role in the saga. Kanwendo told forensic investigators that
he had been instructed by the mayor at the time, Sinyosi, to invest with VBS. During his period as MM, Ms P Makhubela was the CFO and, for a time, Mr R Radzilani acted as CFO. If Kanwendo’s version of events is correct, political pressure was exerted on officials not to do due diligence and to ignore certain procedures. Kanwendo did not sign off on the investments. Radzilani confirmed Kanwendo’s sentiments and claimed that political pressure had been applied to invest with VBS, saying he had had no choice but to sign the documents. He was also very “uncomfortable” with investing money in VBS, believing it to be a risk. A central character in the saga appears to be the CFO, Ms Mikateko Palesa Makhubela, who signed off on all the investments. When interviewed by the investigating team, she denied that any political pressure had been exerted on officials to invest with VBS, saying it was her decision. She said she had misinterpreted the legislation and had thought that investing with a mutual bank was in order. She and Mr G Raliphada, Manager of the Budget for the municipality, admitted that, in certain cases, procedures were not followed and money was transferred to VBS without the necessary signed documents. Makhubela’s name, however, features in several court documents, especially in the case where prominent ANC leader Danny Msiza took on the curator of VBS, advocate Terry Motau. Motau filed transcripts in court of WhatsApp messages to indicate that Msiza had played a central role in the looting of the bank. In one of these conversations, Makhubela is seemingly involved in an argument with Kabelo Matsepe, who is described as “a politically connected fixer” in Motau’s original report. Matsepe became a very well-remunerated middleman and acted as a gatekeeper between VBS and the municipalities, according to Motau. One such WhatsApp conversation seemingly concerns a “100” (presumably R100 000) that must be divided between Makhubela, the “1st lady” and the “deputy”. “So I get 33k out of all my efforts ... pls u Giyani u must make it up to me,”
More details emerged the past few months to help complete the puzzle of how VBS was looted - and how the politicians pressurised officials to make illegal investments. Documents filed in various court cases provide interesting insights into the wheeling and dealing that preceded the bank’s liquidation.
was Makhubela’s response. Makhubela resigned early in 2018 to take up a position at the Greater Tzaneen Municipality, where she is still the CFO. The last investment was made on 20 July 2017, when the money was transferred, but the paperwork was only signed weeks later, on 14 August 2017. The mayor at the time, Mildred Sinyosi, denied that investments were ever discussed with her and said that she had made no input into investment decisions. She also denied knowing that statutory processes had not been followed and background checks on the bank had not been done. Makhado Municipality invested R101 467 110,61 with VBS Mutual Bank. When the bank was liquidated, the amount still owed to them, with interest, stood at R53 532 889,39. In the report that the premier referred to, a recommendation was made that the Makhado Municipality act against Mr I Mutshinyali, Mr N Kanwendo, Ms M Makhubela, Mr N Radzilani
and Ms E Lubisi (Manager: Assets Management). Sinyosi was also found to have failed to comply with legislation and she had not performed the oversight role required of her. Sinyosi was removed as mayor and is currently serving as an ordinary councillor in the Makhado Municipality. As far as the named officials, only Ms E Lubisi still appears to be employed by the municipality. Questions were sent to the Makhado Municipality’s spokesperson, Mr Louis Bobodi, two weeks ago, asking what steps the municipality had taken in line with the reports, taking into consideration the assurances by the premier that action would be taken. “In terms of the VBS saga, the matter is still before the curatorship, and as the municipality we are still awaiting for the curatorship to finalize the process,” said Bobodi last week. The municipality did not want to comment further as “the matter is before the law enforcement agencies.”

ROLBALLIGA VIR BESIGHEDE Die
tyd kom weer nader vir die Louis Trichardt Rolbalklub se gewilde besigheidsliga en spanne kan nou reeds begin inskryf. Die liga vind in April oor drie agtereenvolgende Donderdagaande plaas, naamlik op 15 April, 22 April en die finaal op 29 April. Die hoofdoel van die liga is nie net om hierdie sportsoort te bevorder nie, maar ook om fondse vir die klub in te samel en om dit net te geniet. In totaal kan 14 spanne inskryf, met inskrywings op wat op 8 April sal sluit. Enige instansie of besigheid kan ‘n span inskryf of borg. ‘n Span moet bestaan uit vier nie-rolbalspelers, alhoewel klublede byderhand sal wees om te help met raad. Behalwe vir skoene wat hakloos moet wees, is geen ander dragkodes van toepassing nie en rolbalballe sal voorsien word. Wedstryde begin elke Donderdagaand om 18:00. Aan die einde van die reeks word die wenner bepaal. Dekking sal deur die plaaslike koerant gedoen word en uitslae sal weekliks gepubliseer word. Deelname kos R500 per span en ‘n baanfooi van R20 per speler per wedstryd sal betaalbaar wees. Na elke ligabepaling sal braaipakkies te koop wees, met pap en sous wat voorsien sal word. Some rules:
We wrote the first chapter of the story. Two stories are featured, an English one and an Afrikaans story. The stories alternate, meaning one week the English chapter appears and the next week the Afrikaans story’s chapter. The stories are completely different, and the young writers do not have to enter chapters for both stories. The first chapter had merely set the parameters of the story, such as some of the characters and a very basic plot. Where the story will eventually end up is totally up to our young readers. Writers may introduce new characters and (sadly) kill off some of the old characters. Every new chapter gets published on a Thursday in the newspaper. The writers then have up to the following Wednesday afternoon to send in their contributions. The entries will be judged by a panel of writers. Every week’s winning entry will receive a small prize. An overall prize for the best contributions (English and Afrikaans) will also be given at the end of the series.
We want to encourage all young writers to contribute. The writer’s imagination and the way the plot is structured are more important than the use of language. The winning contributions will be sub-edited and corrected before the next chapter is published. (If neces-
Although we want to keep rules to the minimum, some guidelines are necessary. Each chapter should be limited to 500 words or fewer. Entries must reach the newspaper before 23:00 on a Wednesday afternoon after publication. (If, for instance, the Afrikaans story’s chapter is published that specific week, the entries for the next chapter must reach us by the next Wednesday.) Entries must be e-mailed to leigh@ zoutnet.co.za. The story will be published on our website to make it easier for entrants to recap on what had happened in previous chapters. Each chapter must preferably end in a way that the suspense is maintained and that the other writers can add to the story. Both stories need to end in Chapter 10. Build the story in such a way that a conclusion can be reached in the final chapter.
An age-limit of 19 has been set, but anything younger goes. Entrants are not limited to specific schools, but they must reside in the Vhembe District.

Comments from the judges
journey of discovery and Anke did well to utilize this. Writers need to use more than just their imagination. Storytelling also implies research and some digging. Anke made the “shadowy figure” carry a pestle, which is quite an interesting choice. It links to the mythical aura brought in by the previous winner, Nyandano Ramushweu. It is important for the entrants to refer back to the previous chapters. Look for clues in the story and expand
on these. This format of writing is extremely challenging, because the story finds its own direction and every chapter creates new possibilities. The danger, however, is that it gets too convoluted. Five chapters remain to be written. The story now needs direction and Rosalyn’s granddad needs to be found. The competition is now getting tougher, but also so much more exciting. Remember, entries must reach us before 23:00 on Wednesday, 14 April.
This week there were, unfortunately, fewer entries. Our winner, Anke Roos, did a great job in building the tension. She also took the action away from the house, which is refreshing. the book held firmly in her arms. When she got to the top, she placed them neatly on the floor and sat down. Without even realizing it, she fell asleep. A few hours later, she woke up with a start. The first thing she thought about was the time. She reached for her phone and saw that she had a lot of missed calls from her mother. Her mother must be worried sick. Strangely enough, the 25 calls were made within the range of five minutes, around 23:00 the previous night. It was now just after 07:00. She tried dialling her mother’s phone, but got no answer. She called the house’s phone, and again, no answer. Not far from the treehouse she could hear the sound of a motor. She peeked from the edge of the treehouse’s platform, and it looked like her mother’s car. Rosalyn returned to where the book and maps were lying, spread out across the floor. The book had not stopped shining. She opened the book and paged to where the map labelled “El Dorado” was. She checked the maps she had brought from granddad’s house and noticed that there were similar stars in the top right-hand corner of the maps. Her necklace started to make her itch and she took it off, placing it on one of the maps. Suddenly the markers on the map started to swirl around, like magical fireflies, and everything suddenly started to make sense to Rosalyn … To be continued.

Die skikking in die silikose-en-tuberkulose-klasaksie wat bereik is tussen ses skikkende mynmaatskappye – African Rainbow Minerals, Anglo American SA, AngloGold Ashanti, Gold Fields, Harmony en Sibanye-Stillwater – en die eisende prokureurs, is op 26 Julie 2019 deur die Johannesburgse hooggeregshof goedgekeur en het op 10 Desember 2019 in werking getree nadat al die voorwaardes daarvan nagekom is. Alle eise wat teen die skikkende mynmaatskappye en hul geaffilieerdes gemaak is wat voortspruit uit of verwant is aan silikose en tuberkulose, onder andere die klasaksie wat voor die hooggeregshof geïnisieer is, geskied ooreenkomstig die bepalings van die skikking. U kan moontlik in aanmerking kom om te eis indien: 1. u ’n goudmynwerker was tussen 12 Maart 1965 en 10 Desember 2019; 2. u by een of meer van die kwalifiserende myne (sien lys onderaan) gewerk het gedurende die tydperk dat daardie myne in die besit of bestuur was deur een van die skikkende mynmaatskappye; 3. u werk onderneem het wat u aan silikastof blootgestel het; en 4. u het silikose of tuberkulose opgedoen, OF u is ’n afhanklike (byvoorbeeld, die vrou, kind of lewensmaat) van sodanige goudmynwerker wat oorlede is.

Slaphakskeentjies vorm - nes rugby, biltong en braaivleis - deel van ons Suid-Afrikaanse tradisies, en word juis as bykos geniet saam met braaivleis en ander vleisgeregte. Die gekombineerde smake van soet/suur met die mosterd komplementeer mekaar wonderlik! Selfs die kinders gaan vir ‘n tweede skeppie vra. Bestanddele: 12 - 15 klein uitjies, afgeskil 1/2 koppie water 1/4 koppie asyn 1/4 koppie suiker 1/2 teelepel sout 1/2 teelepel Dijon mosterdpoeier 1 eier Metode:
Kook die uie tot sag, maar steeds ferm (as dit te lank gekook word, val dit uitmekaar). Sodra dit sag is, dreineer die uie en laat dit afkoel. Meng en kook die water, asyn, suiker, sout en mosterd in ‘n aparte pot oor warm hitte tot die suiker opgelos is (sowat 5 minute). Laat dit dan saggies prut oor lae hitte. Klits die eier en roer dit by die mengsel in. Wanneer die mengsel genoeg verdik het, verwyder dit van die hitte af. Indien dit nie dik genoeg is na smaak nie kan bietjie Maizena gebruik word. Gee die mengsel ‘n finale goeie roer voordat dit oor die uitjies gegiet word. Verkoel in die yskas.

Om homself uit die kwaad te hou, help hy ‘n ou vriend van sy studente-dae af, Dave van Graan, so tussendeur met sy besigheid en projekte by Camp Africa. Ramsay deel sy passie vir reis en om nuwe plekke te verken met kosmaak. Lekker eet, sê hy, is immers ‘n eg-Suid-Afrikaanse ding. Hy is ook ‘n groot sportaanhanger en geniet dit om met sy neus in ‘n goeie boek te sit en ontspan.

In total, 3 773 accounts with balances of R100 or less were closed. “These accounts amounted to approximately R105 000 and were closed from a cost and administrative perspective. These depositors still reserve the right to claim their funds from Nedbank up until 8 July 2021,” Rooplal said. The final tranche of qualifying accounts was recently transferred to Nedbank and constituted some 370 accounts amounting to approximately R3.7 million in value. All VBS deposit holders who have not yet done so are encouraged to go to their nearest Nedbank branch as soon as possible to access their funds. “The intention for this initiative was always for the vulnerable depositors to not suffer financial loss as a result of the fraud that was perpetrated at
VBS, hence the decision by National Treasury to guarantee these funds,” added Rooplal. People and institutions such as municipalities that invested more than R100 000 in VBS, will have to wait a lot longer to find out whether and how much of their money will be paid back. “Claims were received from creditors during the first and second round of meetings held with creditors. The process to determine the validity of creditors’ claims has been largely completed by the liquidator. Communication has been sent to the Master of the High Court as well as to those affected creditors regarding their reduced or expunged claims as per the Insolvency Act 32 of 1916,” said Rooplal.
